BALLINA AND SCRANTON CELEBRATE HISTORIC DAY J

ANUARY 20th was an historic day for the democratic world and North Mayo in particular. It marked the inauguration of one of its favourite sons, Joe Biden, to the top position in the free world, but for Ballina in particular there was a double celebration. It was a day in which the Mayor and President of Scranton, Biden’s home town, addressed the January monthly meeting of Ballina Municipal District, held online. Even before it was revealed that the then Vice-President, Mr. Biden, had ancestors from the town and still had cousins living in north Mayo, the links between the area and Scranton, Pennsylvania, were very strong. While the relationship between the new president and the Blewitt family from Knockmore is well known, the Scranton City Council President, William Gaughan, too could tell the meeting that he has ancestors from Lisaniska and Knockmore. “I'm very excited for a native son of Co. Mayo to be inaugurated today,” he said. “Joe's from Scranton, where I live, and we're thrilled to have one of our own coming in (to take the presidency). “I'm delighted, too, to have you as a sister city. You can't walk too far here (Scranton) without meeting someone who has links to Mayo, especially Ballina.

Mayo TD launches survey on needs of third-level students M ayo TD Rose ConwayWalsh, Sinn Féin spokesperson for Further and Higher Education, Research, Innovation and Science, has within recent days launched an online wellbeing survey to capture the impact of Covid on third level students. The Erris-based representative explained: “We want to hear directly from students in third-level on how they are coping with all the pressures related to Covid-19 and remote/blended learning. “We are approaching one year of an extraordinary learning experience for college students. "Some have never even visited their campus or met any of their fellow students in person. “In all likelihood, they are facing at least another semester with very limited access, if any, to campus and all that comes with it. “We know from students and parents who contact us that Covid has had a significant impact on mental health and wellbeing, generally. "We are setting out to measure that impact on students. “International research has produced alarming results regarding the impact Covid

and public health restrictions have had on the mental health and wellbeing of students. “Despite the huge effort made by all the staff of colleges, remote/ blended learning has substantial limitations from an educational perspective. "However, the impact of the pandemic on the students' lives go far beyond their formal education. “We want to know how students are coping. What are the key sources of stress and pressure on them? "We also want to look at the positives that have brought them comfort and helped them through the past year. “Whatever the issues a student is facing, we want to hear from them and give voice to their experience. “Only by really listening to students will we be able to support and assist them. "This is why I am asking students to take a few minutes to complete and share this survey. I want to sincerely thank the Union of Students Ireland (USI) and all those who contributed to the design of this important survey." Could Biden’s presidency bring hope to undocumented Irish? 4

OE Biden’s election and inauguration as US president this week brings new hope for those who have been working for years to deal with the plight of the thousands of undocumented Irish in the US. While Mayo people, particularly those from Ballina, have high hopes of gaining benefits from the Biden connection, for the majority of people in Ireland, and the 20,000 or so undocumented in particular, this powerful appointment means much more.. Irish-American campaigner and Mayo man Ciarán Staunton, the co-founder of the Irish Lobby for Immigration Reform, has welcomed President-elect Joe Biden’s plan to prioritise a major immigration reform bill which will facilitate a pathway to citizenship for the 11 million undocumented immigrants from all over the globe now living in the US. Speaking to Irish Central.com last week, Louisburgh native Mr. Staunton’s said that Biden’s plan ‘was what the Irish community

has been waiting on for decades’. “We will obviously take nothing for granted because we have been here many times before only to suffer heartbreak. But it would be remarkable if our Irish American president was to succeed in passing legislation that would secure the future for so many Irish undocumented and indeed, all undocumented. Now is the time for all ethnic groups to pull together,” Mr Staunton said. The legislation involves a complex process and, ironically, could be slowed down if the impeachment trial of Donald Trump proceeds in the Senate. The Democrat’s narrow majority in the upper house will prove key to the success of Biden’s planned legislation. Anybody watching the inauguration ceremony just a few days ago couldn’t but be impressed by the new president’s reference to power when he said that “rather than our power being an example

our example can be powerful. In late-Autumn during his presidential campaign he addressed Irish issues in a statement entitled, ‘Joe Biden, IrishAmerica and Ireland’. Significantly, it stated: “I will prioritise legislation to create a roadmap to citizenship for the 11 million undocumented people who have been strengthening our country for years and preserve the longstanding directive of our immigration system to reunite families and enhance our diversity.” He specifically addressed Ireland’s undocumented, estimated to be between 15,000 and 20,000 with the statement noting his ‘empathy and understanding’ for the Irish forced to emigrate, particularly the younger Irish who had to leave after the Celtic Tiger crash. It is hoped that with a democraticallycontrolled Congress that some progress might now be made.

Pollution incident investigated on Carrowbeg River, Co. Mayo Inland Fisheries Ireland investigated a pollution incident that occurred over the weekend of Saturday, 16th of January 2021 on the Carrowbeg River in Westport, Co. Mayo. IFI received a number of calls to the hotline number and had a report from the landowner where the pollution incident occurred. IFI staff responded to the report of an accidental detergent discharge into the Carrowbeg River on Saturday afternoon. IFI Officers attended the scene of the incident and worked with the landowner to identify the source and to carry out immediate remedial works. The source was located and measures were undertaken to ensure there would be no further discharge. IFI staff continue to monitor the site and carried out kayak and drone surveys of the catchment area over the weekend to assess the possible fisheries implications. The surveys to date have not found any evidence of a fish kill resulting from the incident. IFI have had subsequent engagement with

the landowner regarding remediation works to be undertaken at the site along with Mayo County Councils Environmental Section regarding sample analysis. The Carrowbeg River is the main river that runs through Westport town, the river has an abundant indigenous brown trout population and is an important amenity to the local community. Patrick Gorman, Galway Director in the Western River Basin District at Inland Fisheries Ireland, said: ‘Inland Fisheries Ireland urges members of the public to be aware of the environmental risk posed to their local waterbodies should such discharges be made into road or car park drain networks. Behind schedule due to the Covid-19 pandemic, construction on the Sligo Western Distributor Road Phase II was substantially completed just before Christmas. MEP Maria Walsh’s concerns about Adequate and Affordable Housing

EP Maria Walsh has welcomed an EU report on decent and affordable housing and has highlighted her own concerns on incentives for profit in the housing market, particularly in cities where investors capitalise on housing shortages as a tradable asset. Maria has called on the EU Commission to provide more accurate, quality and comparable data on housing markets, and to monitor housing affordability across the EU, including at local and regional level. “Adequate housing is universally viewed as one of the most basic human needs. The fact that the recovery from the Covid-19 crisis should not be a return

to ‘business as usual’ in the housing market has been widely recognised. There needs to be better protection of tenants and mortgage borrowers at a national and local level. We often see that housing policies are favouring home-ownership over renting in an imbalanced way and this should be changed particularly in larger cities where housing availability and affordability are major issues. I want to see a serious debate about a new approach to housing policies post Covid, putting people and their right to affordable housing at the centre of our conversation. Member states must ensure that there is no repetition of the wave of evictions we have witnessed after the

global financial crisis of the last decade.” According to the report, homelessness is on the rise in the European Union: 24 Member States report that homelessness has increased over the last decade. Finland is the only member state where homelessness has declined. At least 700,000 people are sleeping rough on any given night in the EU which is 70% more than a decade ago. The report also calls on the Commission to further increase investment in EU funds that can be used for social, public, energy-efficient, adequate and affordable housing, and in tackling homelessness and housing exclusion.

Online searches for topics related to boredom, loneliness and worry jumped significantly at the start of the first COVID-19 lockdown, a new study has shown. European and Canadian researchers examined Google Trends data from 10 countries worldwide, including Ireland, the UK, France, Spain and the US, between January 2019 and April 2020. They compared how often people searched for 13 key terms just before lockdown, at the start of the initial lockdown and 12 months earlier. The study found that compared to 12 months earlier, the number of online searches for boredom in Europe at the time of the lockdown jumped by 93%, while searches for loneliness rose by 40% and worry by 27%. The results were similar whether

countries were in partial or full lockdown. This, the researchers said, suggests that any kind of restrictions can have a big impact on wellbeing. "Our findings indicate that people's mental health may have been severely affected by the pandemic and lockdown. There was a substantial increase in searches for boredom, loneliness and worry. It may be necessary to make sure support is provided to help those struggling most with lockdown," commented one of the study authors, Prof Nattavudh Powdthavee, of the University of Warwick in the UK. The researchers did note that online searches for suicide, divorce and stress fell during this time. They also noted that the number of searches for sadness started to "revert towards the norm, perhaps reflecting

hopes that lockdown would be relatively short lived". "However, the effects on boredom and worry have not dissipated over time and this snapshot of wellbeing in the first weeks of lockdown does not account potential fatigue as individuals grow increasingly tired of self-regulating as time passes," commented Prof Abel Brodeur of the University of Ottawa in Canada. He said that this is a reminder that while the economic cost of the pandemic and lockdown is considerable, "there are other potential costs in terms of trust, disruption to schooling, and wellbeing". "That is particularly relevant as many countries are going through another wave of the pandemic and are facing fresh restrictions," he added. Details of these findings are published in the Journal of Public Economics.

Call to prioritise dementia sufferers in vaccine roll-out

The Alzheimer Society of Ireland has called on Government to designate family carers of people with dementia as a priority group for COVID-19 vaccination The Alzheimer Society of Ireland is actively highlighting and lobbying Government about the importance of family carers of people with dementia being included as a priority group in the roll out of the Covid-19 vaccination programme. There is a real urgency and importance to the inclusion of all family carers – especially sole carer givers – as a priority group in the plans to roll out the Covid-19 vaccine. The ASI is concerned by the lack of any mention of family carers as a specific group and the vaccination schedule given their very real vulnerabilities in relation to Covid-19. Currently, family carers are not only shielding their loved ones from Covid-19, but are living with a real fear of what would happen if they themselves get sick and are unable to care is very distressing. Carers of people with dementia have been one of the worst hit groups during Covid-19 pandemic. In The ASI research report last July, ‘Caring and Coping with Dementia During Covid-19’ highlighted the crisis aftermath of life in lockdown that has taken an enormous toll on people’s lives. This has resulted in extra workloads, constant anxiety and exhaustion with 77% of family carers agreeing that their caring workload has increased since Covid-19 in the report. Throughout Covid-19, The ASI has been highlighting that many family carers have felt forgotten during the pandemic. They have been left without vital face-to-face services since March 2020 and many families are receiving no support or respite from their 24/7 role. Not having access to vaccinations as a priority group is causing stress. The ASI is calling for a timeline and an action plan to be provided to all family carers to ensure that no family carer has to wait any longer than necessary to receive the vaccination. The Alzheimer Society of Ireland CEO, Pat McLoughlin said: “We must offer family carers the Covid-19 vaccination as a priority. In so many unspoken and unseen ways they are caring for and ensuring that our most vulnerable are safe and cared for. Being a carer is a 24/7 role. They are concerned and extremely worried about the impact that Covid-19 is having and could have on them and their loved one. The impact of a family carer getting Covid-19 would be very severe and we have seen it can really jeopordise the care of the person with dementia. Sligo deputy warns of indefinite lockdown unless Ireland secures more vaccines

A government TD has warned an indefinite lockdown is on the cards unless Ireland can secure more doses of vaccine. Sligo/Leitrin TD Marc MacSharry has urged his government colleagues to break with the EU purchase system and try to get more doses directly from the companies involved. Health Minister Stephen Donnelly has said the government plans to offer everyone a vaccine by September. But his party colleague Marc MacSharry doesn't think that can work on the current number of doses we have secured.

Mayo women are Intel Women in Technology scholars 1 5 years ago Intel in Ireland launched its Women in Technology scholarship program for the first time. Since then, the program has gone from strength to strength and continues today to form an important part of its wider commitment to advancing diversity and inclusion at every level of the company and the broader industry. Four Mayo women were successful in the programme: Saoirse Ward, Swinford – Physics and Astrophysics at Maynooth University; Eimear McDonnell, Westport – Environmental Health and Safety, NUI, Galway; Emily Metadjer, Shrule, Co. Mayo – Computer Science and Information Technology, NUI, Galway. The scholarship program aims to encourage a new generation of high-achieving women to take up the challenge of a career in science and technology and to empower them by fostering educational opportunities. The scholarship program offers a monetary grant, valued at €3,000 per annum, as well as opportunities for work placements at the Intel Leixlip and Shannon campus’. Each scholar is also assigned a mentor who is an Intel employee to assist and provide advice on managing their academic career. In addition, Brian Mortimer from Westport, was among three students who received a Paul Whelan Memorial

Scholarship which was presented by Intel to a number of students studying technology and engineering courses at the University of Limerick. In recent years Intel Ireland has driven a unique approach to academic partnership through its Memorandum of Understanding (MoU) program. They work closely with partners – Trinity College Dublin, University College Dublin, Dublin City University, Technological University Dublin, University of Limerick and Maynooth University – as well as with other universities and Institutes of Technology across Ireland to share details of this initiative and identify suitable candidates for the scholarship program. This year scholarships were awarded by numerous business groups across Intel including Movidius, Manufacturing & Product Engineering and Intel Shannon. For the first time, this year a ‘Women in Construction’ scholarship was specifically included and was awarded by the Fab Construction Enterprise Team. This was also the first year that scholarships have been awarded by the Corporate Services group at Intel Ireland. he price of the average three-bed semi in County Mayo is expected to rise by 6% in the next 12 months, according to a survey carried out by Real Estate Alliance. Compared with other counties this is a relatively optimistic outlook, the only counties predicted to exceed this being Galway City (8%) and Monaghan (7%) Prices in the county rose by 3.1% between September and December to €165,000 with average three-bed semis rising by €5,000 as the option to work from home incentivised buyers to move away from urban centres, the Q4 REA Average House Price Index shows. “Our outlook for 2021 is now greatly improved with the announcement of the release of vaccines. This will give confidence to all potential buyers and economic optimism for the year ahead,” said Robert McGreal of REA McGreal Burke in Castlebar and Westport. Prices in Castlebar rose 3.1% in Q4 2020 to €165,000, with time taken to sell dropping from nine weeks to six. Westport prices rose 2% over the past three months to €245,000, and time

These ‘boomerang buyers’ are upwardly mobile young people, previously working in cities who are buying in provincial and rural areas now that they can work from home.” The REA Average House Price Survey concentrates on the actual sale price of Ireland’s typical stock home, the threebed semi, giving an accurate picture of the second-hand property market in towns and cities countrywide. Average house prices rose by almost 1.5% nationally over the past three months in a market fuelled by a combination of record mortgage approvals and an unprecedented lack of supply, the Q4 REA Average House Price

Index found. The price of a threebedroomed semi-detached house across the country rose by more than €3,000 over the past three months to €239,194 – an annual increase of 1.9%. The biggest rises in Q4 came in Ireland’s secondary cities and the commuter counties – both of whom had experienced the least movement in prices over the preceding 18 months. The price of a three-bedroomed semidetached house in Dublin City rose by 0.6% to €431,833 during the past three months, an annual increase of 1.41%. Cork, Limerick, Galway and Waterford cities shared a combined increase of 2.4% in the past 12 weeks with prices rising by €6,000 to an average of €262,500. Commuter counties are now feeling the benefit of the migration towards space and home working potential, with three bed semis rising 2.2% by almost €6,000 on the Q3 figure to an average of €253,111. Reflecting the flight to rural locations, prices in the rest of the country’s towns rose by 1.2% in 12 weeks to €165,397.

n the 19th December almost 1000 people from Melbourne to Brazil, and everywhere in between, viewed Dromore West Sings for Christmas online. The opening scene of the concert started with a beautiful video of a little boy and his dad walking up the streets of Dromore West and running to the post office to send his letter to Santa, capturing the magic of Christmas and the hearts of the audience. Róisín Kilgannon, starting the concert with the lyrics “It was Christmas Eve, babe, in the drunk tank” from an empty Flying Horse Pub, which sadly did not see any customers over the Christmas. But the thoughts of how Christmas 2020 would be different from how it would normally be celebrated, didn’t last long when the CCE Tireragh Grupa Cheoil band kicked in at the end of the song, bringing a bit of craic agus ceol to the concert! The audience was then treated to 10 performances from 18 singers, some who dueted, but recorded separately due to the restrictions that were in place at the time of recording. The crew working behind the scenes did not know what was happening, when Santa disrupted the broadcast to bring a special announcement to all the girls and boys in the area! After bringing Dromore West to the rest of the world, the organisers felt it was time to bring the rest of

the world to Dromore West. 26 messages from friends and family who were living abroad, some who weren’t able to return home, began to play for those tuning in. The show rounded off with the grand finale, which was a music video of Róisín Kilgannon, The One Voice Choir and students from Dromore West Central NS singing a cover of Picture This’s “This Christmas” along with some students from Roisin’s music school “One Voice Vocal and Music Academy”. The video opened with scenic shots of West Sligo, and slowly brought in the images of those who were abroad. It was a poignant end to a night of top-class entertainment! 77 people featured in the “This Christmas” music video, and over 120 individuals were involved in the production of Dromore West Sings for Christmas. All being done in accordance with the COVID19 restrictions in place at the time. In producing this show, Dromore West Sings not only raised almost €13,000 for charity, they managed to encapsulate 2020 in an hour and half. The reality of 2020; from wearing face coverings in shops, to zoom calls and the pubs being closed. But also, the amazing ability we have to bring people together. This group, not only brought those living in Dromore West together, but brought the whole community of Dromore West

around the world together. They’ve done something positive, and brought joy and happiness. That has been the real essence of people throughout this hard year and the spirit of Christmas!

Call for applications from returned or returning emigrants to Sligo for programme to support starting and developing businesses in Ireland

T

he call is open for applicants for a free initiative to help returned emigrants to Sligo start and develop businesses in Ireland. This is the fourth year of the highly-successful Back for Business developmental programme, which is funded by the Department of Foreign Affairs. Past participants on the first three years of the programme have recorded increased sales, created new jobs, and won export contracts. The combined turnover of the 2020 group tripled during the programme – despite the Covid pandemic. The Back for Business initiative was established to foster and support entrepreneurial activity among returned emigrants or those returning to live in Ireland. It addresses the challenges that all early-stage entrepreneurs encounter – as well as the additional barriers faced by those who have been living outside the country for some time. Back for Business is aimed at those who have lived abroad for at least a year and have returned in the last three years or those planning to return to live in Ireland in the near future. (Eligibility criteria in notes below) The call is open for applications for the 2021 programme, which will run from February to July 2021. There is no charge for those

selected to participate. The closing date for applications is January 25, 2020. Pandemic disrupts progress on Leitrim signage After a very difficult year Leitrim County Council is hoping to devote more time and resources to addressing concerns with signage throughout the county in 2021. Cllr Frank Dolan highlighted issues with signage in the county at the January Council meeting noting a lot of road signage "looking a bit dilapidated". He noted one sign on the R280 for Parke's Castle is pointing in the wrong direction and added that there were other signs which were defaced or were overgrown by hedges during the summer months. While he acknowledged that the popularity of sat navs lessened the reliance on signage, he said that proper signage still was vital in creating an impression of our county for visitors. "It may be better that we have less signage and better signage," he observed, adding it was important to address the signage issues going forward. His motion was seconded by Cllr Des Guckian. Director of Services, Joseph Gilhooly, agreed that having proper signage in good condition was very important, especially when attracting visitors to the area. "In 2020 the works programme hadn't the capacity to devote time and resources for the programme for signage. Hopefully in the current year it will be better," he said. He admitted that the pandemic had seriously impacted services.
