POLITICAL DRAMA – BUT A BOOST FOR THE WEST! T

HE phrase “a week is a long time in politics” continues to be relevant many years after former British PM Harold Wilson coined it back in the 1960s. While in the current instance the timespan may be closer to two weeks the principle remains. It was two weeks during which fortunes turned for Fianna Fail TDs Dara Colleary and Barry Cowan, albeit in different directions. For those of us west of the Shannon the pendulum swung in our favour. The misfortunes of Barry Cowan resulted in the eventual – though thoroughly deserved – promotion of Ballina-based Dara Calleary to a senior ministerial position in cabinet, two weeks after almost everybody, with the exception of Micheal Martin, felt such an appointment was inevitable. While the supporters of Calleary – who has pledged to be a voice for the west “and one that will not be a quiet voice”- may be delighted with the result it all gives rise to some serious ruminations over the cruel nature of politics and, in this case, the contrasting outcomes for two long-established FF political dynasties. The Cowan family, Barry, Brian and their father, Ber Cowan, served the party (and the country, for that matter) back as far as the 1960s. Dara Calleary is son of the late Sean

Calleary, former minister of state who served in the Dail from 1973 to 1992, and grandson of Phelim, TD for Mayo from 1952 to 1992. Neither family would be entirely happy about the developments in recent weeks. Dara Calleary is recognised as somebody with a cool head and a safe pair of hands, capable of giving the west (and Mayo in particular) strong representation at cabinet level. While the purists may contend

that those appointed to a ministerial role can’t be a minister for a region or a constituency – as it is sometimes perceived – those of us from those outlying regions know too well the legacy of having insufficient clout where and when it matters. Our congratulations to Dara Calleary on his appointment as Minister for Agriculture, Food and the Marine and we wish him well. The region needed another good voice

having lost Deputy Michael Ring in the ministerial share-out. Between Brexit, the lingering Covid 19 Crisis (and the consequent economic impact in the years ahead), the housing issue, the pensions debate and other matters, Dara and his colleagues in this Coalition government will have plenty to deal with and a stable government will be paramount for a number of years ahead.

T could hardly be said the appointment was unexpected. Still, no matter what the circumstances, the announcement of Mayo TD Dara Calleary’s appointment to the cabinet as the new Minister for Agriculture, Food and the Marine, was met with delight in his home town of Ballina and north Mayo and a measure of relief and satisfaction throughout the north-west. The Fianna Fáil deputy had previously been appointed to the junior cabinet position of government chief whip (in the recently-formed government), a development which created anger and disappointment in all political circles, particularly across the western region, as he was adjudged to be an automatic choice for a senior role in government. He had also been appointed deputy leader of the party by Micheal Martin in 2018. A native of Ballina, and part of a local political dynasty, Dara Calleary (47) was first elected as a TD in 2007. In 2009, he was appointed Minister of State at the Department of Enterprise, Trade and Employment with responsibility for labour affairs. Then, in 2010, he was appointed Minister of State at the Department of the Taoiseach

and the Department of Finance, with responsibility for public service transformation. Calleary was re-elected to the Dáil in 2011 and 2016, serving as Fianna Fáil spokesperson on justice, jobs, enterprise and innovation and later on, public expenditure and reform. He was appointed director of policy development in 2018, in addition to his role as deputy leader. Naturally, the appointment was welcomed in Ballina and North Mayo. Matt Farrell, chairman, Ballina FF Comhairle Ceanntair, welcomed the appointment as 'a proud day for Ballina and Mayo, and commenting that nobody is more capable of the job than Dara is. "It's going to be a tough job, particularly in regard to the Brexit challenges. But he is ideally suited for the task." Mr. Farrell had made his feelings known a number of weeks previously over the failure of An Taoiseach to appoint Deputy Calleary as a senior minister - stating Micheál Martin would not be welcome in Ballina. However, he told Mid-west Radio on Thursday: "I can now clearly state that our Taoiseach will be more than welcome in Ballina." Mayo Fianna Fáil Councillor Damien Ryan

(Ballinrobe) said the appointment is a massive boost for the party in Mayo and western region."The circumstances are regrettable in view of Barry Cowen being removed from the position. But the man now appointed to the role will be more than competent in the position and I wish him well”. FF Councillor and Crossmolina-based Michael Loftus was delighted with the announcement saying it was a good day for Mayo. Mr. Calleary received goodwill messages from representatives of other parties in the region. Mayo Sinn Féin TD Rose Conway-Walsh extended her heartiest congratulations to Dara. "I am delighted for him, Siobhan and the Calleary family. As they say 'what's for you won't go by you'. "I look forward to working with Dara in a constructive and collaborative manner to secure a better deal for farm families, particularly in Mayo and the West.” The new CAP programme presents opportunities and we must grab them, she said. Former Minister Michael Ring was happy the regional imbalance was now addressed and magnanimous in congratulating and extending good wishes to Dara and his family as he embarked on his new role. Speaking in the Dáil earlier Taoiseach Micheál Martin said: "There are many challenges facing agriculture - Brexit, Covid19, climate change and the future CAP negotiations. "I know that Dara will be a very effective minister - he will work hard and diligently at implementing the ambitious commitments in the programme for government." Dara requested that in this Covid environment there should be no celebrations on his return to his home town of Ballina, but he appreciated the generous messages of goodwill tendered from all quarters of the community and will work for the benefit of all the people.

After over three months of closure Ballina Arts Centre is delighted to announce that it will be back open to the public from Monday 20th of July (on a phased basis)! EXHIBITIONS To facilitate their first phase of reopening the two gallery spaces will be open to the public with two very exciting exhibitions for everyone to enjoy. The main Gallery is hosting the fascinating collaborative exhibition Beyond Drawing, a celebration of contemporary drawing, exploring how artists use drawing to examine themes including identity, place and memory; pushing the boundaries of the medium further than ever before. The artists featured in the exhibition are: Marleen Kappe, Romy Muijrers, Marisa Rappard (all from the Netherlands); and Kiera O’Toole, Mary-Ruth Walsh, Felicity Clear (all from Ireland). Beyond Drawing is curated by Dutch artist Arno Kramer (from the Netherlands) – who curated Human Chain, a drawing exhibition with Ballina Arts Centre, in 2017. Fiona Cawley’s solo show A Shared Space, comprising a series of paintings exploring themes such as human and animal relationships, their coexistence and the impact of the man-made on the environment. Through the intertwining of expressive painting and dramatic subject matter Fiona paints fictional scenes based on memory and the imagination depicting interiors and landscapes populated by creatures such as birds in flight, running deer and the female figure. Both exhibitions launched just before Ballina Arts Centre shut their doors to great crowds and high praise and the Centre is delighted to be able to showcase them still, allowing everyone an opportunity to see the beautiful works in person all the way up until the 29th August. Sean Walsh, Director of Ballina Art Centre, said: “We are delighted to be reopening our doors to the public. The last few months have been a period of concern and uncertainty for the whole world, and hopefully we are coming to the end of it. With the prospect of normal life resuming, we at Ballina Arts Centre are happy to be back presenting art and the arts to the people of North Mayo. Phase 1 of our reopening will see our galleries opening, and in September, Phase 2 will see a return to some kind of broader programming. Tributes Paid to Retiring Carrick Superintendent

T

he popularity of retiring Superintendent Kevin English was evident at last Friday's sitting of Carrick-on-Shannon District Court. Before the business of the court got underway, Noel Farrell, County Leitrim State Solicitor, spoke about Supt English who he described as having had a stellar career in An Garda Síochána. Addressing Judge Kevin Kilrane, Mr Farrell said Kevin English “quickly achieved advancement in rank and to get to the highest level is no mean feat and obviously well earned.” 720p geselecteerd als afspeelkwaliteit Mr Farrell said his involvement with him was largely in the prosecutorial side and he was always impressed by Supt English's attention to detail and also his knowledge of the law and its practice through the courts. “Supt English was well known to yourself Judge all down the years and I recall in the distant past an odd ferocious battle in the

district court. These weren't skirmishes, these were fought tooth and nail but I'm glad to say there was no permanent scarring on either individual and obviously you have a great relationship now in the courts.” Mr Farrell noted Kevin English is an uncle of Olympic athlete Mark English and he used the family's athletic trait to good effect over the years. “I know that he brought that athleticism to great advantage in pursuing people who weren't too happy to meet him at 2 o'clock in the morning when he was fit to outrun them,” he remarked. Mr Farrell wished Supt English a long and happy retirement. Peter Collins, on behalf of the solicitors in Leitrim, Sligo and Roscommon, described Supt English as a man who knew his law and was exceptional on procedure. “Many a poor inexperienced solicitor who thought he would walk in here and ignore the procedure and go straight to the justice

Crossmolina Flood Relief Scheme progressing satisfactorily - Ring

Mr. Michael Ring, T.D. had sought an update in relation to the Crossmolina Flood Relief Scheme and he has been informed that good progress is being made by the Office of Public Works and Mayo County Council to deliver the flood relief scheme. Deputy Ring stated, “There has been some recent delays to the programme as a result of the Covid-19 restrictions which related mainly to additional site investigative and environmental surveys that had to be carried out. The final environmental survey works have now resumed and they will be finalised this week.” Deputy Ring continued, “The funding that was in place for this flood relief scheme is still ring-fenced for Crossmolina and the project team are currently finalising the EIAR (Environmental Impact Assessment Report). It is anticipated currently that the scheme will be submitted for Confirmation in Q3 2020.” Deputy Ring has welcomed this assurance from the OPW that the Crossmolina Flood Relief Scheme is progressing satisfactorily.

Jack Charlton to be remembered by the Sligo Place Names Committee

T

he recent death of former Irish soccer team manager and football ledgend Jack Charlton has dominated the news channels for the past week, with outpourings of sympathy to his family but primarily praise for the former Leeds United player from a range of sources. Reminiscences from the good times in the ’90s are apparent when life seemed more casual and free – in sharp contrast to the more controlled existence now imposed on society. In the North West the Sligo Place Names Committee are considering the proposal to name a Sligo Street, walkway or building after the former Republic of Ireland soccer manager Jack Charlton. Independent Sligo Drumcliffe Councillor, Marie Casserly says it would be good to honour the Sporting legend who managed the Republic of Ireland to the finals of Euro 88, Italia 90 and USA 94. Big Jack is being remembered with particular fondness in Ballina where he purchased a house in the ‘90s and spent many happy hours fishing there in the following decades. He will be remembered for his cheer, good humour and genuine friendliness with the local community, particularly his relationship with younger people. The FAI have opened a ‘Virtual Book of Condolence’ where football supporters can express their sympathies to the family of the late Jack Charlton. Dangers of cyclists travelling two abreast

The current lack of normal activity and employment means there are more cyclists and walkers on our roads. The dangers of cycling two abreast and wearing headphones is causing concerns for some motorists. This is particularly dangerous on narrow roads where young people are cycling with the earphones in and sometimes oblivious to what may be coming along behind. According to Westport-based councillor Johnny O’Malley: “There’s cyclists on the road cycling two abreast on a fairly narrow road and they hear the traffic behind them and they will not keep in. If there’s two people cycling on a road that’s at least six feet of the road that’s taken up”. He was speaking at a meeting of Mayo County Council’s Roads and Transportation Strategic Policy Committee. “The other thing is the cycling with the earplugs in. What happens is they don’t hear the danger behind them while they’re jigging along on the bike. It happened to me one that I was behind a cyclist for a good while on and I could not pass because he was jigging away on the bike and he couldn’t hear me. It was only when the road widened later (and he was jigging even more) that he actually say me. The councillor said he had nothing at all against cyclists; he loved to see people out cycling. But they need to have consideration for other people on the road. “Some of them are great, but some of them have no consideration for the traffic behind them.” He would be in favour of banning earphones and cyclists cycling two abreast.

Two out of three Mayo septic tanks failing inspections The news that two out of three septic tanks inspected in Mayo are failing the inspection test is causing some alarm and was highlighted recently by a senior county council official. It has also been revealed that the reasons the majority are failing is due to lack of maintenance. Some councillors also fear this situation will only get worse as the “green agenda” gets more prominence.

Inspections have been carried out since 2013 predominantly in areas where leaks pose risks to the environment and public health. The issue was raised at a recent meeting of the Westport/Belmullet Municipal District where Achill-based councillor Paul McNamara said he was informed by a number of constituents that septic tanks that were only built in the last ten to fifteen years were failing and it would cost them up to €10,000 to repair. Many households don’t have the money to replace or upgrade the tanks. The councillor noted that while there was some assistance there it was not nearly enough. People who took out mortgages to build houses are now being penalised. Nobody set out to cause the environment any harm. Martin Keating, Head of Environment, Climate Change and Agriculture, at Mayo County Council, told the meeting that they

have noticed that many of the new septic tank systems are failing because people are not maintaining them. It is not because of site unsuitability. “They don’t do the basic maintenance … particularly over the last 15 or 20 years, since we have gone for more mechanical and electrical and complex systems. It is amazing the number of sites we go to where people don’t know if the systems are turned on and don’t know how to turn them on or how they operate. There is a huge deficit of people maintaining their own systems.” Mr Keating told councillors that the grants scheme has been updated so the income limits no longer apply and the level of grant support has been increased to 85 percent of costs or €5,000, whichever is the lesser. He stressed, however, the majority didn’t require replacement, but maintenance.

Two thirds of employers planning a ‘staggered’ return to work

• 62% staggering return based on individual health risks • A third basing return on local infection rate • 50% of companies plan to reduce office space • Half of companies slash travel & expenses budgets in cost-saving exercise • 37% of professionals expecting changes to office layout 62% of employers are planning to stagger return to work based on employees’ own health risks related to COVID-19, whilst 49% will be staggering employees return depending on how critical their role is to the business. The next most popular strategy is the creation of smaller workgroups (46%), followed by a voluntary return scheme (41%), changing work hours (35%), and splitting shifts (35%). A third (32%) of Irish businesses have stated that they will base their return-towork strategy on local infection rates. 29% of companies have admitted to not yet considering what their return to work strategy may be. The findings come from a recent survey from leading recruiter Robert Walters, with the global findings published in a whitepaper: Returning to the New World of Work.

Suzanne Feeney, Director at Robert Walters Ireland comments: “What the research highlights is that despite the success of home working, employers are keen to start encouraging their staff back into the workplace and are happy to take necessary steps and put procedures in place to help enable this. “A return to office brings about many perks, including social inclusion, better workplace collaboration, a separation of homelife, and a reinforcement of company values. “What employers need to do is merge the perks of office-life with what people have been enjoying about working from home; for example - flexi-hours, a relaxed atmosphere, and avoidance of busy commute times.” Legacy of Remote Working 93% of Irish employees would like more opportunities to work from home postreturn, with 11% stating that they would like to work from home permanently. Whilst 79% of firms have stated that the

experience of COVID-19 will encourage business heads to have employees to work from home more often, they also cite concerns over employee productivity (64%), senior leadership preferring traditional ways of working (57%), and the nature of the business e.g. face-to-face sales (36%), as the key barriers to achieving this. Cost Saving at the Core Implementing headcount freezes (45%), utilising government unemployment schemes (30%) and voluntary annual leave (23%) were some of the most popular instant measures Irish companies took in response to the virus. It is thought that use of government schemes by employers has grown significantly in two months.

Suzanne Feeney adds: “It is too early to tell whether cost saving tactics will result in a reduction in salaries or bonuses, but any freeze of the sort will likely be compensated by the increase in softer benefits such as flexi-hours, wellbeing perks, and remote working.” When it comes to recruitment, firms have already switched up their processes to be more cost and time efficient with 56% looking to continue with virtual interviews, 50% with online assessments, and 61% with remote onboarding. Adaption Necessary Three quarters of employers admit that their senior team have not been equipped to manage teams remotely, and will need new training to be able to adapt to new ways of working including being more empathetic to work-life balance (81%), focussing on outcomes rather than work hours (69%), improving on virtual communication (61%), a better understanding of mental health and wellbeing (44%), and creating a more collaborative environment (33%).

25 years of Organic Gardening at Enniscoe

T

his year Enniscoe Organic Garden, at Castlehill, near Crossmolina, one of the oldest in the country, will be celebrating 25 years as a certified organic garden. Certification is carried out annually by the Organic Trust in Ireland. The Organic Trust motto is Quite simply the Organic Trust upholds the integrity of organic food. Kate Milligan from The organic Trust said; 'The Organic Trust has known and certified Enniscoe House Gardens for 25 years. It's such an inspirational place in one of the most wonderful settings in Ireland. The spirit of Enniscoe is both to care for the Earth and People. The community at Enniscoe has the opportunity to learn, share, grow and buy nutritious organic food.’ There has been a walled garden at Enniscoe since the 18th century. The early maps show a three acre garden, complete with orchard, propagating house and stone built orangery. Fruit, vegetables, and flowers were all grown together. Around 1870 the garden was divided, with a curving cross wall and a monumental stone archway linking the two parts. The northern part is the Ornamental Garden, restored in the 1990’s under the Great Gardens of Ireland Restoration Programme. The southern part is now the Enniscoe Organic Garden, certified in 1995, growing fruit and vegetables. The owner of Enniscoe House and Estate, Susan Kellett, believed that organically grown produce would give the vegetable garden the best chance of success. The garden became a community based project but struggled to achieve its full potential until it was taken over by the North Mayo Heritage Centre (NMHC) in 2014. The Heritage Centre is located in a restored, and partly rebuilt, farmyard at Enniscoe. It is a Community Development Company and Hugh Trayer, Manager of NMHC, has worked with his staff to

produce high quality fruit and vegetables almost all the year round. Interesting crops include heritage tomatoes, Swiss chard, purple potatoes, asparagus, sugar snap peas and many varieties of salads. There is also willow grown which is used in the willow weaving courses held throughout the year. The soil is fed naturally with green manures and compost material produced from within the walled garden. The rich BioDiversity of Enniscoe ensures honeybees are on hand to assist with pollination. Recently two rescue hedgehogs were released by staff from The National Parks and Wildlife to help keep the slug population under control. Vegetables and fruit are sold directly from the garden gate, they are also supplied to the café in the Heritage Centre, to Enniscoe House and to The Ice House, both members of Ireland’s Blue Book. In partnership with The Reel Deel brewery a small hop garden has been established which will in time provide an organic hop crop which will be used to produce an interesting organic beer. In 2016 the House and Gardens featured in the TV series Lords & Ladles with the well-known chef Derry Clarke of L'Ecrivain working in the garden, preparing the vegetables and fruit for the programme. Derry Clarke said "Enniscoe House on the shores of Lough Conn was the location for one of the Lords & Ladles Programme. Their gardens are magnificent and well worth a visit. My greatest pleasure was being able to visit the 25-year-old Organic Garden to source all I needed for the 17th Century menu on offer that evening, and it all growing practically on the door step of this magnificent property”. certification, making it one of the oldest certified organic gardens in the country. In 2019 MNHC intended to set up a QQI, level 4 course in organic horticulture offered by the Educational Training Board. Due to COVID 19 the starting date will now be late autumn or early 2021. Up to sixteen students will have hands on experience in the organic garden in addition to skills learnt in a class room setting. This has always been a priority for the garden and will now see a new generation of gardeners working, learning and understanding the importance of organic gardening. On the 26th and 27th of September the annual Enniscoe BioDiversity Blitz will take place where members of the public can have an opportunity to learn more about the environment we live in. This year there will be a special focus on organic gardening and will form part of the celebration of 25 years of the Organic Garden at The North Mayo Heritage Centre, Enniscoe.

Family ‘Dogfished’ by Dachshund Doggy Dealer

Dogs Trust Ireland is warning the public about the dangers of being ‘dogfished’ by unscrupulous ‘doggy dealers’ who are putting profits before the welfare of the dogs they are selling. According to online search trends the demand for buying a puppy in Ireland has skyrocketed by 400% and so too has the risk of purchasing a dog from a puppy farm. One Irish family was left heartbroken after purchasing a three-month-old dachshund who was advertised for €1,300 on a well-known online selling platform. When they arrived to

collect the puppy, he looked considerably older than the online photo, but they were told, the advert was a few months old and ‘Frank’ was now six months of age. After taking him to the vet, it transpired Frank is approximately two years old and not a puppy at all! Due to his extremely fearful behaviour, Frank was surrendered to Dogs Trust and is now being cared for by an experienced foster carer. Recent research carried out by the charity revealed that 20% of people who purchased a dog during lockdown in Ireland

collected their dog on the same day as they first enquired about him/her, highlighting the unfortunate current click and collect culture around the sale of dogs. Dogs Trust Ireland also discovered that 82% of those who purchased dogs during this time paid in cash and 34% of dogs were not microchipped, which is not only illegal but can leave the seller totally untraceable and unaccountable should your puppy fall ill. One respondent explained that “The poor pup spent just one day with us and ended up dying after spending three nights at a vet with suspected parvovirus.” Becky Bristow, Executive Director, Dogs Trust Ireland explains: “While we would love if every dog could be adopted, we understand some people are going to buy a dog or puppy for a variety of reasons. Sadly, it has become almost impossible to do this safely, especially as puppy farmers can go to extreme lengths to disguise themselves as caring breeders and people

can unwittingly fuel this vile trade. Unfortunately, in the digital age we live in, people are often afraid of publicising their bad experiences for fear of being vilified or trolled online, which means puppy farmers can continue to operate in the shadows.” Karla Dunne, Head of Operations, Dogs Trust Ireland continues: “We have already had a number of puppies surrendered to us who were purchased online in haste, so we are reminding people that ‘A dog is for life, not just for lockdown’. Dromahair among winners of Irish Life Healthy Clubs Steps Challenge

t Patrick’s GAA Club, Dromahair, are among the winners in the Irish Life Healthy Club Steps Challenge which saw GAA fans and members rack up an incredible 2.2 billion steps during the month of June. Dromahair were one of five Connacht clubs to win €500 with the top prize in the province going to Portumna GAA club. Roscommon’s Elphin and Western Gaels clubs were also in the five €500 winners including Galway’s Gaeil na Gaillimhe and Tynagh Abbey Duniry. With Gaelic Games activities forced to stop, the Irish Life Steps Challenge was launched to recognise and reward the importance of physical activity during lockdown. Irish Life, partner to the GAA’s Healthy Club Project (HCP), tracked and collated the activity through their MyLife App, allowing participants’ steps to be counted and the winners identified. Irish Life’s MyLife App gives customers an individual health score & rewards for healthy behaviours, but in this case Irish Life provided additional prizes totalling €20,000 for the GAA Healthy Clubs challenge. A total of 424 clubs across the 32 counties registered on MyLife, a quarter of all the clubs in Ireland. GAA President John Horan said “The GAA has always prided itself on being more than a sporting association and the Healthy Club Project brings this to life in exciting new ways that benefits the wellbeing of our members and our communities.” Irish Life Group CEO, Declan Bolger said “We know how important GAA clubs are to

Check out www.vkagrirecycling.ie for details of your nearest bring centres local communities and whilst there have been no matches on the field, it is great to see that the competitive spirit continues with so many people taking part in the Irish Life Healthy Club Steps Challenge. “During the lockdown people have once again shown a huge appetite to stay active and we’d encourage everyone to continue to get their daily steps in to help improve their overall health and wellbeing.” The GAA’s Community & Health department also provided a number of spot prizes to the clubs that had the highest numbers of people that took part, and also to the

people who recorded the highest number of steps. The Healthy Club Project (HCP) is the GAA’s flagship health promoting initiative and is delivered in partnership with Healthy Ireland, the HSE, the National Office for Suicide Prevention, with support from the PHA in Northern Ireland. Irish Life has supported the project since 2015 when just 60 clubs were involved and there are now 300 clubs involved. The HCP is designed to support GAA clubs in becoming hubs for health in their communities, working in areas including: physical activity for non-playing

members; mental health; healthy eating; gambling and substance use awareness; diversity and social inclusion; and community development. The 300 Healthy Clubs were amongst the first GAA clubs to respond when the Covid crisis hit local communities, maintaining a supply of essential goods and, just as importantly, a human connection for those most vulnerable to Covid-19 and those forced to cocoon. Clubs had to recruit a minimum of 15 participants to register for their ‘team’ on Irish Life’s MyLife App to be in with a chance of winning.

Marked reduction in numbers on pandemic unemployment scheme in Roscommon IT could be a positive sign but the number of people in Co Roscommon on the Covid-19 unemployment scheme has almost halved since the peak week of May 5. Figures show the numbers receiving the PUP have dropped to 3,800 people compared with 7,100 during the week of May 5th, a reduction of 47 per cent. The new figures released by the Department of Employment Affairs and Social Protection show that 800 people in Co. Roscommon have left the scheme in the last week. Nationally the number receiving PUP this week has fallen by 67,300, the largest weekly decrease to date. On Tuesday the Department of Employment Affairs and Social Protection issued

payments valued at €106.8m to 345,600 people. In the past seven days, 44,400 people have closed their claim for a Pandemic Unemployment Payment.
