HILE nurses throughout the land are taking action to achieve better pay and working conditions in an overburdened health service a recent survey has shown that their colleagues, the doctors, are working in conditions that are even more stressful. The survey reveals that one-in-three hospital doctors working in the Irish health service is suffering from burnout. The study of workplace wellbeing among a range of medical grades, including consultants and trainees, found many are suffering from low levels of work-life balance and high amounts of stress linked to their job. The research, published in the journal 'BMJ Open', was led by Professor Blánaid Hayes, Immediate Past Dean of the Faculty of Occupational Medicine, at the Royal College of Physicians of Ireland. One in two doctors reported being emotionally exhausted and overwhelmed by work. "These results give great cause for concern. Fifty per cent of doctors reported being emotionally exhausted and overwhelmed by work, which is higher than in hospital doctors from the UK, the USA and Australia. There is a need to critically review the working conditions of hospital doctors in Ireland," she said. A national cross-sectional study of workplace wellbeing of hospital doctors in Ireland surveyed 1,749 medics. It found that hospital doctors across all grades have high levels of work stress. “Open Evening” marks winding down of historic exhibition M

ANY volunteers and sponsors were thanked last week for their contributions to a spectacular exhibition on the Great Famine, brought to Ballina by the Lions Club, which has been running at Ballina Civic Offices since October 2018. The occasion was a special reception hosted by the Lions. The panels, artefacts on display and films shown shed a new light on this most tragic and devastating period in Irish history. The deeply moving and educational content was appreciated by the thousands who visited over the month. Proceeds from the exhibition will go to relieve the plight of homeless people in the Ballina area.

The exhibition provided an opportunity for many local schoolchildren to gain a graphic knowledge of the causes and consequences of the Great Famine. It was also an occasion to honour the Meitheal Award-winning team behind last year’s hugely successful commemorations of Mayo’s Forgotten Famine Girls, honouring the many women who were forced to travel to Australia in the late 1840s. Joe Doherty, president of Ballina Lions Club, thanked the local businesses and politicians/councillors who supported the exhibition and the many local Lions and volunteers who had given so many hours on a voluntary capacity in organising and

manning this historic exhibition. It was a pleasure to work with so many committed people, he said. Pat Diamond, representing the awardwinning Mayo Forgotten Famine Girls’ committee, paid tribute to the many volunteers who made it possible. He particularly thanked the many women in the group for their work in putting together such a fantastic presentation for the Mayo Association judges. The exhibition will continue until Friday, March 22nd. For those who have not yet had the Ballina Famine Exhibition Experience there are just a few days left to call to the Civic Offices exhibition space.

"Surprisingly, in a milieu where evidence is the key driver of patient treatment, the evidence on the relationship between workplace psychosocial environment and employee health is paid little attention by those who fund and manage healthcare organisations. It is buried under the constant refrain of 'putting the patient first' with little regard for those who are instrumental in providing care. "Burnout was more prominent among young male doctors who had not yet clocked up many years of practice but had 'lower work ability and greater over-commitment'." One-third had insufficient work ability which measures the degree to which individuals are able to cope physically and mentally with the demands of their job. Seven in 10 doctors reported a "strong or very strong" desire to practice medicine. But when asked if their work situation left them enough time for their family and personal life, only onein-five doctors felt this was the case. Occupational stress was reported by four out of five doctors. The study said the findings are "perhaps not unsurprising" considering the timing of the study, which followed years of cutbacks in the service. The stress and burnout are likely to have contributed to "the wave of emigration" among highly trained young doctors.

Mayo bee-keeper buzzing after €37,000 win for his wife

A

Mayo man who recently started keeping bees was buzzing after winning €37,000 on the National Lottery Winning Streak TV game show on RTE One last Saturday (9th March). Pat Gallagher from Foxford, appeared on the popular game show on behalf of his wife, Jacinta Gallagher, winning prizes totalling €37,000 - €12,000 in cash and winning an electric car worth €25,000. Pat and Jacinta were watching Mayo get narrowly defeated by Galway in the football last Saturday week when Jacinta’s brother called to say her name had been drawn out to appear on the Winning Streak show. She initially thought it was a wind up but when her phone started to hop with people congratulating her she knew it was no joke! Jacinta, a long-time fan of the show, always said if she was ever selected as a guest she would get someone else to play in her place. Pat stepped forward and did her proud and continued the celebrations Sunday which was his birthday! Pat and Jacinta have been married for 33 years and have four children: Brendan, Kevin and twins, Tommy and Deirdre. All apart from Tommy cheered Pat on from the Winning Streak audience last weekend. Tommy, who is currently living in Melbourne, Australia, sent a video message wishing his dad luck. Pat has worked at Mayo County Council for almost 35 years where he works in the water and waste water treatment plan

Suicide increases in Mayo are alarming - Coroner THE Coroner for North Mayo, Dr. Eleanor Fitzgerald, said last week that up to half the deaths she deals with are a result of suicide, and she described the trend as ‘alarming’. “The suicide increases in Mayo, including young people, is alarming. Up to 50 percent of inquests held are because of self-inflicted injuries and suicide … It is

disheartening to see young people give up on life,” she said. Dr Eleanor Fitzgerald, made the comment following the inquest of a 26year-old veterinary nurse who died after taking a lethal level of pentobarbital, a drug used by vets to euthanise animals. The inquest, which took place last week in Ballina, heard that the woman had a

history of depression, and she took her life on July 3, 2018, the day before her 27th birthday. After the inquest Dr Fitzgerald said: The deceased woman worked in a veterinary clinic in Ballina. She was found unconscious by work colleagues when they arrived at the practice at approximately 8.30am. The witnesses explained that a syringe half filled with pentobarbital was found along with a note. The emergency services attempted to revive her, and they managed to secure a heart beat, but she went into cardiac arrest when she was put in the ambulance. They were informed that there was no antidote to the drug, and she was pronounced dead at 9.15am. Dr Fadel Bennani, the consultant pathologist who performed the postmortem, said the levels of pentobarbital were at 56.3mg and the toxic rate is between 8mg and 10mg. He said the cause of death was due to acute respiratory arrest due to an overdose. He said that antidepressants were also in her system, but these were at therapeutic levels. A work colleague said they were aware of her history of depression, as she was open about it, but they had not thought she would take her own life. The inquest heard that all the staff had access to the drugs. Dr Fitzgerald said the young woman had sought help for her depression and was on medication but it obviously did not help her. She recorded a verdict of death due to suicide and expressed her sympathy to the young woman’s family.

HE Clew Bay Hotel, Westport, has captured the National Employer Award at the Irish Hotels Federation (IHF) Quality Employers Awards 2019. The event acknowledged excellence in human resource management across Ireland’s hotel and guesthouse sector. The awards were presented by Brendan Griffin, Minister of State for Tourism and Sport, in Killarney. Councillor Byrne to stand again in Roscommon The news that Councillor Valerie Byrne has been selected by the Roscommon Hospital Action Committee as their candidate for the forthcoming local elections has received a positive response from her many supporters. The local elections are being held on 24th of May, 2019. In a statement issued earlier this week, the HAC said: “We are delighted that Councillor Byrne will stand again this year as an Independent HAC candidate which will offer the people of the Boyle Municipal District a strong and hard-working choice on the ballot paper”. Cllr. Byrne has been an Independent councillor since 2002 and, says the HAC, has been “instrumental in the campaign to retain services at Roscommon University Hospital and the Sacred Heart Hospital”. Speaking after her selection, Cllr. Byrne said that she has a track record of “delivering results on in-

consultant at Mayo University Hospital claims that emergency services in Mayo are dwindling towards a point of not being viable unless urgent action is taken. An email written in September 2018 and released under the Freedom of Information Act, was sent to Senator Michelle Mulherin and Minister Simon Harris. It highlighted the consultants’ serious concern over impact the current new entrant pay discrimination is having on recruitment and retention of medical consultants. In October 2012, the then Minister for Health, Dr. James Reilly, unilaterally reduced new entrant consultant salary rates by 30%. Recent attempts to address this

inequality have failed and the fulfilment of the terms of the previously breached 2008 contract has only served to widen the gap between those hired prior and after this time. In Mayo, a number of competitions have been launched between 2015 and 2017 to recruit consultants. However, some of these resulted in no candidate being appointed and the remainder have not reached the interview stage. Also, a significant number of consultants are emigrating to Australia due to the better working conditions. In August 2018, attendance figures at the hospital were 8.6% higher than the previous year, with the consultant warning that these are not conditions that will attract good staff.

With the current situation, the resources available to treat the people of Mayo and surrounding areas are dwindling towards a point where emergency services may no longer be viable. Having previously worked in areas that underwent the reconfiguration process, the consultants understand and support the withdrawal of services from hospitals that cannot safely provide that service. They insist it would be cost-effective to tackle the pay differential in order to make it easier to recruit consultants. Currently these posts are either vacant and not providing a cost-effective service or are filled by locum doctors who are each paid a multiple of the public service salary and are often not on the register of medical specialists.

Mayo's distressed mortgage holders should not lose their homes - expert Paul Cunningham CEO Home For Life.

A

leading expert has claimed that no distressed mortgage holders in Mayo who are eligible for the Government’s mortgage to rent scheme should lose their home. Changes to the original schemes eligibility criteria now means that an estimated 14,000 home-dwellers in mortgage arrears nationwide qualify for inclusion under the scheme, according to mortgage debt expert, Paul Cunningham. Figures from the Central Bank’s LongTerm Mortgage Arrears in Ireland Report (Q3 2018) state that 578 households in Mayo are in mortgage arrears for over two years while over 445 of those have been in arrears for at least five years. “Thousands of people in serious

arrears have suffered years of anxiety and isolation, but there is a new reality which now concentrates on finding a solution in almost every case,” said the CEO of Government-sanctioned company, Home For Life (HFL). “We have encountered widespread distress among homeowners, many of whom believe they have failed their families because they couldn’t keep up payments. “Unfortunately, many cases involve people in extreme stress simply because no-one had told them there was another way out of what seemed to be an impossible malaise. “The Government has recognised that there needs to be a genuine alternative for people who have been unable to

pay their mortgage for at least two years, and the mortgage to rent scheme is totally focussed on keeping families in their homes. “This scheme can deal with your debt and keep your family in your home with the prospect of buying it back in the event of your circumstances changing. I firmly believe that no-one who is eligible for mortgage to rent needs to lose their home. “Every side wants a solution and the government has ring-fenced finances this year to cover mortgage to rent, as well as changing the criteria to bring more people into the scheme. “Even if you have been rejected for mortgage to rent three or four years ago, the changes to the scheme since then could mean that you now come back into the eligibility bracket. “There is a big window of opportunity, but it can only happen when householders get in touch with their banks or lenders to initiate the process. “The rule of thumb is that there is a solution for everybody in mortgage distress. “If you meet the eligibility criteria for mortgage to rent, it is a great solution for families. “If you don’t qualify, the Insolvency Service of Ireland offer other ways to resolve your problems. “In my experience, lenders don’t want to instigate court proceedings – they want to do a deal and move on. “Such deals include local authorities taking over the house on a confidential basis, which means no one need ever know there has been a switch to renting.” Fr Peter McVerry, who is a member of the Advisory Board of HFL, said at the last meeting: “I am all in favour of initiatives that keeps people in their homes.” “I fully support the efforts of mortgage to rent in attempting to resolve the incredible amount of mortgage arrears.”

Drumshanbo vice principal for local elections

rumshanbo native and school vice principal Sean Wynne announced last week that he intends to run in both the Carrick and Ballinamore Municipal Districts in the local

elections on Friday the 24th of May. He will be an independent candidate. The well-known community activist in his media release contends that the country is in the age of mono

government where anyone or group who expresses a view which is not consistent with the group think is not in touch with their real world. The Secondary school vice principal resigned from Fine Gael after the referendum last May in protest over the celebrations at Dublin Castle which he described as being disrespectful to those who voted against the abortion referendum. Mr Wynne feels that "In politics the winning side must always consider the views of others and the over the top celebrations of some of his former colleagues was not appropriate due to the fact that the result was on such a sensitive issue and will require continued planned legislation for further changes in society in

the coming years." Rural development is also included in Sean Wynne’s manifesto. He focuses on once off planning permission as a major issue in the decline of the numbers living in rural parts of the county. “Sadly Rural communities continue to decline and we need interventions now. For example there was only two one off houses granted permission in Leitrim last year while Cavan county Council granted permission to two hundred one off houses with the same soil structure.” Sean Wynne is also a member of the Save Leitrim movement and he holds strong views on forestry plantations that are covering a large percentage of the county.

ayo Daffodil Day volunteers have appealed for the public’s support as they prepare to take to the streets on March 22nd to raise crucial funds for cancer patients. On average, 1,046 people in Mayo are diagnosed with cancer annually. The Irish Cancer Society’s Daffodil Day, which is proudly supported by Boots Ireland, funds crucial support services for people affected by cancer and lifesaving cancer research. Members of the public can volunteer to sell Daffodils on the day, or simply buy a daffodil from local volunteers or their local Boots store. At the launch of Mayo Daffodil Day, held in Ballina Manor Hotel, local Night Nurse Margaret Brady spoke about the role she plays in supporting patients during their final days. Last year 103 terminally ill cancer patients in Mayo received 435 nights of care, allowing them to remain at home during their final days. In order to provide the Night Nursing service and other free supports, the Irish Cancer Society needs to raise over €4m nationally on Daffodil Day this year. Night Nurse Margaret said, “When I go into a family home, I am there to support the patient, and also their family members. I do my best to create a supportive and calm atmosphere at a very difficult time. Losing a loved one to cancer is heart-breaking. But I’m privileged to hear afterwards from many families what a source of comfort it was to spend those precious final moments at home with their loved one. When I finish my night shift, I go home knowing I have made a difference to my patient and their family.” Public support is crucial according to local organiser Mary Martin from Ballina, who urged locals to show their support

on Daffodil Day. “People of Mayo have always been generous in their support of Daffodil Day, but with more people being diagnosed with cancer, we need to ramp up our efforts to ensure they get the help they need. Not only will donations fund services like Night Nursing, but also cancer research to help more people survive cancer. Please help us by volunteering to sell daffodils, or simply by buying a daffodil on March 22nd,” Mary said. Boots Ireland is the official main sponsor of Daffodil Day and local stores will be getting involved in the fundraising efforts. Over six years Boots

Ireland have raised over €1.4m for the Night Nursing service. Choosing livestock for your smallholding familiarity with them and ask questions of the vendor. Most breeders are enthusiastic about their animals and it’s not in their interest to sell stock to someone who is unsuited to keeping them, so they may want to question you in turn!

What livestock should you choose for your smallholding? Alan Beat has many years experience with animals. Here is his advice New entrants to smallholding often ask ‘which breed of hens/ducks/sheep/pigs/cattle should we buy?’ Unfortunately, there is no simple answer. It depends on many different factors, not least of which is personal preference. However, I suggest that some commonsense principles can be applied to all types of livestock: • Buy healthy stock from a reliable small-scale source; • Keep them as naturally as possible; • Rotate them regularly to fresh ground; • Avoid overstocking; • Feed and house them properly; • Learn their normal behaviour through regular observation. Do these simple things and you should have very few problems. This article examines the first of these principles in more detail. Preparation Please, please don’t even think about buying your first livestock until you have made adequate preparations. Ensure that field boundaries are stockproof; that sufficient grazing or fodder is available; that appropriate housing and handling facilities are in place and that you have a fair grasp of how to look after them. Don’t fall into the trap of buying on impulse at a show or sale and think that you can rig something up with baler twine and old pallets ‘just for the time being’ when you get home. Such temporary arrangements are never satisfactory and risk becoming rather more permanent than intended! It’s far better to plan and prepare in advance. Personal preference There are many different reasons

for keeping livestock, but perhaps the most important is that you take pleasure in doing so. You’ll be spending a part of every single day in their company, and if that becomes a chore rather than a pleasure, you are not going to succeed with them - it’s as simple as that. So try to acquire some hands-on experience to inform your choice. Consider enrolling for a short training course covering the livestock that interest you, or offers a general overview to help you focus.Visit established smallholders to learn from their experience, and offer to help with routine tasks that enable contact with the type of stock that interest you. Handling large livestock can be daunting and may not suit you personally. Keeping geese may seem attractive, but will you cope with an aggressive gander? Milking goats may appeal, but have you ever tried - and can you stand the smell of a billy? It’s much better to explore such things before you buy, rather than afterwards. A good route to practical experience is through WWOOF (World Wide Opportunities on Organic Farms), which enables you to work on smallholdings and farms in exchange for board and lodging; visit www.wwoof.org Another option is to initially let out your grazing to a local smallholder or farmer with the type of stock that interests you. Useful knowledge and confidence is acquired through regular observation and from conversation with their owner. If you permit them to lamb, calve or kid in your outbuildings, you’ll experience normal and problem birthing as well. This is how Rosie and I learned about sheep management before starting our own flock. Spend time on the source farm of your potential livestock to gain

Pedigree Beginners are often advised to buy quality pedigree stock from a reputable prize-winning breeder. Such breeders play a vital role in maintaining and developing the wide range of livestock breeds that we enjoy today. The rare breeds, in particular, are often suited to a smallholding life and are especially deserving of our support. However, I strongly suggest that pedigree livestock are not the ideal first purchase for the raw novice.Pedigree strains have been selectively bred over many generations for certain characteristics. The promotion of specific attributes usually comes at the expense of others, and impacts on general qualities such as hardiness, prolificacy and longevity. As breeds diverge further from the natural form, there is an associated increase in dependence on human care and intervention to maintain health and well-being. To give a simple example, primitive sheep shed their fleece naturally each spring, whereas the more developed breeds require shearing. To establish the reputation of his or her pedigree stock, the breeder needs to show them and to win prizes; but showing promotes physique and

visual appeal over utility attributes, so that prize-winning stock may lack the practical characteristics that most interest the smallholder. To win consistently around the shows against stiff competition requires considerable effort and commitment alongside expert stockmanship. All this indicates that trying to keep and breed pedigree stock is not for the fainthearted; nor, I suggest, is it for the novice. Instead of starting at the top end of the scale, I think the novice is better advised to first gain practical experience with

crossbred or commercial stock that are cheaper, hardier and more widely available. When two pure breeds are crossed, the resulting progeny grow faster to a larger ultimate size than either parent; they are also usually healthier, hardier and more prolific breeders. These characteristics are collectively known as ‘hybrid vigour’. Commercial farming takes advantage of this in various ways, for example, using crossbred ewes to combine the prolificacy of one breed with the heavier lamb carcase of another. Continues on Page 18

contrast, weaners from a wellmanaged smallholding, are normally docile and humanfriendly right from the start, making their handling and management so much easier. So, enquire locally for smallholdings with livestock for sale. Check advertisements in local agricultural merchants and newspapers, and national magazines like CS. I recommend visiting the source farm or smallholding before making the decision to purchase. Never mind if you are a novice common sense is your guide. Ask to see the breeding stock as well as their offspring and look at the conditions in which they are kept. Animals that are healthy and thriving will be clean, brighteyed, alert, active and inquisitive, with a shine to their coat - though if pigs have full bellies, they may be contentedly sleeping! Look for a good level of rapport between the vendor and his livestock. Ask plenty of questions; a good breeder will be happy to answer. If not, look elsewhere.

Commercial strains often arise, not from pedigree stock, but from animals with the general characteristics of a breed. Such livestock may be far removed from any traceable pedigree, but, nevertheless, exhibit the practical attributes of the breed that smallholders value. Both crossbred and commercial stock will exhibit a wider variance than pedigree animals, but uniformity may not necessarily be desirable for the smallholder, in fact, diversity may be a distinct advantage. Both these types of livestock are easier to source and cheaper to buy than pedigree stock. The progression to pedigree stock, if that is the longterm aim, can follow as experience grows. SOURCING STOCK An important consideration to the smallholder is docility. For example, sheep from the uplands may be as wild as the hills they graze, unused to confinement by fencing and unworkable except with a well-trained dog. Most commercial sheep are also worked with dogs and hence fear humans by association. However, I suggest that a sheep flock worked without dogs, but instead trained to trust humans and follow a food bucket, is far easier for a novice to manage; so buying your starter flock of tame, bucket-trained sheep from a small scale breeder provides a sensible foundation on which to build. This principle applies across the spectrum; all livestock that are handled regularly, and are relaxed in close human company, are quieter and more easily managed. To give an extreme example, I once bought some weaners (young pigs) from a semi-feral herd that roamed

a large acreage without any close human contact. The owner rigged up a temporary catching pen of wire mesh panels into which the piglets were lured by food and then trapped. When he approached the pen, the pigs went berserk and ricocheted around at high speed while

attempting to jump straight through the mesh sides - they were terrified. Somehow, we manhandled five squirming piglets into my trailer, although one jumped out again over our shoulders and sprinted away, never to be seen again! Back at our smallholding, all I glimpsed of these pigs for the first fortnight was their

backsides as they ran to hide in their house whenever approached. With patience and a regular feeding routine, they did eventually learn to tolerate my presence, but never allowed themselves to be touched and so remained difficult to move or handle. Those pigs were completely unsuitable for a novice to buy. In

Finally, beware of buying at a commercial market. It is so easy to make a bad mistake when you lack experience and, obviously, you can’t inspect the source farm either. If you really must follow that route, take along someone knowledgeable to advise you, and learn from them. Capital Gains Tax Even though the asset is transferring one is making a disposal of an asset and in a lot of cases no money is transferring one is liable to Capital Gains Tax. Capital Gains Tax is a tax on the uplift in value of the assets. However various reliefs exist and with proper use of these reliefs no liability can arise. There are two types of relief Within the family. Outside the family. Stamp Duty The new and big tax issue arising is now Stamp Duty. Stamp Duty for a young trained farmer is zero provided certain conditions are met. Stamp Duty for a blood relative is at 1%. Stamp Duty on leases Stamp Duty on shares is at 1%. There is also a new Consolidation Relief in for a number of years whereby if you sell land and buy land near you, you can avail of the relief.

Finance Act/Budget 2018 Finance Act/Budget 2018 have extended the Stamp Duty Relief to young trained farmers for three years for ’19,’20 and ’21. However the Consanguinity Relief i.e. the blood relative relief ends in 2020. The problem with the new Stamp Duty Relief is as follows It is from a start-up situation. There must be a business plan. The business plan should be as wide as is possible and should envisage future transfers. If one does not get the young trained farmer on a second transfer one will be liable to Stamp Duty on it. There are a lot of clarifications required on this Stamp Duty and as at the time of writing a lot of considerations are still after being questioned and answers are awaited. The big point on the Stamp Duty is as follows There is a limit now of €70,000 that interacts with the Succession Credit and Young Trained Farmers Stock Relief. It could inhibit the purchase of land by a young trained farmer where is has already got Stamp Duty Relief. Tax considerations facilitate rather than drive the Succession Plan. Seek proper professional advice from a Tax Advisor, not just an accountant. A Chartered Tax Advisor is a qualified Tax Advisor specialising in tax on a day to day basis whereas accountants are mainly general practitioners.

EU auditors: Organic controls ‘have improved – but more can be done’ The control system for organic products in the EU has improved in recent years, but challenges remain, according to a new report by the European Court of Auditors. Further action is needed on remaining weaknesses in the member states and on the supervision of imports as well as on product traceability, the auditors have found. The prices consumers pay for products carrying the EU organic label are sometimes significantly higher than for conventional products. Therefore, a robust control system that covers the whole supply chain, from producers to food manufacturers, importers and distributors is essential to provide assurance to consumers that the organic products they buy are truly organic, according to the report. The European Commission plays a central role in supervising the control system. The EU organic sector has grown rapidly over recent years. The auditors followed up on their previous report from 2012 and assessed whether the EU’s control system for the production, processing, distribution and import of organic products now provides greater assurance to consumers. The auditors found that the control system has improved and their previous recommendations have been generally acted upon. Member states audited last time have taken action to improve their control systems and the Commission resumed its own control visits and has now visited most member states. However, a number of weaknesses remain;

the use of enforcement measures for sanctioning non-compliance has not been harmonised across the EU, and member states’ authorities and control bodies were sometimes slow in communicating cases of non-compliance. The auditors found that the commission has started visiting control bodies in the countries exporting organic products to the EU. They also identified weaknesses in the member states’ checks on incoming consignments and found that, in some member states, the control bodies’ checks on importers were still incomplete. The auditors carried out a traceability exercise for organic products. Despite improvements in recent years, particularly in the EU, they found that many products could not be traced back to the agricultural producer, while it took more than three months for some to be traced back. The auditors recommend that the commission: Address remaining weaknesses in Member State control systems and reporting; Improve supervision over imports, including through better cooperation with the accreditation bodies and competent authorities of other significant importing markets; and Carry out more complete traceability checks for organic products. In addition to following up on the six previously visited member states, in which the auditors carried out visits to the United Kingdom, Germany, Italy, Spain, France and Ireland, the most recent report included audit visits in Bulgaria and the Czech Republic.

Tips of avoiding VAT traps

V

AT can be a tricky area for farmers. In some circumstances, small errors go unnoticed at first. However, if these errors are repeated over time, they can turn into a larger problem and ultimately lead to Revenue interest and penalties. In other cases, farmers forget to claim VAT refunds within the allowed timeframe and consequently lose out on the benefit. In this short article, we share some tips to help you avoid common pitfalls. While this will point you in the right direction, it’s a good idea to ask your accountant to carry out a VAT review and check that you are getting the maximum VAT value from your inputs. Flat-rate Farmers Ensure that the flat rate addition on sales from 1 January 2017 is 5.4%. Review your VAT reclaims and VATable expenditure to ensure you have reclaimed all you are entitled to. Where you reclaim VAT on capital expenditure on buildings yards, fencing, drainage or fixed plant (VAT 58 refund form) the claim must be submitted within four years of the end of the tax period to which it relates. If you are ceasing to farm, it is important to carefully consider the timing. VAT incurred and reclaimed using the VAT 58 mechanism in 12 months prior to ceasing is repayable to Revenue. Where you completed buildings within 5 years of the sale of your farm or a portion of the farm, you will be liable to VAT on the sale. Make sure you understand your VAT registration obligations. Farmers who provide agricultural services, for example agricultural contracting, where the turnover exceeds €37,500 in any period of twelve months must register for VAT. This can bring the entire farm business into the VAT net resulting in loss of the flat rate addition and incurring an obligation to charge VAT on all vatable supplies. A flat-rate farmer may be obliged to register for VAT where he/she acquires goods or services from other EU countries, however the registration is ring-fenced to the relevant activity. If you provide racehorse training and turnover from this activity exceeds

€375k in any period of twelve months, you must register for VAT. However, the registration is ring-fenced so that other farming activities are not brought into the VAT net. When the proceeds of sale of BPS entitlements in any 12 month period exceed €37,500, the sale is liable to VAT. You must register for VAT and account for VAT on the sale. Vat registered farmers Ensure you pay and file your returns on time as substantial penalties and interest can be imposed for late filings. Ensure you do not collect the flat rate VAT on your sales. Inform those you sell to that you are registered for VAT. Ensure VAT invoices are issued correctly and that records are retained for a period of six years. Ensure purchases from and supplies to foreign countries are treated correctly for VAT purposes. Ensure you reclaim VAT on purchases of stock from unregistered farmers, i.e. the flat rate charged to you. VAT must be accounted for on livestock sales at 4.8%. Ensure VAT on purchases is correctly claimed. It’s important to understand the rules of recovery. For example, you cannot reclaim VAT on petrol, food & drink or entertainment. Be aware of the rules regarding VAT on property. If you sell within 20 years of a building being constructed, this could result in a VAT liability. If you choose to register for VAT (election), you can de-register at any time by notifying Revenue. However, a repayment of VAT recovered may be due. You must carry out a review of the last 36 months and if the VAT reclaimed exceeds VAT paid on sales in that period a payment to Revenue will be due. Recently, we are seeing an increase in Revenue compliance interventions including aspect queries and audits so it makes sense to ensure all is in order. With the correct procedures in place, most VAT errors can be avoided. However, mistakes that go unnoticed can prove costly over time. Consequently, it is advisable to conduct regular VAT reviews of farming operations, particularly if new activity commences.

Top tips for motorists sharing public roads with farm machinery

T

here is set to be an increased volume of farm machinery travelling on public roads in the coming weeks as spring progresses and motorists have been urged to exercise caution. Mayo County Council has appealed to road users to exercise “tolerance” if they are caught behind farm machinery in the coming weeks and to “give farmers a break“. In a recent statement, the county council outlined a number of top tips for motorists to keep in mind when sharing public roads with farm machinery. It called on motorists to reduce their speed immediately after seeing a slow moving vehicle emblem. A car travelling at 80kph can close a 90m gap (the length of a football field) and overtake a tractor moving at 25kph in about four seconds. If a motorist does not begin to slow down as soon as they see a farm vehicle, they might not have time to avoid a collision, it added. Large equipment or a load can block part of the farm machinery operator’s rear-view mirror. Road users are reminded that if they can’t see the driver, the driver may not be able to

see them. Meanwhile, extra caution is required on wet pavements or when mud and debris from tractor tyres are deposited on roadways, creating slippery conditions, according to Mayo County Council. On wet roads, the stopping distance can be increased as much as five times. Meeting Or Overtaking Farm Machinery Motorists are encouraged to yield to wide approaching vehicles, as farm equipment is often wider than a normal traffic lane. Continuing, the council said: “It is illegal and very dangerous to pass farm equipment in a no passing area. The relatively slow speed of farm equipment does not make it safe to pass in situations that are not otherwise lawful. “When passing be extra cautious. Tractors and other equipment maybe wider than they look from behind. Machinery that is half on the road and half on the shoulder may suddenly move completely on the road to avoid hitting obstacles such as mailboxes, road signs and bridges. “Be sure there is adequate distance for you to clear the equipment and

pass safely,” it added. As well as this, the council warned motorists and other road users to make sure the farm machinery is not turning left or right before attempting an overtaking manoeuvre. Due to the size of modern equipment, farm machinery operators often have to make wide turns. Motorists were warned not to assume that equipment is pulling in to the lefthand side of the road to allow it to pass, as the farm machinery could be turning right and may require a wide turning angle. Likewise, sometimes to make a left turn, the driver may have to fade to the right. Mayo County Council asked motorists to be patient, as farm machinery can’t travel at high speeds. It added that most farmers will move to the side of the road to let traffic pass when they are able to do so safely. Concluding, it said: “The next time you find yourself sharing the road with farm equipment, take a moment to appreciate the farmer’s life and be thankful for the food they provide. Making good driving decisions will help get you both safely to your destinations.”

Frant scheme to grow willow as an energy crop on the way?

It is believed that Bord na Mona is working with the Department of Agriculture, Food and the Marine to set up a new grant scheme to promote the growing of willow as an energy crop on Irish farms. The news comes amidst an ongoing drive, by Bord na Mona, to increase the supply of Irish-grown biomass. Earlier this morning, AgriLand reported that plans are afoot for all three midlands power stations to burn biomass by 2020 – in a cofuelling strategy. The company’s own power station at Edenderry is currently co-fuelled with both peat and biomass. The two ESB power stations in the midlands (Lough Ree and West Offaly Power) still exclusively use peat as a fuel. It is believed that plans are in the pipeline, whereby both of these power stations will transition in 2020 to co-fuelling with both peat and biomass. Bord na Mona has apparently conducted an assessment of its future sourcing and supply of peat and “sustainable biomass” for the three power stations. As part of the assessment, the company is believed to have carried out “technical and commercial reviews of all its current and future biomass supplies”. Following the reviews, it is believed that the company has decided that it will not proceed with a proposal to directly develop a US-based biomass pellet plant. Bord na Mona will, instead, proceed with “a broadly-based biomass supply chain – with a clear preference for Irish supplies”. The company does, however, intend for other overseas supplies to supplement Irish supplies in “the short-tomedium term”. In any case, there is a drive to develop a “sustainable” Irish supply chain for energy crops – which has prompted the ongoing work on a grant scheme to promote the growing of willow. Of course, planting grants for energy crops were brought into being many years ago; limited and erratic demand for the resultant produce meant that enthusiasm for growing such crops (on the part of farmers) quickly dissipated. It should be noted that some of these growers ultimately lost money on these endeavours – at that time. Farmers and land-owners will exercise caution this time around – to ensure that there is actually a sustainable market for such crops, be it from Bord na Mona or elsewhere. Biomass is not just about these so-called ‘energy crops’; also bolstering the prospects for a sustainable (Irish) biomass supply chain is the recent Government decision (February 20) to adopt certain proposals from its own forestry programme review. The proposals include improvements in grant and premium rates for broad-leaf species – allowing farmers to plant trees while continuing to graze animals on the same land.

It has been said that a cattle exporters’ association needs to be put in place, particularly for those involved in the beefcalf trade. Senator Lombard added: “This would ensure we can get the product to the marketplace in France where there is a significant demand for veal and calves. There is a need for some joined-up thinking on the matter.” Continuing, the Co. Cork senator said: “We are in a crisis and there are serious issues with cattle being killed and deflated prices which have knock-on effects, particularly in marts.” He noted that there is a particular issue with Friesian bull calves. There are 14 or 15 independent

exporters; we need to ensure they will work together as one unit. “There is no exporter not making money. The only person being squeezed in this scenario is the dairy or beef farmer.” The Fine Gael senator claimed: “Last year dairy calves were costing anything between €60 and €110. Yesterday, 380 dairy bull calves were sold for less than €0.50. This is the stuff of 1960. “It is bizarre that we have such an issue nowadays. We need the exporters to work together. It suits them [exporters] to have a state of flux in the industry because the more chaos there is in it, the more money they can make. We need the Minister for Agriculture, Food and the Marine, Michael Creed, to engage and ensure an exporters’ association will be put in place. Concluding, senator Lombard added: “If that was to happen, we could ensure we would move forward in the live trade and get the vast numbers of Friesian bull calves off the island.”

10 tips to save on your heating bill

G

etting your attic and walls insulated can save you up to 30% on your heating bills, but not everyone can afford it. So we’ve come up with 10 simple, effective and cheap ways to save money on your bills. Here are a few tips that are free and it’s just a matter of being more energy conscious. 1. Adjust your thermostat By turning your thermostats down by just one degree, you can save up to 3% off your energy bill. 2. Use your central heating wisely Make sure your heating is switched off when you are out of the house. Also, most of us forget to turn the radiators off in rooms we don’t use. This can impact your energy bill. 3. Keep the radiators efficient We all know that ‘bleeding’ the radiators helps them run more efficiently by getting rid of the locked air. But who has the time to check? That’s why we love this ‘Deaerator’ gadget for only €10.99 - it automatically keeps the air out of the radiators, making sure they are as efficient (and warm) as possible. 4. Insulate your windows Plenty of heat is lost through the windows of your home so remember to draw the curtains at night. Also, insulate the drafts around windows and doors (top tip: you can find the drafts easily by holding a lit incense stick around the window to find out where the cold air is coming in). 5. Install a chimney balloon This simple gadget will keep the drafts out and the heat in your room. All you have to do is inflate it up the chimney and it keeps the heat in nicely (please note this is not suitable for gas fires). Cost: €31.99 6. Reflect the heat back from your radiators A radiator reflector works by sending the heat from the back of your radiator into the room, rather than against the wall, meaning you get the maximum impact from your heating system. Cost: €20.94 (you could just use this in your main living area) 7. Draft excluders Sometimes the old fashioned stuff is the best and we really like this draft excluder

Plastic coat your windows If you can’t afford double (or triple glazing) put plastic film on those windows (€6 covers three windows). This will curb drafts and keep windows from rattling. 9. Keep heating vents clear Vents blocked by rugs and furniture prevent heated air from circulating efficiently. 10. Use heaters wisely In just one hour, a good heater should have done enough to heat the room- turn it off when it has the job done.
