GOVERNMENT Minister called the anomaly “bonkers”. However, it seems many of those who thought they should be entitled to an increase under a review of pensions are not going to get it . . . .and the numbers being told they do not qualify for top-ups are growing. The anomaly had left pensioners, particularly women, penalised by €35 a week because they have taken time out of the workforce at some stage in their career. The 2012 changes to pension bands led to older people losing out on full contributory pensions because they left jobs to raise families or become carers. It also affected women who were subjected to the State's marriage bar - which was only scrapped in 1973. The Government has been accused of failing to resolve the situation that has left tens of thousands of people with reduced pensions. Apparently, just 15 per cent of the 11,226 pensioners whose cases were reviewed over the past two weeks will gain top-ups according to a report in the Irish Independent. The Government's approach has been branded a "failure" by Orla O'Connor, director of the National Women's Council of Ireland (NWCI). She said the numbers qualifying for top-ups showed the Government was only "tinkering" with the system. Its efforts were "not making that significant difference to women in terms of being eligible for pensions," she said. Half of pensioners whose cases had been reviewed got no additional payment as a result. Apparently, this figure has now risen to 57 per cent. Amidst it all Social Protection Minister Regina Doherty was forced to defend the approach taken. Continued on Page 10

Exciting plan envisaged for Moy Estuary
T
HERE has been much speculation around Ballina and its environs following the recent announcement that Ballina Lions Club had secured funding under the National Rural Development Programme for a major feasibility study for the Moy Estuary and its potential. The area in question encompasses Killala, Enniscrone and the Quay area in Ballina and the local communities and other interested parties are being asked to get involved in the process. The study, which will be carried out by a leading consultant in this field, Enda Cannon of First Western (Sligo), will be charged with the task of identifying suitable and feasible developments that will generate economic and social benefits for the area. The NRDP is administered locally by IRD North Mayo West Sligo (Moy Valley Resources). This project marks a new departure by Ballina Lions Club who are anxious to stress they are acting merely as promoters, but will work in conjunction with all the other stakeholders, including Coillte, Inland Fisheries Ireland, Mayo County Council, Failte Ireland, Sligo County Council and local

communities to deliver the study. Speaking to Mayo Now Ballina Lions’ David Mullarkey said: “We recognise the importance of supporting the local communities in having their input into how the area is developed for the future. However, this is not confined to the community in Ballina; we are happy to hear what communities and businesses in Enniscrone, Killala – everybody with an interest in the estuary - have to say.” Consequently, submissions are being sought from all parties. A wide ranging, public consultation process will be undertaken over the coming weeks where all interested individuals, community groups and businesses will be asked for their views and inputs. This will be done through a series of public meetings to be advertised and seeking of written submissions for which an online facility will be set up. The dates and venues for consultation meetings have yet to be announced but it is envisaged that the month of July will be submission time. The submissions will be made to Enda Candon of First Western and those interested are asked to check with the Ballina Lions website – www.ballinalions.ie – for updates on when and how this will take place. Excitement at launch of Mayopoly board game
I
t was a significant day in the lives of fifth and sixth class pupils of Ballintubber National School when they launched their Mayopoly board game enterprise with Minister Michael Ring at the new Ballintubber playground opening. With over 50 orders received on the day, the game looks to heading for great things..
Mayooply is a Mayo take on the popular Monopoly board game, except in this case the landmarks are all in Mayo, and with a balance of Irish and English cards. The idea came about as part of the Junior Entrepreneur Programme (JEP) http://www.juniorentrepreneur.i e/ which Ballintubber NS signed up to. In essence, children learn
what creating a business is about. Brian McConnell, principal of Ballintubber NS, said: “The JEP programme has been a brilliant life skills learning initiative for the pupils. The children formed teams and had to pitch Dragons' Den style to a panel made up of entrepreneurs. “While developing the Mayopoly game,
the children learned that advice from an expert can enhance the product and this advice came in the form of parent and graphic designer Sandra Staunton, who provided much appreciated knowledge and assistance in producing a finished prototype of such high quality.” Ms. Serantes, who led the JEP initiative, said the children of fifth and sixth class were delighted that all the families of Ballintubber NS were so supportive and encouraging when they launched the game at the Ballintubber community playground opening. It made all their hard work worthwhile. Close to 70,000 children have now participated nationally in the JEP programme. During JEP, children invest a small amount of money and need to monitor costs and sales closely to ensure they create a profit. They learn fast when they are talking about their own money. In a JEP survey, 85% of teachers said that JEP enhanced the teaching of maths. Leitrim optimistic as they face Round 2 of Qualifiers Buoyed by an historic win over Wicklow last week, Leitrim will face Division 2 side Clare in round two of the All-Ireland Senior Football Championship Qualifiers. They will have home advantage in the game which takes place in Avantcard Pairc Sean Mac Diarmada this weekend, June 22/23.. In an intriguing second round draw, Leitrim avoided the heavyweights of Tyrone, Monaghan and Mayo but they will face a Clare side who tested Kerry quite severely in the Munster championship semi-finals. Following their 0-15 to 0-13 victory over Wicklow last Saturday week, Leitrim regard the draw quite favourably and be hopeful of another strong performance in the Qualifiers. Leitrim last played Clare in the second round of the Allianz League Division 4 campaign in 2014 when the teams drew in Milltown Malbay with Clare winning promotion in that campaign and subsequently going on to reach Division 2 where they stayed this year on scoring difference. Of course, two other western counties also compete in this weekend’s qualifiers: Sligo play John Maughan’s Offaly in Markievicz Park, while Mayo have to travel to Newry for what may be a tough encounter against Down.

Former Sligo councillor Keith Henry may have lost his own seat in the recent council elections but he has certainly left an indelible mark by playing a key role in the provision of seats for the public in the town of Ballymote. The seats were installed last week following a motion put forward at the council last year by the former Councillor. Since then, a so-called ‘walkability audit’ of the town was done, followed by an application through the tidy towns and the Health Ireland Fund for the money to provide the benches. According to Keith Henry the seats will be welcomed by people who want to have a rest or sit down and have a chat.
A unique artwork, inspired by a poem by WB Yeats, commissioned by the Yeats Society, has been installed in the sky at the Yeats Building, Hyde Bridge in Sligo town to celebrate 60 years of the popular summer school dedicated to his memory. "White Birds Fly", by artist Conor McNally, gives the impression that the birds are flying eastwards over the bridge from the building and that they are in constant motion even though they are tethered by wires to the building. The three-dimensional structure has the size and stature of birds but weighs next to nothing according to Mr McNally, who used digital technology and natural materials to create it. The sculpture was commissioned by the Yeats Society to mark the 60th anniversary of the famed Yeats International Summer School, the longest running academic summer school in the world, which takes place from 25 July to 2 August. White Birds Fly is inspired by the seagulls in the poem "White Birds" by WB Yeats and was officially launched on Yeats Day, 13 June - marking 154 years since his birth.

Ryanair launch Cologne to Knock service

I
n what has been described as a major boost for tourist in the west Ireland West Airport last week welcomed the first scheduled service from Cologne in Germany with Ryanair to the west of Ireland. Between June and September, the airline will operate direct flights to and from Cologne every Tuesday and Saturday. Cologne is Germany’s fourth largest city and the largest city of the State of North Rhine-Westphalia. Centred on the left bank of the Rhine, Cologne is regarded as Germany’s capital of carnivals, reflecting the lifestyle of its inhabitants, who make Cologne the incredibly energetic spot that it is. Cologne is ideally located just an hours train journey from Frankfurt and only 90 minutes from Brussels, providing easy onwards travel options for visitors.
“This new service is a major boost for tourism in the west and north west regions of Ireland as it provides the only direct access to the west coast from the North Rhine-Westphalia region,” said Joe Gilmore, Managing Director, Ireland West Airport. “Germany is the third-largest market for tourism to the island of Ireland with a record year forecasted in 2018 of over 650,000 German visitors with 50 percent of German holidaymakers visiting the west and north west of Ireland during their stay.” On hand to greet arriving passengers were representatives from the Gourmet Greenway Food Trail, who provided samples of delicious locally produced cuisines. The food trail has been devised by
the Mulranny Park Hotel, in association with Mayo food producers, to showcase the wonderful artisan food in the vicinities of Mulranny, Newport, Westport and Achill. Accompanying passengers on the first flight from Cologne were a selection of media representatives from some of Germanys biggest media organisations, who took part in a three day familiarisation trip. Said Joe: “German holidaymakers are Ireland’s most active visitors, exploring our historical sites and engaging in multiple events/activities such as hill walking and hiking while on the island, which ties in perfectly with the airports location as the Western gateway to the Wild Atlantic Way and Ireland’s Hidden Heartlands. We thank Ryanair for their continued support and their vote of confidence in the airport and we hope the service will attract the full support of all in the region as it will require even greater effort on all our behalf’s to ensure the route is a success and is maintained for the longer term and can lead to further expansion into Germany and beyond in the coming years’. Welcoming the first German visitors to touch down off the flight, Michael Ring, TD, Minister for Rural and Community Development said: “Today brings more good news for Irish tourism as we welcome German visitors to the west of Ireland with Ryanair on their first flight from Cologne. This new direct service will provide a major tourism boost for the region as it brings visitors to the heart of the Wild Atlantic Way and Ireland’s Hidden Heartlands. For regional Ireland, the importance of convenient, direct, non-stop flights cannot be overstated – they are absolutely critical to achieving growth in inbound tourism for rural Ireland.”

Mayo has one of highest rates of male suicide Suicide continues to be a major issue in Irish society, with latest figures suggesting approximately 400 deaths per year nationally with many more people attempting to take their own life. Men account for approximately 80% of suicides and Mayo has one of the highest rates of male suicide in the country. The founder of one of Ireland’s leading suicide prevention charities says that while progress is being made, much more needs to be done to address the challenge and that community-based programmes have a key role to play. “We need to continue to offer people choices and options where they can support, educate and inform themselves. Too often people feel they have nowhere to go or stigma gets in the way of expressing what’s going on for them, especially around suicidal thoughts. This needs to change” says Caroline McGuigan, the founder and CEO of Suicide or Survive (SOS). Caroline has personal experience of mental health challenges and is vocal about the need for change in suicide prevention and mental health service provision. “At one stage in my life, I was experiencing a lot of despair and felt that suicide was the only option. I ended up in hospital and thankfully I got a second
chance at life but I also got to experience first hand the gaps in services.” Caroline says the current model of treatment needs to keep the focus on empowerment, personal responsibility and choice of treatment as otherwise there can be an over-emphasis on drug treatment alone. “There is a tendency to go for quick fixes but true understanding and recovery takes time. That’s why counselling and therapy can be so important.” Caroline’s experiences led her to found SOS back in 2003 and since then the organisation has become one of the leading national mental health charities in Ireland. At the heart of SOS’s work is their pioneering Eden programme, which has been specially designed for people who have attempted suicide or have suicidal thoughts. It offers a welcoming and supportive weekly group environment over a 6 monthly period. In this, up to sixteen participants come together to bring awareness to their own psychological states and develop tools to manage their own wellness. This is delivered in partnership with the National Office of Suicide Prevention, the National Counselling Service and the respective Local Suicide Resource Officer in the area. “Key to why Eden works is the fact that
it empowers participants to make appropriate choices in terms of their day to day lives, and in particular during times of emotional crisis. The focus on choice here is key. Too often people are dictated to and told what is best for them. This is central to our ethos of empowerment, in respecting people, acknowledging them, and really seeing and hearing them.” says Caroline. According to Marie, a past participant of the programme who had struggled with suicidal thoughts, Eden helped her turn things around after years of availing of different services. “The Eden program allowed me the opportunity to be in a safe space with others who knew exactly what it was like to struggle with suicidal thoughts. I would recommend the Eden programme to anyone who is looking to regain control over their life and say goodbye to thoughts of death while learning how to choose life instead.” Eden has been comprehensively evaluated by Dublin City University and is widely regarded as a cost-effective intervention that offers a unique community-based support. It is currently being offered with HSE partners in Mayo, Galway, Roscommon and Dublin and it is hoped it will be expanded into other regions in the months and years ahead.

Mayo schools ‘mop up’ awards for water conservation M
School children from across Mayo were recognised for their work on the Green-Schools Water theme, sponsored by Irish Water, at the An Taisce Green-Schools regional awards in Claremorris on 16 May 2019. AYO students were honoured for their efforts in promoting water conservation and awareness at the An Taisce Green-Schools regional awards in Claremorris. Two schools, Ballindine National School and Davitt College, Castlebar received Green Flags under the water theme, while St Mary’s Secondary School, Ballina was named as a Water Ambassador. Irishtown National School also scooped two prizes in the Irish Water poster competition. The Mayo schools are amongst 119 schools nationwide receiving the Green Flag for water this year. The water theme looks at developing awareness around water conservation and how to effectively manage this important resource in our schools and at home, and is sponsored by Irish Water. Toni Bourke, Regional Communications Lead for the Mayo area with Irish Water, said: “Helping the next generation to understand the importance of conserving
water is a key part of our role in safeguarding Ireland’s water supply, so we are delighted to be partnering with An Taisce's Green-Schools Water Theme for the sixth year running. “We were very impressed by the creative and innovative ways that all of the schools came up with to save water and to promote awareness both in their classrooms and in their communities.” Green-Schools Manager, Cathy Baxter, spoke at the award ceremony: “It’s fantastic to be in a position to acknowledge and reward the efforts of the students, teachers, principals, parents and caretakers who have committed so much of their time to conserving water and to see the fruits of our workshops and events throughout the year.” This is the sixth year of the partnership between Irish Water and GreenSchools to promote water conservation. Over 1,000 schools across the country have attended interactive water workshops and Walk for Water events since 2013.
Leitrim councillors urged to reassert opposition to Fracking The Love Leitrim organisation has reaffirmed its opposition to the introduction of fracking throughout Ireland. The decision was made at their AGM on Thursday, May 30th. The decision of the NI Ministry of the Economy to accept an Exploration License application from Tamboran Resources and to provide for a period of Public Consultation that closes on the 8th
July has added an urgency to this. The AGM committed itself to opposition to any such attempt on the basis that "water knows no boundaries" and that the recently declared Climate Emergency requires that Ireland cease all exploration for fossil fuels on land and sea. The AGM of Love Leitrim has seen changes in its officer board with long-
time anti-fracking activist and former Secretary Jamie Murphy voted in uncontested as Chair and Scott Coombs voted in as Secretary. Outgoing Chair and Secretary Johnny Gogan welcomed the new officers as an indication "of the health and durability of Love Leitrim as an organisation with strong roots in the wider community". The meeting also reaffirmed its commitment to work with the newly elected Leitrim County Council and is calling on Councillors to reassert their previously held opposition and to make their position known to neighbouring Fermanagh and Omagh District Council in advance of the July 8th deadline. Incoming Love Leitrim Chairperson Jamie Murphy said "We are at a critical point in relation to the threats posed by Climate Change at a local, national and international level. Unfortunately for Ireland the issue of Fracking is very much back on the agenda with the granting of an exploration license in Co. Fermanagh and it is something we as communities need to again unite against. Our newly elected Councillors have a key role to play in this and we are asking them to prioritise the issue as a matter of urgency. We are ready to work with them on this as we have done successfully in the past.”

Theatrical masterpiece scheduled for Westport Town Hall
W
ESTPORT Town Hall is just one of the venues around Ireland for “NINE MONTHS”, a fun-filled theatrical presentation – with some discomforting undertones – by Breaking the 4th Wall. Be prepared for a captivating, highenergy theatrical journey with audience participation, where you will see characters transform with each new narrative. Expect to experience laughter and discomfort simultaneously, where laughter is never far from tears. NINE MONTHS is a kaleidoscope of Irish stories which provokes the question “have things changed for women in Ireland?”. It touches on contemporary and historical issues that relate to pregnancy and childcare over the last 50 years. It has received academic excellence from the Theatre and Drama Department at the National University Galway, with first class honours, within an MA Degree programme. It includes is a series of montages where each separate story is weaved together into a continuous narrative, using musicality as the link. The power of this piece is the juxtaposition of the bleak and dark elements alongside the funny and absurd realities around
childcare and parenting. This creates a hysterical, roller-coaster experience for the audience and performers. The comedic devices of satire, irony and parody are used within the narratives making unpleasant truths more palatable to the audience. Through laughter the audience are wooed to an
alternative perspective. Nine Months is written , devised and performed by Imelda Reynolds and Frances Moylan, directed by Michael Irwin. Breaking the 4th Wall was established in 2019. They will begin a tour of Ireland in June/July 2019, starting in Westport, followed by their debut piece with the Edinburgh Festival Fringe. The co-creators of this company aim to develop a reputation in Ireland for devising innovative theatre, bearing witness to peoples stories, by bringing them from page to stage. The company is passionate about the authenticity of true stories which are central to the creative process. The theatrical elements of composition are improvisation, verbatim, music, story, song, text, physical movement within the context of comedy and tragedy. After Westport the production moves to Mullingar Arts Centre on 21st June, followed by Navan (Swynerton Lodge Retreat Centre on 22nd June. Then it’s on to Galway, The Studio Town Hall Theatre on 27th and 28th June and to Caraban – The Village Theatre on 5th July. They are scheduled for the Edinburgh Fridge Festival (theSpaceUK) from 12th – 17th August.

Garda warning over Mayo broadband phone scams An Garda Síochána in Mayo, in association with the FraudSMART, a fraud awareness initiative led by Banking & Payments Federation Ireland (BPFI), are advising members of the public to be on the alert to a phone scam in which fraudsters claim to be calling from utility companies on the pretence that there are issues with the customer’s broadband service. The fraudsters are using the name of a utility company (telephone/mobile phone provider, broadband provider or software company) to call householders, offering to “fix” computer or broadband problems. The caller will attempt to trick the householder into revealing their banking or card details and providing codes from your card reader to access your online banking and make fraudulent payments. The householder may be asked to allow the caller to take remote control of your computer to “assist” you.

However, this could allow the fraudster to show you fraudulent screens. The callers are professional and will be able to transfer you to their “supervisor” should you request this. They sound genuine. Sergeant Tony Cosgrove, Mayo Division Crime Prevention Officer, gives the following advice. “If you have received a suspicious call, hang up and phone the company the person is purporting to be from directly yourself. "Do not use a number given to you by the caller and make sure you hear a dial tone before making the call. If you are concerned that you may have fallen victim to a scam contact your local garda station and also your bank.” Niamh Davenport, who leads the BPFI FraudSMART programme, stated: “Always be wary of any unexpected calls or texts especially those asking for personal details or payments.
“Never give your financial or personal information in order to release money, refund fees, or access to your computer. Fraudsters are very convincing but do not be afraid to take the time to make the relevant checks. “The caller will try to rush you or make you feel foolish and negligent if you don’t follow their instructions, but this is all designed to panic you into doing something you wouldn’t otherwise do.” FraudSMART advise to never give out personal information until you have checked that the caller is a genuine representative of the organisation they claim to be from. Advise the caller you will call them back once you have checked their identity. e are excited to announce the launch of our first ever Dip at Dawn event which is set to take place on Fri 21st of June at Rosses Point, beside the Sligo Yacht Club where participants will gather at 5.00am to greet the morning sun with a short yoga session on the beach followed by a dip in the sea in an effort to raise awareness and funds for those facing homelessness in Sligo, Leitrim & Donegal. The event is being organised on the longest day of the year as an act of solidarity with the 10,000 people in emergency accommodation across the country and the many more hidden homeless. The Yoga Sun Salutation will be led by Tara Mc Evoy of Sligo Yoga Centre. It is also international yoga day! The longest day of the year symbolises the start of summer. A day where people take time to enjoy with friends and family, doing simple and everyday things that some may take for granted. When you’re homeless, you are forced to go without the simplest comforts. It can be lonely and relentless, you are living minute to minute and every day can seem like the longest day of the year. If you want to make a difference by taking time out of your longest day to help somebody else on theirs, Dip at Dawn is the perfect way to do this. Make sure you make the most of these colourful and fragrant plants say the experts at Ardcarne Garden Centre Jekyll’, ‘Wisley’ or ‘James Galway’ – all David Austin varieties that look lovely among shrubs and perennials. For super-scented bedding-type roses, then make sure you plant the yellow ‘Arthur Bell’ or the white ‘Margaret Merrill’. Among the most exquisitely scented hybrid tea roses - the group that provides perfect cut flowers - are ‘Fragrant Cloud’ and ‘Deep Secret’, both voluptuous deep reds.

umptuous blooms, delicious fragrance and immensely versatile - the rose is without doubt the supreme summer flower. For those who like cottage-style gardens, roses are simply invaluable and capture all the glorious extravagance of the summer garden. Delicious Fragrance It’s one of summer’s great treats to nuzzle your nose deep into the velvety petals of a rose to discover its rich perfume. Some people say that roses don’t have such a strong scent anymore, but it does depend on which variety you choose. Some of the best scented roses are old-fashioned types, and the David Austin Roses, a range of varieties which are bred to look and smell like old varieties, but flower for much longer. If you want to be drenched in perfume from your roses then try ‘Gertrude
Healthy Choices Apart from scent, most people want a reliable, disease-resistant rose. One of the best-selling roses at Ardcarne Garden Centre is ‘Trumpeter’, a flame red bedding type rose that flowers all summer and is very disease resistant. Any of the roses which have been bred from Rosa rugosa, such as the double magenta ‘Roseraie de l’Hay’, are also very disease-resistant. These so-called rugosa roses are extremely reliable and will grow in very windy positions, even right beside the coast. They can also be planted as a flowering hedge. If you want roses to be completely free from pests or diseases then use RoseClear every two or three weeks during the growing season. Garlic spray is also very useful and builds up the roses natural immune system. It is also a wildlife friendly treatment. Carpets of Colour Since the first flower Carpet roses were introduced about 20 years ago they have proved very reliable garden plants, which flower all summer and well into autumn on spreading stems. Many different colours are now available in the Flower Carpet range, but the original pink variety is the best for its disease resistance and an amazing show of flowers. They are also very easy to prune and can be just cut to about 15cm (6in) from the ground in the winter. High rise colour Climbing and rambler roses are perfect for

covering a wall, arch or pergola with colour and scent. Climbing roses such as the red ‘Dublin Bay’ or pale pink ‘New Dawn’ have a fantastic long flowering period – usually from mid summer to autumn. Ramblers have a more lax growth habit than climbers and are ideal for training over an arch. Good varieties to look out for among the ramblers are the deep magenta ‘Excelsa’, pink ‘American Pillar’ and the very vigorous white ‘Rambling Rector’, which is lovely when allowed to scramble into an old tree. If you fancy the idea of planting some roses in your garden now is an ideal time as you can usually select them in flower – so you can see exactly what the flowers are like and whether they have a nice perfume. When it comes to planting, remember that roses respond extremely well to feeding, so mix in plenty of Westland Farmyard Manure and a handful or two of granular Rose Food. It’s also worthwhile scattering a handful around

Tips of avoiding VAT traps
V
AT can be a tricky area for farmers. In some circumstances, small errors go unnoticed at first. However, if these errors are repeated over time, they can turn into a larger problem and ultimately lead to Revenue interest and penalties. In other cases, farmers forget to claim VAT refunds within the allowed timeframe and consequently lose out on the benefit. In this short article, we share some tips to help you avoid common pitfalls. While this will point you in the right direction, it’s a good idea to ask your accountant to carry out a VAT review and check that you are getting the maximum
VAT value from your inputs. Flat-rate Farmers Ensure that the flat rate addition on sales from 1 January 2017 is 5.4%. Review your VAT reclaims and VATable expenditure to ensure you have reclaimed all you are entitled to. Where you reclaim VAT on capital expenditure on buildings yards, fencing, drainage or fixed plant (VAT 58 refund form) the claim must be submitted within four years of the end of the tax period to which it relates. If you are ceasing to farm, it is important to carefully consider the timing. VAT incurred and reclaimed
using the VAT 58 mechanism in 12 months prior to ceasing is repayable to Revenue. Where you completed buildings within 5 years of the sale of your farm or a portion of the farm, you will be liable to VAT on the sale. Make sure you understand your VAT registration obligations. Farmers who provide agricultural services, for example agricultural contracting, where the turnover exceeds €37,500 in any period of twelve months must register for VAT. This can bring the entire farm business into the VAT net resulting in loss of the flat rate addition and incurring an obligation to charge VAT
on all vatable supplies. A flat-rate farmer may be obliged to register for VAT where he/she acquires goods or services from other EU countries, however the registration is ring-fenced to the relevant activity. If you provide racehorse training and turnover from this activity exceeds €375k in any period of twelve months, you must register for VAT. However, the registration is ring-fenced so that other farming activities are not brought into the VAT net. When the proceeds of sale of BPS entitlements in any 12 month period exceed €37,500, the sale is liable to
VAT. You must register for VAT and account for VAT on the sale. Vat registered farmers Ensure you pay and file your returns on time as substantial penalties and interest can be imposed for late filings. Ensure you do not collect the flat rate VAT on your sales. Inform those you sell to that you are registered for VAT. Ensure VAT invoices are issued correctly and that records are retained for a period of six years. Ensure purchases from and supplies to foreign countries are treated correctly for VAT purposes. Ensure you reclaim VAT on purchases of stock from unregistered farmers, i.e. the flat rate charged to you. VAT must be accounted for on livestock sales at 4.8%. Ensure VAT on purchases is correctly claimed. It’s important to understand the rules of recovery. For example, you cannot reclaim VAT on petrol, food & drink or entertainment. Be aware of the rules regarding VAT on property. If you sell within 20 years of a building being constructed, this could result in a VAT liability. If you choose to register for VAT (election), you can de-register at any time by notifying Revenue. However, a repayment of VAT recovered may be due. You must carry out a review of the last 36 months and if the VAT reclaimed exceeds VAT paid on sales in that period a payment to Revenue will be due. Recently, we are seeing an increase in Revenue compliance interventions including aspect queries and audits so it makes sense to ensure all is in order. With the correct procedures in place, most VAT errors can be avoided. However, mistakes that go unnoticed can prove costly over time. Consequently, it is advisable to conduct regular VAT reviews of farming operations, particularly if new activity commences.

Laugh out Loud: the healing benefits of laughter A little chuckle goes a long way when it comes to maintaining your health. Body and soul have a laugh and you’ll get happy!
“Laughter is an instant vacation.” When Milton Berle (pictured) said this, he wasn’t too far off, according to some researchers who think laughter is like a wonder drug capable of treating a host of maladies related to stress and lifestyle. “Laughter therapy is making people laugh for healing purposes,” says Albert Nerenberg, a journalist, documentary filmmaker (for instance, Laughlology, in 2009) and laugh-ologist, an expert who lectures on the science, practice and therapeutic effects of laughter. He brings the therapy to the workplace to help relieve stress and increase motivation, and to the health-care profession to promote and maintain health. But he cautions, “Occasionally, you hear wild claims that laughter therapy cures cancer or a terminal illness. The therapy holds great promise, but there is a danger of creating false expectations.” Researchers continue to study laughter’s effects and have made some discoveries on how it benefits our well-being. Brain chemicals From a neurological perspective, pioneering studies by Dr. Lee Berk and Dr. Stanley Tan of Loma Linda University Medical Center in
California have shown that laughing triggers a flood of pleasure-inducing neurotransmitters, like dopamine, in the brain. Low levels of both these brain chemicals are associated with the winter blues and Seasonal Affective Disorder, which affects almost 20 per cent of Canadians. Nerenberg has been using laughter therapy to help treat drug addicts at a residential drug rehab centre located near the Quebec-U.S. border. “Laughing produces dopamine in the brain much in the same way as cocaine,” he explains, “so you essentially substitute laughing fits for drug addiction, addicting people to a positive behaviour rather than a negative one. They’re after rushes and really don’t care where they get them.” Immune response A depressed immune system is vulnerable to colds and viruses. According to a 2001 study in Alternative Therapies in Health and Medicine, laughter boosts the activity of your system’s natural killer cells and other defences by increasing the number of antibodyproducing cells. Laughter enhances the response of disease-killing cells such as gamma-interferon, diseasefighting protein; B cells, which produce disease-destroying antibodies; and T cells, key to immune system response.
Stress response “We once thought laughter was the opposite of crying, but it’s more appropriate to think of it as the opposite of stress,” explains Nerenberg. He says laughter affects the nervous and endocrine systems by metabolizing stress

hormones, which include cortisol and adrenaline, the fight-or-flight compounds released during times of stress. Stress hormones bombard the heart, forcing it to beat as if in a constant state of fight or flight. But laughter appears to reduce the amount of stress hormones your body produces. Blood flow A good laugh can be good for your heart. Laughter helps expand capillaries, increasing blood and oxygen flow throughout your body. This may help protect against heart attacks and strokes by relaxing constricted blood vessels and promoting relaxation, which may lower levels of cortisol, a hormone known to contribute to high blood pressure, as do constricted blood vessels. Researchers from the University of Texas at Austin measured the blood flow of 17 volunteers after watching a comedy or a documentary. The comedy group showed significantly increased heart rate and blood flow of 17 per cent for up to 24 hours. Conversely, among the documentary viewers, blood vessels constricted by 15 per cent. Constricted arteries can lead to high blood pressure.
Eighty-five per cent of us consider ourselves optimistic; 86 per cent of us feel that optimism is contagious; and 79 per cent of us try to encourage pessimists to be more optimistic. Encourage your own healthier outlook by adding these simple laughter-inducing habits. Smile early and often in the day; it produces a mild hormonal change that can improve your mood and produce positive emotions. Smiling is the beginning of laughter and,
like laughter, it’s contagious. Look up at the ceiling, and you’ll notice a positive lift. There’s no science to explain this, but it’s a fairly universal phenomenon, says Nerenberg. The opposite is true as well; if you walk around looking down, you’ll start to feel down. Fake it till you feel it Just going through the motions will trigger real laughter. Studies show the positive effects of smiling occur even if the smile is fake; faked laughter also provides the same benefits.
Social benefits Laughing with others is more powerful than laughing alone, so plan some face time with friends. Sharing laughter is one of the most effective tools for keeping relationships strong and resilient. Simply anticipating laughter was found to release beneficial hormones while lowering levels of harmful chemicals in the body. Laughter can also stimulate creative thoughts that lead to a greater sense of self-worth and optimism. Speaking of optimism In 2011, Nerenberg worked with Maxwell House on a survey about optimism, and the results are positive.
