report last week makes for grim reading for that section of the population dealing with the problem of mental illness. People suffering from serious and enduring mental illnesses are suffering long-term neglect and ending up in a "revolving door" of admission and discharge from psychiatric units, the report stated. The findings come as no surprise. We all acknowledge the fine work being done by people at the coalface, and the commitment of workers to make life more tolerable and manageable for people with mental illnesses; yet many service users are making poor progress under the existing system. Without adequate rehabilitation and recovery supports they are "stuck in the system and denied the chance of independent living," said the report by Dr Susan Finnerty, inspector of mental health services at the Mental Health Commission. She warned that the findings showed "longterm neglect of people with severe and enduring mental illness has negative outcomes for the service user and their families". "Many people with enduring mental illness have repeated admissions to inpatient psychiatric units, are then discharged, to be readmitted when things breakdown again - the so-called 'revolving door' of admissions," she added. "This is counterproductive for both the service user and the already severely under-resourced acute services. The short-sightedness of not providing adequate mental health rehabilitation services, from both a human rights and a financial viewpoint, is quite astounding. Continued on Page 2

Credit Union’s Green Energy Exhibition in Ballina a great success

an investment affordable and would have many energy-saving and other benefits going forward, including adding value to homes. Money invested in retro-fit projects also helped in local job creation and provided an impetus for young people to explore and create new technologies. Ballina credit union CEO Michael Ferguson was delighted with the response and attendance and commented that people were beginning to sit up and take notice and enquire about what can be done at a community and family level to address climate change. Such has been the response to the exhibition it is now felt that the possibility of making it an annual event will be explored.

V presenter and environmental activist Duncan Stewart was highly impressed with what he witnessed when he visited the Green Energy and Home Improvement Exhibition at Ballina’s Great National Hotel last weekend as special guest. The inaugural exhibition, hosted by Ballina Credit Union, attracted more than 1,000 visitors and 40 exhibitors. Mr. Stewart, renowned for his views on climate change and eco solutions, commended the local credit union on the initiative which marked the launch of the credit union’s range of loans designed to help those intending to introduce energy-saving solutions to their homes. He pointed out the loans, in addition to the grants available, would make such

St. John’s healthy club status recognized at Croke Park

Recently at GAA head quarters St. John’s gaa were one of 86 clubs from across Ireland recognized as a healthy club. Molaise Gaels were the only other club from Sligo. Over the past 18 months St. John’s involved members and non members from the community in a wide variety of activities to earn this award. These included Operation transformation 2018 & 2019, pre Christmas boot camp, mental health workshop for teenagers, becoming a non smoking club and it culminated in a 24 hr walk and talk relay which was held at the end of September. “This is only the beginning of our healthy club journey and we want to push on over the next couple of months and years and bring more of the above to our community. If you would like to get involved and become part of our healthy club committee we would be delighted to welcome you on board” said chairperson of St John’s Seamus Casey. In the meantime well done to all who supported our healthy club initiative over the past 18 months.

Best ever Céide Coast Half Marathon and 10k

T

HE sun shone on beautiful Ballycastle, Co. Mayo for the annual Céide Coast Half Marathon and 10K on Saturday, October 12, ensuring that the 300-odd runners who partook in the event saw North Mayo’s breath-taking coastal scenery at its very finest. The race, hosted by Ballycastle Athletic Club and sponsored by Nally’s of Ballymahon, Longford, saw registrations this year jump by a whopping 69 per cent, delivering an estimated €60,000 into the local economy and cementing the importance of the event to North Mayo. Over half of the runners travelled from outside the county, with roughly 10 per cent travelling from overseas to participate. The half marathon route is unique, bringing runners right onto Downpatrick Head within inches of the cliff edge, for an unrivalled view of the world-famous Dún Briste sea-stack. This year, the club also made a conscious effort to reduce plastic waste with the use of compostable cups

along the route. 173 runners registered for the half marathon, with 148 taking on the challenging 10km route. A further 50 registered to participate virtually from other locations, bringing the total number of registrations from 207 in 2019 to 371 this year. Race director Michael Kelly said: “We were thrilled to get such a great turnout this year and so many visitors. Ballycastle is a small community, and the Céide Coast Half Marathon would not be possible without the support of our neighbouring communities along the Céide Coast, from Killala to Lacken to Kilfian to Belderrig. I want to thank everyone who helped out over the past year and on the day to make the event such a success, and also a huge thank you to our club officials Maura Fox, Mary Carden, Margaret Thomas, Oliva McDonnell, Gillian Grier and Anthony Gardiner.” Anne-Marie Flynn, manager of Mayo North Promotions Office said, “We

identified this event last year as a potentially significant driver of tourism into the North Mayo region and allocated resource from our office to work with Ballycastle Athletic Club and promote the event to a targeted local, national and overseas audience. The number of visiting runners speaks for itself, and unanimously positive feedback from the event is a credit to the organisers and proves that the Céide Coast is more than capable of delivering a professionally-run, highly-rated event that can hold its own with any better resourced event in the West of Ireland. It now needs additional support in order to grow, but given its success, it is an ideal event for any sponsor to associate themselves with.” The 2020 Céide Coast Half Marathon and 10k will take place on Saturday, October 10, with registration now open. Mayo Minister nominated for Europe-wide ‘Innovation in Politics Award’

M

ayo’s Michael Ring, TD, the Minister for Rural and Community Development, has been selected as a finalist in the Europe-wide Innovation in Politics Awards for introducing the Government’s new public library strategy: ‘Our Public Libraries 2022 – Inspiring, Connecting and Empowering Communities’, which has led to an abolition of library fines and the increase of library opening hours in many libraries. The Innovation in Politics Awards, which are run by the Vienna-based Innovation in Politics Institute, acknowledge and support public initiatives which make a difference in order to highlight innovation in Europe. Dublin City University is the partner institution for the awards in Ireland. Out of over 400 nominations from across Europe, 80 finalists were selected by a jury of more than 1,000 citizens from all

European countries. On the nomination, Minister Ring said: “I am delighted to be a finalist in the Innovation in Politics Awards in particular for my Department’s role in supporting public libraries. Through our public library strategy we are working to make libraries more open and accessible, and better able to meet the needs of the public in an ever-changing society. “The abolition of library fines, which came into effect in January of this year, will help reduce barriers to people using the library. We want to ensure that there are no deterrents to people of different backgrounds from getting the many benefits of library usage. “The nomination also recognises the impact and potential of the new My Open Library service which introduces greatly expanded opening hours in many libraries.”

Longer opening hours Under the My Open Library Initiative, libraries open from 8am to 10pm, 365 days per year. Fifteen libraries have already adopted the scheme which will extend to a hundred branches by end 2022. “We are increasing the opening hours in these libraries to meet the needs of people who have busy lives. Ultimately, we want more people to use the libraries and this is a practical and effective way of making that happen”, said Mr. Ring. Over the June Bank Holiday weekend of this year, 1,390 people used Deansgrange Library in County Dublin while another 811 used Dungarvan Library in Waterford. Last year the My Open Library service won the ‘Excellence in Customer Service’ category in the Civil Service Excellence and Innovation Awards. The 2019 Innovation in Politics Awards Awards will be announced in Berlin on December 4.

Sligo County Council shortlisted for prestigious environmental award Sligo County Council has been shortlisted for a 2019 Pakman Award. Now in its 5th year, the national environmental awards celebrate sustainability champions who are putting innovative recycling and waste management practices into place across Ireland. The Local Authority has been shortlisted in the Environmental Education and Awareness Initiative category. The County Council initiated a large scale education and awareness campaign on correct waste management practice and over a 10-week period, they focused on specific topics each week. The successful campaign was delivered via radio interviews, press releases to the local press and various social media content from videos, publications and tips on the topic of the week. The winner of the Environmental

Education and Awareness Initiative category will be announced at the 2019 Pakman Awards which takes place on October 24th in the Intercontinental Hotel, Dublin. Not only will Sligo County Council be in the running to take home top prize in the Environmental Education and Awareness Initiative category, they will also be eligible for the overall Pakman Award, the winner of which will also be announced at the awards ceremony. Commenting on the 2019 Pakman Awards finalists, Séamus Clancy, Repak CEO commented : “This year, the number and quality of entries in the Pakman Awards surpassed all our expectations. The dedication and innovation shown by individuals and organisations across the country is amazing, and makes a real difference to Ireland’s environment.

Now more than ever, Ireland needs environmental champions and we are looking for organisations, community groups and individuals to lead by example. he Save Leitrim group made their presence felt outside the gates of Dail Eireann last week to demonstrate their oppositon to afforestation of Sitka spruce in the county. The Group was founded by a number of like-minded people who have raised concerns about the detrimental impact Sitka spruce afforestation is having on the social and economic fabric of rural communities and the environment of County Leitrim. 50% of County Leitrim’s agricultural land is planted in non-native, invasive species. 14,000 hectares (34,595 acres) of Leitrim land is under forestry and it is increasing everyday. That’s 34.5 million Sitka spruce trees. "As a group, we have a voice but we will only be heard at national or EU level when the people of the townlands, villages and towns of County Leitrim join us and shout STOP. "The local people are seeing first-hand the decimation of our communities with a massive increase in afforestation by private forestry companies, vulture

funds, tax off setters, pension funds and multinational companies across County Leitrim continuing unabated. All tax free at the expense of the Irish tax payer. This is not EU money. This is Irish tax payers’ money. "We are most definitely not against trees! We are for the right trees, in the right places being managed in the right way so that everyone benefits! The environment, the wildlife, the communities, the farmers, the economy, the county and the future. Right now what’s happening, and has been happening for more than 40 years, is wrong. It’s all about the money rather than being about what’s right and best!" "This monoculture planting is destroying our environment and the eco systems on the land and in our rivers and lakes. "The people of Leitrim are shouting STOP! They have been doing so for over 40 years. Our county is disappearing fast beneath a 60ft wall of green. We want the government to stop and assess this whole situation. Our agenda is to Save Leitrim.” Meanwhile, Sligo-Leitrim TD,

Marc MacSharry is seeking engagement with communities in meeting forestry goals and the Minister must engage with and listen to Save Leitrim campaign and other communities. Addressing the Dáil on the issue Deputy Mac Sharry commented, "I am fully supportive of increasing the forestry cover in the state; however we need to see a change in the approach if we are to meet the 18% target for 2050. We are currently at 11%. "In the North West there is justified anger in the approach taken so far. Local communities are being ignored and a disproportionate concentration of Forestry is being permitted in certain areas. "Communities do not want to be left in the dark, which is what is happening to some small communities. I do not want this to be misinterpreted as me being against forestry, I am not, but the people of County Leitrim matter and we must be cognisant of their needs and the over concentration which exists in some areas. People have a right to light which needs to be protected.”

Go-ahead for Balla poultry farm despite objections DESPITE recommendations for refusal, permission has been granted for a 12,000 capacity free-range poultry free-range poultry farm outside Balla in County Mayo. An Bord Pleanála granted permission to the applicants, Noel and Ann Mulhern, after they appealed the decision by Mayo County Council to refuse the re-

quest. A total of 12 submissions were lodged by local residents in the Brownhall area against the development, These cited a number of concerns over the application. Mayo County Council refused the application on the grounds that the 1,856 sq. metre site would impact on residential amenity and potentially impact on Special Areas of Conversation (SAC), which in this case is the River Moy, situated 1.3km from the proposed site. In her report, Sarah Lynch, Planning Inspector for An Bord Pleanála, who carried out an inspection on that site on August 12 last, recommended that planning permission be refused. She wrote that she had ‘serious concerns in relation to the potential for both noise and disturbance to neighbouring properties given the inadequacies out-

lined in relation to the noise impact assessment and for the adverse impacts upon the integrity for the River Moy SAC’. She added that the ‘proposed development would, therefore, be contrary to the proper planning and sustainable development of the area’. However, An Bord Pleanála considered the inspectors report at a Board meeting on September 5 last and decided to grant permission by a majority of 2:1. In their report, An Bord Pleanála, said that in deciding not to accept the inspector’s recommendation, they were satisfied that ‘the proposed development would not seriously injure the amenities of properties in the vicinity, by reason of noise and general disturbance, and depreciate the value of properties in the area’.

greenway connecting Ballina to Enniscrone is central to a plan for the development of the Moy Estuary, as revealed from a public consultation process. It is the principal theme emerging from the feasibility study facilitated by Ballina Lions Club in the communities of Ballina, Killala and Enniscrone. Locals were updated on the progress of the study at a meeting held recently in Ballina’s Kennedy Glasgow Building, a location which, according to the study, could in itself become a multi-use civic hub which visitors to the area could use as a “one-stop shop” to explore the region.

The proposed greenway, together with an artificial diving reef in Killala Bay, the showcasing of the area’s rich natural heritage and history and the promotion of angling and water-based activities on the river Moy will produce a package to appeal to a broad tourist market, according to the draft study. Consultant Enda Candon, who compiled the report, said all the proposals would tie in with the Wild Atlantic Way project and general plans of Tourism Ireland and Failte Ireland. Some of the attendance expressed disappointment that some of the other proposals in the consultation process were not included in the draft, including

the option of a footbridge over the Moy between Belleek Woods and the Quay (which Mr. Candon stressed could be included as a longer range development). Issues such as water quality, traffic in the town and, inter alia, failure to exploit the Salmon Capital theme, were highlighted. Nevertheless, as was noted by Ballina Lions’ David Mullarkey, the large attendance and enthusiasm displayed augured well for the process and there was sufficient energy in the room to ensure the plan wouldn’t fail. Further briefings will take place later in the year and a steering committee established once the plan is completed in mid-November.

Roscommon Family at the Centre of Controversial Eviction Given a Month to Vacate Home The Co Roscommon family whose farm was the centre of a controversial eviction last year have been given a month to vacate their home. Mr Justice Senan Allen in the High Court ruled that KBC bank was entitled to an injunction compelling siblings Michael Anthony, David, and Geraldine McGann to vacate their family home at Falsk, near Strokestown, in Co

Roscommon, pending the final outcome of the dispute. The Judge said he was satisfied from the evidence that the defendants had no entitlement to be on the property. main on the property. The application centred around events last December when the McGann family were evicted from the farm on foot of a repossession order KBC obtained in

respect of the property several years ago. The eviction gained national media attention after private security operatives were forced from the property by a group of masked men. Gardai subsequently launched an investigation after the security personnel were attacked, several of whom required medical treatment, several vehicles were burnt, and a dog had to be put down due to injuries it sustained. The McGanns, who were not involved in those incidents, subsequently returned to the property and have remained there since. The property was the subject of a loan agreement between KBC and the farm’s registered owner Mr Michael Anthony McGann. Mr McGann fell into arrears on repayments and owed the bank some €431,000. Counsel said KBC obtained a possession order in respect of the property in 2012, which was not appealed. The last repayment on the loan to KBC was made by the borrower in February 2014, it was claimed.

well-known Chinese jazz and pop duo, called Mr. Miss, has been visiting Sligo and Ireland – to film a series of videos for a new Tourism Ireland campaign. The campaign – called ‘Love Ireland’ – will feature 20 different experiences and activities in lots of different locations around Ireland – including Sligo and the Yeats Building. The videos will star Du Kai and Liu Lian – aka Mr. Miss – who’ve become hugely popular in China since appearing on a reality TV music contest. The pair’s action-packed itinerary was designed by Fáilte Ireland. The videos will go live in December and

will be shared with millions of people on Chinese social channels – including Weibo (the popular microblogging site, often described as the Chinese version of Twitter), WeChat (messaging app), TikTok (video sharing app), Red (a platform combining photo-sharing and ecommerce) and Toutiao (news and information platform). David Boyce, Tourism Ireland’s Head of Middle East, Asia and Emerging Markets, said: “We’re really pleased to be working with Mr. Miss on our new ‘Love Ireland’ campaign – as their fanbase is a good fit with our target audience in China. Foróige TechSpace Clubs to launch in North West – bringing computer science to a new generation

problem solving and critical analysis. However, development of these critical skills would be hindered without the time and energy of our amazing and valuable volunteers. All Foróige volunteers receive training in order to provide a safe environment for young people. Training involves the ‘Child Protection Awareness Programme and ‘Starting Out in Foróige

oróige is bringing a range of exciting technology youth clubs to the North West and is looking for volunteers with an interest in coding, music production, programming robotics, or engineering to bring skills to young people. These Foróige TechSpace clubs are in partnership with Camara Education, proudly sponsored by Google.org. Clubs

tend to meet one evening per week where young people are inspired to use their native interest in technology to become digital creators. The project aims to bring the development of digital creativity to communities within Sligo, Leitrim, North Roscommon, South Donegal

and North Mayo. Skills in technology are becoming increasingly important for 21st century living and employment and can be learned in a TechSpace club led by Foróige volunteers. These clubs are made of young people aged 10 to 17 years old from the local community who enjoy working with technology or for those who would like to start. Adult leaders in Foróige TechSpaces usually include those with computer skills, leaders in a Foróige youth groups, tech professionals or students. Foróige TechSpace Leaders will receive training and ongoing support to assist with the development of their TechSpaces. This includes training in three areas of computer science (CS) including the Scratch programming language, BBC Micro:bits and emerging technologies. Once training is complete in Scratch, leaders gain access to Camara’s online resources, receive an allocation of refurbished laptops for their club, ongoing support from a Foróige youth officer and access to Foróige training, events and awards. Foróige TechSpaces are operating all around the country and are producing exciting projects in film and music production, game design and robotics using the scratch programming language and BBC Micro:bits. The ESB Creative Tech Fest is an event that takes place each year and celebrates the work of young people, volunteers and youth workers who have been involved in the TechSpace programme. This year it is happening in Dublin’s Convention Centre on the 30th of October where young people have an opportunity to showcase their digital creativity. Creativity in technology is hugely beneficial to young people, it helps build curiosity and confidence and allows them to develop skills in
