W

hile most people would balk at mention of Christmas coming so early in the year and children only returned to school, there is one instance where it's important to mention the looming event. Budgeting is always difficult, in times of economic recovery, but it is people at the lowest end of the income bracket who tend to struggle the most in the lead-up to the festive season. And, unfortunately there are plenty of enterprising, legal and illegal lending businesses out there that will capitalise on this struggle. For many years now there has been talk of a crackdown on the illegal lending trade. Back in 2013 Marc MacSharry (then Senator) published a bill (which unfortunately wasn't passed) to this end and countless others highlighted it as an area that needed to be addressed. However, we have seen very little action taken. Such individuals and gangs in society who prey on the poorest should surely be held accountable for their actions. We are all familiar with the term 'loan shark', and the frightening, often grossly aggressive means they can employ to retrieve greatly inflated sums from their clients. But it can be surprisingly difficult to make the right choice in a market saturated with legal 'payday loans' companies and flashy internet advertising for high interest lending sites as well. Unregulated, illegal lending still exists, but almost as risky is the legal side of the same business. Continued on page 2

Senator Conway-Walsh welcomes bank decision to reverse cashless strategy

A

Mayo Senator has welcomed the decision by Bank of Ireland to reverse the decision to make several branches completely cashless. Bank of Ireland confirmed to Midwest News today that by the end of 2018, it will offer a full counter service at 164 branches spread across every county in Ireland. This includes some branches in County Mayo. This is happening on a phased basis and some branches have already implemented it. Full details of the branches that will have the service restored have not been confirmed by the bank as of yet. At present Ballinrobe, Ballyhaunis, Charlestown and Kiltimagh have no cash desk facilities, while in Belmullet, Claremorris and Swinford the cash counter only operates for two and a half hours in the morning. In July Erris based Fine Gael Councillor Gerry Coyle confirmed to Midwest News that the cash counters at the Bank of Ireland branches in Belmullet and Westport will remain open all day from September. Sinn Fein Senator Rose Conway-Walsh, who is a member of the Oireachtas Finance Committee, says the decision by Bank of Ireland has not materialised out of nothing and has called on other banks who have curtailed branch services to take note of this row back by Bank of Ireland and respect their customers.

Vulnerable still prey for loan sharks - Continued from front page With many of these legal money-lending companies loaning short-term, high interest amounts (often at APRs almost as high as a loan shark) advertising directly to the unemployed, or people with bad credit ratings and mortgage arrears, there is no doubt that they capitalise on late repayments. And though the legal side of the industry can't be said to exercise the same level of intimidation and bullying that illegal lenders are renowned for, that's not to say they have not been found to exert significant pressure on their clients when monies are not paid on time. Credit Unions have long been recognised as a safe and responsible low interest alternative to traditional borrowing or high interest options, but as highlighted by

Independent MEP Marian Harkin at the 25th anniversary conference of the Irish League of Credit Unions Foundation, these community-based financial institutions are facing their own troubles. Currently, there are over 450 credit unions forced to place their surplus funds on deposit with banks at a rate of less than 1% rather than loan, at reasonable rates, to valid customers. Ms Harkin was clear in her message: “The Credit Union movement must not be unnecessarily hindered in its hugely important work of credit provision and must instead be encouraged to use its experience and expertise to help citizens in Ireland avoid the clutches of extortionate moneylenders” The manager of a local Credit Union

reassures that despite tougher measures being implemented by the Central Bank, Credit Unions are still lending, and creating a sufficient saving record with them is not overly difficult. His advice to anyone facing into the expense of the approaching festive season is simple; "We encourage anyone who is in a position to do so to join their credit union and create a record with them... Moneylenders make it easy for people to get loans - the cost is, however, oppressive... If we could get one message across, it is that availing of credit from legal and illegal moneylenders may appear easy but the cost is more than 10 times normal credit and the greater cost is being tied into immoral and unjustified costs for many years."

Western Alzheimer's finalist in Good Causes Awards Western Alzheimer’s in Mayo has beaten stiff competition to be announced as a finalist and West Region winner in the first ever National Lottery Good Causes Awards. The Awards are aimed at honouring the inspiring work and achievements of thousands of projects, clubs and individuals

all over Ireland with the help of Good Causes funding. Nearly 30 cent in every euro spent on National Lottery games goes back to Good Causes. The group has come out tops in the West Region in the health category. A total of 36 groups from all over Ireland now proceed to the final in six categories – Sport, Health & Wellbeing; Arts & Culture; Heritage; Community and Youth. Each national category winner will receive €10,000 while the overall Good Cause of the Year will get another €25,000 on top of this. The winners will be announced at a televised gala dinner in Dublin on November 3rd.Western Alzheimer’s is a charity that provides a range of services to people impacted by dementia living in Counties Mayo, Galway and Roscommon. National Lottery Funding was invested in its Marian House Respite Centre in Ballindine and its Marian House Nursing Home in Athenry. Tenor Paul Byrom for Coleman Centre

P

aul Byrom is often hailed as one of Ireland’s premier tenors and he will perform in the Coleman Centre, Gurteen, on 22nd September next. The Dublin-born entertainer has been in the music industry for over 20 years. Paul recorded his first album “The Golden Voice” as a boy soprano aged 14. His second release,

entitled VELVET, was in 2005 and reached #2 in the Irish music charts which has led to many appearances on Irish Television and Radio, including “Celebrity Jigs and Reels” where he reached the grand final. He also appeared for a short while in Ireland’s longest running soap “FAIR CITY”. Paul went on to release his Christmas album entitled

“I’ll Be Home For Christmas” in 2008, which charted in the Classical Billboard Charts and continues to sell well. His talent as a singer has taken him far and wide, and some of the many highlights include performing for dignitaries such as Emperor Akihito of Japan, Former Irish President’s Mary McAleese and Mary Robinson and most recently for United States President, Barack Obama and Speaker of The House, John Boehner. Paul is an avid sports fan and performs regularly at large-scale and high profile sporting events such as six All-Ireland Finals in Croke Park, and many International rugby games in the Aviva Stadium, Dublin. Internationally, he has performed Anthems for the many American sports teams and is very proud now to be a regular for the Boston Celtics basketball team. In 2007 Paul became one of the original soloists in the hit show Celtic Thunder. He toured North America, Canada and Australia with the group and had six #1 World Billboard albums. He has since left the production and his following album “THIS IS THE MOMENT” debuted at No.1 on the World Billboard Charts and was shortlisted for a Grammy Nomination. Last year Paul’s latest album THINKING OF HOME reached the top of the iTunes, Amazon and World Billboard Charts and he has just been named for the second time in three years, The Irish Tenor of the Year by the Irish Music Association.

Minister insists no government can be looking over it's shoulder wondering if Fianna Fail will support it

IFA National Council back study into Leitrim afforestation

Minister Michael Ring insists that no government can be looking over it’s shoulder wondering if Fianna Fail will or will not support it, as the most critical discussions on Brexit are taking place between now and the end of this year. That’s why he says the Taoiseach wrote an open letter to the media yesterday calling on Fianna Fail to extend the Confidence and Supply Agreement out to 2020. But, according to Mayo deputy Lisa Chambers, speaking on Midwest Radio’s lunchtime news today, there is nothing in the Confidence and Supply agreement between Fine Gael and Fianna Fail that suggests that any discussion on extending the three year agreement up to 2020 should occur, until after the upcoming budget. She stated that the Taoiseach Leo Varadkar knows that quite well, and that just because he now wants to change the goalposts through a letter to the media yesterday, that does not mean it should happen. The Confidence and Supply agreement is keeping the present government in office and deputy Chambers says if the Taoiseach wanted to change it, there is a mechanism in place- he should have contacted Micheal Martin directly and he didn’t do that. Speaking to Midwest News today Minister Ring said everyone would agree that we need a strong government in place as we negotiate on the international stage for a Brexit deal that is acceptable to this country and it makes perfect sense to begin discussions now with Fianna Fail about extending the agreement that keeps the government in office, as the budget is in three weeks time.

The IFA National Council is supporting a resolution from Leitrim IFA that an assessment of the social, economic and environmental impacts of afforestation within the county should be undertaken. IFA President Joe Healy says the level of afforestation in recent years, particularly by non-farmers and outside investors, is of major concern to farmers and rural communities in the county. He says that in 2017, 10% of the national afforestation programme took place in Leitrim, with a total of 536 hectares and over half the area planted by non-farmers. The IFA President says he is now seeking a meeting with Minister Andrew Doyle to get a commitment to fund an independent study in Leitrim on the impacts of afforestation. IFA Regional Develop Officer Adrian Leddy says the national backing for a special study comes after Mr Healy visited the county last week.

Council confirms plans for a major extension to Sligo cemetery

here are plans for a major extension to the cemetery in Sligo town. Although it’s one of the largest burial grounds in the region, space is running out, with only about 60 new grave plots now left. An average of about 125 people are buried every year in Sligo Cemetery. About three-quarters of these are in existing grave plots; the others require new plots. Right now, there are about 63 new plots remaining, of which about 18 are for double graves and 27 for single graves. But it’s envisaged that a new extension would eventually provide up to 1,800 grave spaces as well as about 400 niches for cremated remains. Sligo County Council says the new extension will be developed in phases, the first providing up to 280 new plots. This phase will also include making boundaries to the site, drainage works, and building a new access road as well as footpaths and turning areas. It’s expected work on this first phase will start in the last quarter of this year.

Donegal Town residents dismayed at spate of vandalism CCTV footage being examined to identify perpetrators Residents of Upper Main Street, Donegal Town are horrified and frightened by a number of recent incidents of anti-social behaviour and vandalism. The worst of these incidents occurred in the early hours of Monday morning. A large, three-tier plant pot outside the Ulster Bank was knocked on to its side, leaving soil and flowers strewn across the footpath. Residents living nearby reported hearing shouts and a loud bang at around 1.00am, leaving them terrified in their homes. A bin was also knocked over at St Patrick’s Church and the contents spilled on to the ground. Cllr Tom Conaghan (Ind) who lives on the street believes that an attempt was made to vandalise his own car. “It looks like they tried to pull the wing mirrors from the sockets,” he said. “I have asked North West Alarms if they have CCTV footage of it.” The councillor is disappointed and angry to see this type of behaviour in Donegal Town. “I don’t have any problem with people socialising,” he said. “But this vandalism is not acceptable. Indeed, I would completely condemn it. I thought this type of thing had stopped. We need to get things back to the way they were for the last twelve months.” Cllr Conaghan said the engineers working on Tyrconnell Bridge told him that the bollards used to close off roads had also been moved.

“They were put on the roofs of cars,” he said. “That is something that you cannot tolerate. Firstly, the bollards are there for a reason. Secondly, they can badly scratch the car.” One thing that particularly angers the councillor is that this is a big slap in the face for the people who have been working so hard to keep the town looking well. “We are trying to keep a tidy town here and those involved are doing great work,” he said. “There is a man looking after the flowers and he is doing a

fantastic job. It is terrible that he should have to come in on Monday morning and have to start picking flowers and clay up off the footpath. “We don’t want that and we don’t need it. We have to ensure that this is stamped out now. I hope the people who are doing this can be identified from CCTV footage. And in fact, I will be going as far as trying to get hidden cameras put in place.” Further incidents Other similar incidents which have occurred in the area in

recent times are a wing mirror broken off a car parked on Upper Main Street; the rear windscreen smashed on a car parked in a private car park in the area; and also sign broken and levered off a wall in the same car park. Cllr Conaghan said: “It is a real shame to see this happening when there are so many positive things going on in the town. “The majority of people are good. It is really not fair that a few anti-social people can spoil the good work being done here in Donegal Town.

OURISM Ireland has teamed up with TV presenter Angela Scanlon, in a new promotion to showcase Mayo and the Wild Atlantic Way to British holidaymakers this autumn. As part of its autumn campaign in Britain, Tourism Ireland is working with The Daily Telegraph to produce a series of four online films, all about driving holidays around Ireland. Filming – with Angela and her dad Phelim – took place last week at various locations in Mayo, including in Westport, Keem Bay and Downpatrick Head. The videos will go live later this month and will be hosted on the Telegraph website; they will be promoted via online

advertising as well as on the social platforms of both The Daily Telegraph and Tourism Ireland, including Facebook and Twitter, and will be seen by around 123,000 viewers. Julie Wakley, Tourism Ireland’s head of Great Britain, said: “This targeted promotion has been specifically designed to highlight autumn breaks in Mayo and along the Wild Atlantic Way and to appeal to our ‘Culturally Curious’ audience in Great Britain. These are independent, active sightseers, who are typically looking to visit new places and expand their experience by exploring landscapes, history and culture. Our promotion with

Angela Scanlon and The Daily Telegraph fits very well with this important demographic and is just one element of the more extensive autumn campaign that we will be rolling out very soon – all aimed at boosting late-season travel to Mayo and Ireland from Great Britain and our other markets around the world. “Tourism Ireland is actively promoting longer-stay holidays and encouraging people to come and discover Ireland by car. Visitors who use a car on holidays tend to stay longer, spend more and are more likely to visit more than one region. The campaign includes a series of articles all about Ireland in the Saturday travel section of The Daily Telegraph – which is read by 1.4 million people across Britain. The campaign also includes a series of ads in the papers; and a specially-created ‘Indulge in Ireland’ hub on The Daily Telegraph website, which includes around 40 different articles, which are being promoted via online advertising. Great Britain is a vital market for tourism to the island of Ireland. It delivers 47% of all overseas visitors and around 30% of all overseas tourism revenue. Its contribution to the regional tourism economy and to season extension objectives are also significant, with 41% of British visitors arriving between October and March. Julie Wakley continued: “Britain is the largest market for tourism to the island of Ireland. Latest figures from the CSO confirm growth of +2.3% in arrivals from Britain for January-July 2018 and, while we welcome this, it’s too early to say if this represents a turnaround in the longterm trend. The impact of Brexit on outbound travel from Britain, therefore, remains a concern. Competitiveness and value for money remain more important than ever in Britain this year.”

6,310 children in Mayo heading back to school at risk of an asthma attack

T

he weather is changing, colds and flus are on the rise - add a new school or routine into the mix and it’s easy to see why hospital admissions for asthma increase so much at this time of year. September is one of the toughest times of the year for people with asthma, especially children. Doctors see a spike in hospital visits and admissions in children, as a result of the “September Asthma Peak”. Speaking about the importance of looking after your child’s asthma at this time of year, Sarah O’Connor, Asthma Society CEO, said: “September is a dangerous time for children with asthma. Doctors see a huge increase in asthma attacks and hospital admissions for asthma, especially in children just back to school. An asthma attack is such a frightening experience, especially for young kids and a huge worry for parents in Mayo. On average, children with asthma miss 12 days of school each year because of the condition but there are many practical things parents can do to keep their child out

of hospital. We’re encouraging parents to follow our Back to School checklist to keep their little ones out of hospital.” Dr. Marcus Butler, respiratory consultant and head of the Asthma Society’s Medical Advisory Group, expanding on the causes of the increase saying: “Every year there is an increase in the number of children in Mayo being admitted to hospital for asthma after they go back to school. This is known as the September Asthma Peak – it’s related to the increased exposure to viral infection that happens at this time of year. Viral infections like colds and flu are related to 85% of asthma exacerbations in school-aged children.” “Some children will be at greater risk if taking their preventer medication regularly has slipped off the agenda over the summer. This can sometimes happen because a child is feeling well in the warmer months. It’s important to remember that preventer inhalers must be taken every day, as prescribed, to build up the protection in the airways that

will keep asthma symptoms at bay. Forgetting to take your blue inhaler for weeks or months and only resuming it a few days before school starts doesn’t give the medicine enough time to build up and won’t do a good job at preventing asthma symptoms.” “Make sure your child knows how to use their asthma medicines properly and understand why they must take them, even when feeling well.” Dr. Marcus Butler and Dr. Muireann Ni Chroinin, paediatric consultant, offered some top tips for keeping your child well this September: Parent and kids often fall out of routine over the summer and asthma adherence can fall by the wayside. It’s very important that during September families get back into a full good asthma management routine. Don’t send your child to school sick, as this will encourage the spread of viral infections. Taking inhalers should be a core part of daily routines. It should become as natural as getting dressed or brushing

your teeth. Discuss an Asthma Action Plan for your child with your doctor, ahead of going back to school. It’s important not to rely on reliever inhalers (usually blue) alone when children have asthma, as reliever inhalers cannot stop asthma symptoms from occurring and won’t improve symptoms long term. Older children and teenagers often require extra supervision and cannot be relied on to self medicate independently. Systems should be put into place to ensure they’re taking their medication properly. Dr. Muhammed Tariq, consultant paediatrician, also offered some advice for getting prepared for the school year: Visit your healthcare professional before school starts to answer any questions you have about your child’s asthma and to check their inhaler technique. Get a new Ventolin inhaler and spacer before school starts, if needed. Make sure your child’s teacher knows about their asthma and speak to them about your child’s needs. Put together an ‘asthma pack’ for your child, labelled with their name. This should include a Ventolin inhaler and spacer. Check with your child’s teacher that they’re comfortable giving your child their inhaler.

If your or child have an asthma attack it’s important to see your doctor as soon as possible afterward to check your medication and ensure it doesn’t happen in future. An asthma attack is a medical emergency and can prove fatal. One person a week dies as a result of their asthma.

Tips of avoiding VAT traps

V

AT can be a tricky area for farmers. In some circumstances, small errors go unnoticed at first. However, if these errors are repeated over time, they can turn into a larger problem and ultimately lead to Revenue interest and penalties. In other cases, farmers forget to claim VAT refunds within the allowed timeframe and consequently lose out on the benefit. In this short article, we share some tips to help you avoid common pitfalls. While this will point you in the right direction, it’s a good idea to ask your accountant to carry out a VAT review and check that you are getting the maximum VAT value from your inputs. Flat-rate Farmers Ensure that the flat rate addition on sales from 1 January 2017 is 5.4%. Review your VAT reclaims and VATable expenditure to ensure you have reclaimed all you are entitled to. Where you reclaim VAT on capital expenditure on buildings yards, fencing, drainage or fixed plant (VAT 58 refund form) the claim must be submitted within four years of the end of the tax period to which it relates. If you are ceasing to farm, it is important to carefully consider the timing. VAT incurred and reclaimed using the VAT 58 mechanism in 12 months prior to ceasing is repayable to Revenue. Where you completed buildings within 5 years of the sale of your farm or a portion of the farm, you will be liable to VAT on the sale. Make sure you understand your VAT registration obligations. Farmers who provide agricultural services, for example agricultural contracting, where the turnover exceeds €37,500 in any period of twelve months must register for VAT. This can bring the entire farm business into the VAT net resulting in loss of the flat rate addition and incurring an obligation to charge VAT on all vatable supplies. A flat-rate farmer may be obliged to register for VAT where he/she acquires goods or services from other EU countries, however the registration is ring-fenced to the relevant activity. If you provide racehorse training and turnover from this activity exceeds

€375k in any period of twelve months, you must register for VAT. However, the registration is ring-fenced so that other farming activities are not brought into the VAT net. When the proceeds of sale of BPS entitlements in any 12 month period exceed €37,500, the sale is liable to VAT. You must register for VAT and account for VAT on the sale. Vat registered farmers Ensure you pay and file your returns on time as substantial penalties and interest can be imposed for late filings. Ensure you do not collect the flat rate VAT on your sales. Inform those you sell to that you are registered for VAT. Ensure VAT invoices are issued correctly and that records are retained for a period of six years. Ensure purchases from and supplies to foreign countries are treated correctly for VAT purposes. Ensure you reclaim VAT on purchases of stock from unregistered farmers, i.e. the flat rate charged to you. VAT must be accounted for on livestock sales at 4.8%. Ensure VAT on purchases is correctly claimed. It’s important to understand the rules of recovery. For example, you cannot reclaim VAT on petrol, food & drink or entertainment. Be aware of the rules regarding VAT on property. If you sell within 20 years of a building being constructed, this could result in a VAT liability. If you choose to register for VAT (election), you can de-register at any time by notifying Revenue. However, a repayment of VAT recovered may be due. You must carry out a review of the last 36 months and if the VAT reclaimed exceeds VAT paid on sales in that period a payment to Revenue will be due. Recently, we are seeing an increase in Revenue compliance interventions including aspect queries and audits so it makes sense to ensure all is in order. With the correct procedures in place, most VAT errors can be avoided. However, mistakes that go unnoticed can prove costly over time. Consequently, it is advisable to conduct regular VAT reviews of farming operations, particularly if new activity commences.

Forming Farm Partnerships R

evenue recently updated their guidance for registered farm partnerships. The document, ‘Taxation Issues for Registered Farm Partnerships’ Part 23 Chapter 2 of the Tax and Duty Manual is helpful for farmers establishing or operating these structures. It is available on the Revenue website. Background Various measures have been introduced in recent years to encourage collaborative farming arrangements across all farming sectors. A Register of Farm Partnerships was established in 2015 and, more recently, the Succession Farm Partnership Register came into operation in June 2017. The registers are managed and maintained by the Department of Agriculture, Food and the Marine. Registered Farm Partnerships In a partnership, two or more farmers combine their farming operations into a single business and share profits based on an agreed ratio. From a tax perspective, the main advantage of registering a farm partnership is access to enhanced stock relief at a rate of 50 percent instead of 25 percent, capped at €15,000 over three years for periods commencing on or after 1 January 2014. In addition, young trained farmers in registered farm partnerships can claim stock relief at a rate of 100

percent for four years commencing in the year in which they start farming. Apart from the tax benefits, establishing a farm partnership helps farmers to achieve scale and improve efficiency. It can also provide access to capital and skills, better work/life balance and improved succession planning by allowing younger farmers to participate in farm management earlier than might otherwise be possible. However, because of the far-reaching consequences of establishing a partnership, farmers must seek legal and tax advice. A collaborative farming grant is available under the Rural Development Programme to assist with these costs. Partnership rules Farmers establishing a partnership must draw up a written Partnership Agreement setting out the partnership rules and specifying how assets will be distributed in the event of dissolution. Usually, each partner gets a share of the assets in line with their profit sharing ratio. However, where partners take more out of the partnership than they put in, they will get less out when the partnership ceases. Registration Criteria Registering the partnership is advisable from a tax perspective and for succession planning.

Registration criteria are set out on the DAFM website. They state that the partnership agreement must be in writing and the partners must commit to operating as a farm partnership for at least five years. The partnership must have at least two members, one of whom has been engaged in farming on farm land owned or leased by that person, consisting of at least 3 hectares of useable farm land, for at least 2 years immediately preceding the date of formation of the partnership. The other partner must be a natural person with an appropriate agriculture qualification whose contribution to the farm partnership entitles him/her to at least 20% of the profit sharing arrangement; and who works in the farm partnership for at least 10 hours per week. Capital Where farmers enter into partnership, it is essential to regularly review the partnership capital account. If this deteriorates for any reason, prompt corrective action will minimise the impact. Succession Farm Partnership Registering as a farm partnership is a pre-condition for transferring to the Succession Farm Partnership Register which opened for applications in June 2017. This incentive provides an annual income tax credit of €5,000 for up to five

years, allocated on a profit sharing ratio between a qualifying farmer and his/her successor. This tax credit is in addition to registered farm partnership benefits such as preferential stock relief and the collaborative farming grant. Registered farm partnerships can transfer to the Succession Partnership Register, subject to criteria similar to those for registered farm partnerships but with additional succession-related requirements. For example, the successor must be aged under 40 as the relevant legislation states that, ‘No partner in a Succession Partnership shall be entitled to the credit in a year where a successor has attained the age of 40 at the commencement of that year.’ In a Succession Farm Partnership, the succession agreement is separate to the farm partnership agreement. The farmer and successor(s) must complete the My Farm My Plan booklet on the Teagasc website www.teagasc.ie and must also sign a legally binding succession agreement specifying the year of transfer and the assets to be transferred. The transfer must take place within 3 to 10 years of registering and a minimum of 80 percent of the farm assets must be transferred. Where the farmer has more than one successor, the proportion of assets to be transferred to each successor must be outlined in the

succession partnership agreement. A succession farm partnership may not consist of more than ten partners. Under a succession farm agreement, when a successor takes a transfer of mortgaged or charged land, they become liable for the mortgage/charge. In some instances, banks will look for a new mortgage/charge. This can be very broad in scope so particular care must be exercised. Banks may also look for security in the form of a legal mortgage or charge over land so that they can sell or let the land if the loan is not repaid. Where a partnership is still active when the succession partnership agreement ends, it reverts to the DAFM register of farm partnerships and operates under those rules. All partners in the succession farm partnership should have a will. Otherwise, if one of the partners were to die, the partnership would be dissolved and the normal rules of the Succession Act would apply to the transfer of the estate. Conclusion While partnership is an attractive option for many farm businesses, it is vital to thoroughly assess its suitability for your particular situation. 49% of companies are not concerned about Brexit and 74% of Connacht and Ulster employers are saying its somewhat or very difficult to find the right people to run the business. Today ifac, the farming, food and agribusiness professional services firm, issued the results of their sentiment tracker research on the Irish food and agribusiness SME sector, conducted by Amárach Research. One of the key findings is that 89% of Connacht and Ulster food and agribusiness SME’s do not have a clear succession plan in place. The research also suggests that this is mainly due to lack of thought, business viability and no interest from next generation. 4 in 10 medium sized companies are planning to hire next year, however, 74% of Connacht and Ulster employers are saying its somewhat or very difficult to find the right people to run the business. Another area for concern is the

growing costs for food and agribusiness SMEs. Cost pressure is evident across the industry with 86% of medium sized businesses experiencing increases in business running costs averaging at 5%. Only 3% of companies saw a decrease in costs. Speaking today, David Leydon, Head of Food and AgriBusiness at ifac said, “While optimism levels are high for the coming 12 months, our report highlights a number of issues which are concerning. Brexit is looming but many businesses (49%) are not planning for the implications of Brexit, costs are increasing right across the board which is impacting on margin while recruiting the right team to grow food and agribusinesses is proving difficult. However, this is tem-

pered by a buoyant economy in Ireland where 84% of their sales are derived. From a longer term planning perspective clear succession plans are rare with 83% of the food and agribusiness SME’s not having a defined succession plan. However, 40% of businesses are open to selling in the next 5 years which is higher than might be expected in the sector. In terms of digital transformation which many companies are going through, broadband, not surprisingly, is still an issue in rural Ireland. Online trading is slow to get going with only 7% of companies doing a significant level of online trading, while social media is an important marketing communication channel for 62% of busi-

nesses. Here, Facebook outperforms all other social platforms in terms of usage and effectiveness”. David added, “We are delighted to publish this research about the Irish food and agribusiness SME sector. In these challenging times, we see this research as invaluable for our clients and the wider food and agribusiness community. The research covers the key areas that we see when dealing with our clients across the country on a daily basis. Top tips for motorists sharing public roads with farm machinery

T

here is set to be an increased volume of farm machinery travelling on public roads in the coming weeks as spring progresses and motorists have been urged to exercise caution. Mayo County Council has appealed to road users to exercise “tolerance” if they are caught behind farm machinery in the coming weeks and to “give farmers a break“. In a recent statement, the county council outlined a number of top tips for motorists to keep in mind when sharing public roads with farm machinery. It called on motorists to reduce their speed immediately after seeing a slow moving vehicle emblem. A car travelling at 80kph can close a 90m gap (the length of a football field) and overtake a tractor moving at 25kph in about four seconds. If a motorist does not begin to slow down as soon as they see a farm vehicle, they might not have time to avoid a collision, it added. Large equipment or a load can block part of the farm machinery operator’s rear-view mirror. Road users are reminded that if they can’t see the driver, the driver may not be able to

see them. Meanwhile, extra caution is required on wet pavements or when mud and debris from tractor tyres are deposited on roadways, creating slippery conditions, according to Mayo County Council. On wet roads, the stopping distance can be increased as much as five times. Meeting Or Overtaking Farm Machinery Motorists are encouraged to yield to wide approaching vehicles, as farm equipment is often wider than a normal traffic lane. Continuing, the council said: “It is illegal and very dangerous to pass farm equipment in a no passing area. The relatively slow speed of farm equipment does not make it safe to pass in situations that are not otherwise lawful. “When passing be extra cautious. Tractors and other equipment maybe wider than they look from behind. Machinery that is half on the road and half on the shoulder may suddenly move completely on the road to avoid hitting obstacles such as mailboxes, road signs and bridges. “Be sure there is adequate distance for you to clear the equipment and

pass safely,” it added. As well as this, the council warned motorists and other road users to make sure the farm machinery is not turning left or right before attempting an overtaking manoeuvre. Due to the size of modern equipment, farm machinery operators often have to make wide turns. Motorists were warned not to assume that equipment is pulling in to the lefthand side of the road to allow it to pass, as the farm machinery could be turning right and may require a wide turning angle. Likewise, sometimes to make a left turn, the driver may have to fade to the right. Mayo County Council asked motorists to be patient, as farm machinery can’t travel at high speeds. It added that most farmers will move to the side of the road to let traffic pass when they are able to do so safely. Concluding, it said: “The next time you find yourself sharing the road with farm equipment, take a moment to appreciate the farmer’s life and be thankful for the food they provide. Making good driving decisions will help get you both safely to your destinations.”

New grant scheme to grow willow as an energy crop on the way?

It is believed that Bord na Mona is working with the Department of Agriculture, Food and the Marine to set up a new grant scheme to promote the growing of willow as an energy crop on Irish farms. The news comes amidst an ongoing drive, by Bord na Mona, to increase the supply of Irish-grown biomass. Earlier this morning, AgriLand reported that plans are afoot for all three midlands power stations to burn biomass by 2020 – in a cofuelling strategy. The company’s own power station at Edenderry is currently co-fuelled with both peat and biomass. The two ESB power stations in the midlands (Lough Ree and West Offaly Power) still exclusively use peat as a fuel. It is believed that plans are in the pipeline, whereby both of these power stations will transition in 2020 to co-fuelling with both peat and biomass. Bord na Mona has apparently conducted an assessment of its future sourcing and supply of peat and “sustainable biomass” for the three power stations. As part of the assessment, the company is believed to have carried out “technical and commercial reviews of all its current and future biomass supplies”. Following the reviews, it is believed that the company has decided that it will not proceed with a proposal to directly develop a US-based biomass pellet plant. Bord na Mona will, instead, proceed with “a broadly-based biomass supply chain – with a clear preference for Irish supplies”. The company does, however, intend for other overseas supplies to supplement Irish supplies in “the short-tomedium term”. In any case, there is a drive to develop a “sustainable” Irish supply chain for energy crops – which has prompted the ongoing work on a grant scheme to promote the growing of willow. Of course, planting grants for energy crops were brought into being many years ago; limited and erratic demand for the resultant produce meant that enthusiasm for growing such crops (on the part of farmers) quickly dissipated. It should be noted that some of these growers ultimately lost money on these endeavours – at that time. Farmers and land-owners will exercise caution this time around – to ensure that there is actually a sustainable market for such crops, be it from Bord na Mona or elsewhere. Biomass is not just about these so-called ‘energy crops’; also bolstering the prospects for a sustainable (Irish) biomass supply chain is the recent Government decision (February 20) to adopt certain proposals from its own forestry programme review. The proposals include improvements in grant and premium rates for broad-leaf species – allowing farmers to plant trees while continuing to graze animals on the same land.

e’ve all been there. Desperately wanting to lose those few extra pounds, or in some cases a lot of extra pounds, but no matter which diet we try we always seem to end up where we started from. It’s frustrating and demoralizing and it tastes like failure. But it doesn’t have to be this way, says Dr. Yoni Freedhoff, an American based obesity expert and the author of The Diet Fix: Why Diets Fail and How to Make Yours Work. “If there was a quick fix we’d all be skinny,” he points out. “The more permanent the weight loss needs to be the more permanent the lifestyle changes need to be.” So what’s preventing us from getting there? to get disappointing quite quickly,” he says. “That’s why gyms are busy in January and empty in March.”

1. We think dieting has to be painful “The past 60 to 80 years of modern day dieting has been predicated upon the notion that dieting success is about suffering,” says Dr. Freedhoff. “It suggests that people struggling with their weight don’t deserve to eat like normal people or use food for comfort and celebration. Instead they’re only supposed to use food for fuel and shut off the other normal uses. This doesn’t work.” 2.We under-eat Trying to starve yourself into thinness doesn’t work either. “Hunger is a very powerful physiological

force,” says the diet doctor. “It’s second only to breathing for survival. To think we can fight 100 million years of evolution which has made our bodies really good at securing calories simply because we want to get into a particular clothing size is folly.” 3. We over-exercise “People undertake exercise regimes that are truly ‘regimes’,” he says. “People see these shows on TV where they suggest that exercise to the point of throwing up is desirable. Again, that is not a lifestyle – it’s a life sentence.” People also tend to overestimate the number of calories they’re burning, which can lead to frustration. “As a consequence, exercisedbased approaches to weight management tend

4.We eat out too often and consume too much processed food “We’ve been duped by the food industry and our own willingness to believe you can find health and weight loss in restaurants or boxes, but it doesn’t work that way,” he says. “We, as a society, seem to be using restaurants and processed foods like our grandparents used refrigerators and the produce drawers.” Dr. Freedhoff says he sees far more people who eat out three to four times a week than he does people who eat out three to four times a month. That equates to weight loss woes. “The calories we consume in restaurants are non-intuitive and astronomical in many cases. That salad you order might have more calories than a person burns in an entire day.” 5. We don’t think about the calories we’re drinking “People are usually aware that sugar-sweetened beverages can be problematic but they don’t always think about the cream and sugar in their coffee,” he says. “And people really don’t like to think about alcohol because they enjoy it so much, but red wine has double the calories of Coca Cola and that’s something you can’t ignore if you’re trying to lose weight.”Best advice he can offer? “Weight management, in general, needs to be about people striving to live the healthiest lives they can enjoy — and not the healthiest lives they can tolerate. They need to make lifestyle changes, that are significant and enjoyable, but not severe. And that can be challenging when you’ve got a society telling you they need to be severe to work.”

GET YOUR HOME WINTER READY 10 tips to save on your heating bill this winter

etting your attic and walls insulated can save you up to 30% on your heating bills, but not everyone can afford it. So we’ve come up with 10 simple, effective and cheap ways to save money on your bills. Here are a few tips that are free and it’s just a matter of being more energy conscious. 1. Adjust your thermostat By turning your thermostats down by just one degree, you can save up to 3% off your energy bill. 2. Use your central heating wisely Make sure your heating is switched off when you are out of the house. Also, most of us forget to turn the radiators off in rooms we don’t use. This can impact your energy bill. 3. Keep the radiators efficient We all know that ‘bleeding’ the radiators helps them run more efficiently by getting rid of the locked air. But who has the time to check? That’s why we love this ‘Deaerator’ gadget for only €10.99 - it automatically keeps the air out of the radiators, making sure they are as efficient (and warm) as possible. 4. Insulate your windows Plenty of heat is lost through the windows of your home so remember to draw the curtains at night. Also, insulate the drafts around windows and doors (top tip: you can find the drafts easily by holding a lit incense stick around the window to find out where the cold air is coming in). 5. Install a chimney balloon This simple gadget will keep the drafts out and the heat in your room. All you have to do is inflate it up the chimney and it keeps the heat in nicely (please note this is not suitable for gas fires). Cost: €31.99 6. Reflect the heat back from your radiators A radiator reflector works by sending the heat from the back of your radiator into the room, rather than against the wall, meaning you get the maximum impact from your heating system. Cost: €20.94 (you could just use this in your main living area) 7. Draft excluders Sometimes the old fashioned stuff is the best and we really like this draft excluder

from Amazon. It fits snugly around the door and it can be cut to shape. Cost: €6.99 8. Plastic coat your windows If you can’t afford double (or triple glazing) put plastic film on those windows (€6 covers three windows). This will curb drafts and keep windows from rattling.
