NSLIC/NSELRED GORONTALO CHAMPIONS BUMDes PITRA Pilolinyanga village, Boalemo district Ruli Sapriyanto Masi (24), chairperson of the village-owned enterprise (BUMDes) Pitra in Piloliyanga Village, Tilamuta sub-district, Boalemo district was a visionary young man striving to support the local economic development. Ruli’s entrepreneurial character emerged since he established SME Family Jaya in 2017 and started the coconut oil business with a product brand name “Family”. He now has six employees and produces about three tons of coconut oil per month. Ruli continues to sharpen his capacity through various training held by ministries, local governments and development partners, which have been greatly enhancing his ability for community empowerment. The village government also selected Ruli as the chairperson of the BUMDes PITRA of his village in 2017 due to his strong leadership initiatives. In August 2019, BUMDes Pitra was designated as one of the best BUMDes in Indonesia by the Minister of Village, Development of Disadvantaged Regions and Transmigration (PDTT). As the chairperson, Ruli together with 25 village heads, village facilitators and BUMDes chairpersons from 17 provinces had a chance to participate in a field study program under 'Benchmarking Batch II' to China organized by the Ministry PDTT and the People's Republic of China to support the acceleration of rural development.
OVERVIEW OF BUMDES PITRA BUMDes Pitra is a village economic enterprise established in 2017 in Piloliyanga Village, Tilamuta Sub-district, Boalemo District, and one of the pilot activities of NSLIC/NSELRED. The economic potential of Piloliyanga 90% relies on the agricultural sector, particularly in maize commodity with the total area of 632 hectares and around 360 farmers in 22 farmer groups (Gapoktan). Since March 2018, NSLIC/NSELRED supported the village in improving the maize productivity through the demonstration plot involving two farmer groups. Based on the village potential identification and mapping conducted by the NSLI/NSELRED together with Piloliyanga Village Government through discussions and village meetings, it was agreed that the role of the BUMDes Pitra should be enhanced, especially in addressing issues related to supply of farming inputs and maize storage. Initially, the BUMDes Pitra village focused on saving and loan as well as a grocery store. In June 2018, NSLIC/NSELRED facilitated a Business Plan Training for BUMDes Pitra and the training generated a business plan according to the potential of the village, i.e. the maize development and trading. Afterwards, the village government provided the capital of Rp 192 million to finance the procurement of agricultural inputs and maize trading through the Village Fund. In early 2019, the BUMDes began to focus on inputs and trading activities through buying and selling maize during the harvest time in March 2019. The BUMDes Pitra managed to earn IDR 1.2 billion from the sale with a net profit of Rp 28 million within 40 days.

INSTITUTIONAL STRENGTHENING
The maize and agricultural inputs trading is a strategic and potential activity to support the local economic development in Boalemo District. This initiative also helps farmers in addressing price stability assurance as BUMDes Pitra buy the maize from farmers according to with the selling price at the warehouse level. Under the technical assistances of NSLIC/NSELRED, the BUMDes Pitra’s business unit is now focusing more on the development of local maize commodity.
Besides being the chairperson who is responsible for the development and growth of BUMDes Pitra, Ruli is also developing a coconut processing business through the SME Family Jaya, which he founded in 2017 and pioneered a web-based marketing hub called Jago Dagang 45 in 2019. Rudi’s SME Family Jaya produces coconut oil, VCO, copra and coconut shell charcoal. In addition, Jagodagang45.com is a data collection application with the mission of being Gorontalo’s centre of economic data, which provides information about raw materials, manufacturers, buyers, SMEs, retail, etc., to help the production and marketing department of the companies. Jago Dagang 45 also serves as a trader selling local key commodities like maize and coconut to various companies in Gorontalo and Manado. NSLIC/NSELRED continues to encourage and build the capacity of BUMDes Pitra as a business development service provider by intensive mentoring and empowering the local farmer groups. The examples of such services are the provision of corn farming inputs to increase productivity and improve maize quality and the post-harvest and marketing support fin cooperation with maize companies or warehouses in Gorontalo Province.
