OKANAGAN COLLEGE
Okanagan College respectfully acknowledges that our Penticton, Kelowna and Vernon campuses are located on the traditional and unceded territory of the Syilx Okanagan People, our Salmon Arm campus is located on the traditional and unceded territory of the Secwépemc, and our Revelstoke centre is located on the traditional and unceded territories of the Ktunaxa, Secwépemc, Sinixt and Syilx Okanagan Peoples.
Okanagan College draws on a rich heritage of post-secondary education and training in the region that can be traced to the early 1960s when the B.C. Vocational School was established in Kelowna. Growth, changes and mergers led to the development of Okanagan College and by 1968, the first university and career transfer students were registered in a full complement of academic and vocational programs.
Okanagan College began to offer third- and fourth-year university courses in co-operation with the University of British Columbia and the University of Victoria in 1989. By 1992 it had received its new mandate and was named Okanagan University College (OUC).
OUC offered joint degrees with UBC and UVic until 1995 when new legislation enabled university colleges to grant their own baccalaureate degrees. OUC conferred its first degrees on 123 grads at the Spring Convocation in 1998. At OUC’s last convocation ceremonies 900 degrees and diplomas were conferred.
On July 1, 2005, OUC evolved to become two new institutions, Okanagan College and UBC Okanagan. Okanagan College offers a broad array of diploma and certificate programs and two degree programs.
With campuses in Kelowna, Penticton, Vernon, and Salmon Arm (as well as regional education centres), Okanagan College is the largest college in the interior. It is an institution that serves the education and training needs of the region – stretching south to Osoyoos, west to Princeton, to Mica Creek in the north, and Revelstoke in the east.
Okanagan College has become a vital and integral component of the social and economic fabric of B.C.’s interior. It serves not only this region, but also the world through its programs, services, community activities and enterprises.
Okanagan College is dedicated to providing learning opportunities for people at every stage of life and educational experience. The College offers programs that lead to a full range of credentials, from basic literacy skills to bachelor’s degrees, and that cover a broad spectrum of subject matter, career opportunities and interests. INDIGENOUS OKANAGAN COLLEGE
As part of the Indigenous OC initiative, Okanagan College is gifting Indigenous graduates with commemorative convocation stoles designed with pictographs from both the Syilx Okanagan and Secwépemc nations.
Indigenous Services collaborated with local Syilx Okanagan and Secwépemc Knowledge Keeper and Artist, Les Louis, to create beautiful Indigenous-designed stoles. With family lineage to both Lower Similkameen, and Bonaparte Indian Bands, Louis says “My creativity stems from many influences, but none so important as my culture, language, traditions, and mother nature.” Respectively, these stoles were created with local Syilx Okanagan and Secwépemc designs, including pictographs of a canoe family and three eagles.
Pictographs have been created by Syilx Okanagan and Secwépemc peoples for thousands of years and are found throughout the region. Each pictograph’s meaning is specifically relevant to the place that it is in. The depictions of pictographs range from being a representation of specific ceremonies and protocols, to practical maps as to where to find certain resources, to acknowledging social and societal structures as well as important sites. Many pictographs provide insight as to how and when to utilize certain resources and many traditional knowledge keepers are able to decipher and share this knowledge today. The pictographs chosen for the convocation stoles carry traditional meanings, however, have been slightly modified for our use and carry symbolic meaning to Okanagan College.
The three people in the canoe are symbolic of the three Okanagan College campuses that exist on the traditional and unceded territory of the Syilx Okanagan people. These three campuses, Penticton, Kelowna and Vernon are connected by Okanagan Lake. The canoe family illustrates the collaboration and connection of faculty, staff and students at all campuses, paddling together on an educational journey. The three eagles are a Secwépemc design, representative of the Salmon Arm Campus residing on the traditional and unceded territory of the Secwépemc nation. The three eagles carry a special significance as eagles, and their feathers, are honored and revered with the utmost respect. Eagles are also considered messengers, bridging a sacred and spiritual connection to the Creator.
For all Okanagan College convocation ceremonies, students and employees with Indigenous ancestry may choose to wear their traditional Indigenous regalia, in lieu of a gown and hood. Traditional regalia refers to the traditional and sacred clothing, accessories and pieces worn or carried by Indigenous peoples during various ceremonies, such as powwows, celebrations and pan-national gatherings. As regalia are personal and sacred outfits, it is appropriate to approach and inquire, however, please refrain from touching without consent.

OKANAGAN COLLEGE EAGLE STAFF
In September 2018, at the 10th Annual Youth Exhibition Powwow, Okanagan College was presented with a ceremonial Eagle Staff, created by Elder Richard Jackson of the Lower Nicola Indian Band. Jackson, along with Noel Ferguson of the Canoe Creek Nation, gave the staff to Okanagan College as a symbol of respect recognizing the College’s efforts to embrace Indigenous culture and values in supporting Indigenous learners.
Many Indigenous peoples consider the eagle to be the most honoured and respected animal in the natural world. The eagle relays prayers to the creator and often represents the voice of the people. The use of eagle feathers on the staff establish it as a sacred item of reverence. The staff is also adorned with jingle bells. They symbolize the jingle dress and the healing potential of the dance of the same name. The medicine wheels and four directions on the staff represent the multitude of teachings in holism, interconnectedness, and living in balance.
This ceremonial Eagle Staff plays a prominent role in Okanagan College commencement and convocation ceremonies. Signifying the respectful assembly of all nations gathering in unity to celebrate, the Eagle Staff is carried at the front of the Platform Party in the graduation procession. The staff is drummed into the ceremony with an Honour Song. When the procession reaches the platform, the staff is placed in the flag stand alongside the nation and institution flags. The role of the bearer is an honour bestowed on someone who is recognized as living in a good way.
The Okanagan College Eagle Staff joins the traditions of pipers, gowns, speeches and formalities which are the hallmarks of commencement and convocation ceremonies at Okanagan College. The staff has taken its place as an integral part of an institutional culture which recognizes the value of inclusion, respect and an appreciation of diversity in ways of knowing.
2023 HONORARY FELLOW AWARD
The award of an Honorary Fellow is recognition by Okanagan College of distinguished achievement or outstanding service. The criteria for the award are mentorship, excellence, eminence and accomplishment. The College welcomes nominations that reflect the values of the College and the diversity of Canadian society.
Nominees will be persons who have made significant contributions to the College, the Okanagan Valley, the province, the nation or on an international level.
Terrance Flannigan
As the Director of Development for Okanagan College (then OUC) from 1991 to 1995, Terrance Flannigan was a community builder who created the College’s Development department, laying the foundation for new programming, facilities, and student support in the decades that followed.
Flannigan’s leadership has extended beyond academia: he’s chaired numerous fundraising campaigns, including several United Way campaigns, the 2000 BC Seniors Games Society, and the 2007 Heart of Gold Gala in support of the Kelowna General Hospital Foundation.
He’s received several awards for his contributions including, the Distinguished Service Award from the Council for the Advancement and Support of Education, the Manulife Financial Outstanding Achievement Award, and The Dina and Mel Kotler Humanitarian Award.
Dr. Silvina Mema
Dr. Silvina Mema completed her MD at the University of Buenos Aires, in Argentina before moving to Canada to pursue a master’s degree in physiology. She has worked as a Medical Health Officer at Interior Health since 2016.
In addition to her extensive work in developing COVID-19 response models for Okanagan College and Interior Health, she has played a key role in developing initiatives to address the toxic drug crisis. One notable example is the launch of a website specifically created to be accessible for people who use drugs alone, providing essential information and support. She also spearheads drug checking and harm reduction initiatives for the Shambhala Music Festival.
Additionally, she collaborates with the City and BC Housing on local initiatives concerning homelessness, striving to ensure safe housing options for individuals in need.
Dr. Mema also generously volunteers her time as an assessor and mentor to international medical graduates and new physicians in Canada.
2023 HONORARY FELLOW AWARD
Michael Tindall
As a retired broadcaster and journalist, Michael Tindall made many meaningful contributions in his career. Since he retired, he’s worked tirelessly to support the communities of Vernon and Terrace. He sits on numerous boards including, the Cerebral Palsy Association, Terrace and Vernon Chambers of Commerce, Rotary Clubs, Terrace Library Board, Vernon Women’s Transition House, and the Vernon Jubilee Hospital Foundation.
For over thirty years, Tindall has generously volunteered his time and expertise to Okanagan College. From 2002 to 2007, he served as a Director on the Okanagan College Foundation Board of Directors. From 2017-2018, he took on the role of Chair of Okanagan College Foundation’s Vernon Trades Capital Campaign. Presently, he Chairs the Vernon Campus Sunflower Childcare Centre Campaign.
His unwavering dedication and remarkable contributions have been key in securing state-of-the-art environments for students to train in and will help to outfit and equip the new high-quality, affordable, Sunflower Childcare Centre on Okanagan College’s Vernon Campus.
Grant Stevens
Grant Stevens is an accomplished Operations, Media, and Human Resources Executive, who currently serves as the Chief Corporate Services Officer (CCSO) for KF Aerospace, a leading Canadian aerospace company with over 1100 staff. He’s played a crucial role in expanding and developing the workforce of KF Aerospace across the country and has been instrumental in developing Okanagan College’s aerospace programming.
He generously donates his time and expertise to numerous community service and philanthropic endeavours. He serves as a member of the Central Okanagan Human Resources Senior Leadership Group, acts as the President of the Ringette Hockey Association, and has been an active member on OC’s Okanagan School of Business’s Program Advisory Committee for the last seven years.
Stevens has been recognized for his outstanding contributions with numerous awards, including the Distinguished Fellow title from Mohawk College, being named in the Top Forty over Forty by the Kelowna Chamber of Commerce in 2021, and being a finalist for HR Professional of the Year in 2015 by CPHR BC & Yukon.
2023 DISTINGUISHED SERVICE AWARD
This award is to honour and recognize former Okanagan College employees, who have given outstanding service to Okanagan College, who share and support the mission, vision and values of Okanagan College, and who are active within and outside the Okanagan College community.
This award will not be given as a matter of routine and is extended only to those who are most deserving.
James HamiltonJim Hamilton’s career with Okanagan College dates back into the 1980s when he was an English professor at the Vernon campus for about 10 years. He was a member of the Okanagan University College Board from 1992 to 1998.
Hamilton became president of Okanagan College in 2004, as the institution transitioned from being a university college. While he was at the helm, OC was the only college in the province to meet or exceed student enrolment targets each year, all while the number of programs available were also rising.
He helped bring approximately $170 million in capital projects to the College’s sites across the region, including trades buildings in Penticton, Kelowna, Salmon Arm and Vernon, and new student housing for Kelowna, Vernon and Salmon Arm.
While at OC, Hamilton served as chair of both the B.C. Trades Training Consortium and the British Columbia Council for International Education, and was an engaged Board member for several organizations, including the Kelowna Innovation Society and the Irving K. Barber B.C. Scholarship Society.
In 2016, Hamilton received a Distinguished Service Award from Colleges and Institutes Canada (CICan), where he served as a Board member for a term, recognizing his leadership in the sector nationally.
He retired as president from Okanagan College in 2021, after 17 years, and the impact Hamilton had as a leader at OC and throughout the region continues to resonate for students, staff and in the community.
Hamilton, still engaged locally, is the current co-chair of the British Columbia Council on Admission and Transfer, a member of the Thompson Rivers University Board of Governors, and a member of the Okanagan College Foundation’s Sunflower Fundraising Committee, in support of the childcare centre being built at the Vernon campus.

OKANAGAN COLLEGE ALUMNI ASSOCIATION
The Okanagan College Alumni Association (OCAA) celebrates alumni by creating connection and opportunities.
The Okanagan College Alumni Association has created many services, products and benefits to allow alumni and all those interested to get involved with the Association. The OCAA organizes events and creates programs to benefit graduates and friends of Okanagan College and its predecessor OUC. It provides opportunities to meet fellow grads and members of the community.
Okanagan College keeps in touch with its graduates via E-News, an electronic newsletter, the Alumni Association Facebook page, the Alumni Association LinkedIn page and the online community. Alumni are encouraged to stay in touch by notifying the Alumni Office of address and name changes, degrees from other universities and other important news that could be published in the newsletter.
Convocation marks the end of a student’s academic life at Okanagan College, but Okanagan College considers its graduates important throughout their lives as part of its history, and more importantly, as part of its future. Remember, you were students for a short time, but are now alumni for a lifetime!

OKANAGAN COLLEGE FOUNDATION
The Okanagan College Foundation raises money by engaging interested businesses, organizations and generous individuals who want to help create excellent teaching and learning facilities and help students studying at Okanagan College achieve their goals.
Students apply for bursaries and scholarships which help cover tuition costs, textbooks, tools, housing and living expenses, as well as other costs, such as child care.
Okanagan College Foundation awards range from $750 to several thousand dollars. Some are awarded based on financial need, some on academic achievement, and some on both. Students may apply for and receive more than one award.
Become an Okanagan College Foundation donor and help students achieve their goals on their way to becoming tomorrow’s contributing citizens and leaders.
