elcome to Bellevue, home to Offutt Air Force Base and the 55th Wing. The 55th Wing’s mission is to provide dominant intelligence, surveillance, reconnaissance, electronic attack and nuclear command and control to national leadership and war fighters anytime, anyplace. Offutt AFB is not only critical to the war-fighting mission, but also to more than 70 partner units, including U.S. Strategic Command, 557th Weather Wing, 595th Command & Control Group and the Defense POW/MIA Accounting Agency. Together, Team Offutt works on behalf of the American people to ensure we meet the expectations of America’s senior leaders. Offutt AFB was originally established in 1896 as Fort Crook, in honor of Maj. Gen. George Crook, a Civil War hero. In 1924, Fort Crook officially designated its airfield as Offutt Field, named after 1st Lt. Jarvis Offutt, an Omaha native who died during World War I when his aircraft crashed in France. Today, Offutt AFB is highly active in the support of our national defense as we conduct 24/7 operations around the world, embodying our motto, “The Sun Never Sets on the Fightin’ Fifty-Fifth!” However, we would not be successful in our various missions if not for the worldclass support we receive from the local community. Simply put, the Bellevue community is second-to-none, and I cannot thank you enough.

USSTRATCOM is a global war-fighting command responsible for deterring strategic attack and employing forces, as directed, to guarantee the security of our nation and our allies. We have 150,000 people representing all four military services plus civilians around the globe performing nuclear operations, global strike, joint electromagnetic spectrum operations, missile defense, analysis and targeting, and missile threat assessment. They keep watch 24/7/365 to keep our nation safe. USSTRATCOM is one of 11 combatant commands in the Department of Defense that was originally established in 1992 as a nuclear command and was reborn in 2002 when we added space to our portfolio. Over the past 17 years, we added and removed various missions. Space is the latest mission to move from USSTRATCOM’s responsibilities, when U.S. Space Command activated in September 2019. We remain focused on strategic deterrence of our nation and allies, and are the ultimate guarantor of our nation’s safety and security. We recently moved into our new Command and Control Facility (C2F) where we are better able to deter our adversaries. This state-of-the-art facility exemplifies the Department of Defense’s commitment to strategic deterrence, and our commitment to remaining part of this incredible community for decades to come. This is my third assignment at USSTRATCOM and Offutt AFB, and my wife, Lisa, and I could not be happier to be back. We love this community and everything it offers our military forces and civilians. Bellevue and the greater Omaha area are unmatched in the support they provide to the military. Thank you for supporting our community and making this a truly special place.

BELLEVUE HISTORY 1822 About as early as Bellevue can concretely trace its origins as the oldest permanent settlement in Nebraska. A fur trading post operated by Joshua Pilcher was a dot on the sparse landscape. Other fur traders followed. Most notable was Peter Sarpy. Sarpy was a jack-of-all-trades: fur trader, trading post proprietor, ferry operator, businessman and county namesake.

Spurred by the premise of Manifest Destiny, the California Gold Rush and the Mormon exodus, Americans migrated westward rapidly in the 1840s and 1850s. To encourage pioneers to stay in their fledgling community, Peter Sarpy aided in establishing the Bellevue Town Company, incorporating in 1855.

Built in 1856, First Presbyterian Church, 2002 Franklin St., is the oldest church in Nebraska. The church was regularly used for 100 years. It featured beautiful stained-glass windows, locally crafted oak pews and an elevated pulpit.

The log cabin, now located at 1805 Hancock St., is one of the oldest buildings in the state. The structure was home to a Native American chief, an early Sarpy County judge, and a Civil War veteran. The log cabin is on the National Register of Historic Landmarks.

Sarpy County of the Nebraska Territory was carved out of Douglas County. Bellevue residents successfully petitioned to secede from the north.

The oldest train depot in Nebraska is at 2402 Clay St., adjacent to the Sarpy County Historical Museum. It was built in 1869 and relocated to its present location in 1987. It was built by the Omaha Southwestern Railroad and later served as the Burlington Railroad depot.

BELLEVUE HISTORY

1941 Fort Crook was selected as a site for the Martin Bomber Plant during the onset of World War II. Ground was broken in March 1941. More than 2,000 bombers were produced there, including the Enola Gay and Bockscar, which were used to drop atomic bombs near the end of the war. At its height, the plant had more than 10,000 employees; 40% were women.

1948 Fort Crook was redesignated Offutt Air Force Base after local fallen World War I pilot Jarvis Offutt. It took on new challenges, contesting Cold War threats and serving as headquarters of Strategic Air Command from 1948 to 1992.

Bellevue had struggled to survive as a community, but the commissioning of a new army installation on the outskirts of the village marked the start of a special relationship Bellevue maintains with the military. Named after veteran Civil War Gen. George Crook, Fort Crook would play an important role in a number of conflicts including the Spanish American War and World War I.

Marine aviator and World War II veteran Bill Brooks saw the value of education but also realized the struggle to balance work and school. He helped to create a higher education opportunity in Bellevue geared toward nontraditional students. Brooks was part of Bellevue University’s first graduating class.

ellevue Offutt Rising Professionals bridges military and civilian professionals through innovative programming that enhances the Bellevue/Offutt community’s long-term economic vitality and quality of life. “There are several reasons we in the Air Force pursue community and public outreach, and BORP addresses them head-on, says Chief Master Sgt. Dave Monaco, USAF. “It is vitally important that the Air Force build trust and confidence with the local community to ensure continued support of our people at home and in dangerous places around the world. As the U.S. military is composed of an all-volunteer force who will ultimately transition back into the civilian sector, it is crucial we prepare them for that life event and seek out opportunities for their growth through education, employment and general wellness initiatives. Through the many networking opportunities and collaborative partnerships afforded by membership in BORP, we prepare our military members for the transition by pairing the best and brightest from both worlds and help educate the business community on the amazing talents of our service members.”

e it supporting community programming, helping to provide scholarships or keeping facilities looking fresh, Bellevue’s charitable foundations help keep the city in tip-top shape by contributing the necessary funds for growth and improvement.

BELLEVUE COMMUNITY FOUNDATION

Community leaders and other citizens of Bellevue first organized the foundation in May 2012. Since its inception, the group has donated more than $200,000 to organizations and projects that serve Bellevue. The Bellevue Community Foundation Grant Program provides an opportunity for not-for-profit charitable organizations to secure financial assistance for programs or projects which will enhance and improve the quality of life for Bellevue residents. The foundation has a strong commitment toward programs benefiting health, art, culture, community, economic development, education and human services. Previous grant winners include the Bellevue Senior Community Center, the Latino Center of the Midlands, City of Bellevue Parks Department and others. The foundation has also contributed money to help build a splash pad at Bellevue’s Everett Park and to construct new scoreboards for Bellevue Junior Sports Association and Baldwin Field. In addition, the foundation supports Light Up Bellevue, an organization designed to beautify Bellevue by setting up lights throughout the year. Since Midlands Community Foundation’s inception in 1994, the program has donated more than $8.5 million to local organizations. The Midlands Community Foundation raises dollars for its general fund through two major sources each year, a golf tournament and the annual Reflection Ball. Bellevue’s public school system has 15 elementary, three middle and two high schools. These schools serve more than 10,000 students from Bellevue and Offutt AFB. Each year Bellevue students earn state and national recognition in such diverse fields as engineering, science, communication arts, vocal music, band, JROTC, industrial arts, and athletics. Metropolitan Community College has had a presence in Sarpy County for as long as the college has been in existence. Since the mid-1970s, its footprint in the community continues to grow. MCC offers many degrees and certificates in high-demand careers such as manufacturing, automotive, construction and other trades, in addition to serving students looking for a two-year start on a four-year degree with general education requirements. OMAHA PUBLIC SCHOOLS IN BELLEVUE

Omaha Public Schools serves Bellevue area students with two elementary schools as well as one middle and one high school.

Chandler View Elementary, 7800 S. 25th St., Bellevue, first opened in 1969. Currently, more than 715 students are enrolled in the school. WHAT TO DO IN BELLEVUE American Heroes Park At American Heroes Park, the fountain lights up the night sky enhancing one of Bellevue’s greatest outdoor spaces. Bellevue Little Theatre Volunteers have made Bellevue Little Theatre, founded in 1968, a recognized name. For the first eight years, the community theater staged its shows at restaurants and schools. This 400-acre working farm provides outdoor education and activities with hands-on experience in a natural setting. The 55th Wing, headquartered at Offutt Air Force Base, is Air Combat Command’s largest wing with a budget of more than $246 million annually, 44 aircraft, 30 squadrons and more than 7,000 employees. The wing conducts a global flying mission with worldwide reconnaissance and treaty verification tasked by our nation’s highest levels. Additionally, it provides base support to more than 50 associate units, including U.S. Strategic Command, the 557th Weather Wing and a military community of more than 57,000. The 55th Wing traces its lineage to the 55th Pursuit Group, which was activated Jan. 15, 1941, at Hamilton Field, California. Today, the wing is comprised of six groups, five at Offutt AFB and one at DavisMonthan AFB, Arizona.

U.S. Strategic Command, one of 10 unified combatant commands of the Department of Defense, is responsible for detecting, deterring and preventing strategic attacks against the United States and its allies and partners, and is prepared to deliver war-fighting capability to defend the nation. USSTRATCOM responds to today’s complex, dynamic and uncertain global security environment with an integrated organization. The command executes a diverse set of global responsibilities in coordination with other combatant commands and appropriate U.S. government agencies that directly contribute to national security. The headquarters element employs more than 2,250 people representing all four military services, Department of Defense civilians and contractors. They oversee the command’s global operations – 24 hours a day, seven days a week. A global combatant command with trans-regional areas of responsibility, USSTRATCOM has evolved from a single focus on nuclear war-planning to an integrated portfolio of dynamic strategic capabilities to successfully redefine global deterrence and confront the full range of national security challenges with timely, effective and precision effects.

The mission of the 557th Weather Wing, the Air Force’s only weather wing, is to exploit timely, accurate and relevant weather information anytime and everywhere on the globe. This is done by providing around-the-clock authoritative terrestrial and space-environmental data, analyses, forecasts, threat-warning and threat-mitigation products and services for the Department of Defense, military services, all geographic and functional combatant commands, the National Intelligence Community, White House Situation Room, interagency, allied and coalition partners around the world across multiple security enclaves. Headquartered at Offutt Air Force Base, the 557th is composed of 1,450 personnel in two groups and 12 squadrons spanning 19 globally dispersed locations. Through the 1st and 2nd Weather Groups, the wing integrates leading-edge threat-based weather forecasts and warnings, as well as climatological projection and solar-threat expertise, into all operational phases. EVENTS MADE SIMPLE 595TH COMMAND & CONTROL GROUP The 595th Command & Control Group (C2G) is a geographically separated unit of Eighth Air Force. Established in 2016, the group consolidates all of the Air Force’s Nuclear Command and Control Communications into one unit. The 595th C2G is composed of four squadrons: the 1st Airborne Command Control Squadron, which operates the E-4B National Airborne Operations Center; the 595th Aircraft Maintenance Squadron, which is responsible for sustainment and upkeep of the E-4B; the 595th Strategic Communication Squadron, which provides real-time, secure, nuclear survivable missile warning and C3 capabilities; and the 625th Strategic Operations Squadron, which maintains current and accurate targeting for the nation’s Intercontinental Ballistic Missile fleet and combat forces for two positions on board the U.S. Navy’s E-6B Mercury Strategic Command Airborne Command Post aircraft.

DEFENSE POW/MIA ACCOUNTING AGENCY The mission of the Defense POW/ MIA Accounting Agency (DPAA) is to provide the fullest possible accounting of U.S. personnel from past conflicts to their families and the nation. DPAA is responsible for implementing the secretary of defense’s program to account for the more than 82,000 Department of Defense personnel and other individuals who remain unaccounted from the World War II era through the Gulf Wars. Since 2003, DPAA has identified 250 unaccounted-for service members who had been buried as unknowns at the National Memorial Cemetery of the Pacific, called the “Punchbowl,” in Honolulu. They have come from the USS Oklahoma, USS West Virginia and USS California.
