First, I want to say I hope you’re all doing well. I know we’re all going through very a difficult time right now. We all need to stick together, and I promise you we’re going to get through this. The safety of our members and staff is our number one priority right now. Staff has been working remotely and they’re available to help you during normal business hours. If you have any questions or concerns please reach out to them over the phone or online. We’ve also started a membership connection campaign. We’re personally reaching out to each and every one of you by phone to touch base and make sure you current information is up to date.We’re going to continue to give you updates as information comes in at the national, state and local level. Our Association is working to get this pertinent information to you, our members, in a timely manner. COVID-19 Economic Relief Package: Congress passed a $2 trillion
COVID-19 economic relief package on March 27, 2020 with overwhelming bipartisan support. As more guidance is released by the Administration on how these new programs will be implemented, updates will be provided. This document is an initial overview specific to the real estate industry.
NAR’s Coronavirus Advocacy Efforts Q&A: NAR’s Federal Advocacy team has been working closely with Congress and the Administration to ensure the interests of REALTORS® and their clients are protected in any federal action in response to COVID-19, in addition to minimizing transaction disruptions during these very difficult circumstances. Industry Impact New Open House Guidelines from Florida Realtors® and CDC It is essential that any open house adhere to CDC recommendations for safe social distancing. Please ensure your social media and advertising communications do not mislead the public about access to open houses in large groups. Please institute controls to ensure no more than 10 people, including yourself, gather at one time, and keep to the required 6-feet distance between individuals. Stellar MLS: Public Open House Option in Matrix Suspended Until Further Notice At the request of Florida’s Surgeon General and the Florida Realtors® organization, and review by the Stellar MLS leadership team, Stellar MLS will be disabling the public open house option inside of Matrix beginning Wednesday, March 25, until further notice. Latest Realtor® News Realtors Covered in $2T Economic Relief Package ®
The legislation includes unemployment insurance (up to 39 weeks) for independent contractors and $350B toward small business loans from the SBA. The self-employed and independent contractors are also included in an expansion of unemployment insurance; it could provide benefits for up to 39 weeks. These types of work arrangements aren’t usually covered under traditional state unemployment benefit programs. A few other bill provisions will also help those in the real estate industry, including: • A delay in payment of employer payroll taxes – half due by the end of 2021 and the other half due by the end of 2022 • $500 billion to support large businesses affected by the virus • A one-time payment of $1,200 to most adult Americans and $500 per child

Coronavirus: A Guide for REALTORS® Why is NAR issuing this guidance? In response to the growing concerns about COVID-19, commonly referred to as coronavirus, NAR
is providing this guidance to help REALTOR® associations respond to the coronavirus’s impact on the real estate industry. As of March 16, 2020, the United States government has banned all travel from Europe, the United Kingdom and Ireland into the United States for a period of thirty (30) days. The United States government has also closed the U.S.-Canada border to non-essential travel. The U.S. Centers for Disease Control and Prevention (CDC) has issued Level 3 Travel Warnings for Malaysia, China, Iran and South Korea, and a Level 2 Travel Health Notice all other global travel. The situation is rapidly evolving. Be sure to refer to the CDC’s website for up-to-date information about travel warnings, as well as information about the coronavirus’ current impact in the United States. Daily updates about the coronavirus are also available from the World Health Organization.
What is Coronavirus? COVID-19 is a novel coronavirus that has infected more than 191,000 individuals in 164 countries and territories, causing the World Health Organization (WHO) to classify this outbreak as a pandemic on March 11, 2020. Symptoms include fever, cough, and shortness of breath. Anyone experiencing emergency signs such as difficulty breathing, persistent pain or pressure in the chest, new confusion or bluish lips or face should immediately seek medical attention.
What is the risk of exposure to coronavirus? Older adults and people who have severe underlying chronic medical conditions like
heart or lung disease, diabetes, or autoimmune disorders seem to be at higher risk for developing more serious complications from COVID-19 illness. The virus is thought to spread mainly from person-to-person and the best way to prevent illness is to avoid being exposed to this virus. The CDC urges citizens to monitor your health and practice social distancing. Social distancing means staying out of crowded places, avoiding group gatherings, and maintaining distance (approximately 6 feet) from others when possible. How should brokerage staff or agent/licensee reports of COVID-19 be handled? NAR has prepared a Sample
Preparedness Plan for Circumstances Relating to COVID-19 any real estate brokerage may adapt and implement in your workplace.
What preventative measures may be taken to reduce the risk of contracting and spreading COVID-19? The CDC urges individuals to take these measures to protect themselves and others:al
• Wash your hands frequently with soap & water for at least 20 sec. If soap and water aren’t available, use an alcohol-based hand sanitizer. • Avoid touching your eyes, nose, and mouth with unwashed hands. • Practice social distancing by staying out of crowded places and maintaining distance (approximately 6 ft.) from others when possible. • Avoid close contact with anyone who is sick. • Stay home if you have a fever, cough, shortness of breath or any other cold or flu-like symptom. • Clean and disinfect frequently touched objects and surfaces. • Cover your mouth and nose with a tissue when you cough or sneeze, or cough or sneeze into your sleeve Additionally, to help prevent the continued spread of coronavirus, on March 15, 2020, the CDC recommended that for the next 8 weeks, all inperson events consisting of 50 or more people, such as conferences and assemblies, be cancelled, postponed or modified to virtual events. On March 16, 2020, President Trump announced new guidelines, advising that individuals avoid groups of more than 10 people for the next 15 days. Avoiding these in-person gatherings is an effective measure that will reduce your risk of contracting or spreading coronavirus.
What unique issues does coronavirus present to the real estate industry? When an infectious disease, such as
coronavirus, is associated with a specific population or nationality, fear and anxiety may lead to social stigma and potential discrimination. REALTORS® must be mindful of their obligations under the Fair Housing Act, and be sure not to discriminate against any particular segment of the population. While the coronavirus outbreak began in Wuhan, China, that does not provide a basis for treating Chinese persons or persons of Asian descent differently.
May I ask clients or others I interact with in my real estate business if they have traveled recently, or have any signs of respiratory illness? Yes, you may ask clients or others about their recent travel, particularly to areas identified as having an increased risk of coronavirus. To avoid potential fair housing issues, be sure to ask all clients the same screening questions based on current, factual information from public health authorities.
I typically drive my clients to showings. May I refuse to drive potential clients to see homes? Yes. However, be sure that any change to your business practices is applied equally to all clients. You may refuse to drive clients who show signs of illness or reveal recent travel to areas of increased risk of coronavirus, or you may instead decide to stop driving clients in your car altogether, and simply arrange to meet clients at a property. If you do continue to drive clients in your car, it is a good idea to frequently clean and disinfect surfaces like door handles and seat belt latches, and to ask clients to use hand sanitizer when getting in and out of the car.
What precautions should brokers consider taking in their offices? Brokers should use their best judgment when
formulating a plan. In addition to performing regular environmental cleaning with special attention paid to frequently touched surfaces, brokers should implement a mandatory “stay-home” policy for any staff member or agent exhibiting any sign of illness. Brokers may want to consider imposing a mandatory or maximum flexibility remote work policy for employees and instructing agents to stay out of the office. In addition, in the wake of the CDC’s recent guidance recommending that in-person events consisting of 50 or more people be cancelled or postponed, which was followed by President Trump’s announcement on March 16, 2020 recommending that individuals avoid groups of more than 10 people for the next 15 days, brokers should take measures to hold virtual meetings when possible, and potentially postpone or cancel in-person meetings or events to take to limit close contact between individuals. Be sure to monitor updates from the CDC, as well as your state and local health authorities for additional information and guidance on holding meetings or events. For travel considerations, review NAR’s “Coronavirus: A Guide for REALTOR® Associations”. Finally, do not panic, stay informed, and use your best judgment. The situation is rapidly changing, so focus on putting policies and procedures in place to keep your employees and agents informed, safe, and to avoid business disruption in the event the situation worsens. Stay home when you are sick
Avoid contact with people who are sick
Get adequate sleep and eat well-balanced meals
Wash hands often with soap and water – 20 seconds or longer
Dry hands with a clean towel or air dry your hands
Avoid touching your eyes, nose, or mouth with unwashed hands or after touching surfaces
Cover your mouth with a tissue or sleeve when coughing or sneezing
Clean and disinfect “high touch” surfaces often
Call before visiting your doctor
Clean all “high-touch” surfaces every day. High touch surfaces include counters, tabletops, doorknobs, bathroom fixtures, toilets, phones, keyboards, tables, and bedside tables. Also, clean any surfaces that may have blood, stool, or body fluids on them. Use a household cleaning spray or wipe according to the label instructions. Labels contain instructions for safe and effective use of the cleaning product including precautions you should take when applying the product, such as wearing gloves and making sure you have good ventilation during use of the product. Realtors® Care Committee Nicholas Shrouder Committee Chair The month of March was cut somewhat short due to global virus concerns, but we were still able to get a lot accomplished in a short time! First of all, our Realtors® Care Scholarship sub-committee met after reviewing more than 150 applications to discuss and select the 5 students that would receive $1,000 each toward furthering their education. Winners will be announced at the annual Osceola County Education Foundation event. Additionally, at our March meeting, we had special guests from the Osceola Council on Aging in attendance that came to provide an update and express their gratitude to our members for continuing to be a part of the Meals on Wheels Program each and every Monday morning! Even a short month cannot hold back our members from doing good within our community!
Stellar MLS Update
NAR® policy, Clear Cooperation 8.0, is now in effect for all Stellar MLS customers. The Stellar MLS rules state that you have five business days to enter a listing into Matrix or file a Temporary Exclusion or Office Exclusive form. Should public marketing occur during this 5-day window, the Clear Cooperation policy will be triggered, and you must enter the listing into the MLS system within one business day.

RPAC Committee Justin Shrouder RPAC Committee Chair The RPAC committee has been forced to postpone some March events due to the Coronavirus. Our Major Investor Appreciation Dinner scheduled to be held on March 31 at Falcon’s Fire Golf Club will be postponed and a new date will be announced in the future. We still have our hefty goal to meet and will need to work together as an Association. We are confident that we will still exceed our goal!
2020 Legislative Victories: Affordable Housing, Environment & More For the first time in more than a decade, the state’s housing trust funds have been fully funded at $370 million, giving Floridians additional resources they can use to achieve the dream of homeownership. This has the ability to provide millions of dollars in downpayment assistance in 2021 as the state recovers from the impact of COVID-19. In addition to fully funding the housing trust funds, the Florida Legislature passed other Florida Realtors priorities including record amounts of environmental funding, comprehensive affordable housing policy changes, eliminating discriminatory housing restrictions and providing clear guidelines for emotional support animal (ESA) certificates. Bills passed head to the governor for final approval.
Florida Realtors biggest legislative victories • Full funding of the housing trust funds ($370 million) — For the first time since 2006, lawmakers appropriated all funds available in the State and Local Government Housing Trust Funds for affordable housing programs. The full appropriation of $370 million includes $225 million for SHIP, which will result in an incredible increase in downpayment assistance, $115 million for SAIL and $30 million to assist Panhandle residents whose properties were devastated by Hurricane Michael. • Increased flexibility for affordable housing projects — The Legislature approved a measure that gives local governments increased flexibility regarding where they can build affordable housing developments. • Curbing emotional support animal certificate abuse — The Legislature passed a bill that will require a patient who needs an ESA certificate to see a licensed medical practitioner with whom they have an established professional relationship. The target of this new law is to reduce the abuse seen with online transactions to obtain these certificates. • Removal of blatant fair housing violations from documents — A bill was passed that removes discriminatory language from title transactions such as deeds, and expressly states the restrictions are unlawful, unenforceable and null and void. It also provides for summary removal of discriminatory restrictions from the governing documents of a property owners’ association. • $625 million for environmental projects — The Legislature continues to allocate record levels of funding for projects that help address Florida’s environmental issues. This year’s funding of more than $625 million includes money for Everglades restoration, springs protection, red tide research and a monumental amount of funding for wastewater facility treatment upgrades. • Another big step for water quality in Florida — The Legislature passed a comprehensive water quality bill that sets the blueprint for septic tank mitigation and replacement where available. It also addresses new reporting requirements for the agriculture industry and wastewater facilities. • Making commercial leases easier — The Legislature passed a measure that eliminates the outdated requirement in Florida law that requires two people to witness the signing of leases longer than a year. • Extending property tax benefits — The Legislature passed a joint resolution for the November 2020 ballot that extends the portability of a homestead property tax benefit from two years to three years. • Preventing unlicensed real estate activity — The Legislature allocated up to $500,000 to combat unlicensed real estate activity.
Global Alliance Committee Angel Ortiz Global Alliance Committee Chair In the mist of the Coronavirus pandemic I want to wish our OSCAR members safety and health in the weeks to come and hope for all this craziness to end soon. I pray for a quick recovery to all our global partners outside the USA! Our Global Alliance Committee continues to work hard on future events. We hope there won’t be any major interruptions but situations like these are outside of our control. In times like these keeping ourselves, families, and members safe is our top priority We will keep everyone up-to-date on future events as much as we can so keep your eyes open for emails and other communications from our Association staff. Again, if you are travelling outside the U.S. please be careful. In the past few weeks we’ve seen major travel restrictions put in place. If you have traveled outside of the U.S. within the past few weeks, please review the guidelines set by the National Association of Realtors® and self quarantine for two weeks. April 1: National Census Day– National Census Day is a nationally recognized day, and by this date every U.S. household will receive an invitation to participate in this year’s census count. Census Bureau workers will begin going door-to-door in communities across the country to visit households that have not responded to the census. July 31: This is the last day for households to respond to the 2020 Census.
