he Japanese attack on Pearl Harbor at the end of 1941 began a chain of events that led to one of the greatest collective acts of selflessness the world has ever seen. Men left well-paying careers to join the army, even with the Great Depression fresh in their memories. Women abandoned traditional roles in the home to work in factories by the millions. The ideals of citizenship and prioritizing the betterment of society above personal goals is, in part, why we refer to those Americans as “the greatest generation” today. People, by the millions, did their duty, regardless of the impacts on themselves. It is time for our generation to do our duty. About 2 million people have died from coronavirus infection globally. The economic impact of the pandemic is measured in trillions of dollars. One only has to go to the grocery store or to pick up a meal at a local restaurant to understand the impacts on a personal level. People have lost jobs, older people are scared and many are or have been sick. But, there is finally good news: if we all do our duty for one another, much of these horrible impacts will soon be in our memories. We must all get vaccinated. The primary benefit of the COVID vaccine is the fact that it reduces a person’s likelihood to give it to someone else. If enough of us are vaccinated, the disease will stop spreading. Even if you are young, healthy, and unlikely to suffer any symptoms at all, you can still be an unknowing, unintentional spreader of a deadly disease to someone who could become very ill. This is our Pearl Harbor moment. It is time for each of us to do our duty in support of a greater cause. Get vaccinated. The life you save may not only be yours. Sincerely,

t was not just the Miramar postal workers, UPS, FedEx, and Amazon Prime drivers making deliveries during this recent holiday season; The Miramar Police Department (MPD) got in on the action just the same. Miramar’s best in blue wanted to be sure that underserved children and families received a little magic during this time of year. Despite the nature of the ongoing pandemic, Sunbeam Properties & Development Fifth Annual Polar Express Toy Drive was a success due to the generosity of more

than 40 tenants of the Miramar Park of Commerce. Bicycles, skateboards, books, toys, and more were gathered in a safe way in the spirit of giving. “This year the Polar Express looked a little different than years past, because of COVID-19. However, we were still able to receive hundreds of toys from Sunbeam Properties and the businesses at the Miramar Park of Commerce. We are so grateful! This partnership has been instrumental in helping us bring joy to kids whose families may be struggling financially,” exclaimed Community Resource Officer Lashay Singletary. In the past, the Sunbeam Polar Express traveled from the Miramar Park of Commerce in a procession of holiday-decorated vehicles surrounded by a full police escort to deliver donated toys to the Miramar police station. This year, Miramar Park of Commerce tenants drove up and

At the very least, we should not expect the City of Miramar to pay over $200,000 in settlements and an additional $92,000 in legal fees, over allegations against Vice Mayor Maxwell Chambers, my opponent on March 9th. Cities DO NOT settle with former employees if it was not warranted. I believe elected officials should not use their authority to grant themselves raises without the public approving it by ballot initiatives. My opponent voted to give himself a $10,000 pay increase and an extra $200 per month in car allowance, which now stands at $600 per month. Public Displays of Art By Beverly Perkins

rom the extreme murals at Wynwood Walls in Miami and the large municipal murals in the city of Hollywood to the corner traffic signal boxes at intersections all over South Florida, public art displays are popping up everywhere. These public art installations transform ordinary objects, spaces, and places to extraordinary ones in an effort to lift the spirit of the community. The City of Miramar’s very own Alexandra P. Davis championed the City’s Public Art Fund. The esteemed commissioner was sure that the fund made possible through the City of Miramar Land Development Code Section 324 offers Art in Public Places as a way to serve the community through the collaboration of creative art installations that improve the visual quality of spaces. Before the holidays, the City put out a call
to artists for the new Bravo Supermarket mural concept. All Miramar residents 18 and older were encouraged to create a themed mural design. Because Miramar is a culturally vibrant city, “Marketplace” was the designated theme. The meaning is significant because a marketplace captures congregation and community which just happen to be Bravo Supermarket’s role as the location for the public artwork. Artists were encouraged to use any media to create their original design and upload digitally. Miramar residents were then able to vote for their favorite masterpiece. The winner received recognition at the monthly commission meeting along with a $300 check upon releasing the art to the city. The winning art design will be painted by a professional muralist on the Bravo

Supermarket façade. “I am grateful for this collaboration between Bravo Supermarket and myself to create a mural with the Art in Public places grant that I initiated,” stated Commissioner Alexandra P. Davis. Current artwork can be seen at the Miramar Cultural Center, Paw Central Dog Park at Miramar Regional Park, The Youth Enrichment Center, Miramar Regional Park, and in Historic Miramar. In addition to Bravo Supermarket, another upcoming project will be located at Red Road and Flamingo Road.

We are into the second month of 2021 with a newly elected President and newly elected state representatives for our great City of Miramar. What that means for our city is that every year, we put together Legislative Agendas that will be lobbied for on our behalf by us - your Miramar Elected Officials and our lobbyists in Washington, D.C. and Tallahassee. Federally, we are kept updated regarding what our congressional leaders on both sides of the aisle are working on for the benefit of our residents. This would include information regarding Covid-19, the stimulus packages and the like. As we are in a pandemic, these have been the more prominent issues facing all of us. We, as a city, also belong to a number of organizations such as The National League of Cities, US Conference of Mayors, Broward League
of Cities, the African American Mayors Association, where we unify as a group in support of items that would benefit our respective cities. Our State Representatives will be in session from March 2nd through April 30th, 2021 and I wanted to share with you our Legislative Agenda requests for this year: We will be doing Watermain Infrastructure Improvements for Country Club Ranches to the tune of $14 Million Dollars with a match request of $500,000. This project will provide distribution lines, service lines, fire hydrants, fittings, valves and related appurtenances, road restoration/driveway restoration as required to serve Country Club Estates, Country Club Ranches Section II, Miramar West and Lago at Miramar. Also, the roadways east of SW 136th Avenue are private access easements and each property owner would have to grant a utility easement to the City for any public infrastructure improvement. The end result is that residents’ public health will be enhanced.
The second request we are making to our State Legislature is aid in upgrading the existing drainage infrastructure in Historic Miramar to alleviate flooding, improve runoff storage capacity and eliminate ponding. This project would total $12.2 Million with a $500,000 match grant request. We’ll keep you updated regarding grants received to complete various projects in our city. Some upcoming items of note: February is Black History Month and our city will be hosting a number of activities recognizing the African-American Community. Of note, I will be hosting Freeform Art Saturday at the Miramar Cultural Center on February 6 from 2:00 – 6:00 pm. Family Freeform Saturdays is a four-series event that will also be held in the spring, summer and fall 2021. The inaugural Freeform Saturday celebration will showcase the creative talents of artists, musicians, artisans and other vendors. The entertainment and activity lineup will also include Art to Life presentations and a moderated Youth Civic Panel discussion. I will be introducing an ordinance that will create a Minority and Women Owned Business Program to address procurement disparities as found in the city’s disparity study. More to come on that soon. It is so important for you to go to the polls and vote. The March elections are more important to your quality of life than even the state and federal elections so, make your voice heard even if you havn’t participated in the Miramar City Elections in the past. D
oes your big toe joint hurt? Does Motion cause you pain and discomfort? This might be a form of arthritis called Hallux rigidus, which is actually a form of degenerative arthritis in the big toe (first metatarsal phalangeal joint). Sometimes this progresses to the point where surgery is the only way to eliminate or reduce the pain associated with this condition. The goal of hallux rigidus surgery is to reduce pain, improve function and decrease deformity to enable the patient to resume normal activities. Various types of surgery are available to treat hallux rigidus. In selecting the procedure or combination of procedures for your particular case, your surgeon has taken into consideration the extent of your deformity based on x-ray findings, your age, your activity level, and other factors. One common procedure that is proven to eliminate pain at the joint and the limita-
tion which it puts on daily activities is an arthrodesis or as commonly called, a joint fusion. During this procedure the surgeon makes an incision at the top of the joint of the big toe and then removes bone spurs (bony growths) that are present, removes the cartilage in the joint and completely reshapes the joint itself. They then realign the joint to a corrected position and insert fixation hardware to secure the joint to allow for fusion. The incision is then closed with a plastic type technique to reduce scar formation, leaving an excellent cosmetic result. The patient is then placed in a splint and recovery begins. Recovery from these procedures generally takes 6 to 12 weeks. During a portion of this period, weight bearing on the operative foot will be gradually permitted.

It is probably somewhat contrary to what many of you or your friends or family have experienced while going through a divorce. Everyone has heard the “horror stories” of endless litigation and exorbitant fees. There is in fact a way to Direct Lineprocess. possibly avoid those issues, by using the collaborative It is defined as “a unique nonadversarial process that preserves a working relationship between the parties and reduces the emotional and financial toll of litigation”. There are some definite rules that must be followed and not every case is suited for the collaborative process. “As part of this nonadversarial and voluntary resolution of disputes, lawyers who engage in the collaborative law process in a family law matter, and any other lawyers in that lawyer’s firm, may not afterwards represent any party in any related proceeding except to request that a court approve the settlement reached during the collaborative law process or in specified emergency situations in accordance with family law court rules.” As stated above, if for some reason the collaborative process “breaks down” and litigation becomes the only alternative, the collaborative attorney must withdraw from representing his/her client. Therefore, if the process is not successful, either a new 10:32attorney AM must be retained, or the client can represent his/herself. One attorney cannot represent both parties. In addition, both parties must agree to use the collaborative process. The goal of the collaborative process is for both parties and their respective attorneys to act as a team and not as adversaries. In most instances, there are other “team members” such as accountants, financial advisers, or mental health professionals. The “team” schedules meetings with all parties present. An agenda is prepared and the “team” attempts to move forward to resolve all the issues that are involved. This is a process and therefore the parties should be prepared to have these “team meetings” on more than one occasion. All parties must sign a written agreement before the process begins stating each client’s intent to resolve the dissolution through the collaborative process, each party’s acceptance that they shall make timely, full, and candid informal disclosure of information without formal discovery and their understanding that if either party initiates a proceeding in court, the process shall terminate and the attorney’s involved cannot continue their representation. Attorneys are now required to advise prospective clients about the collaborative process. Although there is no actual certification an attorney can obtain to be declared a “Collaborative Attorney”, there are attorneys who have been trained in the process. As in all matters of law, experience and training are always beneficial to a client. If you or anyone you know is interested in the Collaborative Process, please give my office a call.

Daniel Herrera has been a Miramar Police officer for 10 years. Prior to a career in law enforcement, Officer Herrera was a teacher at Silver Shores Elem. in Miramar. His passion for mentoring children has transcended into his current role as a school resource officer. Herrera is credited with creating the yearly Ballin’ for Unity basketball game, promoting positive relationships between police and our community’s youth. Danny is a father, husband, and athlete, who spends his nights and weekends coaching travel baseball. Daniel Herrera
Kimberly Potano has been a Miramar Police officer for 17 years. She currently serves as a detective in our Special Victims Unit. Prior to a career in law enforcement, Detective Potano was a therapist - counseling victims and families in crises. She is a member of the Internet Crimes Against Children Task Force and has dedicated her career to helping victims in need. Kim is a mom, wife, and fitness junkie who loves to shop and travel. Jehud Presume believes in service to our community and country. A Miramar Police officer for five years, he has served in the U.S Army for more than 15 years - including two deployments to Afghanistan. Officer Presume, who is fluent in French and Haitian Creole, has also been deployed numerous times for humanitarian assistance as a translator.
