Officially, the City of Chicago, is the most populous city in the State of Illinois and the third most populous city in the United States. With an estimated population of 2,693,976 in 2019, it is also the most populous city in the Midwestern United States. Chicago is the county seat of Cook County, the second most populous county in the U.S., while a small portion of the city's O'Hare Airport also extends into DuPage County. Chicago is the principal city of the Chicago metropolitan area, defined as either the U.S. Census Bureau's Metropolitan Statistical Area (9.4 million people) or the Combined Statistical Area (almost 10 million residents), often called Chicagoland. It constitutes the third most populous urban area in the United States after New York City and Los Angeles. Located on the shores of freshwater Lake Michigan, Chicago was incorporated as a city in 1837 near a portage between the Great Lakes and the Mississippi River watershed and grew rapidly in the mid-19th century. After the Great Chicago Fire of 1871, which destroyed several square miles and left more than 100,000 homeless, the city rebuilt. The construction boom accelerated population growth throughout the following decades, and by 1900, less than 30 years after the great fire, Chicago was the fifth-largest city in the world. Chicago made noted contributions to urban planning and zoning standards, including new construction styles, the development of the City Beautiful Movement, and the steel-framed skyscraper. Chicago is an international hub for finance, culture, commerce, industry, education, technology, telecommunications, and transportation. It is the site of the creation of the first standardized futures contracts, issued by the Chicago Board of Trade, which today is part of the largest and most diverse derivatives market in the world, generating 20% of all volume in commodities and financial futures alone. O'Hare International Airport is routinely ranked among the world's top six busiest airports according to tracked data by the Airports Council International. The region also has the largest number of federal highways and is the nation's railroad hub. The Chicago area has one of the highest gross domestic products (GDP) in the world, generating $689 billion in 2018. The economy of Chicago is diverse, with no single industry employing more than 14% of the workforce. It is home to several Fortune 500 companies, including Allstate, Boeing, Caterpillar, Exelon, Kraft Heinz, McDonald's, Mondelez International, Sears, United Airlines Holdings, US Foods, and Walgreens. Chicago's 58 million tourist visitors in 2018 set a new record and Chicago has been voted the best large city in the U.S. for four years in a row by Condé Nast Traveler. The city was ranked first in the 2018 Time Out City Life Index, a global urban quality of life survey of 15,000 people in 32 cities. Landmarks in the city include Millennium Park, Navy Pier, the Magnificent Mile, the Art Institute of Chicago, Museum Campus, the Willis (Sears) Tower, Grant Park, the Museum of Science and Industry, and Lincoln Park Zoo. Chicago is also home to the Barack Obama Presidential Center being built in Hyde Park on the city's South Side. Chicago's culture includes the visual arts, literature, film, theatre, comedy (especially improvisational comedy), food, and music, particularly jazz, blues, soul, hip-hop, gospel, and electronic dance music including house music. Of the area's many colleges and universities, the University of Chicago, Northwestern University, and the University of Illinois at Chicago are classified as "highest research" doctoral universities. Chicago has professional sports teams in each of the major professional leagues, including two Major League Baseball teams.

Hon. Justice Carl Anthony Walker, DSC 165 Phi Beta Sigma Fraternity, Inc., Upsilon Sigma Chapter On behalf of the Men of Phi Beta Sigma Fraternity, Inc. Upsilon Sigma Chapter, I bring greetings as our chapter celebrates 95 years of service and continue in the tradition of the men who laid the foundation for our fraternity and chapter. More than 109 years ago, our revered founders A. Langston Taylor, Charles I. Brown, and Leonard F. Morse founded our fraternity with a focus on the ideas of Brotherhood, Scholarship and Service. As a chapter, we have maintained those ideas. I appreciate the voice of the Hon. Bro. Clarence Johnson who keeps us anchored in the rich history of our fraternity and chapter. Our executive team and chapter members joined my vision to increase our presence in every facet of service to youth, our community, and humanity, and I send a heartfelt "thank you" to each of my chapter brothers for giving their heart, mind, body and soul to the success and growth of our chapter. We are proud of our service and proud to be the largest chapter in the Great Lakes Region with more than 130 financial members. Our chapter fully engaged in the Illinois One Sigma concept, and we have been active with Founders' Day celebrations. In addition, we have engaged other chapters to participate in service. We are proud to have conducted our Membership Intake Process that added 5 new brothers to the growth of our beloved fraternity. Our new members are phenomenal workers who love our great fraternity. We are also elated to have built working relationships with local Sigma and Zeta Chapters, and we have demonstrated strong and unwavering support for our brothers during times of bereavement and joy. Amongst our greatest achievements is the consistent increase in our social media presence. We can be found via our website, Facebook or Instagram. Upsilon Sigma Chapter engaged in extensive service. We maintained an active Sigma Beta Club that met regularly and engaged with our members. We also supported the March of Dimes and many local charities. During my time as president, our chapter has hosted many webinars such as "Historical Conversation with the Hon. Bro. Clarence D. Johnson, DSC 165" as part of his birthday celebration, "Ask the Lawyers", "Ask the Doctor", "Wealth Building", and “ "Understanding the Judicial Process." We have also engaged in many live programs to support the local community which included the Sigma House Block clean up, giveaways of personal protection equipment, programs to support small business, Thanksgiving turkey giveaways, toy drives, coat drives, voter registration drives with Rainbow Push, and blood drives in conjunction with the CommunityBlood Center. We are extremely proud of our signature annual Carnation Ball & Crescent Moon Awards which was cancelled in 2020 and 2021 due the COVID-19 pandemic. The Crescent Moon Award was established as a vehicle to honor women of African descent, who have made significant contributions in their field or the larger community. Recently, we had more than 500 guests in attendance for our 2022 Carnation Ball and Crescent Moon Awards Celebration. We also gave $4,000 in scholarship to deserving college students. I am so proud of the work of Upsilon Sigma Chapter. I joined Phi Beta Sigma Fraternity, Inc., as a collegiate, many years ago at the University of Illinois, Urbana-Champaign. As I reflect, aside from giving my life to Christ at an early age, joining Phi Beta Sigma Fraternity is “amongst” the best decisions I have ever made. Yes, ours is a true brotherhood. Sincerely,

Hon. Bro. Judge Carl Anthony Walker, DSC 165 President, Upsilon Sigma Chapter

Brothers, greetings, and welcome to another wonderful year. As I look back and reflect on my Blue and White family experiences from the age of 5 to present day, Sigma has blessed me. From starting my education in grammar school with a teacher, a Finer Woman of Zeta Phi Beta, to being mentored as a young teen while watching Super Bowls at the fraternity house, brothers uplifting each other when losing loved ones, and watching our younger brothers bring in new members to carry on the legacy, Sigma has always been at the center of my life. On May 3, 2003, my dream came true, Captain Quest of S.S. BLUE D.I.C.E. was born into Sigmadom. For 19+ more years living life as a Sigma man and upholding my vow for service has been an evolving journey. My journey through life has been both inspired and supported by the men of Sigma. Now, in my fourth term as Vice-President and now a regional board member, I am even more proud to say I am a member of Upsilon Sigma Chapter, a chapter of support, service, and relentless dedication to its community no matter the storm. We have continuous grown our membership and left a mark in this region. Brothers you have shown this past year that YOU ALL live to educate and serve as exemplified in over 40 events that we have hosted, promoted, and/or supported despite being in a health pandemic. We have proven that the more our community needs us, the greater efforts we will put forth to serve. This great chapter embodies a brotherhood that truly lives by the adage:“I Am My Brothers’ Keeper”.The last few years in this chapter have been both an education and privilege to work next to such a dedicated group of brothers. I want to thank every member serving, officers leading, and brothers holding Sigma in their heart for making my childhood dream come true, the dream of endlessly effectuating change in the community. In 2022, every committee has hosted events and provided a great service to the community despite the fact that COVID-19 is still hanging around. The greater the obstacles the stronger the bond this chapter has. It is this dedication that makes our chapter the precious jewel it is. No task is too great. No community member is beyond reach of our service. I am ever so proud of our brothers not just for their efforts, but their results.Brothers your spirit for humanity has been infectious on me and clearly to all others with whom you have come in contact. I know I speak for the community in saying that your service has provided both comfort and peace in our hearts. Your since of purpose is commendable and like no other organization in the world. We have marched together this year educating, mentoring, serving, feeding, clothing, marketing, and funding our community. In this upcoming year nothing would be more fulfilling than thundering back along the lines serving next to each and every one of you. It has been with great pleasure to serve as the vice-president of such a dedicated chapter. Brothers, "OUR CAUSE SPEEDS ON." Sincerely,

Bro. Attorney Mike Jarard Vice-President, Upsilon Sigma Chapter

NATIONAL HISTORY Phi Beta Sigma Fraternity was founded at Howard University in Washington, D.C., January 9, 1914, by three young African-American male students. The Founders, Honorable A. Langston Taylor, Honorable Leonard F. Morse, and Honorable Charles I. Brown, wanted to organize a Greek letter fraternity that would truly exemplify the ideals of brotherhood, scholarship, and service. The Founders deeply wished to create an organization that viewed itself as “a part of” the general community rather than “apart from” the general community. They believed that each potential member should be judged by his own merits, rather than his family background or affluence… without regard to race, nationality, skin tone or texture of hair. They desired for their fraternity to exist as part of an even greater brotherhood which would be devoted to the “inclusive we” rather than the “exclusive we”. From its inception, the Founders also conceived Phi Beta Sigma as a mechanism to deliver services to the general community. Rather than gaining skills to be utilized exclusively for themselves and their immediate families, they held a deep conviction that they should return their newly acquired skills to the communities from which they had come. This deep conviction was mirrored in the Fraternity’s motto, “Culture For Service and Service For Humanity”. Today, Phi Beta Sigma has blossomed into an international organization of leaders. No longer a single entity, members of the Fraternity have been instrumental in the establishment of the Phi Beta Sigma National Foundation, the Phi Beta Sigma Federal Credit Union and The Sigma Beta Club Foundation. Zeta Phi Beta Sorority, founded in 1920 with the assistance of Phi Beta Sigma, is the sister organization of the Fraternity.

CHAPTER HISTORY About Upsilon Sigma Chapter (Click on any image to enlarge) The Upsilon Sigma Chapter of the Phi Beta Sigma Fraternity was chartered September 11, 1927 by Brothers; Summer Colum, MD, Austin Gray, MD, Milton Johnson, MD, William M. Jones, George W. Lawrence, JD, Hugh Fisher Lewis, U.C. McClerkins, George W. Prince and John E. Smith. Upsilon Sigma Chapter Charter The chapter immediately flourished and became a driving force in the African American community in Chicago. In the beginning, the chapter met at a funeral establishment on South Indiana. The chapter's annual Drikel Ball on the Thursday immediately following Thanksgiving opened the social calendar for the formal event in Chicago. In 1949, a program was started to buy a fraternity house in Chicago. The tireless effort of brothers in the chapter resulted in the purchase of "The Sigma House" at 4941 S. Dr. Martin Luther King Drive. Upsilon Sigma has been the mother chapter of the Great Lakes Region. During the administration of brothers Chester Riley and Clarence Johnson, Both Directors of the Great Lakes Region (1974-1980) more than 61 chapters of the Phi Beta Sigma Fraternity were chartered or reclaimed thought the region. Upsilon Sigma Chapter has been keenly focused and very intentional in our implementation of our membership growth and retention policy. This is evidenced by our explosive growth during 2022. Our Retention, Recruitment and Reclamation program has focused on retaining current members, recruiting new members and reclaiming former members. To meet our goals, we engaged in the following: Maximizing Event Participation - When hosting social events associated with any of our 3 core programs, we have gone through great lengths to ensure maximum participation. This has included the use of social media (Facebook, GroupMe, Email and Text Blasts) as well as personal phone calls. These outreach efforts took place on a 10 day out, 7 day out, 3 day out and day prior basis. This has resulted in brothers not only being able to interact with each other socially but to do so, in many cases, for a worthy cause. We also make a point to provide updates of chapter, state, regional and national activities of Phi Beta Sigma. Pastoral Care - We have been very intentional in our efforts to support and uplift brothers during these trying times. From birthdays, to wedding and fraternity anniversaries, to support during a loss, Upsilon Sigma shows concern and interest in non-Sigma activities of members. Additionally, we make an effort to recognize the achievements of our brothers during chapter meetings, committee meetings and via call of support. Additionally, some of the pastoral care initiatives are also supported through many programs such as Ask a Doctor, Mental Health programming, etc. We also monitor lack of engagement monthly to ascertain the wellness of members.

EDUCATI N

Hard working black students understand one principal: the practice makes the perfect. But even though black children may want to excel,, they can only do so much. The brothers at Upsilon Sigma understand this, and so we have given away $3,000.00 in scholarship money to this year's recipients: Kendall Powell, Jayden Griffen, Alex Washington, and Bryant Hedrick Jr. They each were awarded scholarships that ranged in value between $500.00 and $1,000.00, and they were honored before many black judges of Cook County, Illinois. The scholarship committee is already at work getting ready to give money to next year's recipients. During the 2022 year, Upsilon Sigma Chapter and the education committee adopted Wendell Green Elementary School. We are proud to have one of our own brothers, Bro. Tyrone Dowdell serving as the school principal. Our Sigma brothers visited the school to conduct spelling bees and math competitions for the children, with cash prizes for the winners. Our chapter also conducted career day to allow the children to speak to and listen to black professionals.

2023 Goals Participate in Tutor Online Literacy Program Continue to visit Wendell Green Elementary School. Sponsor one field trip for adopted school Conduct a school supply drive for the start of the 2022-2023 school year Host an online applying for college workshop

NEWSLETTER

C MMITTEE Brother Charles H. Talbert Martin Luther King Jr. once preached about the Drum Major Instinct and the human need to be first. He said James and John asked Jesus to let them sit on His right and left in heaven. But Jesus told his disciples that he who would be great among you "shall be your servant; & whosoever shall be chief among you shall be servant of all." The greatest act that the brothers of Upsilon recognize is the work of a brother who has served, and Brother Charles Talbert has been servant of all

2022 Goals Produce a quarterly newsletter Provide compelling stories that highlight our chapter, members and Phi Beta Sigma Fraternity, Inc. as a whole. Educate readers in a variety of occupations and careers. One on One interviews with longstanding members of the fraternity.

Justice Walker was appointed to his new position by the Illinois Supreme Court. He is a native Chicagoan who grew up in Englewood. Throughout Jarard’s 14 + year history, he has first chaired hundreds of trials and adversarial hearings, both civil and criminal. Jarard has a ninety-five percent success rate on misdemeanor and felony trials while never losing a jury trial in his practice.

Brother Michael Jarard - A Brother On The Move Congratulations to Bro. Ronald Branch in his new role as Senior Human Resources Manager for Zenith American Solutions. Bro. TURKEYS, TOYS & COATS The brothers of Upsilon gave away toys and coats and turkeys to the less fortunate in 2022. Our brothers were genuinely happy to give items to strangers in need. A singer once said "Feed the babies who don't have enough to eat. Shoe the children with no shoes on their feet. House the people living in the street. Oh there's a solution." Yes there is a solution, and the solution is to love and help complete strangers. That is what the brothers of Upsilon are all about. Phi Beta Sigma Fraternity was founded at Howard University in Washington, D.C., January 9, 1914, by three young African-American male students. The Founders, Honorable A. Langston Taylor, Honorable Leonard F. Morse, and Honorable Charles I. Brown, wanted to organize a Greek letter fraternity that would truly exemplify the ideals of brotherhood, scholarship, and service. This deep conviction was mirrored in the Fraternity’s motto, “Culture For Service and Service For Humanity”. The Upsilon Sigma Chapter of the Phi Beta Sigma Fraternity was chartered September 11, 1927 by Brothers; Summer Colum, MD, Austin Gray, MD, Milton Johnson, MD, William M. Jones, George W. Lawrence, JD, Hugh Fisher Lewis, U.C. McClerkins, George W. Prince and John E. Smith. Upsilon Sigma Chapter immediately flourished and became a driving force in the African American community in Chicago. In spite of the Covid-19 pandemic, Upsilon Sigma was still able to flourish. From increasing our membership, to conducting high level programming, our cause speeds on. We look forward to the 2023 year and beyond and will work to ensure that Upsilon Sigma Chapter remains a driving force in the greater Chicago area and the state of Illinois.
