CEO Report - Brett Connell I would like to thank the Outer East Football Netball community for welcoming me into the fold in my first year as CEO. We have certainly achieved much in the last 12 months and as a Board and Management team we feel we are well placed to reap the rewards in the coming years. We also note that none of this would be possible if it was not for the support of our clubs, who are driven by a terrific band of volunteers. In collaboration with AFL Victoria, we re-engaged with one another and once again became an affiliate member. While the full effect of the affiliation benefits are yet to be realized we have made great progress in several areas. Closer working relationships with the Coaching, Umpiring and Participation teams at AFL Victoria has provided us with access to personnel, programs and resources which will benefit all clubs and Outer East Football Netball moving forward. It was clear from the February AGM that clubs had a strong desire for greater certainty in relation to our competition moving forward. On the back of this we set about conducting a competition structure review. The project involved all key stakeholders, and I would particularly like to acknowledge the clubs, who contributed through surveys and workshops with honest feedback about what they wanted Outer East Football Netball to reflect into the future. I would like to acknowledge the work of Travis Switzer (WeCultureVate) for leading the project. Some of the key actions to come from the project were as follows: • Move back to (2) divisions for the 2024 season (Senior Football & Open Netball) • There will be no stand-alone football or netball clubs competing moving forward • Establishment of U18 boys and girls' competitions • Establishment of an U10 girls’ competition • An improved offering of junior football grades for both girls and boys • Development of a Women & Girls Strategy • Focus on Umpiring in general In the middle of the year, we once again competed strongly in Association Netball Championships and Junior Interleague. I would like to acknowledge the work of Brad Bates and all of the coaches, support staff and players who represented Outer East Football Netball in junior football interleague. Our junior Association netballers continue to lead the way with both the 15&U and 17&U teams winning their respective zones and progressing to the Association Championships at the State Netball and Hockey centre at Parkville. An achievement which highlights the talent in the region. Our netball competition continues to produce high quality matches, opportunities for talent identification and remains an integral focus for the Board and Management. We are very proud of the fact that our netball competitions overall are the envy of many and produce such fine talent. Finals were a highlight. Terrific weather, excellent crowds and wonderful competition. From late August through to late September the quality of competition was very high throughout from our Junior, Veterans, Womens, Senior football and Open netball finals. I would like to thank and acknowledge the clubs who hosted finals. Belgrave JFC, Healesville JFC, Yarra Junction JFC, Officer FC/ROC NC, Woori Yallock FNC, Healesville FNC, Narre Warren FNC and Emerald. Congratulations to all of the respective winners across Veterans, Womens, Juniors, Football & Netball, as well as all finalists and clubs who competed across the season. All of your efforts are to be celebrated and well done. Further details on the respective team and individual award winners are acknowledged in the reports that follow. We also held a number of key events across 2023 all of which were well supported by our clubs and stakeholders, from our Season Launch to Women’s Network and Leadership Lunch to our Medal Nights, the ability to come together and celebrate success in our communities should not be lost on us.

CEO Report - Brett Connell Thanks to Jason McNiece (Director or Umpiring), Warwick Marsh (Junior Umpire Coach) and Peter Dixon (YRUA President) for their dedication to their respective umpiring portfolios across 2023. Senior umpire numbers were a weekly challenge, junior umpire numbers improved across the season and by years end there was much to look forward to for 2024. We all play an important role in umpire retention, as the studies show we recruit good numbers each year, it is however the matchday environments that see umpires leave the game far too often. This will be an area of focus for us in 2024. As stated previously there are a number of programs which we are partnering with AFL Victoria to improve our umpire numbers across the board. It would be remiss of me not to thank all of the umpire coaches who supported both Jason and Warwick in 2023 also. Financially we are in a healthy position through prudent financial and management. We were able to offer affiliation fee discounts at the start of the season, as well as invest in several key areas of the business namely administration resources and IT. We are planning for another strong season in 2024 while managing the costs to clubs. Commercially I would like to thank all of our sponsors and partners, particularly our Major Partner Community Bank (Bendigo Bank) and the various Yarra valley and mountain district branches who continue to provide wonderful support. To our Naming Rights partners Karcher (Netball and Finals) and Yarra Valley Water (Water Care) thank you for your ongoing partnership. The ongoing support from Pedders Suspensions and Brakes, Box Hill Institute/Lilydale Lakeside, Premier Data, GameFace, Sherrin, ISC, Energetic, Victor Sports, Rochford Wines, All Trophies, SSA Sports and Sporting Fine Art is also acknowledged. Eastern Health as our community partner continue to work in partnership with us to look to improve and support the health and wellbeing of our community through various health related programs and initiatives. We look forward to providing support for all of our communities throughout the region. Our Strategic Plan for 2024-2026 is now complete. I would once again like to thank the Board, clubs and key stakeholders for their important input. This key document will provide us with a clear plan for the next three years. To the Administration team a huge vote of thanks for your efforts. Your willingness to go above and beyond and on most occasions unnoticed to support and assist our clubs and communities. You all are wonderful assets to the organization. To Cam Hutchison, Sheryn Harbert, Matt Blanchard, Andy Gibbons, Georgia Chisholm and Aaron Gillard, well done on a strong year overall. I would like to make mention and wish Georgia Chisholm all the very best in her now role at the Oakleigh Chargers. I would like to acknowledge outgoing Board members Leo Groenewegen and Graeme Tuplin. Both have made significant contributions as Board members across many years and will be sorely missed. I also would like to take this opportunity to thank Tony Mitchell (Chair) and Board members Lauren Bourke, Ryan Ford, Josette O’Donnell and Mark Sargent for their support, guidance and assistance throughout a busy 2023. In closing I would like to wish everyone associated with the Outer East Football Netball community a happy and healthy Xmas and New Year. We look forward to again working with you all for the benefit of our communities.

Board Chair Report Tony Mitchell The 2023 season brought in renewed confidence to the Outer East Football Netball League community which reflected into the season, and it was great to witness everyone enjoying themselves at our weekly games and finals series. This year has been one filled with challenges, triumphs, and continued growth for our association. Our sports are vital to all our close communities and townships, and we are committed in ensuring all our clubs prosper from 2023 and beyond, however, we need to continue to work together as member partners within both our football/ netball communities. We might be in battle on the field/ court, but we are one unit moving together and help each other prosper and survive. Outer East Football Netball Competitions Limited will continue to strive to grow as a competition with the encouragement of club development through increased junior teams and netball juniors and senior football/ netball teams. We are focused on ensuring continued improvement of both football and netball competitions and give each club the opportunity in finding its own level within our proven divisional structure. Our association's financial health remains strong. Through prudent financial management and the support of our sponsors and partners, we've been able to maintain a stable financial position despite the challenges posed by the ongoing economic climate. I wish to acknowledge and thank the great work being undertaken by our office staff under the management of 2023’s new valuable addition Brett Connell as our CEO. General Manager Operations Cameron Hutchison, Junior Football Operations Andrew Gibbons, Administration & Events Coordinator Sheryn Harbert, Matt Blanchard Netball Operations, Georgia Chisholm Football Operations, Aaron Gillard Umpire Operations as well as the addition of the Director of Umpiring Jason McNiece. Our staff are committed in servicing all clubs needs and they have proven their value with continued support for our member clubs with all facets of football and netball. I would like to pass on my special thanks to my fellow board members through their support, many sound ideas, strong debates and most importantly their continued commitment and focus they have given our clubs to ensure our football and netball competitions continues to be sustainable, grow and develop. Many thanks our Deputy Chair Graeme Tuplin, Mark Sargent, Leo Groenewegen, Ryan Ford, Lauren Bourke, and Josette O’Donnell, all board members are committed to the direction the competition is heading and I am incredibly grateful with their continued support. In conclusion, I extend my heartfelt gratitude to the entire Outer East Football Netball League and all affiliated members and their community. Your dedication, passion, and unwavering support have been instrumental in the success of our association. I look forward to the 2024 season and the opportunities it holds for us to grow, learn, and thrive as a community sport together.

General Manager Operations Report Cameron Hutchison The start of the 2023 season (year) was a hectic one until our new CEO, Brett was appointed and began in the role, but when he did, he hit the ground running like a seasoned professional. Thank you to Tony and the board for their guidance and support during the period of time I was Interim CEO. A lot of time and effort went into reviewing and proposing an alternative competition setup for some of our Junior Netball age groups to be played at the Olive Rd Netball complex. I’d like to thank Matt Blanchard for all the efforts he put into this piece of work. The proposal was put to all clubs concerned but it was ultimately decided to stick with the current competition format. As a competition we were on the back end of the disruptions of the previous 3 years, but the effects were still being seen by a few of our clubs. As such Yea FNC’s football teams were forced to recess due to lack of players and support staff. This allowed Yarra Glen to apply to move to Division Two, which was granted. This change meant a few adjustments to the Division One and Two fixtures and finals systems for both competitions had to be made on the eve of the season. The situation was also the catalyst for a full competition structure review undertaken during the season. We welcomed Hallam FNC from the SFNL and Kinglake’s move to the Northern FNL was eventually ratified. The new PlayHQ competition database continued to evolve and improve throughout the year and we were able to move our Livescoring for both Football and Netball to also be done and viewed by the public on this system as well. More data migration was being undertaken in the off season which meant the player Transfer window would once again begin in February but our clubs were able to begin receiving player registrations from November 1st. The Season launch took on a slightly different format for this year, with a sit-down meal evening running alongside an Outer East Football Netball partners expo. The evening went well with former VNL player, Olinda Ferny Creek premiership netball player and now Hawthorn AFLW player, Tamara Luke as the guest speaker. We celebrated our newly inducted Life Members at the event and doing this in this format they were able to celebrate the achievement with their families and friends. Facility upgrades continue in our region which is great for the clubs involved but does bring with it some short-term pain for them and some extra fixturing challenges for us. Mt Evelyn’s new facilities are amazing and should hold the club in good stead for the future. I look forward to seeing Powelltown’s rooms completed in the early months of 2024 as well as seeing a flat “Chip” (Seville Senior ground) after two seasons of its redevelopment.

Pleasingly we had enough clubs enter a Women’s Football team to allow for two separate divisions of Women’s football for the first time. The growth in this area continues to rise swiftly and I look forward to seeing more teams and participants on the field in 2024, as well as more volunteers at club and competition level from these growth areas. The Finals series of both divisions threw up some unexpected results with only one higher placed team advancing. Both divisions celebrated their season on a combined Grand Final day at Healesville in conjunction with our Veterans competition as was a great, well attended event. The U19’s age group remained a challenge with multiple clubs withdrawing teams on the eve of the season and just nine clubs in total entering a team. The competitions review looked to address this issue and pleasingly the early indications are for improved team entries for season 2024. We were fortunate to have some great weather come finals time but finding venues was difficult as we received our lowest number of host applications in recent memory. On the back of that I’d like to thank all of our hosting clubs for assisting us in putting the finals on and I’m sure with the lowest hosting fees in recent memory also, that each of the host clubs got great value and reward for their involvement.

OUTER EAST FOOTBALL NETBALL ANNUAL REPORT 2023 | Page 10

General Manager Operations Report Cameron Hutchison Our competitions re connection with AFL Victoria lead to some great results for the clubs who got involved with the TAC rewards program and Toyota Good For Footy Raffle. I look forward to 2024 and the further opportunities our alignment can bring the clubs and competitions alike. The OEFN representative programs once again saw some great results in 2023. Thankyou to both Matt Blanchard (Netball) and Andy Gibbons (Junior Footy) and their respective team of assistance for getting these programs going and providing our Junior players with exposure to the talent pathways for each sport.

The matchday media team was headed up by Aiden Miller for the 2023 season and he was ably assisted by veteran Leo.G and new comer Trent.D. Due to Aiden’s great talent on the microphone we were also able to commentate our Netball Livestreamed match each week as well as the traditional Senior football call. Bethany Hutchison continued to provide us with great action photos each week and thankyou to Kylie Rowe who was more than happy to assist us in ensuring we covered each grand final well on those busy days. I found the 2023 year to be quite a challenging year personally. I wish to extend my gratitude to all my fellow staff members and numerous clubs, for the love and support shown by them toward me and my family and to other members of our staff during the tough times endured in season 2023. A special mention to Georgia Chisholm who has been a great addition to our staffing team over the past 18 months and especially the assistance she has provided me with in the Football operations and our Social media channels. I wish her all the best for her new role at the Oakleigh Chargers. My final thankyou is always a special one and is extended to Tegan, Marshall and Charlotte for the extraordinary support they provide year on year.

Tribunal Report The 2023 season saw an slight increase in the total number of reports with the total week’s suspension being higher than 2022’s. Match Day reports were up with a decrease in the number of video reviews compared to the 2022 season. The Rough conduct/dangerous tackle reports were down on 2022’s total, which is pleasing to see. The increased poor behavior in Junior football and from the spectators in all competitions was a concern through the majority of the 2023 season, but thankfully the occurrences of these decreased as the season went along. We did see an increase in Investigations because of this early season behavior. A summary of reports in 2023 include: • • • • • • • • • • • • •

36 for “Intentionally or carelessly striking another person” 10 for “Intentionally or carelessly engaging in rough conduct against an opponent” 6 for “Using abusive, insulting or obscene language towards or in relation to an umpire” 4 for “Engaging in a melee” 3 for “Disputing a decision of an umpire” 2 for “Attempting to strike another person” 2 for “Intentionally or carelessly making unreasonable or unnecessary contact with the face of another person” 1 for “Carelessly making contact with an Umpire” 1 for “Intentionally or carelessly kicking another person” 1 for “Intentionally or carelessly kneeing another person” 1 for “Intentionally or carelessly head-butting or making contact to another person using the head” 1 for “Behaving in an abusive, insulting, threatening or obscene manner towards or in relation to an umpire” 1 for “Instigating a melee”

With 2,178 games played over all competitive Football Competitions, we averaged one report for every 32 games played. Junior Operations Report Andy Gibbons Our increase in participants this season grew from 2285 in 2022 to 2387 (102) this year. Over the past 10 years we have increased participation by over 1000 players and have increased our female participation by over 2500%. Being able to offer numerous age groups for our female participants give them more opportunity to play football. This year our non-competitive age groups Under 9 Wayalaks & Under 10’s was once again well supported by all clubs, with the Under 9 Wayalaks having 20 teams and our Under 10’s consisting of 6 teams. Our junior carnivals were once again a huge success. Back in July we held the Under 10 carnival; Thanks to Wesburn, this was a wonderful day, congratulations to Mt Evelyn who won the carnival. The Under 9 Wayalaks carnival was held on the 30th of July, well done to Yarra Glen who hosted this event. Congratulations to Mt Evelyn who won the carnival, though I feel football was the real winner.

Our Under 12 Girls flourished this year with 7 teams and over 80 girls starting their all-girls football journey. The Under 14 & Under 16 girls continued their growth with a slight increase in overall participants. Our Under 18 girls remained playing in the EFNL, due to not having enough teams to form their own competition. Moving forward our aim is to bring the 2 teams back and field a stand-alone Under 18 girls’ competition in 2024. We will also work hard to introduce an Under 10 girls’ competition in 2024, giving our female participants an ongoing pathway to our senior women’s competition. Season 2023 produced some very competitive games, with us grading the Under 13 and Under 15 age groups. We had an increase of affiliated teams from 2022 of 12 teams, with our younger age groups leading the way, which bodes well for the future of our competition. Our finals series was a huge success, thank you to the following clubs for hosting, Emerald, Healesville, Olinda Ferny Creek, Upwey Tecoma, Wesburn and Woori Yallock. To our Grand Final hosting clubs Belgrave & Yarra Junction thank you, you can be so proud of your effort. With the weather fine and sunny our Grand Finals were a spectacle for all who attended or watched live via our Facebook page. To the OEFN staff and Board members who helped over our final's series, “Thank you”, working together produced a quality experience for all. Congratulations to all our teams this year, our Premiers were:

Our junior competition does not only offer our participants an enjoyable place to play, but also offers a chance for a lot of children to become umpires. Without umpires we would not be able to play, so I would like to congratulate all our junior umpires, who officiated throughout the season. To our Junior umpire mentor/coach Warwick Marsh, thank you for your effort in leading such a fine group of young boys and girls. Each week during the season we need to fill at least 63 games of junior football. I would like to thank Emily Jose who performs this task magnificently. To all our OEFN staff, Junior Advisory committee members, OEFN board members and Club Presidents, Thank you for your support during this season. Our Junior Interleague program which encompasses our Under 12 Development squad was once again well supported by our players, parents and supporters. The Under 12 Hills v Valley game was a good contest which showcased our emerging talent. The skill displayed by our Under 12 Girls playing SBL Wolves was amazing. The growth and development of our junior female participants has been incredible. This year Brad Bates took up the role of Interleague High-Performance Lead. Brads effort, knowledge, and determination to ensure our players had the best and most professional program possible, was a privilege to witness. Thank you, Brad. To our numerous Interleague coaches and support staff thank you for your commitment to our program. Under 12 Boys Development – Danny Hyndman, Baylin Spencer & Ned Ford. Under 12 Girls Development – Jaimee Denovan, Will Macklin & Grant Newing. Under 13 Boys – David Van Hoorn, Duncan Brown, Craig Clarke, Luke Whyte & Renae Dawson. Under 14 Girls – Nicki Cormack, Dru Taylor, Shannon Koole & Kristy Glew. Under 15 Boys – Brad Bates, Simon Abrahams, Jack Pruden, Chris Murphy & Dillon O’Neill. Under 16 Girls – Emma Horne, Daniel Byrnes, Wayne Morris & Christie Sproat. Under 17 Boys – Stuart Alford, Scott Tonkin, Shane Newsome & Dan Holt. Under 18 Girls – John O’Brien, Ben Harrison, Katelyn Betts & Jade Whiting.

Lastly it has been a privilege watching our players enjoying their time playing with their mates and learning skills throughout the season. Well done.

Netball Operations Report Matt Blanchard Competition Analysis Despite the movement of clubs in and out of the competition during the off-season, combined with some clubs struggling to fill a full complement of netball teams, an analysis shows that the number of competing teams remained almost the same. While registered off court participation grew by 5%, registered on court participation dropped by 6%. Part of this drop can be attributed to less single games vouchers being purchased in 2023. 2022 19 26 133 1569 116 45 10

Representative Netball 2023 saw Outer East FN field three representative teams in the Netball Victoria Association Championships. Our 13&U team played at Pinks Reserve Kilsyth in May in the Central East Zone. They came up against very strong opposition but battled hard all day and did us proud non the less. The 17&U and 15&U teams competed at the Olive Road Sporting Complex in Doveton competing in the Central East Zone. Both teams had an outstanding day, the 15&U taking the title of champions in an undefeated day. The 17&U team capped off a great day by also taking the title, losing only one match (by a single goal) along the way. Taking the Central East titles meant that both 15&U and 17&U were invited to compete in the State Finals day at Parkville in June. Against the best of the best across the state, our 15s finished eleventh overall and our 17s fifth. An outstanding achievement and something our entire competition can be proud of. A huge thank you to all our players, coaches, officials and parents for their commitment during all three campaigns.

Football Operations Report Georgia Chisholm Operations The 2023 season at Outer East Football Netball was highly successful on and off the field. The appointment of CEO Brett Connell to start off the year was a major positive contribution to our competition as he provided great insight, guidance and experience in the field. Looking at our 2023 profile, we can see a slight decrease in overall participation numbers which can be attributed to the loss of a football team at the end of 2022, but the gain of a few netball teams, as well as a reduction in teams competing in our U19’s competition.

The community's hard work was reflected in our 2023 finals series as we had more than 29,500 people attend over all divisions over an 8-week period from 23 July – 23 September. A massive thank you to all club volunteers and staff for making this possible; and a further congratulations to our 38 premiers. To contribute to this success, there were also many improvements with PlayHQ throughout the year which contributed to the integrity of our senior and junior competitions and smooth running of the season through fixturing, CCSP, matchday paperwork, live scoring and transfers. Club Development Excitingly, 2023 saw the beginning of my involvement as our Club Development representative with AFL Victoria’s Club Development initiatives which was a great opportunity to work with the other community football leagues in conjunction with AFL Victoria to maximize opportunities and education to the community, which will continue into following seasons within our league. We worked to deliver greater knowledge of AFL and AFL Victoria programs designed to support clubs through, grants, subsidies, programs, education, awareness and compliance. We successfully delivered compliance programs of CCSP, Coach AFL accreditation and Child Safeguarding as well as our SALT and First Nations club education programs. This followed with our support with volunteer onboarding and upskilling and our 5 coaching education sessions which included a ‘she can coach’ session with Eastern Ranges head boys coach Lauren Morecroft. To conclude our season, we had 3 volunteers from our league nominated for the National Volunteer Awards at AFL Victoria who were also recognised and rewarded at our Premier and Division 1 best and fairest night. I look forward to focusing on the 2024 season concentrating on the four pillars of club development and volunteers, coaching, umpiring and women and girls.

Football Operations Report Georgia Chisholm Women’s Advisory Group This season saw much more involvement from all members of the women of the outer east focusing on our gender equity plan in areas to consider and what needed a proposed focus. We were able to develop a final draft for all competitions to follow as men, women, and non-binary people affiliated with the Outer East have equal opportunity to participate as employees, players, supporters, volunteers, and officials. The purpose of the Women’s Advisory Group is to: • Provide an avenue for women to express views and impact decisions that impact female participation; • Provide strategic advice on OEFN priority areas from a female perspective; and • Raise the profile of females in the league. We accomplished these objectives by: • Running the successful leadership and networking function in collaboration with our partners Yarra Valley Water and Eastern Health which was a great day bringing together women of the community and learning from one another. • Continuing to showcase the great stories from the females in our league in football and netball to the greater community • Reviewed bylaws and adjusted for promotion of gender inclusive uniform e.g. alternative options for netball • Focused on female coaching programs with the ‘She can Coach’ initiative through AFL Victoria lead by Lauren Morecroft Commercial partnerships Our sponsors contribution to the 2023 season has been extremely valued and appreciated by the league and the community. The exposure that we were able to produce to our sponsors throughout this season compared to 2022 was greatly increased with their coverage moving across our social media platforms, matchdays and final series, and off-site events which included: • • • • • •

OUTER EAST FOOTBALL NETBALL ANNUAL REPORT 2023 | Page 23

Director of Umpiring Report Jason McNiece The season in umpiring can be looked at as a season of positives and opportunities for all of us involved, while no doubt being challenging on occasions due to a number of circumstances. However, with the commitment and dedication of our umpires throughout the season we filled well over 95% of Field umpiring appointments throughout the season. On behalf of the umpiring fraternity, we thank all our clubs for their support of our umpires during the season. With our competition continuing to grow and flourish, its vital that our umpiring numbers follow suit so as to accommodate the increasing demand. Whilst we will endeavour to recruit and attract new umpires through various programs and assistance from AFL Victoria, our clubs will also play an important part in this by creating a safe and positive environment for all who participate in our great game. We are always looking to increase umpiring participation, in particular female participation. The AFL is aiming to have 40% female participation within 5 years. It is an important reminder to everyone involved in our game of the consequences of umpiring abuse in our game that over 2500 umpires leave the game each year with 50% of those leaving citing “Abuse” as the main reason for not returning and being lost to our game. Due to this, its vital that clubs continue to create a positive and respectful gameday environments for all and not be complacent in this space. Pathway Programs For the long-term viability of our umpiring program, it is vital that we continue to support and develop umpires from within our junior competition and provide them with the opportunity and support to umpire senior football within our competition, should they wish to do so. Thanks must go to Warwick Marsh and his team for the work they do in this space. The senior and junior groups will continue to work closely together to provide coaching and feedback to junior umpires who wish to continue to pursue umpiring opportunities within our senior ranks. Outer East this year participated in numerous umpiring development programs to provide our umpires with the opportunity to progressing though the career pathway structure to ultimately umpire VFL/AFL football. Programs included: • VFL Female Participation Program held at Ikon Park • VFL Female Acceleration Squad • AFL Umpire Appreciation Round (OEFNL Umpires umpired grid games and walked out with the AFL umpires at the Collingwood Vs GWS Giants game at the MCG) • AFL Umpires Training visits on numerous occasions throughout the season. Finals and Significant Achievements Like all clubs, umpires strive to officiate during the final’s series. Only the best will get to this stage of the season with our elite progressing to umpire in the Grand Finals. After a strenuous finals assessment, congratulations go to our Premier Division Panel which had a great mix of youth and experience and represented our group with pride on the day. For the first time in Outer East history, we had a female member of our group appointed to officiate a senior grand final. Congratulations go to Sam Price whose dedication and performances warranted her appointment to umpire the Division 1 senior grand final. Sam is a member of the VFL female talent bank and has a big future ahead.

Director of Umpiring Report Jason McNiece Congratulations to the following umpires who were awarded umpire of the Year for their discipline this season: Field: Francis Nickel Boundary: Dylan Priestley Goal: Andrew Marshall Congratulations goes to Dylan Priestley who was awarded the John Edwards Medal for Umpire of the Year for 2023. Dylan had a fantastic season being appointed to the Premier Division Grand Final this season, a member of the V/Line Academy program and was selected to umpire at V/Line Cup Shepparton this season. On Behalf of the Outer East Umpiring Group, we congratulate Dylan on a fine season. Appreciations There are a number of people who need to be thanked in their support of our umpiring group. To the board of Outer East led by Chairman Tony Mitchell, thankyou for your continued support of umpiring and passion to make all facets of our league better. To CEO Brett Connell and staff of Outer East, Cam, Sheryn, Andy, Matt, Georgia and Umpires Admin Aaron thanks for your continued support and assistance throughout the season in assisting the umpires and our group - nothing was too big or too small. YRUA President Peter Dixon and his committee, their passion and commitment in supporting our umpires with off field requirements is greatly appreciated and cannot go unnoticed. Leigh Buwalda and David Harris from AFL Victoria Umpiring Development & Recruitment -thank you for your assistance in providing guidance and assistance in providing all umpiring groups the tools to increase participation and development. We look forward to further developing this relationship in the years to come. Our Coaching team Ken Taylor, Don Cooper, Kevin Davis, Cameron Black, Brendan Small, Nelson Tucker and Alex Tomada, thankyou for your efforts during the season. Your time and dedication in mentoring and developing cannot be questioned and I look forward to working with you all again in the coming years to make our group even better. And finally, to our amazing group of umpires and their families, thank you for your dedication and commitment to umpiring and Outer East Football Netball. Without you, our great game cannot go on. We look forward to your continued commitment to umpiring within our league and the opportunity to be a part of our group in the coming seasons. In closing I wish everyone a great off season and looking forward to a bigger and better 2024.

Umpire Operations Report Aaron Gillard The 2023 Outer East Football Netball (OEFN) season across umpiring has been another success. Newly appointed Director of Umpiring Jason McNiece has done a great job coming in and delivering a successful season full of fun, growth, and commitment from all our umpires. While Jason controlled on-field across the senior group, Warwick Marsh did a great job with the junior umpires. I took care of off-field administration, and together made for a season that ensured umpiring across all football was taken care of and ran as smooth as possible. Thank you also to Emily Jose who did an amazing job with the junior appointments each week.

Umpire match sheets were transitioned online to Officials HQ across both junior and senior football. Feedback of this transition was positive and appreciated by the group, making things easier regarding paperwork on a match day. This change gives our umpires easier access and functionality towards completing the match sheet and provided them with the ability to accurately record all aspects required on game day. A total of 3,186 umpire votes were collected across seniors, reserves, veterans, women’s and U19’s games in the 2023 season. These players were celebrated at our awards night held during the final’s series. Congratulations to all winners. What a great achievement. Thank you to all the umpires this year for your commitment across all three disciplines. Furthermore, a big thank you to everyone who doubled up multiple times throughout the year to ensure games were filled. This was really appreciated and allowed for as many games as possible to be filled across our region in all weather conditions. We saw a slight drop in umpire numbers this year, so the need for umpires is high. In conjunction with AFL Victoria, we have already begun planning for 2024 and beyond to address this. A focus on recruitment and retention, along with promoting and growing female umpires are imperative and these upcoming initiatives are planned to deliver these outcomes. We envision that season 2024 and beyond will deliver an increase in umpires across the OEFN and that these initiatives can be continued to provide umpire growth, stability, and inclusiveness amongst our group, now and into the future.

OUTER EAST FOOTBALL NETBALL ANNUAL REPORT 2023 | Page 26

Umpire Operations Report Aaron Gillard Our female umpires were everywhere during the finals, officiating across all three disciplines and doing a fantastic job. A big Congratulations must go to Sarah Fishley (Goal) who umpired the biggest day on the OEFN calendar – the Premier Senior Grand Final at Officer. Congratulations also to Georgia and Taylah Priestley (Boundary), and Sam Price (Field) who officiated the Division One Senior Grand Final at Healesville. All these umpires should be extremely proud on an amazing achievement. We look forward to many more females doing great things in our umpiring community in the years to come.
