2021 Report – Aaron Bailey 2021 began with cautious optimism, following the loss of the 2020 season to the COVID19 pandemic. Concerns of a significant decrease to participation numbers quickly dissipated and we saw increased crowds and interest in local football and netball. Unfortunately, after a largely interrupted beginning to the season, surging case numbers and further lockdowns saw the 2021 season unable to be completed. Planning for multiple scenarios required strong collaboration between the board, staff, and clubs. The consultation and flexibility in an everchanging landscape allowed us to consider multiple factors including promotion and relegation, financial planning, removal of spectators, loss of fixtures and competition integrity. Our clubs and in particular, our volunteers, once again led the way and their continued support allowed us to make a successful return and ensure participants returned to football and netball. The ability to return to competition and complete half a season will benefit clubs and the league in the long term, particularly in 2022 when we look to return to a full season. To achieve this in such difficult circumstances is a credit to everyone across the Outer East. I am grateful for the efforts of our board and staff as well as our players, parents, umpires, officials, volunteers, sponsors, and supporters. The resilience, adaptability, persistence and collaboration are a credit to everyone involved. The awarding of ‘minor premierships’ across all football and netball competitions recognised the achievements of clubs and teams throughout the season, while best and fairest awards highlighted the strong individual performances of players.
At the end of the 2019 season, the league had over $250,000 in debtors. In 2021, this figure has been reduced to $44,000, greatly minimising risk for the league. To have no clubs with outstanding debt to the league is a credit to our clubs and volunteers and provides all clubs with an excellent starting point moving into 2022. The introduction of our online invoicing system, which provided clubs with their total invoice at the beginning of the season and pay in instalments has contributed strongly to a reduction in club debts. Through the COVID-19 pandemic, Outer East has been able to improve its financial position, whilst decreasing the burden on clubs. Over the past two years, we have seen our cash reserves and assets double, whilst our liabilities have decreased markedly. This strong position allowed us to provide rebates and credits back to all clubs this year, with over $100,000 returned to clubs for fees and charges not utilised once competitions ceased.
Heading into season 2021, a key focus was to support clubs in financially navigating the pandemic and ensuring all clubs were in a strong off-field position. Savings/discounts of $285,000 were passed on to clubs at the start of the 2021 season. Thank you to AFL Victoria for their support in removing player registration fees for the season, to aid player retention as we returned from no competitions. This saving, coupled with significant reductions in player payments sees all clubs financial with the league.

2021 Report continued Government support from November 2020 to March 2021 via Job Keeper and through the more recent lockdowns, access the Business Relief Grants, a fortnightly payment, provided cover for lost revenue, in particular finals. The league also applied for various other grants available through SRV, AFL Victoria and other government organisations, with various levels success. We are most appreciative of these measures and acknowledge their role in managing what has been an unprecedented crisis and maintain financial stability. AFL Victoria and Netball Victoria’s support and guidance through the pandemic has been vital in helping us navigate this period. Our strong financial position would not have been achieved without the support of our partners and sponsors. Thank you to our major partner in Bendigo Community Bank and major sponsors Yarra Valley Water, Totally Work Wear, Hallam and Baywater Truck Centres, Box Hill Institute, Glenbrae Signs, ATC Traffic and Rochford Wines. We also thank all our other valued sponsors and community partners. We welcomed Kärcher and Coates as partners in 2021, which highlights the growing standing of our organisation within the community. We are grateful for the ongoing support of our partners and look forward to these relationships continuing for many years to come.
Thank you to Tony Mitchell and the board for their unwavering support, guidance and energy in leading our organisation. Thank you also to Peter Dixon and the Yarra Ranges Umpires Association (YRUA) for their flexibility and commitment this year. 2021 saw our umpiring numbers grow from 130 to 171, which goes against the trends across the state which saw umpire retention become a major concern. The opening of the Officer training base, appointment of John Howorth and strong relationship between the YRUA and Outer East provides a terrific platform for 2022 and beyond.. Season 2022 will see a significant shift for Outer East, moving from an AFL Victoria country commission to a metropolitan league, Outer East Football Netball. It is a significant move for our organisation, clubs and stakeholders and has been two years in the making. Thank you to the team at Outer East, both our board led by Tony Mitchell and staff, whose passion, resilience, and energy has seen Outer East navigate an immensely difficult period to build a strong, vibrant community sporting body.
Importantly, we have been able to retain all staff through this period, whilst adding two new roles to support clubs in umpiring and netball operations. We welcome John Howorth and Matt Blanchard, who bring a wealth of experience and enthusiasm to their respective roles. Thank you to Cameron Hutchison (Operations), Sheryn Harbert (Administration and Finance), Andrew Gibbons (Juniors), Greg Heinrich (Netball Development) Sebastian Mueller-Schmuki (Umpiring) and Lachlan Shaw (Media) for your resilience, support and efforts in trying circumstances. Grace Nicholls, in her role as AFL Victoria Participation Coordinator for the region has been an outstanding addition to our team. Her work in schools and transition age groups will benefit the league long term.

2021 Report continued The five-year strategic planning period (2017-2021) has been a period of change; in which our competitions and participation numbers have grown significantly, and our geographical footprint has shifted. Over this period, Outer East has built a strong foundation for the future: - Introduction of our organisational mission, vision, and values, as well as future direction and strategic plan documents. - 36% growth in participation (6,500 to 8,900 participants). - 376% growth in Sponsorship and partnerships (We will reach $200,000 in 2022, up from $42,000 at the start of 2017). - Building strong corporate partnerships with industry leading organisations such as Box Hill Institute, Kärcher, Rochford Wines, Yarra Valley Water, Bendigo Bank, Coates Hire and Australian Traffic Control. - Significant growth in female participation, with the introduction of four standalone junior girls, two senior women's and junior netball competitions. - Two new junior clubs (Worawa Indigenous College and Yarra Junction), new senior club (Berwick Springs). - 38% increase in junior teams, with growth in both boys and girls’ participation. The introduction of graded divisions and Friday night Under 9's in particular have been excellent initiatives. - Building our cash reserves from just over $40,000 to over half a million dollars, whilst simultaneously reducing club costs by over $300,000. - Significant investment in welfare and club development programs, in particular Mental Health First Aid Training Richmond Institute, Club Strategic Plans for every club through CLUBMAP, the Leading the Change program, which has focused on respect and responsibility, family violence and mental health, and delivered education to participants and clubs across the region. 266% increase in our social media followers across all platforms. - Development of a high-quality, cutting-edge media program, supported brilliantly by our media partners GameFace and Premier Data.
Following such a significant period of growth, it is crucial now that stability and consolidation is our focus over the next five years. We will engage with clubs in setting the vision for the next five years with a key focus on participation, junior to senior transition and female sport. Strong, sustainable and spirited competitions across all grades and levels will only benefit our clubs and Outer East. Though COVID-19 will continue to provide fresh challenges, we enter 2022 with renewed optimism of better times in front of us and a full season of football and netball.

2021 Report – Tony Mitchell We have had yet another disrupted season in 2021, following promising signs early that we would be able to play a full season. As with Season 2020, COVID-19 again took control and our season was cut short. The past two years have been a massive challenge for all clubs, volunteers, participants and our administration. During the difficult part of the season, we were constantly requested via social media sites and other mediums to just call the season off. We as a board and staff felt the best approach was to delay any decision of calling the season off. The rationale was we all felt clubs needed an opportunity to generate as much income as possible on the back of minimal if any income during season 2020. A key factor raised by many was, would it hurt for clubs to socialise. Whether this be at training, the small opportunities within the club room environment, Thursday dinners or after games we felt this was critical for everyone’s wellbeing and overall mental health. I still to this day believe the correct decisions were made to hold on as long as possible to see if we could continue some games either in our junior or senior competitions, as that’s what our role is all about. During these difficult times, we chose to waiver the player registration and refund clubs prorata clubs fees back to the clubs, for games not played. Our competition received for the first-time significant support funding via AFL Victoria, which allowed player registration fees to be waived. Note, these fees will be reintroduced from season 2022 now that we as a competition have chosen to enter into a Metropolitan model in lieu of Victorian Country. There will be vast savings elsewhere, however. Our clubs and participation of our youth and adults playing our sports is critical to the ongoing development of our communities within our region, whether as a coach, player, volunteer, committee person, trainer or an umpire, we need everyone back involved with our valued club environment.
Our focus with the transition from country to metropolitan structure is to ensure our club and competitions ongoing financial viability. Many meetings and discussions were undertaken with member clubs to provide the SWOT differentials between both football models, clearly our clubs felt switching to the metro structure was best for them with an overwhelming vote of 39 clubs in favour and two against. We have secured new apparel supplier/s and we have no doubt the cost to purchase goods from these new suppliers will be at great financial benefits to all, with online ordering and trademark branding to protect our new entity Outer East Football Netball Competitions Limited. There will continue to be development of partnerships to strengthen everyone’s future and we will continue to strive to assist all member clubs with financial benefits and support. As we come to the end of our five (5) year strategic period (2017-2021), our future direction requires stability. Contained within our newly developed constitution clubs have agreed to a commitment in staying and building our competitions. Our focus in the future is to re-visit our Strategic Direction with a new plan, we will focus on the development of new clubs both in junior, senior netball and football, whether to assist some amalgamations or joint venture proposals. We are flexible on this front, It is about developing the game/s within our region. Outer East Football Netball Competitions will continue to grow as a competition, with the encouragement of club development through increased junior teams and netball juniors and senior teams. We must ensure we are focused on improvement of both football and netball competitions and give each club the opportunity in finding its own level and standard, within our proven divisional structure. This will not change when we commence in season 2022 to the Metropolitan structure. A key focus will be on junior to senior club development and opportunities to grow the game.

2021 Report continued I wish to again acknowledge and thank the great work being undertaken by our office staff during these difficult times under the management of Aaron Bailey, Cameron Hutchison, Andrew Gibbons, Sheryn Harbert and Greg Heinrich.
Some real positives during the COVID-19 period are the re-development of some of our grounds. This includes Mount Evelyn’s new pavilion, Seville’s ground and the pavilion redevelopment works at Gembrook Cockatoo and Powelltown.
I would like to pass on my special thanks to my fellow commissioners (now board members) for their support, varying ideas, commitment to the growth of our region, healthy debates, and their support they have given me and our clubs.
I just ask we work together, stay strong and abide by the future COVID-19 plans as we direct you, AFL Victoria, local councils, State and Federal Government’s alike.
Many thanks to our Deputy Chair Graeme Tuplin, Commissioners Mark Sargent, Leo Groenewegen, Ryan Ford and Lauren Bourke, thank you so much. Our club environments are continuing to focus on participation, retention, growth and being safe. We are to provide opportunities for our youth and most importantly, provide a safe environment for our children and family members to enjoy our great game.
2022 is going throw many challenges up with the new variant of COVID-19. We are going to have further challenges with this, but I ask we all work together to minimise disruption in order for us to get back on the park so our players, committees, parents, and supporters can enjoy watching our great community sports during 2022 and beyond.

2021 Report – Cameron Hutchison Season 2021 began with an air of trepidation following the cancelled 2020 season and the ongoing effects of COVID-19 which included not being able to attend our offices until late November. As a result, the preparation for the 2021 season was greatly condensed for us and our clubs and led to a slow start with player registrations with some participants and clubs uneasy about returning. A snap lockdown in February didn’t help and the flow on effect led to more delays especially in the ordering of apparel, team entries and a very hectic preseason period. Thankfully, our clubs, communities, suppliers, and partners all worked well together through this period to ensure our football and netball seasons began as scheduled.
Monbulk FNC also celebrated their 1000th match since the combining of the Mountain District and Yarra Valley leagues in 1966 in round one, with the Hawks victors over Officer FC. Anzac Round saw some local rivals reunite for this commemorative round of matches, notably Olinda Ferny Creek Vs Upwey Tecoma, Warburton Millgrove vs Yarra Junction, Berwick NC vs Pakenham Lions NC and Emerald vs Gembrook Cockatoo. I’d like to pay a special tribute to the Emerald FNC and President Mark Pedder for the extra effort they put into this day, with the releasing of doves, plane fly overs and the firing of a cannon, making it a very memorable day for all in attendance and a great tribute to our veterans.
Our Season Launch was well attended at Rochford Winery in early March and we kicked off our Go Local 2021 campaign at this event as well. The Go Local campaign was well received by our communities as it encouraged our participants to shop and support the businesses and clubs which had been greatly affected by the COVID-19 enforced lockdowns during 2020.
We made it through until late May before another COVID-19 lockdown saw us abandon the next two rounds of play in line with our specially created COVID-19 interruption By-Laws. Play was able to resume after the Queen’s Birthday long weekend, but it was to be without spectators. As our participants were not able to train together though the lockdown period, we also made the decision to reduce the length of the quarters in the football matches for the first two resumption rounds.
Season 2021 itself started off well as it was very exciting to be back at our local venues after so long. Our marquee round one match in the senior competitions was at Powelltown, where the local side took on community rivals Warburton Millgrove for the first time since the merger of the Warburton and Millgrove clubs in the 1960’s. A large, socially distanced crowd attended and was of the likes never before seen at the Powelltown venue. The attendances across the board in 2021 were really pleasing to see, as people preferred staying local than venturing out to the city to see some football and netball action. Broadford FNC and Berwick Springs FNC were finally able to commence their AFL Outer East journeys with matches against Yea and Belgrave respectively. Berwick Springs were the big winners of the week, taking home a victory in their first ever senior match as a club. Both Broadford and Berwick Springs had waited a long time for this occasion, having to endure the covid lockdowns of 2020 without yet playing a match in our competitions. I look forward to both clubs having a long and fruitful history in our competitions.
Thank you to our media partners for season 2021, Gameface, who facilitated a live stream for the majority of the matches played on this weekend, which was well received by our communities who were not able to attend these matches in person. A big thank you to Glenn Carter, Quinn De Luca, Jordan Smith, and the rest of the Gameface crew for all their efforts and support in season 2021. Four rounds were able to take place in the middle part of the season before further lockdowns were reinstated and would ultimately end our 2021 season, with no further matches possible. During this time, we had begun our Women’s, Veterans and Junior Football finals series. The Women and Junior Footballers had completed the first week of their finals, with the Women’s only having two weeks to go and some teams already into the Grand Final. In the Veterans we only had the Grand Final left to play. Numerous scenarios and all avenues were exhausted regarding the completion of all competitions during this time, but with the lockdown period extending into October it became untenable to try and complete any of our competitions.

2021 Report continued To finalise the seasons and reward the teams for their achievements in the interrupted year. It was decided that the teams who either finished in 1st place on the ladder or finished in the higher place after playing a finals match, would be recognised as minor premiers for season 2021. League Best & Fairest and Goal Shooting/Kicking awards were still presented but had to be done remotely. The presentations were premade and premiered on Facebook for the senior competitions and via Zoom meetings for the Junior Football competitions. Our first season partnering with Premier Data for player stats linked to our matchday footage greatly enhanced these events along with our offerings to our senior coaches and our social media exposure throughout the season. I look forward to continuing this partnership with Tony and the Premier Data team in 2022. Thank you to Aaron, Andy, Sheryn and our entire team of staff for their support and commitment to making the best of the difficult situations we were faced with this year. Special mentions to our clubs and their teams of volunteers who all showed great resilience and understanding throughout the year. We all missed out on a lot due to the interruptions of 2021; Gembrook Cockatoo’s celebration of their 1000th match became an away game vs Berwick Springs, our Sockit2MND round and celebration of Shane Smith’s connection to both Seville and Monbulk were unable to take place along with our inaugural Women’s competitions grand finals didn’t eventuate. Melbourne’s weather also played a hand in interrupting the season with a huge windstorm decimating Mount Dandenong and surrounds, felling trees, and causing large power outages, which led to several of our clubs being displaced as their club facilities were required as community refuges. Once again, our clubs rallied together and ensured each other were supported through this period. We had some new additions to our office team for season 2021 beginning with Grace Kalac as our Media Coordinator who filled the vacant position left by Matt Fotia upon his departure in March 2020. Grace joined us from Richmond FC after their forced staff changes due to COVID-19. I’d like to thank Grace for her efforts in producing the 2020 Virtual awards presentation and the 2020 AGM report. Unfortunately, Grace’s time with us wasn’t a long one as she was able to land a great role with the Cathy Freeman Foundation.
Following Grace’s departure we added another Grace, Grace Nicholls as our AFL Victoria Participation Coordinator and our media intern, Lachlan Shaw was able to step into the Media Coordinator role after completing his work placement with us in late 2020. Both have been great additions to us and have fitted in nicely to our team. Sebastian Mueller-Schmuki was the final addition to our team in 2021. Seb joined us as our Umpiring and Development Coordinator overseeing our football umpiring department and assisting our junior Interleague programs. Thank you to Greg Heinrich and the Inspire Netball team for their contribution to our Junior Netball development programs along with Jamie Maher who came on board as our Netball pool umpire director. Greg and Jamie were extremely organised and a pleasure to work with in 2021. Greg was also key in the implementation of our Netball player points system for season 2021 and beyond. A special mention of Jeff Lawton, who we sadly lost to cancer during the 2021 season. Jeff’s contribution to our competitions playing results history was enormous and I only hope we can continue to add to the amazing piece of work that he was able to put together. Pleasingly, our Tribunal panels weren’t called upon as much in season 2021. However, thank you to Craig, Greg, Mick, Tony, Harold, John and Geoff for their time as league volunteers in this role. Once again, our match day media team of Leo joined by Liam Vertigan in the commentary box and Bethany behind the camera were great. Thanks to Bob Foletta for filling in for Leo when he was unavailable as well. Finally, I’d like to thank Tegan, Marshall and Charlotte for their personal support and understanding throughout the 2021 season. Working from home, juggling home schooling, Zoom meetings and the uncertainty surrounding this year provided for many more challenges than we would normally face and I greatly appreciate everything they did for me this year.

2021 Report – Andrew Gibbons After not playing any football in 2020, we geared up for an exciting yet apprehensive 2021 season. Our priority was working with clubs to ensure their players returned to the field after such a long layoff. Given the challenges presented with COVID-19, our clubs should be congratulated on what they were able to achieve. After trialling the Under 9 Wayalaks on a Friday night in 2019, we finally had the chance to fixture them each week. Whilst attending the Under 9 Wayalaks Friday nights, I was pleased to see all the children and parents enjoying the new format. Our aim was always to give them a non-pressured enjoyable environment which they could participate in, and I feel we succeeded in this. Our Under 9 Wayalaks were also lucky to be able to fit in their mini carnival and I extend my appreciation to Woori Yallock JFC for hosting the event. Emerald & Mount Evelyn played off in an exciting final with Mount Evelyn coming out on top. However, the children were the ultimate winners, enjoying a wonderful day of footy. We also decided to change our age group structure so we could give our older players a chance to complete their junior career, due to the cancellation of the 2020 season. This would also bring us into line with our neighbouring leagues, which would see us maintain our playing group.
The season started with great hope but unfortunately due to COVID-19 we were shut down for two weeks in late May. We resumed in Round 10 losing Rounds 8 & 9, but were again shut down and couldn’t play Round 13. We made a decision to go straight into playing the younger age group finals and Round 14 for the older age groups when we returned on Sunday 1st August. The younger age group completed their first finals week, and the older age group were ready and raring to go when we were shut down for a third time. We tried everything to get some sort of finals completed, but unfortunately the lockdown lasted until late October. Due to not having completed a full finals series, we decided not to award premierships, but to award minor premierships for the team ranked highest when we drew a close to season 2021. With the lock down not allowing us to hold any face-to-face events, we decided to complete our season with a virtual best & fairest presentation. This was a major success which saw us celebrate our best & fairest winners and all players that received votes. Thank you to Lachlan Shaw, our Media Coordinator, for his help in setting up our virtual best & fairest presentation.
Coming into the start of the season, we were down on the previous year (2019) by 10 teams, which was understandable due to the COVID-19 apprehension. We fielded Under 9 Wayalaks (13 teams), Under 10 (6 teams), Under 11 (14 teams, which we split for the finals), Under 13 (17 teams), Under 13 Girls (7 teams), Under 15 (14 teams split into two divisions), Under 15 Girls (8 teams), Under 17 (9 teams) and Under 17 Girls (5 teams). The season started with 17 Under 13 teams, which was great under the circumstances, and we firstly graded them into two divisions, but later on split them again into three divisions. It was fantastic to have graded competitions as this ultimately provided a more even playing field.

I would like to thank the Commission, Aaron Bailey and Cameron Hutchison for their leadership in what was a difficult season. Your collaborative approach and openness enabled me to make the hard decisions easier. Thank you to all the office staff, who kept the season alive and provided an enjoyable environment to work in during a difficult year. The clubs and their committees were exceptional in the road to recovery after an abandoned season in 2020. The year produced a lot of stops and starts and the clubs performed exceptionally well in keeping their players & members engaged. We were thrown a lot of curve balls this year with COVID-19 and then the storms, but our community spirit came to the forefront and our clubs helped each other out. Well done to all.

2021 Report – Andrew Gibbons Our Development and Interleague program was extremely challenging this season, due to the numerous lockdowns and restrictions.
Peninsula Juniors and a considerable layoff, we were able to complete our interleague carnival.
We started with unwelcome news that our Under 17 International game against New Zealand had been cancelled. Our training schedule for all teams was thrown into chaos, but amongst all the turmoil, we managed to complete our trial games against the MPJFL.
We headed to BlueScope Arena in Hastings on another wet day in mid-November. To their credit, our teams played some inspiring football after such a long layoff, with our Under 14 Boys coming away with a thrilling win. Our Under 15 Girls fell just short of winning the carnival in what was a highly contested game.
Thanks to Danny Ryan at the Eastern Ranges for their patience and help getting the trials up and running. Our Development Coordinator, Sebastian Mueller-Schmuki, did a tremendous job contacting and sending out all the correspondence for all our programs, organising training or non-training at the last moment was difficult, but Seb took it all in his stride.
The standout team for us were the Under 18 Girls who came together late but jelled into an extremely tough and competitive team, winning all three of their games to win the carnival. I feel we have one of the best female programs in the state and it is a testament to the magnificent work our local clubs & coaches put in to promoting female participation.
The Development squads (Under 12 Boys & Girls, Under 13 Boys) started training on the 14th March and though we had an interrupted training schedule, they played their games on Friday 9th April under lights at Kilsyth Reserve. It was fantastic to see the players back on the park and giving their all.
In what was an exceedingly difficult 2021 interleague season, I would like to thank everyone involved - the coaches, support staff, parents and especially the players for their patience, enthusiasm and commitment to our program.
After rescheduling due to lockdowns, we finally got to play our first interleague game at Sweeney Reserve in Narre Warren South on Wednesday 30th June. The day did not start too well due to a glitch with the fixture, but once we had it sorted, our players showed a great deal of determination and did their best against bigger bodied opposition. Our female teams led the way, with both our Under 15 & 18 Girls coming away with resounding wins against South East Juniors. Game two was played at Casey Fields in some of the most atrocious weather imaginable. Our boys dug deep against well-organised and physical opposition but were unable to come away with the win. Our girls played some spirited football and both fought hard for well-earned victories against strong Frankston District juniors sides.
In a review of the Development/Interleague Program late in the year, we will be striving to make the program more professional in the future. To facilitate this, we have reconfigured Sebastian’s position and introduced the Interleague HighPerformance Coordinator to his job description. Junior Netball Representative Program
After a season of no netball in 2020, it was great to see junior athletes back out on court, albeit for a reduced fixture due to the ongoing restrictions that plagued community sport. Whilst 2021 saw some additional changes in the junior age groups with participation numbers slightly down from that of 2019, the competition remained strong:
The representative program in 2021 saw a similar fate to the home and away season, spending most of the year living life like a yo-yo of scheduling trainings, rescheduling trainings, preparing for tournaments to then have them cancelled on multiple occasions.
13 Under Blue: 6 Teams 13 Under White: 7 Teams 15 Under Blue: 6 Teams 15 Under White: 9 Teams 17 Under Blue: 7 Teams 17 Under White: 7 Teams The ongoing focus will be the continued growth of the junior competition across all three divisions. 2022 will see the compulsory introduction of a 17 & Under team for all clubs/divisions. The 17 underage group will also shift to a mixed competition for the Blue section (Premier, Division 1 & Division 2). This is to ensure we continue to provide opportunities for boys participation as well as take a holistic approach to the long term growth of our junior competition. Junior Netball Development – Emerging Talent Academy 2021 saw the commencement of the brandnew Emerging Talent Academy for the 13 & Under and 15 & Under age groups. The academy has been implemented as a pathway program towards the representation program and saw 46 athletes participate across two locations: South East (Pakenham) and Valley (Woori Yallock) over a nineweek program. The program is designed to support emerging athletes in further developing their physical preparation and development, technical and tactical skill development as well as their game sense awareness and ability to implement these skills into match play.
With much of the disruptions taking up most of the available calendar year, the Association Championships were finally held in November in a modified format with the main focus on the Netball Victoria Talent Identification process. This meant that we only competed in a preliminary round format with no finals on the day, and no progression through to the Finals Day for the top two placed teams in each age group, meaning also that the Open Representative Team would not compete at all as they usually only play off in the final’s series. We are blessed in the Outer East with some incredibly talented junior athletes electing to play for the league, so much so that one of our 15 & Under athletes Eliza Molino (Pakenham Lions NC) became ineligible due to playing too many VNL games in the 19 & Under age group as a 15-year-old throughout the year. I'd like to congratulate Eliza on behalf of the league on this achievement. The tournament itself brought sunshine and warm weather, our 13 & Under and 15 & Under teams both finished in the top two of their pool whilst the 17’s continued to get stronger as the day went on. With no final’s series, this means the Outer East remains the 15 & Under reigning champions and will have the opportunity to defend their title in 2022.

A special thanks to our athletes, parents and especially our coaching panel who endured what I am sure of as the longest representative season in their coaching careers. Senior Netball Competition The senior competition was as fierce as ever, continuing to prove why we are one of the best in the state with the quality of athletes and coaches that choose to represent their clubs within the Outer East. We had additional teams entered by Berwick Springs following their entry into the competition for the first time in 2019 with only 2 senior teams in C and D Grade. This year, they were able to field four teams across A – D Grade which is a fantastic effort and we will see their continued growth into 2022 and beyond. 2021 also saw Berwick Netball Club compete as a standalone club for the first time after the departure of Berwick FC in season 2020. A huge thankyou to Steve Santamaria and his executive for their commitment to the Outer East structure, we know there are some exciting things on your horizon, and I can’t wait to see what the future holds.

get out and about to most venues throughout the limited season to mentor our panel umpires, either umpiring alongside or mentoring from the sidelines and we can’t wait to see how Jamie and the panel continue to grow throughout 2022. I’d also like to take this opportunity to provide a special mention and thanks to Carolyn Gunn who did a great job of looking after the panel umpires for many seasons prior to Jamie coming on board. We appreciate the time and commitment to the league and the efforts you put into the panel over your journey with us. Netball Coach Development Unfortunately for the coaches within the Outer East, the pre-season proved difficult to get the Inspiring Coaches Workshops off the ground due to the changing landscape that COVID-19 provided. We did, however, have four coaches complete the theory of their Intermediate Coaching Accreditation late in the year and now just need to complete their practical assessments. Congratulations to these coaches for your continued development.

Season Review:
There was a new face in town in 2021 with Jamie Maher taking on the recruitment and development of our panel umpires. Jamie brought a wealth of knowledge and experience from both grass roots and the elite level and matched this with his passion to see the sport and the league continue to grow. The results were almost instantaneous with a new umpire to the league achieving their C badge in the first round of the season. Jamie was also able to
It wasn’t perfect and it certainly wasn’t pretty, but we did see netball take place in 2021 which was so important for our clubs and our communities. Thankyou to all the netball presidents and coordinators for your continued support over the past 12 months. I know it wasn’t the easiest of tasks but what you were able to put into action to ensure your clubs could compete was amazing and you should be extremely proud of your efforts. I look forward to seeing you all again in 2022.

2021 Report – Grace Nicholls Amidst the stop-start nature of 2021, participation in the Outer East has continued to thrive and develop. Firstly, I would like to thank the 16 Auskick coordinators in the Outer East who have continued to work hard and collaborate with the participation team to grow Auskick participation to 936 participants in 2021 which is an increase from both the 2018 & 2019 seasons. With continued collaboration with the Auskick coordinators and volunteers, participation in Auskick can continue to grow in 2022. With a big emphasis on bringing footy back into schools in 2021, the participation team in Outer East has successfully run 24 AFL School Programs reaching 3,951 students. With much of the year being spent in lockdown, it is with certainty that these participation numbers will be increased in 2022 to support and grow Auskick centres and junior football clubs. Excitingly in 2021, the participation team began a targeted kindergarten initiative to further support the current Auskick centres. Throughout terms three & four, we were able to visit nine kindergartens and run AFL Programs to 167 kindergarten students. As kindergarteners are now able to participate in Auskick, we believe this will continue to support the growth of AFL and Auskick. With AFL Victoria prioritising participation and transition, this has given the Outer East participation team the opportunity to collaborate with the junior football clubs to strengthen pathways from Auskick to junior football and recognise opportunities for growth. Through this, I have been able to build worthwhile relationships with junior committees and volunteers and I look forward to continuing this in
2022 to grow the Outer East junior competition and allow for clearer pathways and strong junior clubs. Coaching has continued to play a big part in the participation team at AFL Victoria as we have been able to continue to educate coaches in person and online. In May, there was a junior coaching curriculum where 63 junior coaches were in attendance. In August, there was an online coaching forum with the Eastern Ranges NAB League Coach, Travis Cloke, where over 80 coaches attended. Before 2021 wrapped up, we were able to have two more coaching sessions in December. One was with the Box Hill Hawks and a Female Coaching Session with some Box Hill Hawks VFLW coaches and Cloke. Coaching will continue to be integral to the participation team in 2022. The new ‘Footy 4 Fun’ concept at AFL Victoria was an initiative brought to life in 2021. The Outer East ‘Footy 4 Fun’ Auskick Carnival was run in December and there were 47 Auskick participants in attendance. The carnival was aimed at transitioning older aged Auskick participants into junior football, so we were also able to work with the junior football clubs throughout this event. ‘Footy 4 Fun’ will continue in 2022 so keep an eye out for these events! The participation team has seen success in all aspects of participation in 2021 and we cannot wait to see Outer East grow in 2022 to increase not only in participation, but the strength of competition in the league. I am appreciative for your collaboration with the participation team and look forward to strengthening my relationships with you all in 2022.

2021 Report – Lachlan Shaw Following a year of no sport for any of our competitions in 2020 due to the COVID-19 pandemic, the opportunity to recommence community sport again was terrific. As we continue to live through one of the most extraordinary periods in world history, the one thing this pandemic has taught us is to appreciate the small things and never take anything for granted, of which community sport is a big part of this. Following the completion of a sports media and communications degree and an internship with AFL Outer East during the summer months of 2020/2021, I was very fortunate in gaining a position leading the media team, officially starting in the week leading up to Round One in April. I would like to thank Grace Kalac, who preceded me, for her initial guidance and assistance so I could be comfortable and more relaxed in the role before she departed Outer East for a new opportunity. As the season moved along, the areas of my role which I really prospered in were written content and promotions, where I liaised with our partners to produce engaging content for our audience. The production of the GameDay Record, in partnership with Gameface was one of the best forms of content I was involved in this year as I was able to showcase a lot of my own work and bring to light some of the best feelgood stories of the year. Despite not being able to get a full season in and host a complete finals series for all our competitions, this did not get in the way of some great moments and other milestones to occur across the region. My two favourite moments of the year which I shared through engaging stories with our publics were when the Woods sisters Alex, Emerson and Gabby took the field together for Healesville in its match against Beaconsfield on Sunday 20th June and Kate McGowan’s 400th game for Pakenham Lions Netball Club, which took place on Saturday 3rd July.
Season 2021 saw Outer East strengthen its alliance with Gameface as our official media partner. The first in a multi-year agreement with the digital media firm saw them deliver some great pieces of content for us, the highlight of which was the recording of all senior football games as well as a handful of netball and women’s football games. Each game was produced into a highlights reel and shared onto our Facebook page, which received great numbers with engagement. The ability for many of our home and away games to be filmed provides a great resource for our members and volunteers to look back on in years to come. Additionally, one game per week (the match of the round) was livestreamed on our Facebook page which was a great way to keep our audience engaged on weekends. Additionally, I would like to thank the team at Gameface for facilitating the livesteam of senior games on our first weekend back from lockdown in June and for the women’s finals in August when we were unable to have a crowd attendance at metropolitan games. The work undertaken to organise this was monumental and I am appreciative of this. Every Friday night, a live show was streamed through our Facebook page to keep our audience up to date with the latest in Outer East games and preview the weekend ahead. A big thank you to Liam Vertigan, Quinn De Luca, Darren Parkin and Lee Lawrence for your input into this. As we close the book on season 2021, I would like to express further my sincere appreciation to several people who either assisted me, or through their hard work went above and beyond to ensure our suite of media offerings were delivered in the best way possible. Aaron Bailey and Cameron Hutchison, thank you for providing a keen and passionate young man with the opportunity get his start in an industry he has aspired to work in for a long time. You believed in me and my ability to produce some great work and for that, I really appreciate you for it.

2021 Report continued To Glenn Carter, Quinn De Luca and the entire team at Gameface, thank you for your commitment this season which delivered a number of positive outcomes for our competition. To Liam Vertigan, who completed a media internship with me as part of his studies at Holmesglen Institute, thank you for your work, passion and dedication to your role at Outer East, particularly through a disruptive period. Your collaboration and commitment to your tasks this year was impressive, and we look forward to having you back in the commentary van in 2022. Bethany Hutchison, the leagues official photographer, your ability to capture the important moments from the year, through natural photography skills was exceptional. The beginning of a new week was one of the most exciting as I reflected on a weekend of football and netball through imagery which could then be used for media and promotional purposes. Our commentary team, once again, were outstanding in their efforts and even after 18 months of no competitions. Their enthusiasm for the task was magnificent and I thank Leo Groenewegen for his leadership in this space, as he and Cameron mentored Liam in the commentary box this year. I really appreciated all your efforts in the games commentated this year. Finally, thank you to all my colleagues in the office for your collaboration with me and most of all, for making our workplace a fun place to be around. As we look ahead to season 2022, I am really excited about what’s ahead for the Outer East and the opportunity to cover further news stories and other forms of content for our audiences to engage with. I am particularly looking forward to providing more exposure with our women’s football, netball and junior football competitions. Additionally, I am also keen to again work closely with my colleagues to deliver a great football and netball competition which our participants are proud to be involved in.

2021 Report – Sebastian Mueller-Schmuki Heading into the 2021 season, there was sense of optimism and opportunity to finally take the field again after the 2020 season was unable to be played. Despite an interrupted year, we managed to fill all appointments across the junior, senior, women’s and veteran’s competitions. As this was a key target for the season, it was a great achievement by the umpires to commit to weekly training and games. Everyone involved should be proud of their efforts. Recruitment was paramount in ensuring all games had umpires appointed. Initial registration numbers were concerning due to hesitation that the season wouldn’t go ahead. However, once pre-season training commenced, great progress was made. At the conclusion of the season, we had 171 registered umpires, up from 165 in 2019. It was our strongest year over the past five years (2017-2021). Most noticeable was the number of junior and senior umpires who transitioned from other leagues – umpire retention amongst this cohort will be a key focus heading into the 2022 season. One of the most successful initiatives of the year was to establish a weekly training venue in Officer. Not only did this encourage new umpires from the south east growth corridor region of our league to join and become a part of the umpiring fraternity but moving forward, it will allow for greater retention of umpires due to providing flexible training options. Having three training venues spread throughout the region (Emerald, Lilydale and Officer) will encourage growth with umpiring numbers and ensure there are training opportunities for all our umpires in the long term.
Other highlights of the season included: - The development of junior umpires who trained every Monday and regularly umpired junior football to a very high standard for their age on Sundays. - New young umpires regularly officiating the U9 competition on Friday nights. Great introduction to junior umpiring with mentors at games to support them. - ‘Buy-in’ from all umpires. Having a new venue spread the training numbers, however, this resulted in some of the less experienced umpires stepping out of their comfort zones during training sessions. On a more individual note, special acknowledgment must go to the following three umpires for their outstanding 2021 seasons. All three demonstrated commitment and the drive to develop themselves as umpires, alongside encouraging the rest of the umpire group to strive for their own personal best. Due to your guidance, umpires were performing to a high standard every weekend. Don Cooper supported Aaron in his role as Head of Umpiring Assistant, providing feedback to our goal umpires and working in tandem with Shannyn Gereg (Field Umpire Appointments Coordinator) in the appointments process.

2021 Report – Sebastian Mueller-Schmuki My appreciation also must go to the mentors who helped during games and training sessions. Laurie Girardo and Lindsay Skipworth (Development Coach) provided great support to the many up-andcoming younger umpires who got their first taste of senior umpiring and created a pathway from junior to senior umpiring. Thank you to Warwick Marsh (Junior Coach) and Steve White (Assistant) for developing our junior umpires each Monday night at Lilydale, as well as Junior Appointments Officer Emily Jose who worked tirelessly to ensure that all junior games were filled. Finally, working in partnership with the Yarra Ranges Umpires Association allowed for a consistent approach to umpiring despite a rollercoaster football season. YRUA President Peter Dixon was a voice for the umpires in the AFL Outer East competition, helping to retain experienced umpires while establishing opportunities for young umpires to develop and demonstrate their abilities. The YRUA has a long and proud history within the AFL Outer East football community, and I am looking forward to many more years of collaboration between the league and the association. Although the 2021 season may not have ended as we hoped, the future looks bright for umpiring in the region. A new direction within the coaching structure and the opportunity for umpires to develop and execute each weekend gives me great confidence that the 2022 season will be one of the most productive, successful and enjoyable seasons in recent years!

Responsibilities of the directors for the financial report The directors of the league are responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards and the Associations Incorporation Reform Act 2012 and for such internal control as the directors determine is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error. In preparing the financial report, the directors are responsible for assessing the league’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the directors either intend to liquidate the Company or to cease operations, or have no realistic alternative but to do so. Auditor’s responsibilities for the audit of the financial report Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report. This description forms part of our auditor’s report. Emphasis of Matter The operations of the Yarra Valley Australian Football Commission Limited for the year ended 31 October 2021 have been interrupted by the impact of the Covid-19 pandemic and lockdowns. I refer to Note 1 to the Financial Statements for more details of the impact of the pandemic on the financial report.

1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
These financial statements are a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Reform Act 2012, for use by the members of the League and to fulfil the board's requirements to prepare financial statements. The financial statements have been prepared in accordance with the requirements of the Associations Incorporation Reform Act 2012 and the following Accounting Standards: AASB 15 Revenue from Contracts with Customers AASB 16 Leases AASB 101 Presentation of Financial Statements AASB 102 Inventory AASB 107 Cash Flow Statements AASB 108 Accounting Policies, Changes in Accounting Estimates and Errors AASB 110 Events after the Reporting Period AASB 113 Fair Value AASB 116 Property, Plant and Equipment AASB 119 AASB 119 Employee Benefits No other applicable Accounting Standards, Australian Accounting Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial statements have been prepared on an accruals basis and are based on historic costs and do not take into account changing money values or, except where specifically stated, current valuations. The financial statements have been prepared on a going concern basis. The following significant accounting policies have been adopted in the preparation of these financial statements and consistently applied to all periods covered. PROPERTY, PLANT & EQUIPMENT
Items of property, plant and equipment are carried at cost or fair value less, where applicable, any accumulated depreciation and impairment loss. The items have been assessed for current replacement cost in 2019, and as a result there has been no change in the values of the individual items. Subsequent costs are included in the asset's carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefits associated with the item will flow to the association and the cost of the item can be measured reliably. All other repairs and maintenance are charged to the income and expenditure statement during the financial period in which they are incurred. Gains and losses on disposal of an item of property, plant & equipment are determined by comparing the proceeds from disposal with the carrying amount, and are recognised net within other income in the income and expenditure statement.

DEPRECIATION
Depreciation is calculated on the depreciable amount of all fixed assets over their useful lives commencing from the time the asset is held ready for use. The depreciation methods and rates used for each class of assets are as follows: Computer Equipment – Diminishing value method 33%. Furniture & Fittings – Diminishing value method 7.5% to 20% Leasehold Improvements – Diminishing value method 20% Motor Vehicles - Diminishing value method 25% Depreciation methods, useful lives and residual values are reviewed at each financial year end and adjusted if appropriate. INVENTORIES
Inventories are measured at the lower of cost and net realisable value. The cost is based on the first in, first out principle and includes expenditure incurred in acquiring the inventories and other costs associated with bringing them to their existing location and condition. Net realisable value is the estimated selling price in the ordinary course of business, less the estimated selling expenses. A significant amount of Inventory ($65,655) was written off in 2019 to ensure that Inventory was valued at its net realisable value. LEASES
Operating leases do not transfer substantially all the risks and benefits incidental to ownership of an asset. Payments made under an operating lease are recognised in the expenditure statement on a straight line basis over the term of the lease. The leased assets are not recognised in the balance sheet of the association. EMPLOYEE ENTITLEMENTS
Provision is made for the association's liability for Employee Entitlements arising from services rendered by employees to balance date. Employee Entitlements that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on-costs. Annual leave has been assessed in accordance with the provisions of AASB 119 however, no change in classification between current and noncurrent is considered necessary. INCOME TAX
The League has been granted an income tax exemption by the Australian Taxation Office.

GOODS AND SERVICES TAX
Revenues, expenses and assets are recognised net of the amount of goods and services tax (GST), except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of the expense. Receivables and payables are stated with amount of GST included. The net amount of GST recoverable or payable to the Australian Taxation Office is included as a current asset or liability in the balance sheet. REVENUE RECOGNITION Property Division Sales Property Division Sales represent revenue earned from the sale of products to member clubs. Revenue is recorded when the goods are despatched. lnterest Income Interest Income is recognised as it accrues. Management Fees Management Fees represent revenue earned from charges to member clubs used to fund the provision of services (including but not limited to umpires). Asset Sales The profit or loss on disposal of assets is included as revenue of the association. Such profit or loss on disposal of assets is brought to account at the date an unconditional contract of sale is signed. 2.
