Top 10 things you need to know:
1. The Outer East Football Netball (OEFN) together with the YRUA provides 3 disciplines across Field, Boundary and Goal.
2. We are an inclusive group that welcomes all backgrounds, genders, ages & abilities. We encourage fun participation and provide opportunity for all umpires in their preferred discipline to umpire across all our football competitions.
3. Senior games (including finals) are played on Saturdays (some Friday nights) between April & September.
4. Junior games (including finals) are mostly played on Sundays (some Friday nights) between April & August.
5. White is the preferred colour of umpire runners and/or boots to wear on matchday.
6. Physical matchday Senior paperwork MUST be handed into the Outer East Head Office (95 Colchester Rd, Kilsyth, VIC, 3137) letter box no later than Monday 10am following the weekend matches. Junior paperwork is to be left in the rooms for the clubs to collect.
7. All umpires MUST be in correct On-Field attire when umpiring.
8. Umpires gain entry to grounds they are umpiring at for FREE
9. Umpires are given an Outer East Football Netball Umpires pass which enables FREE entry to whichever ground they are umpiring.

6. Officials HQ (OHQ)
The centrepiece for all umpire operations!
Here’s what all registered umpires need to know:
• Make sure that your Officials HQ profile has all the correct contact and bank details entered.
• Emails (especially), texts and phone calls (where necessary) will be sent to the details each umpire has entered in their OHQ profile.
• You will be paid through OHQ - so bank details need to be accurate!
• All Umpires (Junior & Senior) MUST enter their unavailability in OHQ by 7pm Sunday, the week prior to the next round of matches. Junior umpires are to fill out an availability form – please contact Emily Jose.
• Upcoming weekend Senior umpire appointments are distributed weekly via OHQ after training on a Wednesday night. Junior appointments are distributed to Junior umpires via OHQ on Tuesday nights.
• You can view your appointment in OHQ by logging into your profile or through the appointment you receive via email on Wednesday night (Tuesday night for Juniors).
• Appointments MUST be accepted in your OHQ profile by midday Friday. (Screenshot examples on the next page)
• Seniors: If you have already been appointed to a weekend game & you urgently cannot umpire, please decline the appointment, and contact Jason McNiece & Ken Taylor ASAP Monday-Friday.
• Senior matchday: If you are sick or urgently unable to umpire your game on matchday, please contact Ken Taylor firstly and Jason McNiece ASAP (see the contact page for details).
• Juniors: If you have already been appointed to a weekends game & you urgently cannot umpire, or have any questions, please contact Emily Jose and Warwick Marsh ASAP (see the contact page for details).

Once in Officials HQ do the following to view and accept appointments.
To view Game Info:
1. Click on the icon next to the Bell (3 lines).
2. Then click “Game Info”
3. All details of the match, plus contact details (if umpire has put them in) of other panel members will be displayed.
To Accept or Reject an appointment:
1. Click on the Bell icon next to the 3 lines icon.
2. Click “Accept” or “Reject” assignment (appointment).

8. Accreditation Module
Completion Deadline: April 30th, 2024!
The umpire education accreditation module has been introduced to improve the standards of umpiring and ensure a safe and respectful environment for all umpires. It is a mandatory requirement for all umpires & umpire coaches participating in season 2024 to complete.
• These modules must be completed through the Officials HQ platform.
• The below information provides further detail surrounding the modules.
• If you fail to complete the module by the above deadline, it means you won’t be appointed to games until it’s completed!
• Umpires under 18 must complete the junior education module, while umpires 18 & over must complete the senior education module.

Three Locations in 2024:

Important Things to Remember:
• Senior umpire training alternates between Emerald & Healesville every Wednesday.
• Junior umpire training takes place every Monday at Emerald.
• Junior & Senior training come together on the last Wednesday of the month at Emerald for a combined training session & dinner.
• A monthly calendar will be sent out via email & distributed on socials, so umpires are aware what’s on for that month.

• Any changes will be communicated when & where necessary.
• Heatherbrae Reserve will serve as an additional training venue for all umpires in the South East corridor who wish to umpire Senior football with OEFN on Saturdays & Juniors with AFL South East on Sundays.
• Heatherbrae Reserve training will take place every Monday & will be run by OEFN & AFLSE coaches.

10. Match Day Checklist
1. Please double check your appointment in Officials HQ to ensure you are going to the correct ground.
2. Arrive at the ground at least 45 minutes before the commencement of your match.
3. If possible, it is always a good idea to check the ground condition before the game starts to determine if runners or boots are required.
4. Half-time or three-quarter time of the game beforehand is the best time to check the ground condition.
5. If you are running late, please contact your fellow matchday umpire panel to inform them (phone numbers can be found on your Officials HQ appointment notification).
6. Make sure you have your Outer East Football Netball Umpires pass, which enables FREE entry to whichever senior ground they are umpiring.
7. Junior games are Free entry, so no umpire pass is needed.

11. Umpire Pays in 2024
• Umpire match payments are paid by the OEFN via direct credit straight into a nominated bank account (via umpires Officials HQ account).
• Ensure your preferred bank details are accurate & up to date in Officials HQ.
• Payments will be made into umpire bank accounts in the first week following the previous end of month.
• Any alterations to this will be communicated where & when necessary.
• Match payments will vary depending on the division, grade, and discipline you umpire.

• All On-Field & Off-Field uniform should be ordered through the online Merchandise Shop on the YRUA Members Portal. If you need too, uniform can be purchased in-person at League Office (95 Colchester Road, Kilsyth) as an alternative.
• All new registered umpires will receive a free On-Field short sleeve shirt. Please email umpireops@outereastfn.com.au to receive a code to use at checkout in the online Merchandise Shop.
• All uniform must be collected from the Outer East Head Office. (Note: Emerald training pick-up is an alternate option). Pick-up details need to be specified at the online checkout.
• Goal Umpire uniforms are available to purchase via the online order form on the Merchandise Shop as well.

14. Votes & Match Sheets
Votes & umpire match sheets MUST be completed in a timely manner after each match.
• Match sheets are to be completed under “Forms”, while votes are to be completed under “Awards” in Officials HQ.
• Umpires will be contacted when & where necessary, to ensure these tasks are completed.
• Umpire match sheets will be linked to all Field Umpires appointed in each game in OHQ.
• This will be available to fill out via the appointment notification from Officials HQ & through your OHQ profile once the match is complete. Press ‘Send’ when match sheets & votes are fully completed.
• Votes will be linked to all Field Umpires appointed in each game in OHQ, but only one can complete it.
• Screenshot examples of what appointed Field Umpires see when completing Votes & Match Sheets on OHQ are below.

15. Match Day Paperwork
Below is the required paperwork that is to be collected by the Senior Field umpire at the end of the matchday.
All paperwork is to be handed into the Outer East Head Office letterbox (95 Colchester Rd, Kilsyth, VIC, 3137)

16. Matchday Footballs
Please see below the Matchday balls, with brands & logos that are to be used at Senior & Junior games in 2024. All balls MUST have the Outer East FN logo with either Bendigo Bank or Karcher brand logos. The old AFLOE/AFLOE Junior logos are NOT allowed.
Prior to the commencement of each football match the home club will provide the Field Umpires with Outer East Football Netball approved full size footballs as follows:
• Seniors – Two (2) new leather footballs (red or yellow). Must be Kangaroo Brand.
• Reserves – Two (2) new or one (1) new and (1) used (in good condition) leather football (red or yellow). Kangaroo OR Match Brand.
• Under 18s/19s (Boys) – Two (2) leather footballs new or used (in good condition, red or yellow). Kangaroo OR Match Brand.
• Veterans/Women’s – Two (2) leather footballs, new or used (in good condition, red or yellow). Kangaroo OR Match Brand.
• Juniors – Two (2) approved size/type in new or used (in good condition, red or yellow.

21. Incident Response Plan
This incident response plan is to inform all umpires the process that occurs when an incident arises within our umpiring community.
What you must know & follow:
• Specifically, when there has been an incident between umpires or an incident where an umpire has behaved in an unprofessional, inappropriate, or irresponsible manner, and must be brought to the attention of the Director of Umpiring.
• The response plan is intended to be followed for a systematic process to take place to resolve issues & learn from them in the future, and to ensure that umpires are kept up to date & supported throughout the entire process.
• Behaviours that may be reported to the Director of Umpiring and documented include, but not limited to:
- Not adhering to the YRUA Code of Conduct.
- Displaying inappropriate behaviour that is, but not limited to, bullying, harassment, discrimination, and victimisation.
- Displaying behaviour that is causing harm or upsetting other umpires/players or other members of our community.
- Making derogatory comments about any other umpire, player, coach or official either online or in person.
- Being disrespectful to any umpire, player, coach or official.
- Not acting within the rules and spirit of the game.
- Not respecting the rights and worth of every person regardless of age, race, gender, ability, cultural background, sexuality, or religion.
- Not acting with integrity, professionalism, or accepting responsibility for your decisions or actions.
What you must do if you are involved or are a witness:
• If you witness or are involved in a situation where the behaviour of an umpire is poor, please report to the Director of Umpiring immediately.
• For those that are under 18, if an incident does arise, parents/guardians must be notified and updated of outcomes.
• For Female umpires, contact with the Female Liaison officers will be the first step, then information passed on to Jason McNiece (Director of Umpiring).
• Most importantly, support for those involved will be of uttermost importance.

The Response Process & the Umpire Incident Form:
• The below chart is a visual of the incident response plan that is in place for all umpires within our group.
• This is the process that needs to be followed when an incident occurs & is reported.
• If an incident arises, please follow these relevant steps.
• Umpires who report an incident will be required to fill out an Umpire Incident form as part of the process.
• Support for all umpires involved is paramount & available at any time.

22. Code of Conduct
Signing up to become an umpire with the Yarra Ranges umpires Association does not merely mean that you arrive at your appointed match and officiate; you also always have a responsibility to perform your duties in a professional manner!
As an YRUA umpire you are expected to abide by the following:
(a) PRESCRIBED GAME ATTIRE
• All umpires are expected to arrive at their match in a neat manner and suitable footwear (no thongs).
• Your umpiring uniform should also be clean and well-presented with clean white boots or runners, a tucked-in shirt and garters or tape to hold up your socks (if necessary).
(a) BEHAVIOUR
• All umpires are always expected to conduct themselves in a professional manner. This includes at umpiring functions, training and on match day before, during and after the match. Remember, you are not just representing yourself but the entire YRUA umpiring group and the Outer East FN as well.
• All umpires who also play football in the Outer East FN are expected to be respectful of the officiating umpires. Any umpire that receives a yellow or red card whilst playing in the Outer East FN or who is suspended by the Tribunal will automatically be suspended from umpiring at any level for a period proportional to the severity of the offence.
• Umpires shall not make derogatory comments about any other umpire, player, coach or official through any medium whether verbally, online, in print etc. These kinds of comments are unacceptable from any umpire and will be treated with the utmost seriousness

23. Reporting
Any & all Reports this year will be made online. No physical Report paperwork is to be filled out. All necessary information about how to fill out reports online will be clearly visible and made available in the umpire changerooms on weekends.
If for any reason the 3x pages (see below) of information is not displayed, please ask the home club and call Cameron Hutchison & Jason McNiece to inform them immediately.
When a report occurs, umpires will need to scan the QR code and follow the instructions to fill out the form
