“Not good enough” claims on EPA spray-drift response By BROOKE CHANDLER FARMERS, scientists, and other interested groups across NSW believe that the State’s Environment Protection Authority (EPA) may be ignoring reports of spray-drift damage to crops and vegetation. This widely-held view – discussed at the recent NSW Farmers Agricultural Political Debate in Dubbo – has also been touched-on by the current Minister for Agriculture, Dugald Saunders. All major parties at the forum, agreed that the EPA’s response to community concerns about such events, was not adequate. A surge in suspected contaminations – observed as garden and orchard defoliation, mass bee deaths, as well as stunted and curled, vegetation growth – has made spraydrift a widely-recognised phenomenon. Landholders, including Narromine’s Bruce Maynard, blew the whistle on what appeared to be a pattern of inadequate responses from authorities like the

NSW EPA at the Debate. “It is real, and it is recurring, and it is getting worse not just in Narromine, but everywhere,” Mr Maynard told the Narromine Star. Secretary of the Community Overspray Groups, Beatrice Ludwig recently told the ABC that: “The response is usually, ‘you go and prove it’,” rather than EPA taking it upon itself to investigate.” According to independent research conducted by the Community Overspray Groups, they are yet to fi nd evidence suggesting the NSW EPA have been properly-investigating the cases flagged in the pollution notification process. “It’s a five-year process that we are still trying to get to the bottom of”, Mr Maynard explained. “Last year, the NSW Government released to the public over 4000 pages of internal documents thanks to a request made by The Greens MLC, Sue Higginson.” Nearly 700 of the documents related to the NSW EPA’s actions following pollution notifications and their interac-

Full steam ahead – Inland Rail’s Narromine stage gets the nod THE next stage of the Inland Rail Project for the section between Narromine and Narrabri recently gained approval from the Department of Planning and the Environment. This newly approved section of the project will consist of approximately 300km of new single-track rail line, through private and public property, in a “greenfield” environment between Narromine and Narrabri. The Inland Rail 1700km rail project will ultimately connect Melbourne and Brisbane via regional Victoria, western NSW and Queensland. The project is designed to provide an inland national freight network to fulfi l Australia’s increasing freight demands. Assessments of the project presented to the Department said that the work will be divided into 11 stages, each one based around three segments linked to the major “construction compounds” that will provide materials, equipment and access to the line. Segment One will be based out of the Narromine South multi-function compound; Segment Two will be at Curban north of Gilgandra; and Segment Three will be the Narrabri West compound. Environmental assessments discovered a number of endangered and threatened plant and animal species including

Native environments that will be impacted include the Black Box Woodland of the Darling Riverine Plains, natural grasslands on basalt and fi ne-textured alluvial plains of northern NSW and south-

ern QLD, the Weeping Myall Woodlands, and Box Gum Woodlands. The reports, however, found that impacts on these species and environments can either be mitigated or will not be critical to these endangered flora and fauna. Other studies examined the impact of noise and vibration, and hydrology impacts of the work.

To lessen noise impacts on residences near the work, it was advised that approval for work on alternate Sundays should not be granted without widespread community written support, and that noise management and mitigation measures must be applied during all construction hours, rather than only on approved extended hours. Reasons for supporting the

proposal included: f the project would improve freight transport outcomes and travel times between Melbourne and Brisbane by increasing the capacity of the freight network as part of the Inland Rail program; f removing approximately 160 trucks for every train, minimising congestion and improving safety for road users; f provide a new, efficient connection between regional farms in the area and international export markets; f encourage growth and investment in the surrounding area, expanding on regional economic and development opportunities in logistics and agriculture. The approval said that the impacts on the community and the environment can be appropriately managed, minimised or offset to an acceptable level, in accordance with applicable NSW Government policies and standards. It also said that any issues raised by the community during consultation and in submissions have been considered and adequately addressed through the Proponent’s response to submissions and environmental management commitments, and the recommended conditions of approval. “Weighing all relevant considerations, the project is in the public interest,” the Notice of Decision concluded.

Local Sing Trangie Group celebrate 15 years, going-out on a high-note WINDING-UP after more than a decade of wonderful music and companionship, a local vocal group have gone out-on a high note. Sing Australia Trangie Group recently celebrated its 15th Anniversary. Sadly, this was the last time the group will meet under the banner of Sing Australia. Age and poor health have, over the past years, taken a toll on what was initially a vibrant group of songsters and with membership depleting, disbandment became the inevitable option. For a decade and a half, the ensemble enjoyed the musical talents of an accomplished duo in its pianist and conductor, both of whom have now, due to unexpected circumstances relinquished their positions. Sing Australia Dubbo and the Narromine Singers, also joined Trangie Sing Australia in celebrating this fi nal anniversary. The birthday cake, beautifully iced by Mrs Jeannette Hearne, was cut by long-time member, Mrs Fay Wallace and a delicious meal, served by Jason and Lili was enjoyed by all.

“The Building Better Regions Fund was set up for the purpose of building up our rural towns and increasing their strength for the future.

“The use of these funds to create this beautiful museum and art gallery, will boost the appeal of Warren, bringing in tourism and attracting more people to this area.

“The Warren Museum and Art Gallery Association have done a fi rst-class job with this funding, worked hard to raise even more on their own, and should be proud of the outcome we see today,” he concluded.

NARROMINE Christian School has started the new school year with much excitement and joy. 2023 has seen the new Kindergarten class start their school journey, the leadership team has settled well into their new roles, the school has have hosted their fi rst school family function with a welcome barbecue, and the team spirit was electric at the swimming carnival held in Week Two. Some of the students were also selected to compete at the Zone swimming carnival in Wagga, where the girls relay team smashed the record held for the past 11 years! This will see the team advancing to the State Swimming Carnival held in Sydney later this week. The Life Education Van is also at the school this week and the students are all excited for their visit with “Healthy Harold”. Each of the classes are also visiting the residents of the “Timbrebongie” facility weekly to sing songs and connect with the elderly clients. “this has been a wonderful experience creating treasured memories for everyone with lots of fun stories to relay upon returning to school,” school spokesperson said. “We also had some construction work completed at the start of this term, which has seen an upgrade to our sandpit play area and a new ‘Coffee Corner’ that is a very welcome addition, providing a shaded area and a divine meeting place for families to gather,” they concluded.

Latvia focus for St John’s CWA International comp LATVIA, known for its famous beer, lakes, waterfalls, and the art nouveau buildings of its capital, Riga, was the focus of some scholarly Trangie schoolkids recently. Trangie CWA branch’s International Officer, Kathleen Bennett, visited St John’s Primary School to present awards to students who had submitted winning entries to the CWA International Country of Study competition. Each year, CWA selects an international country for study. Primary school students are encouraged to research information on that country and simulate a postcard, addressed to CWA and including sufficient information on the country’s history, culture, economy, politics, religion and its people and their way of life to create an interest for the recipient. The country selected for study in 2022/2023, was the small Baltic nation of Latvia. In presenting the awards, Mrs Bennett commented on the attention to detail in the winning entries, and the fi ne manner in which the researched information had been collated and presented.

Adrian is passionate about developing skills to meet the needs of rural communities and has been encouraged by support from his managers, colleagues and his wife and parents on his decision to go back to study, as well as Dr Andy Caldin at Narromine Hospital, who has provided advice and been very supportive of his decision to study medicine.

Originally from Narromine, Adrian returned to Dubbo 18 months ago to be closer to family and to work as a paramedic with NSW Ambulance, all while following the development and growth of the Doctor of Medicine program in Dubbo. Adrian was attracted to the rural focus of the program, the opportunity to study where he has grown up and the small cohort size which offers a more personalised study experience with more face-to-face time with clinicians and tutors.

“I have been working as a paramedic for a while now and wanted to further the care I can provide for patients. I don’t think I can single-handedly solve the rural doctor shortage, but I want to do my bit to improve the access of country people to medical services. I have been watching the development of the full four-year program at Dubbo and saw it as a fantastic opportunity to pursue the dream,” said Adrian. Adrian is part of the second cohort of students now

studying the University of Sydney’s entire four-year Doctor of Medicine program in Dubbo. Students in the Dubbo Stream study the same world-class medical education as their peers in Sydney, with the added benefits of living and studying in a regional location while gaining handson experience in rural and remote medical practice. The Dubbo Stream is only available to students eligible for a Commonwealth Supported Place and pathways are available for First Nations students and those with rural backgrounds. The School of Rural Health in Dubbo features state-ofthe-art medical education facilities including teambased learning studios, anatomy teaching lab, sixsuite simulation training centre, tutorial rooms and lecture theatre.

Council wants to make “every drop count”

NARROMINE Shire Council recently joined a “stream” of NSW townships who are working to ensure our most precious resource is savoured. Under Phase One of the State Government’s Regional Leakage Reduction Program, close to three billion litres of water was found to be dripping from network pipes. The detection work was conducted across 22 local government areas last year – a result that Lands and Water Minister, John Anderson, deemed an “incredible result”. With the $12.5 million initiative continuing into Phase Two this year, Narromine Shire Council General Manager, Jane Redden, said that now is an optimal time to investigate the community’s water system. “[We are] committed to ensuring the best possible services for its residents and is excited to be part of this important project”, Ms Redden said. Using cutting-edge technology such as high-powered listening devices, crews from the NSW Department of Planning and Industry and Environment (Water) can pinpoint exactly where leaks are in pipes, metres, and valves so they can be patched up. “Fixing leaky pipes and damaged infrastructure, not only preserves water and improves reliability, but it also saves ratepayers hundreds of thousands of dollars every year in pumping and treatment costs.” The program is expected to commence in the coming weeks and while the leak detection garners no cost, Council will have to cover the repair costs.

Rain-soaked central west farmers welcome dry end to latest La Nina “IT never rains, it pours,” is the old saying that has defi nitely applied to the central west over the past three rain-soaked years. However, current forecast by our best meteorologists, suggests that district farmers can now welcome the end of the most-recent La Nina wet weather cycle. The state’s run of devastating floods appears to be over, with forecasts of drier seasonal conditions ahead. According to the Australian Bureau of Agricultural and Resource Economics and Sciences, good soil moisture and high-water storage levels, will be able to support food and fibre production as rainfall eased. NSW Farmers Western Division Chair Gerard Glover – whose Brewarrina property was completely cut-off by floodwater just three months ago – said it was welcome news, not just for farmers, but also for all communities in the bush. “We’re all a bit sick of mopping up after 18 months of floods across the state, and there’s still a long way to go in terms of flood recov-

ery, but clear skies will certainly help lift moods,” Mr Glover said. “This news from ABARES that we’re going to see more normal conditions is welcome in terms of growing food and fibre. “But at the same time, high input prices remain a concern and global economic uncertainty is making fuel and fertiliser more expensive than it should be.” The dry conditions weren’t all good news, Mr Glover said, with increased fire activity across the State. “We’re seeing a lot of grass fi res where weeds have grown and then dried out, and this next summer could be a shocker if we don’t get prepared early,” he said. “This is why NSW Farmers has been so vocal in calling on public land managers to do their part in controlling weeds – they are a huge fi re danger if you let them go. “Hopefully we’ll see both sides of politics commit to a Natural Resource Regulator before the state election.”

Work begins on new Dubbo Bridge IT was wonderful to see construction work has begun on the foundations of the new Dubbo Bridge after years of planning and investment by the former Coalition Federal Government in conjunction with the NSW Government. I’ve been actively-involved in advocating for this project to proceed, and am pleased to see it enter such an exciting phase. This high-priority infrastructure project, will improve road safety in Dubbo for both commuters and truck drivers, by easing congestion on the main routes through town. It will also ease pressure on the LH Ford Bridge, which often becomes the only way across the Macquarie during floods. The former Coalition Government, recognised the importance of upgrades to the Newell Highway in Dubbo, and announced funding for this project as part of its $2.7 billion COVID-19 economic recovery plan over two years ago. The Coalition committed $176.2 million to the project in late 2020, with the NSW Government contributing the remainder of the funds on an 80:20 basis.

Castlereagh River Revitalisation THIS week I went for a walk along the banks of the Castlereagh River in Coonabarabran, to view the results of the completed Castlereagh River Revitalisation project. for a Children’s Contact Service in Broken Hill. Since then, they have been able to secure $2 million in funding from the former Coalition Government to establish a service which is the fi rst of its kind in the Far West. This much-needed new service is now open, which means local families will be able to access contact visits in their local area rather than having to travel long distances – a big win for the region! Another exciting development is also happening in Wilcannia. Back in 2019, then Minister for Indigenous Affairs, Nigel Scullion and I, made the announcement that

$3.5 million from the Coalition Government would be invested in the development of the Baaka Centre in Wilcannia. This centre will operate as a meeting place and keeping place for the Baakantji people of the region, while also functioning as a visitor information and tourist centre. I’m excited that, after the COVID-19 pandemic delayed the project, Central Darling Shire Council is now moving towards beginning building works, with a plan to open the Baaka Centre in April 2024. There are plenty of good things ahead for the Parkes electorate.

Trauma care training by Careflight with Narromine Firies and SES

Upcoming emergency trauma care training to be held in Gilgandra and Narromine with members of the local Rural Fire Service and SES, will be facilitated by CareFlight with funding from Round 12 of the Australian Rail Track Corporation (ARTC) Inland Rail Community Sponsorships and Donations program. Lifelike medical manikins, including a quality cardiopulmonary resuscitation (QCPR)

junior manikin, were purchased with the grant funding from ARTC Inland Rail. These manikins are essential to providing simulated accident scenarios and help improve participants’ ability to connect learning to real-world situations. The QCPR junior manikin is vital training equipment that allows fi rst responders to learn and practice paediatric airway management, CPR techniques, and essential trauma care skills to maximise a

child’s chance of survival in a critical incident. “We are proud to give back to the communities that are home to Inland Rail. The work these organisations do is instrumental to the wellbeing of regional communities,” Inland Rail Director of Health, Safety and Environment, Stephen Jones, said. “I encourage other non-profit groups to lodge their applications for the next round of funding,” he added. ‘The Inland Rail Commu-

nity Sponsorships and Donations program offers funding between $1000–$4000 for organisations in eligible regional areas. The funding supports organisations that contribute to local and regional prosperity, wellbeing, and sustainability.

Two new Central West ambo officers now on triple zero line THE one time you don’t want to get left “hanging on the line”, is on a triple zero emergency call. Communities in the central west will now benefit from a major boost to frontline health services, with two NSW Ambulance Triple Zero (000) Control Centre staff joining the area after fi nishing their induction course recently. The two will be part of the 40 new staff starting work across Triple Zero (000) centres in Sydney, Dubbo, Charlestown, and Warilla. NSW Ambulance Chief Executive, Dr Dominic Morgan, said that the new starters were joining a diverse and skilled team, engaging in rewarding and varied work. “These new starters will experience the spectrum of life, with all its tragedies and triumphs, and be there for people when they’re needed most,” Dr Morgan said. “We hope our new staff will fi nd enormous satisfaction in sup-

porting their communities in this way,” he added. State Member for Dubbo, Dugald Saunders, said that the new starters form part of the NSW Government’s commitment to ensuring NSW Ambulance continues to deliver world-class pre-hospital care. “This is a further boost to the NSW Ambulance workforce, which reinforces this government’s commitment to providing outstanding healthcare to the people of NSW wherever they live,” Mr Saunders said. “We are grateful to see these new starters join the service and begin providing high quality health care to the community.” This is the fourth cohort of new paramedics to start work following the NSW Government’s record $1.76 billion funding boost for NSW Ambulance, announced in last year’s Budget.

Tottenham racecourse was, as usual, presented in outstanding order, and the meeting attracted a big crowd.

FEATURING at the Coonamble meeting this Sunday, is the $150,000 Newhaven Park-Western Racing Association Country Championship Qualifier for the $500,000 Final at Royal Randwick in April.

Kelly, Kearines, the winners; working bee to repair greens

Contributed by NORM LEWIS LAST Saturday, with a good field of 21 players, Jason McPherson and Mitch Smith were the winners of the March Monthly Medals. The over 18 holes and sponsored by Macquarie Clothing, was the fi rst Monthly Medal comp of the 2023 season with Smith victorious A Grade and McPherson winning the B Grade. The actual daily competition over the 18-Holes Strokeplay, also went to McPherson with a score of nett 67 from Mitch Smith on nett 68. The NTP (nearest-the-pin) on the third was not won while, on the 17th, Henry Buttsworth was the winner. The long drive on the fi rst went to Tony Mann with the Saturday Jackpot Hole at the 10th saw the winner as Bruce Mitchell. On Sunday, the event was an 18-Hole 4BBB which attracted a small field of 10 players. The winning combination was Bob Fletcher and Jamie Roberts with a score of 43 points with Rob Williams and Reo Pattullo on 38. The NTP on the 10th was not won, while Tony Harding picked-up the prize on the 17th and also the long drive on the fi rst. The Jackpot hole on the day, was the 17th, and was not won. Next weekend, the events scheduled are: Saturday – A Two-Person Greenstone (commonly Known as an “American Best Ball”) and, on the Sunday, an Individual Stableford. Also on Saturday morning, there will be a working bee held between 7.30am and 11am to replace the sand on the greens which was washed away during the recent heavy storms. Contributed by NORM LEWIS LAST Saturday, 21 players faced the starter in warm conditions to play in the weekly Gerries Golf competition at the Narromine course. Nine ladies tackled the back nine for the event with Marj Kelly coming home with the best score of 23 points to take the major prize. Runner-up was Wendy Jeffery on 20 points; well done both ladies with such good scores. Again, no ladies picked up the prize for the NTP (nearest-the-pin) which now jackpots to next week. There was a real battle for the NAGA prize however, between Maida O’Mally and Vicki Gainsford, both on 13 points. The count-back was used to decide the winner, which was Maida who collected the prize and was awarded with two handicap points. Bad luck Vic! Twelve men also participated in the weekly event, which was played on the front nine. Greg Kearines showed how he was recovered from recent surgery, recording 24 points and winning the event on a count-back from Ross King who was also on 24 points. Ron Green, on 16 points won the NAGA trophy for the day but, once again, there was no winner of the NTP competition. Over to the Pool table for only one match this week between Bob Fletcher and Norm Lewis against Greg Kearines and Terry Willis. After an up-and-down sort of game, Lewis played an in-off shot to leave the black over the hole and an easy shot from the dee for Terry to win the game and the title of “Pool Champs for the Week”. It also completed a double win for Kearines as he won both the golf and the pool. A special notice for all Gerrie’s – -there will be no Gerrie’s competition next Saturday. The reason being, that a working bee has been planned for repairs to the greens which were damaged with sand washed-away during recent storms. What is the old saying? “Many hands make light work” – so it would be appreciated if all the Gerries could turn-up for this venture. Starting time is 7.30am and the Club will provide a Barbecue lunch for all the workers at 11am. Club “El Supremo” Terry also recently made the announcement regarding the summer and winter competitions. The summer competition will fi nish on Saturday, April 1, and the winter comp will start on Wednesday, April 5 with a hit at 3pm. The Ladies last game of the summer comp will be on Saturday, March 25. Please note these changes which will be confi rmed in future notes. That’s it for another week – see you on the tee!

The leading teams with one round to play are: NDT 52; EPIROC 51; GERRIES 51; and DOZER CHICKS 50.

Veterans Golf LAST Sunday saw the fi rst of the Veterans NineHole competitions of the year which was a NineHole Strokeplay on the front nine with only five players with the winner being a new Veteran, Tony Harding with nett 371/2 with Tony Mann second on 38. The NTP was not won. Some Veteran Opens coming up are: Binnaway on Tuesday, March 21, and Dunedoo on Thursday, March 30. JUNIOR CLINIC. This is still well-attended and on again this Sunday from 9am. BOWLS COLUMN

Final of the 2023 Club Fours looks to be a “beaut” match FINAL of the 2023 Club Fours Championships will highlight the Bowling Activities this weekend and what a “beaut” match it promises to be. The quartet of Kane Adams, Racardo Stanford, Steve Buttworth, and Robbie Stanford, are set to battle it out against Clifton Harris, David McNair, Kevin Rider, and Aaron Hutchison. The match will kick off at 1.30pm this Saturday and the “Window Tappers” are advised to get their early for the best seats. No joy for the “Lads in the Red Trousers” last weekend, the visit by West Dubbo Grade Four Pennant Team resulted in a nice thumping 74–47 and 10-0 which now makes makes it a tad difficult to win this section, but where there’s life, there’s hope! Our team for this week’s match against Dubbo City will have again some forced changes due to some players being out and others coming back to the fold. The selectors should be able to post the teams on the noticeboard before Thursday, so best to check that bard out that day! Nominations for the Club Triples close this Saturday and, to date, the numbers aren’t anything

The Club is currently conducting a “100-Club” to help raise some funds for our pennant bowlers who have to Travel out to Bourke later this month. Tickets cost $10 and can be purchased at the bar and also at the raffle table on Thursday and Saturday nights. Social Bowls this week, saw 14 go-round on Thursday and just eight line-up for the Chook Run Sunday morning. Thursdays winners were Col Hume and Danny Carnevale, with Cliffy, Tod, and David having to settle for the runners-up cheque, whilst on Sunday, it was Carl Moore and David McNair who got all the spoils on offer.
