Honouring mayor, councillors, who served Warren selflessly WARREN Shire Council recently commemorated and remembered long-serving councillors ahead of the Saturday, September 14 Local Government elections The Shire bid farewell to several long-serving and dedicated councillors ahead of the weekend poll, as well as paying tribute to one local rep, who is no longer with us; Among those retiring, are Mayor, Councillor Milton Quigley; Cr Kevin Taylor, Cr Heather Druce, Cr Katrina Walker, and the late Councillor Ron Higgins, who passed away earlier this year. Their collective service has been instrumental in shaping the direction and growth of Warren Shire over the past several decades, a Council spokesperson said. Cr Quigley, who has served Warren Shire Council since 2004, is stepping down after two decades dedicated service, including six years as Mayor.

Known for his steady leadership and commitment to the community, Cr Quigley has been a guiding force through numerous challenges, including significant community infrastructure projects and navigating the aftermath of five disaster declarations, Warren General Manager, Gary Woodman, said. “Milton’s wise counsel has been invaluable to the Council, the community, and myself,” Mr Woodman said. “His ability to lead with a steady hand, and provide clear direction during challenging times, has earned him the respect and admiration of all those who have had the privilege to work with him; his support has been crucial in helping us achieve significant milestones, and we are deeply grateful for his service,” he added.

When All Else Fails Contributed by MICHAEL CAMPBELL LAST week, I wrote about “Facing Failure”. It was not an abstract thought-adventure – I lived it. Like the time I “borrowed” my friend’s motorcycle and crashed it into a tree. Or the time I used “threatening language” in a letter and was invited to join the unemploy-ment queue. how these littlest wildflowers have blossomed. From starting-out a little lost, they give their all every week, and are now playing some amazing netball and winning some difficult games. Their strong friendship and great sportsmanship is also hard to beat; with them all looking forward to getting back on the court in 2025!

The good, the bad, and the very ugly. For example, Psalms 37 and 88 contain heart-wrenching grief. There is no easy answer in these ancient songs. But there is this reminder: leanin to God. Trust your Mak-er. Leave your future in His hands. Share everything with God, “and the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus.” (Philippians 4:7)

Classroom News Appreciating our teacher aides, with a morning tea, at St Mary’s THEY’RE the people behind so much of the work in a well-functioning classroom, and St Mary’s Parish School, couldn’t do without them! Last week, St Mary’s celebrated Teacher Aide Appreciation Week, with Administration Officer, Michelle Smith, loudly praising their largely-unseen efforts. “We are incredibly grateful for our wonderful teacher aides, who do so much to support our students and teachers every day,” Ms Smith said. To show our appreciation, we surprised them with some lovely gifts and a special morning tea,” she added. “The school would like to extend its heart-felt ‘thanks’ to all the teacher aides, for their hardwork and dedication that truly makes a difference to staff and students alike,” she concluded. In other school news, the regular awards for academic, community, and civic achievement, were also presented.

Roz Jackson I AM privileged to be running as a candidate in Ward C, the ward where I now work in my “second

I do have previous experience in community and road safety, and may find opportunities to assist in those issues. The main issues raised with me, include frustrations with the inadequate staffing of the Service NSW Agency, the poor condition of some local roads, and the

job”, my first being running my own small business and helping my husband to run his. In their August 7 edition, the team at the Warren Star kindly gave me the opportunity to present my views on serving as a councillor. I don’t want to repeat myself, but can add the following. My active participation in council business during the previous term is a matter of public record, reflected in the minutes and videos of Council meetings. I can therefore promise you that if elected, I have no plans to be a “seat warmer” or a “part-timer”. Nor will I sit back and say nothing if something

needs to be said. There have been times where I have had to “go against the flow” and stand-up for what I felt was right; I’m proud to be able to say that I was amongst those councillors who did just that during this past term of council. As a councillor, I have represented the Warren Shire as an executive board member of Outback Arts Inc. ‘Roads, rates, rubbish’ are core business for Council, however creativity and culture are at the centre of life, cutting across all segments of our community. This is demonstrated by the diverse arts organisations that we have in our town. Cultur-

al aspects are clearly important to the people who reside in our LGA. The community service element of the Council resonates strongly with me. Over the years, I have been actively involved in a variety of local events, including the annual Community Carols, Warren Street Party, and numerous ANZAC Day commemorations. I am currently on the Chamber of Commerce committee and am a volunteer driver for Meals on Wheels. Previously, I have been heavily involved with the local P&C, as well as junior sports. This included being a part of the team

at the Warren Bulldogs JRL. I am still involved in junior sports today, now as a board member, with the body that governs junior rugby league in the Western area.

I am known to be open and honest with a commonsense approach to life. I “tell it like it is”, voice my opinion on matters and I am definitely not a “yes man”. The current term of Council is highlighted by the impressive

array of improved and recently constructed facilities achieved through government grants. There has obviously been a lot of hard work done by some councilors in these achievements. Several long-serving councilors are stepping down after many years of good service. The untimely passing of the late Councillor Ron Higgins was a tragic low point and he leaves a legacy of honesty and integrity.

It is essential that our rural roads receive adequate ongoing repairs and maintenance to provide safe travel for road-users. This represents a huge expense for Council, but cannot be ignored. Many heavy vehicles now traverse our roads that were probably never envisaged to carry such loads and over the course of time will require major reconstruction in some areas.

LAST month, 290 children from more than 71 schools and 22 local government areas — including Warren locals — came together at Baradine for the annual Moorambilla Voices’ residency camps. They made new friends, learnt new skills, bravely challenged themselves to try new things and collaborated beautifully to create a body of work, Founder, Artistic Director, and Conductor of Moorambilla Voices, Michelle Leonard (OAM) said of the camps which aim to inspire and empower young people from the bush to explore their creativity and express themselves through music, dance, and visual arts. “Singing in languages other than your own is hard, so can remembering which hand or foot goes where!” Michelle said.

“The Moorambilla residential camp experience puts our young performers well out of their comfort zone,” she added. The effort, she believes, however, is well worth the time and discipline required. “And yet, with a determination that belies their age, we see children from eight to 18 work in sessions facilitated by professionals to create performances that are deeply connected to Country. “With an energy, that is a true reflection of their collective ability,” she concluded. Those wishing to see Moorambilla Voices production ‘RIVERSONG 2024’ can catch it later this month at Dubbo Regional Theatre. Three gala performances will run on the weekend of September 28 and 29.

2024 Local Government Elections Gwyn Davis MY interest in becoming a councillor for the Warren Council, is the result of being a business owner in the town for the past 13 years; I am originally from the Hunter Valley and grew-up in a farming family. Warren is a beautiful town, with so-much untapped opportunities, particularly within tourism. Whilst grazing and farming is the major industries and must be respected and fostered, there are real opportunities to diversify and bring more people into town with, hopefully, their cash. One area I am grateful to the outgoing Council for is the beautification of our town, but this needs to continue, one comment that nearly all my guests mention to me, is how pretty this town is, but we need to continue with that program and not let this slide. I am a firm believer in communities and how communities as a team can make things happen, community consulta-

tion is something that I feel will make that difference. I know sometimes the process can take a little longer, but it is better to get it right, than dealing with the problems later. Everyone should have their say! My biggest strength is my approachability, I will listen and honestly answer any questions that you have, I am a big believer in transparency and honesty. I am involved with the Lions Club of Warren and love this community which helps those less-fortunate than myself, I love particularly helping young people achieve their potential. I am also a member of the Chamber Of Commerce, trying to help all businesses succeed. I love old cars, anything old really, enjoy clearance sales where old things can be loved again. I also enjoy Keno, and drinking Coke is my major vice, all be it Diet Coke! I also love the raffles at the Servicemen’s Club and Sunday evening at the Golfie. I look forward to the opportu-

nity to serve my community, if the people of Warren want new ideas, but also work with the best of the old ideas. What are some of the key issues you plan to focus on? Tourism: As a motel owner in the Warren district, I understand the benefits of tourism for the whole town, its hops, cafes, clubs, and pubs Transparency: It is a strong belief of mine that a community fully informed, works much better together Community Consultation: I have experienced where a community consultation hasn’t appeared to happen, and I believe that some projects would have been far more successful if the community was to have its say. Roads and Pedestrian Pathways: This is an area where I have seen elderly people that have had incidents including family members, where the hazards have made it difficult for them the walk safely. Budgets: As a local business owner I understand the re-

straints and difficulties balancing budgets, however it is an area that I feel strongly about and that prioritising those limited funds using the community consultation whether it be informal or formal that will improve the lives of this wonderful community. Beautification of the town: This is an area the council has done a great job, but we need to continue this program, more shaded areas and whilst I am no tree hugger planting more trees within the town will make the town even more appealing. What are local people saying to you? Fresh blood, there is a view amongst a number in our community that the council needs new and young people with different and modern perspectives for the future of the town. Everybody mentions roads, footpaths and parking We need to engage young adults particularly, look at different options to give the young adults more choices in

activities. Why should people vote for you. Honest, to a fault. Committed, I love this town and want to make a difference. I am also approachable, anyone can approach and ask any question, if I can answer I will or I will find out the answer I am also reliable, What stands out to you most about the current term of councillors? Transparency, this Council needs far more transparency and community consultation.

Tourism to boom in Collarenebri I WAS thrilled to take part in the official opening of the Collarenebri Bore Baths last week. This is a fantastic facility that will draw thousands of tourists to town, significantly boosting the local economy, local businesses, and the wider community. I’m proud to have helped secure more than $900,000 in funding for this project under the former coalition government’s Murray-Darling Basin Economic Development Program, helping to create economic activity for communities like Collarenebri that have been seriously impacted by water buybacks. The Nationals’ candidate for Parkes, Jamie Chaffey, also joined me in Moree and Gunnedah last week and together we attended the Barwon Learning Centre Open Day, inspected the progress on the Moree Artesian Aquatic Centre and Moree Town Hall, and met with Gwydir Valley Irrigators Association about water buybacks and Bamara about its NDIS rollout in Moree. In Gunnedah, Jamie conducted his last official citizenship ceremony as mayor of Gunnedah, before we both visited Allawah Cottage, Alkira Aged Care facility and inspected the progress of the Gunnedah Koala Sanctuary. We also attended the Gunnedah Chamber of Commerce breakfast meeting. It was a busy but productive few days.

Federal Member for Parkes, Mark Coulton and Nationals’ candidate for Parkes, Jamie Chaffey recently met with Jobs Australia’s Tracey Reid at Allawah Cottage, a crisis accommodation for women, children, and pets escaping domestic violence. Jobs Australia is seeking funding to build another cottage to meet increased demand.

Fighting for farmers TOMORROW, I’ll be standing with farmers from across the country, in a rally outside Parliament House against Labor’s anti-farming ideology. Our farmers have been under constant attack by Labor and its anti-farming policies - including water buybacks, reckless renewables, endless cuts to regional infrastructure funding, unnecessary red tape and its senseless phase out of our live sheep export trade. The Nationals are demanding 10 key changes by Labor including the reinstatement of the live sheep export trade; bringing back the agriculture visa and fi xing the PALM scheme mess; stopping water

buybacks; introducing a container levy, reversing cuts to regional infrastructure; stopping Labor’s truckie tax and vehicle efficiency standard; creating a mix of energy; scrapping harmful emissions profi les; stopping proposed taxes on superannuation and ensuring the 88-day backpacker work visa remains in place. Funding for isolated aged care providers RESIDENTIAL aged care facilities in the Parkes electorate have the opportunity to apply for funding under the 2024-25 Australian National Aged Care Classification (AN-

ACC) Transition Fund. Up to $500,000 is available for aged care providers in isolated and remote communities or those that have at least 50 per cent Aboriginal or Torres Strait Islander residents. Honouring mayor, councillors, who served Warren selflessly

From page 1 Mr Woodman catalogued the decades of dedicated service that Cr Quigley has provided Warren district, going back well before his years on Council. “Twenty years ago, Milton Quigley joined Warren Shire Council as a councillor, but his leadership journey began much earlier. “From 1996 onwards, he served as the Chair of the Warren Sporting and Cultural Centre Building Committee; Milton was instrumental in securing the funding, designing, and ultimately overseeing the construction of this vital facility.” The facility, he adds, is a tribute to Cr Quigley’s vision and drive to ensure this signature project was completed. “Today, the Centre stands as a $5 million asset to our community, but its value extends far beyond that figure; it’s a testament to Milton’s vision, determination, and his ability to magnify grant funds through relentless effort. “He has remained deeply involved in its operations and management, proving time and again that he was the driving force behind bringing this project to fruition,” Mr Woodman said. This same quiet determination, also served Cr Quigley well in his Council years, he believes. “Milton served for many years as Deputy Mayor under Rex Wilson, where he honed his diplomatic skills to an exceptional level. “His ability to work quietly behind the scenes, armed with logic and calm determination, has allowed him to achieve significant progress in discussions with politicians.” These diplomatic skills, he adds, has given Warren a larger regional profi le than it

might otherwise have had. “They often seek him out as a reasonable and collected individual to engage with,” mr Woodman said. “I’ve seen him ‘work’ a room full of politicians better than anyone else, remembering names with ease, and delivering information off the cuff with remarkable poise.” His assured leadership, has also led the Shire through some difficult times in recent years. “During his time as Mayor, Milton’s leadership was crucial in navigating Warren Shire through five disaster declarations, including floods, storms, and the severe drought from 2017 to 2020. “His role as Deputy Chairperson of the Orana Joint Organisation, now the Alliance of Western Councils, allowed him to provide strong direction and invaluable support to his fellow executives.” His work with Council was also, he added, at the cost of his professional advancement, but proved invaluable during the pandemic years. “His dedication to public service has come at a personal cost – being a dentist by profession – he sacrificed time away from his practice and his income to serve our community. “Milton’s medical background proved invaluable during the COVID-19 crisis, where he played a key role in ensuring Warren Shire achieved one of the highest vaccination rates in regional areas,” Mr Woodman revealed. The wellbeing of ratepayers, he argued, was always foremost in the former mayor’s focus. “His commitment to the community also extended to supporting local tradespeople and contractors during the drought, ensuring that our local economy didn’t falter dur-

ing challenging times. “He is an active listener, always quick to address concerns, and his focus on securing grants has resulted in some of the most impressive infrastructure assets our community now enjoys.” Mr Woodman said that his, and his life partner’s dedication, has left the Shire a richer place to live. “Under Milton’s leadership, Warren Shire Council’s committee structure has flourished, becoming more effective and supportive during his mayoral term. “His time as Mayor required significant time away from his family and business, and we owe a debt of gratitude to his wife, Jenny Quigley, for her unwavering support throughout his tenure.” Cr Kevin Taylor, who has been with Warren Shire Council for 25 years, is also retiring at the upcoming poll. Over the years, Councillor Taylor has played a key role in various committees, including the Airport Committee, the Town Improvement and Promotions Committee, the Traffic Committee, the Australia Day Committee, and the Warren Sporting Facilities Committee, Mr Woodman said. “Kevin Taylor’s 25 years of service is a testament to his commitment to the people of Warren Shire. “I commend him on his leadership of the Airport Committee, the Town Improvement and Promotions Committee, the Traffic Committee, the Australia Day Committee, and the Liquor Accord,” Mr Woodman said. “I have personally valued his input into the Sporting Facilities Committee.” His commercial acumen, Mr Woodman said, was always an asset to Council. “As a very public face of

Council because of his visibility in business, Kevin has been instrumental in ensuring that residents’ concerns and problems were dealt with minimal delay by referring small problems or queries quickly to Council staff. “We also recognise Kevin’s wife Bernadine for her support, as well.” Cr Heather Druce and Cr Katrina Walker, both of whom have served two terms totaling eight years, have also been instrumental in various initiatives that have improved the quality of life for Warren Shire residents. Cr Druce, thank-you for your work over several Committees during your two terms as a councillor, but in particular as Chair of the Showground Racecourse Committee, Chair of the Ewenmar Waste Depot Committee, and as a member of the Warren Health Action Committee,” Mr. Woodman said in expressing his gratitude. “You should be proud of your achievement, and we thank your husband Jim for his support of you during this period,” he added. Similarly, he acknowledged Cr Walker’s contributions to Council ih her term. “Cr Walker, thank-you for your work during your two terms as a Councillor, again on a number of Committees but particularly in the Interagency space, in Health and in relation to the Ewenmar Waste Depot Committee. “Your dedication to these areas has made a significant impact on our community. Similarly, we recognise your husband Tom for his support to you during your time on Council,” Mr Woodman added. In the saddest of notes for the passing Council, Mr Woodman also paid tribute to Cr Ron Higgins, who passed away in

January 2024, who is fondly remembered for his nearly eight years of service as both a dedicated public servant and, previously, a long-term employee of Warren Shire Council.

Cr Higgins was deeply committed to the welfare of the community and made significant contributions to the Council during his tenure, Mr Woodman said.

“I pay tribute to our late colleague, Cr Ron Higgins, for his advocacy in seeking the construction of a skate park and in his position as Chairman of the Water and Sewerage Committee.

Ron’s passing was a great loss to the Council and the community, his passion for public service and his contributions to our projects and initiatives will be remembered fondly, and we thank Helen, his wife, for her support,” Mr Woodman said.

The fi nal Council meeting of this term that was held on Thursday, August 22, was marked by an urgent and unanimous vote of thanks from the councillors present to Mayor Quigley for his exemplary service. In a light-hearted moment, it was noted that throughout his tenure, Mayor Quigley conducted meetings with such composure that he “led us with a steady hand without touching the gavel”.

“As these esteemed Councillors retire, Warren Shire Council looks ahead to the upcoming elections with a sense of gratitude for the years of service these individuals have dedicated to their community,” Mr Woodman said.

“Their legacies will undoubtedly continue to inf luence the direction of Warren Shire for years to come,” he added.

LORRAINE Falkiner-Smith Trophy Day, an 18-Hole Stableford, was held on the last Wednesday in August, at Warren Golf Club. The Day involved a total of 15 ladies playing in beautiful sunny weather with the course looking incredible — green as green — immaculately manicured and just waiting for golfers participation. In results, Faye Noonan came-in with the winning card and an incredible 38

points with a birdie on the 18th, to boot! Didi Simmons was second on 35, and Christine Trudgett third, on a count-back from Judy Ridley, with both on 33. In other rounds, Saturday, August 31, was an 18Hole Stroke event for the Club Championships; second round of the August medal; sixth round of the LGU; and second round of the Handicap Cup. This was also a beautiful early Spring day for the fi nal round

with the “Golf Gods” certainly looking over players. After 54 holes the 2024 champions were announced as: f A-Grade, Deb Kentwell on 277; f B-Grade, Judy Ridley on 290; f C-Grade, Daphne Calvert on 328; f Overall Handicap winner, was Rhonda Darcy on 203. The 27-hole results on the day, were, for A-Grade, Deb Kentwell on 132; for

Trained at Dubbo by Brett Robb for Harry Barclay from Warren, the lightly raced eight-year-old gelding Castlebar Road has recorded six wins and six placings from 24 starts and the Cup win took his accumulated prizemoney to more than $100,000. After local Carnival washout, Warren polocrosse families shine at Gulgong

DESPITE the disappointment of the Warren Polocrosse carnival being cancelled a number of weeks ago due to wet weather, members of the Warren Club have still been getting out and about in serious competition. Most recently, local families have been enjoying this Australian sport at events such as the Gulgong Carnival held on

the last weekend in August. A total of nine members of the Warren Club attended the carnival, which has a family-themed competition involving teams made-up of those nearest-and-dearest to each other. One such local side who took part included Warren Club Vice President Paul Quigley and three generations of his

In good news, their team won both games on Saturday, and only lost in extra

time on Sunday but won the competition on a count-back with Ryan named best-andfairest player. Also, the Mills family from Gilgandra, who are Warren members, had a part-team that was made-up of Jock, Peter, and Emma Mills; joining with the Goodwin family of Warialda, to make a side. This was Peter’s fi rst-ever

carnival — and he had plenty of coaching from his children — and also Emma’s fi rs event on her new horse. Their team won one game and had two very close losses, going down by just one goal in their last game. Thanks wentout to Gulgong Club also, for hosting such a fantastic event.
