Government Is Not A Business The modern presidents who achieved the most – Franklin Roosevelt, Lyndon Johnson and Ronald Reagan – had virtually no commercial background

A

t the heart of Donald Trump’s appeal is his fame as a successful businessman. It’s why most of his supporters don’t worry about his political views or his crude rhetoric and behavior. He’s a great chief executive and will get things done. No one believes this more than Trump himself, who argues that his prowess in the commercial world amply prepares him for the presidency. “In fact I think in many ways building a great business is actually harder,” he told GQ last year. There is some debate about Trump’s record as a businessman. He inherited a considerable fortune from his father and, by some accounts, would be wealthier today if he had simply invested in a stock index fund. His greatest skill has been to play a successful businessman on his television show “The Apprentice.” Regardless, it is fair to say that Trump has formidable skills in marketing. He has been able to create a brand around his name like few others. The real problem is that these talents might prove largely irrelevant because commerce is quite different from government. The modern presidents who achieved the most – Franklin Roosevelt, Lyndon Johnson and Ronald Reagan – had virtually no commercial background. Some who did, George W. Bush and Herbert Hoover, fared worse in the White House. There is no clear pattern. One of the few successful CEOs who did well in Washington is Robert Rubin. A former head of Goldman Sachs, he served as the chief White House aide on economics and then treasury secretary in Bill Clinton’s administration. When he left Washington, he reflected in his memoirs that he had developed “a deep respect for the differences between the public and private sectors.” “In business, the single, overriding purpose is to make a profit,” he wrote. “Government, on the other hand, deals with a vast number of legitimate and often potentially competing objectives — for ex-

ample, energy production versus environmental protection, or safety regulations versus productivity. This complexity of goals brings a corresponding complexity of process.” He then noted that a big difference between the two realms is that no political leader, not even the president, has the kind of authority every corporate chief does. CEOs can hire and fire based on performance, pay bonuses to incentivize their subordinates, and promote capable people aggressively. By contrast, Rubin pointed out that he had the authority to hire and fire fewer than 100 of the 160,000 people who worked under him at the Treasury Department. Even the president has limited authority and mostly has to

persuade rather than command. This is a feature, not a flaw, of American democracy. Power is checked, balanced and counterbalanced to ensure that no one branch is too powerful and that individual liberty can flourish. It is no accident that Trump admires Vladimir Putin, who doesn’t have to deal with the complications of modern democratic government and can simply get things done. In interviews with the New York Times, Trump imagined his first 100 days in office: He would summon congressional leaders to lobster dinners at Mar-a-Lago, threaten CEOs in negotiations at the White House (“The Oval Office would be an amazing place [from which] to negotiate”) and make great deals. When talking about the positions he would fill, Trump explained, “I want people in those jobs who care about winning. The U.N. isn’t

But it requires a particular set of skills that are often very different from those that produce success in government doing anything to end the big conflicts in the world, so you need an ambassador who would win by really shaking up the U.N.” This displays an astonishing lack of understanding about the world. The United Nations can’t end conflicts because it has no power. That rests with sovereign governments (unless Trump wants to cede U.S. authority to U.N. Secretary General Ban Ki-moon). The notion that all it would take is a strong U.S. ambassador to shake up the U.N., end conflicts and “win” is utterly removed from reality. Yet it is a perfect example of business thinking applied in a completely alien context. Success in business is important, honorable and deeply admirable. But it requires a particular set of skills that are often very different from those that produce success in government. As Walter Lippmann wrote in 1930 about Herbert Hoover, possibly the most admired business leader of his age, “It is true, of course, that a politician who is ignorant of business, law, and engineering will move in a closed circle of jobs and unrealities. . . . But the] popular notion that administering a government is like administering a private corporation, that it is just business, or housekeeping, or engineering, is a misunderstanding. The political art deals with matters peculiar to politics, with a complex of material circumstances, of historic deposit, of human passion, for which the problems of business or engineering as such do not provide an analogy.”

Diversity Not All About Skin Color

F

or Freida Pinto, diversity is not about being "black or brown" or isn't just confined to what one sees on camera but is what goes behind it. The U.S.-based Indian actress, who found fame with the Oscar winning "Slumdog Millionaire", says unless the debate on diversity extends beyond skin color, it is "pointless and redundant". From veteran actors like Shashi Kapoor, Kabir Bedi, Amitabh Bachchan, Anupam Kher, Anil Kapoor and Lillete Dubey to names like Irrfan Khan, Nimrat Kaur, Priyanka Chopra and Deepika Padukone – Indian actors have made their mark in foreign filmdom. While most of them have evaded stereotypical presentation, Freida feels there's a need to broaden the definition of 'diversity'. "Everybody wants to talk about diversity, but I like to broaden the definition. It is not

just diversity in terms of ethnicity and skin colour, as in black or brown. It has become a redundant conversation. It is not about representing people on sexual orientation. That should never be a barrier for the kind of roles that people play," Freida told IANS over phone. She added: "I think diversity is a compulsory subject matter and, yes, there is a certain issue in films. But look at the world... It does not look like a white persons' world. There are all different kinds of people in it and all different kinds of actors and languages." The 31-year-old, who has already worked with the likes of actor Christian Bale and filmmaker Woody Allen, feels there is a need to focus on other important aspects of filmmaking than just see what meets the eye. She said: "It is not only the representation that you see on camera; what about the people who write, what about the peo-

ple who direct, what about the people who produce? So for me, diversity becomes a very pointless conversation after a while if people are only talking about and sticking to colour of skin. "Colour of the skin is not diversity." In a short span of her career in the entertainment industry, Freida has carved out a niche of her own in world cinema through her roles in films like "Miral", "Day of the Falcon", "Immortals", "Desert Dancer" and "Rise of the Planet of the Apes". Freida was also seen with Bale in Terrence Malick's film "Knight of Cups", which brought to light Hollywood's underbelly. On her part, she is glad that she didn't wander on "the path where there is a lot of negativity" in the industry. "There is a lot of criticism, a lot of temptation that is always around you and I could see it. I was pretty much protected by the group of people around me and I never had one of the things."

BJP And Mamata Are The Real Winners For the present, the BJP will be delighted that the nightmare of the electoral setbacks in Delhi and Bihar last year has been offset by the victory in Assam

S

ince the Left Democratic Party (LDF) has lived up to the expectation of replacing the Congress-led United Democratic Front (UDF) every alternate year in Kerala, there is nothing unusual about its victory. The real winner, therefore, in the latest round of elections is the Bharatiya Janata Party (BJP), which has finally achieved its objective of capturing power in Assam, a goal which it had been pursuing since the time of the antiimmigration agitation of the 1980s, for which Arun Shourie (then in the BJP) had set the ball rolling with his vociferous support of the All Assam Students Union (AASU). Since then, the BJP has been knocking at the door of the Guwahati secretariat with the help of AASU's successor, Asom Gana Parishad (AGP) – the two parties of the Hindu middle class – but was kept at bay by the Congress' Tarun Gogoi who won three successive terms. The BJP's success this time is based on two factors. One is the anti-incumbency feelings against Gogoi and the other is his, and the Congress high command's, failure to accommodate the ambitious Himanta Biswa Sarma in the party's scheme of things with the result that he moved to the BJP. The post-poll point of interest is whether Sarma will be able to get along with the equally ambitious Sarbananda Sonowal, the BJP's chief ministerial candidate, or whether there will be a repeat of Sarma's earlier fraught relationship of Gogoi with Sonowal as well. For the present, however, the BJP will be delighted that the nightmare of the electoral setbacks in Delhi and Bihar last year has been offset by the victory in Assam. Even then, its celebrations cannot be wholehearted in view of its failures in Delhi's municipal elections where the Congress has benefitted from the Aam

Admi Party's (AAP) setbacks caused by its failure to fulfil its extravagant promises. Since the Delhi outcome can be seen to provide an inkling of how the electoral winds are blowing for the BJP in the Hindi belt, the party has reasons to be worried about next year's Uttar Pradesh elections which cannot be mitigated by the victory in a distant north-eastern state. Unlike the Delhi damper in BJP's Assam victory, Chief Minister Mamata Banerjee has shown that poriborton or not, she remains West Bengal's uncrowned queen. Notwithstanding the perceived disillusionment with her highly personalized, authoritarian and cadredriven governance among the intelligentsia, she has shown that her overall influence remains intact, irrespective of whether or not any development has taken place in the industrial sector. Arguably, it was too much to expect the Left to erase the memories of its stifling, Stalinist reign of three decades in

the company of a palpably sinking Congress. Like the feudalist, family-oriented party, the Communists will have to resign themselves to spending time in the wilderness in West Bengal for the next five years. Their only solace is the success in Kerala. For the Congress, however, it is darkness all around except for the faint glimmer in Delhi. At the higher level of state elections, however, the party is in the dumps. It has lost Assam or threw it away by mishandling the Himanta Biswa Sarma Columnist issue – and has Indo-Asian News Service failed to recover in West Bengal. The tales of woe of the 131-year-old formerly Grand Old Party suggest that its present leadership - the mother-andson duo of Sonia and Rahul Gandhi – are devoid of ideas about how to breathe life into the moribund organization. Since a defeat in Uttar Pradesh next year looms before the Congress, its only hope is to perform well in Punjab, but there it may face a tougher fight from the

Cancer On The Rise Among Indian Women

A

t a time when cancer is fast spreading its tentacles globally owing to genetic, environment and lifestyle factors, India is also witnessing a steep rise in cancer cases and significantly, more and more women are falling prey to the emperor of all maladies, top health care providers stress. According to the National Cancer Institute (NCI) which is part of the US Department of Health and Human Services (USDHHS), every 13th new cancer patient in the world is an Indian and breast, cervical and oral cancers top the list in the country. "Out of 12.5 lakh (1.25 million) new cancer patients each year in India, over seven lakh are women," says Dr (Col) Ranga Rao Rangaraju, director (oncology services) at Max Super Specialty Hospital in the capital. "Nearly 3.5 lakh women face deaths owing to cancer each year and the figure is likely to go up to 4.5 lakh by 2025," Dr Rangaraju says.

Imbalance in the circadian clock due to sleep loss, lack of exercise, wrong eating habits, work-related stress, smoking and alcohol abuse are some of the key reasons behind high mortality rates among women with cancer. "Our sedentary lifestyle is the first thing to be blamed," adds Dr Sandeep Batra, senior consultant (medical oncology) at BLK Super Specialty Hospital. Focused on professional life, urban women end up in late marriages and child bearing. Some of them opt for hormone replacement therapies which further increases the risk of cancer. "Artificial hormonal replacement therapies must be avoided," Dr Batra added. Therapies, like controlled ovarian stimulation (COS) -- the hormone treatment required for in vitro fertilisation (IVF) -must be avoided as it increases estrogen and progesterone levels which has been suspected to increase breast cancer risk. "One should be ambitious but, at the same time, have a target to go the family

way in time," cautions Dr Sameer Kaul, senior consultant (surgical oncology and robotic) from Indraprastha Apollo Hospital. Adopting a healthy lifestyle, maintaining correct body weight and adequate exercise as well as safe sexual practices can go a long way in preventing cancers, he suggests. According to a recent study, India has seen a 7.5 percent rise in the number of cancer patients primarily due to poor lifestyle choices. The lifestyle problems have contributed to breast, ovarian and cervix uteri cancers among women, says the 'Globocan' project study conducted by the International Agency for Research on Cancer of the World Health Organisation (WHO). Women also need to strictly carry out annual health checkups. A thorough gynecological checkup must become a routine after the age of 35. "Cancer treatment should be carried out only at certified centers run by govern-

Achuthananda has shown in Kerala, it is possible for an ideologically committed warhorse with a clean image to lead his party to victory even if he has been helped by the tainted image of the outgoing Chief Minister Oommen Chandy, who is accused of being involved in the solar panel scam. The Left, therefore, will have reason to smile though not Achuthanandan's opponent in the CPI-M, Pinarayi Vijayan. The v-sign can also be flashed by Didi in West Bengal, Amma in Tamil Nadu and Amit Shah over the BJP's foray into the north-east. Only the Congress will wear a long face.

‘South Asians For Hillary’ Launched In New Jersey Ahead Of Primary By a Staff Writer head of the June 7 primary in New Jersey, a group of people gathered in Jersey City May 17 for the formal New Jersey launch of South Asians for Hillary in a bid to enlist community’s support for Democratic presidential candidate Hillary Clinton and to galvanize volunteers to reach out and be proactive. The event at the Curry On restaurant in Indian Square, Jersey City, was attended by an estimated 100 people, including former New York City Deputy Public Advocate and Girls Who Code founder Reshma Saujani, former Kansas State Representative Raj Goyle, and Hillary for America Director of Women’s Outreach Mini Timmaraju. The event was also hosted by South Asians for Hillary Jersey City lead Bhavesh Patel. The evening launch was a show of South Asians’ support for the former New York Senator and to demonstrate that the community is an influential voting bloc in the American electoral process. Supporters for Clinton had come from throughout the state, including Hudson, Middlesex, Passaic, Bergen and Union counties. yamantak Payra, 15, of Friendswood, Texas, received one of two Intel Foundation Young Scientist Awards of $50,000 for developing a low-cost electronically aided knee brace that allows an individual with a weakened leg to walk more naturally. Intel Corporation and the Society for Science and the Public announced the winners in Phoenix May 13 at the Intel International Science and Engineering Fair, the world’s largest high school science research competition. Besides Payra, the other Young Scientist Award of US$50,000 was won by Kathy Liu, 17, of Salt Lake City, Utah, for developing an alternative battery component that could significantly improve battery performance and safety. Han Jie (Austin) Wang, 18, of Vancouver, Canada, received the first place

Gordon E. Moore Award and US$75,000 in prize money for developing microbial fuel cells. When Payra tested his prototype with two individuals partially disabled by polio, it almost immediately restored a more natural gait and increased mobility.

Candlelight Vigil In D.C. For Bangladeshi Terror Victims

A group of protesters from across the Washington D.C.-metro area attended a candle light vigil at Dupont Circle near Embassy Row, May 11, mourning the recent murders of Bangladeshi minorities at the hands of Islamist extremists. Those who attended the vigil included personnel from the U.S. State Department who had worked with Xulhaz Mannan, a prominent LGBT activist and USAID employee in Dhaka, who was assassinated last month along with artist Tonmoi Mahbub in Bangladesh. The vigil was addressed by Toufique Hassan, senior counselor at the Embassy of Bangladesh as well as representatives from the U.S. chapter of Bangladesh Hindu Buddhist Christian Unity Council, the Hindu American Foundation, the World Hindu Council of America, the Center for Inquiry, and LGBT leaders. The gathering urged lawmakers to ban the radical organization Jamaat, and protect minorities in Bangladesh.

Atlanta Physician Dubbed ‘Dr. Death’ Indicted For Alleged Murder By Katie Mettler he drugs killed Cheryl Pennington, 47, and a 49-year-old father named David Robinson. They got Audrey Austin, too, less than a week after the 29-year-old mother of two left rehab. The substances - powerful, addictive pain medications were allegedly prescribed by Narendra K. Nagareddy, a 57year-old psychiatrist on Atlanta's South Side reportedly known for his willingness to prescribe pills to nearly anyone who wanted them. The doctor was arrested May 18 for their deaths. A Clay County grand jury indicted Nagareddy, known in the media widely as "Dr. Death," on three counts of murder, and 59 additional counts of unauthorized distribution of pain prescriptions, reported the Atlanta Journal-Constitution. Nagareddy has denied the allegations from the outset, according to news reports. "Unequivocally, we will be ready to defend this matter," Steve Frey, Nagareddy's attorney, told the Journal-Constitution after the indictment. "He is innocent of all of these charges." It's the latest development in a years-long investigation into Nagareddy's medical practice. A probation officer was among the first to flag Nagareddy after she noticed that three people in her caseload who had died were patients of the doctor, according to an AJC investigation. She reported the pattern to the Drug Enforcement Administration, which worked with local law enforcement to build a case that led to Nagareddy's initial arrest in January. He was charged with violating the Georgia Controlled Substances Act by allegedly prescribing medications that had no legitimate purpose. Nagareddy was later released on

a $100,000 bond, the JournalConstitution reported. One month after his January arrest, the Georgia Composite Medical Board voted to suspend Nagareddy's license. Federal prosecutor Gregory K. Davis said that the accused from eight states, "who sought to undermine the integrity of our nation's immigration system," have been charged in the federal court in Jackson, Mississippi. The charges resulted from joint investigations by the Homeland Security Investigations, the Mississippi Attorney General's Office, and the FBI. "The defendants allegedly circumvented the laws and submitted fraudulent documents that are critical to obtaining immigration status," said Davis, the federal prosecutor for the Southern District of Mississippi. The prosecutor's office said that a lawyer, Simpson Lloyd Goodman, submitted fake doc-

uments for some of the Indians charged with him to get "UVisas," which are issued to crime victims who help investigations or prosecutions. Of the 11 charged in the fake crime victim visa case, nine had Indian names and could include those with U.S. citizenship. Eleven people were charged with offenses relating to sham "green card" marriages with U.S. citizens. Of them, seven had Indian names. "These marriages were not entered into because of mutual love and affection between the parties, but solely to create a legal status that would provide a basis for immigration status for the alien partner and usually for some economic benefit to the United States citizen," the prosecutor's office said. People in those comment threads and in documents said the waiting room at Nagareddy's office was often packed with dazed patients. "I'd see a lot of zombied-out people," Rebecca Gray, the sister of another patient who overdosed, told the JournalConstitution. "You could tell a lot of them were junkies." At a news conference May 18, District Attorney Tracy Graham Lawson told reporters that at least 11 of the new counts Nagareddy faces include his negligence to sign or date his prescriptions, the McDonough, Ga.-based Henry Herald reported. According to the newspaper, the doctor could face additional charges for at least 30 other alleged overdose deaths. Patel, who owns the Rodeway Inn at 8950 Tucker Dr. was charged by St. Clair County State’s Attorney Brendan Kelly with indecent solicitation of a child, money laundering, two counts of promoting prostitution/advanced prostitution and

maintaining a public nuisance. He was expected to be formally charged this week, news reports said. Patel’s bond was set at $200,000. He posted it and was released from the St. Clair County Jail May 12. Police and agents from the Metropolitan Enforcement Group of Southwestern Illinois raided the Rodeway Inn, following a six-month investigation. According to Kelly, quoted by Belleville News-Democrat, Patel was allegedly using his motel as a brothel. According to the arrest warrant Patel, “knowingly

solicited an individual whom he believed to be a child under the age of 17 with the intent of committing criminal sexual abuse.” The raid followed renting a room Feb. 18 on an hourly rate to “an undercover state trooper” with the knowledge that the room would be used for prostitution. The warrant further alleged that on March 16, Patel rented a

room, at an hourly rate, to the confidential source again, and knew that the room was going to be used for prostitution and he agreed to be paid with proceeds from the act of prostitution. On May 5, 9, and the 10 Patel allegedly offered to arrange a sexual act with the same under cover law enforcement whom he believed to be 15year-old and even offered to engage in sexual acts with the

So it's heartening to see quite how many relatively young women in this sample reported experiences with harassment and discrimination," said study author Reshma Jagsi, associate professor at the University of Michigan Medical School. "This is a sobering reminder that our society has a long way to go before we achieve gender equity,” Jagsi added. The study, published in the

Journal of the American Medical Association, showed that the situation reflects a larger societal problem. Women who experience these types of harassment may be less likely to report these incidents if they feel they are unique and aberrational. Organization president Pradeep Kandimalla urged TAGC members to come together, and respecting their regional differences in India, to build a united future for them in America. He thanked members for making the program a grand success and conveyed his gratitude to donors and sponsors for giving back to the community. N.Y.C. Mayor’s Office Hails Move To Help DACA Recipients By a Staff Writer

he New York Mayor’s Office for Immigrant Affairs has hailed the decision by the Board of Regents to grant professional licenses to recipients of the Deferred Action for Childhood Arrivals program, which, it said, would help beneficiaries to live their dreams. Nisha Agarwal, Commissioner, NYC Mayor’s Office of Immigrant Affairs, said last month that immigrants, including DACA recipients are already crucial contributors to New York’s economy. “Researchers have demonstrated that federal programs like DACA stimulate job growth and create new tax revenue for local and state governments through higher earnings,” she said. “Because the proposed amendments are likely to increase wages for DACA recipients and other similarly situated immigrants, New York State and localities within the state will also benefit,” she said. Estimates show that licensing results in up to 15 percent higher wages for licensed workers versus unlicensed workers. For this reason, this rule could result in tens of millions of dollars in increased earnings for DACA recipients in New York City alone.

Arvind, who was among the top 178 honorees in the graduating class of 2016, said that President Obama was absolutely correct because there is such great diversity at Rutgers, both culturally and intellectually. “I think this gives students a perspective on how their classes not only impact New Jersey but the U.S. and the world,” Arvind said, reacting to Obama’s 20minutes-speech, the first by a sitting president at graduation in Rutgers which is celebrating its 250th anniversary this year. About 50,000 people, including more than 10,000 students and their friends and families along with faculty members listened to Obama’s address at High Point Solutions Stadium in Piscataway, New Jersey as he spoke about the diversity in Rutgers. “Here in New Brunswick, you can debate philosophy with a classmate from South Asia in one class, and then strike up a conversation on the EE Bus with a first-generation Latina student from Jersey City…,” the President said amid thunderous applause. faculty has been very helpful despite being a first generation Indian-American. “Many of my classmates were, and not just from India but from many other countries as well. And I think because of this, students on the whole relate to each other much better and we have a much better connection to a more globalized world. I think this is one of the biggest reasons as to why so many first generation students, not only Indian-Americans, come to Rutgers,” he said in response to a question. Referring to Rutgers in his speech Obama said that America converges here. “And in so many ways, the history of Rutgers mirrors the evolution of America – the course by which we became bigger, stronger, and richer and more dynamic, and a more inclusive nation,” said.

Nikki Haley Pushes For An Inclusive Republican Party By Jenna Portnoy epublican Ed Gillespie brought South Carolina Gov. Nikki Haley to Virginia this week to help him talk about his plans to run an inclusive, policybased campaign for governor in 2017. Haley, 44, the youngest governor in the country, the first woman to serve as chief executive of her state and the daughter of Indian immigrants, said she supported Gillespie’s strategy to reach out to minority groups not known for supporting Republicans. “All you have to do is listen,” Haley told a crowd of about 150 Republican activists, elected officials and lobbyists who gathered at a suburban Richmond hotel Tuesday. “And not just Indian Americans it’s Mexican Americans, it’s Jewish Americans. When we run for office, our job is to work for everybody. You can’t work for everybody if you don’t listen to everybody.” The event was billed as a “conversation about public policy” and was sandwiched between fundraisers for Gillespie, a longtime GOP strategist who nearly unseated Sen. Mark R. Warner, D-Virginia, two years ago. The format was intended to display Gillespie’s high-profile connections in national politics and paint him as the inevitable GOP nominee for next year’s race despite competition from Rep. Rob Wittman, R-Virginia, and Corey Stewart, chairman of the Prince William Board of County Supervisors. In their emphasis on inclusion, Haley and Gillespie seemed to be trying to draw a contrast with mogul Donald Trump’s presidential campaign, which has been marked by controversial comments about women, Hispanics and Muslims, and a policy agenda that critics say lacks depth. Yet asked whether the Trump campaign has contacted her about joining the Republican ticket as the vice-presidential candidate, Haley hinted that there have been conversations. “I have said I’m not going to run for VP or interested in VP,” she said, adding: “I have not talked to any of his surrogates. I have talked to people that are in the know.” Like Gillespie, Haley told reporters she would support Trump, even though she took a swipe at him in January in the GOP response to the State of the Union, urging the party to ignore the “siren call of the angriest voices,” and recently tangled with him during the primary in her state.

terms of the future of the country,” Gillespie told reporters. “[It’s] not just about the White House for the next four years. It is about control of the court for a generation or more, the Supreme Court. And so I’m for him.” At the event, Gillespie and Haley answered friendly questions from the crowd, including state Sen. Siobhan S. Dunnavant, R-Henrico, an aide to Virginia House Majority Leader M. Kirkland Cox, RColonial Heights, and a young boy who asked about educational standards. Haley also took aim at a target shared by Virginia Republicans of all stripes: Gov. Terry McAuliffe (D). She attacked the central theme of his administration, saying Virginia’s economy has taken a “nosedive,” the state is nearly last in terms of job growth, and South Carolina no longer competes with Virginia for jobs. “I know he will be a jobs governor,” she said, referring to Gillespie. “I want another competitor. I’m a little bored.” McAuliffe spokesman Brian Coy pushed back against the characterization, citing Virginia’s

4 percent unemployment rate, compared with 5.7 percent in South Carolina. “That is tough talk from the governor of a state with an unemployment rate a full 1.7% higher than Virginia’s,” Coy said in a statement. “Governor McAuliffe also left his state today trying to create jobs, but he’s focused on new employment for Virginia families, not Republican politicians.” McAuliffe is on a four-day trip to Boston, Montreal and Toronto to promote Virginia oysters, wine, craft beer and outdoor recreation through receptions and media interviews. More than a year and a half ahead of the Virginia governor’s race in 2017, Gillespie is aggressively building a campaign treasury and rolling out endorsements. United States Assistant Secretary for South and Central Asian Affairs Nisha Desai Biswal, in an emotional speech in California, recounted the experiences of her grandparents in Gujarat during India’s independence movement when they also went to jail for civil disobedience. Delivering the 33rd Mahatma Gandhi Memorial Lecture at the University of California, San Diego, May 14, Biswal praised this year’s recipients of the Mahatma Gandhi Memorial Scholarships, and the San Diego Indian American Society which has been honoring exceptional students at this event for 33 years, the longestrunning scholarships that honor Gandhi in the U.S. Prior to launching into a foreign policy speech on U.S.India bilateral relations, Biswal

offered an emotional account of her 1998 visit to India where she recorded the oral history of her grandparents, during a visit “to reconnect with the land of my birth,” she said. She came to know if the economic hardships they faced, and the barriers they crossed to engage in a love marriage at a time when it was almost unheard of, she noted. “My grandparents took such joy in recounting their courtship on the banks of the lake where they met while washing their clothes – a love marriage at a time when such unions were unfathomable,” Biswal noted. But the stories that had the greatest impact on her she said, “were the heady years leading to India’s independence, when they would drop what they were doing to participate in a march or protest in support of the great men of India – Mahatma Gandhi, Jawaharlal Nehru, Sardar Patel.” When she asked her grandparents what they were most

.S. lawmakers are looking to use a defense policy bill to increase restrictions on military aid for Pakistan, expressing frustration with what they see as Islamabad's failure to crack down on Afghanistan's militant Haqqani network. The $602 billion National Defense Authorization Act, or NDAA, passed by the House of Representatives late on Wednesday would block $450 million in aid to Islamabad unless it does more to fight the network, which lawmakers see as a major threat to U.S. forces in Afghanistan. The bill requires the Pentagon to certify that Pakistan is conducting military operations to disrupt the Haqqani network, not letting the network use North Waziristan as a safe haven and actively coordinating with Afghanistan's government to fight the network along their border. As they finalized the 2017 version of the annual bill, House members added three amendments related to Pakistan. All

passed by unanimous voice vote. One added a fourth requirement to the release of the aid, that the administration certify Pakistan has shown progress in arresting and prosecuting Haqqani network senior leaders and mid-level operatives. Another required that the Secretary of Defense certify Pakistan is not using its military or any funds or equipment provided by the United States to persecute minority groups.

Afridi is a Pakistani doctor believed to have helped the CIA hunt down Osama bin Laden. Pakistan sentenced Afridi in 2012 to 33 years in jail on charges of belonging to a militant group, which he denies. That sentence was overturned and Afridi is now awaiting trial on another charge. Pakistan says its courts will decide Afridi's fate, and has angrily criticized U.S. politicians, including Republican presidential candidate Donald Trump, over calls to release him. The House version of the NDAA is not the final version of the legislation. It must be combined with a Senate bill before being sent to the White House for President Barack Obama to sign, or veto. However, there is also strong criticism of Pakistan in the Senate. After June biennial elections to the Rajya Sabha, while the Congress strength will come down, there will be enhanced numbers for the likes of the Samajwadi Party and the AIADMK. This can help government pass key bills in Rajya Sabha," a BJP source told IANS, exuding confidence. But, will the Trinamool Congrees (TMC), which hasstormed back to power in West Bengal with over two-thirds majority vote, play ball? The Congress strength in Rajya Sabha is now 64 and this could scale down to 60, but it will continue to be the single largest party in the house. Twenty-five Rajya Sabha seats are up for grabs in states where the BJP or the National Democratic Alliance is in power. Of them, Andhra Pradesh and Rajasthan account for four each, Chhattisgarh, Punjab, Haryana and Jharkhand for two each, Madhya Pradesh for three and Maharashtra for six. Of these, BJP or its NDA allies can hope to pick up 22 seats, it is estimated. The present strength of BJP is 49 in the 245-member Rajya Sabha. With NDA allies, its number goes up to 67. Mamata Banerjee: Didi With Development Mantra By Sirshendu Panth he worked as a milk booth vendor to battle poverty early in her life. Over the years, Mamata Banerjee became an uncompromising street fighter against the Communists in West Bengal. But, as she became the chief minister in 2011, Banerjee channelized her abundant energy to usher in development and implement socio-welfare schemes that ultimately helped her retain power in the eastern state. Criss-crossing the state from Darjeeling in the north to Sagar in the south, Banerjee held over 100 administrative meetings in various blocks of the state's 20 districts, handed out lakhs of bicycles and shoes to school students and arranged distribution of foodgrain at Rs.2 per kg to around seven crore of the state's nine crore-plus population. She doled out scholarships to girls, loans to the jobless youth for self-employment, arranged for free medicine and treatment in state-run hospitals, and most importantly, put in place a massive propaganda machinery to apprise the people about the Trinamool Congress government's development efforts and welfare schemes. Banerjee's pet project 'Kanyashree' -- a cash-transfer programme for the education of girls -- has been recognized by Unicef. The government's "success stories" in building roads, even in remote blocks, ensuring drinking water and installation of rural street lights were played up on billboards, posters, print and television advertisements and the social media. The frequent administrative meetings, which Banerjee -- the state's first woman chief minister -- described as "bringing the government to the people in the districts", saw the participation of all key ministers, top bureaucrats and police heads, with the chief minister donning the mantle of a hard task master, and even pulling up and suspending officials on the spot for non-performance. The meetings kept the district administrations on their toes as the officers and staff virtually went on an overdrive to meet targets and execute projects. The sum total of all these efforts enabled Banerjee to successfully fight back anti-incumbency and a no-holds-barred campaign by an aggressive Left Front-Congress alliance. terstage after the Narada video footages linking top Trinamool leaders to alleged bribery scandals were made public -- did at one time threaten to derail Banerjee's development plank. On top of that, the underconstruction Vivekananda Road flyover collapsed in north Kolkata March 31, taking 26 lives, and triggering more allegations of graft, amid reports that the contracts was handed out to inexperienced people close to Trinamool leaders. Banerjee chose to combat the challenge by telling the people to vote for her: "I am the Trinamool candidate in all the

294 assembly seats", she said. It was a calculated ploy to take the spotlight off the wrongdoing of her party leaders, and the increasing factional feuds in the Trinamool. However, the poll success has seemingly overshadowed failings like her inability to tap bigticket investments to create employment opportunities for the youth, control the 'syndicate' mafia and extortion rackets which have become a menace for entrepreneurs, and rein in hoodlums close to the Trinamool who have been running amok. There were other lows too. A

professor was arrested for online circulation of Banerjee's cartoons; she called a poor farmer a "Maoist" and ordered his arrest for demanding reduction in fertilizer prices; and termed the rape of an Anglo-Indian woman in Kolkata's Park Street as "a cooked up case”. The irate opposition and the civil society dubbed her as "intolerant". The daughter of a freedom fighter father who died when she was young, Banerjee had to fend for her family. For a while, she worked in a milk booth as a vendor-attendant. With a post-graduate degree in thee arts, besides degrees in

law and education, Banerjee was mentored early on in politics by Subrata Mukherjee -- now ironically one of her ministers. She shot to fame in 1984 by upsetting CPI-M stalwart Somnath Chatterjee in Jadavpur constituency in her maiden Lok Sabha contest. In 1991, she joined then prime minister P.V. Narasimha Rao's ministry but was unhappy because the government was indifferent to her proposal to develop sports. She lost the portfolio in 1993. In 1998, she quit the Congress and formed the Trinamool Congress after accusing the Congress of not being serious in taking on the Communists in West Bengal. She courted the Bharatiya Janata Party (BJP) from 1998 to 2001, supped with the Congress in the 2001 assembly polls, and again dated the BJP-led alliance in 2001-06 as she looked for ways to defeat the Left. In between, she was the country's railway minister (1999 to 2001) and coal minister for a few months in 2004. Her lowest moment came in 2004 when the Trinamool got just one seat in the Lok Sabha polls -- and the victorious Left decided to back the government of prime minister Manmohan Singh. But only four years later, the Left and Congress divorced. During the Left Front rule under Buddhadeb Bhattacharjee, protests erupted in West Bengal over the state government's decision to seize farmland to build factories including Tata Motors' stalled Nano small car project. Banerjee lost no time and again launched an agitation that eventually saw the Tatas moving out of the state. In alliance with the Congress, the Trinamool went from strength to strength and decimated the Left Front in the 2009 Lok Sabha polls, following which Banerjee again became the railway minister. She used the ministry to shower goodies on West Bengal, and virtually set up a parallel administration. Finally, the TrinamoolCongress combine ousted the Left Front from power in May, 2011. Banerjee still lives in her single-storey house in a dingy lane close to the famous Kalighat temple in Kolkata and wears her trademark cotton saris and inexpensive rubber chappals. Beyond politics, Banerjee -- a spinster -- dabbles in painting and authors books. She is a good cook whose chicken and 'aar maachh' curry have earned much praise. –IANS

Congressman could not buck the trend as he presided over his party's decimation. On May 19, as the counting of votes began, Gogoi visited the Kamakhya temple to pray. But the deity, it seems, had already made up her mind. And so it will be Sarbananda Sonowal of the Bharatiya Janata Party who will

take up the reins of this northeastern state for the next five years. But even as Gogoi fades out, his name will remain etched in the state's history. It was Gogoi who single-handedly brought the Congress to power in Assam in 2001. He also ensured the party's victory in Assam in 2006

and 2011 assembly elections. And that's how he became the state's chief minister thrice. Born to Kamaleswar Gogoi and Usha Gogoi on October 11, 1934 at Rangajan Tea Estate in Jorhat district, Gogoi started his political career as a Congress volunteer and was elected to the Jorhat Municipal Board in 1968.

Left Captures Kerala, Congress Decimated By Sanu George

he LDF returned to power in Kerala May 19, winning 91 of the 140 seats in an election that saw the Congress routed and the BJP entering the assembly after decades of waiting. As widely anticipated, the Left Democratic Front (LDF) led by the Communist Party of India-Marxist (CPI-M) unseated the Congress-led United Democratic Front (UDF) in the May 16 battle. Election officials said the LDF had won 91 seats, with the CPI-M itself grabbing 58. In contrast, the entire UDF tally was 47, a clear sign of the voters' disgust against a government that battled corruption charges. "This is a vote against the corrupt and those who failed to protect the dignity of women," thundered CPI-M veteran and former chief minister V.S. Achuthanandan. He called it a "wave" in favour of the LDF, whose victory will now make Kerala the second state in the country

after Tripura to come under Marxist control. "We accept this defeat which we never ever expected," said a stunned Ooomen Chandy, the outgoing chief minister. "We felt we would return (to power) but this has not happened. We will now introspect." It was one of the worst electoral defeats for the UDF. The Congress seat tally fell from 39 to 22. The ministers who lost were Shibhu Baby John (Labour), P.K. Jayalekshmi (Scheduled Tribes Welfare), K. Babu (Ports and Excise) and K.P. Mohanan (Agriculture). Speaker N. Sakthan and Deputy Speaker Palode Ravi (both Congress) were also humbled. "As chairman of the UDF, I have a responsibility for this debacle," said Chandy, who however was elected for the 11th time from Puthupally. As boisterous Left activists celebrated all across Kerala, CPI-M leaders said the party would meet on Friday to decide who will be the new chief minister. In the race are two men:

Achuthanandan, 92, and his long-time foe within the party, Pinarayi Vijayan, 72. Although Vijayan is known to enjoy majority support within the CPI-M in Kerala, Achuthanandan is widely seen as the mass leader and he is known to be keen to lead the state again. Besides the CPIM's 58 seats, the Communist Party of India (CPI) won 19 seats, the Janata Dal-Secular three, the Nationalist Congress Party (NCP) two while four other LDF constituents won one seat each. Five independents backed by the Left were also elected. In the UDF camp, the Congress led by winning 22 seats followed by the Indian Union Muslim League (18), Kerala Congress-Mani (6) and Kerala Congress-Jacob (1). The UDF suffered a huge setback in districts like Kollam and Thrissur besides Ernakulam and Thiruvananthapuram. It was in Thiruvananthapuram that former central minister and BJP veteran O. Rajagopal won from Nemom constituency, defeating two-time legislator V.

Until Thursday, no BJP candidate had won an assembly or Lok Sabha election in the state. A visibly happy Rajagopal said his victory would mark the BJP's surge in Kerala. But the BJP's hopes of getting four to six legislators elected on the strength of some aggressive campaigning by Prime Minister Narendra Modi as well as BJP president Amit Shah failed. Independent candidate P.C. George was also elected to the house. A total of 1,203 contestants were in the fray. Most exit polls had predicted a Left victory. But Congress leaders, Chandy included, insisted until the votes were counted that the UDF would return to power. Finally, the Kerala voter proved that he likes to change the government every five years. –IANS

Gogoi was first elected to the fifth Lok Sabha in 1971 from Jorhat constituency in Assam and became the joint secretary of the All-India Congress Committee (AICC) in 1976. Later, he was re-elected to the sixth and the seventh Lok Sabha as well. Gogoi also became the AICC general secretary in 1985. Between 1986 and 1990, he served as the president of Assam Pradesh Congress Committee (APCC). He became the state unit's president again in 1996, a position he has been holding since then. Gogoi was elected to the 10th Lok Sabha again in 1991 from Kaliabor Lok Sabha constituency in Assam. Between 1991 and 1993, he was the Union minister of food (independent charge) and held the portfolio of food processing ministry in the central government between 1993 to 1995. During 1997-98, he was elected to the Assam assembly from Margherita constituency. He was elected to the 12th Lok Sabha for the fifth time in 1998. In 1999, he was re-elected to the 13th Lok Sabha. He assumed the office of Assam chief minister in May, 2001. In September that year he was elected to the assembly from Titabar constituency. USCIS TO HIKE FILING FEES AND IMPOSE A NEW FEE FOR THE EB-5 INVESTOR PROGRAM BENEFIT

J

ust when employers in the United States were unhappy and raising concerns about the steep increase in the statutory fee for certain H­1B and L­1 petitions, and about the lengthy delays in adjudicating petitions, the Department of Homeland Security (DHS) threw another curved ball. Putting into practice the “Full Cost Recovery” theory, DHS is proposing to raise USCIS filing fees by a weighted average of 21 percent and impose a new fee on the Regional Centers with regard to EB­5 processing in order to fully recover costs for its services and to maintain adequate service. The proposed rule has been published in the Federal Register and is open for public comments until July 5, 2016. As many are aware, U.S. Citizenship and Immigration Services (USCIS) is primarily funded by immigration and naturalization benefit request fees charged to applicants and petitioners. Fees collected from individuals and entities filing immigration benefit requests are deposited into the Immigration Examinations Fee Account (IEFA) and used to fund the cost of processing immigration benefit requests. USCIS calculates its fees to recover the full cost of USCIS operations, which do not include the limited appropriated funds provided by Congress. USCIS anticipates if it continues to operate at current fee levels, it will experience an average annual shortfall of $560 million between revenues and costs. This projected shortfall poses a risk of degrading USCIS operations. The proposed rule would eliminate this risk by ensuring full cost recovery. As such, DHS is proposing to adjust fees by a weighted average increase of 21 percent (%). Some the major highlights of the proposed rule include, but are not limited to: • EB­5 (IMMIGRANT INVESTOR) VISAS: NEW FEE FOR THE ANNUAL CERTIFICATION OF REGIONAL CENTER, FORM I­924A. In order to recover the full cost of processing, DHS is proposing to establish a new fee of $3,035.00 for the Annual Certification of Regional Center, Form I­ 924A, pertaining to the EB­5 Regional Center investor visa program benefit. As many are aware, Form I­924A is used by Regional Centers to demonstrate continued eligibility for their designation. Although approved regional centers are required to file the Form I­ 924A annually, there is currently no filing fee and the processing cost is borne by other individuals paying fees for immigration benefits. Until now USCIS was using its adjudicative resources to handle Form I­ 924A without charging any fee for approximately 800 currently approved Regional Centers. This USCIS’ annual subsidy provided to the EB­5 Regional Center is soon going to end. Note that the rule also proposes to change the title of Form I­924A from “Supplement to Form I­ 924” to “Annual Certification of Regional Centers.” Further, the proposed fee for processing the Form I­526, Immigrant Petition by Alien Entrepreneur, will increase by 145 % to $3,675 (from the current fee of

$1,500.00). The good news is that the fee for processing Form I­829, Petition by Entrepreneur to Remove Conditions, is going to remain the same at level of $3,750.00. • THREE­LEVEL FEE STRUCTURE FOR THE APPLICATION FOR NATURALIZATION, N­400. DHS is proposing to establish a three­level fee for the Application for Naturalization, Form N­400. First, DHS would increase the standard fee for Form N­400 from $595 to $640. Second, DHS would continue to charge no fee to an applicant who meets the requirements of sections 328 or 329 of the Immigration and Nationality Act of 1952 (INA) with respect to military service and applicants with approved fee waivers. Third, DHS would charge a reduced fee of $320 for naturalization applicants with family income greater than 150 percent and not more than 200 percent of the Federal Poverty Guidelines. DHS is proposing this change to increase access to United States citizenship.

USCIS clears payment checks through the Automated Clearing House (ACH) by converting checks to electronic payments. Because USCIS converts checks into ACH payments, there is currently no or very little delay before USCIS knows whether the check is valueless. DHS is proposing that USCIS will not begin processing the benefit request until the payment has cleared. DHS anticipates that the proposed change would reduce the USCIS administrative costs for holding and tracking immigration benefit requests with

• USCIS WILL NOT BEGIN PROCESSING THE REQUESTED IMMIGRATION BENEFIT UNTIL THE FILING FEE AND/OR BIOMETRICS FEE PAYMENT GETS CLEARED. Current regulations provide that when a check or other financial instrument used to pay a filing fee is subsequently returned as not payable, the remitter is notified and requested to pay the filing fee and associated service charge within 14 calendar days, without extension. Further, if a benefit request is received by DHS without the correct biometric service fee, DHS notifies the applicant of the deficiency and takes no further action until payment is received. In accordance with these provisions, when a payment is returned as non­payable, USCIS places the immigration benefit request on hold and suspends adjudication. If a check is dishonored or payment otherwise fails, USCIS assesses a $30.00 charge and pursues the unpaid fee and penalty using administrative debt collection procedures. If the biometrics services fee was required and is missing, USCIS generally provides the filer 30 days to correct the payment. If payment is made within the allotted time, USCIS resumes processing the benefit request. If the filer does not correct the payment, USCIS rejects the filing. If the biometric fee is not paid, USCIS considers the benefit request as abandoned. DHS is proposing to eliminate the above­ mentioned rules requiring that cases be held while deficient payments are corrected.

This change would streamline USCIS’ process for handling immigration benefit requests when payments are returned as not payable or do not include the required biometric services fee. • HOLDING THE BIOMETRIC SERVICES FEE AT ITS CURRENT LEVEL. Though the model used by the DHS suggested a reduced Biometrics fee of $75.00, it is proposing to hold the Biometrics service fee at its current level of $85.00. DHS believes that the importance of and uncertainty in the Biometric services area justifies holding that fee at $85.00. • REFUNDS DHS is proposing a minor change in the provision regarding USCIS fee refunds. In general, except for a premium processing fee, USCIS does not refund a fee regardless of the decision on the immigration benefit request. Going forward, USCIS will refund a fee if the

agency determines that an administrative error occurred resulting in the incorrect collection of a fee. We are not making the most but the best. We will never make a product that we are not proud of. "Apple has a bright future for retail in India. We will sell preowned phones with new warranty. We want India to have best Apple products," he stressed, adding that he instantly feels like he belongs here in India. When asked about China, Cook said: "India is different than China," adding that the announcements about Apps development facility in Bengaluru and Maps Development Centre in Hyderabad were just the beginning. At an event in the capital, Communications Minister Ravi Shankar Prasad said: "I complement Apple chief executive for a public commitment of one thousand years in India. We are ready to work together." Cook later met Sunil Mittal, chairman of Bharti Airtel, one of India's leading telecommunication companies which was the first to launch 4G in India and is set to offer it countrywide. It is learnt from sources that their meeting at Airtel's office lasted almost an hour and top officials of Airtel, including Gopal Vittal, managing director and CEO (India & South Asia), were also present. Kavin Mittal, founder and CEO of hike messenger, also made a presentation to Cook. "You will see a reliable signal quality after 4G which is critical for India's progress," Cook had earlier told the TV channel. According to a recent report by global investment advisory CLSA, India's 3G and 4G subscribers have tripled to 120 million in 24 months but as affordability increases, the market will expand to 300 million by March 2018. These 300 million subscribers will account for 60 percent of sector revenues. Bharti Airtel and Reliance Jio, the only operators with pan-India 4G spectrum in 2,300 MHz, will lead this opportunity. India’s Bonded Labor Assistance To Include Transgender People, Boost Payouts By Rina Chandran

ndia is revising its rehabilitation scheme for forced or bonded laborers to include transgender and other marginalized people, speed up court proceedings, and increase compensation for rescued workers. Under the new policy, the government will boost the scheme's annual budget to 470 million rupees ($7 million) from 50 million rupees, according to an official statement released late on Tuesday. The new scheme "aims to

address new forms of bondage such as organized begging rings, forced prostitution and child labour, for which females, disabled and transgenders are mercilessly used," Labour Minister Bandaru Dattatreya said in the statement. India abolished bonded labour in 1976, but the country is home to almost half the world's 36 million slaves, according to the Global Slavery Index produced by the Australia-based Walk Free Foundation. Many are from poor rural areas and are lured with the

promise of good jobs, but end up sold into domestic work, prostitution, or to brick kilns, textile units and farms. In many cases, they are unpaid or held in debt bondage, forced to work without wages until they pay off loans they have taken to secure their jobs. Rescued bonded laborers often face delays in receiving compensation, and trials to bring perpetrators to justice can be bogged down by varying laws in different states. Under the new rules, which are the first revision to the

scheme since 1999, rescued male bonded laborers will receive 100,000 rupees each, compared to 20,000 rupees before. Rescued women and child workers will be paid 200,000 rupees, while women, children, and transgender and disabled people who have been trafficked or rescued from brothels will receive 300,000 rupees. The Sad Story Behind Canada's Formal Apology To Indian Immigrants By Ishaan Tharoor n May 18, Canadian Prime Minister Justin Trudeau delivered a formal apology in his country's House of Commons for an incident that took place more than a century ago. In mid-May 1914, the Komagata Maru, a Japanese steamship, arrived in Vancouver after leaving Hong Kong in early April. On board were 376 passengers, most of whom were Sikh migrants from what was then British India. The ship was not allowed to dock. A 1908 Canadian law at the time forbade arrivals in the country who did not make a "continuous journey" from their nation of birth or citizenship. In an era when hundreds of thousands of white European immigrants were settling in Canada, the law was seen as a measure to stymie Indian arrivals because it was practically impossible to travel directly from the Indian mainland to North America. In a challenge to the rules, the Komagata Maru, chartered by a Sikh businessman with ties to an influential Sikh political party in the Americas, steamed across the Pacific. Its arrival in Canada was anticipated by doom-mongering local headlines, which warned of an impending "Hindu invasion." Sir Richard McBride, then the Conservative premier of British Columbia, made clear the explicit racism of Canada's policies on the night the Komagata Maru reached Vancouver. "To admit Orientals in large numbers would mean the end, the extinction of the white people," he said. "And we always

have in mind the necessity of keeping this a white man's country." After an almost two-month standoff, which also involved feisty demonstrations by ethnic Indians on Vancouver's shores, the ship was eventually turned

away. When it reached Calcutta, now Kolkata, in India, British colonial authorities attempted to seize suspected Sikh radicals on board. The semi-riot that ensued saw security forces kill at least 19 passengers and arrest many others.

The incident is a reminder, particularly for Canada's considerable Sikh population, of the widespread discrimination and bigotry meted out on Indians and other Asians on the west coast of the Americas a century ago. "The real value in the apology lies in a re-examination," Ali Kazimi, an Indian-Canadian academic who made a documentary on the Komagata Maru story, told the Toronto Star. He added that should lead to a recognition "that Canada for the first 100 years of its existence had what was effectively a 'White Canada' policy." "We failed them utterly,"

Trudeau said in April when he indicated his intentions to make a formal apology. "As a nation, we should never forget the prejudice suffered by the Sikh community at the hands of the Canadian government of the day." In 2006, Trudeau's predecessor, Conservative Prime Minister Stephen Harper, made a formal apology in the House of Commons to the country's Chinese community for the discriminatory "head tax" imposed on Chinese immigrants who came to Canada between 1885 and 1923. In 2008, Harper apologized in Parliament to the country's indigenous populations for an official government policy that saw tens of thousands of indigenous children taken from their families and resettled in boarding schools. But an apologetic speech he made in 2008 at a Sikh cultural event in British Columbia didn't assuage Sikh demands for a proper reckoning with the past, which many argued must also include a formal apology delivered in Parliament. Trudeau, who defeated Harper and the Conservatives in elections last year and appointed the world's most Sikh Cabinet, promptly obliged. Trudeau, perhaps more than any other politician in the Western hemisphere, has also been particularly outspoken about the need to welcome Syrian refugees. Descendants of those aboard the Komagata Maru are expected to join him in the House of Commons. "It's staggering," Sukhi Ghunam, whose great-grandfather was aboard the Komagata Maru and never stepped foot in Canada, told the Globe and Mail. At a glittering event held in New York April 3, to mark the 9th anniversary of the South Asian Spelling Bee, Touchdown Media Inc., a multicultural advertising firm, announced the launch of the ninth season of the MetLife South Asian Spelling Bee. The competitions begin June 11.

The event is open to children of South Asian descent up to 14 years of age. The aim of the contest is to give South Asian children a chance to test their spelling skills in their core peer group. Interested spellers need their parent or guardian to register them online at www.southasianspellingbee.com.

For the first time, Accra, Ghana will be the 13th center from where spellers of South Asian descent will engage in the contest. The 12 locations where the MetLife South Asian Spelling Bee has been conducted so far has been across the United States, in Los Angeles, the Bay Area, Dallas, Houston, Chicago, Seattle, Atlanta, Charlotte, Washington, D.C. United States lawsuit against President Obama’s immigration executive actions. While the case is still before the Supreme Court, the district court judge ordered a set of ethics punishments against the federal government’s lawyers and demanded that the federal government give him a list of certain DACA recipients. The Mayor’s Office of Immigrant Affairs condemns the judge’s inappropriate demand for a list of DACA recipients, and we urge the federal government to appeal the order. Demanding a list of DACA recipients and their contact information risks eroding immigrants’ trust in the ongoing DACA program. It also risks inhibiting their willingness to access services and support that are crucial to the safety and stability of our communities. This is the case in which states, led by Texas, sued the federal

government to enjoin the implementation of President Obama’s Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA) and expanded Deferred Action for Childhood Arrivals (DACA) programs. This case is currently on appeal before the Supreme Court. The judge’s order blames federal Department of Justice attorneys for not notifying him that the federal government had begun issuing three­year DACA renewals in December 2014. More than 100,000 three­year renewals (a part of the expanded DACA program) were issued, and have since been replaced with two­year renewals. The order demands that the federal government give the judge a list of the names, addresses, and contact information of all of the DACA recipients from Texas and the 25 other plaintiff states who were granted three­year DACA renewals. The order does not apply to DACA recipients from New York State or the other states that are not suing the federal government as part of this case. The judge states that he will keep this list “under seal” but will consider requests by the states to release the information if they can show that they need the list to prevent damages to their states. The order demands this list be filed by June 10. How has the DOJ responded? The DOJ has responded that it strongly disagrees with the judge’s order. The federal government has not yet announced whether it will appeal. We will know more about how DOJ will respond soon. What is the City’s position? We condemn this judgeʹs inappropriate demand for a list of DACA recipients, and we urge the federal government to appeal this order. We strongly disapprove of any action that would drive immigrants further into the shadows. Will this impact the Supreme Court case? No. The Supreme Court is reviewing the injunction that the judge placed on the DAPA and expanded DACA programs, not this dispute.

"I think it's a new beginning for many things to follow. I've always been wondering why is it so difficult to learn Western music here. So by this initiative many doors are going to open, many musical leaders being born who can put the knowledge of Western music and the whole infrastructure could even spread the Indian music to a wider extent. I hope it expands amazingly well," he said at the event. The Berkelee College of Music, in operation for 70 years now, had awarded Rahman a honorary doctorate in 2014. Rahman had even performed at a concert for the institute after which this particular scholarship was named after him. Three students - one each from Assam, Uttarakhand and New Delhi - were awarded the A. R. Rahman Scholarship. About the scholarships, Rahman said: "Knowledge can change everything. Audience Wants Modern-looking Mothers On TV: Hina Khan

– RISHIKESH here was a time when a streak of white hair denoted ageing of a character on the small screen. Not anymore, says actress Hina Khan, who is unmarried in real life but now essays a mother of two in TV show "Yeh Rishta Kya Kehlata Hai". She says that in today’s society, people prefer to see actresses -- even in the role of an older character -- in a modern look. Hina, 27, started her journey in “Yeh Rishta Kya Kehlata Hai” as a youngster named Akshara, in 2009. After a few forward leaps in the story, she is now seen in the role of a mother. Asked whether she has any reservations by ageing like this on screen, Hina, who was shooting for the Star Plus show here, said: “Not at all. Times have changed. People don’t want to see artistes who are playing mothers’ role in those grey hair, which we used to do earlier. “Those times have changed. In real life, also no one likes grey hair. Everyone wants to look younger and that is what we are showing. People’s thinking is becoming modern. They want to see us in that look”. Hina has grown with the show, literally. “It has been a very good journey," she said, and added: "It (the leaps in the show) has changed nothing in my character. I’m still what I was seven years back and still going strong.
