On Rahul, Modi And Mamata The five state elections have, after all, produced five results. A contest is on between two ideas of India – a federal India and a unitary one

he sharpest observation after the five state elections has come from Mamata Banerjee. “Rahul Gandhi is a Narendra Modi asset.” Sonia Gandhi and Rahul had mounted a bitter attack on Mamata during the campaign in West Bengal. Against this background, would she ever shake hands with the Congress? asked NDTV's Barkha Dutt. Mamata came down sharply with the above one liner. The implication of what Mamata said is that Rahul, and the Congress by extension, are a requirement of Modi. They, and they alone, must be the counterpoint for the musical score the BJP is composing. In fact this composition has been underway well before the May 2014 general election which brought Modi to power. The entire Indian establishment, CII, FICCI, the electronic media, press - everybody was chatting up Rahul to stand in opposition to Modi. He was cajoled, paraded on the stage. Anchors implored him to debate Modi on live TV. As it is, Modi's 2014 victory was because of the universal disgust with Sonia, Rahul and Manmohan Singh which was harvested by the world's most expensive election campaign. BJP think tanks now divined that Modi will continue to look good so long as Rahul is projected as the alternative. And Mamata has quickly noticed it. So, Rahul must remain in play to benefit Modi. Instead of admitting that Rahul is something of a non starter, his coterie keeps making excuses: his take off had been delayed because Rahul wanted to raise the party from scratch. He is teeming with ideas, say Motilal Vohra, Janardan Dwivedi, Ghulam Nabi Azad, Anand Sharma. Only, Ahmad Patel sees authority resident elsewhere: “let's ask Madame.” No one is willing to concede that Rahul simply doesn't fizz. After P.V. Narasimha Rao brought the Congress tally down to 140 seats in 1996, Sitaram Kesri as Congress President raised

it by one to 141, but the next year Sonia plummeted: 114 seats. Electorally, the mother and son combination has done the party no good. So many of the party's wounds are self inflicted. Take the tamasha in Assam. If Sonia Gandhi can dig her heals in for her son, who can blame 81-year-old Chief Minister Tarun Gogoi dream dreams for his son, Gaurav Gogoi? Why can't he be the next Chief Minister. Himanta Biswa Sarma was to Gogoi what Amit Shah is to Modi. He was miffed at Gogoi's brazen nepotism, of course. But Rahul has had a role in driving Sarma away. Sarma describes a meeting with Rahul. “He is arrogant and likes to behave like a master with his servants.” It is uni-

versally acknowledged, an angry Sarma has brought down the Congress citadel in Assam. True, the BJP now is in power in two frontline states – Jammu and Kashmir and Assam. But circumstances impose a certain moderation in both situations. It cannot permit communal excesses and live comfortably with Mehbooba Mufti in Srinagar. Nor can it put on war paint against Bangladeshis in Assam at the same time as it is having exceptionally good relations with Prime Minister Sheikh Hasina in Dhaka. An atmosphere of moderation induces other steps. The BJP fields nine Muslim candidates of whom one has survived the fray. What if he becomes a minister? Badruddin Ajmal of the AIUDF would be a worried man on that count?

Parties with national pretensions must quickly find lasting partners in the states, not one night stands like the Left and the Congress had in West Bengal And now the imminence of Congress collapse is causing interesting political shifts elsewhere. In Kerala, Muslims have veered away from the Congress and Muslim League. They have voted in large numbers for the Left Front. This is welcome. There are other lessons in these elections. The Indian ruling class has long deluded itself that the country had a durable two-party system. In a multi-ethnic, multi-religious country where every currency note has to indicate denominations in at least 17 languages, to aim for such a system will, in the long run, prove illusory. A durable system of coalitions will surely evolve. The five state elections have, after all, produced five results. A contest is on between two ideas of India – a federal India and a unitary one. Establishments, of which the media is a part, are generally more comfortable with two national party systems, in bad odor though they be globally. They have since the 90s, bred crony capitalism and corruption. Electoral changes sweeping the world are on that count. That is why Mamata's is an astute observation. By describing Rahul as a Modi asset, she is debunking the illusory twoparty system at the Centre. Yes, two-party systems will be the order in the states. Come 2019, leaders like her, from the regions, will shape the power structure in New Delhi. The days of two-party compact, above the regional satraps, may be coming to an end. Parties with national pretensions must quickly find lasting partners in the states, not one night stands like the Left and the Congress had in West Bengal.

Enduring Language Relationship

I

ndia and Iran's friendship is as “old as history”, said Prime Minister Narendra Modi in Tehran May 23, emphasizing the social connections “through art and architecture, ideas and traditions, and culture and commerce”. A more wider and abiding testimony to the long and close relation is through language. Ever wonder from where words like 'seb', 'sabzi', 'mez', 'dehati', 'kulfi', paneer', 'barfi', 'shaadi' and so on came? These and several others - most color and fruit names for instance have no 'indigenous' alternatives - while many of these words are as current in Farsi even today. 'Dehati' is as strong a term of contempt in Iran as it is in India. And then what about words so imbued in Indian history like Peshwa (literally 'foremost' in Persian) and Nihang (crocodile)? These cannot be dismissed as just curiosities in our language due to the influence of Urdu, which draws a large part of

vocabulary from Farsi, but also due to a common cultural descent way back in history. Both nations take pride in their Aryan heritage - the prevalence of 'Aryaputras' as terms of address for royal princes in Indian epics, and Iran renaming itself so from the commonly-used Persia (in the 1930s) to stress this. But there might have been some discord between the Aryans in India and Iran at some point - or why does 'deva' connote a good celestial being in Indian mythology and a demon in Persian, and the 'asura' have the opposite meaning (the supreme being in Zoroastrianism is 'Ahura Mazda'). Persian pervaded India from the medieval ages with some of Amir Khusrau's most famous poetry in the language. And these are still heard today, be it “Nami Danam Che Manzil Bud” (made most famous by Nusrat Fateh Ali Khan) or “Zehale-Mikeen” which is an early example of composite poetry with Hindi and Persian

alternating: eg. “Shaban-e hijran daraz chun zulf wa roz-e waslat cho umr kotah, Sakhi piya ko jo main na dekhun to kaise kaatun andheri ratiyan...” The use of Persian became official during the reign of Akbar the Great (1556-1605) and it must have held some appeal for a monarch, just a generation or so down from a pure Mongol-Turkish heritage, to make it a court language. India had some prominent Persian poets like Mirza Abdul-Qadir 'Bedil' (1642-1720), and the use was so ingrained that a popular phrase till fairly recently was “Hath-kangan ko arsi kya/Pade likhe ko Farsi kya” (the first line means roughly that no mirror is needed to wear a hand ornament). Its use continued well into the 20th century - Allama Iqbal chose Persian to write “Javed-Nama”, his long epic of celestial travel inspired by Dante's “The Divine Comedy”. Continued on page 7

Immigration Isn’t That Bad For Native Workers Immigrants have different language skills, and have other skill differences from native-born workers of the same education level

D

oes immigration cost native workers their jobs or drive down their wages? This is one of the most contentious issues in economic policy right now. Fortunately, a lot of academic economists are doing some very smart, careful and thorough empirical work to figure out the effects of immigration on local labor markets. Various surveys and meta-analyses all reach one overwhelming conclusion: Immigration has at most only a small harmful effect on the native-born. If this were biology or astrophysics, that would be that – the media would accept the scientific consensus, until new research came along and overturned it. But this is economics, and so politics and ideology inevitably get in the way. There will always be people who are in favor of immigration restriction, and they will always have reason to question what would otherwise be a well-accepted consensus. To some, this means that true consensus is impossible. Russ Roberts, host of the popular podcast EconTalk, sounds a pessimistic note in a recent interview: “A famous…study [concluded] that the influx of Cubans from the Mariel boatlift didn't hurt prospects for Miami's native workers…Harvard's George Borjas re-examined the Mariel data last year and insisted that the original findings were wrong. Then Giovanni Peri and Vasil Yasenov of the University of California, Davis retorted that Mr. Borjas's rebuttal was flawed…To Mr. Roberts, this indicates something deeper than detached analysis at work. 'There's no way George Borjas or Peri are going to do a study and find the opposite of what they found over the last 10 years,' he says. 'It's just not going to happen. Doesn't happen.' “ To Roberts, empirical questions in economics will always degenerate into a politically motivated back and forth of

he-said-she-said. But I disagree. Although complete agreement may never be possible – there will always be the research outlier whose results differ radically from the norm – there are two factors that allow conclusions in economics to be more than 50-50. Those are 1) weight of evidence, and 2) quality of methods. We've already seen that the weight of evidence comes down on the immigration-is-mostlyharmless side of the debate. But what about the quality of the empirical methods used? Here too, I think one side is clearly winning. In the academic debate over immigration, the standout is Borjas, a professor of economics and social policy at the Harvard Kennedy School of Government. Borjas may disagree with most of his colleagues, but his output is voluminous and he works at a top university. A number of business publications have called him “America's leading immigration economist.” Now Borjas has written a book on the

topic, called “Immigration Economics.” The book summarizes much of Borjas' own work, all of which purports to show that immigration is very bad for native workers. However, University of California-Berkeley professor David Card and University of California-Davis' Peri have written a paper critiquing the methods in Borjas' book. It turns out that the way Borjas and the economists he cites do immigration economics is very, very different from the way other researchers do it. One big difference is how economists measure the number of immigrants comColumnist ing into a particuBloomberg View lar labor market. The natural measure of this seems like it would be the change in the number of immigrant workers, measured as a percent of the total workers in the labor market before this batch of immigrants arrived. This is the measure Card and Peri like. But instead of using the change in the number of immigrants, Borjas just uses the number of immigrants itself, as a percentage of the current total number

I’m A Cancer Survivor

W

hen I was 13 years old, I was diagnosed with nonHodgkin's Lymphoma, a cancer that is rarely found in children. Fast forward 13 years to this afternoon, when I found myself getting on a conference call with Vice President Joe Biden and asking hundreds of Americans around the country if they'd be willing to host conversations in their communities about how we can expedite the pace of cancer progress. Here's how it all came to be: Throughout my experience with cancer – from my initial diagnosis to the surgeries and procedures that followed – I felt completely out of control. I was in a continuous state of recovery, and never in a place of victory. I lost hope countless times during my cancer treatments. I felt that life had treated me unfairly and that I deserved better. It's what millions of patients and

their families feel every day. Daily points of devastating despair and fear. That their illness will not be cured. That they will never become healthy again. With the support of family and friends, I beat my illness and rediscovered the hope that I had once lost. But not everyone has the support I had. And no one should feel alone in a fight for their lives. I decided to dedicate my life to helping those affected by this terrible disease. And I’m proud to say that my job is to help organize communities around the country to make sure every person whose life cancer has touched has a part to play. On June 29, the Vice President and Dr. Biden are convening a Cancer Moonshot Summit. It will mark the first time that individuals and organizations in communities around the country -- patients, survivors, researchers, physicians, business leaders, philanthropists and more -will convene under the national charge to double the rate of progress to end cancer

of workers. This creates a number of problems. Let's think about a simple example. Suppose there are 90 native-born landscapers in the city of Cleveland, and 10 immigrant landscapers. Suppose that demand for landscapers goes up, because people in Cleveland start buying houses with bigger lawns. That pushes up the wages of landscapers, which will draws 100 more native-born Clevelanders into the landscaping business. But the supply of immigrants is relatively fixed. So the percent of immigrants in the Cleveland landscaping business has gone down, from 10 percent to only 5 percent, even though the number of immigrants in the business has stayed the same. Borjas will find that the percent of immigrants in the business goes down just as wages go up. But to conclude that native workers' wages went up because immigration went down would be totally incorrect, because immigration didn't actually fall! In fact, Borjas' method is vulnerable to reaching exactly this sort of erroneous conclusion. Card and Peri point out that if you use the more sensible measure, there's not much correlation between immigrant inflows and native-born workers' wages and income mobility. In another section of his book, Borjas uses a much more complex model to estimate the impact of immigration on the native born. But Card and Peri point out that Borjas assumes that immigrants and native-born workers are identical in terms of job ability. In reality, immigrants have different language skills, and have other skill differences from native-born workers of the same education level. Card and Peri find out that when you allow for even a small discrepancy between the two types of workers, immigration looks pretty harmless. Continued on page 6

Neera Tanden Appointed To Democratic Party Platform Committee By Ela Dutt wo Indian-Americans have been selected to be on the important Democratic Platform Drafting Committee, one of them a close confidante of presidential candidate Hillary Clinton. On May 23, Democratic National Committee Chairwoman Debbie Wasserman-Schultz announced the appointment of the 15-person Platform Drafting Committee which is responsible for developing and managing the process through which the Democratic Party’s National Platform is established. Several of the appointees were selected by the two Democratic presidential contenders, Clinton and Sen. Bernie Sanders. Among those Clinton selected was Neera Tanden, executive director of the progressive thinktank, the Center for American Progress. Tanden is a long-time Clinton supporter and was also an important player during the then First Lady's healthcare initiative, and more recently, helped draft President Obama's Affordable Care Act. The Clinton Campaign’s Senior Policy Advisor Maya Harris, an Indian-American, and sister of California Attorney General Kamala Harris, will be a

Pakistan To Be Included In Count Of Those Killed In Counterterrorism Operations By Karen DeYoung ast weekend’s drone strike that killed Taliban leader Akhtar Mohammad Mansour was the first acknowledged by the U.S. military in Pakistan and will be included in an upcoming White House accounting of all those killed in counterterrorism operations outside active war zones. The inclusion of attacks in Pakistan, nearly all of which have been conducted as CIA covert actions, will significantly boost the overall number of strikes taken since 2009. The statistics, which may be presented in aggregates without specific reference to geographic location or date, will include drone-fired missiles in Pakistan and drone and other air attacks in Yemen, Somalia and Libya, along with government tallies of combatant and civilian casualties. The Washington Post had previously reported that Pakistan would probably not be included in the tally. The statistics to be released will not include airstrikes or casualties — either combatant or civilian — in what are considered the active war zones of Afghanistan, Syria and Iraq. “We’re still working on it; we don’t have anything to announce yet,” said a U.S. official who was not authorized to publicly discuss the issue. The numbers are expected to be released in the coming weeks as part of President Obama’s pledge to be more transparent in describing lethal U.S. actions overseas.

Absent specific information about when and where they occurred, the total accounting of civilian deaths could spark as much controversy as the attacks themselves. One official said the number could be significantly lower than the hundreds estimated by several independent groups who use local contacts and media reports to assemble their counts. The administration has long since discarded the 2011 statement by John Brennan, then Obama’s chief counterterrorism adviser and now CIA director, that “nearly for the past year there hasn’t been a single collateral death” from drone

strikes. But it has consistently rejected the high independent claims of civilian casualties from the precision weapons. “There is no doubt that some innocent people have been killed by drone strikes,” Obama, who has cited “misinformation” on the subject, said last month. “What I can say with great certainty is that the rate of civilian casualties in any drone operation are far lower than the rate of civilian casualties that occur in a conventional war.” The administration gathers its own reporting from afterstrike overhead surveillance and both signals and human intelligence on the ground.

U.S. Designates Two Pakistani Groups As ‘Terrorist’ By a Staff Writer

he State Department has designated two groups operating in Pakistan as terror groups triggering automatic sanctions against them and blocks Americans from doing business with them. Both the Tariq Gidar Group (TGG) and Jama’at ul Dawa alQu’ran (JDQ) were put under the category of Specially Designated Global Terrorists (SDGTs), May 25, as they are determined to have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States, the State Department said in a press release. As a result of these designations, all property subject to U.S. jurisdiction in which the TGG or

JDQ have any interest is blocked and Americans are generally prohibited from engaging in any transactions with the two groups. The TGG is a Pakistani Taliban (TTP) linked group based in Darra Adam Khel, Pakistan. Washington considers it responsible for multiple large-scale, fatal attacks, including the December 16, 2014, massacre at the Army Public School in Peshawar, Pakistan, that left 132 schoolchildren and nine staffers dead—the deadliest terrorist attack in Pakistan’s history. The TGG’s leader, Umar Mansoor, is also known as the mastermind of the January 2016 attack on Bacha Khan University in Charsadda, Pakistan, that killed 20 and wounded between 50 and 60 others. It is also held responsible for the 2010 kidnapping of a British journalist traveling to North

Waziristan, Pakistan, and the 2008 kidnapping and beheading of Polish geologist Piotr Stanczak in Attock, Pakistan. The second group, JDQ, is based in Peshawar, Pakistan, and eastern Afghanistan. It pledged allegiance in 2010 to nowdeceased Taliban emir Mullah Omar, and has long-standing ties to al-Qaida and Lashkar eTayyiba, the State Department said. The JDQ has been responsible for various attacks, including the 2010 kidnapping and death of British aid worker Linda Norgrove in Kunar Province, Afghanistan. “The United States will continue to work with regional partners to counter militant and terrorist networks,” said the State Department, adding that the imposition of sanctions by the United States against terrorists “is a powerful tool.”

Pentagon has released information on a number of drone and other airstrikes taken by the military in Yemen, Somalia and Libya. Pakistan has been the administration’s most active and written-about drone program, with hundreds of strikes in the tribal regions close to the Afghanistan border reported by local residents, the Pakistani government and outside organizations. The administration has only thrice publicly acknowledged drone attacks there. The first was in April 2015, when hostages Warren Weinstein, a U.S. aid worker, and Italian Giovanni Lo Porto were mistakenly killed in a CIA strike targeting al-Qaeda. The White House also announced in April 2015 that a January strike that year had killed U.S. citizen and alleged al-Qaeda operative Adam Gadahn. The third time was this past weekend, when the military announced it had targeted Mansour in the southwestern Pakistan province of Baluchistan. The attack that killed alQaeda leader Osama bin Laden in May 2011 was a CIA-operated ground assault carried out by helicopter-borne U.S. Navy SEALs. Strikes in Pakistan have always been particularly sensitive. Begun in 2004 by the George W. Bush administration and sharply escalated during Obama’s first term, CIA drone attacks were conducted with what U.S. officials said was the private acquiescence of Pakistan’s government, which nonetheless sharply protested them in public.

Civil Rights Division Chief Vanita Gupta Says U.S. Law Falling Short For Many By a Staff Writer tudents of the New York University School of Law got to hear a humorous yet inspiring speech from the current head of the Civil Rights Division at the U.S. Justice Department Vanita Gupta at their convocation May 19. Gupta, who graduated 15 years ago from the same school, and has won seminal civil rights cases, including overturning past verdicts, and who today is leading the effort to redefine conduct of law enforcement, is the first Indian-American to hold one of the top posts in the Justice Department. She spoke in the presence of her two sons, Rohan, 4, and Chetan, 7. Joking that she remembered just two words from her convocation, Vanita and Gupta, the civil right lawyer said practicing law remained a “noble profession.” But even as it turns the values of “We the People” such as equality, fairness, freedom and opportunity, into real protections, it was far from evenly applied. “Despite the tireless efforts of so many to drive this progress – including efforts from my outstanding colleagues at the Justice Department – in too many communities across America today, we see a dramatic gap between what our laws guarantee, on the one hand, and what people experience, on the other,” Gupta asserted. She reflected on times when U.S. law did not live up to its highest ideals, such as during centuries of slavery and Jim Crow, when the law codified discrimination and oppression. The law treated women, people of color, the poor as second class citizens, at best, said Gupta. But she expressed optimism about America’s ability to bring out the “promise” of the legal framework. Despite tremendous obstacles, she said, the law had achieved “unimaginable” progress, from LGBTI rights to policing and criminal justice reform. But there were important gaps persisting, she said, listing several among them such as difficulty voting, criminalizing of poverty and disability, the difficulty poor defendants have getting meaningful legal representation, continuing racially segregated schools 62 years after Brown v Board of Education outlawed them, use of force, racial justice, and rights of LGBTI individuals. Gupta took the opportunity to slam the North Carolina House Bill 2, denying transgender individuals to use public

bathrooms according to their self identification. According to her such bills “not only violate the laws that govern our nation, but also the values that define us as a peo-

ple.” She urged the graduating students to focus on three attributes, courage, purpose and kindness. Gupta fought a nationally known case fresh out of law

school at the NAACP Legal Defense Fund, when she went to Tulia, Texas, to defend scores of African-Americans wrongfully accused by the false testimony of a police officer.

For low-level drug changes, these African-American defendants were sentenced to anywhere from 20 to 361 years. Gupta fought tirelessly to get the charges reversed, and her clients were freed in 2003. Gupta also said her inspiration came from her family’s story - her parents who came to America 50 years ago, her sister who came out as gay, and a husband who escaped violence in Vietnam to reach America. Gupta became the head of the Civil Rights Division in October 2014. She served previously at American Civil Liberties Union where she is credited with pioneering that organization’s National Campaign to End Mass Incarceration. Born in the Philadelphia area, Gupta spent much of her childhood in U.K. and France.

ay 24 U.S. senators questioned May 24 whether India’s development of a port in southern Iran for trade access risked violating international sanctions, and a State Department official assured them the administration would closely examine the project. “We have been very clear with the Indians (about) continuing restrictions on activities with respect to Iran,” Nisha Desai Biswal, Assistant Secretary of State for South and Central Asian Affairs, said on Tuesday. “We have to examine the details of the Chabahar announcement to see where it

falls in that place,” she testified to the Senate Foreign Relations Committee. Indian Prime Minister Narendra Modi May 23 pledged up to $500 million to develop the Iranian port of Chabahar, to try to give his

Biswal said she believed India’s relationship with Iran was primarily focused on economic and energy issues, and said the administration recognized India’s need for a trade route. “From the Indian perspective, Iran represents for India a gateway into Afghanistan and Central Asia,” she said. “It needs access that it doesn’t have.” Biswal said she had not seen any sign of Indian engagement with Iran in areas, such as military cooperation, that might be of concern to the United States. Modi is due to visit the United States next month and will address a joint meeting of Congress, a rare honor. Senator Ben Cardin, the committee’s top Democrat, asked if Biswal expected formal security cooperation agreements to be signed during that visit. She noted that India and the United States have already strengthened their security cooperation in several areas. “We’re looking at what additional areas we can engage in to deepen that cooperation,” Biswal said. Washington sees its relationship with India as critical, partly to counterbalance China’s rising power. n Indian-American education administrator was last week appointed interim county superintendent of schools of the Sutter County Board of Education, Calif. Baljinder Dhillon was chosen after series of public meetings and inputs from community members and staff to serve the remaining 2 and 1/2 years term of present superintend Bill Cornelius who retires July 1. Dhillon has been a teacher

and assistant principal at Tierra Buena, assistant principal at Barry, principal at Rio Del Oro in Plumas Lake, and most recently Superintendent of the Cascade School District in Anderson, according to an Appeal Democrat.com report. Dhillon, 53, was one of five applicants selected to be interviewed

before the board May 18. The entire process was held in meetings open to the community, the report said. Board of Education President June McJunkin said that Dhillon’s experience is what set her apart. “She filled many roles during her career,” McJunkin was quoted as saying. Dhillon’s first job in educa-

tion was as a fifth-grade teacher at Tierra Buena Elementary School for four years before she earned her master’s degree and moved into administration. She worked as an assistant principal at Tierra Buena and Barry Elementary schools in Yuba City Unified School District and became the principal at Rio Del Oro Elementary in the Plumas Lake Elementary School District. She received her doctor of education degree in 2013 and the same year left Yuba-Sutter to take a job as the superintendent of the Cascade Union Elementary School District in

Anderson. However, she always wanted to return. “Most of my life, I’ve lived and worked in Yuba City, and I’m coming back home,” Dhillon was quoted as saying. “Yuba City is where my heart is.” Her experience as an English learner helped shape her views on how outside-the-box thinking can help students who are struggling in school. “I believe we really have to think outside the box to help those kids,” Dhillon said. “It takes collaborating with the parents, teachers and administration.”

Hate In Hoboken Ravinder Bhalla, an accomplished attorney and the only Sikh councilman in Hoboken, New Jersey, engaged in a Twitter battle against a Trump supporter who labeled him #Terrorist, Ela Dutt reports ow the hell did Hoboken allow this guy to be a councilman? Shouldn’t even be allowed in the U.S. #terrorist.” That was a hateful tweet out of the blue for Hoboken Councilman Ravinder Bhalla, the first of its kind during his multiple terms as the only Sikh Councilman sporting a beard and turban. The tweet came from a Robert Dubenezic, who according to Bhalla, is from Jersey City, and a Trump supporter, he told Desi Talk. Bhalla didn’t take it lying down, wanting to nip in the bud what he sees as a rising tide of hateful speech encouraged by the tone set by Republican Presidential nominee-in-waiting Donald Trump. “Sir, I am born & raised in America. You clearly don’t know what it means to be an American. #ignorant @dubenezic @TotallyHoboken @HobokenInc” Bhalla tweeted back unfazed , adding, “Unfortunately, ignorance and racism are alive and well, even in Hudson County. I am not deterred but more determined to serve my community in Hoboken - as a proud American and a proud Sikh.” In the face of a cascade of responses from loyal Bhalla constituents, Dubenezic continued relentlessly. “No towel on my head,” he tweeted, according to the Hoboken Patch online news.

I’m not though, and I can say this guy is an ignorant clown,” said one; “Please educate yourself and do not hate. Hoboken will not stand for it,” said another; “Sad, unAmerican behavior that cannot be tolerated. I’m happy majority of Hoboken is progressive and rejects racism.” “Proud of you Ravi and proud of our hometown Hoboken for electing you twice,” one tweet maintained. “Prouder of you than ever Ravi! Inspiring to see you set an example of American civic duty at a time when America needs it most,” added another. “Proof that racism requires ignorance,” said yet another. An attorney born and raised in New Jersey with a practise in Rochelle Park, Bhalla is a familiar figure on the streets of Hoboken. He is a Councilmanat-Large and Council President for the City of Hoboken. He is a former chairman of the Hoboken Democratic Party from 2010-2011. In the 1970s, during the crisis with Iran, he was called “Ayatollah;” when the war in Iraq took place, he was called “Saddam Hussain.” With 9/11, he was branded “Osama.” This time round, he said, because of the nature of the presidential campaign, “People feel more emboldened to say these things when one of the people running for President condones this kind of behavior.” Bhalla was referring to Trump’s “Wow. This is the impact of a Donald Trump candidacy. People feel more empowered to publicly express their ignorance and hatred. You’re doing a great job. Keep up the great work you do,” one supporter messaged Bhalla. One Bhalla supporter is quoted in rawstory.com, pointed to Dubenezic’s name saying, “Your last name is as foreign as it gets! BTW, he’s not Muslim. Educate yourself.” During his tenure in council, Bhalla is proud of his accomplishments. Among them, he said, was getting the city’s fiscal house in order. “We have been able to stabilize our financial standing. Our credit rating has risen from junk status to a double A plus,” he said. “We have also been able to root out government corruption. Hoboken had a big problem,” he said.

And the hospital that was on the brink of collapse, was saved by selling to a private entity, thus saving 1,000 jobs, he noted. More Indian-Americans are moving into Hoboken, young professionals wanting to live in the “miniature Manhattan,” he said. These growing numbers have combined with some of the old timers who did not flee Hoboken when violent hate crimes against Indians spilled over from neighboring Jersey City that spawned the “Dot Busters,” gangs of the 1980s. 3 Men Of Pakistani Origin Indicted For Alleged Citizenship Fraud, Smuggling By a Staff Writer

T

hree men of Pakistani origin, and an American woman were indicted May 26, for allegedly acquiring citizenship fraudulently, as well as smuggling artifacts from Pakistan into the United States. Through a complicated intrigue that allegedly involved committing bigamy with an American citizen, one of them managed to get not only his own citizenship, but also get some of his Pakistani children naturalized, and working toward getting the rest of his family to the U.S. Ijaz Khan, 42, and Vera Lautt, 56, both of Sante Fe, New Mexico, and Ibrar Khan of Pakistan, were indicted by a federal grand jury for a conspiracy to defraud the United States and naturalizing and procuring U.S. citizenship by fraud. Ijaz Khan faces additional charges, along with Fahad Khan of Pakistan, for conspiring to smuggle and for smuggling artifacts from Pakistan into the United States, and for conspiring to obstruct justice

and for obstructing justice, according to a press release from the U.S. Attorney for the Eastern District of Virginia. Ijaz Khan and Fahad Khan are both also charged with conspiring to and making false statements associated with the criminal investigation and federal grand jury investigation in the Eastern District of Virginia. The indictment alleges that Ijaz Khan and Vera Lautt met on the Internet in 2001. In early 2002, Lautt travelled to Pakistan to meet Ijaz Khan for the first time in person and while there signed marriage documents. Both Ijaz Khan and Lautt submitted fraudulent documents to the State Department and U.S. Citizenship and Immigration Services, which enabled Ijaz Khan to immigrate to the United States in 2003 and later become a naturalized U.S. citizen in 2009. At the time Ijaz Khan signed marriage documents with Lautt, he was in a marital relationship with a Pakistani woman, already had children, and continued to have children with the Pakistani woman

during his purported marriage to Lautt. The conspiracy included eleven separate attempts to obtain immigration benefits by fraud, five of which were successful and another five of which are still pending. According to the indictment, Ijaz Khan allegedly used his U.S. citizenship to enable his four oldest children to procure American citizenship. Khan also helped with a petition filed on behalf of his brother, Ibrar Khan. The indictment alleges that even before his four oldest children arrived from Pakistan, Ijaz Khan divorced Lautt and returned to Pakistan to obtain marriage documents for his Pakistani wife. Upon his return to the United States, while continuing to live with Lautt, Ijaz Khan allegedly began fraudulently filing for immigration benefits for his mother, his Pakistani wife, and two additional children. The indictment also alleges that his brother Ibrar Khan participated in the conspiracy to defraud USCIS and the State Department to get

U.S. citizenship. The indictment further alleges that after Ijaz Khan immigrated to the United States, he along with Fahad Khan and others conspired to smuggle Pakistani artifacts into the United States, from approximately 2007 through at least May 2014. During this period, Ijaz Khan allegedly used his business to facilitate the imports which he would then resell at shows, online, and to established customers. In October 2013, one of his shipments was inspected and later seized by Customs and Border Patrol. After Ijaz Khan became aware of the inspection, he, Fahad Khan and others allegely submitted false documents to CBP to get the shipment released. One of the conspirators, John Bryan McNamara, previously pleaded guilty to conspiring with Ijaz Khan and Fahad Khan to smuggle artifacts into the United States and admitted he made false statements to special agents when questioned about the October 2013 shipment.

Kudos For Co-naming Of Jackson Heights Corner As Diversity Plaza By Suman Guha Mozumder stretch of road in New York’s Jackson Heights, an eclectic neighborhood boasting of a population of about 200,000, was last week officially co-named “Diversity Plaza”, honoring the heterogeneity of its people and culture during a ceremony. On May 21, officials from the city and people from the neighborhood gathered where 37th Road, 73rd Street and Broadway intersect to co-name the stretch that has traditionally served as a meeting point and the mainstay of Jackson Heights, where South Asians, Blacks and Hispanics live and work side by side. “Diversity Plaza has truly become a neighborhood gathering point for Jackson Heights and Elmhurst residents,” said Council Member Daniel Dromm (D-Jackson Heights, Elmhurst). The plaza serves as a town square, concert stage, festival space and cafe year round.

hani Guthula may not have seen “The Gates of Hell”, one of the most famous sculptures by Auguste Rodin housed in the Rodin Museum in Philadelphia, Pa., but the engineer faced something akin to the sculpture’s title when he fell 38 feet through a glass attic floor of the museum in November 2012. Earlier this month, Guthula, an energy-efficiency engineer from Philadelphia, reached a $7.25 million in settlement in a court in Philadelphia after he sued the defendants, including the museum’s private security company, on various grounds. His attorneys at Saltz, Mongeluzzi, Barrett & Bendesky, P.C., said May 10 that a settlement has been reached in the Nov. 26, 2012 case when Guthula, 27, nearly died due to the fall at the museum. Guthula headed out onto the surface before suddenly plummeting to the floor 38 feet below. He fell while he was working for consulting contractor ICF International and had gone there to inspect the lighting fixtures in the museum that had opened to visitors

after completing an extensive, $9 million renovation. The building’s surveillance cameras captured the graphic footage of Guthula’s fall. The settlement was reached May 6 just as the jury selection in the case was about to begin in Philadelphia Court of Common Pleas on Guthula’s numerous claims against the defendants, who allegedly were “collectively responsible” for the failure to protect Guthula from harm when he stepped onto the hazardous, unprotected glass floor. As a result of the fall, Guthula suffered multiple fractures and other traumatic injuries from head to toe and was hospitalized for more than 45 days, underwent more than 15 surgeries, and requires intensive lifelong medical care. The Rodin, which was released as a defendant from the litigation, is owned and operated by the Philadelphia Museum of Art. Larry Bendesky, a member

of Guthula’s legal team at SMBB noted that one of the Rodin’s most famous sculptures is titled ‘The Gates of Hell’, and Guthula’s fall could have had the same title. “The chilling picture of Phani Guthula falling nearly to his death could have the same title; his life has been a living hell every day since his fall. His accident was totally preventable had those responsible for his safety just done their job,” Bendesky aid. Attorney David Kwass said that testimony at trial clearly

would have demonstrated that the defendants failed miserably in their duty to protect Guthula. He said that guard railings installed to keep people off the glass floor were not in place, security personnel who escorted him to the site were uninformed and inattentive, and there was no signage to warn against a fall hazard. “Mr. Guthula hopes that there are lessons learned by those who are responsible for workplace safety. The best plans and precautions are meaningless – as they were in his case – if they are not followed by everyone involved,” Kwass said. Defendants in the settlement were the Philadelphia Museum of Art and Allied Barton Security Services. The plaintiff was not going to assert claims at trial against L.F. Driscoll Construction Co., the museum’s renovation contractor or Elliott-Lewis Corp, the building maintenance contractor, according to a press release announcing the settlement

In 2011 Dromm, the DOT and community stakeholders implemented Diversity Plaza as part of a larger neighborhood transportation study that sought to increase pedestrian safety and decrease congestion in the area. The plaza also serves to increase open space in a neighborhood where it is scarce. Because of coordinated efforts, the plaza has become an integral part of the Jackson Heights and Elmhurst communities and is home to a variety of festivals and cultural events throughout the year, and even a gathering point for immigrant communities when disasters occur in their homelands. In 2012, Dromm allocated $500,000 for the capital reconstruction of Diversity Plaza. When complete, the plaza will feature a raised street bed, new lighting as well as new planters and trees. Construction on the plaza is set to start later this year with completion in late 2017. Vita Coco, a coconut water company, has signed on as a sponsor of Diversity Plaza and will be funding additional cleaning and horticultural services for a full year as well as free programming for the community. “I’m proud to see my vision of Diversity Plaza as the capital of the living United Nations in New York City became real,” said Agha Saleh, founder of SUKHI, a nonprofit for South Asian community in New York. “SUKHI’s inclusive team of diversity lead by two women, Shazia Kausar and Fatima Baryab, and their dedicated work with Council Member Dromm at 37th Road during the past four years made this plaza famous around the world,” Saleh said. In a statement Mayor Bill de Blasio noted that Diversity Plaza has been a mainstay of Jackson Heights – one of the most diverse neighborhoods in one of the most diverse cities on earth – for years. “We are proud to stand with Council Member Dromm and the people of Queens to formally recognize the importance of this plaza for the folks here – who speak over 150 languages,” the mayor said.

Indian-American kids walked away with the top three prizes at the National Geographic Bee and the Scripps National Spelling Bee

hey made it tougher this year, introducing words derived from trickier and more obscure languages like Irish Gaelic, Maori and Mayan, and forced them to spell three times as many words as in years past, nonetheless in the end Jairam Hathwar, 13, and Nihar Janga, 11, clinched the title of co-champions of the 2016 Scripps National Spelling Bee. It was a roller coaster finish for the two competitors, who made it to the top May 26 at the 89th Scripps National Spelling Bee, from among more than 280 spellers, continuing a remarkable run of success for IndianAmerican spellers that began in 1999 with Nupur Lala’s victory. The competition was held at the Gaylord National Resort and Convention Center in National Harbor, Maryland. In the 39th round, Hathwar, a resident of Painted Post, New York, correctly spelled “Feldenkrais,” a medical term used for a system of aided body movements to increase bodily awareness and ease tension. Janga, who is from Austin, Texas, immediately followed by spelling “gesellschaft,” which

means a rationally developed mechanistic type of social relationship characterized by impersonally contracted associations between persons. After these two words, both spelled correctly, the Scripps National Spelling Bee declared the two co-champions instead of a solo champion for the third year in a row.

But there were chances of a solo champion emerging. Hathwar misspelled two words, but both times Janga, the youngest-ever winner of the Scripps National Spelling Bee, followed up with a miss, and so the bee continued. The timing of Janga’s misses was almost too perfect for many to believe, but he denied after-

wards that he misspelled on purpose, saying he just didn’t know the words. The final two words were the crowning achievement of an impressive performance. Hathwar and Janga tackled every difficult word and lasted through all 39 rounds, including 24 rounds of head-to-head competition.

“I’m just speechless. I can’t say anything,”Janga said as he hoisted the trophy. “I mean, I’m only in fifth grade,” reports quoted him as saying. This was Janga’s first time participating in the National Finals, and Hathwar’s second time. Hathwar’s brother Sriram Hathwar was a co-champion in 2014. Rich Boehne, chairman, president and CEO of The E.W. Scripps Company, declared Hathwar and Janga co-champions and awarded them engraved championship trophies. “Hathwar and Janga both proved their depth of knowledge of root words and word origins to master round after round of some of the most challenging words in the English language,” Boehne said. “The entire week was a showcase of very talented students who have dedicated so much time and effort to this skill. The 6-year-old from Central Texas was eliminated in round 3 when he missed the correct spelling of the word ‘bacteriolytic’ by a single letter, but that did not take away the credit and the spotlight from the homeschooled kid. “Akash Vukoti has won our hearts — if not the Scripps National Spelling Bee,” declared NPR. “Clearly this is a kid who knows some things — and as this year’s youngest speller, he is

Rishi Nair, a 12-year-old from Florida, became this year’s champion, in a competition that began with half a million students from 11,000 schools, narrowing down to the three Indian-American winners. Saketh Jonnalagadda from Massachusetts secured second place, and Kapil Nathan, a sixthgrader from Alabama took third place. Much ink has been spilled on why kids of Indian origin do so well at competitions like the Geographic Bee and the Spelling Bee, with no conclusive answer except that they are propelled by the very American spirit of competition, and by dint of hard work. The youngest finalist for the Spelling Bee for instance is 6-year old wunderkind Akash Vukoti. Nair’s correct answer (Lake Kivu) that catapulted him to the top was to the question - Which East African lake that drains into the Ruzizi River contains large quantities of dissolved methane gas that could generate electricity for millions of people? Nair leapt into the air arms up enjoying his victory in a competition that is open to grades four through eight. In this 28th Geographic Bee, the finalists ranged in age from 10 to 14 years old. He walks away with a $50,000 college scholarship, a lifetime membership to the National Geographic Society, and an all-expenses-paid trip for two to southeast Alaska, different from most of the previous winners who got to go to Galapagos Islands.

JUNE 2016 VISA BULLETIN ANNOUNCES SIGNIFICANT RETROGRESSION FOR INDIA AND CHINA

T

he Department of State’s June 2016 Visa Bulletin has announced major retrogression in the Final Action cut­ off dates for India and China. Specifically, in June 2016, India EB­2 Final Action cut­off date will retrogress to October 1, 2004, for the final issuance of immigrant visas. The India EB­2 Final Action cut­off date stood at November 22, 2008, in the May 2016 visa bulletin. Thus, India EB­2 Final Action cut­off date will retrogress by more than four (4) years in June 2016. India EB­3 will continue to move at the snail’s pace. The Final Action cut­off date for EB­3 India will move from September 1, 2004 to September 22, 2004. Similar to India, EB­2 Final Action cut­off for China will retrogress by 20 months to January 1st 2010 in June 2016. Like EB­2, in June 2016, EB­3 China Final Action cut­off will also retrogress from current August 15, 2013, to January 1, 2010. The DOS has cited “extremely high levels of Employment­based demand for adjustment of status cases filed with USCIS during past two (2) months” as the reason for retrogression of the EB­2 preference Final Action cut­off dates for India and China.

The June 2016 Visa Bulletin does not project a bullish forward movement in the immediate future for both India and China EB­2 and EB­3 preference categories. EB­2 India Final Action cut­off date is expected to advance slowly, at a pace consistent with that of the India EB­3 preference cut­ off date, during the last three (3) months of the fiscal year. The projection is much worse for the Chinese nationals as the retrogressed Final Action cut­off is not likely to advance either in the EB­2 or EB­3 category. Like the EB­2 preference category, Final Action cut­off date for the FB­4 category for both India and China will also retrogress in June 2016. India FB­4 Final Action cut­off will backward from present July 22, 2003, to January 1, 2001. Likewise, China FB­4 will retrogress from July 22, 2003, to January 1, 2003. While DOS is not in a position to project whether or not the China FB­4 will advance until the end of current fiscal year, it is almost certain that India FB­4 will not advance during the last quarter.

Indian Shops Attacked In Congo Over Killing Of Congolese National In Delhi – NEW DELHI he Indian embassy in Kinshasa, Congo, has urged all Indian nationals to “keep a low profile” for the next couple of days after some shops belonging to Indians were attacked and a few Indians injured, apparently in retaliation to the killing of a Congolese national in New Delhi last week. The Indian embassy, in a statement, said Chief of police in Kinshasa, General Jean De Dieu Oleko, has assured the embassy that everything will be done to secure the life and property of all Indians residing in the Democratic Republic of Congo. It said that police have already been deployed in the commercial area and that every effort is being made by local authorities to defuse the situation. It requested all Indian nation-

Italy Welcomes India’s Release Of Marine – ROME taly praised May 26 a ruling by India’s Supreme Court allowing Salvatore Girone, a marine facing trial for the killing of two fishermen, to return home until an international arbitration verdict on the case. “The foreign ministry expresses satisfaction over today’s decision of the Indian Supreme Court to immediately enforce The Hague Court of Arbitration’s decision of April 29, as recently requested by Italy,” said a statement. Girone will arrive back in Italy from India June 2, Prime Minister Matteo Renzi announced. “Welcome home to our rifleman Girone, who will be with us June 2,” Renzi said in a tweet. “We confirm our friendship with India, with its people and its government,” the tweet said. The government vowed to comply with the terms and conditions for Girone’s return laid down by India’s apex court after consultations between the two countries in recent weeks, the Italian foreign ministry said. The Hague Court of Arbitration on April 29 said Girone’s bail conditions should be “relaxed” enabling him to return to Italy until the court’s verdict over jurisdiction in the case, which is not expected before August 2018. Girone and fellow marine Massimiliano Latorre’s case dates back over four years. It sparked a diplomatic incident between India and Italy and has strained bilateral ties, prompting Italy to seek international arbitration in June last year. Latorre and Girone allegedly

shot dead the two unarmed fishermen while guarding an Italian oil tanker off the coast of Kerala in February 2012, and say they thought the fishermen were pirates. Italy claims India does not have jurisdiction in the case as the incident took place in international waters during an United Nations backed anti-piracy mission.

Latorre has been back in Italy for the past 18 months, where he had heart surgery after suffering a stroke. lapsed after the fire and residents living nearby complained of breathing problems from the smell of the gas that was released, police and residents said. “First we thought it was an earthquake, the way our building was shaking,” said Sumedh Joshi, who lives about a mile away from the factory.

“Our window panes shattered due to the blast and we quickly came out of our building.” Twenty fire brigades and 15 ambulances were sent for the rescue operation, one police official said. “We are investigating the reason behind the explosion,” local police official Ashutosh

Arts & Entertainment – MUMBAI ctress Radhika Apte, who chooses her films based on characters and not genres, says her forthcoming movie “Phobia” will be a “game-changer” as far as thriller and horror content is concerned in India. “Phobia”, a psychological thriller directed by Pawan Kripalani, will feature Radhika as an artist who fights a phobia of stepping outside her house. “‘Phobia’ is not at all like the so-called image of thriller and horror films that we have in our country. It’s a film that I personally will enjoy watching as well. “If people go to watch this one, then it might have the potential to break that stereotypical image of Indian horror,” Radhika told IANS. In a decade-old career in the Indian entertainment industry, Radhika has balanced her work between commercial and offbeat cinema. The 30-year-old has previously appeared in films like “Badlapur”, “Manjhi The Mountain Man” and “Ahalya” (short film). Radhika says she has never signed a film by looking at its genre and has always been concerned about the characters offered to her. “‘Phobia’ is the first Bollywood film where I’m playing the solo lead. I don’t know what result we will get at the box office. But I have never selected a film by looking at its genre. I pick a film only when I like the character that I’ll be playing. It needs to be a challenging character for me to portray,” she said. “Even after ‘Phobia’, if I get another thriller or a horror project, I’ll do it only if I like the character. I don’t care whether I repeat a genre or not. I’ve never accepted films that way,” added the critically acclaimed actress. In the film, which releases May 27, Radhika essays Mehek, who is an artist and lives alone. Talking about the character, she said: “She is a very openminded person. One day an incident takes place with her after which a phobia develops in her mind and her personality changes. The film tells her struggle with her phobia.” Asked about similarities between her and the character, Radhika said: “As an actor, you don’t really need to relate with every character that you play onscreen. We can relate to everybody only on emotional terms as our emotions are the same. “I don’t have a phobia in my life and haven’t gone through what the character in the film has gone through.” – IANS

‘Phobia’ Will Break Stereotype Of Indian Horror Films ‘Waiting’ Full Of Lazy Stereotypes And Tired Plot Lines By Shilpa Jamkhandikar –MUMBAI n a particularly effective scene, the two main characters of Anu Menon’s film “Waiting” have a heated argument in a hospital parking lot about their respective spouses. Can you take a decision about someone else’s life? How do you decide if they want to live like a vegetable or would prefer to die instead? “Stop trying to kill your husband,” Shiv (Naseeruddin Shah) tells Tara (Kalki Koechlin). It is one of the few times the film strikes a true note. At other times, this tale of two strangers forming an unlikely friendship as they wait for their spouses to come out of a coma is a meandering tale that feeds off lazy stereotypes and tired plot lines one can spot from a mile away. Shiv is a retired professor who visits his wife of 40 years every day as she lies comatose in a sterile hospital room. He’s

friends with everyone in hospital, except the doctor (Rajat Kapoor) who tells him that his wife is beyond cure. Stuck in denial, Shiv flies into rages, pores over medical journals and cites case histories of patients who have woken up from deep comas to anyone

who would listen. Tara, on the other hand, is jolted from newly-wed bliss when her husband has an accident that leaves him with a serious brain injury and the possibility of never fully recovering. Stuck in a new city, unable to come to grips with

her situation, she finds a friend in Shiv. He shakes her out of her stupor. “There has to be purposefulness in your waiting,” he tells her. Yet, it is this very purpose that is missing in Menon’s narrative. For long periods of time, both Shiv and Tara don’t seem to undergo any character progression. Their motives change for seemingly no reason, and Menon cannot seem to go beyond a very superficial examination of two people dealing with a traumatic situation. Waiting for your loved one to come out of a life-threatening illness crushes even the best of us, but Menon’s narrative focuses on clichés such as the generation gap between Shiv and Tara, with dialogue like “You know how many followers I have on Twitter?” just for effect. This comes off sounding affected and artificial and you end up never fully getting the sense of Shiv and Tara — because they are always talking in clichés. Thank God for Naseeruddin Shah who leaves the artificiality behind and plays the wise but volatile Shiv with a serenity and dignity that can only come from an actor of his calibre. Koechlin tries hard to match him and succeeds partially. At other times, she is shrill and her runny mascara and garish make-up heightens the highpitched tone of her character. At 98 minutes, “Waiting” is a good attempt that explores the mindset of two people whose lives are altered forever, but it does its subject a huge disservice by never daring to go beyond the surface. – Reuters

Take My Sari caters to two different markets, including the vendor and the buyer. The app will allow a user to upload pictures of items currently in their closest and create an online store to sell their product and become a vendor on Take My Sari. As the average Indian wears her Indian garments (Sari, Lenghas, Punjabis) at most 2 or 3 times, this will allow them to sell their clothing for extra cash. The app is similar to Etsy, another online marketplace for various handmade goods. A buyer visiting the app will have the opportunity to browse hundreds of online stores created by friends, family or strangers and will have the option to buy or rent the item of their choice. Search options will be available via geographical locations, rent/sell option, color/size option, and by style category. Buyers can also connect via Facebook to see which friends have set up online shops. A rating and review feature ­ embedded in the app will allow buyers to feel comfortable to trust the seller and complete a purchase. Additional features of Take My Sari will include shipping with

insurance, direct chat between seller and buyer and an invoicing program to be included in the second phase of programming. Take My Sari will operate on a commission based price point by taking 3% from the seller and 3% from the buyer. What makes Take My Sari unique from other apps on the market that ʹrent/sell/buyʹ, is that there will be no central inventory. On this app, individuals do not have to already be designers or shop owners; they can literally sell from the comfort of their own home.
