n the final year of president Barack Obama administration, the U.S. Department of Homeland Security is reporting the apprehension of over 500,000 individuals nationwide in 2016, a small increase from the previous year, according to a report it released last Friday.

The Department of Homeland Security (DHS) released its end of Fiscal Year 2016 statistics, which reflect the U.S. immigration enforcement efforts that prioritize convicted criminals and threats to public safety, border security, and national security. Though the number of apprehensions increased from the previous year, the report noted that they represent just a fraction of the number of apprehensions observed on average between 1980 and 2008. “We continued to strengthen the federal government's decadeslong investment in border security,” Secretary of Homeland Security Jeh Johnson said in a statement. “These investments have paid off. Apprehensions on the border in recent years, a strong indicator of total attempts to cross the border, are much lower than they used to be." Time to stop the cold-blooded murders in the Caribbean!

T

here are too many brutal, cruel and murderous people in our society who are determined to take matters into their own feeble hands. This includes killing anyone who they have a problem with. We live in a society of law and order – a society where everyone is entitled to equal rights and justice. In the words of authors David Crowder and Mike Hogan, “Everybody wants to go to heaven, but nobody wants to die.” But too many people are murdering each other to the extent that it is contributing to a malicious cycle of murder in our already fragile communities, among family members and neighbors. We are very uncomfortable with the latest statistics that show Honduras with 92 murders per 100,000 people and Jamaica in second place with 40.9 murders per year, per 100,000 people. These two nations have the distinction of having the highest murder rates in the world. Other countries in our region with high homicide rates include: the U.S.

Virgin Islands with 39 murders per 100,000; St. Kitts & Nevis with 38 per 100,000; Guatemala with 38 per 100,000; Colombia with 37 per 100,000; Belize with 30.8 per 100,000; Trinidad & Tobago with 35 per 100,000 and the Bahamas with 27.4 per 100,00. While murders in the region are often linked to the drug trade and are largely confined to known trouble spots -- typically poor communities -- practical solutions must be implemented to stop the unwarranted murders that are spiraling out of control. Perhaps the leaders of the Caribbean should adopt similar crime fighting strategies being pursued by the New York Police Department (NYPD) as it continues to significantly reduce murder rate over the past decade. According to crime statistics, New York City recordered 335 murders last year, down from 352 in 2015, just shy of the record reached the previous year. The department hit a new low with shootings in 2016, with fewer than 1,000 recorded for the first time ever.

As we understand, the NYPD always profile suspects as soon as they are charged by releasing their names and photos to the press and online. This is a practice that Jamaica and other Caribbean islands fail to regularly execute because Caribbean law enforcement authorities contend profiling is not legal in the region. If this is true, this law must be reconsidered. Additionally, the use of modern technology, intelligence

gathering and spy camera should also be among the strategies adopted by the murder islands of the Caribbean. On the other hand, we know that the police and other law enforcement officers are always contributors to criminal activities. Therefore, an aggressive oversight body, similar to the New York State Committee on Police Department of the City of New York that investigates NYC police corruption, should be established in these islands. However, while the search for solution continues, people are living in fear and uncertainty in the Caribbean, especially in Jamaica where murderers are increasingly becoming brazen and cold-blooded. They are killing anyone in their path, from mothers and their babies to the elderly and bystanders. The old solutions of solving crime are not working. Therefore, for 2017 we are urging authorities in the Caribbean to consider new solutions to stop the unjustifiable killing of innocent people.

Officers involved in Ramarley Graham shooting to face trial on Jan 17

BRONX early five years after unarmed teenager Ramarley Graham was shot dead by NYPD officer Richard Haste in his own home, a police department trial has been set for Jan 17. The officer is charged with failure to use proper tactics. Another protest was held Thursday demanding Officer Haste be fired for fatally shooting of Graham in the Bronx. On Thursday Officer Richard Haste appeared at police headquarters for a hearing about his upcoming departmental trial, which could lead to his dismissal. In February 2012, officers said they thought Graham had a gun. As the teen entered his East 229th street home, cops ran up and eventually got into the house through a back door. On the second floor Haste said he feared for his life. He shot and killed the teenager in the bathroom. No gun was found. The Bronx District attorney did not obtain an indictment, and the Justice Department decided against federal civil rights charges. "Sometimes the wheels of justice really do not want to move at all," said Attorney Royce Russell. "I don't know if it is intentional, I don't know if it is by happenstance, but five years later I still look at this vehicle that we call the wheels of justice and all tires are flat."

At Thursday's hearing, police department lawyers told an administrative judge they want Haste to stand trial alone because they aren't ready to present a case against Sergeant Scott Morris and Officer John Mcloughlin. Union lawyers for Officer Haste say all of the cops involved should be tried together and they say the NYPD is playing games. "The NYC Police Department's own Firearms Discharge Review Board found that the shooting was within departmental guidelines," Defense attorney Attorney Stuart London said. "Officer Haste will litigate the tactics he used in the Police Department Administrative Trial Room."

Graham family supporters say Haste and other officers must go since there have been no criminal trials. "We are simply talking about a trial of whether Richard Haste should continue to be employed on our tax dollars," said Brooklyn City Councilman Brad Lander. MOUNT VERNON: Westchester grand jury has voted to indict Errol Hillary, 39 on a seconddegree murder charge in the Christmas Day shooting death of nightclub co-owner O'Neil Bandoo, 36 while five others were wounded on Dec. 25, 2016. Hillary of a Bronx address has been held without bail at the Westchester County jail since last Monday, when he was charged with second-degree murder. He did not enter a plea in the shooting and now faces murder charges. Police say that as bouncers were removing Hillary from a late-night Christmas party at the Mansion at 4 N. Third Ave. after 4 a.m., he drew a gun from his waistband and began firing, striking club coowner Bandoo, who died at the scene. Hillary was freed on $200,000 bond six months ago after being charged with at-

tempted murder in the Bronx. He was accused of shooting a 38-year-old man in the shoulder on Boston Road in the Bronx on May 5. Hillary is due back in court Jan. 4 in that case. Hillary was ordered to be held without bail at the Westchester County jail. He's due back in court Friday. Authorities say the suspect remains in custody and no bail has been set. “It’s just a terrible day for our whole family,” Brian Deaver, Bandoo’s father, said. “For his wife, for his mother — it was horrible, it was horrible for me.” His wife, six children, parents, brothers, sisters and other relative and friends survive Bandoo. His funeral service will be held on January 20, 2017 at Macedonia Baptist Church in Mount Vernon.

de Blasio campaigns on City's declines in crime

NEW YORK CITY ew York City is the safest it's ever been, according to the NYPD, giving Mayor Bill de Blasio a critical campaign issue to promote in the coming months. After a tough year defined by investigations into his fundraising, Mayor Bill de Blasio is kicking off 2017 on a high note. "Crime has gone down three years running, and we intend to drive it down more," de Blasio said. As other big cities, like Chicago, wrestle with an alarming number of shootings and a rising murder rate, New York City is celebrating record declines in crime. By Chad Bryan KINGSTON, Jamaica (JIS): ational security minister, Robert Montague, has announced a raft of measures to combat crime and violence and to improve the effectiveness of the Jamaica Constabulary Force (JCF) for 2017. Speaking at the JCF’s annual devotional exercise at the Police Commissioner’s Office on Tuesday, Montague said that among the measures will be the splitting of the St James Police Division “to bring to bear more resources on the problems in St James.”

He further announced the arrival of two naval ships on January 21 from the Netherlands for the Jamaica Defence Force (JDF) Coast Guard, to patrol the seas in order to secure the nation’s borders. A surveillance plane will also arrive later this year, which will provide additional protection and security to Jamaica’s borders to prevent the trafficking of illegal guns and ammunition. Meanwhile, Montague noted that 40 rank-and-file members of the JCF will be travelling to Cuba for training with dogs that have been acquired. The minister pointed out that 200 more vehicles will be added to the JCF fleet in order to enable every police station to respond appropriately to various occurrences. “We’re going to be expanding the closed-circuit television (CCTV) network. We have four towns with CCTV cameras and we’ll be expanding this into New Kingston,” the minister said. “Private persons with CCTV will also be able to send their footage to the police. We’re going to do facial recognition, geofencing and licence-plate reading. We’re going to be investing heavily in the intelligence network to lead the operations of the Force,” Montague continued. Regarding legislation, he noted that several changes were coming to the Bail, Firearm and Fingerprint Acts. “The Firearm Act is special to me. The message must be clearly sent that when you take up a gun, you are going to spend a long time behind bars,” he emphasised. Attention is also to be given to praedial larceny, and motorcyclists’ helmets will be required to bear a registration number. Meanwhile, deputy commissioner of police, Novelette Grant, said the members of the JCF must value themselves and the service they give.

PORT-AU-PRINCE ovenel Moise, a Haitian banana exporter who has never held political office, has survived the country's long-running electoral nightmare to become its next president. Moise's victory in the November 20 election, made official Tuesday by the Provisional Electoral Council, puts the center-right Tet Kale Party (PHTK) candidate at the helm of the impoverished Caribbean nation starting next month. His election brings to an end a political crisis that began in October 2015, when Moise won a first round of voting but the results were annulled because of massive fraud. He had been handpicked by former president Michel Martelly in 2015 as the PHTK candidate to succeed him. In February 2016, with Martelly's fiveyear term nearing its end and his political succession in limbo, Haiti's parliament elected Jocelerme Privert, president of the Senate at the time, to be interim president. Virtually unknown to the Haitian public two years ago, Moise, who takes office on February 7, owes much of his voter support to an active social media campaign, a tool still littleexploited by the country's mainstream parties. It was managed by the Spanish political strategy company OstosSola, which in 2010 massaged Martelly's image from that of "Sweet Micky," his stage name as a celebrity musician known for sexy songs, to that of a serious politician striving to lift the ailing country. For Moise, an agriculture entrepreneur in the banana trade, the company chose the nickname "Neg Bannan nan," or "banana man" in Haitian Creole, a nickname he loved to chant on the campaign trail. A former auto parts executive, Moise founded the company Agritrans in 2012, which in cooperation with the Martelly government launched the country's first agriculture freetrade zone, in the North-East department where he was born. It was the biggest project for growing organic bananas in the country's history, and aimed to overtake production by the Dominican Republic, Haiti's neighbor on the island of Hispaniola.

This focus on agriculture and his provincial home became key campaign themes in the election. Backed by a communications team that was more advanced than those of his rivals, Moise visited all 145 of Haiti's communes. Like the other candidates in the race, Moise did not flesh out details of his platform.

DEPARTMENT OF JUSTICE ISSUES FINAL RULE:

By Leslie Dellon he U.S. Department of Justice’s (DOJ) Civil Rights Division recently issued a final rule, effective January 18, to update regulations that the agency uses to enforce employment-related anti-discrimination provisions that Congress included in the “unfair immigration-related employment practices” section of the Immigration and Nationality Act (INA). The agency maintains that the update clarifies the procedures for investigations and charges of discrimination. With the Immigration Reform and Control Act of 1986, Congress added a section to the Immigration and Nationality Act that made it illegal for employers to hire unauthorized workers. In the same legislation, Congress also added a section prohibiting immigration-related discrimination in the employment context. Congress also created a Special Counsel for Immigration-Related Unfair Employment Practices within DOJ to enforce the anti-discrimination provisions. This was out of concern that overly-cautious employers would refuse to hire, or take other discriminatory employmentrelated actions against, U.S. citizens or certain immigrants who had work authorization but looked or sounded “foreign.” The law protects against discrimination based on “national origin,” which refers to being from a particular country or region of the world, or having an accent or appearing to be of a particular ethnicity. The law also protects against “citizenship status” discrimination for U.S. citizens, nationals, permanent residents (“green card” holders), refugees, asylees, and certain temporary residents. However, those who are not U.S. citizens or nationals will lose this additional protection if they do not take steps to become U.S. citizens within a specified time period. The law does not protect people not authorized to work in the U.S. and excludes employers with three or fewer employees, jobs with a lawful citizenship requirement or when a national origin discrimination claim would be covered by a different law. In 1990, Congress added a protection against a new form of immigration-related discrimination. When workers present documentation proving they are authorized to work in the U.S., an employer cannot require that they provide more or different documents, such as

rejecting any documents other than a “green card” from permanent residents. In 1996, Congress amended this documentation provision to specify that an employer who requires “more or different documents,” or refuses to accept a document that “reasonably” appears to be genuine would be acting unlawfully only if the employer acted “for the purpose or with the intent of discriminating.”

In December, DOJ finally issued regulations implementing this amendment and making certain other changes. Key elements of the new regulations include: The name of the Special Counsel’s office is changed to the Immigrant and Employee Rights Section (which remains part of DOJ’s Civil Rights Division) because having more than one Special Counsel’s office has caused confusion. The Special Counsel’s title, which is specified by the law, remains unchanged. The new regulations include a definition of “discriminate,” which the agency maintains has clarified that an employer’s intent to discriminate must be based on national origin or citizenship status. Some employers remain concerned because the definition of intent does not consider what reason an employer may have had.

Semenya celebrated her 26th birthday by tying the knot with Violet Raseboya after exchanging vows during a lavish ceremony in the South African capital. By Dave Rodney, Contrinbuting Writer n perhaps the most blistering attack on the reggae Grammys to date, Jamaican reggae icon and veteran singer Freddie McGregor has lashed out at the 59-year old American institution, calling the reggae arm of the organization that typically rewards excellence in the music industry "an embarrassment of indescribable magnitude to reggae music". This week McGregor became the latest voice in a growing chorus of grumblings over the annual picks for best reggae album. The albums selected for reggae nominations have been harshly criticized in the past for being obscure and lackluster, and for being out of touch with the core of the Jamaican reggae music reality. The albums selected for the 2017 award taking place on February 12, 2017 are from Devin Di Dakta, J Boog, Ziggy Marley, Raging Fyah, Rebelution and Soja. Looking back at past reggae Grammy winners, the Marley family has dominated overwhelmingly. Since the inception of the reggae category in 1984, Ziggy Marley, Bob Marley's eldest son, has won four solo Best Reggae Album Grammy Awards. Ziggy has also won three Best Reggae Album Grammys with the Melody Makers, a group that included his brother Stephen and sisters Sharon and Cedella. We should always have our own reggae award but when one lives in a country where governments don't like or support the music culture, the music will die. It is one of two new songs released by Sheeran, famous for the international smash hit Thinking Out Loud. The other song is Castle on the Hill. Shape of You is co-produced by Steve Mac and Snow Patrol member Johnny McDaid. In an interview on BBC Radio One’s Breakfast show on Friday, Sheeran spoke about Shape of You. “ Shape of You is actually a really random one, because I went in to write songs for other people with a guy called Steve Mac and Johnny McDaid, and we were writing this song and I was like, ‘This would really work for Rihanna.’ And then I started singing lyrics

like ‘putting Van the Man on the jukebox’, and I was like, ‘Well, she’s not really going to sing that, is she?’ And then we sort of decided halfway through that we were just going to make it for me,” he explained. Shape of You is from Sheeran’s upcoming album Divide. It is the follow-up to 2014’s massive Multiply, also known as x. That album yielded four hit singles: Don’t’ (number eight in the United Kingdom, number nine in the United States); Sing (number one in the UK and number 13 in the US); Photograph (number 10 in the US and number 15 in the UK); and Thinking Out Loud (number one UK and number two in the US). From WVU, Kutsch moved on to the University of Illinois (UVI); there, in 1975, as part of his doctoral work in computer science, he designed the first talking computer for blind computer users. While that invention at the time was viewed throughout the technological industry as being revolutionary, Kutsch downplayed his role in inventing it. He explained that he had de-

signed and subsequently published an article in a professional journal about the talking computer for solely academic purposes; he also noted that after he article was published, several private technology companies which during the same time frame had been working on similar templates of their own, manufactured and internationally marketed talking computers. “ It was these companies, and not me which were responsible

for making this then cutting edge technology widely available {to people who are blind}, ” he told me. Kutsch, however, could not downplay another achievement, this of a personal nature, which occurred while he was studying for his doctorate. He met and married a woman he had met at WVU. Together, they were to raise their four children- 2 boys and 2 girls. Moving the interview momentarily from the past to the present, Kutsch described the current status of his family, noting, “ All my children, now grown, have diverse and successful careers of their own, and there are six grandchildren {that I have}.” The early needs of that family were to influence the career path of Kutsch, who in 1976, shortly after earning his doctorate, was hired as an assistant professor of computer science at WVU. However, after teaching there for three years, with a family growing in size and number, he moved on to work in the more financially lucrative private industry, serving in vice president level positions first at AT&T and later at Convergys Labs. he year 2016 will be remembered as the time when real estate tycoon Donald Trump shocked political pundits and became president elect of the United States of America. It was a highly charged election that was closely watched by millions around the world. In fact Time Magazine voted the US Election the story of the year. Many Americans and non-Americans are still griping over Trump's unprecedented victory. After all, how could a man with no political experience beat career politician Hillary Clinton to become president of the USA? Better yet how could a man with a tainted character be given the privilege to lead the free world? Maybe there is no correct answer to this. No doubt some will grapple with the reality in shock for a while, as the former Apprentice head honcho run things in Washington for the next four years. Whatever the case we all have to get over it. Remember, Jamaicans at home and in the Diaspora got over the 2013 shock of Vybz Kartel bleaching his skin. It took a while after several media frenzy and analyst trying to give meaning to this phenomenon. As soon as the industry was warming up to the self-proclaimed world boss image, then came Alkaline in 2014. He not only lighten his skin but professed to tattooing his eyeballs. This brought a whole new dimension to the image discussion that took place subsequently in the dancehall space.

Marijuana found in UPS shipment

PATERSON — An Englewood man was one of two suspects arrested Wednesday on charges that they used UPS to transport more than five pounds of marijuana to an apparent stranger’s home in Paterson, police said Friday. Arrested and charged with possession and intent to distribute marijuana were Claude Shepard, 23, of Englewood, and Kevin Hild, 24, of Andover, police said. Detective Marvin Sykes received the anonymous tip that prompted the probe, while Detectives Sal Macolino and James Miyasato set up the undercover surveillance

at the house, officials said. The suspects were waiting outside a house on a quiet block of 11th Avenue on Wednesday morning when the delivery arrived and one of them pretended to live there, taking a package containing the drugs from the UPS driver, according to Paterson's police director, Jerry Speziale. But city narcotics detectives had received an anonymous tip about the operation and were watching as they made the pickup, Speziale said. The detectives intervened and found vacuum-sealed packages of marijuana in-

side the delivery box, marked with the initials of the would-be recipients, police said. The drugs were inside a container sealed with foam insulation to mask the smell of the marijuana, police said. The UPS driver apparently had no idea what was inside the box he had delivered, police said. There’s no indication that the residents of the house where the delivery was made were involved in the drug operation, police said. Authorities have not disclosed whether the residents were home at the time of the incident.

Garcia was reinstated as a Paterson firefighter in March 2016, but has had to redo his fire academy training before resuming work, city officials said. Municipal lawyers and administrators informed the City Council of the $145,961 payment during a closed-session discussion of the case on Wednesday night. The ring in question belonged to former Paterson Catholic star Stanley Jackson, who played quarterback for the Ohio State Buckeyes in the 1990s and is the brother of Paterson City Councilman Michael Jackson. 1. The Critic - Have you ever been in a relationship in which you feel judged and criticized no matter what you do? Criticism is different than advice, and it is important to understand the difference. A critic can bring a lot of toxicity into a relationship. Critics may never call you insulting names, but they may constantly insult your beliefs, appearance, and thoughts, often because they have low self-esteem and want to be in control.

2. The Passive-Aggressor - Passive-aggression is the passive expression of anger.

Common examples include repeatedly keeping you waiting or making you late for an appointment. We all know people who are passive-aggressive. You never know what message such a person is trying to convey. You may feel that you are always walking on eggshells when you're around a passive-aggressive person. Denial of feelings, sarcasm, and backhanded compliments are sure ways to tell that someone is passive-aggressive. 3. The Narcissist - The narcissist acts like he or she is God’s gift to the universe, knows everything, is the best at everything — and is not afraid to tell you so. No matter how smart or experienced you are, you can never measure up to this person. Like passive-aggressiveness, narcissism is considered a personality disorder and it is toxic. A narcissist places himself or

herself on a pedestal and looks down at you. You may feel you are competing with this person in every situation. Narcissists are often unwilling to compromise, lack insight and empathy, and want to be the center of attention.

4. The Stonewaller - Stonewalling refers to the act of refusing communication to evade the issue. Many people may have heard of a stonewaller — a person who refuses to engage in conversation or share feelings when important issues come up. This often makes the other person feel insignificant and unworthy of honest communication. The stonewaller may come off as cold and refuse to admit there is a problem, but refusing to communicate creates negative feelings and barriers that make it difficult to further a successful relationship.

5. The Antisocial Personality - Antisocial Personality Disorder (ASPD), as defined in the Diagnostic and Statistical Manual of Mental Disorders (DSM-5), includes the traits of sociopathy (thought to result from social conditions such as childhood abuse, and characterized by explosive and sometimes violent behavior, but still presumed to possess the capacity for empathy and remorse) and psychopathy (feeling no remorse or empathy, taking advantage of others legally, and often involved in fraud or other white-collar crimes with varying motivations including greed and revenge). We all have tendencies for various personality traits, which may be why the general public can be seduced by such people — we see ourselves, at least in part, in ASPD behavior.

Connecticut Health Department Recalls Jamaican Curry Powder

T

he Connecticut Department of Health has issued a recall for Jamaican curry powder, produced by Oriental Packing Company. The recall issued in December 2016 was triggered by the presence of lead in three of the company’s products. The affected brands are Oriental Hot curry powder, OCHO-RIOS Jamaican nice mild and spicy hot curry powder and OCHORIOS mild curry powder. The Connecticut Department of Health says lead is unsafe to ingest and all use of these products should cease immediately. It says the curry powders were sold in retail stores in Florida and Jamaica.

The recall was the second in 2016 for the Oriental Packing Company.

Conflicting claims, testimonials and hype by so-called "experts" can confuse even the most informed consumers. The bottom line is simple: If a diet or product sounds too good to be true, it probably is. There are no foods or pills that magically burn fat. No super foods will alter your genetic code. No products will miraculously melt fat while you watch TV or sleep. Some ingredients in supplements and herbal products can be dangerous and even deadly for some people. Steer clear of any diet plans, pills and products that make the following claims: Rapid Weight Loss Slow, steady weight loss is more likely to last than dramatic weight changes. Healthy plans aim for a loss of no more than 1 to 2 pounds per week. If you lose weight quickly, you'll lose muscle, bone and water. You also will be more likely to regain the pounds quickly.

Quantities and Limitations Ditch diets that allow unlimited quantities of any food, such as grapefruit and cabbage soup. It's boring to eat the same thing over and over and hard to stick with monotonous plans. Avoid any diet that eliminates or severely restricts entire food groups, such as carbohydrates. Even if you take a multivitamin, you'll still miss some critical nutrients. Specific Food Combinations There is no evidence that combining certain foods or eating foods at specific times of day

DJ Speng reached out to Masicka the young lyrical talent taking Jamaica by the horns, and requested that he made a special dubplate for him, stressing that it was different from the usual dubs Masicka had been doing. When he received the dubplate he loved it so much he decided to attach it to a scene from the famous sitcom the "The Simpson's."

In the scene Bart is at a hip-hop concert and the mic stumbles to him. The artist tries to challenge/embarass Bart. Bart steps up onstage and begins to demolish the artist spitting Masicka's lyrics from the Calico's dubplate. The video went viral! So much so that R & B superstar Chris Brown took the video clip and reposted it to his 33 Million fans on Instagram!! Once again DJ Speng proves that he does things on above average.
