Deshauna Barber of the District of Columbia will represent her country at the Miss Universe pageant after she was crowned Miss USA Sunday night in Las Vegas. The Miss USA 2016 pageant was held in Las Vegas, and 26-year-old Barber, who is an active member of the U.S. Army, took home the crown. Barber was born in Columbus, Georgia, but relocated several times due to her father’s service in the military. According to Miss Universe.com, she holds a Bachelor’s of Science in Business Management from Virginia State University.

Stop targeting Blacks for marijuana possession!

t was good news for thousands of New Yorkers some two years when a new low-level marijuana possession policy dropped the charge from an arrest to a ticket and court appearance. Since then, however, more Black New Yorkers continue to be targeted and arrested for marijuana possession. Across America, several studies reveal that Blacks are arrested as much as eight times as frequently as White people, yet the use Marijuana at 12 percent and 14 percent respectively. Still, in New York City the situation is getting out of hand as Black people are nearly nine times more likely to be arrested or condemned by the justice system. New York City is the most populous and multicultural city in the United States, with an estimated 8,491,079 people of which 25 percent are African Americans. Hispanics and Latinos make up another 27.5 percent of New York City's population. They too are among the New York City police most frequent target for marijuana possession.

As in the case of all law enforcement organizations, the NYPD operates under the direction of the New York City Council and the city’s mayor in keeping laws and regulations. The mayor also appoints the city’s police chief and set the overall agenda or focus for the lawmen during his term in office. Nonetheless, as a politician, the mayor is expected to act in the best interest of the people who elected him to office. While our lawmen (cops) are trained to take instructions and operate under city and state regulations, the influence or direct order of the mayor could never be ignored. Conversely, under our system of governance, Police Commissioner Bill Bratton would be out of a job if he often ignores or fails to have his officers implement the policy directives of Mayor Bill de Blasio. Blacks, Latinos, and Asians comprise almost 70 percent of the city’s population and six out of seven voters are registered Democrats.

Additionally, 25 of the 51 members of the City Council are Blacks, Latinos and Asians. Mayor de Blasio is therefore a very powerful mayor -- surrounded with strong political influence and clout that none of his appointees would want to test or ignore. Nevertheless, the police constantly harass, target and discriminate against the Black and Latino population under the

watchful eyes of the Mayor and his City Council's Black and Latino council members. However, it is not our opinion that the police are being instructed or influenced by de Blasio to discriminate against black people or to target them for marijuana possession, but the Mayor’s actions do not appear to send a strong message to cops that such behavior against African American will not be tolerated. The police are here to uphold the laws as well as to serve and protect every citizen without favor or bias. The mayor or his police chief must therefore be held accountable if any member of the NYPD fails to operate in accordance with such universal policy. The Mayor de Blasio must stop cops that targeted Blacks for marijuana possession as a demonstration of his respect and sincere commitment to the very people who voted for him and always support his political ambitions.

t is important for you to know that I never supported Mayor de Blasio when he was a Mayoral Candidate, and instead. I supported Eric Salgado and Bill Thompson. For the record, I don’t like Bill de Blasio’s policies, we have nothing in common, and I have not met with him nor spoken with him in person since he was elected Mayor. But as I see him being subject to what looks like selective prosecution, I must speak out. It is important for you to know that Risa S. Sugarman, who was appointed by Governor Andrew Cuomo to serve as the Chief Enforcement Officer for the Board of Elections, sent a report to the Manhattan District Attorney regarding Mayor Bill de Blasio’s “willful and flagrant” campaign law violations. Ms. Sugarman’s report prompted a criminal investigation into Mayor de Blasio’s fund-raising. According to Ms. Sugarman’s report, Mayor Bill de Blasio and his team raised money to send to certain County Committees in 2014 to help Democrats running for the State Senate. In a response to Ms. Sugarman’s report, a criminal investigation against Mayor de Blasio is underway. the Republicans’ Senate campaign committee, which supported Mr. Padavan and Mr. Maltese in their races.” As you can see, Mayor de Blasio’s actions are not the first time a Mayor has used his political power and resources to influence New York State Senate races. This is routinely done by Democrats and Republicans alike, and we all know it.

I have to ask myself, how is it that Mayor de Blasio is being investigated and has received subpoenas from the Manatten District Attorney and the US Attorney General, and how is it that he is being lambasted on the front pages and editorial columns of New York’s daily newspapers, when the things he did are no different that what Michael Bloomberg did when he was New York City’s Mayor? Why was there no outcry for investigations and allegations made when Michael Bloomberg also violated New York’s Campaign Finance laws by donating large amounts of money to the Republican and Independent Parties in order to hold sway over certain State Senate elections? If everyone does it, how come only Mayor Bill de Blasio is being held accountable?

Attorney indicted for stealing $600,000 from client estate

A

QUEENS: Queen’s attorney has been charged with siphoning off approximately $600,000 from an estate that he was hired to represent and using the funds for his personal expenses. Frank Racano, 54, of Howard Beach, Queens, was arraigned last week before Brooklyn Supreme Court Justice Danny Chun on an indictment in which he is charged with one count second-degree grand larceny. He was held on $250,000 bail and ordered to return to court on August 10, 2016. Brooklyn District Attorney Ken Thompson said according to the indictment, between February 2013 and May 2015, the defendant stole approximately $587,160.56 from the estate of New York City Civil Court Judge John L. Phillips, Jr., who died unmarried, childless and without a will on February 16, 2008. District Attorney Thompson noted also that according to the investigation, on January 16, 2009, Samuel Boykin, a nephew by marriage, successfully petitioned the Kings County Surrogate to be appointed administrator of the estate. In early 2010, Boykin hired Racano, a licensed attorney, to assist in the sale of the estate’s real estate holdings, which included the Slave Theater, located at 12151217 Fulton Street in Bedford-Stuyvesant and 10 Halsey Street, a vacant lot behind the theater. In 2012, the properties went into contract for a total of $2.2 million and the buyer paid the estate a down payment of $220,000. That check, payable to “Frank Racano, as attorney,” was deposited into the defendant’s attorney trust checking account. Kings County Surrogate Diana Johnson approved the sale of the properties on December 19, 2012. On February 25, 2013, at the closing for the properties, the buyer’s attorney paid closing expenses and taxes that were owed on the property. The net proceeds of the sale, $517,339.65, were paid to the estate in two checks payable to “Frank Racano, as attorney.”

Bronx murder to serve 25 yrs in prison

A

BRONX: 38-year-old man has been sentenced to 25 years in prison with 10 years post-release supervision for killing Destiny Sanchez, a 15-year-old Bronx girl in 2012. The defendant, Luis Vega who lived at various addresses in New York City when the crime occurred in 2012, was sentenced by Bronx Supreme Court Justice William Mogulescu to 25 years in prison for manslaughter, 20 years for criminal sexual act to run concurrently, and 10 years post-release supervision. Vega pleaded guilty on May 4, 2016, to first-degree manslaughter and first-degree criminal sexual act. According to the investigation, on November 22, 2012, Destiny Sanchez left her father’s home with Vega, brother of her father’s girlfriend, and went to 640 Barretto Street in the Hunts Point section of the Bronx, where they drank alcohol. The following morning, her body was found, her clothes askew, and bleach had been poured on her. Vega’s DNA was found on the victim, and on a bleach bottle at the apartment where he had been staying. Bronx District Attorney Darcel D. Clark said, “This defendant committed a horrendous sex act on a child, strangled her and covered her body in bleach to destroy evidence. Destiny Sanchez would have celebrated her 16th birthday a week later.”

NY, NY: ome two years since Mayor Bill de Blasio and police commissioner Bill Bratton announced details of New York City's new low-level marijuana possession policy, which drops the charge from an arrest to a ticket and a court appearance, Black New Yorkers continue to suffer disproportionately from low-level marijuana arrests. According to new statistics from the New York State Division of Criminal Justice Services, from January to March of this year, 9 out of 10 arrests in New York City for marijuana were Blacks. The data shows arrests for "small amounts" of marijuana were up a whopping 33.7 percent from last year. “Apparently, NYPD didn’t get the memo. Somebody should tell Mayor deBlasio and Commissioner Bratton: The ‘War on Pot’ is over,” said Dennis Levy, president of New York State Committee To Legalize Marijuana, the largest marijuana advocacy organization in New York. Levy further noted, “We have been saying for years that black people, especially young black men, are targeted for

showed that NYPD arrest practices are marked by waste and racial bias” and that “despite the rhetoric in City Hall, marijuana infractions remain a major focus of the police.” PROP is a public education and political advocacy organization seeking to stop the unjust, “discriminatory and racially biased, practices of the NYPD.” In 2010, the white arrest rate for marijuana possession nationwide was 192 per 100,000, while the black arrest rate was 716 per 100,000, according to a 2013 American Civil Lawyers Union (ACLU) report. The racial disparity in the arrest rate has increased over the past decade too. While the white arrest rate has stayed constant at 192 per 100,000, the black arrest rate has risen from 537 per 100,000 in 2001 to 716 per 100,000 in 2010. Rate of marijuana use are more or less identical between whites and blacks, according to data from the National Household Survey on Drug Abuse and Health.

Venezuelans coming to TT by the hundreds

This is a 500 per cent increase in the past two years, said chairman of the Siparia Regional Corporation Leo Doodnath, who visited the port yesterday along with the county medical officer, and had an informal meeting with Customs, Immigration, Coast Guard and the police. Police detain six people in grenade attack

It said the suspects were arrested at several locations in Sophia, South Georgetown and its environs.

CASTRIES, St Lucia: n emotional Allen Michael Chastanet was sworn in Tuesday as the sixth Prime Minister of St Lucia since the island attained political independence from Britain in 1979, vowing to unite the country following Monday’s general election. Chastanet, an economist and hotelier, took the oath of office before Dame Pearlette Louisy at Government House on the outskirts of the capital. The brief ceremony was witnessed by family members, including his 82year-old father, Michael, as well as his wife and two children. Several of the victorious members of the United Workers Party (UWP) were also present as Chastanet, choked up with emotion, thanked the population for giving him an opportunity to lead the island over the next five years. “Thank you St Lucians of all categories for listening and going out in large numbers yesterday and exercising your constitutional rights,” he said, adding “yesterday you voted for change and the United Workers Party is ready to bring about the change you want”. Chastanet said “as a nation we have proven once again that St Lucia is a mature democracy in which the will of the people lives,” and “we humbly accept the overwhelming mandate you have given to us”. The UWP won 11 of the 17 seats at stake in Monday’s general election, ousting the incumbent St Lucia Labour Party (SLP) that was seeking a second consecutive term under the leadership of Dr Kenny Anthony.

Venezuelans pick through trash for food to eat or sell

"I come here looking for food because if I didn't, I'd starve to death," Noguera said as he sorted through a pile of moldy potatoes. "With things like they are, no one helps anyone and no one gives away meals." Across town, unemployed people converge every dusk at a trash heap on a downtown Caracas sidewalk to pick through rotten fruit and vegetables tossed out by nearby shops. Obama was the ‘deporter in chief’ This 2016 US Supreme Court Decision Could Change Immigration Policy Forever

By Zeeshan Aleem of Yahoo.com ill President Barack Obama be remembered as a "deporter in chief," or as a president who took a bold stand on behalf of undocumented immigrants? Much of the answer to that question hinges on a single Supreme Court ruling expected to arrive this month. For most of his tenure, Obama has deported undocumented immigrants at a ferocious pace. Fusion reports that since taking office in 2009, he's overseen the deportation of over 2.5 million people — a 23% increase since George W. Bush's presidency, and a statistic that makes him the most aggressive deporter in U.S. history. But there are two major exceptions to Obama's proclivity for expelling undocumented immigrants from the United States. The first was an executive action that he took in 2012 that established the program Deferred Action for Childhood Arrivals, or DACA, which offered temporary protection to over 1 million young people who entered the country illegally as children. The second exception came in the fall of 2014, when Obama announced new programs — also authorized through executive action — that expanded DACA and inaugurated the program Deferred Action for Parents of Americans and Lawful Permanent Residents, or DAPA. DAPA offers deportation relief to undocumented immigrants who are parents of U.S. citizens or permanent residents and allows them to apply for work permits, assuming they meet a few conditions. Collectively, the programs shield over 4 million individuals from deportation. But Obama's 2014 programs haven't been allowed to go into full effect. Soon after they were announced, Texas and 25 other states sued the Obama administration over the policies, arguing that they represented an abuse of executive authority. The programs were blocked by a federal judge in Texas and a federal divided appeals court upheld his ruling. Now the Supreme Court is expected to weigh in on the matter — and their ruling will play a key role in shaping Obama's complex

President Barack Obama legacy on the issue of immigration. There are number of legal principles at play in the case, but the states are suing the Obama administration primarily based on the idea that the White House lacks the authority to unilaterally change immigration enforcement in such a sweeping manner. As the Council on Foreign Relations explains, the states argue that "while the president does have some discretion in how he enforces the law, including the power to defer deportation on a case-by-case basis, he does not have broad powers to grant legal status and work authorization to whole categories of people." The states suing the White House say the programs would require them to spend millions of dollars on public benefits provided to residents with legal status, and that Congress must have a say in the matter. The Obama administration and its allies believe that the executive branch is well within its rights, and carrying on with a wellestablished tradition of overseeing immigration enforcement on its own terms. As Richard Lugar, a former Republican senator from Indiana, argued in a New York Times op-ed in April, the executive branch has long been given a great deal of latitude in dealing with enforcement of immigration law, both by Congress and the Supreme Court: Congress has repeatedly granted the executive branch broad power in enforcing immigration laws. The 2002 law creating the Department of Homeland Security explicitly

said the executive should set "national immigration enforcement policies and priorities." The Supreme Court has recognized the leeway Congress gives the executive branch in deportations. In a 2012 majority opinion written by Justice Anthony M. Kennedy and joined by Chief Justice John G. Roberts Jr., the court noted that "a principal feature of the removal system is the broad discretion exercised by immigration officials," including the decision "whether it makes sense to pursue removal at all." What's the Supreme Court going to do about it? During oral arguments in April, the Obama administration faced a very tough line of questioning from the high court's justices. CNN reported at the time that Justices John

Roberts and Anthony Kennedy — Republican-appointed justices who joined three liberal justices in the last high-profile immigration case — showed signs of skepticism of the legality of the programs: Roberts also seemed concerned with the scope of the government's argument defending Obama's moves. "Under your argument, could the President grant deferred removal to every unlawful -- unlawfully present alien in the United States right now?" he asked Solicitor General Donald Verrilli. At one point, Justice Anthony Kennedy suggested that the president might have strayed into Congress' territory. "It's as if -that the President is setting the policy and Congress is executing it," he said. "That's just upside down."

he Reggae Boyz after a sterling 2-1 victory performance against World Number3 ranked Chile on May 27 in Vina Del Mar, were upset 1-0 by Venezuela in their opening Copa America Centenario Group "C" match at Soldier Field in Chicago, home of the NFL's Chicago Bears. The Boyz in an uneven first half performance, first put Venezuela under early pressure which saw JeVaughn Watson's header from the right side of the penalty box crash onto the crossbar and rebounded into play, where Adrian Marriapa failed to turn the rebound in. After the Boyz applied some more attacking pressure, their defence was caught out by the Venezuelans, sending through Josef Martinez on the left side. He made no mistake in the 15th minute by slotting under the advancing body of goal-

keeper Andre Blake to score against the run of play. Nine minutes later Rodolph Austin was shown a straight red card for a dangerous tackle against a defenceless player, which left the Boyz with 10 men. Fulop took yet another step recently in support of Jersey City’s small business community, launching the Small Business Navigator online tool to assist aspiring entrepreneurs. The tool is designed to help small businesses overcome some of the challenges associated with the start-up phase, such as access to capital or supportive resources, and grow their business. The navigator can be found at http://smallbiz.jerseycitynj.gov/. “Small, locally-owned businesses are the key to any city’s long-term success, serving not just as a driver of commerce but of culture as well. So as Jersey City continues to grow, my administration will continue working to protect and support our small businesses,” said Mayor Fulop. “This online tool is a one-stop-shop of resources and another example of our steadfast commitment to our local business growth.” The Small Business Navigator was developed through a collaborative effort between the Mayor’s Office of Innovation and the local Jersey City small businesses community. It is designed to serve as a “one-stop shop” online portal for small businesses. Currently the portal includes the following: • A directory of small businesses throughout the city, with 114 already listed and more added regularly

City offers Program To Earn High School Diploma

PATERSON, New Jersey: aterson Public Schools has entered into a lease agreement with the City of Paterson to utilize downtown building space (located at 77 Ellison Street) for the purpose of launching a new alternative learning program for students to fulfill their high school graduation requirements. The Extended Learning Opportunity Program is now available to Paterson students who have dropped out of high school; and provides them with a path towards earning their high school diploma or GED via a “blended learning” approach (i.e. a mix of online and in-class course offerings). Participating students will be required to have approximately 30 high school credits, and upon enrollment into the program, a Personalized Learning Plan will be created to ensure each student has the best chance for success – which includes rigorous coursework, face-toface instruction, tutoring assistance, weekly conferences with content area teachers, and online technical support if needed. Prospective students for this program are currently being identified by the district.

“One of our district’s core beliefs is that every child can achieve at high levels and it is the responsibility of educators to create environments where student learning can occur,” said Superintendent, Dr. Donnie Evans. “This new program will provide an alternative path for the young men and women of Paterson who gave up on school for one reason or another, but who want the opportunity to try again. Certainly, their best chance for success in this highly competitive, global world begins with earning a high school diploma.” Additionally, this facility will be used as one of several locations throughout the City to help bring the Paterson Library closer to its residents’ homes. As the city that offered this country one of its first free libraries, Paterson is now offering a free mobile app that can be downloaded and bring the library right to your phone – or residents can visit the 77 Ellison Street location during set hours of operation and will have access to a “Virtual Library” that includes a wide range of books and audio books that can be downloaded, online magazines, World Book Online and Newspapers Direct, which offers papers from around the world.

Be sure to coat the ends of the hair with conditioner, as the ends are the oldest and most fragile part of your hair. • Use a hot oil treatment twice a month: This adds additional moisture and elasticity to your hair. • Use a heat protecting product before styling: Adding this to wet hair before styling will help minimize heat damage. • Use caution with relaxers: To minimize hair damage, always go to a professional hair styl-

ist to ensure that the relaxer is applied safely. Touch-ups should only be done every two to three months and only to newly grown hair. I started singing at the age of five but made my first appearance at the age of ten in which I was chosen to sing my school anthem at general devotion. My dream is to be known locally and internationally and to be a role model for my fans. My intention is to have a positive impact on followers.
