We need a unified insurance coverage for the Caribbean

T

he recent devastation of several Caribbean islands caused by the destructive forces of hurricanes Irma and Maria have been described as one of the worst to strike the region. Less than fifty persons died during the passage of the hurricanes, but the damages to property, including homes, cars, as well as other infrastructures are estimated to be in the billions of dollars. When the force of a hurricane bears down on residential structures, homes were ripped apart by the storm's powerful winds. Storm surges and inland flooding can also cause catastrophic damage. In most of the Eastern Caribbean islands, electricity service was entirely out, the water system was shut off to 80% of customers, and the telecommunications infrastructure was barely functioning.

Hurricanes and other natural disasters are pressuring the economies of these tiny populated islands that are already struggling to survive on the meager GDP they earn from tourism, agriculture, manufacturing, and the service sectors. The people are facing a challenging period without adequate food, shelters, and medication in some cases. Sadly, the people living in the Caribbean islands or this region of the world will continue to face the devastation caused by hurricanes and other acts of God. These disasters are beyond our control, but we can put in place strategies to reduce their effects on people.

Nevertheless, it is tough for anyone on the island to provide protection or to rebuild their infrastructure within a reasonable time. Significant resources,capital, and human effort, will be required in grants and loans at concessionary rates. On the other hand, substantial donations and support from international organizations and donator countries are not as generous as before. In fact, charitable support from developed countries such as the US, Canada, and Europe are limited as they are also struggling to provide relief assistance to their citizens affected by a similar catastrophe.

The Caribbean Community (CARICOM), an organization of fifteen Caribbean nations and dependencies whose primary objective is to promote economic integration and cooperation among its members, should initiate comprehensive insurance coverage for the entire region. The Caribbean region may not lack insurance coverage, but we need creative and substantial insurance initiatives to help safeguard against the damaging impacts of these extreme weather events as well as their frequency and intensity. Wanted- A Caribbean hurricane fund initiatives

The utter destruction in some islands has called into question their very survival as, today, weeks after the onslaught of the destructive winds and flooding, many people are still on the edge of starvation as they strive for shelter while trying to eke out a living from limited, and sometimes slow aid flow. As in the past, foreign governments, the Red Cross, and concerned world citizens have risen to the call for help. However, this is not enough and a bit too haphazard. Now seems to be the time for an ongoing transnational project to prepare for these catastrophes when they occur as we know they are happening more frequently given the effects of climate change or global warming. It is against this backdrop that EVERYBODY’S Magazine now in its 40th year is putting forward a few suggestions.

Herman Hall With the U.S. having its share of hurricanes and with donor nations, who once gave to the Caribbean generously in times of natural disasters, having problems with their economies, money is scarce; there are inadequate funds to provide for necessary relief. Caribbean leaders, perhaps under the auspices of the CARICOM Secretariat, must create a global hurricane fund to help themselves. Caribbean people and other taxpayers in

North America and Europe should make $1 or more as a tax-deductible contribution when they file their annual taxes just as how American Jews contribute to Israel. The genesis of the idea of a Global Caribbean Hurricane Fund was back to an early 1980s conversation with the late Barbados Prime Minister Tom Adams and his NY Consul General Clyde Griffith. Adams felt that every time a hurricane damaged a few islands, the head of government of each country marches to the U.S. and Europe begging for help. He suggested a more comprehensive approach including the creation of a Caribbean Hurricane Fund as a CARICOM initiative on behalf of Caribbean states and not a bilateral approach when each country tries to create its funds and negotiate with North American and European nations. MANHATTAN, NY: isgraced former Rep. Anthony Weiner was sentenced Monday to 21 months in prison, facing the most severe penalty yet in connection with the sexting scandal that drove the New York Democrat out of Congress and ruined his marriage. Weiner, 53 burst into tears as he was sentenced for sending sexually explicit messages to an underage girl. He pleaded guilty in May to transferring obscene material to the minor and agreed not to appeal against a prison sentence of 27 months or less. Weiner, quit Congress in 2011 over a sex scandal and was again exposed in his 2013 run for New York mayor. His lawyers had asked a US District Judge for probation instead of jail. But in sentencing Weiner, US District Judge

Clark last week announced that a Bronx woman has been found guilty of Murder and Kidnapping for killing a pregnant woman and stealing the infant she removed from the victim’s mutilated body. District Attorney Clark said the defendant, Ashleigh Wade, 24, of 4450 Monticello Avenue in the Bronx, was convicted by a jury of second-degree Murder and second- degree Kidnapping after a nearly two-week trial before Bronx Supreme Court Justice Margaret Clancy. Wade faces a maximum of 50 years to life in prison when she is sentenced on October 20, 2017. According to trial testimony, Wade, who was pretending to be pregnant, reconnected

with a childhood friend, Angelikque Sutton, 22, over social media. On November 20, 2015, Sutton--who was eight-months pregnant--stopped by the defendant’s apartment to pick up some baby items before heading to her civil wedding ceremony. The defendant slashed Sutton’s throat and proceeded to remove the victim’s uterus and cut out the infant. Wade claimed she had given birth to the baby when police later arrived. District Attorney Clark said, “The facts of this case are unfathomable: a child was yanked from the womb moments after her mother was murdered on her wedding day. Two years later, that child is a vibrant little girl, a testament to survival and hope. We are glad we have brought justice to her and her mother’s family.

Kim announced last Wednesday the former executive director of United Block Association, a nonprofit dedicated to serving senior citizen, was sentenced to four years in prison for embezzlement of more than $580,000 and defrauding mortgage of about $200,000. Prison Time For Mount Vernon Financial Schemer A WESTCHESTER COUNTY: 21-year-old man is heading to prison after perpetrating multiple schemes in an attempt to steal more than $75,000 throughout Westchester County. Mount Vernon resident Nygel Joseph has been sentenced to a term between two and six years in state prison after pleading guilty to multiple felony charges in August, Westchester County District Attorney Anthony Scarpino, Jr. announced on Thursday. Joseph pleaded guilty to one count of criminal possession of a forged instrument, seconddegree grand larceny, third-degree grand larceny, identity theft and unauthorized use of a vehicle. Scarpino said that Thursday’s sentence is the culmination of a prosecution in which Joseph was originally charged for possessing counterfeit money, perpetrating a $75,000 identity theft scheme and another plan to steal auto parts from an out of state vendor while in possession of a stolen car. Shortly after 3:30 p.m. on Feb. 10 last year,

the Eastchester Police Department received a phone call from an employee at Mobil on White Plains Road after Joseph attempted to use a fake $100 bill. Joseph was tracked down Nygel Joseph later that day, identified by the employee and arrested. While that case was pending, in February of this year, police in Mount Vernon were contacted by the owner of a New Hampshire auto parts business, leading to an investigation that determined Joseph had obtained personal information from four victims, whose names, home addresses and debit card numbers were used to illegally purchase thousands of dollars in parts from the business.

Bronx Mcdonald's Manager Accused of selling cocaine

BRONX he fast food restaurant in Soundview was closed by the Health Department after prosecutors say the night manager was selling cocaine. Frank Guerrero, 26, is now under arrest. He's accused of delivering the drugs by putting them directly in the bag with other food items. Police say Guerrero sold drugs to an undercover officer several times during a three-month investigation called "operation off the menu." Investigators say they searched his home, where they found more cocaine.

They also arrested his girlfriend. "I can't believe this. I'm like what? Drugs? In the Ronald McDonald's? Come on, this is horrible. What can we do?" said one shocked customer. "They're usually like really friendly in there - never had any issues. It's just like you local neighborhood McDonald's, so I'm just shocked," said another customer. In a statement, the owner of the restaurant said the alleged actions of the employee are unacceptable and they are cooperating with the investigation.

Number of homeless students has increased, report finds

new report says there are more homeless city students than ever be-

fore. The education department says there are more than 104,000 in the public school system, just in the five boroughs. That works out to about one in every 10 kids, a six percent increase since the last school year.

The report comes from the group Advocates for Children of New York. To help fix the issue, the group wants to see the city expand the number of social workers for students in temporary housing. And also devote more resources to homelessness on the whole.

here was a slashing on the A train early Sunday morning. Now police in Queens need your help to find the suspect. They are looking for the man seen here. Investigators say he approached the 21-year-old victim around 1:30 a.m. while the train was at the Beach 60th Street Station in Arverne.

He allegedly slashed the victim on the left side of his face and then ran off the train. The victim was treated for his injuries at the hospital. Here's a closer look at the accused attacker. Police say he's between 26 and 28years-old, 5-feet-8-inches tall, and weighs 140 pounds.

Georgetown, Guyana: xxonMobil has discovered another source of oil off shore Guyana. This is the fifth source in Guyana’s oil exploration. US based oil giant, Exxon Mobil Corporation on Thursday announced it made a fifth new oil discovery after drilling the Turbot-1 well offshore Guyana. Turbot is ExxonMobil’s latest discovery to date in Guyana, adding to previous discoveries at Liza, Payara, Snoek and Liza Deep. Following completion of the Turbot1 well, the Stena Carron drillship will move to the Ranger prospect – an additional well on the Turbot discovery is being planned for 2018. “ExxonMobil affiliate Esso Exploration and Production Guyana Ltd. began drilling the Turbot-1 well in August and encountered a reservoir of 75 feet of highquality, oil-bearing sandstone in the primary objective,” said ExxonMobil in a statement. The well was safely drilled to 18,445 feet in 5,912 feet of water on September 29. The Turbot-1 well is located in the southeastern portion of the Stabroek Block, approximately 30 miles to the southeast of the Liza phase one project. “The results from this latest well further illustrate the tremendous potential we see from our exploration activities offshore Guyana,” said Steve Greenlee, president of ExxonMobil Exploration Company. “ExxonMobil, along with its partners, will continue to further evaluate opportunities on the Stabroek Block,” he added. The Stabroek Block is 6.6 million acres. Esso Exploration and Production Guyana Limited is operator and holds 45 percent interest in the Stabroek Block.

ST JOHN’S, Antigua: aving seen first-hand the destruction wrought by the recent hurricanes in the Caribbean, United Nations Secretary-General António Guterres on Saturday called for the full mobilization of the international community to support the people of the affected areas, while stressing the need to accelerate climate action. “I have just witnessed a level of devastation that I have never seen in my life,” Guterres told a press conference following a visit to storm-battered Barbuda. “I have been in areas torn by conflict. In my own country, I have seen earthquakes, I’ve seen storms… I have never seen such a high-level of devastation like the one that I witnessed in Barbuda,” he stated. “This must make us think seriously,” added Guterres, who was on a two-day visit to Antigua, Barbuda and Dominica to survey the damage and to assess what more the UN

can do to help people recover from the backto-back, category 5 hurricanes that struck the region last month. The secretary-general cited “a clear link” between the level of greenhouse gas in the atmosphere, including CO2, the temperature of the water and the intensity of the rainstorms and of the different hurricanes in the region and in other parts of the world. Hurricane Irma, which struck the region in early September, had winds of 300 km per hour for 37 hours – the longest such period ever recorded. “So the link between climate change and the devastation we are witnessing is clear, and there is a collective responsibility of the international community to stop this suicidal development,” stated Guterres. “And for that, it is essential that the Paris Agreement on climate change is fully endorsed and respected but also to recognize that the commitments made in Paris are not enough,” he said.

HAVANA, Cuba: s part of its plan to bring Internet services to Cuban homes, the Cuban Telecommunications Company (Etecsa) will continue to commercialize the Nauta Hogar service, incorporating it gradually by December to all provinces of the country. Amarelys Rodríguez Sánchez, operations director of the La Habana Division Network, explained that the service will begin in the provincial capitals of Pinar del Río, Las Tunas, Holguin, Granma, Guantanamo and some of its popular councils, where technical conditions are created that allow them to provide the service. Anyone who has a phone line in his house will be a potential customer and will be contacted by telephone to arrange the appointment, if they are interested, to sign the service contract, specifying the day, time and place of the same, she added. The offer consists of an usage allowance of 30 hours for the first month for any speed that is paid initially at 15 CUC (US$15); the future monthly fee will depends on the speed requested in the contract; a telephone service with technical condi-

tions that allow the provision of the contracted speed; the purchase of a modem and a nauta.com.cu account. For the use of the service, the user must have a computer available (PC or laptop) and is accessed through a nauta account, which will include 30 hours of use that is not cumulative, therefore it must be used within the month. In case they do not have a nauta account, Etecsa will be enabled for free. Rodríguez Sánchez, who leads the Nauta Hogar project, emphasized that if the customer requestes a speed of 1024/256 Kbps, the first month will be available for free, receiving a bonus of 15 CUC for the first month of entitlement. Those customers who contract higher speeds will be subsidized with the same amount – 15 CUC for the first month – and will only have to pay the difference depending on the selected speed. Etecsa will also supply an ADSL modem for sale – at a price of 19 CUC each – and accessories for the customer to install the service on their telephone line, and will also be given a quick installation guide.

Home internet service to be expanded throughout Cuba A

By Chris Patterson Kingston, Jamaica WI: he Jamaican Health Ministry is imploring parents and guardians to protect their daughters against cervical cancer by allowing them to be inoculated with the Human papillomavirus (HPV) vaccine. Since October 2, the Ministry began offering the vaccine to girls in grade seven, free of cost.

The initiative falls under a $100 million school-based programme in collaboration with the Ministry of Education, Youth and Information. The move is a proactive measure by the Government to protect girls against cervical cancer, which takes the lives of hundreds of women in the country per year and hundreds of thousands more worldwide. Speaking at a HPV media sensitization forum at the University of the West Indies’ (UWI) Mona Campus on September 29, Health Minister, Dr. the Hon. Christopher Tufton said 22,500 girls will be targeted under the initiative, noting that two doses will be given six months apart for full protection. He said the vaccine is not mandatory and assured the public that the programme is not a trial and error process. “It is a tried and proven approach that is intended to make our population healthier as it relates to the risk of cervical cancer. I am confident that we are doing the right thing. I am confident that Jamaica needs this, our young girls, our young women; I am confident that it is the right step towards dealing with the risk that is at hand,” he said. He informed that over 200 million doses of the vaccine has been applied to patients worldwide, adding that more than 70 countries, including more than 20 in Latin America and the Caribbean have already introduced the HPV vaccine. Minister Tufton said the initiative is a proactive move by the Government, pointing out that 392 women are diagnosed with cervical cancer in Jamaica each year while 185 women die from the disease annually, primarily between the ages of 40 and 64. The most common cancers in Jamaica are prostate, lung and colorectal in men; and breast, cervical and colorectal cancers in women. "This is for the kids who don't have a gym to go to," Gordon said. "This gym is for kids who couldn't afford certain things. Now they're able to get these services in Mount Vernon." The Reggae Boyz suffered a bruising 5-2 defeat to Saudi Arabia in their international ‘B’ match inside the King Abdullah Sports City on Saturday. Salem al-Dawsari got the opener for the home team in the 23rd minute before Jamiel Hardware equalized for Jamaica with his second international goal in the 35th minute. Mohammed al-Sahlawi made it 2-1 for the home team in the 38th minute while Salman al-Faraj and Mohammed al Burayk also got their names on the score-sheet. substitute Abdulah Al Joui scored Susii Arabia’s

Legendary record producer and store owner died

O

ne of the pioneers in Reggae music record distribution in North America, Hector Anderson died September 28, 2017 after a brief illness. He was 79. Anderson emigrated from Kingston, Jamaica to Bronx in 1961. He along with his brother Roydale made Andy’s Records Story famous for being the first store to import reggae music to the United States. The store remained in business for 25 years before closing its doors in 1995. As co-founder of Andy’s Records, Anderson collaborated with well-known reggae producers and artists to move the music to a higher level. Andy’s Record label grew to be one of the most popular record labels of its genre promoting, the music of several reggae superstars including Delroy Wilson, Gregory Isaac, Niney the Observer and much more. He also collaborated with Producers such as King Tubbys, King Jammys, and Bunny Lee. Anderson is survived by his wifeBetty Anderson, three daughters, four siblings, six grandchildren and two greatgrandchildren. A funeral service was held for him on Saturday, October 6, 2017, his internment followed at Kensico Cemetery in Valhalla.

when the stylist is ‘fresh’ but not so. If your hair stylist is always hungover, late and/or looking shabby. Maybe you should consider a change.

8. If he/she doesn’t oblige if you’re not happy with it and want to go back. It takes courage to ring up your salon and say you’re unhappy with your hair and it takes even more courage to sit there and say you hate it instead of nodding your head while making barely audible approval sounds, paying full price and then waiting to get inside the safety of your car before you burst into tears. But either way if you’re not happy, they shouldn’t be happy.

Abandoning dying son in car crash

Dad arrested after allegedly stealing from Walmart

New Jersey father’s bail has been set at $5 million after police say he abandoned his dying son after he crashed his car. Christopher Kuhn, 27, of Hamilton, was fleeing a Walmart in Levittown, Pa. on Tuesday after he allegedly stole $228 worth of speakers. When he jumped in his car he hastily placed his son inside the car without buckling him in, FOX 29 reported. Instead of strapping his son into a car seat, Kuhn reportedly rushed to conceal his license plate with a sweatshirt. He then drove away, and ran a red light, subsequently crashing into two other vehicles. During the crash, Kuhn’s 2-year-old son was thrown from the vehicle onto the road. Police said the father paused to look at his injured son on the street and then ran away from the scene. Christopher Kuhn, 27

"It was more important for Mr. Kuhn to attempt to get away from a misdemeanor retail theft by covering his license plate with his sweatshirt than it was to properly secure his two- year-old son in his car seat before fleeing at a high rate of speed," Bob James, of the Bucks County District Attorney’s Office, reportedly said. Fernando Medrano was driving when he crashed into Kuhn’s Jeep, WPVI reported. He said Kuhn was driving too fast, and he couldn’t slow down to avoid hitting him. Kuhn’s vehicle reportedly flipped, then hit another car on the road.

Paterson Mayor resigned amid corruption charges

Jose "Joey" Torres served as Mayor of Paterson, the third largest city in New Jersey.He served two terms as mayor between 2002-2010 and had previously served five terms as a city council member. He was again elected May 13 and was sworn-in July 1, 2014. He plead guilty to corruption charges on September 22, 2017 and was forced to step down from his mayoral position.

PATERSON: he embattled politician and Mayor of Paterson, Joey Torres formally resigned his title on Sept 25, days after pleading guilty to conspiracy charges in a corruption case. Torres had to resign as part of the plea deal and agree to never again seek a public office. He will also spend up to five years behind bars and pay restitution to the city of Paterson over the scheme to steal from taxpayers by ordering city workers to do construction on a relative's would-be beer business. Torres accepted the deal hours after Paterson Department of Public Works employees caught on camera doing work for the now former mayor's family also accepted plea deals and agreed to cooperate with prosecutors.

Torres, a Democrat, said, "I'm sorry" to reporters outside the courtroom. His attorney Ricardo Solando later told reporters, "He served as a public servant for 30 years, as mayor for 11 years. He sees this as a very sad day. He certainly didn't see this as the end of his career." Torres is being replaced by City Council President Ruby Cotton until the May 2018 election. After meeting with department heads at City Hall Monday, she told reporters afterward she will make improving the quality of life in the city her top priority. "One thing I can say, you will be able to speak with mayor," she said. "You will be able to visit the mayor, and I will be what an elected official is supposed to be -- a servant to the people."

PATERSON: ouncil President Ruby Cotton is expected to take over as interim mayor of Paterson after Jose "Joey" Torres pleaded guilty last week to having city employees work on a warehouse leased by family members. Torres, 58, and three other city employees, were indicted March 6 on six counts claiming Torres instructed the supervisors to have work completed at a building leased by a company formed by Torres' daughter and nephew. The work, including painting and electrical work, was completed between July 2014 and April 2015. The plea deal calls for Torres to forfeit his title as mayor, serve five years in prison without parole eligibility and forfeit future public employment. City supervisors in the city's Department of Public Works, Joseph Mania, 51, of Randolph, Imad Mowaswes, 53, of Clifton, and Timothy Hanlon, 31, of Woodland Park, each also pleaded guilty.

Unfortunately, Life happens and with the constant bombarding of what Hollywood and romance articles tell us about what sex should look like, our minds get misconstrued causing us to put pressure on our spouses to get the job done just like what we see on tv. To build an intimate marriage, husband and wife must be committed to meeting each other's physical and emotional needs. Because most men and women have differing ideas, standards, and expectations about sex, it's no wonder that many marriages suffer in this area. One of the best things you can do is learn about God's purposes for sex. After all, He is the Designer— He created our bodies. And you may be surprised to know what He had in mind. God's purposes • The Designer of sex made numerous statements integral to the sexual aspect of marriage. First, sex is the process. He gave us to multiply a godly heritage. He commanded us to "be fruitful and multiply, and fill the earth, and subdue it" (Gen. 1:28). But God also designed sex for our pleasure, to be enjoyed in the marriage bed. Sex is meant to be a bonding experience with your spouse. Scripture talks significantly more about enjoying the pleasures of sex than it does about being fruitful and multiplying! As Dr. Ed Wheat wrote, "God Himself invented sex for our delight. It was His gift to us—intended for pleasure." The Song of Solomon, though full of spiritual meaning and application, provides an excellent description of God's intention for a husband and wife's sexual relationship. According to Solomon, the man has the

freedom to enjoy his wife's body, and the woman has the freedom to enjoy his. Here's a sample of how the lover and his beloved expressed that freedom in the Song of Solomon. The lover (King Solomon himself) said: How beautiful are your feet in sandals, O prince's daughter! The curves of your hips are like jewels, the work of the hands of an artist. Your navel is like a round goblet which never lacks mixed wine; Your belly is like a heap of wheat fenced about with lilies. Your two breasts are like two fawns, twins of a gazelle. ... How beautiful and how delightful you are, my love, with all your charms! (Song of Solomon 7:1-3, 6) These words give us three points on how to be great lovers: First, Solomon readily praised the young Shulammite woman, his beloved. He told her how beautiful she was with vivid and picturesque language that communicated his admiration to her. Of course, the question is here, Husbands, “When was the last time you wrote your wife a love letter that praised her and told her how beautiful she is?" Solomon understood how important this is in communicating love. Second, Solomon was romantic. His poetic words describe his beloved's entire body as a source of delight.

Overeating can make health problems worse, especially if you have diabetes. One way to control overeating is to reduce portion sizes when you eat. For most foods, a reasonable portion is ½ to 1 cup – about the size of a woman’s fist. Even if your fist is larger than that, it is still a handy measuring tool that goes everywhere you go. Just keep your portions smaller than your fist. The two most common exceptions are: Lean meat, chicken and fish. For these foods, keep portions the size of a deck of cards (about half the size of your fist) and trim all visible fats before cooking. Plain vegetables, including salads without dressing. You can have as much as you want because these foods are nutritious, filling and low in calories. 2. Control your hunger with filling foods that are low in calories. Foods such as lower-sodium soup, salad, fruits and vegetables can help fill you up without adding a lot of calories. These foods will satisfy hunger and help you lose weight.

Research shows that people feel less hungry when they eat a certain volume (amount) of food. High-fiber foods, such as fruits and vegetables, can provide a feeling of fullness and also digest slowly. That helps you feel satisfied longer so you eat less. 3. Keep track of what you eat. When you keep track of what you eat, you're more likely to meet your food goals. Studies show that keeping a food log or diary helps people lose weight and keep it off.

4. Make trade-offs to reduce how much sodium, saturate and trans fat and sugar you eat. Foods high in fat and sugar are often high in calories, too. But that doesn't mean you have to give up your favorite foods. Learn to make tradeoffs instead. If you want to indulge in your favorite dessert, enjoy a smaller portion and eat a lower-calorie meal. 5. Enjoy more physical activity. As you already know, regular physical activity is important for keeping your heart healthy. Increasing physical activity may help you lose weight and strengthen your heart at the same time. If you feel you need extra support to lose weight, look for a weightloss program that's been proven safe and successful.
