n July 7, 2022, Bay County and the PCB Chamber recently lost an incredible leader— Mr. Paul Schreiner, Managing Partner of Texas Roadhouse and Incoming Chairman for our Chamber. Paul was a selfless person that was dedicated to serving his community and a loving husband to his wife, Helen Schreiner. Twice a year, bikers, vendors, and exhibitors from around the country descend on the destination to share stories, listen to great bands, and experience exciting live entertainment. THE 325TH FORCE SUPPORT SQUADRON:

ith Checkertail families in mind, the 325th Force Support Squadron utilizes resources in the local community to increase the quality of life through unique classes and workshops.

In co-operation with the Bay County Sheriff's Office, 325th FSS will now be holding women's self-defense classes on Tyndall Air Force Base, Florida.

"This class is for the women of Tyndall to learn [lifesaving] skills to defend themselves should the need ever arise," said Rebecca Gestrich, 325th Force Support Squadron community readiness consultant. "Last year, we did a couple courses at BCSO. This is the first time we're bringing this course on the installation."

With the resources and support from the local community, Tyndall has offered unique workshops to more Airmen and their families.

"This program has been in existence for about five years," said Deputy Sheriff Mario Lupica, BCSO community services division. "It's gone through a couple different versions and this is the most up-to-date."

This workshop not only teaches individuals situational awareness but it also provides an opportunity for family bonding. Allowing families to take the course together not only strengthens their self-defense skills but also makes the first stepping stone to safety a more comfortable transition.

In a two-hour course, participants can learn proper techniques to properly defend one's self from an attacker. Here they learn what a real-world scenario might look like, drills to practice, as well as resources available to them. At the end of the workshop, participants are put through a one-minute drill to utilize the skills they learned in a realistic scenario.

"It's all about mindset," said Lupica. "When we do the minute drill, and it pushes them. It gives them a little bit of stress and a little bit of a reality check. I've seen people that were very timid and meek at the first part [of class], and once they get rolling, they come out of their shell."

aval Surface Warfare Center Panama City Division (NSWC PCD) began an internal competition-styled event aimed to innovate and better serve the warfighter at NSWC PCD’s Center for Innovation (CFI) on June 10.

Problem Statement Think Tank. The event, which incorporated a similar format to the ABC Television Network’s ‘Shark Tank’ television show, encouraged department personnel to develop a problem statement aimed at aiding the warfighter and pitch it to the review committee for refinement and consideration.

EABO is a form of expeditionary warfare which helps naval expeditionary forces traverse and sustain operations within an austere, dynamic, or contested environment while maintaining mobility and low-signatures in order to accomplish mission objectives. EABO supports the projection of naval power by integrating with and supporting the larger naval campaign.

While education on the topic was the prelude to the event, the first step of the actual CDP process is to develop a problem statement. Personnel had one week to develop a statement to present to the review committee. Submissions, which included topics such as improved resource distribution, logistics navigation, and stealth countermeasures, were discussed, revised, and nominated for future design sprint selection.

The department partnered the CDP with the internal War Room seminar initiative and held a two-part talk featuring the late Col Art Corbett, USMC (ret.), who was critical in the development of the modern EABO concept. Participants then filtered what they learned

through the scope of their work to ultimately develop a problem statement.

Hunt added the event created a unique opportunity for his personnel as EABO looks different to each of the department’s components—diving, undersea mobility, port security, expeditionary command and control, naval logistics, and expeditionary maneuver— and he expected to see a wide range of problem statements during the event.

The event, hosted by the NSWC PCD Expeditionary and Maritime Systems Department (E Department), was entitled Expeditionary Advanced Base Operations (EABO) Concept Development Program (CDP)

“EABO is critical because it’s the way the U.S. Navy and the U.S. Marine Corps will fight in the future—we have come a long way from the desert fight,” said Kincer. “As a Naval Warfare Center, if we don’t know what EABO is and we aren’t designing to that kind of mission, we aren’t going to be relevant.”

“The goal of the event is to help develop innovative solutions and figure out what’s next for E department. As scientists and engineers, we may be innovative and get excited about new technology, but we’re not always the best at relating it to the mission—the ‘why we’re here’,” said Dr. Michelle Kincer, NSWC PCD E Department chief strategist. “With our educational seminar program and the CDP, we hope we are making a better connection between the end users [the warfighter] and the science we are developing here. We are hoping this leads to more informed and developed Naval Innovative Science and Engineering (NISE) proposals or white papers to outside sponsors.”

“The purpose of this new opportunity is to identify potential gaps within our mission areas and pursue novel and innovative solutions through the design sprint model,” said Hunt. “During the CDP kick-off session, we as a department looked deeper into the concept, how the process would be conducted, and the importance of identifying critical needs and gaps in applying EABO to our various missions.”

If selected, the prospective statement would become eligible for further development using an individual three-day design sprint.

Navy Lab Advances

At the time this article was published, the teams were preparing to begin their design sprints.

Once all design sprints are completed, each team will brief the review committee for a final ranking. The committee will select one proposed solution to develop a proposal and provide funds to brief a sponsor. Throughout the event, the review committee will work to identify declared gaps and needs that fit with the proposed solutions, then connect with appropriate technical program managers and potential sponsors.

“During [prior] NISE processes, we’ve found that these think tank-style events are critical to fully understanding what’s being proposed. We don’t always do a good job communicating in these documents, so the event’s style provides the opportunity to present and emphasize what we mean,” said Kincer. “It also provides an opportunity for the review committee to ask questions, provide feedback and suggestions or course corrections. While the idea of being in a metaphorical ‘shark tank’ seems daunting, it’s a very open and friendly discussion that helps ensure the problem statements and program stay relevant.”

“It’s important to note that ‘prototyping’ does not solely mean a machined or 3-D printed initial component; it may be built from paperclips, cardboard, and duct tape,” said Kincer. “It might be a high-level Operational View (OV1) or Concept of Operations. It could even be an initial code that demonstrates a potential capability.”

The committee selected three problem statements which are slated to go through an individual three-day design sprint, where a diverse team assembled from around the department will identify potential solutions. The design sprints will conclude with a general concept or proposed idea for addressing the problem statement. Depending on the problem or solution and team availability, some teams may extend their sprint for additional days to build prototypes using CFI resources.

etween a Category 5 Hurricane and the effects of a Nationwide Pandemic, the local Real Estate Market has experienced some unprecedented times over the past few years. Despite these obstacles, our local Real Estate Market has been thriving overall. With this, many local REALTORS have experienced multiple bidding wars on homes, purchase offers on the property sight unseen from buyers relocating from other states, and buyers who are willing to pay above appraisal price for homes and condos in our area. It seems everyone is eager to get a piece of our 'Real Estate Pie' here in Bay County, and that was further solidified when Panama City was ranked as the number eight city to relocate to in the US, according to a study conducted by the New York Times in 2020.

This time last year, the median sold price was $289,700, and the current median sold price for a residential home in Bay County is $350,000, indicating an almost 21% increase in the price of a home. With mortgage rates rising along with home prices, some buyers are having difficulty taking the plunge into homeownership.

However, another important data point to consider is how many days a listed property is on the market. Right now, we are averaging 34 days on the market, which is incredibly impressive and indicates a sellers' market. This time last year, we saw an average of 60 days on the market, and from January –July of 2018, we saw an average of 76 days on the market. Bottom line – although this market may be tricky for some, we are still seeing home purchases at great speed.

and as of the time of the writing of this article, ReHouse Bay has served 70 families at a value of more than $3.97 million and encumbered another $1.43 million in purchase assistance for an additional 22 clients.

Segment 3 is 1.2 miles and includes the Y at Arnold Road, where a roundabout is being installed. Construction on Segment 3 includes Arnold Road to PCB Parkway and FBR east to Lullwater Drive.

I’m also proud to say that I never once voted for a tax increase on Bay County residents. We recently completed our final budget meetings, and once again, we were able this year to continue to keep your property taxes among the very lowest in the state of Florida.

· A new reclaimed water main was installed along PCB Parkway west of SR 79.

Like many of you, I live and work in this area and drive the construction often. I understand the frustration of road construction and the inconvenience it brings. This City Council is committed to seeing this project completed and progress is being made.

· New underground installations, including utility, drainage, and sewer line improvements have been made, as well as pressure testing and sanitizing of water mains.

The program also awarded $6 million in funding toward three planned low-income and workforce housing rental developments that will break ground next year for a total of 308 units. Of those, 60 units will be assisted by Bay County’s Housing Program, ensuring that the rents remain affordable over time. ReHouse Bay has also assisted with impact fees for new construction, rental assistance, and foreclosure prevention. The City is currently working on Segment 3 of the Front Beach Road CRA (Community Redevelopment Area), a massive project which reconstructs nearly 20 miles of Front Beach Road. The CRA is completed from Richard Jackson Boulevard east through Thomas Drive. The project involves undergrounding utilities and adding sidewalks, a tram/bicycle lane, new lighting, landscaping, and more.

Resia, formerly known as AHS Residential, will be establishing a manufacturing operation in Bay County, Florida. Resia, headquartered in Miami, Florida, is an award-winning, vertically integrated real estate company that specializes in developing, building, and managing high-quality multifamily communities across the United States.

For this manufacturing operation in Bay County, Resia will be building a 200,000 square foot, state-of-the-art facility to produce its modular components. The company will make a capital investment of more than $40M and will create 200 new jobs in Bay County.

Based in South Florida, Resia currently has more than 5,000 units under development in fast-growing metros in Florida, Texas, and Georgia and has plans for Colorado, D.C., and Arizona. The company intends to deliver 8,000 new apartment units annually by 2025.

Resia has a property management team, a land acquisition division, and an in-house design and construction team that includes a full staff of architects, engineers, and project managers.

A key to Resia’s accelerated growth is its modular construction approach, which enables the company to build apartment communities 30 to 40 percent faster than traditional methods.

This year, I know we’re all hoping for a more “normal” year than we’ve had since Hurricane Michael in 2018, and along with that “normal” comes a return to several practices we’ve had to set aside:

We’ve missed our campus volunteers (who do everything from helping out in classrooms to working on landscaping to assisting with special events) but know that you understand why, during Covid, we couldn’t have many (if any) guests on our campuses. Currently, we have more than 250 students throughout the district who are waiting for volunteer mentors, and we’d love to partner you with a student who needs just a bit more encouragement than he/she is currently getting. FSU PC is presenting an open-air concert on Oct. 28 at Papa Joe’s Bayside in Panama City. Everyone is invited to come and hear Billy Dean overlooking St. Andrew Bay. We’re really excited to have the country music singer and star, who is one of country music’s greatest songwriters. His top singles include “Billy the Kid,” “If There Hadn’t Been You,” and “Let Them Be Little.” Billy also is a native of my hometown of Quincy, Florida.

One way we do this at Gulf Coast is by providing physical fitness courses and accessible facilities to promote a healthy lifestyle. A wide variety of wellness and aquatic courses are offered here that are both affordable for individuals of all abilities and fitness levels. Our wellness courses take place in a state-of-theart fitness center/weight room or dance studio and include Yoga, Circuit Training, Low-Impact Kickboxing, and Zumba. Our aquatic fitness courses include Fitness Swim, Water Aerobics, and Adult Warm Water Exercise, which are held in GCSC’s heated pool and hydrotherapy pool. For our underwater enthusiasts, we offer scuba certification courses, as well as lifeguard training and swimming lessons for children and adults.

Education Encore is a program of lifelong learning for active and senior adults. Twice a year, in the fall and spring, non-credit enrichment classes are offered for participants to engage in a low-stress and fun learning environment. This program provides opportunities for participants to maintain active lifestyles, socialize and, most importantly, have fun! Participants discover new skills and hobbies like painting, jewelry making, and creative writing. They also learn about local and global history and culture and maintain physical activity with water aerobics and yoga. All classes are taught by local experts in their field who are dedicated to making sessions appealing for all.

The next FSU Panama City Torch Run is scheduled for Sept. 24. The tradition, dating back to 1989, has evolved into a timed 5K along North Bay through FSU PC and Gulf Coast State College campuses. Students, alumni, community residents, and visitors of all ages are invited to take part in a little healthy competition and show their Seminole Spirit before Homecoming Week. Go ‘Noles!

We know that adult learning pays off for those who wish to move forward with a new career. A research report released in July by Lightcast, formerly EMSI, a workforce and economic analytics firm, shows interesting insights. It found that those who return to higher education are 22% more likely to attain upward mobility than those who do not go back to school. Their average salary increase is also over 140% greater than those who do not go back to school. The

Speaking of stars, a top Georgia production company filmed scenes for a pilot here on the incredible Island Paradise. In less than 48 hours, they needed 25-30 young adults in swimsuit shape for a scene for a secret project. They say they will be back and were appreciative of all the extras who gave them their time.

Florida made a great impression at the Reelz Show in Los Angeles, which is a trade show to pitch reality-style projects. There are rumblings of a feature film to be filmed in Bay County. We are waiting to hear more on that.
