The Head of Handicapping will, in consultation with members of the International Panel of Senior Handicappers and Racing Secretaries, rank all horses after the alternative entry stage. Particular account will be taken of the horses! past performances over distances close to 2,000 metres/10 furlongs for horses entered for the Singapore Airlines International Cup and over distances close to 1,200 metres/6 furlongs for horses entered for the KrisFlyer International Sprint. The Singapore Turf Club has the authority and discretion to determine the runners and reserves for the Singapore Airlines International Cup and the KrisFlyer International Sprint. The decision of the Singapore Turf Club shall be final. The Singapore Turf Club reserves the right to spread continental representation and also to call into the fields the highest ranked reserves that can complete the necessary formalities and logistics in time to participate in the Singapore Airlines International Cup and the KrisFlyer International Sprint, provided their inclusion does not contravene the quarantine requirements and procedures agreed upon between the government authorities of the participating countries and Singapore.

HOSPITALITY INFORMATION

Air Tickets and Hotel Accommodation The Singapore Turf Club will provide Business Class return tickets for the connections of overseas horses participating in the Singapore Airlines International Cup and the KrisFlyer International Sprint as follows: a. Owner – 2 tickets b. Trainer – 2 tickets c. Jockey – 1 ticket

Head Lads and Grooms The Singapore Turf Club will bear the expense of up to two stable staff per horse (head lad and groom). Head lads and grooms will travel with their horses at the Club!s expense. The Club at its discretion may provide Economy Class return air tickets for head lads or grooms who are unable to accompany their horses in the horses! flight.

Where a horse is jointly owned or is the property of a partnership or syndicate, the Club will request one owner to be nominated for travel and accommodation purposes.

A maximum of two stable staff per horse will be provided accommodation (one room each) at the officially appointed hotel. Transportation will be provided between the appointed hotel and the isolation stables. Meal allowances will be provided.

In the event a jockey is already in Singapore, his/her concession will not be re-allocated. In the event any connection has an interest in more than one runner, any additional concession will not be re-allocated.

Additional stable employees accompanying the horses will be at the connections! expense.

It is important for owners, trainers and jockeys to confirm their travel schedules to the Club, preferably two weeks before the Raceday, in order to guarantee flights availability and the issuance of air tickets. Connections who purchase their own tickets, must seek the Club!s prior approval. They may be reimbursed the amount equivalent to the Club!s official travel agent!s rate for business class travel. Connections of overseas horses will be accommodated in a five-star hotel. Hotel accommodation (room only) for a maximum of two persons per category will be provided for the following number of nights: a. Owner – 5 nights (1 room) b. Trainer – 5 nights (1 room) c. Jockey – 5 nights (1 room)

Ground Transport Airport transfer and ground transportation between officially appointed hotels and the racecourse for trackwork, and to and from all official functions will be arranged by the Singapore Turf Club. Official Functions All owners, trainers and jockeys participating in the races will be required to be present at the official functions as invited by the Singapore Turf Club. Age Restriction Visitors should be aware that persons under the age of 18 are NOT allowed to attend race meetings in Singapore.

The Singapore Turf Club will not bear the cost of hotel accommodation or provide any financial allowance if the connections choose to stay in hotels other than the official hotels appointed by the Club. Additional air tickets and accommodation facilities will be on the individuals own account. Sole owners or managing owners of Singapore-based horses who do not reside in Singapore are entitled to the same travel and accommodation allowances as owners of overseas entries.

Rules of Racing The Singapore Airlines International Cup and the KrisFlyer International Sprint are run under the Malayan Racing Association Rules of Racing.

Entries/Nominations The Singapore Turf Club reserves the right to reject entries/ nominations at any time at its discretion whether or not they have previously been accepted.

Postponement/Cancellation of Races The Singapore Turf Club reserves the right to postpone or cancel the races for any reason whatsoever without prior notice or liability to any party. In the event of cancellation, the Acceptance/Start Fees will be refunded.

Refund of Acceptance/Start Fees Refund of the Acceptance/Start Fees less the Goods and Services Tax of 7% will be made if the acceptor is withdrawn on veterinary advice or with the permission of the Racing Stewards.

Prizemoney Prizemoney will be paid in Singapore Dollars or in another currency upon request. Trainers! and jockeys! earnings are subjected to tax of 15%. Prizemoney and all other earnings will be paid within one month of the race subject to the horses clearing their post race tests.

HORSEMEN’S INFORMATION

Advertisements and Sponsorship Material Owners, trainers and jockeys whilst in Singapore, should not carry advertising or sponsorship material other than as required or approved by Singapore Turf Club.

Testing of Jockeys The Malayan Racing Association Rules of Racing require the random selection of two jockeys per raceday, plus any other at the discretion of the Stipendiary Stewards, to take and pass a breathalyser test for alcohol and a urine test for prohibited substances.

Interviews Owners, trainers and jockeys whilst in Singapore, should make themselves available, at no charge, at all reasonable times (including immediately after the races) for interviews by the press and other representatives of the media when requested by Singapore Turf Club.

The prohibited substances for Riders under MRA Rules of Racing are: a. Stimulants b. Narcotics c. Anorectics d. Diuretics e. Depressants f. Alcohol g. Anaesthetics h. Hallucinogens i. Muscle Relaxants j. Any other substances, not included in the above classes but, which, in the opinion of the Medical Officer, may affect a Rider!s health, ability to safely perform the duties of a Rider and/or which may alter the integrity and/or validity of the testing results obtained.

Insurance Visiting jockeys will be covered by Singapore Turf Club!s insurance policy against injuries and accidents resulting from work related activities in Singapore. Visiting horse connections (owners, trainers, assistant trainers, head lads, exercise riders and grooms) are strongly advised to arrange their own insurance to cover travel, work and non-work related injury and illness. Licensing The Singapore Turf Club will issue visiting licences to overseas trainers and jockeys participating in the race upon their arrival in Singapore.

The prohibited substances shall exclude the following: a. Alcohol at or below a concentration of 0.02% on a breath analyser. b. Amphetamine or methamphetamine at or below a concentration of 500 microgram per litre in urine. c. Anorectics at or below a concentration of 500 micrograms per litre in urine. d. 6-Acetyl morphine at or below a concentration of 10 microgram per litre in urine. e. Benzodiazepines at or below a concentration of 300 microgram per litre in urine. f. Cannabiniods at or below a concentration of 50 micrograms per litre in urine as determined by immunoassay or at or below a concentration of 15 micrograms per litre of urine as determined by mass spectrometry. g. Cocaine or benzoylecgonine at or below a concentration of 150 micrograms per litre in urine. h. Dextromethorphan or dextrorphan at or below a concentration of 500 micrograms per litre in urine. i. Ephedrine at or below a concentration of 500 micrograms per litre in urine. j. Diuretics at or below a concentration of 500 micrograms per litre in urine. k. Opiates at or below a concentration of 300 micrograms per litre in urine. l. Phencyclidine at or below a concentration of 25 microgram per litre in urine.

A visiting jockey licence will enable the jockey to ride in Singapore for all races on 14 and 16 May 2010. Overseas jockeys are required to arrive in Singapore at least one day before the race meeting. On race days, all jockeys are required to be in the Jockeys! Room at least one hour before the first race.

Body Protector Every rider is required to wear a body protector of a design approved by the Stipendiary Stewards during training and during the races. To compensate for the jockeys being required to wear body protectors, the weight of all jockeys shall be deemed to be 1.0 kg less than the weight registered on the scale.

Equipment • Whips All whips used in the race and in training must be in accordance with the Malayan Racing Association Rules of Racing: i. Maximum length of shaft - 55.88 cm (22 inches) ii. Length of flap not less than 7.62 cm (3 inches) iii. Width of flap not less than 3.17 cm (11/4 inches) iv. Flaps to be open for at least 5.08 cm (2 inches) and made of soft leather with no projections or additions. •

Blinkers and Pacifiers Before a horse may be raced in Blinkers or Pacifiers, permission must be obtained from the Stipendiary Stewards. Once such permission has been granted, the horse shall not be permitted to race without Blinkers or Pacifiers until a fresh application has been made to and approved by the Stipendiary Stewards. However, the Stipendiary Stewards may give permission for Blinkers or Pacifiers to be removed should they consider that the state of the track in very wet weather warrants such action.

Skull Caps must be worn during training by all Jockeys, Apprentices, Track Riders and Trainers who are licensed or permitted to ride work.

Extra Gear The use of tongue straps, prickers, bits of a patent or unusual design, Special Boots and similar appliances, if to be used in the races, must be declared in the Declaration to Start Form and such equipment may only be used in the races with the prior approval of the Veterinary Surgeons in consultation with the Stipendiary Stewards.

Horses from the same region will, as far as possible, travel on the same flights regardless of the shippers used. Horses travelling together will share pallets on the basis of two horses to each pallet where possible.

Horse Shipment The Club through appointed shippers, will arrange and meet the costs of return transport by road from the home stable to the embarkation airport and return air transport for all horses participating in the Singapore Airlines International Cup or the KrisFlyer International Sprint.

The shippers will as far as possible, utilize direct cargo flights or cargo flights with minimum stopovers in transporting horses to Singapore and for the return to their home countries.

Once any gear, including bandages, boots, plates and bits, has been used on a horse in any race, it shall continue to be used on that horse without any variation until permission to remove or vary the same has been obtained from the Stipendiary Stewards. •

Faulty Gear Trainers and jockeys are jointly and severally responsible for any bad or faulty gear used by them or on their horses.

Bandages Any bandages used on a horse in the races must be sewn on to the satisfaction of the Stipendiary Stewards.

It is recommended that horses arrive at least 10 days before the date of the races to allow for recovery from any travel related problems. All horses travelling to Singapore must be accompanied by their passports which have been endorsed by their respective racing authorities and where no passports are available, by their registration documents or any other documents which can be used to identify the horses and to ascertain that the horses have received the necessary vaccinations. The shippers will advise and assist with such documentation and any other documentation that may be necessary.

Covered Bits and Reins Any removable type of covering, which can be stitched on to the bit, may only be used after inspection by and with approval of the Veterinary Surgeons. Such covering must be removed immediately after use.

The documents will be enclosed and returned prior to the horses! departure from Singapore. On arrival at Changi International Airport in Singapore, horses will be loaded onto air-conditioned horse floats and transported to the air-conditioned isolation stables at the Singapore Racecourse.

The use of buckled reins and the use of rubber, covered leather reins is totally prohibited. •

Whistles and Rattles The use of whistles, rattles and other noise-making instruments during training or racing is totally prohibited.

Skull Caps Every rider shall wear a Skull Cap of approved design and material when riding in any race but such skull cap shall not be put in the Scales.

The Singapore Turf Club and its appointed agents will not be liable for any death or injury to any invited horses during transportation to and from Singapore, or while in Singapore. After the race, overseas horses shall go into pre-export isolation for return to their home countries. Isolation on return to their home countries will be at the connections! cost. 11

All Singapore Turf Club training facilities, except the swimming pool, will be available to the overseas horses. Overseas horses will train separately from local horses and training sessions will be controlled to ensure compliance with isolation requirements. Every effort will be made to ensure that overseas horses train when the weather most suits them. Evening training under lights will be available by prior arrangement to allow horses to get used to the lighting conditions.

Isolation Stables The Isolation Stables at the racecourse are fully airconditioned and are fitted to high standards. The stables provide safe and effective isolation and are secure and comfortable for horses.

Water Supply The water supply in Singapore is safe for drinking and is free of any odour or taste. Bottled distilled water will be provided if required. Fodder A large selection of manufactured feeds and basic fodder will be provided by the Singapore Turf Club.

Horse Insurance The Singapore Turf Club will not be responsible for horse insurance. Connections are advised to make their own insurance arrangements for their horses.

Feed Supplements and Patent Medicines Trainers who wish to import their own fodder, feed supplements or medications must apply to the Head (Veterinary) of the Singapore Turf Club early for approval.

Lead Ponies The Singapore Turf Club will not provide Lead Ponies for overseas horses.

Feed supplements and medications may, at the discretion of the Head (Veterinary), be tested by the Singapore Turf Club Laboratory Department for prohibited substances.

Trainers who wish to import a Lead Pony are advised to consult with the shippers and the Club on the availability of isolation space in Singapore prior to shipping them. Lead Ponies may be transported in the air stable provided by the Club if space permits. All additional expenses incurred in shipping these ponies to Singapore will be at the connections! cost.

Injectable medications and medications containing prohibited substances must be handed over to the Club!s Veterinary Department on arrival. No treatment or medication may be administered without the permission of the Singapore Turf Club!s Veterinary Surgeons.

VETERINARY REQUIREMENTS

Veterinary Facilities and Services The Singapore Turf Club Veterinary Hospital is a modern, fully equipped facility and is staffed by qualified and experienced Equine Veterinary Surgeons. Owners and trainers of visiting horses can expect the full range and quality of veterinary services available at any major racing centre.

The Singapore Turf Club will not bear the travelling expenses of any horse which is not permitted to race because of prohibited substances and such expenses will be charged to the owner of that horse. Trainers are therefore advised that anabolic steroids and other long-acting prohibited substances have prolonged and unpredictable clearance times which may result in their detection several months after administration.

Pre-departure Veterinary Requirement a. Within 2 to 7 days prior to departure to Singapore, all overseas horses will be required to pass compulsory pre-travel veterinary inspections by a qualified Veterinary Surgeon, checking locomotor and health aspects which may affect travel or performance (STC requirement).

Routine medications administered during the 7 days prior to departure should be reported to the Head (Veterinary) of the Club in writing on arrival. Vaccinations Shippers and Trainers are advised to plan vaccinations in advance, taking into consideration the following requirements:

b. Within the last 48 hours, veterinary health certificate to meet AVA guidelines for temporary importation of horses to Singapore. This certificate involves freedom of exposure to various diseases, treatment with parasitic agents and vaccination history within the last 30 days, as well as a clinical examination (AVA requirement).

a. Equine Influenza All horses must be fully vaccinated according to the manufacturer!s recommendations not less than 30 days and not more than 6 months prior to the date of the export.

Anabolic Steroids and Long-Acting Medications Trainers are responsible for ensuring that their horses are free from anabolic steroids and other long-acting prohibited substances prior to departure to Singapore. Horses will be required to provide blood and urine samples for analysis for prohibited substances on arrival at the Isolation Stables at the racecourse.

No horse may take part in a race under the Malayan Racing Association Rules of Racing unless it is certified by a Veterinary Surgeon to be correctly vaccinated against Equine Influenza.

Any horse reported positive to anabolic steroids or other long-acting prohibited substances will not be permitted to race, unless a clear analysis can be obtained at least 7 days prior to the raceday.

As a minimum requirement, two primary vaccinations must be completed or a booster dose to a previous primary course must be administered according to the manufacturer!s recommendations within the specified period. 13


b. Japanese B Encephalitis Where permitted by the country of origin, a primary course of Japanese B Encephalitis vaccination, or a booster administered according to the manufacturer!s recommendations must be completed not less than 30 days and not more than 6 months from the date of the export.

The endocrine system, endocrine secretions and other synthetic counterparts

Prohibited substances include: • Anti-pyretics, analgesics and anti-inflammatory substances • Cytotoxic substances • Antihistamines • Diuretics • Local anaesthetics • Muscle relaxants • Respiratory stimulants • Sex hormones, anabolic agents and corticosteroids • Substances affecting blood coagulation

Western and Eastern Equine Encephalitis Horses from countries where Western Equine Encephalitis and Eastern Equine Encephalitis have occurred in the last 2 years must be vaccinated with an inactivated vaccine approved by the Agri-Food & Veterinary Authority of Singapore according to the manufacturer!s recommendations not less than 30 days and not more than 12 months prior to the date of the export.

Prohibited substances: Threshold levels Arsenic 0.3 microgramme per millilitre in urine

Rabies Horses from countries where Rabies has occurred in the last 2 years should be vaccinated according to the manufacturer!s recommendations not less than 30 days and not more than 12 months prior to departure for Singapore unless it can be certified that during the 6 months prior to export, the horses have not suffered from or been exposed to premises infected with Rabies.

Certified documentary evidence of such vaccinations must be available for inspection by the Singapore Turf Club and the Agri-Food & Veterinary Authority officials before the horses are unloaded at Changi International Airport.

A copy of horse vaccination history must be forwarded to the Head (Veterinary) of the Club between 2 to 7 days prior to departure to Singapore.

Singapore Importation Health Requirements Connections of visiting horses should refer to the shippers for details on compulsory government requirements (certifications, vaccinations, blood testing, veterinary examinations, etc.) and for requirements for return to their home countries.

Medication and Prohibited Substances The Malayan Racing Association Rules of Racing require horses to be free of prohibited substances. The prohibited substances under the Malayan Racing Association Rules of Racing are:

Testosterone 0.02 microgramme free and conjugated testosterone per millilitre in urine from geldings, or 0.055 microgramme free and conjugated testosterone per millilitre in urine from fillies and mares (unless in foal)

Substances acting on: • The nervous system • The cardiovascular system • The respiratory system • The digestive system • The urinary system • The reproductive system • The musculoskeletal system • The blood system • The immune system other than those in licensed vaccines

Theobromine 2 microgrammes per millilitre in urine

N.B. The conjugated substance is the substance that can be liberated from conjugates. To ensure compliance with the Malayan Racing Association Rules of Racing, all veterinary treatments will be performed by the Singapore Turf Club Veterinary Surgeons. 14

No injectable medication of any kind may be administered within three days of racing except in exceptional and emergency circumstances and with the permission of the Chief Veterinary Surgeon and Chief Stipendiary Steward of the Club.

Pre-race Testing All runners will be required to undergo pre-race analytical blood testing, identity checks and racing plate inspections, approximately two hours and fifteen minutes prior to racing and to be held in secure conditions thereafter. The collection of blood samples of overseas horses will be performed at their respective isolation stables on raceday.

No horse will be permitted to start if analysis of the prerace blood sample reveals any abnormality not definitely identifiable as a non-prohibited substance within the time constraints of the testing procedure. All reasonable efforts will be made by the Singapore Turf Club Laboratory Department to define overseas horses! normal profiles and to investigate any abnormality caused by the presence of prohibited substances from feedstuffs etc prior to the actual pre-race testing. Pre-race Physical Examination All runners will be required to pass a pre-race physical examination, including a lameness examination which will be conducted one day before raceday by a Singapore Turf Club Veterinary Surgeon. Post-race Testing All placed horses and any other horses selected by the Stipendiary Stewards will be required to undergo post-race urine and blood sampling for analysis. Overseas horses will have their samples collected under secure conditions in their respective Isolation Stables. Shoeing The Singapore Turf Club!s farriers will be available for shoeing horses if required. Plates shall not exceed the aggregate of 680 grams inclusive of nails. Trainers must obtain the permission of the Stipendiary Stewards for the use of any special shoes. Trainers can also approach the Head Veterinary Surgeon of the Club if there are queries on shoeing. No horse shall enter the Parade Ring or run in shoes which have protrusions on the ground surface other than calkins on the hind limited to 0.5 cm (0.2 inch) in height. The use of American style toe-grab plates or those with a sharp flange is forbidden. Media Accreditation Application Members of the media who wish to attend the running of the Singapore Airlines International Cup and the KrisFlyer International Sprint must apply for accreditation using official Singapore Turf Club media accreditation application forms which will be available from the Club!s website at www.turfclub.com.sg in February 2010. Completed forms must be returned to Singapore Turf Club Corporate Communications Department by 26 April 2010.
