New city manager takes office NCEBA DLADLA

ELSON Mandela Bay’s first permanently employed municipal manager in almost three years, Dr Lindiwe Msengana-Ndlela, took office on March 1 starting her 5-year
She was introduced to the metro partners, members of civil society and media on Monday were she called for a work ethic of selflessness and dedication from municipal management, general employees and the political leadership to take the city to its rightful place within the economy of the country. “The appointment will be a major boost in the efforts to put the city back on a positive path,” said executive mayor Zanoxolo Wayile, adding that currently the metro municipality was faced with lack of administration, absence of discipline and direction. According to Wayile this resulted in service delivery challenges. With Dr Msengana-Ndlela at the helm, the mayor said he believes the metro will work faster and efficiently in finding solutions to the complex political problems the city is facing. “I am aware of the mammoth task that lies ahead but am also optimistic that these challenges are not insurmountable,” said Dr MsenganaNdlela who believes in working as a collective in serving the community. “I was inspired to come here (to the Bay) to serve. This is a calling to do service to the people of the city,” she said. She promised to spend time listening to the stakeholders and members of the community who she believes have a major role to play in the governance of the city – the engine of the economy. In her first 100 days in office, the city manager said key issues needing urgent attention in
her book was to address basic administration. After just one day in office, Msengana-Ndlela did not waste any time: on Monday she had meetings lined up for the entire day with different stakeholders within and outside the municipality. These meetings included meetings with the ANC Regional Executive Committee, Multiparty Whips, Municipal Executive Directors and Union leadership, and the media. She also held a meeting with stakeholders in business, religious fraternity, non-governmental organizations and gender-based organizations. “I am not under any illusion that the challenges faced by the Nelson Mandela Bay Municipality will just disappear now that I am here. Cooperation, collective leadership and a good work ethic will be the key factors,” said MsenganaNdlela. “We have got a task as a collective to work with speed in bringing normality to this institution. We need to set ourselves goals, over the short, medium and long term. Local government is about service to the people and requires commitment from all of us, whether as managers, politicians or employees of the Municipality,” she added. Msengana-Ndlela said her immediate goal was the filling of the vacant Executive Director positions and more streamlined interactions with directorates and sub-directorates to understand the current state of affairs in each section. However, Msengana-Ndlela added that she would not spend her days in endless meetings, as there was much work to be done. She is a qualified and experienced administrator who holds a PhD in Urban Governance, Leadership and Local Economic Development from the University of Warwick in the United Kingdom. She is known for her principled approach to

Motherwell mother dies in hospital after being admitted for broken arm NCEBA DLADLA A MOTHERWELL family is mourning the loss of a woman, who they feel might still have been alive, if she wasn’t left to wait more than seven days for surgery to a broken arm in the Livingstone Hospital. Barbara Jajula (59) died seven days after being admitted to the hospital after being injured in a taxi accident. “We do not know what killed our mother,” said Jajula’s daughter Sylvia. According to Sylvia (24), Livingstone hospital told them Jajula collapsed and died of a heart attack. But Sylvia and her mother’s employer Linda Otto of Newton Park are questioning the hospital’s explanation.
Said Otto: “Sylvia was involved in the taxi accident on the N2 near Bluewater Bay on the morning of Tuesday 12 February. She sustained injuries to her arm and was rushed to Livingstone hospital where she was hoping to get medical assistance.” On admission, according to Otto, “She (Jajula) was covered with only a bandage and was never operated on or her arm put in a cast. An X-ray, which revealed that her arm was broken, was only done three days after she was admitted to the hospital.” After almost a week of going in and out of hospital to monitor their mother’s condition, Sylvia said they visited her on Wednesday 20 February and she was speaking to them nicely except for the pains in the arm - only to hear from the hospital that later that day she died
of a heart attack. “If the hospital treated my mother on time I believe she should not have died,” said Sylvia sobbing. “What happened to Barbara (Jajula)? I can’t find out why did she die?” Otto described Jajula as a shy but wonderful person. “She was a quiet but very fantastic person. We’ve been together for many years,” said Otto. “If the family is not satisfied about the cause of death they are at liberty to approach the Department for a post mortem,” said Provincial health spokesperson Sizwe Kupelo. He added that even if the person has already been buried, the body can still be exhumed and the real cause of death identified.

Citizen activism is good, but metro municipality say ‘no’ to vigilantism NCEBA DLADLA ABOUT 50 angry residents from Veeplaas in Port Elizabeth protested at the magistrate’s court in New Brighton last Wednesday to demand the release of two community members who had been arrested for allegedly assaulting Ntsikelelo Ntsangani, a man they suspected of stealing building materials.
Veeplaas residents demand arrest of thieves and that the men accused of assaulting the alleged thieves be set free. FOTO: NCEBA DLADLA
Residents sang and toyi-toyed in front of the court at Ntshekisa Street, carrying placards calling for their immediate release. The court, however, did not entertain the residents’ call. Instead, the accused whose names cannot be mentioned because they have not pleaded yet, were remanded in custody until tomorrow March 7. “The two were charged for assault (GBH),” confirmed police spokesperson Warrant Officer Thembi Gwe. The residents of Ward 30 allegedly beat the complainant for stealing building material at a construction site in Veeplaas. Residents accuse police of failing to do their job properly. They reported Ntsangani and his accomplice to the police but were disappointed by their failure to arrest them. “We found some members of the community with bags of cement and they claim to have bought them from these thieves,” said
Khanya Apleni, a resident. “We then beat them. We have been waiting for the construction of the houses for quite a long time,” said Vakele Bukani, another resident. According to residents, Ntsangani was seen with his friends carrying knives and charging against some of them as targets. Then all hell broke loose, they say. Nelson Mandela Bay Municipal spokesperson Mthubanzi Mniki condemned vigilantism by community members. Although the matter was one concerning the contractor on site, Mniki did acknowledge that it was adversely affecting the municipality’s service delivery and therefore he understood the residents’ actions. “We appreciate active citizenry but want to state clearly that we condemn acts of vigilantism by our residents,” said Mniki. According to Mniki, people caught stealing should be reported to the police for the law to take its course. Furthermore, said Mniki, the municipality condemns buying of stolen property by community members. “This is unlawful. It is equal to stealing and is punishable by law,” he said. Mniki urged building contractors to tighten security at sites. He said he contractors should also establish good working relations with the communities they serve.
Social welfare finds home for children abandoned by mom NCEBA DLADLA KWANOBUHLE Community Police Forum (CPF), SA Police Service (SAPS) and members of the Department of Social Welfare worked together with local schools last week to help children faced with social problems. In celebration of Child Protection Week, the CPF, SAPS and Social Welfare officials visited a few schools to identify children that were known to teachers to experience social problems - that could perhaps make it difficult for learning and teaching to take place. Three siblings, aged 10, 8 and 5 from Sikhothina Primary School (whose names cannot be mentioned to protect their identity) were seen to be experiencing enormous problems. The children stay with their unemployed uncle in abject poverty while the whereabouts of their mother are unknown. Their teachers explained that the children, who don’t receive social grants, lack basic things that children would ideally require, from washing to wearing decent clothes.
“The older girl would sometimes come to school not wearing any underwear. She would say they had not eaten since the previous afternoon or so,” said one female teacher. She and some of her colleagues collected clothing from family and friends for the children whose school-work was also not progressing satisfactorily. CPF Chairperson Monica Mbatsha said she started learning about the children’s situation when their uncle was arrested for possession of dagga, early in the year. “We do have cases of extreme poverty and child-headed households in the school. Some children look after their sick gogos while some look after people suffering from HIV/Aids. “Yes, we do what we can as human beings but sometimes really need support,” said school principal Mlungiseleli Miggels. He added that he knew about the kids and their problems as his school did have an Institutional Leaner Support Team whose task was to look after childwelfare. Child and Welfare officials Nozuko Monde and Wandisa Kenene organised for the children to be placed in a place of safety.

PORT Elizabeth police last Wednesday arrested a 41-year old man, who allegedly rents out his fire-arm to criminals, and charged him for perjury, defeating the ends of justice and contravening the Firearms Control Act. The man, from Ngwendu Street in KwaZakhele, allegedly lied to police about the whereabouts of his licensed firearm. “The accused reported a case of housebreaking and theft, where he reported that his firearm was stolen,” said police
spokesperson Warrant Officer Thembi Gwe. After investigations it was later discovered that the man gave police false information under oath. There was never a house-breaking. “Upon further investigation, it was confirmed that the man was renting out his firearm to criminals - depending on the crime committed he would allegedly charge up to R500 cash,” said W/O Gwe. ort Elizabeth – Municipalities around the country are being brought to their knees by ruthless syndicates who are responsible for cities and towns losing millions every month. The theft is relentless. In one of the more recent examples, t he Nelson Mandela Bay Municipality said it was lo si n g 2 4 m i l l io n e a c h m o n t h . eThekwini ratepayers are reported to be losing R120 million a year. Recently a large quantity of electricity boxes, connectors and a receipt book were found during the arrest of suspects in Port Elizabeth. The receipt book included addresses of buildings in Cape Town, George, Knysna and Port Elizabeth where electricity boxes were installed. Investigations are ongoing and information found in the receipt book could lead to further arrests. The perpetrators could face serious criminal charges.
also been reported as one of the factors that brought uMsunduzi Municipality to its knees. Many other smaller municipalities are likewise being devastated. The crime behind these losses is electricity theft and happens in various forms. Syndicates employ individuals who are desperate for work to sell illegal prepaid electricity vouchers, to connect households illegally, tamper with their meters, or to steal electricity cables. The culprits do all of this at a fee, luring innocent people into crime. These syndicates often pretend to be employees
Local government has joined forces with the power utility Eskom, the business sector and the media to stem the flow of losses caused by electricity theft. The South African Local Government Association (SALGA) is a core partner of Operation Khanyisa, a campaign that aims to mobilise all South Africans for legal, safe and efficient electricity use. SALGA has recently committed to redoubling its efforts to combat the crime of electricity theft, which it says is responsible for municipalities losing up to R3.2 billion each year.
OPERATIONKHANYISA.CO.ZA
According to SALGA’s Executive Director for Municipal Infrastructure Services, Mthobeli Kolisa, SALGA needs to coordinate and support municipalities to act and report their action in respect of electricity theft, and to review their bylaws to have more stringent penalties against electricity theft. At the launch of Operation Khanyisa, Xolile George, CEO of SALGA, described electricity theft as “a pandemic coursing through our delivery capabilities and fiscal planning.” “Local government,” he said “plays a pivotal role in the distribution of electricity, and electricity theft hits at the very heart of the electricity distribution industry in South Africa.” “Enough is enough,” George continued. “We have joined forces with our partners in Operation Khanyisa and will stamp out this crime.” Together with Crime Line, Operation Khanyisa provides a platform for South Africans to report electricity theft anonymously, by sending a detailed SMS to 32211 (R1/SMS). This exciting 10-track album by the Ezokholo presenter was recorded at De La Rey’s studios in Algoa Park. It was arranged and mastered by the talented Mzwanele Maqosha and is a definite sign of growth and maturity for this community television presenter and researcher from Motherwell township. Matodlana named the album “The Reason” because he believes there is a reason why people should worship and glorify God. “He is our God, redeemer and friend. God has been so great to me that I have a reason to worship Him with all that I have,” said Matodlana who calls himself a worshipper, more
than a musician and entertainer. “The Reason” is the third album Luthando has presented following “Mmeli Wam” and “Ndizomnika” which did not do too badly. “With this one, however, I am hoping to win big deals with the major recording companies,” enthused Luthando. This is an annual event by the retired citizens of Nelson Mandela Bay metro who meet at least once a week to socialise, exercise and keep themselves busy with handwork, sewing, crocheting, knitting and gardening, among other things. “We formed this club many years ago out of

Majola thanked Vision 4 Academy Managing Director Nosi Ncoyo whose women empowering company helped put the event together. Mrs Majola is a past winner of the Annual Vision 4 Women event which Ncoyo runs to identify and honour women who made an indelible mark in society and who qualify for assistance. “Through the Beyond the Balance Sheet Awards, Vision 4 Women honours women who

She added that women like Lelethu “Poetic Soul” Mahambehlala, Gigi Mesani, Pastor Phumla Thetha and a decorations company worked together to make the event the resounding success that it was. MSIZI Zulu otherwise known as Msizi Z in music circles will launch a gospel album at Lilian Ngoyi Sports Centre, Kwazakhele on 14 and 15 March. The launch will be accompanied by the Chosen Generation Ministry’s Evangelical Crusade from 5.30pm on both days and it is free, according to Msizi. “My 11-track album, Umsindisi is not out yet but Nelson Mandela Bay music lovers, who have had a taste of the songs, are already booking dates for me to perform until December,” said Msizi of KwaZakhele township. The traditional gospel album with a mix of Afro-jazz, was recorded at Veeplaas studios in Port Elizabeth and mastered in Johannesburg by Bheki and Kwesta. It has been inspired by God, according to Msizi. “I love God. It’s in God that I get my inspiration to sing and send good messages with different emotions that could bring healing and take control over situations,” said Msizi. He is a former community radio DJ who started singing 15 years ago in Newcastle (KZN). He said he loves the music of Sifiso Ncwane, Sipho Makabane and the late Vuyo Mokoena. Msizi was born in Mount Frere across the Kei River and his family moved to Lamontville in Durban when he was still a child. “It is in Durban that I learnt everything about music. I have, however, found love and got involved in the business side of things since 1999 when I came to Port Elizabeth,” said Msizi, adding that he writes, arranges and plays music.

Let's talk about TB
TB is a disease that, although preventable, is still ravaging the people of our city. Over the following few weeks, the District Office of Health aims at sharing certain key information on TB with you. The objectives of these articles are to, primarily, prevent the spread of the disease and, secondary, to advise on how to optimise treatment in order to achieve the speedy cure and recovery from TB for those who have contracted the disease (yes, TB is completely curable). In this instalment, I wish to touch on some general issues. TB is largely preventable, yet in our city we have about 10 890 people on treatment every day. This excludes the 417 patients who are in the 3 TB Hospitals. Why would this be, one wonders? Pulmonary TB (TB of the lungs) is caused by an organism called a TB Bacillus. It is so small and light, that it easily spreads from person to person through the air. That is why we ask people to be aware of when they cough or sneeze in the presence of anybody else. This happens at home, on buses, taxis and trains, in offices and, yes, even in sports bars and shebeens. 3 easy steps to stop the spread of the disease: In past we asked people to just place their hands over their mouths when they coughed or sneezed, but we now ask people to cough & sneeze into their sleeves or into a piece of cloth that will not allow any germs to go out into the open air. Also, open windows to allow fresh air to continuously come into any area you are in. Lastly, make sure you eat enough healthy food (yes, a healthy body does not get TB as easily as a malnourished body) Call line: 083 378 2248 Comments / queries: District Manager's Office: email: thobimvula.bantshi@impilo.ecprov.gov.za

Bay Stars beat FC Buffalo ON Sunday, 3 March 2013, Bay Stars completed the double on FC Buffalo by beating them 1-0 away in East London. Lyle Petersen could have opened his account in the first minute when he latched onto a long ball into the box, forcing the Buffalo goalkeeper into a save. Playing in extreme heat, both teams presented the partisan crowd with much to cheer about. Bay Stars was the agressor during the first quarter and was rewarded when Lyle Petersen put Bay Stars 1-0 ahead in the twentieth minute of the first half. It was a match of contrasting styles as Buffalo were more intent in pushing their short passing game in an effort to break down a resolute Bay defence. Sidney Plaatjie and Kurt Duff were key in maintaining the team shape and grinding down the Buffalo playmakers.
This win moves Bay Stars into third position on the log behind first placed Mthatha Bucks and second placed Tembu Royals. Bay still have two games in hand over both Tembu and Mthatha Bucks and is well placed in the charge for the title. Bay coach, Mark Harrison was upbeat after the win as “it is another professional performance by the team who did extremely well under difficult conditions,” he said. Harrison was full of praise for goalkeeper Sheldon Baatjies who pulled off a brilliant double save to deny Buffalo the equaliser with less than 5 minutes to go. “The boy played the big moment and to be fair, it was not an attractive game to watch, but it is about getting three points,” Harrison said. Bay will face Tembu Royals next Friday in a home fixture at the Gelvandale Stadium.

can Bombers RFC has endeared itself as the home of black rugby in the townships of PE. Its players come from PE townships like New Brighton, Kwazakhele, Motherwell, Uitenhage and some from as far as Grahams-town. The club currently uses Zwide stadium for its home games. . Round 3 matches of the Cell C Community Cup were played on Saturday. With 24 of the 40 pool matches now completed, none of the 20 competing teams have as yet booked their tickets to the Easter play-offs in George later this month. In their Pool D match against African Bombers at Zwide Stadium, Pretoria Police had to dig deep to overcome a 28-27 second-half deficit before running out 53-33 winners over African Bombers. With 10 minutes remaining, the flamboyant Bombers were still in contention when they trailed 39-33, but late tries from Ruan van Loo and Louis van Biljon sealed a hard-fought win for the Bobbies. This week African Bombers travel to Bloemfontein where they will play Bloemfontein Police at Bobbies Park on Saturday.
The event was honoured by the presence of former Bafana Bafana and Kaizer Chiefs striker Patrick Mayo who is the Port Elizabeth based Ambassador of the programme. Also in attendance were the executive members of the SA Schools Football Association (SASFA), coaches, teachers, pupils and fans. “I enjoy being part of this programme. It gives me more responsibility to encourage both boys and girls to take the sport seriously and do away with drugs, booze and crime,” said Mayo who also had a stint with Supersport United in his heyday. According to Interactive Sport’s Daniel Serman this year’s programme started with a coach-the-coaches course to assist those involved to better their skills. Serman stressed, however, that the Spur Masidlale programme was not necessarily
Grudge return fight on the cards NCEBA DLADLA NO matter how you look at it, the fight between Eastern Province Middleweight champion Masixole Botile of Walmer and his challenger Makhosonke Zwengu of KwaNobuhle at the Babs Madlakane Community Hall, KwaNobuhle on Saturday, March 9 is going to be a humdinger. The duo will meet over 10 rounds in the main bout of an exciting 10-bout bill courtesy of Andile Siqwepu’s Andile Boxing Promotions. The two boxers met before in a fight that was won by Zwengu, who is rated number 2 in South Africa and risks losing the opportunity of fighting for the national crown should he lose against Botile. It remains to be seen who is going to crack it in this grudge return-fight as both camps believe they have an edge over their opponent. In the main supporting bout over 6 rounds in the Junior Flyweight division, up-and-coming prospect
Mzwabantu Dabaza will fight against a boxing veteran Vuyo Toyise. Both boxers are from KwaNobuhle. In the main preliminary bout over 6 rounds in the lightweight division, a humdinger should be expected between PE’s Lungisa Jikani and his opponent Ndudumo Lolwana of eRhini. They are both come-forward fighters who throw leather relentlessly. The following Flyweight bouts will be over six rounds: Siyabonga Blaauw vs Wele Yokose (flyweight) and Lwandile Phillip vs Nwabisile Colani. Other bouts over four rounds are: Dumisani Tshokela vs Zimkhitha Lane (Jnr Featherweight); Xolisa Kana vs Sinethemba Sitali (Jnr bantamweight); Asandiso Mancapa vs Mzwamadoda Jibiliza (Strawweight); Luthando Calata vs Ayanda Fatyi (Strawweight) and in the only female fight, also over 4-rounds, Nomampondomise Gxotyeni vs Asandiswa Nxokweni in the lightweight division

The successful team will receive Spur branded Umbro kit, get a special PSL VIP experience watching a PSL match as mascots and be treated to lunch. “The Spur Masidlale Soccer programme is currently recognised as one of the leading youth soccer development initiatives which uses local coaches from each region,” said Khaki Diala of the Spur Group. SASFA Deputy Chairperson Nomonde Makuleni noted that the programme gave equal opportunities to both boys and girls. “This augurs well for football development in this country,’ said Makuleni.
