HE African National Congress’ Regional Executive Committee (REC) at Florence Matomela House issued a strong statement on Monday against deployees of the party who fail to implement decisions and thus put the ruling ANC in disrepute. In a statement issued the committee said their actions was necessitated by the fact that they, as the African National Congress,are accountable to the electorate that democratically put them in power. “We are obliged to let them know every exact detail in what is happening about their rates and taxes, about economic development, infrastructure development and service delivery performance,” the statement read. “When the ANC campaigned for your votes, we promised to build better communities, to prioritise the fight against corruption and crime, to create decent work, and to decisively address poverty. “The African National Congress in this Region has noted that, in the recent past period, the NMBM has been underperforming on all of these mandates given to us by the people and we cannot and will not sit by and be quiet about a Municipality that we are supposed to drive in order to achieve the mandate given to us by the people,” the statement read. At the conference the REC said that under the leadership of Executive mayor, Zanoxolo Wayile, the Nelson Mandela Bay Municipality “is going down the drain”. They blamed Wayile for failing to
implement decisions taken by the Political Management Team (PMT) headed by ANC NEC member Derrick Hanekom. Instead, the REC claimed, Wayile is imposing 154 section support on the metro’s administration. “We are regressing instead of progressing,” said Regional Deputy Chairperson Chippa Ngcolomba, adding that they are observing many irresponsible and incompetent acts committed by its strategic deployees in this rich municipality in the province. Ngcolomba said when they campaigned, they promised the electorate to build better communities, to end corruption and crime and to create decent employment opportunities. “What we observe now is political economy at play,” he said. Ngcolomba said since the appointment of Acting Municipal manager Themba Hani, the metro municipality continues to make blunders which will result in the ANC losing the trust of the electorate and mandate. “The metro is for the first time sliding towards a qualified audit report.” The region blamed MEC for Local Government and Traditional Affairs, Mlibo Qoboshiyane, for some of the mess the municipality finds itself in. According to REC Chairperson Nceba Faku, Hani’s temporary appointment was for three months to work towards the appointment of the permanent Municipal Manager to create stability within the metro. “But instead it became a conflict of interest because he wants the job for himself,” said Faku. “As Chief architect of all the costly suspensions of senior officials in this municipality, Hani has over-

Freedom fighter Dr Lizo Sitoto laid to rest THE Minister of Human Settlements Tokyo Sexwale failed to arrive at the funeral of Uitenhage stalwart Lizo Sitoto (69) on Saturday, but that did not dampen the spirits of mourners who described the former Robben Island prisoner as the people’s hero.
The funeral was held at the Apostolic Church in KwaNobuhle. Hundreds of mourners, including former MK soldiers and ANC Women’s League members, sang and toy-toyed bidding farewell to a family man, father, freedom fighter, sports activist and educationist. Sitoto died of heart failure last week Sunday. In an exclusive interview with PE Express Indaba, Nelson Mandela Bay Executive mayor, Zanoxolo Wayile, said: “A towering hero of our struggle; the best son of the soil is no more.”
Wayile added: “What appears today is on its way to disappearing tomorrow. Your (Sitoto’s) contribution in liberating South Africa will remain forever.” ANC Veteran Mahlubandile Maqungu said Sitoto was a selfless cadre who gave his life without looking for positions of power in return - unlike many activists today who join politics to become councillors, premiers or presidents. “Sitoto was not like that,” said Maqungu, who also went to exile in Lesotho and Zambia. Sitoto spent 10 years of incarceration at Robben Island with Sexwale, among others. The prisoners formed the famous Makana Football Association which was a great proof of their persistence and resilience in a fight for equal rights, freedom and justice during apartheid years in South Africa. The history behind the formation
of this association which was affiliated to World Football Governing Body, Fifa, was captured in a book “More Than Just a Game” which was later turned into a movie featuring the best of Mzantsi’s actors. Sitoto, Mark Shinners, Anthony Suze, Sedick Isaac and Marcus Solomon were honoured by the United Kingdom’s De Montfort University with a Philosophy Doctorate (PhD) for their role in creating the league that followed Fifa rules and guidelines. Sitoto and his wife Maggie were running an Early Childhood Development (ECD)

Let's look at Diabetes Mellitus Diabetes is a chronic metabolic disorder characterised by abnormal high level of blood glucose or severe low level of blood glucose in the blood stream due to failure of the pancreas to produce enough insulin to transport glucose to the cells of the body to form energy. What happens in the body? Our body cells need energy and oxygen for living, our energy comes from the food we eat, which is digested in the gastro intestinal tract and flows in the blood stream as glucose, a form of sugar. To get into the body cells the sugar has to be transformed by hormone called insulin into energy. This insulin is produced by a gland called pancreas. In diabetes the pancreas fails to produce enough insulin to digest the glucose as a result glucose remain in the blood stream meanwhile the cells are deprived of energy, the condition is observed at early stages of life and is called Type 1 Diabetes. In other cases the pancreas is overworked due to over reacting as a result pancreas fails to produce more insulin for that amount, pancreas get exhausted. The body cells will not get glucose and will not have energy. The condition occurs at a later stage and called Type 2 Diabetes. At times Diabetes occurs during pregnancy and usually disappears after childbirth, it develops because of hormones released during pregnancy which can increase the body's resistance to insulin. Help police find missing persons NCEBA DLADLA MOTHERWELL police are looking for information on the whereabouts of Xolisa Mfihlo and Nolubabalo Hashe who were last seen on 22 June and 5 May respectively. English teacher Badi was perplexed by her learners increased love for the language after the lessons given by Barry Hinchliff. This was the Hinchliffs sixth visit to the school and Jones’ first visit. Their work was not only confined to the classroom as the volunteers also put up infrastructure at the school. According to principal Sali, they also built a library facility, a kitchen and improved the overall image of the school. “We thank them from the bottom of our hearts. These teachers volunteer their time, finances, skills and expertise as members of UK based companies People and Places as well as Saga who work with SA’s Calabash Trust and Calabash Tours who identify needy schools from previously disadvantaged communities,” explained Xolani Makalima of the Calabash Tours.

Open days at Moffett on Main to have your baby photographed for our Christmas Baby 2012 competition BETTIE GILIOMEE PARENTS have just over one week left to enter their baby to become this year’s PE Express Frontpage Christmas Baby. The annual PE Express Christmas Baby Competition, for which entry closes on Friday, November 23, is aimed at making the day even more special for babies who are celebrating their first Christmas. Their photo will appear on the front page of the last edition of PE Express for the year, on December 19. Special open days are also held at Moffett on Main Shopping Centre this week until Saturday by pageant photographer Pro Design Photographers for parents who would like to have special entry photos taken (more details below). To accommodate babies who are not celebrating their first Christmas but who could not enter last year since they were born only after the closing date of last year’s competition, entries will be accepted from all babies born from November 25, 2011 (last year’s closing date of the competition). Babies must be resident in Port Elizabeth. To enter, parents must send a RE-
CENT colour jumbo-size photograph of their baby with the completed entry form, which can be downloaded from our website (www.pe-express.co.za) or can be obtained from our offices. The entry form must be pasted on the back of the photo. Jannie Wessels, aka Sipho, sings Gospel Music in IsiXhosa NCEBA DLADLA PORT Elizabeth’s Jannie Wessels is a white man that sings IsiXhosa like it is his mother tongue. Wessels, who uses the name Sipho as his stage-name, released a gospel album entitled ‘We Bangcwele’ in November last year. This 10-track album of traditional praise and worship songs was recorded at De la Rey studios in Algoa Park. It is arranged, mixed and produced by Mzwanele Maqosha. “My album is receiving airplay at Umhlobo Wenene FM, Radio Kingfisher and KQ FM,” enthused Wessels. Wessels is selling the album himself and is

happy to say: “Sales are doing well. The people are supporting this album, I am honoured.” Wessels, who has also appeared on community television station Bay TV, has been a popular attraction when he performed in townships such as Motherwell, KwaZakhele and KwaNobuhle. Boxing keeps the youth out of drugs and crime and has an ability to make them earn a decent living if they excel to become professional fighters,” said Didi. Didi of NU9 Motherwell urged par-
ents to support their children, both boys and girls, who want to start boxing because boxing teaches them discipline and good sportsmanship. Zonke Spar Manager Anton Botha commended Didi for his initiative and promised to support it the next time around. “I am doing this with my own funds because I love this game. It would, however, be good if people could come in to support these initiatives. I want
to thank Anton (Botha) for his promise – we support his business and will continue to support him,” said Didi. Bay FM’s Sports presenter Speech Boqwana commended amateur boxing’s support among the youth in Motherwell. “The youth came in droves to support boxing - both boys and girls – not only participate but also to support it. This is good for the sport,” said Boqwana.

Men and women placed first will receive R1 000 while R500 will be awarded to second position and third place R250 each. The Willows Resort Run takes place on the November 17 and also includes a 5km fun run. The route is designed for all ages and fitness levels and takes participants on grass, track and tar within the grounds of the resort. The entrance fee for the 10km is R35 for club members or R60 for a temporary licence and entry fee and R20 for the 5km. Schools that have the most participants must pre-enter to win a R5 000 voucher for accommodation and facilities courtesy of The Willows Resort. According to Stars president Nyanisile Rala, their club wrote a letter to Shatterprufe expressing their plight and the company’s managing director Bob Jameson replied positively.
The visibly delighted Stars coach Thabo Heka stated that the practice sessions of their teams will now run smoothly. “Players will be able to identify each other during the practices. These bibs will help our players to be accurate during our games,” said Heka. Stars skipper Xolisa Mafani said that the donation would boost the morale of their players. President Rala thanked Shatterprufe for the donation. Rala said, “This donation has made a big difference to the entire club for we had been struggling in practice sessions and now this is the thing of the past.”
