Mother arrested after baby dies A

28-year old mother was arrested and appeared in the Uitenhage Magistrate Court last Thursday, after her 10-month old baby died last week Tuesday, two weeks after he was severely injured during a domestic dispute between his parents.
It is alleged that the mother, Lauretta van der Ranse, was involved in an argument with Roshan Swartz (24), her boyfriend and father of her child at their home in Blikkiesdorp, Kamesh on Christmas Day when the incident happened. “We were drinking all day long and later that day Roshan told Lauretta she had had too much to drink and as the mother of the toddler she should stop. “An argument broke out and an angry Lauretta picked up the baby boy (Shewan Swartz) and threw him at his father. He fell to the ground,” said Pretty Swartz (28), Roshan’s sister. While Roshan picked up the baby, Pretty threw herself at Lauretta and they started fighting, she told PE Express Indaba. Lauretta allegedly broke an empty bottle and tried to stab Pretty in the face. She blocked with her arm and ended up suffering a stab wound on her arm. According to police spokesperson, Warrant Officer Gerda Swart, the mother left the house only to come back the following day. “She returned the next day and was told to take the baby for medical treatment but refused to do so,” said W/O Swart. On learning about the incident on 5 January, members of the SAPS in Kamesh immediately took the baby to

the Provincial Hospital where he was admitted before being transferred to the PE hospital. He later died of injuries sustained in the incident. Lauretta was granted R500 bail, but was only able to pay R300. Magistrate Johan Meyer insisted that she paid the whole amount owing to the seriousness of the case. Education department says it is ready Unions still concerned over posts NCEBA DLADLA

THE Department of Education in the Eastern Cape is ready to deliver on the promise of ensuring that all schools are resourced with the Learner Teacher Support Material (LTSM). This according to Department of Education spokesperson, Malibongwe Mtima, who said learning will be taking place from the first day of the new school year (today) in the fulfilment of the Eastern Cape Department of Education’s plan to increase the pass rate of 61.6% last year. Despite improving slightly on the 58.1 % pass rate of the previous year, the Eastern Cape still had the lowest matric pass rate in the country. By Thursday last week, Mtima
said his department had already distributed 85% of textbooks and 98% of stationery to all its schools across the province. The SA Democratic Teachers Union (Sadtu) in the province is, however, less optimistic about the start of the school year because of what they call “the unilateral declaration of teaching posts for 2013 in the province by the Education MEC (Mandla Makupula). According to Sadtu Provincial Secretary Mncekeleli Ndongeni the post provisioning in 2013 is 4 000 less than the posts declared in 2012. “Only 60 850 posts have been declared for 2013 - a significant cut from 64 752 posts declared in 2012 which was a further decline from the 69 390 posts declared in 2010,” said Ndongeni. “We are concerned about what this
will do to the delivery of quality education in the province as we are going to be confronted by a teacher shortage which will be a further setback in our attempt to respond to the challenges facing education.” National Professional Teachers Organisation of SA (Naptosa) in the Eastern Cape believes the challenges staring education in the face in the province relate to a workforce in which the average foot soldiers are under capacitated. Naptosa EC Chief Executive Officer Peter Duminy added that the Education Department has “a communication network that creaks like a rusty donkey cart, leading to information and instructions arriving far too late in districts and school offices for effective planning and implementation of administrative and curriculum matters.”
According to Duminy, Naptosa has taken note of the steps announced by the Department such as the improvement of school leadership, increased provisioning of resources and information and mobilising communities at schools, among other steps. “We would, however, like to see that each and every step taken in the process will have specific targets envisaged for the year 2013,” said Duminy. Lack of communication of the Education Department’s management plans is also one of the concerns raised by the South African Teachers Union. According to Jan Stroebel, the new chairman of the South African Teachers Union and headmaster at Framesby High School, one of the biggest challenges facing all schools
is the uncertainty, especially with regard to the filling of vacant posts. “Up to now, we have yet to receive a management plan from the department with definite guidelines as to what is going to be done,” he said. “There are many schools with a number of vacancies and it is difficult to start a new school year without all the necessary staff. We would like to see that every school in this province has the number of staff as provided for in the post provisioning,” said Stroebel. He said that as a union they would like to take a positive approach to solve the problems facing education in the Eastern Cape. “It wouldn’t help if we just sat back and complained. We want to take hands with the department and work together to find solutions,” said Stroebel.
Private school opens in the Bay BETTIE GILIOMEE A new private school, which will cater for paying pupils as well as needy children, such as streetchildren, who in the past did not have access to quality education, will open its doors for the first time today. The Urban Academy, situated in converted buildings across from the New Post Office in Govan Mbeki Avenue, will educate learners from Grade R to grade 12. This year’s intake will, however, be only to grade 11. With registration taking place last week, an intake of between 300 and 500 pupils is expected with a staff complement of
24, according to the school’s newly appointed headmaster, Chris Cronje. Establishing the school in Port Elizabeth is the brainchild of Cronje, who has been in the education field for 37 years as teacher and as principal. “Our main aim is to make a difference and give something back to the community. Education, especially in the Eastern Cape, is in dire straits. We will offer education through the use of modern methodology that has proven successful. We plan to offer private school education at a significantly lower fee than Model C schools,” said Cronje. Urban Academy is another extension of a Johannesburg-based project,
giving hope to children at risk. “The mission of Urban Academy is to pursue and maintain excellence in all spheres of school life – academic and sports. It is the aim of the school to produce adults who are independent thinkers, have physical and moral courage, who are articulate, wellmannered and tolerant, educated in the widest sense of the word, sensitive to the needs of others and dedicated to the service of the community as a whole,” said Cronje. The parents of students that perform to a set academic standard will receive a rebate on school fees for the next term. “We believe that successful educa-
tion is a partnership between the home and the school. An atmosphere of openness, mutual trust and respect must exist amongst partners - parents, students and staff,” he said. According to Cronje, the Academy will fill the gap between Government schools (including previously socalled Model C schools) on the one side and private institutions on the other end of the spectrum – offering quality and affordable education to those not being able to get enrolled in the ‘successful’ schools and choosing not to attend the ‘township schools’ where the educational outcome is sometimes very poor. The full curriculum, according to
the National Protocol, will be offered with classes from grade 1 to grade 12, as well as matric “upgrade” classes in the afternoon. There will also be an after-school care centre. They will also offer rehabilitation and counselling for those in need, street children and those that are battling to keep up or catch up. The Academy will also offer a language laboratory for students and private individuals (adults) in need of improving their comprehension of the English language, as well as a mathematic/numeracy laboratory for its own students, as well as students from any other educational institution in need of improving.
Business chamber set to oppose electricity increases at public hearing PE EXPRESS REPORTER THE Nelson Mandela Bay Business Chamber will lodge an objection to the National Energy Regulator of South Africa (NERSA) at public hearings in PE today (January 16). In a statement issued last week the Business Chamber said it believed that business and domestic consumers should educate themselves about what Eskom’s proposed 16% increase every year for the next five years means for their budgets and the bottom line. Acting for the Business Chamber, Angus Clark, head of the Chamber’s Strategic Resources Task Team, will lodge the objection at the public hearing in a bid to prevent the potentially disastrous effects of the proposed price hikes. Eskom has applied for the increase to fund its building programmes. “The Business Chamber is going out to bat for business and consumers alike,” said Nelson Mandela Bay Business Chamber CEO Kevin Hustler. “The bills will only continue to rise as municipalities add on a percentage to the base amount as income. Electricity tariffs are quick-
ly reaching their tipping point. Domestic consumers have to dig ever deeper into their emptying pockets, and businesses face the harsh reality of closing up shop.” Eskom’s proposed increase in the MYPD3 (Multi-Year Price Determination) will have a negative and significant effect on business. “Energy-hungry businesses will lose their competitiveness, and in some cases even face closure if input costs are not reduced,” maintained Clark. Domestic consumers will not be spared, and the Chamber urges the general public to prepare for monthly electricity costs to effectively double by 2018. “Domestic users currently paying just under R900 per month for electricity will face a R2000 bill for similar usage, come 2018.” Small and medium business owners will not have an easier time of it as the cost per unit escalates. “Smaller businesses will end up passing the increase on to the customer. Customers will place smaller orders, or make use of their services less often. This places the small business in jeopardy. Businesses close, people lose their jobs, and the buying power of the man on the street diminishes,” said Clark.

Big show of support for victims of Chris Hani blaze
NCEBA DLADLA THE ANC Women’s League (ANCWL) has joined in the efforts to assist the victims of the fire in the Chris Hani Informal Settlement in New Brighton, Port Elizabeth.
League, said one of the reasons for the formation of the ANC was to get poor communities out of the grip of poverty and hopelessness. “The ANCWL endeavours to give the people their humanity and dignity back. We can’t sit down and do nothing while our people are suffer-
ing. We are here to say that they are not alone,” said Sihlwayi. Council Speaker Maria Hermans urged all parents to ensure that not a single child is unable to go to school as the metro municipality was making plans to assist with every school need.
The blaze left more than 2 000 people destitute when 300 shacks and 19 houses burnt down two weeks ago. Many of the victims were sheltered at the Ithembelihle Comprehensive School. Last Thursday they received clothing, blankets, sanitary ware as well as school uniforms and stationery for the school-going children. “Ward 17 Branch of the Women’s league chaired by Phakama Bobani was joined by Wards 14, 26 and 28 to lend a helping hand to these our people,” said Nelson Mandela Bay ANCWL Secretary Nomamfene Quluba. The Boardwalk Casino and Entertainment World and some of its Service Providers like Khanya Clinic led by Zukiswa Kweyi also delivered support to the needy victims of fire. “We want to thank the Chris Hani Informal Settlement victims of fire for waiting patiently for their municipality during the time of need. THE MEC for Human Settlements, Safety and Liaison Helen Sauls-August will be visiting Limekhaya High School in KwaNobuhle, Uitenhage today as part of the Nelson Mandela Bay metro’s schools readiness campaign for the start of 2013 school year. The visits started at St. Thomas High School in Gelvandale on Monday. “During these visits the MEC interacts with school management and governance structures on various challenges and successes,” said Communications Director Lwandile Sicwetsha. According to Sicwetsha, the MEC has over the past two years visited various schools throughout the province as part of an Executive Council decision to prioritize school visits in order to unlock service de-
livery challenges. Ithembelihle High School principal, Phumla Mavikela, told PE Express Indaba her school was ready to start with learning and teaching. Ithembelihle improved its matric pass to 84.2% in 2012 from its 56.5% of the previous year. “Few of the fire victims of the Chris Hani Informal Settlement that were temporarily housed at the school in the last two weeks have still to be moved. The school started operations on Monday,” said Mavikela. Mavikela has, however, complained of what she calls a crisis - a problem with fencing that undermines their efforts for safety and security at the school. “We also, as a result, have a problem with vandals that destroyed our toilets and damaged flooring in some of our classes,” said Mavikela, adding that this adversely impacts on the teaching and learning at this New Brighton school.

Concert for New Brighton fire victims TINNEKE GOEDHALS A big concert is planned for Saturday, January 19 to raise much needed funds for the fire victims from the Chris Hani Informal Settlement, New Brighton. Social Development official, Unathi Dulwana and Ncendisa Captain, councilor of the affected ward, approached Willie Greeff of the Willie Greeff Trust assistance in relieving the immediate needs of the approximately 2000 people affected by the devastating fire which destroyed most of their possessions. Greeff immediately jumped on board as his company is involved in the building of low-cost houses and he can identify with the residents’ needs. Food, clothing and other essentials
were donated to the residents who are now temporarily housed at the Ithembelihle High School. During the handover Dulwana asked Greeff to establish a trust fund and help organise a music concert in aid of the fire victims. The trust fund, Chris Hani Victims Relief Fund, was established last week and Greeff said that he hoped that other companies would also accept their social responsibilities and contribute generously to this worthy cause. (See bank details at the end of this article.) Arrangements for the Chris Hani Victims Relief concert is at an advanced stage. Two national artists, The Blaze and Maisha, as well as MJ, of the soap opera Generations, and many established local artists, such as New Afro Teens, will perform. DJ Nwaiza and Point 5 have provisionally indicated their commitment.
A few local companies, which represent international brands, have also stepped up. The concert is being held on Saturday, January 19 at 11am at New Brighton Park. Entry fee is R30 per person. A local producer and director with his cast that consists only of local actors will steal the limelight on e.tv on Sunday evening, January 20, when a documentary, My Mase Kind will be showcased. My mase kind is a uniquely South African expression that encapsulates brotherhood, kinship and friendship. This documentary embraces the bonds shared by South African men, and explores the lives of former inmates and what they have learnt about brotherhood, loyalty and what it means to be a man. The producer Justin Oliphant, who is from PE, says the story is based in PE because he is from here and passionate about telling the stories of his city and its people. He says the documentary deals with the concept of brotherhood or community, as represented by the phrase, My ma se kind. It explores the relationship between two former rival gangsters and an event which
solidified their friendship. “As a community worker and social activist, I’m always looking for the kind of stories that will cause the community to do introspection, but also to educate them concerning the trials, life-styles and experiences of others,” said Oliphant. It was filmed in Port Elizabeth, during November last year, and every aspect of the production - pre-production, production, and post-production - took six weeks. Not only are all the characters from PE, but also the bulk of the music used in the score, is by PE artists. The crew consisted of mainly PE crew members, including, Clayton Thom (DOP), Warda Mallick (sound); Bruce Gordon (co-editor), Rowan November (production assistant), Jerome Smith (Production Manager), and Xolani Gumbi (Supervising Producer). Gumbi worked as assistant director on Blood Diamond. My Mase Kind was commissioned by e.tv, and managed by Adhoc Productions. The show will start at 6.30pm on Sunday.

DESPITE their devastating 5-2 defeat to Callies, Real City kept their hopes alive of winning the SAFA Nelson Mandela Bay SAB Regional league’s prestige trophy with a 3-2 victory over Tomorrow Stars at Motherwell NU 9 Stadium on January 5. Three days to Afcon Cup - itikit’esandleni NCEBA DLADLA IN three days time, Nelson Mandela Bay will host the Orange Africa Cup of Nations (Afcon) and the Local Organising Committee (LOC) has assured the province and the nation that the City is ready and everything is in order. Speaking
during the City’s State of Readiness media briefing at the City Hall last Wednesday the executive mayor Zanoxolo Wayile said it was incumbent now upon the sport-loving people of Nelson Mandela Bay and province to buy tickets and watch the matches. A total of eight matches is scheduled to take place at the Nelson Mandela Bay stadi-
um. Wayile said that all plans regarding the stadium usage, health and medical, waste management, disaster management, communications, marketing, events and publications, transport and safety and security were finalised. About 500 volunteers in the metro have been identified and tasked
with ensuring that the Orange Afcon 2013 becomes a resounding success. According to the mayor, safety and security of all the players, officials and visitors will be taken care of. Following in the success of the 2010 South Africa Fifa World Cup, the mayor believes this competition will provide the county with an opportunity to showcase its ability as a nation to
host events of this magnitude. “The clock is ticking. Itikit’ esandleni (a ticket in hand). This is ours! (Yeyethu!). Everybody must be focused,” said an upbeat Sport, Recreation, Arts and Culture MEC Xoliswa Tom. All the teams that are based here have arrived and have started with their training.
Nelson Mandela Bay ready for Afcon action NCEBA DLADLA THERE is a glimpse of hope that Bafana Bafana will actually play at the Nelson Mandela Bay stadium in the Orange Africa Cup of Nations (Afcon) 2013 competition. That all depends on Bafana managing to progress to the semifinals of this African showpiece spectacle which kicks off this weekend. The first Afcon matches at Nelson Mandela Bay Stadium will be the double header group match between Ghana and the Democratic Republic of Congo (DRC) this Sunday 20 January from 5pm. Thereafter Mali will face off Niger from 8pm. To complete the group stages
Ghana will play against Mali at 5pm followed by the match between Niger and the DRC at 8pm on Thursday, January, 23. In the second round Cape Verde Islands will entertain Angola on Sunday, January 27 from 7pm while Niger will play Ghana the following day (Monday the 28th) from 7pm. On Saturday, February 2 the Nelson Mandela Bay stadium will play host to Group B winners against Group A runners-up - a group which involves South Africa. If not, there is another match between the semi-finals losers (Loser SF1 vs Loser SF2) fighting for the third place at Nelson Mandela Bay stadium on Saturday, February 9 at 8pm.

BOXING South Africa (BSA) Director of Operations Loyiso Mtya has warned boxers over the age of 35 years who were inactive for more than 12 months not to register for licensing for this financial year starting on 31 March 2013. BSA, according Mtya, will not allow old boxers in the ring, he said. “This is in accordance with Boxing SA Act (Act 11, of 2001),” said Mtya.
According to the Act, a boxer applying for a new licence should be “no less than 18 years and no more than 35 years of age.” A boxer that has been inactive for a period of 12 months must, according to BSA Act, apply for a new licence. “If a boxer older than 35 years has been inactive for a year, his licence application is regarded as new and it will therefore be refused, said Mtya. BSA according to Mtya is flexible only in the case of boxers fight-
ing in the heavier divisions. These are very few boxers whose fights are very few, he said. “Still, a boxer must have been registered at the time of inactivity for BSA to grant a licence even above the age of 35,” said Mtya. Nelson Mandela Bay BSA Service provider Mthunzi Mapitiza welcomed Mtya’s call. He said, “This is law. I actually never had a problem with refusing inactive old boxers a right to campaign in the ring.”
