Excitement mounts for Afcon
NCEBA DLADLA
T
WO significant events happened in Nelson Mandela Bay last week to show that in deed the Continental showpiece 2013 Orange Africa Cup of Nations (Afcon) Competition is here; Yeyethu! (it is ours!). The flags of Group B teams Ghana, Democratic Republic of Congo, Mali and Niger, who will use Nelson Mandela Bay as the home-base camp, were hoisted in front of the Port Elizabeth City Hall on Vuyisile Mini Square on Friday. Former Bafana Bafana stars Brian Baloyi and Neil Tovey were in Greenacres on Saturday as part of the Afcon Cup Tour to the host cities which was organised by Standard Bank. Football fans came in droves and took pictures with the much sought-after trophy. Speaking during to the hoisting of the flags, MEC for Sport, Recreation, Arts and Culture Xoliswa Tom reminded Mandela Bay residents that this province is part of the greater African continent. The MEC suggested that a warm welcoming of the African visitors to our shores will address the issue of xenophobia. “They will be staying here for the duration of the tournament; or at least until they are knocked out of the competition, and will be using Zwide stadium as a training ground,” said Safa Nelson Mandela Bay Vice-President Monde Mhletywa about the four countries who will be calling Nelson Mandela Bay home during the group stages. Mhletywa believes there will be positive economic spin-offs in the region as a result of this. Nelson Mandela Bay Municipality could not host this tournament on its own, the MEC explained, adding that

The national treasury has committed R15,9 million while the provin-
cial treasury committed R15,4 million,” said MEC Tom, adding that the municipality would look into the areas that were already within their mandate in terms of budget. Former Bafana and Kaizer Chief’s number one Spider Baloyi wishes Bafana well. He said he trusted the

coach’s approach to Afcon and that whoever was selected to play during the competition would make the country proud. Baloyi was, however, quick to add: “We want to urge residents to go out and support Bafana, even if they are knocked out of the competition. This

Emmanuel Haven not exploiting anyone, says management NCEBA DLADLA SIX Uitenhage home-based Care Workers who volunteered their services at the KwaNobuhle clinic were cheerful, until they were offered contracts to work at Emmanuel Haven in Motherwell, Port Elizabeth. Three of these workers spoke to PE Express Indaba, on condition of anonymity, about what they termed as exploitation by the Emmanuel Haven’s management. This allegedly started when they
were asked to submit CVs and promised employment at R1 200 a month. According to the trio, employment was linked with the Independent Development Trust EC office in Bhisho. This gave them an assurance that the project was legit and they claim to have signed contracts to this effect. “After several months of working without pay we only received R1 000 in March 2010 and later in December 2010 were told IDT reduced funding and we were paid R600 each,” said one complainant, adding that they were not paid for the whole of 2011 except for a payment of R320 each in February.
They said they were later paid R125 each “and told this was change we received from the IDT.” A meeting was called at Nangoza Jebe Hall, New Brighton in April this year for all the careworkers and that gave them hope. “We signed new contracts offered by the IDT which promised payment of R60 per day (of 5 hours) - five days a week in August. But this still did not happen,” said another. In all this frustration of working for no pay, the trio claim that they are signing and submitting “worksheets” - a requirement for payment for work done - but still do not get the
money on payday. They said they also wrote a letter of complaint addressed to Nelson Mandela Bay Executive mayor Zanoxolo Wayile. Municipal spokesperson Kupido Baron said that it’s Emmanuel Haven’s Board members that should respond on the allegations as the haven is a private institution. The IDT Administrator, Mvakalisi Msipha, also referred PE Express Indaba to Emmanuel Haven’s Dr Zuko Nxiweni who profusely denied knowledge of Emmanuel Haven ever exploiting anyone. According to Dr Nxiweni, workers were paid only when IDT pays Em-
manuel Haven - and that is R63,18 per day for 14 days in the month. He suggested that the complainants have the wrong information. Dr Nxweni instead advised the group to rather go to their offices in Motherwell for a talk. “We’ve got easy channels of communication; they must come and discuss whatever problem that they have with us. We need to know who they are and who is their group leader,” said Dr Nxiweni. He admitted that they “do have groups of workers from KwaNobuhle but I do not know the ones you are talking about.”
Residents urged to be safe during festive season NCEBA DLADLA EASTERN Cape Provincial Commissioner Lieutenant General Celiwe Binta has urged members of the community to exercise caution and take extra safety measures when drawing, carrying and sharing large amounts of cash and paying bonus salaries during the festive season. “The festive season period is characterised by high economic activity and this increases opportunities for criminals to take their chances,” Lt
General Binta said. “We have observed that a significant number of incidents where people have been robbed while drawing, carrying and sharing money around the province.” Binta encouraged people to utilise banking facilities like cellphone banking or internet transfers instead. “We also encourage the use of Automatic Teller Machines (ATMs) to make financial transactions without carrying lots of hard cash. Meanwhile, Motherwell police
spokesperson Captain Andre Beetge said the Mount Road and Motherwell policing clusters were also gearing up for the coming season. “Already we can see property related crimes like housebreaking, street and business robberies, theft of and out of motor vehicles, house robberies, vehicle hijackings, theft and shoplifting increasing during this period. Captain Beetge urged members of the business community, their structures as well as the communities at large to work with the police
to ensure their safety efforts are not in vain. Beetge mentioned the following safety measures: * Businesses doing deliveries of furniture in the township must report to the relevant police station so that they are escorted by police; * When large amounts of money are to be banked or withdrawn from banks or ATMs, the person doing banking should not be alone and information should not be divulged to other staff members not dealing with finance;
* Individuals making cash withdrawals should do so as quickly as possible and not keep cash in the open for everybody to see; * When travelling in vehicles, keep doors locked until you reach your destination. Beetge said the SAPS will be involved in a number of road blocks and security checkpoints at various locations throughout the metro. “We ask our motorists and pedestrians to exercise some patience and co-operation at all times,” said Capt. Beetge.
TINARHA HIGH AIMS HIGH WITH STUDY CAMP FOR MATRICS NCEBA DLADLA TINARHA High School in KwaNobuhle Uitenhage is targeting a higher than 60% pass rate for this year’s matrics. So said school principal Maxhanti Peter, who believes this will be made possible because of a concerted effort by members of staff, the School Governing Body (SGB), parents, learners and two former educators with a tremendous love for children and interest in education. Through the efforts of former school principal Thenjiswa Mqolomba and former teacher Ntombomzi Rabi, the school’s matrics are currently attending a study camp which started three weeks before exams commenced. The dedicated learners left their
homes to be with the two volunteer teachers who help them with studies and other parental roles at Spectrum Hotel and Accommodation in Bucwa Street. There are professional tutors who come in and help the learners to supplement Science, Maths, Accounting and English work their teachers do. The learners are equipped with more than just classroom knowledge - they also get the necessary life skills. “They also find time to do exercises and do sport,” said Rabi, a Project coordinator. With this arrangement, according to Geography teacher Nozuko Jantjie, the learners are able give their all without any disturbances. They also do group-work. Jantjie said, “Today’s education requires that learners find time to work together in groups - to learn from one
another and take responsibility.” Tinarha High School is currently in the Matric Intervention Programme (MIP) as it is one of the schools that are under-performing with below 50% pass rate. With the glaring poor performance in many of Eastern Cape schools, Mqolomba and Rabi saw everybody involved in education busy playing the blame game, so they took the initiative; even without any sponsorship. “We were concerned about the high failure rate which creates future adults with no hope of a better life; hence the increase in unemployment, crime and drug abuse in our townships,” reasoned Mqolomba. She thanked all those involved in the project for their commitment and especially businessman Stephen Dondolo, Smuts Ngonyama and Mlami Davids for their assistance.

Embattled mayor Wayile ‘will not surrender’ BETTIE GILIOMEE

HELGA VAN STAADEN
EMBATTLED Executive Mayor of Nelson Mandela Bay, Zanoxolo Wayile, has vowed to “not surrender” despite regional executive members of the ANC, as well as the official opposition, the DA, accusing him last week of poor leadership and mismanagement.

“We are not going to surrender; you can organise any army,” said a confident Wayile during a media conference last week Tuesday. This follows a sharp attack on him, as well as the acting municipal manager, Themba Hani, and the MEC for local government and traditional affairs, Mlibo Qoboshiyane, during a media briefing on Monday by the ANC regional executive committee led by regional chairman Nceba Faku. On Tuesday the DA submitted a motion of no confidence in Executive May-
or, Zanoxolo Wayile, for consideration at the Council meeting, which is scheduled for December 6, 2012. Wayile said that the focus must be on the work at hand and not political squabbles. He also accused the ANC’s regional leaders of obstructing all possible help that is being given to the metro. The DA said in their statement that as a result of Wayile’s “poor political leadership and ongoing mismanagement”, service delivery in the metro has reached an all-time low. Examples of this included service delivery protests which are now almost a weekly occurrence, his failure to eradicate the bucket system, the housing backlog which stands at 92 000, the increase in illegal dumping, no refuse collection services in most of the northern areas and an increase in backlogs in infrastructure maintenance with roads, water and electricity in danger of collapsing. “All directorates are complaining that their budgets are hopelessly inade-
quate, which is making it very difficult for them to deliver services. “He seeks to reduce the current underfunded operating budget by R10m to fund AFCON, when basic services cannot be sustained because of budget constraints,” the DA statement read. According to the statement, Hani and his entire section 154 team are not succeeding in stabilising this administration and if decisive action is not taken immediatetly the metro will be put under administration. (Read more on the section 154 team on this page) Meanwhile the ANC Regional Executive Committee said in their statement that they have taken action because they are accountable to the electorate that democratically put them in power. “We are obliged to let them know every exact detail of what is happening about their rates and taxes, about economic development, infrastructure development and service delivery performance. Wayile was, amongst others, criti-
pala ukwajamelene neengxaki kulawulo nopolitiko oluya kufuna ingqwalasela emandla ye-Salga. Uthe ezi ngxaki zingalibuyisela emva ilizwe ngokuthi zitshabhise iimpumelelo eyenziwe ngurhulumente omtsha wedemokhrasi kweli lizwe. “Ukuhexa kopolitiko, ukungenziwa komsebenzi ngamanye amalungu eKomiti kaSodolophu; ukungabikho kweekomiti zeewadi eziqinisekisa ukubandakanyeka koluntu kuburhulumente ngenxa yefuthe lezopolitiko; ukungabikho kwabalawuli abakhulu besigxina nokungabikho kwamagunya angawo okuqhuba ululeko kumatyala abantu abakhulu yenye yeengxaki ezifuna ukuqatshelwa” utshilo okaManyoni. Uthe iSalga iyawaxhasa amalinge okungenelela koMphathiswa wooRhulumente bamaKhaya neMicimbi yeMvelo uMlibo Qoboshiyane ukuzama ukudala uzinzo apha.

cised for his decision to request MEC Qoboshiyane to provide Section 154 support to the Municipality, despite no decision by the Council being made in this regard and no specific identification of areas requiring intervention. “Because of Hani’s incompetency, the MEC’s false ‘assistance’, and the Wayile’s intent to plunge our Metro into chaos, the NMBM is sliding to qualified audit,” the statement read. “The bottom line is that the mandate given to the ANC by the people and stakeholders of this Region is being sacrificed owing to the selfish, incompetent and malicious intents of a few unscrupulous characters,” the statement read. “The past period has been a sorry and sad one for the people of this Metro and it is the duty of the ANC to get it back to its best. If these unscrupulous characters do the right thing, the ANC will deliver on its mandate and make this Nelson Mandela Bay the developmental and prosperous city it is capable of being,” the statement read.

Local boxer Zwengu needs support in SA title challenge NCEBA DLADLA

NELSON Mandela Bay boxer Makhosonke Zwengu will challenge KwaZulu Natal’s SA Middleweight champion Christopher Buthelezi at the YMCA in Pietermaritzburg on Thursday, 29 November. This 12-round encounter is part of a Boxing Bumper Double Header by PUNCH4PUNCH Productions which will feature SA Heavyweight champion Wiseman Dlomo (KZN) defending against Gauteng challenger Anton Nel, also over 12 rounds. Zwengu (25) of KwaNobuhle in Uitenhage, currently rated 2 in SA middlweights after a record of 17 fights, 14 wins, two losses and a draw believes Buthelezi (32-1812-2) is in for the taking. “Buthelezi has been around for some time now and I think he’s there for the beating. He is a short come-forward fighter who does not have the skill and ringcraft that I possess. I’ll use my jab and
keep him at bay all night,” said Zwengu. In his last fight, Zwengu KO’d in the third round Leon Mriba at the Sizakele Khonzi Hall on 11 September 2011. His trainer at Zama Boxing Club Ntemi Frans said Zwengu will be fired up to take the title away from the champion. “We have been working very hard for this fight and will be going to KZN to bring the title home,” said Frans, adding that it is almost 11 years since Nelson Mandela Bay held a national championship belt. Frans was quick to add, however, that his charge would like to get support from big business in the Bay. Zwengu depends solely on boxing to survive, so with fights too far in between it becomes a struggle for the unemployed lad. “He needs a whole lot of things to help him prepare for this fight. He needs tracksuit and takkies to look well; and thanks to our friend Brian Cohogen we managed to get boxing equipement to sharpen Zwengu’s skills in the gym,” said Frans.
KFC Mini-Cricket Festival a great success PE EXPRESS INDABA REPORTER THE Eastern Province Cricket Union hosted a KFC Mini-Cricket festival at St George’s Park on Friday, with over 700 boys and girls between the ages of 3 and 13 getting active on the cricket field. The kids that participated in the festival came in school teams with eight players per team. The teams then each played two games. The KFC Action Zones, which are inflatables that enable kids to improve their skills in a fun way, were stationed at the ground. But there was more to the day today than just cricket, said Lauren Turnbull, KFC CSI and Sponsorships Manager. “The best way to get a message across to kids is through other kids and with this in mind we have introduced a kids’ ambassador search this year. At each festival we set up an audition area to select kid ambassadors who will be used to promote our KFC Mini-Cricket message which is to encourage kids to get active and get into KFC Mini-
Cricket,” she said. KFC partnered with Cricket South Africa (CSA) in 2010 with the aim of reaching as many children as possible and to promote an active and balanced lifestyle. The 2011/12 season saw the programme grow by 20%, double the target set, so there are now over 100 000 kids actively involved. “This season we will ensure that we maintain and improve the quality of cricket played by the children and will continue to encourage enrolment. A main focus for this season will be the growth of KFC Mini-Cricket into rural communities,” said Niels Momberg, Youth Cricket Manager at CSA. AB De Villiers has been an ambassador of KFC Mini-Cricket since 2010 and is an inspiration to the kids involved. “Everyone needs an introduction into a particular sport and we couldn’t ask for a better way than to be involved in KFC Mini-Cricket. I believe this season will entice even more kids into the programme and I bet it will unearth some characters as ambassadors. I will have to work hard to keep my position as the ambassador,” De Villiers said.
