HE move by Nelson Mandela Bay Municipality to relieve the plight of backyard shack dwellers has been welcomed as good news by both the house owners and backyard shack dwellers. Speaking about the registration drive of backyard shack dwellers at Babs Madlakane Community Hall in KwaNobuhle, Uitenhage recently, Executive mayor Zanoxolo Wayile urged residents to open their doors to the field workers as soon as they come to visit them from early November. He said they must give them factual and credible information in order to ensure that the exercise was worthwhile. The mayor also announced the municipality’s pursuance of level 3 accreditation for housing delivery. Explaining, he said this would mean that national funding allocated for housing delivery would no longer be received via the Provincial Human Settlements Department. “Our field workers will be given necessary tools to get the job done, but we will need the participation of the residents to work with them. Give them your assistance so that we can close that gap for corruption and criminal elements in the rollout of this project,” said mayor Wayile. A backyard shack dweller

We welcome the news,” said Cunjwayo. An RDP house owner Nomzi Jamjam (54), a mother of three sons said when they became young men his three sons wanted their own spaces and had to build a shack at the back

Church leaders call for better education of future leaders NCEBA DLADLA THE Interdenominational African Ministries’ Association of Southern Africa (IDAMASA) has wished Eastern Cape matrics well on their final examinations that started on Monday. These church leaders also noted the poor state of education in the metro and province which, if not addressed, will likely put the future of the present generation in jeopardy. They are calling for an urgent overhaul. “We’d like to wish all our matric students well in their final examinations,” said IDAMASA president Bishop Sandile Jika last week. He said he believes the 60% pass rate bandied about in the province is an attainable reality despite the problems in education. Eastern Cape last year had the lowest pass rate in the country with

48.1%. About 41 metro schools got less than the 50% pass rate. According to Bishop Jika, his office has been engaged with Nelson Mandela Bay education stakeholders to find a lasting solution to the problems bedevilling education. IDAMASA was involved in the launch of a quality learning and teaching programme by the Department of education in the metro. The programme called for teachers to be at school, on time and teaching. The chronic absenteeism of teachers who take unending leave, teachers not attending class and learners showing ill discipline and lack of enthusiasm for education were noted as needing urgent attention. “These problems will have to be sorted out if the future of the present generation is to be taken into cognisance,” said Bishop Jika. Jika added that they also had meetings with ANC MP, the Honourable Ben Fihla to examine education in

the metro and diagnose the problems. He added: “We acted, because we care! The church cannot be quiet when the future of our children is looking dim.” IDAMASA Executive member Reverend Fumanekile Ncula said they will soon have consultative meetings with the School Governing Bodies (SGBs) and teacher unions Sadtu and Naptosa to ensure that they were on the same page with regards to what needed to be done to overhaul the sad situation local education found itself in. Clarification on charging of electricity in the Metro THE PE Express Indaba has received numerous calls from readers about the new electricity tariffs since the Nelson Mandela Bay Metro Municipality implemented on July 1 the Inclining Block Tariffs (IBT) system in charging their domestic users for electricity. The PE Express Indaba obtained the following information regarding the new electricity tariffs from a Ward 7 DA Newsletter.

How is the purchase of electricity calculated? The purchase of electricity is calculated each month. At the beginning of a new month the process starts from zero again. ) Block 1: 0 – 350 kWh will be charged at R1.0409 (VAT included)

per kWh. ) Block 2: 351 – 600 kWh will be charged at R1.2426 (VAT included) per kWh. ) Block 3: 600 kWh and up will be charged at R1.4706 (VAT included) per kWh

Will I save money if I buy bulk in a month?

Purchase only what you need per month as the tariff/charge is calculated on your monthly usage/purchase. On the first day of the month you start at the tariff as indicated in block 1. Purchase enough to last the month to ensure that you don’t end up paying a higher tariff (for example Block 3) for the month. Should you require to purchase close to the end of the month, pur-

chase only enough for the remaining period of the month.

What can I do to reduce my monthly usage?

) Ensure your geyser is operational only when needed and set the thermostat to 60°C. ) Use energy saving bulbs only. NELSON Mandela Bay Municipality has appointed Absa Capital, the corporate and investment division of Absa Banking Ltd as its primary banker for the next five years. This was announced during the signing of the memorandum between the Municipality, represented by acting Municipal Manager Themba Hani and Portfolio Chairperson for Budget and Treasury Cllr Balu Naran, with Absa’s representatives Anand Naidoo (Managing Principal) and Jules Shefer (Associate Principal) at Absa Bank in Newton Park, Port Elizabeth last Thursday. Cllr Naran represented and spoke on behalf of the Executive mayor Zanoxolo Wayile who could not attend owing to other pressing municipal matters. According to Cllr Naran, the appointment of Absa Bank is going to benefit local residents as it will help the metro in its attempts to achieve its economic development goals. The Municipal Finance Management Act (MFMA), demands that the

municipality deals with a banking institution that provides the best value for money. Naran added that the partnership with Absa was indicative of the consumer-orientated agenda. The change, which is the result of open and transparent tendering and procurement processes, will be in effect from 1 November, said Cllr Naran adding that residents who have been paying municipal accounts at Standard Bank, must now pay their municipal accounts at any Absa branch and use their municipal account number as a reference. Community Works Programmes’ members empower themselves while helping the community

NCEBA DLADLA LOCAL communities are getting the benefits of the Community Works Programme (CWP) which is government’s innovative programme for job creation and poverty alleviation through the creation of a job safety net. Organised from the Wards and community forums the CWP gives unemployed residents, especially the youth, an opportunity to get working experience and the skills needed in the job market. They receive a stipend from government. The programme, linked with service delivery initiatives aimed at improving local communities, is taking place all over Nelson Mandela Bay; and it is supported by the Executive Mayor Zanoxolo Wayile. “We do community work that includes fixing potholes and cleaning the streets and the environment. We also do gardening, paint-

ing and renovation of schools, as well as plumbing and installation of amenities and playgrounds for crèches,” said Nombulelo Africa, a CWP Supervisor for the Ward 36 Group, known as KwaDwesi 1, in Port Elizabeth. “The only thing we don’t do is put on tar. That’s the duty of the municipality,” explained CWP member Mzamo Daweti. The group of 25 has been cleaning eMafini Senior Primary School in KwaDwesi and renovating the school’s library. And since they started more than a week ago, a big difference can already be seen in the school. “We also assist bed-ridden patients in getting home-based care,” said Ntomboxolo Mlityana. They work eight days per month but are able to offer their services even more when required to do so; especially for more pay,’ quipped Africa. “Those who want our services, must know that we are only a phone-call away,” she said. POLICE in KwaNobuhle, Uitenhage and Kamesh have raised concerns regarding the sudden increase in vehicle crimes in their respective policing precincts. “It appears that in KwaNobuhle and Kamesh, vehicle owners are getting hijacked in their driveways at home,” said police spokesperson Lt Col Priscilla Naidu. Reports regarding the modus operandi of hijackers indicated that suspects, usually 3 to 4 men, will knock on the door of a house and when it is opened, they rush in brandishing firearms. Occupants are held at gunpoint and only the vehicle keys are taken. “Volkswagen vehicles, especially Polo’s are mostly targeted.” Vehicle owners and drivers are urged to take note of their surroundings. If you are returning home late at night, circle and scan the area quickly for any suspicious vehicle/s parked near your house. Keep an eye open for suspicious looking person/s lingering outside.

“If you are not trusting the situation rather drive away and report your suspicions to the police. “Also do not open your doors at home to anyone, especially late at night. Many people watch television between 18:00 and 20:00 and most of the times, the doors are closed but not locked.” Never leave valuable items in your vehicle and park your vehicle as close as possible to the house or in the garage. Lock the vehicle and activate the alarm, even if you leave the vehicle for a short period! “When activating the alarm, physically inspect to see that the doors have been locked as thieves are using remotes to deactivate alarms. When you activate the alarm, the thief immediately presses another remote and unlocks the vehicle. “This trend is in operation at parking areas of shopping centres in Uitenhage,” said Lt Col Naidu. Police appeal to the public to take the necessary precautions in safeguarding their possessions and assist them by being proactive and alert.

Calling the youth of metro to read for knowledge, knowledge power NCEBA DLADLA EVERY attempt must be made to ensure that young people of South Africa read. Reading is knowledge and knowledge is power. This was said by NU9 Library Head Mariana Terblanche during the Motherwell Interschools Read-

ing Challenge last Wednesday. Terblanche pitted six Motherwell High Schools in the challenge to read isiXhosa and English setwork for a group discussion. The competition was tough but the exercise brought excitement and fun. “We want these learners to read and have fun. It is exciting to see children learning and also having fun.

That’s the purpose of this exercise,” said Terblanche adding that they encourage reading of text-books, setwork (literature), magazines, comics and newspapers to sharpen the mind and improve the vocabulary. Explaining, Terblanche said they usually had events for crèches and primary schools and seldom have any challenge, quiz or debate for high school children and the aim of

the challenge was to change that. The plan according to Terblanche is to move away from the thinking that reading is only for a certain group of people at a particular time and only for academic purposes. “It’s true reading is not only good for academic purposes. It is also for fun. It helps improve self-expression and the confidence of the speaker,” said Fumis’ukoma Primary School

teacher Kholeka Tshela-Mtwetwa. “I encourage my pupils to read because if you are a reader, nothing will pass you by,” said Tshela-Mtetwa. Ncedo High School bagged the Floating Trophy for their IsiXhosa setwork: UDingezweni by PT Mtuze while Ndyebo High School grabbed the floating trophy for the English book: Call me a Woman.

Iphulo Drama Festival at PE Opera House kicks off today NCEBA DLADLA IPHULO Drama Festival which opens at the PE Opera House today (Wednesday) until Saturday 27 October is an attempt by the management of this historical theatre house to bring out the best in local playwrights and actors. The festival opens with a production by PACEC which comprises resident actors. It will be performed at the Barn at 7pm. From 11am tomorrow until 8pm on Saturday there will be productions penned and directed by local authors and thespians Mzi Mahola, Simphiwe Xolisa Ngubelanga, Xabiso Zweni and Nompumezo Buzani, among others. “Through this project we want to tell our stories. We want to bring out the best in our writers and stage actors. Iphulo is our attempt at resucitating township theatre; but more so, we are trying to celebrate our story-tellers and commenta34

tors of the real social issues affecting our communities,” said PE Opera House General Manager Monde Ngonyama. In the productions “Cracked Mirror”, “Not in my room”, “Ubom bam” and “My Sheep, My Sheperd” writers Buntu Mahola/Xolani Ngesi, Mzi Mahola/Sithini Mahola, Xabiso Zweni and Xolisa Ngubelanga are doing exactly that - portraying real life in the present socio-economic and cultural set-up, said Ngonyama. Nompumezo Buzani penned and directed “Ifanankosi” while Simphiwe Vikilahle wrote “Sleeping Dogs”. There are also “Abafayo, nabasishiyayo” written by Sonwabile Mfecane and “Who shot Johnny Charles” by Benito Carelse that promise entertainment of the highest order. MONA gearing up for more sports activism NCEBA DLADLA MOTHERWELL Netball Association (MONA) is making plans to organise the World Aids Day Celebration Tournament in December. This according to the association’s secretary, Nokonwaba Goniwe, who said that following their very successful Heritage Month Celebrations Tournament, held in partnership with the SAPS at the Raymond Mhlaba Sports Complex, in the first week

of October, MONA is gearing up for more sport involvement which will keep the young participants busy. The tournament will end what has been a good year for the association. Goniwe said sports keep the youth from loitering on the streets and doing crime. These league games and tournaments give young sports enthusiasts something positive to look forward to. MONA spokesperson Wayne Viviers said they held the heritage tournament during the school vacation in October because their players are school learners.

“Since our players still attend school, we tried to finish off the league games in time for the preparations for the final examinations,” explained Goniwe who is also a Transnet employee. Goniwe said since the advent of MONA, there had been a positive change in the way most young girls in Motherwell behaved. “They go to school during the week, go to the gym after school and do their home work. They play league games on Saturdays while some go to church on Sundays and/ or spend the rest of the day with their families,” said Goniwe.

SOUTH African Rugby’s biggest party, the NMB SA Sevens, which will be held at the Nelson Mandela Bay Stadium on 8 and 9 December, promises even more fun on and off the rugby field this year. The NMB SA Sevens is round three of the HSBC Sevens World Series, which kicks off this coming weekend at the Gold Coast in Australia. SARU changed the event days of the tournament to a weekend format, bringing it in line with some of the major Series events such as Hong Kong and the London Sevens. Speaking at the launch of the NMB SA Sevens in PE last week, Andy Marinos, the SARU GM for Commercial and Marketing, said rugby supporters would definitely get full value for their money at that highly anticipated event. “SARU have lined up a top-class entertainment programme for our supporters and we believe that, with the new elements we have managed to add to this year’s programme, we will soon establish the Nelson Mandela Bay SA Sevens as one of the stand-out tournaments of the World Series. This year we will have the Party Stand on the Lower South Tier, so we expect that area to be jam-

packed with bright coloured, fancy dressed fans. On the Saturday evening supporters will be able to watch a free music concert featuring DJ Reddy D, The Graham Watkins Project as well as Good Luck bands. This will be exclusively for Saturday match-ticket holders,” explained Marinos. Another interesting addition to the exciting entertainment programme is the inaugural PE Tens, which kicks off on Friday 7 December on the outside fields of the stadium. Organised by former Springbok captain Bob Skinstad, the PE Tens hope to follow in the footsteps of the famous Cape Town Tens, which every year attracts hundreds of social rugby players. In addition the SARU has kept ticket prices for the tournament unchanged from last year. Ticket prices for Saturday are as follows: Upper Tier R80, Lower Tier R120 while premier seating on the Main Stand costs R250. The different admission prices for Sunday are: Upper Tier R100, Lower Tier R150 and premier seating on the Main Stand R300. According to Motherwell Build It owner, Sibongile Nkebe, their primary objective is to plough back into the community and to encourage the

youth to participate in sport. “As long as Build It is in Motherwell, we will definitely host the MOFA Build It Tournament and there is a healthy relationship between MOFA and us. After all, business does not exist in isolation,” said Nkebe. The tournament started with a knockout system. In the semi-finals Young Romans booked themselves a berth in the finals when they devastated Young Swallows 3-0 while Valencia won on default because their opponents Tomorrow Stars fielded an over-age player. Khayelitsha Stars started the season on a bad note when they suffered a devastating 2-0 defeat to Stokes United. City Style did not show any respect to the NODEFA league reigning champions KUBS when

they narrowly beat them 3-2 in their enterprising clash. Really Rangers emerged victorious with a 3-0 win over Young Callies. Young Pirates drew 1-1 with Golden Chiefs in a game which produced some fireworks. Jamaican Stars also drew 1-1 with Manchester Babes while City Friends succumbed 3-2 to Imbabala Young Stars. In one of the most enterprising games, Argentina Stars played to a 2-2 draw with one of NODEFA’s oldest outfits Black Aces.
