Investigation to save family living in poor conditions NCEBA DLADLA

A

UITENHAGE resident Portia Tola (24) who volunteered for the Community Old age Centre, a Non-Governmental Organisation (NGO) in KwaNobuhle was shocked to see the manner in which some members of a family survived the appalling conditions in which they lived.

Pikoli and her children lived, and were concerned. “We went to the Ward Cllr Andile Gqabi who told us he knew about Pikoli’s case and was endeavouring to assist her family,” said Kambu. According to Kambu, it is Cllr Gqabi who made sure that Pikoli got the job in the Community Works Programme.

two of her children. Her social pay card was kept by a loan shark (umatshonisa) and her 16 year-old first-born was not attending school. KwaNobuhle Community Sector Policing Constable Kiambu Kambu said working with the Community Police Forum (CPF), they had investigated the conditions under which

Gqabi agreed. He further mentioned that his office was aware of the condition of the house which is a result of poor workmanship. “We have looked into her plight as a mother of little children and put her house in the rectification programme which will start soon after the provincial government’s award.”

Through Tola’s endeavours, the family in KwaNobuhle is getting the attention of the powers that be. Tola was part of a group of volunteers doing home visits for a survey on how KwaNobuhle residents survived in the midst of joblessness and poverty. The survey was aimed at checking the sick, the elderly and vulnerable children who needed government support grants or any other assistance. “We checked those who were on medication to see whether they had people to assist them and offered assistance when opportunities arose,” said Tola. Tola was however shocked by the way Nomathemba Pikoli (40) and her three children lived in their Mlambo Street house. Pikoli’s RDP house is a shambles. The house has cracks. The ceiling is falling down owing to strong winds. There are no windows, no window frames and locks in the doors. And when it has rained, water comes flooding in the house. “This house was built in 2005 and owned by my late father Wilson Sizani. It has had these problems ever since. I have been to the Ward Councillor a couple of times. He once came to investigate the situation but offered no assistance,” claimed Pikoli. There was a woman who came from Port Elizabeth to take pictures of the house in 2011 but did not come back, according to Pikoli. She did not know where the woman was from. But, a concerned Tola found out that despite all her RDP house miseries, Pikoli, who works twice a month in the Community Works Programme, receives social grants for

Attack on SAPS members: one killed another injured, Kinkelbos THE Eastern Cape Provincial Commissioner, Lt General Celiwe Binta has condemned the callous attack and killing of a police officer in the early hours of Sunday morning. According to police reports, it was approximately 12:20 am, when a grim situation unfolded for two South African Police Service members. “The two members, attached to Kinkelbos SAPS were on duty, patrolling the N2 freeway when they spotted a suspicious white Corsa bakkie. The vehicle had a driver and four persons on the back. “When the members attempted to stop the vehicle, the driver sped off in the direction of Port Elizabeth. The police members gave chase up to Sundays River, close to a construction site next to the N2, where the members succeeded in getting the driver of the Corsa bakkie to stop the vehicle,” said provincial police spokesperson Colonel Sibongile Soci.

Added Col Soci, “The two police members then attempted to speak to the occupants, who pulled out firearms and shot at the two members. The 58-year-old Sergeant was fatally shot in the head and the 42-year-old Warrant Officer was wounded in the shoulder. The W/ O is in a stable condition in hospital.” According to Soci, the names of the two members cannot be released until the next of kin have been informed of the attack. “Three persons of interest have been taken in for questioning so far, and we are hoping to make the other two arrests soon,” said Soci, adding that it was very upsetting and saddening to learn that they have yet again lost a member of the SAPS family in the hands of merciless criminals. “We will leave no stone unturned in our investigations until the perpetrators are brought to book. Our hearts are with their loved ones and close colleagues during this difficult time ”, said Lt General Celiwe Binta.

Help police identify the body PORT Elizabeth police are asking for assistance in identifying the body of an unknown man who is believed to have been killed on 12 February 2014. According to police spokesperson Warrant Officer Dumile Gwavu, it is believed a house robbery took place at Mthangazi Street, KwaDwesi Extension, Port Elizabeth on 31 January 2014 at about 15:30. “Then at about 6pm on 12 February, the com-

munity allegedly caught the suspect and burnt him to death in the bushes at Mthangazi street KwaDwesi Extension,” said W/O Gwavu, adding that the deceased was wearing black Adidas tackies and a green beanie. He asked anyone who has a missing relative or can is able to identify the outfit of the man can please contact Constable Janneman Smidt of KwaDwesi Police Station at: 0 041 405 4724 or 082 3030 285. – NCEBA DLADLA

No place for Mtshovalale Home Brew in Motherwell NCEBA DLADLA

PORT Elizabeth police destroyed 1300 litres of the home-brew concoction Mtshovalale in Motherwell last Thursday. This was part of the SAPS members’ operation to rid the city of this illegal and dangerous home brew which is called by other names in different communities, said police spokesperson Captain Andre Beetge. “The brew, called Mtshovalale by locals, has many other names in other communities. It is a very dangerous substance which can only be described as a slow form of poison. Yet the communities in mostly low income residential areas go to great lengths to manufacture it and sell it to their consumers as a low priced alternative to commercially available alcohol at taverns and liquor outlets,” explained Beetge. The brew, he added, is manufactured in very unhygienic and unhealthy conditions and in the majority of cases contains dangerous additives such as battery acid and “Brasso” to enhance the flavour and “kick” of the brew. According to Beetge, there are cases where even engine parts have been found in the brew containers, which is believed to be adding a rusty taste to it. “Some of the base materials these brewers use include fruit peels, bread and maize, but

we have found that some brewers even use dog food pellets,” said Beetge, adding that these brews were also brewed in mostly open containers. He said it is not a strange sight to find dead insects and small animals such as mice, rats and bats inside the brew-filled containers. Said Beetge, “The South African Police Service has a concern that these home brews not only contribute to the high incidences of persons under the influence of alcohol, but also pose other health risks to consumers. “This, as well as the fact that these brews contain alcohol that has not been acquired or been sold under the control and licenced conditions of the Liquor Act, creates the scene where the police have no choice but to act against this illegal brew.” Beetge took the opportunity once again to warn local communities not to use this brew that contains potentially poisonous substances. Motherwell police would continue with operations, according to Beetge. He urged communities to be patient with the police over the weekends. “We want the co-operation of our community and their trust that we will make the streets a safer and more secure environment for them”, said Motherwell Police Station Commander Brigadier Keith Meyer.

Cyber scuffle ends with cheer(s)

More than 2000 teaching posts made permanent to improve EC Education NCEBA DLADLA THE Eastern Cape Department of education on Monday signed a major agreement with the labour unions with regard to the turning of over 2 682 temporary posts into permanent teaching positions. Regarded as an accomplishment of a major feat for the Education Sector, the signing of Collective Agreement No. 1 of 2014: “Permanent appointment of temporary educators in vacant substantive posts and transfer of serving educators in terms of operational requirements” will surely bring the desired results in Eastern Cape education. According to the Provincial Education spokesperson Mali Mtima, this is almost 92 per cent of the posts converted from temporary to permanent aimed at boosting the morale of the teaching personnel. “The Province has become synonymous with labour unrest, particularly relating to the issues of temporary educators and the transfer of additional educators. This has had

ANNA PAUW

an adverse effect on teaching and learning in the Province,” said an overjoyed Mtima. Mali believes that through this agreement the Department has made a breakthrough as all the signatories have shown their commitment to improving the education landscape in the Province, with a specific focus on improving the relations between the workforce and the Employer. This will, in turn, improve the quality of teaching and learning in public schools. “Of significant importance is the objective of the Agreement, that of providing an amicable and lasting solution to the future appointment of temporary educators in the Province,” Mtima said, adding that this Agreement not only presents a resolution for 2014, but forms the basis for future years, offering a permanent solution to the challenges that have plagued the Education system in the Eastern Cape for many years. All parties to this process were applauded for their commitment and dedication to see the amicable resolution of this matter, said Mtima.

FACEBOOK comments almost led to facing legal action for metro communications director, Roland Williams. Last week, Williams commented on a status update posted by DA councillor, Dean Biddulph. In this post, Williams calls Biddulph a ‘twit’ or ‘informed agent provocateur’ and accuses Biddulph of being dishonest. (see screen shots) After reports of the cyber scuffle hit the media, Williams decided to make ammends. A telephonic apology and the undertaking to apologise publicly on Biddulph’s Facebook page defused a potentially volatile situation. Williams told Express that he held strong political and social views and that he expressed these with conviction and without apology. “Such convictions should, however, never be personalised, and in this respect, I have apologised to Dean,” Williams said. He said his facebook profile was private and that the engagements that took place there were little more than “bar-room banter”. To this end, Williams and Biddulph sealed the truce with a pint of beer this week. The incident once more highlights the pitfalls on social media platforms. According to Johan Theron, a lawyer at Werksmans Attorneys, specialising in media and communication, Williams’s post was indeed libellous. “Should Biddulph have taken legal action against Williams, he would have had a strong case, unless Williams could prove in a court of law that Biddulph was a ‘twit’ or ‘informed agent provocateur’ and ‘dishonest’.” Before receiving and accepting Williams’s

3

apology, Biddulph told Express he thought Williams’s comments were not only personally offensive, but were also detrimental to the image of the municipality. “Our rights to freedom of speech and opinion do not extend to libel or defamation,” said Biddulph. “I have accepted Roland’s apology and he has also agreed to publish an apology on my Facebook page.” According to Biddulph, this was a valuable lesson for all social media users, to be very circumspect when publishing an opinion on a public platform.

Baywest road network construction begins REPORTER

ANOTHER milestone in the development of Port Elizabeth’s R1.7-billion Baywest Mall has been reached with construction starting on the new R300-million road infrastructure in the city’s western suburbs.

The new road infrastructure will put city residents at the doorstep of Baywest Mall with convenient access to the double-storey mall and the Baywest precinct from the N2 freeway. The road infrastructure is the realisation of the first phase of the city’s long-awaited Redhouse-Chelsea Interchange road network, which has been unlocked by the Baywest development. The first phase of the new road network, being built by construction company Basil Read, will link the suburbs of Sherwood and Rowallan

Park which sit on opposite sides of the N2 freeway along which the Baywest Mall is being built. This will be done by joining Walker Drive (Sherwood) to Cape Road (Rowallan Park). There will also be an interchange with on- and off ramps to the N2, allowing easy access from the freeway to Baywest Mall and at the same time alleviating traffic congestion in the western suburbs. Eventually, the network will link up opposite ends of the city, Redhouse and Chelsea. Baywest Managing Director, Gavin Blows, said the Baywest developers, Abacus Asset Management and Billion Group, as well as the South African National Roads Agency SOC Limited (SANRAL), will pay the bulk of the costs for the new network, with the city contributing 15% of the costs. “While the Baywest development is a private initiative, the developers have reached agree-

Help police identify the deceased POLICE are looking for information on the identitity of two men who have died and who have not yet been identified. In one incident an unknown man was knocked down by a motor vehicle and died along the M17 road on June 28 2011. This 1.7m tall man, estimated to be between 25 and 30 years old could not be identified by the police. He was wearing black pants, a multicoloured check boxer shots, grey coloured Tshirt, a brown/khaki coloured lumber-jacket and slip-on sandals, said police spokesperson Warrant Officer Dumile Gwavu. Anyone who knows who the man is or who his relatives are can contact Swartkops Police Detectives at: 0 041 408 8307.

. In another case, the body of an unknown African male was found along the Swartkops River banks on July 29, 2012 at about 3:15pm. The man was 1.6m tall and is estimated to be between 25 and 35 years. He had a beard at the time of his death but no moustache. The man was wearing maroon/ navy coloured check boxer shorts, green striped Tshirt, brown khaki coloured tracksuit top with “Puma” written in white letters on the front and the white Puma emblem above the print. Anyone with information about the deceased should please contact Captain Christo van As of Swartkops Police Station at 0 041 4088 317 or 082 442 1099. – NCEBA DLADLA

ment with the Nelson Mandela Bay Municipality and the SANRAL on a joint funding initiative which is based on proportional responsibility derived from various traffic impact analyses,” Blows said. “The NMBM is contributing approximately 15% of the budgeted costs of the road network upgrade. This upgrade will benefit current local residents by linking the suburbs of Sherwood with Rowallan Park via a new multi-lane interchange which will not only bridge the N2 but will provide much needed on- and off ramps. “These new N2 access and egress points will relieve the current traffic congestion problems currently being experienced in peak hours and are expected to stimulate growth in these suburbs,” added Blows. Despite the size of the project, engineers said the road design specifically leaves an area, which is home to a rare species of frog and the sensitive cyclopia plant, untouched, while it is

5

also diverted around a sensitive rocky outcrop. Provision to accommodate the city’s Integrated Public Transport System has also been made. According to Aecom engineer on the project, Gerrie Albertyn, who oversaw the successful construction of the city’s R2.1-billion Nelson Mandela Bay Stadium, construction of the road network is specifically designed to protect environmentally sensitive areas. Work has commenced on clearing the path for the roads. By the time Baywest Mall opens next March, the on and off ramps from the N2 will have been completed. Come September next year, Walker Drive will have been linked with Cape Road, says Albertyn. “The Redhouse-Chelsea road has been on the cards since 2004, to alleviate the congestion in the area. It’s anticipated that a lot of traffic will use the route and the N2 interchange,” said Albertyn.

Help find Zukiswa Beja NCEBA DLADLA MEMBERS of the community are urged to please assist the Department of Social Development and Special Programmes in the Nelson Mandela Bay District in Motherwell in finding Zukiswa Beja whose whereabouts are unknown. Beja (30) who is believed to have stayed in KwaZakhele before building a shack in Motherwell, is sought in connection with her then twomonth-old biological child Simamkele Beja. The child was left in the care of her biological

father until the father died and Fuziwe Angelina Teketa took over the care of the baby. Now the elderly Teketa wants to apply for a foster-care grant in order to take full care of the child who now attends school. But this is not possible with the whereabouts of the biological mother of the child not clear. Social Worker Lindelwa Vece-Moni urges members of the community who might know the whereabouts of Zukiswa Beja to please contact their offices at:0 041 451 3458 during working hours (8am-4:30pm) or contact Teketa at: 0 073 658 6554.”

Apostle Myathaza quits AME for a new evangelical mission REVEREND Nomaphelo Myathaza has resigned from the African Methodist Episcopal (AME) Church with effect from February 3. Rev Mtyathaza who was based at DG Ming Chapel in Zwide, Port Elizabeth District under Presiding Elder Rev Gertrude Komani has answered a new calling - to take up the yoke as Apostle of the newly formed Aphia Evangelical Wagon which is based in the Transkei. “I have been toying with the idea of starting Apostle Nomaphelo Myathaza (left) has left the AME Church in Port Elizabeth District under the Presiding Elder Rev Gertrude Komani.

a new mission - an evangelical ministry from which I have been called since 2010,” said Myathaza who was ordained as the AME Priest in 1998. She had since served in Idutywa, Mthatha, Ntabankulu, King William’s Town and Port Elizabeth. Now called an Apostle, Myathaza has been to Ntabankulu, Mthatha, Ngcobo, Qumbu, Mount Frere, Mount Ayliff and Kokstad to establish mission stations or circuits where the work of the Lord is carried out by the leadership she plants as the disciples. Apostle Myathaza is being assisted by apostle Viva Dastile in her new calling. She said they were happy working in tandem as being

guided by the Holy Spirit. “We started with 17 people but can now pride ourselves with 76 members in just over two weeks. People need the Lord,” she said. Explaining, Myathaza said though she enjoyed serving the Lord in her previous role as the AME priest, she felt a lot of people from the rural areas were not serviced properly - the clergy would prefer the urban areas. “And that left a void in a number of believers who actually need the living waters Jesus Christ promises to His people,” said Myathaza. Through this ministry, Myathaza wanted “to free people through teaching, preaching and community development,” she said. – NCEBA

Church, PEP help Kleinskool kids walk tall A GROUP of 150 Kleinskool primary school kids had a positive start to the new school year after they received brand-new school shoes donated in a joint venture by the Jesus is Lord Ministeries and PEP. These organisations are encouraging other businesses also to reach out to the needy school with its 500 pupils which is celebrating its 10th anniversary in February. Jesus is Lord Ministries is a mission organisation in Kleinskool, an informal township on the outskirts of Port Elizabeth. The community which consists of Xhosa and Afrikaans speaking people has very few adults employed, with rampant poverty. “For many children, possessing a pair of school shoes is a privilege. The teachers, who identified children with the greatest need for selection to receive shoes, did their

research carefully. A list was drawn up in each classroom with the names and shoe sizes of those who needed them most,” said Miranda de Beer of the outreach organisation. “The mission provides food parcels once a week to the community. Various arts and crafts are taught to adults and a vegetable garden is run. The children and youth ministry have a regular children’s service every Friday. Between 300 and 400 children attend. Lively songs and sound biblical principles are taught in a simple and creative child-friendly manner,” said Miranda. She said each child receives a snack and fruit. On Wednesdays about 40 children receive formal tuition and on Tuesdays a small youth programme is run. On each of these occasions food parcels are handed out.
