Doctor refuses to move from Njoli Square LIZEKA TANDWA

T

HE doctor in the middle of the R275 million redevelopment of Njoli Square – who is the only property owner still refusing to sell his land – said he is prepared to fight the Nelson Mandela Bay Municipality till the end to preserve his surgery as the municipality puts pressure on him to sell. Doctor Bongani Nqini, who owns a surgery in the middle of Njoli Square is the only obstacle to the pending redevelopment which was proposed by the municipality almost 7 years ago, saying he has no intentions to leave. Nqini, who is a well-respected doctor in the area, said he was not consulted about any redevelopment around his property and was surprised to hear that the municipality would deploy its officials to negotiate with him. The municipality said the redevelopment is part of the 2020 Vision Projects. According to previous media reports, the Njoli Square Redevelopment is set to transform the township of KwaZakhele into a sprawling economic, social and tourist hub. The project comprises the development of a civic centre, supported by public transport, commercial and tourist facilities. The project is intended to bring community facilities as well as municipal functions closer to the people, create a major transport interchange that supports the long-term Public Transport Strategy of the Municipality and also contribute towards creating a dignified space within a previously marginalized community. In order to make way for the development, 76 privately owned properties were to be acquired by the Municipality with 71 of those already sold by the owners, and two more in the process of being sold to the municipality. “This is all a complete shock and surprise to me that they would go to the media and claim that they had negotiated with me when I never heard any proposals from the municipality concerning my land,” said Nqini.

Nqini said the municipality had come to him once in 2012, with what he said was an “incomplete” proposal for his land upon which he told them to polish their proposal and they had agreed to speak to him once more. “After that meeting there were never any talks between the municipal officials and me. I was shocked to read in the papers that they were planning to evict me. They can try with all their might but that will never happen,” said the disgruntled Nqini. Nqini said the redevelopment would also hurt his business as he attends to over 250 patients a week from impoverished backgrounds in the area and also employs 8 staff members who he said would be without jobs if the municipality succeeds in its quest to evict him. Community members who are patients of Nqini said they would fight with him to ensure that their doctor’s surgery is preserved. When PE Express interviewed Nqini, over 50 patients and supporters who were present said they were not impressed with the lack of transparency of the municipality in handling the redevelopment. One of Nqini’s supporters who had also sold his land to the municipality, but refused to be named, said he was never given any land as was promised by the municipality after his family sold their home. “We now live with relatives in a shack behind their home in KwaZakhele. They said they would house us temporarily but that was a lie. We regret selling our land to the Municipality. All the memories I have of my life have been turned into rubble. There is no sign of my family anywhere now. They are all liars,” said the supporter. Nelson Mandela Bay Municipal spokesperson, Mthubanzi Mniki, said they are in the process of following further negotiations with the land owners who have not yet sold their land to the municipality. “The municipality through our political leadership will meet with the remaining land

We had consultations with the community and we will continue to do that until we finish the programme. People must also contact their ward councillors for

more information, should they need more clarity on the redevelopment.” Mniki added that all community members who had not yet been moved to their temporary housing could call the municipality as that was an organisational issue they would address speedily.

Stakeholders oppose municipal hikes

LIZEKA TANDWA LACK of transparency and participation in the Nelson Mandela Bay Municipality is becoming a huge problem for many stakeholders who say they are opposed to the decisions made to increase electricity tariffs, and the proposed 1% rates hike for the metro police force.

The Democratic Alliance, together with the NMB Civil Society Coalition, said there are still more avenues that the municipality can explore to help the establishement of a Metro police force without affecting rate payers’ pockets. On May the 29th, the Municipality approved a R9,68 billion budget which will see ratepayers paying 7% more for electricity and 12% more for water. In a statement to the press, DA budget and treasury spokesperson, Angelo Dashwood, said the continued imposition of punitive tariff increases does nothing to stimulate the local economy or support the business sector. “The administration has not adequately addressed possible savings that could be gained

through the proper imposition of the metro Operational Efficiency Work plan which has been so poorly executed to date. “The Democratic Alliance believes that if properly implemented and evaluated on a line for line basis, sufficient savings could be identified not only to address service delivery and infrastructure maintenance backlogs, but also make it possible to significantly reduce rates increases. “Massive electricity theft and water losses continue to plague the metro, leaving business and residents to carry this burden. Properly addressing these two burning issues alone would save the metro in excess of a half a billion rand annually,” said Dashwood. foot the bill for their mistakes. The problem we are facing is that there is no transparency and participation in the municipality. We have tried several times to arrange to meet with municipal officials to find solutions to the metros problems but that door is always shut in our faces,” said El-Jabi. Reiterating, Dashwood said, “The programme of Public Participation undertaken this year was entirely inadequate and once again two things were abundantly clear. “Firstly the dismal attendance of around a thousand residents across the metro out of a population in excess of over 1.2 million is a clear indication that the public at large have lost faith in the ruling party. Public participation attended by a fraction of one percent of the city population cannot be regarded as adequate or successful.” El-Jabi said the coalition consists of the Business Chamber, Council of churches, NMMU, Ratepayers Association, NGOs, and Master Builders Association, who all are in agreement on the lack of transparency within the Municipality.

“We are of the opinion that our inputs are not only viable, they are simple, uncomplicated inputs that will give traction to the operational efficiency work plan of the metro and, if heeded, could radically reduce spending on non-core budget items and reduce expenditure significantly. “In so doing, we know that we could free up desperately needed resources not only to roll out vastly improved service delivery, including a weekly refuse service to the entire city, a reduction in the amount of bucket toilets, and greater basic services to all, but also reduce the burden on ratepayers and business via a reduction in rates,” said Dashwood. According to the DA, there is still hope for ratepayers as the National Energy Regulator of South Africa has not yet approved the proposed electricity tariff increases, which is a legal requirement for the budget to be approved. . A number of questions were sent to the Metro’s Head of Communications, Roland Williams, last week to afford him the opportunity to comment, but at time of going to print no answer had been received.

Help Motherwell police find killer NCEBA DLADLA MOTHERWELL police are looking for community assistance after discovering the body of Bonisile Xashimba with multiple stab wounds in front of a house in Nundu Street, NU 11 Motherwell on on Tuesday May 27. According to SA police spokesperson Warrant Officer Dumile Gwavu, Xashimba had multiple stab wounds on his upper and lower body. According to Gwavu, police did not

know the motive for the stabbing or the identity of the killer. Xashimba was last seen alive at KuloBoy Tavern at Nundu Street, NU 11 Motherwell. Swift Uitenhage police arrest commended NCEBA DLADLA UITENHAGE members of the South Africa Police Service (SAPS) arrested a 32 year-old man and seized cigarettes to the value of R170 000 last Friday soon after a robbery at gunpoint. The cigarettes were stolen by the suspect from a delivery vehicle in Dwarane Street, KwaLanga in Uitenhage. According to police spokesperson Warrant Officer Basil Seekoei, the driver of the delivery vehicle was accosted at gunpoint after delivering stock at a shop at about 10am on Friday. “The two armed suspects then loaded their getaway vehicle, a White Citi Golf, with cigarettes from the delivery vehicle and sped away,” said Seekoei. The Police were contacted and members of the SAPS Kamesh circulated the details of the getaway vehicle over the SAPS radio system. Uitenhage SAPS members spotted the Citi

Golf on the Koedoes Kloof Road, outside Uitenhage soon thereafter and gave chase, said Seekoei. The driver of the runaway vehicle stopped and jumped out of the vehicle. He tried to run away on foot but was arrested in nearby bushes. Police could not find the second suspect believed to have been dropped somewhere along the road. Police found cigarettes to the value of R170 000 covered with blankets inside the vehicle. The car was taken to Vehicle Identification Services for further investigations, said Seekoei, adding that the case would be investigated further by the SAPS Organised Crime Unit in Port Elizabeth. The suspect was expected to appear in court soon. “The Uitenhage police are alert and criminals should know that we have a zero tolerance approach to all crimes,” said Uitenhage Cluster Commander Brigadier Phillip Salukazana commending the men in blue for their swift arrest.

ONLY minutes before the second March Against Drugs were due to take place in the Kamesh Police Area in Uitenhage on Sunday, the Kamesh Crime Prevention Unit received information from members of the community about drug dens in the Moege-sukkel area, that led to a successful drug bust. According to police spokesperson Warrant Officer Basil Seekoei, police members seized drugs and cash from two houses, situated about 10 metres from each other. At one of the houses dagga and drugs to the street value of R20 000 was found stashed in the sitting room floor. “The SAPS members also seized mandrax and R700 in cash at the house next

door,” said Seekoei. They arrested three suspects aged 22, 36 and 40 who will appear in the Uitenhage Magistrate’s court on charges of dealing in drugs and dagga. Seekoei said this positive move by members of the community followed shortly after hundreds of young and old community members turned up on Sunday for the March in the fight against drugs and crime in the Kamesh area. Metro to hold Memorial Service in honour of the late MaMbeki NCEBA DLADLA NELSON Mandela Bay Municipality will hold a Memorial Service in honour of the late Mama Eipanette Mbeki at the Port Elizabeth City Hall, this Friday June 13. Tributes continue to pour in for the heroine of the struggle MaMbeki, the mother of former President Thabo Mbeki and wife of political activist and struggle veteran Govan Mbeki aka Oom Gov. She died at the East London hospital last Saturday 7 June, aged 98. Ma-Mbeki’s passing last week has been described as a huge loss to the nation. President Jacob Zuma has announced that Mama Mbeki who will be buried at her Ngcingwana Village home in Dutywa this Saturday will receive an official provincial funeral. “I have learnt of the passing of Mama Ei-

panette Mbeki with a deep sense of sadness and loss. She was a leader of our liberation struggle whose sacrifices led to the miracle of a new and transforming South Africa that we now enjoy,” said Nelson Mandela Bay Executive Mayor Benson Fihla, himself a struggle veteran. According to the mayor, members of the public were urged to join the metro employees as they paid their last respects to this woman of substance, a freedom fighter, businesswoman and community developer. The executive mayor said MaMbeki was a great revolutionary who joined the South African Communist Party (SACP) in the late 1930s and made a tremendous contribution in the struggle for liberation alongside her Marxist-Leninist husband and ANC leader Oom Gov. MaMbeki will be remembered for supporting her children Thabo and Moeletsi,

According to Mdodi, Mama Mbeki was the second African woman to join the Reds after Josie Palmer in 1937. Business joins fight against gang war LIZEKA TANDWA AFTER brutal killings related to gang violence across the Metro’s townships and Northern Areas in the past three weeks with innocent civilians being caught in the cross fire, organised businesses said they have rallied behind the Metro Movement of Peace in support of preserving the safety of all citizens of the Metro. During the weekend, a spate of violence saw three areas in the northern areas being targeted by gangs as part of their ongoing gang wars. Police Spokesperson, Alwin Labans said they responded to three incidents of violence in the northern areas at Helenvale, Bethelsdorp and Arcadia. Labans said all three incidents were triggered by gang war with five people injured and two people dead; one, a 59-year-old innocent man caught in the cross fire. The violence across the Metro has now prompted businesses, community and religious leaders, and politicians to raise their concerns and form the Metro Movement of Peace in what they say is an attempt to bring peace and the spirit of Ubuntu back to our region. In a statement to the press, Nelson Mande-

la Bay Business Chamber CEO, Kevin Hustler said they are disappointed with the increase in crime and violence taking place during the country’s milestone celebration of 20 years of freedom and democracy. “Members of the community are robbed of their right to live without fear, while workers feel the effects of violence on their productivity, morale and personal safety,” he said. Hustler said, “It is our hope that those hardest hit – the poorest and most vulnerable of our region – will be strengthened by the support of communities against the twin scourges of crime and violence, and will be lifted up by a message of peace that echoes throughout this Metro. We therefore commit ourselves, as the Nelson Mandela Bay Business Chamber, to support the efforts in any practical way, to bring peace and stability in New Brighton, Helenvale and elsewhere in the city,” he said. According to the police on May 26, three men were shot dead and four injured in tavern attack at New Brighton believed to be part of the onslaught in gang violence in the Metro. Labans said they were still investigating the shooting with three arrests made in the northern areas violence. All three men are expected to appear in court later in the week.

Last year, for the first time ever, this project was run by the Isithatha Theatre when American actress, Marti Gobel, visited to perform her production of Neat! at the

Opera House. Over 30 Black theatre companies and diverse institutions will take part in this international experience featuring prominent and local actors. “The Project was exceptionally well received last year. The plays chosen are always great classics and it is a wonderful opportunity for actors to explore texts,” said well-known local drama teacher and artistic director at Isithatha, Sharon Rother. It promotes discussion among the actors and audience. This seminal work of American literature uniquely combines poetry, dance and music. The Tony and Obie Awardwinning play is a compilation of 20 poems, collectively called a “choreopoem.” Shange’s poetry expresses the struggles and obstacles women may face in their lives. It is performed by a cast of seven female characters, each of whom is known only by a

colour, such as Lady in Red. The women in the play learn to celebrate their beauty, friendships, scars, successes, and connections to something larger and divine. “Play readings could become a very popular activity. This way, actors get to read various texts aloud and as a result learn a great deal,” said Rother. She went on saying that they were also provided with opportunities to read roles they would never have an opportunity to perform and that it was a relaxed environment where the audience and actors interacted and all shared one great love - theatre.

The city’s unique story of “freedom” will be showcased and shared globally through a number of new marketing initiatives such as the building of a new digital platform to engage would-be visitors to the area through storytelling and carefully packaged, enjoyable information.

A new blog, found at blog.nmbt.co.za was launched at the Tourism Indaba on Saturday 10 May, when MMC Councillor Babalwa Lobishe, activated the blog to go live. “The development and launch of Nelson Mandela Bay Tourism’s new Blog and our new three year strategy, which is aligned with the national tourism sector strategy and informed by international best practice and the latest trends, have set the path for a new, innovative approach to destination marketing for Nelson Mandela Bay,” said Lobishe. The blog will feature experiences, things to try, photo galleries, insider info, tips and hints to unlock the region known for

its warm hospitality, friendliness and staggeringly beautiful natural environment. The blog will also feature news on events and a competition “Freedom Captured” whereby visitors can share their own unique “Freedom Stories”. These could be personal, cultural, environmental or social but submissions must embody the beauty and integrity of “freedom” in the Nelson Mandela Bay area and include one or two images to support the stories. Chevrolet Ute Force supports Dreamfields coaching clinic REPORTER THE Chevrolet Ute Force, in partnership with the Dreamfields Project, a non-profit organisation that focuses on soccer development, rolled out its coaching workshop in Port Elizabeth on Tuesday, May 27. Hosted at Young Park Primary school in Young Park, 16 primary schools from Schauderville and KwaZakhele were invited to participate in the workshop that provided them with basic coaching skills and intra-school league training. Thirty teachers and seven General Motors employees participated in the workshop and in turn will develop aspirant

soccer stars in their communities. According to Tim Hendon, Chevrolet brand manager, the partnership with Dreamfields Project has enabled Chevrolet to reach many disadvantaged communities where soccer is popular amongst youth. “At the end of the workshop all participants will receive a certificate of completion which makes them eligible to coach and arrange intra-school league games in future,” said Hendon. He further explained that today’s initiative links back to the Dreamfields Project’s goal of supporting the South African Football Association Development Agency’s (SAFADA) 2022 Vision, which highlights the need for

coaches and the need for finding and grooming talent. “Chevrolet Ute Force has pledged its commitment to this vision, and provides not only funding but also donates One World Football soccer balls and soccer equipment and the use of utility bakkies to reach remote communities,” Hendon added. Earlier this year Chevrolet donated 55 000 One World Football, soccer balls to SAFADA. These balls are nearly indestructible and were designed to withstand gruelling conditions and rough surfaces. “Children train with the balls and are able to play with them over and over again without the fear of the ball going flat. This provides them with the needed training time before playing league

games,” Hendon added. “As part of our ‘What do you #PlayFor?’ campaign introduced in April of this year, we will continue to support communities and the beautiful game of soccer - building the nation through play.” In the spirit of the Chevrolet Ute Force project, which is collaborative in nature and aims to share with people across the country, challenging South Africans to support their communities - a mini documentary of the Port Elizabeth project will be created. Apparently United overcame their neighbours Continental Express 3-1 in the semifinals while Dynamos defeated XI Angels 4-3 on penalties in their semifinals. The final was really spectacular with both goalkeepers stopping goals. Dynamos lanky striker Peki Doyi’s header which the spectators counted as a goal was saved by United’s goalkeeper Lonwabo Rawana in the dying stages of the game. Nelson Mandela Bay Train race back after 10 years

THE Man vs Machine concept is back in the Metro after an absence of 10 years.

The inaugural Nelson Mandela Bay Train Race, based on the very popular Great Train Race, departs from the Port Elizabeth station on Sunday, July 27. The Great Train Race, which was held from 1980 to 2004, used to be the city’s greatest corporate team building event when hundreds of teams challenged the Apple Express train. The new look Train Race, introduced by Zports in conjunction with Nelson Mandela Bay Tourism, will see teams of seven runners taking on a Metro Rail train between Port

Elizabeth and Uitenhage - a distance of approximately 40km. “This is to become the first major sporting event to include all communities of Nelson Mandela Bay and incorporate the three major towns which make up our Metro: Port Elizabeth, Despatch and Uitenhage,” said Train Race director Mike Zoetmulder of Zports. “This is something we’ve been planning since 2009 and we are excited that this year we’re able to get this event back on to the annual calendar for Nelson Mandela Bay,” said Zoetmulder. Mapitiza said local promoters who registered for 2014-2015 financial year upgraded their licences from Development Promoters to National and International Promoters with the hope that the TV blackout that has been going on for more than three years would be lifted, as promised by the Minister of Sport, Fikile Mbalula. Nelson Mandela Bay has registered Sibongile Nkebe, Gladys Tsenene and two new promoters Phindile Mbhele and Lindani Mankune. Mbalula had earlier told the nation in the media that his Ministry, SABC and the box-

ing governing body BSA had agreed that following the resolution taken at the National Boxing Indaba last year, the boxing blackout would cease and that this beloved national sport would be beamed live on TV again. This was despite the continuing legal battles between boxing promoter Branco Milenkovic and BSA about who gets the TV rights. “Our promoters upgraded their promotional companies with the hope that the presence of television would help them promote national and international fights,” said Mapitiza.
