Education department admits they failed schools LIZEKA TANDWA

T

HE Eastern Cape Department of Education admitted that they have failed schools of the Nelson Mandela Bay during their underperforming schools intervention two-day meeting with principals yesterday at Algoa College.

This comes weeks before the schools examinations are scheduled to begin in the NMB. Chief Director for Curricula management, Mzimhle Mabona, admitted the department’s failure to intervene at underperforming schools in time saying they had now acknowledged their problems and decided to ask principals to develop school

plans and academic plans.

Mabona was speaking at the underperforming schools intervention meeting with MEC Mandla Makupula and over 50 local principals from underperformance schools attended.

Mabona said the schools’ development left a sour taste in their mouths but they intended to change this before the year

ended.

Mabona said they identified three failures which undermine teaching and learning which were poor time management, insufficient attention to textbooks and very low levels of teacher-subject knowledge.

Zuma scolds branch leaders during city visit LIZEKA TANDWA

PRESIDENT Jacob Zuma reprimanded branch leaders during his visit in Uitenhage on Monday saying more needed to be done to ensure a strong ANC advantage come next year’s elections.

Zuma and several other top ranking ANC National Working Committee (NWC) members were visiting the city in a vigorous campaign to engage with communities as part of the build-up to the 60th Anniversary of the Freedom Charter.

Zuma, who was speaking at Babs Madlakane hall, said the ANC’s regional structure had failed in its job in the NMB and a decision taken by the National Executive Committee (NEC) to clean house was necessary.

“You had a situation in the NMB where you had strong players but they were sitting on the bench and the weak players were allowed on the field. There are factions here and others benefit from this and that needs to stop.

If we lose this region the likes of Govan Mbeki will be turning in their graves because we have failed them,” said Zuma.

Zuma said they had decided to control spending in human settlement because members were unduly benefiting. “Housing money will no longer go to the region and get lost.

We told Danny and Deputy Mayor Bicks Ndoni that they need to ensure that there is a clean-up in the administration, and I am confident they will do that,” he said.

Zuma said Jordaan would have the full support of the NEC during his tenure as the Mayor.

MBDA’s Marketing and Communications Manager, Luvuyo Bangazi, said while the concept of rangers is not new, their town rangers are an additional mechanism by the MBDA in a bid to maintain the upgraded areas.

“They deal with law and by-law transgressions, such as criminal activity, management and regulation of informal trading and illegal posters. They also monitor and ensure that the cleansing and security service providers render services as per their contract standards, visiting businesses from time to time in a bid to change perceptions, and provide help to the lost, destitute, injured or sick.”

Bangazi said their rangers which con-

sist of three town rangers and two in the CBD, also work closely with the newly established Tourism Ambassador programme.

Bangazi said in order for the rangers to fulfil their jobs, they were working in close co-operation with Police and other law enforcement authorities such as the Municipal safety and security, SARS customs, and SA Home Affairs Immigrations.

The MBDA say the ranger programme is a permanent feature of their developments. They are also looking to expand the programme in future, said Bangazi.

Bangazi said the operations related to the rangers are part of the MBDA operation’s budget, allocated and approved by the Municipality.

Bangazi could not confirm how much remuneration the rangers received, saying, “The rangers are part and parcel of the full time staff of the MBDA. As a result income issues are governed by employer/ employee confidentiality clauses.”

Mabona said they were particularly concerned with the increase in repeater rate which peaks from 12.4% in Grade 9 to 27.2% at Grade 12. He said there is also a concern of the drop-out level which has escalated from the 1.1% of grade 9 to 11.5% of grade 11.

“We have a huge problem and we clearly must look deeply into our grade 11.

This is where the problems start to arise.

I am not sure whether there is rigorous marking in Grade 11 but we need fast intervention for this province,” said Mabona.

Makupula said the drop-out and re-

peater levels displayed red flags for the Department and principals that needed urgent attention.

“Something is not right, I am not sure if the problem is the entire system or if we have to back to the drawing board,” said Makupula.

Makupula said more needed to be done in three subjects namely Life-Science, Maths Literacy and Mathematics. He added that of the 29 460 pupils who registered last year for Mathematics only 12 528 had passed.

“These figures tell that we have a problem. We must go back and foster a culture of discipline in our schools.

“We cannot stop learning because you say there Department has not delivered textbooks or deployed enough teachers.

Teachers must work whether they have those resources or not or else the schools suffer just as like the case we have now,” said Makupula.

Man risks his life to save robbery victim NCEBA DLADLA A PORT Elizabeth man risked his life saving a woman who was being robbed in KwaDwesi, Port Elizabeth at about 5:35 am on Monday.

It is alleged that a 42 year-old woman withdrew cash at the Ziyabuya Complex ATM and put the money in her bag.

An unknown suspect, coming from behind, grabbed the bag in a split second and tried to run away, said Port Elizabeth police spokesperson Warrant Officer Dumile Gwavu.

The two unknown men who demanded Zuma address the Nkandla report were dragged out kicking and screaming after receiving huge blows to the face by ANC branch members.

The two unknown men were attending the ANC’s engagement with communities as part of the build-up to the 60th Anniversary of the Freedom Charter to be celebrated in Kliptown, Soweto on June 26.

During the meeting, Uitenhage branch members said they were frustrated by the hastily organised meeting which was over 2 hours out of schedule saying they were only made aware of Zuma’s visit in the early hours of the morning yesterday.

Members said they were forced to rush to the hall in freezing cold only to wait for two hours for Zuma to arrive.

The meeting was scheduled to start at 12pm but Zuma together with Provincial Executive Committee Sakhumzi Somyo, Nancy Sihlwayi, Mayor Danny Jordaan and ANC national spokesperson Zizi Kodwa arrived only at 2pm.

During the engagement, branch leaders complained about the corruption and ill-discipline of the ANC in the Uitenhage cluster.

Ward 43 member Vuyani Xhangathi relayed to Zuma some of the problems he said they had experienced with inefficient councillors in the area.

Xhangathi said he had wished the President and the National Working Committee (NWC) would have made a tour around the area before addressing branches. “If you can go around the area, you would see the terrible conditions we are living under. There is no council here and we face corruption and mismanagement on a daily basis. Our councilors do not engage the people,” he said.

The injured person, whose name is being withheld by the police, produced a firearm, shot and fatally wounded the first suspect. Meanwhile, the second suspect managed to escape with the firearm.

“Both the woman and the man were rushed to a Port Elizabeth hospital for treatment, the woman for shock and the man for a gunshot wound,” said W/O Gwavu.

He said the dead man, who is estimated to be between 20 and 30 years of age, was still not identified at the time of going to press.

Breakfast initiative keeps children in school NCEBA DLADLA TWO South African companies have heeded the message of World Hunger Day, which this year was on May 29, and are making a difference in the lives of school-going children from poor backgrounds.

World Hunger Day highlights the seriousness of poverty and hunger and how they rob people, and especially children, of dignity, education and a better life.

Statistics show that 11 million people go hungry each day in South Africa.

Kellogg and Foodbank South Africa discovered that one in five children goes to school on an empty stomach.

The two companies formed a partnership and, with First Choice Milk are making things better through the Breakfast for Better Days initiative, which has the blessing and support of the Department of Basic Education.

The initiative is currently dishing up a breakfast of cereal and milk to 25 000 children

every school day this year in at least four provinces.

“We have received sponsorship from Kellogg since last year to feed our children with Cornflakes and All Bran,” said Funimfundo Primary School department head Kholeka Duna.

The breakfast, from 7.15am to 7.45am, Duna said, had improved pupils’ attendance from 400 to 600 and absenteeism and late coming have dropped drastically at the school. The children’s parents are mostly unemployed or rely on social grants.

“We are very happy with this feeding scheme. We come early to school, to eat, play and study hard,” said head girl Ayolile Apleni.

Head boy Mzwamabhaca Nombila said every child looked forward to each day because they knew that they would get something warm to give them energy.

Other Port Elizabeth township and Northern Areas schools that are beneficiaries of the initiative are Adolph Schauder, Canzibe, Coega, Gertrude Shope, Esitiyeni, Kama, Funimfundo, Soweto-On-Sea and Swartkops Primary.

Nelson Mandela Bay contractors to receive training THE Minister of Human Settlements Lindiwe Sisulu says contractors in the Nelson Mandela Bay Metropolitan Municipality will receive training to make sure that they graduate from being small to established ones.

National government has over the next three years allocated R4,6 billion following a Cabinet decision in April to assist the municipality speed up housing delivery.

Speaking to contractors at the City Hall recently, Sisulu said, “I have your interest at heart and it is my intention to make sure that you graduate from being small contractors to being

established ones.”

Sisulu said the work of contractors who were already working on housing projects in the city would continue. They had nothing to fear from the national government assistance being rolled out by the Housing Development Agency (HDA) in the municipality.

“We are here to support you. Nothing is going to change and you are not going to suffer as a result of these changes. We want you to accept us,” she told contractors.

The National African Chamber of Commerce (Nafcoc) asked that 90 percent of the work be allo-

cated to local businesses; that small medium and micro enterpises be contracted directly with the HDA; that HDA engage material suppliers on their behalf; and that they be mentored to be able to deliver better houses for the people of Nelson Mandela Municipality, among others.

The meeting agreed that the National Home Builders Registration Council (NHBRC) would set up an incubator programme in the municipality for the small contractors to train them in all facets of construction from finance to project management.

“The key to our work is partnerships and we

all need to focus on our core business to make sure that we deliver faster and better quality houses to show people that we are committed to what we say we want to do,” said Sisulu.

The Minister reiterated the point that the assistance provided to the Nelson Mandela Metropolitan Municipality was at the request of the former Executive Mayor and his entire council because delivery on human settlements had slowed down over the years.

Before this, the metro was doing well in terms of housing delivery and it had become the victim of its own success. The aim of the Cabinet endorsed-decision was to make sure that the municipality delivered at the rate that they were used to, faster and quality products that would not need rectification in future. – REPORTER

Showcase proves township businesses thriving NCEBA DLADLA NELSON Mandela Bay businesspeople set aside a day at the Nangoza Jebe Hall in New Brighton recently to showcase their business prowess.

Sponsored by the Small Enterprise Development Agency, (Seda) and facilitated

by Tsidi Limba, a local entrepreneur and director of Luchumo Events, the event was aimed at spotlighting what local entrepreneurs are doing to grow their businesses.

A total of 47 businesses from sectors including furniture-making, fashion-design, auto-bodyworks, publishing, finance, bookkeeping and recording had been represented, said Limba, who presents the BayTV business programme, Fix My Business.

“In my moving around Nelson Mandela Bay in contact with entrepreneurs for the content of the programme, I realised that not all township businesses were in need of a fix - in fact the majority of local entrepreneurs, as witnessed by these displays, are running successful businesses,” Limba said.

With the assistance of Seda, the Eastern Cape Department of Economic Develop-

ment and the EC Development Corporation, the day had given them an opportunity to say, “Here we are, and this is what we do”, he said.

Nelson Mandela Bay Seda manager Andile Yengeni said, “Seda has been around since 2004. We exist in order to help local small and emerging entrepreneurs access finance.”

Yengeni said Seda was concerned that few people knew it was aimed at assisting entrepreneurs, so there was a need to move the Seda offices from the city centre to the townships.

“These small businesses are adding value to our communities. Without assistance many of them fail, so we are saying that we will pilot a Seda office in New Brighton to ensure that we are accessible to people at a local level. And that means they won’t even need bus fare to come to our offices.”

Asked what she thought local entrepreneurs would take from the day, Limba said she hoped it would serve, “to create a network among businesses in the township, to show investors that they are young entrepreneurs who are capable and foster the spirit of entrepreneurship among the unemployed - to wake up and do things for themselves in the spirit of Vuk’uzenzele”.

More than 500 enthusiastic young people who represent youth organisations from across the province participated in the discussions, according to Brigadier Mills.

“About 500 young people from across the province came for the summit which was aimed at providing a platform for them as young people including their organisations in formulating strategies that would assist when addressing the challenges they faced as well as develop successful strategies to combat crime,” said Brig. Mills.

Brig. Mills added that Deputy National Commissioner for Police General Sithole addressed the summit attended by Senior officials from the national Department of Police, Provincial Community Police Forum (CPF)

Board, representatives from House of Traditional Leaders, Departments of Correctional Services, Education and Health among other stakeholders.

Lt Gen. Khehla Sithole spoke on the national perspective of youth crime prevention strategies and the crime wave statistics.

Port Elizabeth police spokesperson Captain Andre Beetge said the breakdown of youth in prisons, school safety programmes and the role of culture and tradition as reasons for the escalation of crime in some circles were discussed.

These, according to Beetge, were some of the topics discussed thoroughly in the commissions which were set-up and later expected to formulate a programme of action which would finally form part of the national crime prevention strategy.

The event took place for the second time after its launch in the Free State on April 23 and 24. All provinces would be expected to hold their summits in order ultimately to help the nation complete its blueprint on the crime prevention strategy, said Beetge.

KwaNobuhle Youth discuss a need for commonage land - for farming NCEBA DLADLA KHANYISA Education and Development Trust, a Non-governmental Organisation (NGO) under the Makukhanye Rural People’s Movement which promotes rural development held a Youth Community Dialogue at the Love-Life Youth Centre, KwaNobuhle in Uitenhage last Friday.

The dialogue, attended by Khanyisa Education and Development Trust members, Amadodana Okwenene, Love-Life representatives and other Makukhanye affiliates was aimed at discussing pertinent issues around commonage - a legislated framework on the right to pasture animals on common land, according to Khanyisa Movement Building and Youth Coordinator, Meluxolo Mbali.

Mbali said, “The main purpose of this event was to deepen understanding about commonage land and raise awareness about

seriousness of the issue.”

According to Mbali, unlike popular belief, some people from KwaNobuhle township still held farming up high, and that involved young people.

“Failure of the South African government to recognise the seriousness of many black people in farming proven by the fact that there was no commonage land prepared for the poor in the area was discussed,” said Mbali, adding that they took a decision to elect a Land Coordination Committee whose duty would be, among others, coordinate issues around commonage in the area of KwaNobuhle, like it was the case in the areas like the Sundays River Valley and Kouga Local Municipalities, for instance.

“We expect those who attended the dialogue to report back to their constituencies and work hard to ensure the success and sustainability of the commonage committee,” said Mbali.

More funding needed for felting women in New Brighton NCEBA DLADLA NEW Brighton women who in 2012 started an Arts and Craft Project at the Red Location Museum in order to put food on the table within their families, could be involved in a lifechanging community initiative.

A felting project started by six women in this Port Elizabeth township makes business sense, according to Annette du Plessis of the Red Location Museum.

The cooperative, Laphum’ikhwezi got assistance from Expanded Public Works Programme (EPWP) and trained the women to develop a viable business in felting.

They make a unique African style of mobile phone covers, handbags, nuno felting, hats, shoes and so forth.

“It is truly wonderful to perceive their visualisation and design style incorporated into their works,” du Plessis said, but added that funding would soon stop and the project could end.

“These women did not have the skills needed

for this. But now, they were not only providing their families with a warm plate of food, they were tapping into the niche market,” said Dorelle Sapere of the Nelson Mandela Bay Development Agency (MBDA). adding that with more financial assistance, Laphum’ikhwezi members could be steering in the upward mobility.

Planning and Development Manager Sapere said, without financial support, these women could still be facing unemployment and all the misery that goes with it.

Jannie ‘Sipho’ Wessels wants to go big in gospel music NCEBA DLADLA NELSON Mandela Bay gospel musician Jannie Wessels, known as Sipho to gospel fans, is hoping to make it big in the industry.

Wessels was one of hundreds of hopefuls who went to try their luck in the auditions of the internationally celebrated multipleaward-winning gospel ensemble, Joyous Celebration, at the Feather Market Centre last

Wednesday.

He said he did not dread facing the ensemble’s founding directors, Pastor Jabu Hlongwane, Mthunzi Namba and Port Elizabethborn Sylvester Fulani, a Joyous Celebration singer, saying it was not the first time that he had come for auditions.

The trio were all in charge of the auditions for the recording later this year of Joyous Celebration 20 after the success of the past 19 instalments of diverse musical renditions of soothing and captivating sounds.

“I am coming to audition for the second time now. I did not make it the first time, in the auditions for Joyous 15 held at Nangoza Jebe Great Hall in New Brighton. I think I am well prepared and expect to do my best this time around,” he said while he was waiting in a long queue.

Still celebrating the success of his debut album, “We Bathandwa”, which is mostly in isiXhosa, Wessels who is inspired by the great musician, producer and record label owner Sipho “Big Fish” Makabane, sells his CD himself and performs in events when invited.

His album was nominated in the gospel category of the Bay Music Awards.

He promised to release his second album, DVD and music video at the end of the year.

THEY call themselves Amazing Dancers, just because every time they take the stage by storm, they get a standing ovation!

These amaPantsula dancers are all from KwaNobuhle township in Uitenhage, and they love what they do best – and that is dancing.

They say the reason they dance isiPantsula dance is to reduce crime as it doesn’t pay.

IsiPantsula, which is one of the township dancing styles of the 70s and 80s, is still a style to be reckoned with locally, nationally and internationally. It can be practised by all ages.

Amazing Dancers’ coach, Mzimasi Mafutha, said: “This is no wasting time as some people would think – dancing helps us avoid indulging in crime because crime doesn’t pay. We always rope in new blood in the art as to prepare them to stay safe before they grow.

“Performances are mostly public ones, so when you’re a rising star you wouldn’t like to be notorious at the same time.”

He said the group was established in 2012 by Monde Memani whose vision was to get kids off the streets and out of crime. “Soon we became four guys who all were dance gurus. It was amazing how we were all so talented!

“As many people started joining in, we also introduced netball and soccer to make people practise what they were good at.

“But the first thing we established was these Amazing Dancers, which is still amazing.”

He said Amazing Dancers has some few highlights. “Recently, we danced alongside awardwinning singer, Ringo Madlingozi at Woolfson Stadium in Port Elizabeth.

“Sometimes we even appear on TV, and that is encouraging as those who were lazy to come to practice start coming.”

He said they would be glad if they can get sponsorship. “All our performers are schoolgoing and we often need money to buy trousers, takkies, panamas as they go together in this kind of dance. We also need a sound system because without music, the spirit is low.”

PE soprano hitting the high notes WILLEM DE VRIES PORT Elizabeth soprano Noluvuyiso Mpofu, now a member of the Cape Town Opera studio, has been chosen to take part with baritone Bongani Justice Kubheka, of the University of Cape Town’s Opera School, in the international Operalia competition in London’s Covent Garden in July.

“It is exciting to have been chosen to take part in this competition,” said Mpofu.

“It is really a wonderful opportunity and a big challenge for a young artist like me, because I will be competing against a great variety of performers from all over the world.

“It means I will have to work still harder to make my mark. It also means I am on the right track and I hope that what I have to offer them will be appreciated there.”

Cape Town Opera announced the news on its Facebook page.

Mpofu has also been selected to take part in another prestige event, the Hans Gabor Belvedere singing competition in Cape Town next year.

She and Kubheka appeared on stage together recently in a production of Verdi’s opera, La Traviata, at the Artscape opera house in Cape Town. She played the role of Valery and Kubheka that of Doctor Grenvil.

South African soprano Pretty Yende attracted much international attention when she won the Operalia competition. Former winners also include Joyce DiDonato, Rolando Villazon and Erwin Schrott.

Apart from Mpofu, the following South African singers, who were trained in Cape Town, have been included in the upcoming Belvedere competition - the tenors Lukhanyo Moyake and Khanyiso Gwenxane, and the soprano, Caroline Modiba.

The competition’s qualifying rounds take place in 63 cities around the world and the final will take place in Amsterdam. Yende was also a winner in this competition.

Matata and Witbooi help their side to win SELBY MADIKANE SIHLE Wawi Matata and Sivuyile Witbooi scored a goal each to help Showvillage to win 2-1 over Royal Bucs in their SAFA Nelson Mandela Bay SAB Regional League clash at Motherwell NU 9 Stadium on Sunday.

Matata showed a fighting spirit for picking the moment when he fired a salvo in the first three minutes of the game. It took Showvillage 29 minutes to have their first goal courtesy of Matata. Royal Bucs made their first attempt on goals when Siyabonga Matwa’s effort was parried by Showvillage goalkeeper Noyuyu Tshambo to corner in the 56th minute. Despite Bucs promising to equalise, Witbooi bagged Showvillage’s second goal in the 75 th minute.

However, the introduction of the Bucs substitutes Nkosikhona Nogwaru Smiles and Ayanda Gaga beefed up their side’s attacking department. Bucs’ striker Unathi Bunene Mack beat the offside trap and rounded off Showvillage goalkeeper and he scored an easy goal.

Bucs finished the second half stronger as they were searching for an equalising goal but time was against them.

Schools’ friendly games results SELBY MADIKANE IMBASA Primary School of Motherwell NU 12 B played friendly matches against Phindubuye Primary School of Khayelitsha Township in Uitenhage on Saturday.

The schools clashed in soccer, rugby and netball. In netball U/11 division Phindubuye gave Imbasa a severe hiding of 7-1. But Imbasa Netball U/12 team showed that they were made of sterner stuff when they secured aemphatic 7-3

victory. In the U/13 division the game was very exciting with Imbasa Netball team digging deep to secure a 9-8 hard win over Phindubuye.

Callies have been punishing their opponents every time they played since the beginning of PEFA Premier League season. On Saturday Callies walloped PE Defence 4-0.
