IOLENT crimes in three policing areas in Express Indaba’s distribution area seem to be on a downward trend.

According to official Police crime statistics released on Tuesday there were fewer cases of certain categories of crime such as murder and robbery reported at the New Brighton, Kwa-Nobuhle and Motherwell Police Stations in the period measured.

Crime statistics are released each September and cover crimes reported to the South African Police Service in the period from April 1 of the previous year to March 31 of the current year.

a station level murder has decreased at New Brighton with 90 reported cases in 2014/2015 as opposed to 102 cases in 2013/2015. Motherwell’s figure is down to 44 cases from the previous years’ 48.

At KwaNobuhle though, the number of murder cases increased from 25 in 2013/2014 to 35 in 2014/2015.

Police Minister Nathi Nleko said that murder was a societal problem that needed a multi-faceted approach.

“To think we (as the police) can resolve the murder in society is effectively a hallucination.”

“It ... has to be tackled at family units and composition of society, the manner in which we school, our culture all becomes quite critical.”

The number of cases of sexual offences have decreased from 208 in 2013/2014 to 132 in 2014/2015 at New Brighton. At Motherwell the figure is also down, from 179 to 151 and at KwaNobuhle it decreased from 157 to 148.

The number of cases of other violent crimes such as attempted murder, assault and robbery were all down at the three local stations.

Hijacking was up at all three stations with 71 cases reported at New Brighton, 50 at Motherwell and 46 at KwaNobuhle. Curiously no statistics are available for this category of crime for the previous reporting period.

KwaNobuhle pleads for community assistance NCEBA DLADLA KWANOBUHLE Police arrested five suspects in possession of 124 kg of dagga last Thursday.

According to police spokesperson Sergeant Majola Nkohli, KwaNobuhle Crime Prevention Unit members, acting on a tip-off from community members, arrested the suspects aged between 21 and 53 years.

They were in possession of 124 kg of dagga with a street value of R370 000 stashed in the backyard of a house in Ntili Street,” Sgt Nkohli said.

The suspects were expected to appear in the KwaNobuhle Court.

South African Police Services (SAPS) Uitenhage Custer Commander Brigadier Philip Salukazana commended the arrest which he said proved that police could do more ridding communities of crime, working in tandem with members of the community.

He said, “We appreciate residents coming forward with such valuable information as it

assists us towards clamping down on crime.” . Members of the SAPS in KwaNobuhle are asking for community assistance in order to arrest suspects in connection with a car hijacking that took place at the corner of Mabandla and Bantom Streets at about 8pm on Tuesday last week.

“Two unknown suspects with firearms hijacked a 39-year-old man in a leased white VW Polo with registration HMG 642 EC,” said police spokesperson Sergeant Majola Nkohli.

According to Nkohli, the driver had just stopped his vehicle as he was answering his cellphone when two men pointed a firearm through the window.

“They jumped in and drove away with the vehicle and the driver’s cellphone,” said Nkohli.

Nkohli asked members of the community who might have information that could lead to the arrest and possible conviction of the suspects to please contact the emergency line:0 10 111 or crime stop line at: 008600 10 111.

Big success for Uitenhage SAPS in fighting crime NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) in KwaNobuhle arrested two out of a possible five suspects after a shop was robbed at gun point in Ponana Tini Road on Heritage Day. Police also recovered the loot that included a stash of stolen cash, cigarettes, airtime vouchers and two unlicensed firearms after the business robbery at Long Yin Supermarket in Ponana Tini Road.

According to police spokesperson Sergeant Majola Nkohli, five unknown suspects entered the supermarket and pointed firearms at the owner and his assistants.

“They took cash, cigarettes and airtime vouchers and fled in a white Utility bakkie,” said Nkohli.

After the victim reported the matter to the police, a 4-hour joint search operation started by KwaNobuhle, Despatch and Uitenhage members of the SAPS who made sure that the arrest was made and that the stolen property, a bakkie and unlicensed firearms, was recovered.

“Two suspects aged 36 and 21 were arrested. And, police seized a white Corsa Utility bakkie during the incident,” said Nkohli, adding that police were following leads to apprehend the runaway three.

“Our team is following up on the leads

and we are hoping to make arrests soon,” said Uitenhage Cluster Commander Brigadier Philip Salukazana, adding that they were working around the clock to combat crime.

Plans afoot for SA’s largest holistic lifestyle estate on PE’s outskirts REPORTER DEVELOPERS behind what aims to be South Africa’s largest mixed-use residential development, the multi-billion rand Coega Ridge holistic housing estate between Motherwell and Coega outside Port Elizabeth, want to break ground as early as 2017.

This comes on the back of town planners Metroplan submitting plans for the development to the Nelson Mandela Bay Municipality in June. Approval is expected in mid2016.

Johannesburg-based Nu-Way Housing executive director Jordan Mann said that the company had started town planning after being granted a positive record of decision by the Eastern Cape government last year, and was aiming to break ground in 2017.

The development is aimed at addressing the massive housing shortage both regionally and nationally.

The project would alleviate Nelson Mandela Bay’s housing backlog of 87 000 units by almost half through the construction of 40 000 housing units, said Mann.

Mann said up to 5 000 jobs per month would be created during the construction phase, which was on track to start in 2017, and that the entire project had a capital expenditure value of well in excess of R20 billion.

“We are in talks with government stakeholders to initiate the provision of bulk ser-

vices to the 3 200ha plot of land that we have earmarked for Coega Ridge,” said Mann.

“We are also in talks with the management of the adjacent Coega Industrial Development Zone (IDZ), which would be able to recycle the waste water from the housing estate for industrial use within the IDZ.” An EIA being undertaken for a new waste water treatment works for the Coega IDZ, adjacent to Nu-Way’s Coega Ridge development site, was a huge boost for the housing project, he said. However, sufficient services were in place to commence Phase 1 as soon as town planning was approved, said Mann.

“Assuming the town planning is approved by June 2016, survey, design and tender of the internal services for Phase 1 could continue to the end of November 2016, with construction following in 2017,” said Michael Vorster of Aurecon’s Port Elizabeth office. “Assuming 12 months for construction of top structures, the Phase 1 units would be complete during 2018.”

Vorster said these included, but were not limited to: •A smaller diameter outfall sewer and possible pump station for Coega Ridge; •An analysis of the Motherwell collector sewer; •On site conservancy tanks which are later to be replaced when the Coega treatment works become operational; and •The establishment of a small sewage treatment plant to treat initial development.

Brig. Ronald Koll, Commander at the Humewood Police station, said the increase in card cloning incidences in the Humewood and Central areas started about six months ago.

“These crooks do their homework extremely well and they go around in the Walmer and Gelvandale areas too.

“Last week we received three cloning incident complaints, and this is the reason why the police are pushing toward a breakthrough. We don’t want more people to get affected,” Koll said.

While the police are investigating the incidents, NMMU management has warned students not to withdraw money from ATMs after banking hours. Students are also advised to walk in large groups at night and to avoid walking alone. Students must in particular be on the lookout for strange messages on ATM screens such as “Provide your account details.”

The police are advising residents to withdraw money at ATMs which are located inside shopping centres, rather than ATMs which are on the outside and are unsupervised.

Anglican Church celebrates Heritage NCEBA DLADLA THE Holy Spirit parish of the Anglican Church in Port Elizabeth celebrated Heritage Day with a fundraising initiative at Daku Hall last week Thursday.

Everybody in attendance could celebrate according to their traditional and cultural beliefs to make sure that children did not forget where we came from as a nation, Elizabeth Rasmani said.

“We looked at everything that identifies us as a Xhosa nation. Our food, clothing, music, poetry, dance and cultural practices, so that we shall not forget these,” Rasmani said.

People were in their traditional African gear, the food was traditional African cuisine and traditional praise singers iimbongi, amagqirha (traditional health practitioners) singers and dancers took turns doing what they did best in celebrating the day.

Vaccinate pets against rabies REPORTER WORLD Rabies Day was celebrated on Monday to raise awareness about the danger of this disease, which can be transmitted to humans, and to encourage pet owners to have their dogs and cats vaccinated.

Rabies is caused by a virus that animals and people can get through exposure to the saliva or nerve tissue of a rabid animal, and is nearly always fatal without proper postexposure prophylaxis.

The Eastern Cape Department of Rural Development and Agrarian Reform says the OR Tambo district has had a higher number of animal rabies cases this financial year, with 10 cases to date diagnosed positive.

Eight of these were in the KSD Municipality, some of which had human contact.

In nearly all human rabies cases, infection was acquired through a bite or scratch from an infected dog.

Rabies prevention starts with the animal owner. All dogs and cats should be vaccinated against rabies as per national regulations.

Human rabies is an acute, progressive infection and symptoms may include headaches and fever, muscle pains, hydrophobia (fear of water) and difficulty swallowing.

Bapela was speaking at a two-day manhood summit at Dan’s Lodge last weekend.

The purpose of the summit was to seek a response to the continuing outcry of parents and the community at large about injuries to and deaths of young boys during and after undergoing the initiation process, as well as to further reinforce and acknowledge the implementation of the current relevant strategies and legislation.

Bapela agreed the initiation custom was out of hand, but said the government wanted to strengthen the law so that people who commercialised the custom received tough punishment.

“In this forthcoming circumcision season, we will watch with an eagle eye.

Traditional surgeons and nurses who do wrong and end up killing an initiate will get a minimum of 10 years imprisonment. The maximum will be from 15 to 20 years.

We cannot allow the killing of our children, who are the future of this country, by people who want to generate money for their own sake,” Bapela said.

He said they wanted to abolish illegal schools throughout the country and they needed this custom to be respected and not regarded as a fashion. He urged initiates to ensure that they went to schools authorised by iinkosi if they were in the rural areas and by the municipality in the urban areas.

He also stressed that this custom must also adapt to medical male circumcision to align with modern practice. Professional circumcision doctors known to the area must be brought in to lead this custom.

Eastern Cape House of Traditional Leaders chairperson Nkosi Ngangomhlaba Matanzima called on parents to elect trusted, knowledgeable iingcibi and iikhankatha (traditional surgeons and nurses).

“I am talking about a person who is going to handle these children and protect them from the criminals who forcefully give them alcohol,” Matanzima said.

The summit was attended by iinkosi, government officials, women from various royal houses, young boys ready to undergo the ritual and young men who have already undergone it.

Brand new computer centre for township kids ODETTE KEMP SHE had to give up her dream of becoming an electrical engineer because she had “no clue” how to use a computer. Now Nilakhe Balani is making sure other township children won’t have to do the same.

Balani, who was raised in Motherwell, started the Sikhanyise computer centre in Area Q of Walmer township, where children can attend classes from as young as four years.

The centre is linked to Ikamva Daycare, but is also offering computer training for adults in the community, said Balani. “I want to challenge their mindset and help them regain their dignity,” she explained. “The people who live here aren’t that poor, but they have been told they’re poor so often that they started to believe it. If we can train them for the workplace, they won’t have to beg anymore.”

It was Balani’s own career problems that inspired her to open the centre. When she started her studies in electrical engineering, she couldn’t keep up with the computer-based classes and had to drop out. “I realised later it was because public schools don’t offer computer training, but I could give that to other children. I wanted to change lives, even if it is in a small way.”

She is very proud of the centre’s independence. “The community brought whatever they had to contribute, and I collected old computers from friends. Then Vitrucomp, a local computer company, donated some computers to the centre.

“Now my husband is an intern there, so he can learn to fix the computers himself if we ever have technical problems.”

Balani’s main concern is electricity, as the township has been struggling without a power supply for long periods at times.

In that time, Sikhanyise could not offer classes. “We will have to look into alternative solutions like solar panels, so that we won’t have to depend on the power grid anymore,” Balani said.

“Luckily safety is not an issue. The community knows the centre was built for them, and that is why we haven’t had a single break-in.

They are protecting it, because they see what we are doing for them and they want to help.”

Nilakhe Balani opened the Sikhanyise Computer Centre in Walmer township’s Area Q, to offer computer training to young children and adults in the community. Sikhanyise is linked to Ikamva Daycare, with children from the daycare centre attending computer classes from the age of four years.

THE Mes Centre in Korsten provides a safe harbour for Port Elizabethans who are trying to get back on track again after life’s setbacks.

The skilled volunteer workers at the Mes (short for Mould, Empower, Serve) Centre know that the onslaughts of life can take their toll, and can leave people feeling vulnerable and disheartened.

And it is precisely then when the organization is ready to provide loving guidance.

Besides being a haven for the homeless and providing food for the hungry, the centre also offers rehabilitation programmes for addicts and provides facilities where children with difficult circumstances at home can study for tests and examinations.

“The people who live here are the people who keep the place going,” said Ian Landman, centre

According to Landman there are more than 80 people staying in the shelter and each one has tasks to perform.

“We work with people who are struggling with a variety of things. These range from drug abuse to people who have lost someone in death. Each case is different.”

Residents are also helped to find work.

Johanna Cloete, one of the residents, said she is working to piece her life together, step by step.

“I was on tik for two and a half years before I joined Mes,” she said. She has been living at the centre for about a year. According to her, she is learning every day how to successfully overcome the challenges of life.

“Here at Mes I learned about love. I also learned to talk about my problems and not keep them to myself.”

Cloete’s children remain with one of her friends for the time being, but she sees them regularly.

“I work in the centre’s kitchen and every second night get a turn to cook, but I’m not ready to be on my own. There are too many temptations out there,” she said.

The shelter is planning to have a hall available again where matriculants from disadvantaged households can come and study.

She said they had organised entertainment as well, including music by local gospel and hip hop groups, to make this an evening to remember.

She will kick-start her dream by organising, with sponsors, a Lafik’ ithemba Community Development (LCD) Sophia Town red-carpet gala dinner at the KwaMagxaki Community Hall on Saturday, October 10. Grootboom is the head of LCD. “We plan to unite the young and old citizens of the metro under one roof in a red-carpet event in the township,” she said.

The theme of Sophia Town was aimed at uniting present-day society by telling a story of the past through music, poetry, song and dance.

Reflecting on what she termed the mind map of the liquor-free event where a hat is a must, Grootboom said, “Guests will walk on the red carpet from the gate outside to the hall.

“They will be welcomed by ushers wearing the Sophia Town garb who will serve them cold drinks.

The show’s programme directors will offer them an opportunity to say what they know about Sophia Town and what the event reminds them of.”

Grootboom said the music of the late Miriam Makeba, Dolly Rathebe, the Soul Swings Stars and the like would be played, whetting the

Lumka gives new direction to Madibaz Sport REPORTER NMMU has appointed former Sascoc team preparation and academy systems manager Yoliswa Lumka as the new director of Madibaz Sport.

Lumka took office at the beginning of September and has already unveiled ambitious plans for the university’s sporting programme.

“My goal for Madibaz Sport is that in the next five years we will be among the top three sporting institutions in South Africa.”

Lumka said NMMU had great, untapped potential as a centre of sports and learning in the Eastern Cape and that there was a huge provincial talent base from which to draw.

“We need to focus on developing the talent that is already here, bringing the best-performing athletes to the university and taking us to those higher levels of sporting excellence.”

She said building stronger ties with local schools and surrounding communities was the only path to success.

“People tend to look at universities in isolation but the bigger picture, and part of the reason for us existing as institutions of higher learning, is to engage with the community at large.

“As much as we are a sporting department, we also have research units and academic departments attached to us. So, as a ‘tripartite alliance’, there’s a lot we can do for the students, staff and other people around us.”

Lumka said it was her disappointment with the national developmental structures that had rein-

forced her decision to move to a position where she could make a difference.

“Considering that we are 21 years into the new dispensation, our development systems should be much further along than they are.

“From a funding perspective, a lot of the budget sits at the top of an inverted pyramid, where only a few hundred high-performance athletes benefit from the structures.

“Meanwhile, hundreds of thousands of children who should be playing sport and benefiting from proper coaching aren’t getting it.”

She said she would use her experience to put the necessary structures in place and ensure that existing student-athletes and the future talent pipeline were properly nurtured.

This was particularly relevant in light of the recent announcement of South Africa as the host nation for the 2022 Commonwealth Games, said Lumka, who was part of the original bid process.

“From a university perspective, we are in the best position possible. We are hosting the games seven years from now and where are all those athletes that are going to be part of Team SA in 2022?

“They’re in Grades 10, 11 and 12 right now. The people who will have the most impact in getting them to the national team are we – everything we do has an impact on the bigger national picture.”

Lumka completed her bachelor’s degree in human movement sciences at Rhodes University before moving to the University of Pretoria, where she obtained her honours degree in sport science.

“I was never the sportiest person around and fell into sport by

chance, taking it as a minor subject, which soon became my major.

For me, it was always about working in the background – I fell in love with the analytical side of sport.”

She also holds a Fifa/CIES certificate in sport management, which she passed cum laude, from NMMU. Her previous leadership positions include assistant director of scientific support services for the national department of sport and

recreation, head of sport performance at the Stellenbosch University Sport Performance Institute and director of high performance for Wheelchair Basketball South Africa.

Describing herself as “a stickler for policy”, Lumka said she had used her first few weeks on the job to meet individually with staff to get a feel for the people, culture and systems of Madibaz Sport.

“Now it’s time for us to get to work.”
