Needy pupils receive educational support NCEBA DLADLA FOUNDER members of Nank’ Umntwana Adopt a Child, a non-profit organisation working with executive members of Avon Dedisa Peaking Power Plant Ltd, donated school goodies to needy pupils at three high schools in Port Elizabeth on Monday. Sinazo Vabaza-Tundube, the NPO chairperson, and Zanele Diniso, treasurer, facilitated the sponsorship of uniforms, tracksuits, stationery and payment of school fees among other things for needy pupils at Cowan, IKhwezi Lomso, Masibambane High, as well as the Northern Areas’ Bertram High School by the Coega IDZ-based power plant. The handover held at Cowan High School was attended by members of the two organisations involved, representatives from the Department of Education and Sky Mappers, Cowan principal Trevor Dolley and teachers, the recipients from the three township schools and their parents. It became an emotional moment for Diniso and her partner, who quit their social lives five years ago and adopted more than 60 needy
pupils from poverty-stricken families to ensure that they were not deterred by a lack of finances and resources from achieving their dreams in life. Cowan High teacher Vatiswa Mapela said some of the 1 178 pupils were orphaned and vulnerable children who were experiencing abject poverty. However, Mapela told the gathering, their pupils were hard workers who were hoping to improve their life situations through education. Since they started the NPO, Diniso and Vabaza-Tundube have facilitated education for a number of poor and vulnerable children, some of whom have managed to register at tertiary institutions to further their studies and goals in life. This passion inspired Dedisa Power Plant Ltd. “Being the generators of power for Eskom in Port Elizabeth means we have a responsibility as a company through our social corporate investment programme to assist needy communities and we were happy to assist in the area of education,” said Suzette Du Plessis of the sponsors.
Police hunt for Despatch robbers UITENHAGE police are looking for info that could lead to the arrest of suspects involved in an armed robbery in Despatch last Wednesday. Police spokesperson Sergeant Majola Nkohli said two men armed with knives had entered a house in Nuwe Plein Street in Despatch, at about 10am. They found the owner (79) alone in the kitchen and threatened him with the knives.

AS part of World Tuberculosis Day on Thursday, March 31, the Nelson Mandela Bay Metropolitan Municipality and its partners held an awareness campaign in KwaNobuhle. The event was also aimed at making residents aware of the dangers of other diseases such as HIV, high blood pressure and diabetes. “The high rate of TB infection is a major problem, and there is a need for a new strategy in sending out the message that TB is curable,” metro public health department sister Dineo Mokonenanyane said. Speaking on behalf of the public health portfolio chairperson at the Babs Madlakane Community Hall, where they assembled before going out to communities, ward councillor Thembisile Gana said it was the statistics of the last six months that had prompted the municpality to start serious action. This involved encouraging people to get tested in order to be sure of their health status. “And that starts with us, the political leadership. We (including councillors Loyiso Stemele and Lindelwa Qukubaba who were also there) are going to test,” he said. Working with partners, the metro
Aids Council, the departments of Health and Social Development, South African Social Security Agency (Sassa), Treatment Action Campaign (TAC) and the non-governmental organisations LoveLife and Blue Light, the municipality visited people in the comfort of their homes to do TB screening and testing for HIV, high blood pressure, diabetes and family planning. “We decided to move away from flocking into the community halls and delivering speeches while statistics are telling us that we are not getting the message home,” Mokonenyane said. “The 2014/15 statistics were at 77.4%, while the target was 85%. There’s slight improvement with the 2015/16 stats but we want to reach our target.” With regard to HIV, Mokonenyane said, they wanted to see how they could assist communities decrease their viral load. They are also concerned about the low rate of testing among residents. “We sent out a loudhailer informing residents that we were coming to their homes for these tests. We are going door-to-door to residents to tell them that TB is curable and that they must take medication for the whole six months duration to ensure they are cured,” said Mokonanyene. Follow-up visits will be done in problem areas.

According to Trollip, observations by Smith during the visit has revealed that the most basic preparation is not in place to launch a metro police force. “What is needed are well-equipped metro police headquarters, comprehensive combat, defence and firearm training, proper vehicle and equipment procurement and branding, and the hiring and screening of additional personnel,” said Trollip. “Ald. Smith was alarmed to hear that the Jordaan administration plans to launch the Metro Police on 30 April 2016 despite a recent report to the safety and security portfolio committee having revealed that only 10% of the work had been done to get the service off the ground. . tler said that in the municipality’s quest to build safer communities through Taking Back Our City campaign, the phased implementation of the Metro Police will amplify visible policing but most importantly they have to create employment opportunities for the youth. “It is for this reason that we are preoccupied with diversifying our economy and delivering with a burning sense of urgency on the ocean economy, township economy and the creative economy,” added Mettler. He said that the role of the Metro police has been misunderstood and it should be clear that their role is not to replace the South African Police Service, and as a result on April 30, the Metro Police will be joining Operation Lockdown spearheaded by SAPS and this project has seen successes to date. “There will be also be immediate visibility of the Metro Police in the Northern Areas,” Mettler said. Cameras are installed in various parts of the northern areas linked to a functional CCTV control room. The Metro police will focus on a “broken window” approach which is an opportunity to deal with by-laws, traffic enforcement and crime prevention.

Ex convict starts positive-living project for boys NCEBA DLADLA A NOTORIOUS former Port Elizabeth prisoner, Bathandwa Mbanjwa, has started a non-profit organisation, The Most Focused Individual (MFI), aimed at helping schoolboys find purpose in life. Mbanjwa, of Kwazakhele, who was the notorious Rayeli, a bank robber, car hijacker and cash-intransit heist specialist, revealed how he had found life more important than being involved in crime and drugs without a purpose. Now he wants to help boys not to make the same mistakes he has made. “Most boys, especially from the townships, just live for the day without clear goals and focus in life. These boys sometimes identify with the wrong crowds and end up being school drop-outs or become jailbirds,” said Mbanjwa. Mbanjwa got involved in armed robbery activities while still at

Kwazakhele High and failed to complete school and achieve the dreams his parents had for him. “I was expelled from high school for fighting and I enrolled at technical college. I quit because of a lack of drive. My dad tried to help me find a decent job, but it did not last because I wanted quick cash and a fast life,” reminisced a regretful Mbanjwa. “There was a time when I thought I had done enough in PE and left for Cape Town for more crime and money. Owning a million rands was nothing. I once owned four cars and lived a carefree life, a life I am not proud to share with my children,” he said. The death of his father and mother in 2005 and 2010 respectively had been a wake-up call, he said. “When I started this initiative, I wanted to help schoolboys dream and stay focused until they reached their dreams,” he said, adding that MFI was aimed at warning boys of the dangers of crime to avoid having to rehabilitate offenders when they were already incarcerated. He met his old prison friend Luvuyo “Tavuvu” Nyongoba after the latter appeared in Express Indaba recently announcing that he had quit the life of crime. Nyongoba was touched by the word of God and converted to Christianity, thanks to prophet Timothy Omotoso of the Jesus Dominion Church in North End. “When I saw in Express Indaba my brother who was involved in crime like me stating that he wanted to do positive things in society,

Great strides made in upgrade of Eastern Cape road infrastructure THE last financial year (2015/16) has seen an unprecedented roll out of roads infrastructure projects in the Province. This is according to the MEC for Roads and Public Works, Thandiswa Marawu. “The South African National Roads Agency Limited (SANRAL), an agency of the National Department of Transport has been working closely with us to achieve the phenomenal re-
sults that we see on our roads,” she said. “The financial year 2016/17 will be no different! Roads infrastructure is always receiving special attention from all the Department’s stakeholders, owing to the critical role of roads in enabling economic activity and mobility to access social infrastructure and amenities,” she said. In order to involve district municipalities

in the management of 78 770km of provincial and local municipal roads in the province, a strategic intergovernmental project involving the National Department of Transport, the department of Roads and Public Works and all six district municipalities for the establishment of an integrated Road Asset Management System (RAMS) is now functional as a desktop application. This will allow relevant stakeholders, including technical and managerial staff from all spheres of government to access RAMS information daily. The RAMS will assist every Local Municipal Area (LMA) to identify, prioritise and plan municipal roads maintenance and upgrading projects within their municipality as well as enable the Department of Roads and Public Works to plan their provincial maintenance and upgrading projects in a holistic manner for both provincial and municipal roads. According to MEC Marawu, in the 2015/16 financial year an amount of R896.4 million was allocated for the upgrade of gravel roads to surfaced roads. A similar amount of R896.5 million is allocated for 2016/17 financial year. Included in these amounts is an allocation of R600 million over the three year period from 2015/16 in response to the Premier’s State of the Province Address on the rural roads intervention. “These projects are progressing very well. To date an amount of R176.2 million has been spent on 140 SMME contractors for construction and maintenance work,” said MEC Marawu. With regard to the Maintenance sub-programme an amount of R942.3 million was allocated in the 2015/16 financial year for the rehabilitation, resealing, re-gravelling, blacktop patching and blading of gravel roads. MEC Marawu reported that at the end of the third quarter, her department had surpassed the annual target of regravelling 592 km by achieving 748 km and of blacktop patching 68 839 by completing 106 846 square metres. The maintenance budget will increase to R1.05 billion and R1.12 billion in 2016/17 and 2017/18 financial years respectively. Included in these amounts are funds earmarked for the repair of rural roads damaged by the floods experienced in the Province over the last 3 to 4 years. Work has been going on and significant progress is made in the repair of these roads. According to MEC Marawu, the re-gravelling programme with a budget of R110.1 mil-
lion, the Routine Roads Maintenance with a budget of R185.1 million and the Disaster Response projects with a budget of R126.7 million are all progressing according to plan. The Department continues to use municipalities as implementing agents for certain maintenance projects. Significant progress has also been made on the transfer of roads to SANRAL and more routes will be transferred from 1 April 2016. “We are convinced that this approach will yield benefits for the road users and the province at large. “It will be remiss of me if I do not mention the sterling work that is done by SANRAL in the Eastern part of the province, in general, and in the OR Tambo District in particular. One can just single out the R61 and the progress is there for everyone to see,” said MEC Marawu. “It can be said without any equivocation that in the next five years the national road network in the eastern part of our province will be second to none! “It must also be pointed out that a significant amount of the SANRAL budget is dedicated to the participation of local SMMEs in their various programmes,” said MEC Marawu. SANRAL is also, on behalf of the Department of Roads and Public Works, implementing the Sabalele project. The project is the upgrade of the 18km length of road off the R61 (near St Marks) to the village that is the birthplace of the late revolutionary leader, Chris Hani. This project is expected to be completed by December 2016. The notable multi-year projects which will be continuing in the next financial year include: . T125 – N2 to Siphetu Hospital Phase 2 valued at R250.02 million; . R61 from Bizana to Port Edward (Phase one and two) at a total cost of R930 million. This road will be servicing one hospital, six clinics and 28 schools . Tombo to Mpamba/Isilimela Hospital (Phase 1 and 2) valued at R314 million, which includes the construction of three bridges which will be completed by the end of May 2016. This road service will be servicing one hospital, two clinics and 28 schools; . Willowvale to Dwesa Nature Reserve Phase 1 estimated at R91 million; . DR8376 – Sabalele road valued at R170 million. . Upgrading of DR18045 Centane to Qholora Ph_2A – to be completed by November 2016. . SLA Tsolwana [Zola to Thornhill]_Upgrade of DR12723 and DR12733 Phase 1 [12 km] on route to the Tsolwana Nature Reserve.

Upgrades create easier access to state facilities THROUGH the District Development Programme the Department of Roads and Public Works has successfully converted a number of buildings where user departments are accommodated in one-stop facilities to increase operational efficiency and provide easy access to government services for people. The department currently leases 147 743m² of office accommodation for the various user departments in the province. The total cost per annum related to leasing amounts to R220.3 million. Major upgrades and repairs have also been completed in the past financial year. These include internal redecoration & upgrades of air conditioners in blocks 3,4 & 5 at the Eastern Cape Provincial Legislature and Major structural repairs at the Ibhayi Building in Port Elizabeth. “The work undertaken in refurbishing and upgrading these offices contributes a lot to the economic spin-offs and revitalisation of small towns,” said MEC for Roads & Public Works, Thandiswa Marawu. MEC Marawu said that the due diligence report for the Bhisho Precinct Project has been approved by cabinet to commence with the implementation. Negotiations between DRPW, the Develop-
ment Bank of South Africa (DBSA) and Buffalo City Metropolitan Municipality (BCMM) to discuss financing for the provision of bulk infrastructure for the project is close to finalisation. The site for the project (ERF 4785, Bhisho) has been acquired and transfer to the Provincial government is also close to finalisation. The Department of Roads and Public Works has also successfully completed all four health facilities planned for the 2015/16 financial year. These are Tombo Emergency Medical Services, Tikitiki and Centuli Clinics and the St Elizabeth Hospital Resource Centre. “This positively contributes towards provision of equal access to health services for previously marginalised communities in the eastern part of our Province,” said MEC Marawu. “With respect to our priority on promoting quality education and skills development, my department completed four schools namely Jeffrey’s Bay Tech School, Jeffrey’s Bay Comprehensive School and Sunshine School all in Sarah Baartman and St Matthews School in Keiskammahoek,” said the MEC. A total of eight Early Childhood Development Centres for the Department of Social Development have also been completed.
The Centuli Clinic is one of four health facility projects successfully completed by the Department of Roads and Public Works in this financial year. The other three health facilities completed are Tombo Emergency Medical Services, Tikitiki Clinic and the St Elizabeth Hospital Resource Centre.

Department to build further on its successes in next financial year THE Department of Roads and Public works is determined to build on its successes in the 2015/2016 financial year with many projects not only aimed at saving the province money, but empowering the youth with skills and employment opportunities. MEC for the department, Thandiswa Marawu, said they would be steadfast in delivering on its mandate of providing office space to client departments throughout the Province. The MEC said they were now in a position to identify which buildings were under-utilised and for which projects would be initiated. It is envisaged that a 20-30% saving could be achieved over a five year period on their expenditure on operating leases. Furthermore, the department is developing a District Accommodation Plan aimed at giving greater guidance to provincial government departments at district level in terms of providing office space in an optimal manner. Several multi-year major projects will commence in 2016/17. Health and Education Eight (8) projects that are planned to be completed in the 2016/17 financial year include construction and or refurbishment of public libraries at Kareedow, Grahamstown and Kirkwood; construction and/or refurbishment of service offices for Social Development at Bedford, Keiskammahoek and Ngqeleni, the construction of a registry at Amathole District and a District Road Engineer office block in Grahamstown. As far as health facilities go, the department also aims to complete three more health facilities in the 2016/17 financial year; i.e. the upgrading of St Patricks Hospital, repairs and renovation for Cloete Joubert Hospital, and water and sanitation installations for Greenville Hospital.
The department has been allocated 43 multiyear projects by the Department of Education of which four will be completed in 2016/17. The four are Sunshine, Jubilee Park and Magwaxaza Primary schools as well as Upper Ngqungqu J.S. School. Furthermore, the Department will complete nine (9) early child development centres for the Department of Social Development. The department also aims to start a training academy or school of excellence for the development of in-house professionals where young graduates will get practical training in turnkey projects from design to completion. This move is to empower the youth and maximise investments in infrastructure that helps the country develop the much needed skills and provide opportunities for emerging contractors. Approximately R20 million will be used solely for this purpose on the following projects: • Renovations and refurbishment of the Sterkspruit Roads Depot; • Conversion of KD Matanzima building to open plan offices. • Upgrade and refurbishment of Sekunjalo Youth Training Centre All these projects will be implemented at regional level where service delivery is taking place. Planned roads upgrades In 2016/17 the department will continue with its programme of upgrading gravel roads to surfaced roads, the rehabilitation and maintenance of roads and construction of causeways and bridges. According to MEC Marawu, 30 percent of work on all major roads will be allocated to Provincial SMMEs. The department, through its Integrated Routine Maintenance (IRM) funding will spend R200-million on rural roads alone. On
top of this, the Provincial government has allocated an additional R456.6-million for rural access roads. According to MEC Marawu, over the next few months the department will be rolling out a Rapid Response Unit whose mandate will be to provide immediate capacity to respond speedily to disasters which have a devastating effect on infrastructure. This financial year they will roll out two of these units which will be based at Lukhanji and King Sabata Dalindyebo municipalities respectively.
They will be appointing 200 interns during the 2016/17 financial year, and the advert to this effect was published in December 2015. The focus is on young graduates who do not have work experience. They are also giving 100 Technical Vocational Training students an opportunity to gain work experience.
Expanded public works programme In order to create sustainable livelihoods and eradicate poverty, the department is committed to creating 150 000 work opportunities during the 2016/2017 financial year, surpassing the National Department of Public Works target of 91 608 for the Eastern Cape. The Department of Roads and Public Works alone, through its flagship Household Contractor Programme, will create 47 719 work opportunities. The budget allocated for this is R354 million for the 2016/17 financial year. As a response to the scarcity of artisan skills in the Province, the department has set aside R28 million to train 900 artisans. They will continue to implement the National Youth Service programme in which 600 NYS learners will be enrolled and a budget of R21 million has been set aside for this purpose. The department is also planning to refurbish the Sekunjalo Youth Centre into a one stop shop training centre of the province. Bursaries The department is awarding 50 bursaries worth approximately R3 million to disadvantaged learners and the department will give preference to students who enrol for qualifications that will support the core business of the department.

Expanded public works programme continues to give opportunities for unemployed THE Expanded Public Works Programme continues to be the flagship in the Department of Roads and Public Works’ efforts to create sustainable livelihoods for the people of the Eastern Cape. The MEC for Roads and Public Works, Thandiswa Marawu, said in her policy speech delivered in Bhisho, on 5 April 2016 that the 2015/2016 financial year marked the second year of implementing Phase 3 of this Programme. The department undertook to create 47 500 work opportunities through its roads and buildings infrastructure programmes. MEC Marawu reported that at the end of the third quarter, the Department surpassed this
target and created 49 715 work opportunities. “This achievement shows our resolute commitment to using infrastructure expenditure to benefit the poorest of the poor in our Province,” said MEC Marawu. “As a custodian of infrastructure delivery in the Province, we remain committed to continually create new opportunities for emerging contractors. “In our policy speech last year we committed that 200 emerging contractors would be identified for the Integrated Contractor Development Programme (ICDP). I am pleased to report that we exceeded that target by 20%. A total of 240 emerging contractors have now been identified
for this programme,” said MEC Marawu. Some of these contractors have already been allocated work by the department, and have started with their training. The department has continued to implement its Artisan Development Programme, APTCoD. During the 2015/16 financial year, 775 learners were enrolled in this programme and at the end of December 2015, 108 APTCoD learners graduated to become fully-fledged artisans. “This achievement is against the annual target of 50 learners who should pass the trade test by the end of the 2015/16 financial year. Plans are in place to utilise artisans for all minor maintenance cutting across all departments in the
new financial year,” said MEC Marawu. According to the MEC the Department continued in earnest to implement the National Youth Service (NYS) through which young people who are unemployed are provided with training through the department’s buildings and roads infrastructure programmes. By the end of December 2015, 500 learners were enrolled in the NYS programme. “A majority have been absorbed by private companies with nearly 100 absorbed by provincial government departments of Education, Roads and Public Works and Rural Development and Agrarian Reform,” said MEC Marawu.

NCEBA DLADLA BELLINO The Magician is visiting libraries in the Bay using his magic to convince children how important a good education is. “The programme is designed for schoolchildren attending libraries,” said Bellino, who was entertaining primary school children at the Zwide Library last Wednesday. The next day Bellino was at the Kwazakhele Library. Former teacher William Isabel, aka Bellino The Magician, is celebrating 50 years as a professional magician. He is using his art to encourage pupils to stick to education in order to achieve their goals in life. “The programme was the idea of Nkosi Skosana, who was a librarian working with children,” said Zwide Library’s children librarian, Joy Quza. Pupils and scholars used the library throughout the school terms for reading programmes
and school projects. The holiday programmes, such as the one presented by Bellino, ensure that local libraries are always full. “I came to the library to study. The librarian told us a magician was going to come and I enjoyed his tricks,” said Likhona Mahlambi (12) of Young Park Primary. Lavela Phillip (10) of Emsengeni Primary also enjoyed the magic. Bellino’s colourful and exciting edu-magician programme, which is maths and science orientated, uses props of different shapes, figures and sizes. “I help schools and churches do fund-raising,” said Bellino, who has been performing at the Splash Festival for the last four years. He said he had also been booked to perform outside of Nelson Mandela Bay. Bellino is a member of the USA-based International Brotherhood of Magicians, which allows him to perform anywhere in the world.

This was, however, without success. “I phoned the NMMU Academy of Sport to make enquiries and that’s when I was told about the Nelson Mandela Bay Amateur Boxing Organisation who, in turn, referred us to the boxing club in Sydenham,” explained Lindon. Ballistic Fighting Club is owned by fitness fanatic Billy Louw. The boxing training is done by the successful boxing mentor Caiphus Ntante of Caiph Camp. “I know Les, we boxed together. He once told me he wanted a boxing club for his grandson to join in. “Before I knew it, he’s telling me now the boy is the SANABO Silver Medallist. I am so proud of him,” said Former professional Cape Middleweight Boxing Champion Terrence “Ace” Makuluza who is currently an International Boxing Ring Official. Both Ntante and Louw agree that Derrin is a young pugilist with a bright future. He trains hard, is disciplined and determined. they said.
FORMER amateur star boxer Lesley Setou of Bluewater Bay always wanted one of his children to start fisticuffs. That call was answered just recently when his grandson, Derrin Rossouw (16) joined the sport. Grey High School Grade 10 pupil Derrin joined Ballistic Fight Club in Sydenham and soon won the Eastern Cape Amateur Boxing Organisation (ECABO) 70kg gold medal. His next big achievement was boxing in the finals of the South African National Amateur Boxing Organisation SANABO Open Boxing Champions at the Peninsula University of Technology in Cape Town recently. He lost the finals and returned home with a silver medal – an achievement of which his family is very proud. “My father was an amateur boxer training in the township in New Brighton. We grew up with boxing equipment at home and my father introduced us to the sport,” said Derrin’s father Lindon Rossouw (48). Derrin grew up interested in the training equipment like punching bags – and started using it. “He would wake up early in the morning when there were big international fights on television. He would be the one waking me up,

Basketball’s Fondini is Best Administrator of the Year in province SELBY MADIKANE NELSON Mandela Bay lad Sibongile Fondini, who serves in the basketball regional and provincial structures, was voted the Eastern Cape’s Best Administrator of the Year in the 2015 Eastern Cape Sport and Recreation Awards. The awards ceremony was held by the Eastern Cape Department of Sports Recreation, Arts and Culture and Eastern Cape Sports Council at The Boardwalk recently. The visibly excited Fondini told Express Indaba that he was humbled and elated to have been selected to be the best administrator of the year. Fondini received a trophy and a certificate. “The award belongs to the people of the Nelson Mandela Bay and the Province of the Eastern Cape. I did not expect to win any award but I was so surprised to emerge as a winner,” he said. “When you do something, give it your
best shot. You might never know that you are going to win. People are just watching you,” said Fondini. Fondini was also the winner of this award in 2003. He was among the national officials who went with Basketball South Africa (BSA) to Cameroon last year in the international championships. He was appointed as a BSA Head of Delegation. Fondini is the Motherwell Sport Forum chairperson. He is regarded as well organised and someone who co-operates easily in a multi-sport environment. Furthermore, Fondini has a wide range of technological skills and his communication skills are quite phenomenal. Over the past years Fondini introduced the game of basketball to the high schools of the Nelson Mandela Bay. The primary school regional league has also been introduced by Fondini. Under Fondini’s management, both primary and high schools league games are run with distinction.
Fondini told Express Indaba that he also helped the schools to get the necessary kit. He also organises the Annual Nelson Mandela Bay Summer Challenge which involves street soccer, basketball and netball. Fondini said, “I do want to see the youth taking part in sport. I know that the child in sport is the child out of court. “Sport has that element of uniting all the people irrespective of their colour. The benefit of sport is to make friendship and the participant is kept healthy.” On and off the field Fondini is a good role model who earns high recognition within the communities of the Nelson Mandela Bay.
