HE Nelson Mandela Bay municipality has written off debt of R451 million of residents who qualify for the Assistance to the Poor Programme.
Rory Riordan, chairperson of the portfolio committee on Budget and Treasury, announced yesterday that the debt had been written off on July 1 and that free services had begun on the same day. More than 23 000 eligible households automatically qualify for the programme because their property’s municipal valuation is R100 000 or less. This number is in addition to
the 85 000 already receiving assistance from the municipality. “The advantages are twofold, because the debt is written off and those who qualify get some free municipal services. “That includes no property tax, free refuse removal, free water to a maximum of 8 kilolitres of water in a reading cycle of about 30 days, no charge for sewage disposal to a maximum of 11 kilolitres and free electricity to 75 kWh,” Riordan said. “We have all the information on properties in the municipality’s database and we could immediately do the qualifying,” said Riordan. According to him, many of the eligible residents have cellphones and they were informed of the subsidy and cancellation of debt. Letters
were also hand delivered to them. “If they were not informed of it, they need to contact their ward councillors.” He added that the municipality plans to provide basic free municipal services to residents with properties of up to R200 000 over the next five years. Khusta Mtsila, United Front of the Eastern Cape (UFEC) regional secretary, described the timing of the announcement as suspicious as the cancellation of historical debt is a cornerstone of the UFEC’s manifesto. “It’s a cut and paste of the UFEC’s approach to the management of the municipal accounts. “I do not know how they will implement it. The UFEC believe there are sustainable ways to implement the system without adversely af-
fecting the fiscus of the municipality,” said Mtsila. Mongameli Bobani, UDM leader in the metro, said the announcement was a surprise and a shock. “The ANC is using all the tricks and state resources to ensure they get the votes on August 3. Unfortunately, the voters have already decided to vote for the UDM,” he added. According to the DA the announcement was something the council should have approved. Athol Trollip, DA mayoral candidate, reckons the ANC only cares about voters during elections. “Municipalities only write off debt when money is poorly managed and there is no policy for indigent households.”

Township retailers march for better opportunities NCEBA DLADLA MEMBERS of the Township Retail and Cooperative Association (TRCA) marched from Govan Mbeki Avenue to the City Hall to hand over a petition to mayor Danny Jordaan on Wednesday last week. Supported by South African National Civic Organisation (Sanco), the emerging local businessmen and women were demanding inclusion in the revival of the township economy envisaged by the municipality as one of the pillars for economic development and sustainability. “As black local business we see development happening in other provinces and some parts of the Eastern Cape but that is not the case here. Now that the mayor is talking about the revival of the township economy, we would like to raise our concerns,” TRCA secretary Phumla Mkuhlu said. According to Mkuhlu, the metro has more than 2 000 black contractors who need busines training and mentorship on the technical aspects of business in order to benefit from available municipal jobs. Seeing white contractors being the ones benefiting or in some cases black contractors from outside of the city working here, because they
possessed the necessary skills, she said, left them without hope of ever seeing local business development. Mkuhlu said the march was to see the strengthening of small black businesses as a vehicle for job creation. “When we send applications to the metro, we’re thrown to the consultants who do feasibility studies at high costs. Imagine a barbershop owner having to go to a consultant to do his business. He ends up with nothing but a business plan, business cards and a feasibility study report,” Mkuhlu said, adding that the municipality must be serious about capacitating cooperatives. Mandela Bay Sanco chairperson Mxolisi Mani said they supported the march because they agreed with the concept of the township economy opening up opportunities for emerging and small businesses as a vehicle for job creation. The metro was given 21 days to respond to the petition. Councillor Andiswa Mama accepted the petition on behalf of the mayor and promised that Jordaan would in due course give the organisation a positive response. “We are, however, concerned that this structure comes from one area, Motherwell, and is not representative of metro townships,” Mama said.

EC voters urged to exercise their right next Wednesday NCEBA DLADLA LEGISLATURE speaker Noxolo Kiviet said having analysed the previous voting patterns with the IEC and seeing how low the turn-out was in some areas of the Eastern Cape, they decided to go around the province encouraging registered voters to go out and vote next Wednesday, August 3.
The IEC has also been conducting voter education campaigns throughout the province. Kiviet said that in some areas, turn-out was as low as 40 per cent in the previous elections. “As the institution, we cannot allow that 40% of voters decide who is to rule municipalities. Those who won would be governing
on behalf of the minority and that is not what democracy requires,” the legislature speaker said. According to the IEC, by the 1st of June this year, 3 337 532 people had registered to vote. This number was made up of 1 908 575 females and 1 428 957 males. The age group that brought big numbers registered to vote was the 20-29 year-olds with 393 430 females
and 336 008 males in this group. The IEC said in a media statement this week that they were in the final stretch with their preparations for Election Day. The election will commence with the administration of Special Votes on the 1st and 2nd of August for those who applied on time and were approved for voting station visits and home visits.

earlier promised that a plan would be made so that more than 200 000 citizens, who are elegible to vote, get the chance to collect their ID books from Home Affairs offices. “We have to do our part to ensure that as many people as possible vote, and without valid ID books they can not do so.” Mayihlome Tshwete, Gigaba’s spokesperson, said that on July 30 and August 1 to August 3 the offices would be open longer, but they would not be open on a Sunday. “It is the people’s responsibility to collect their ID books themselves. We are already doing more than we should.” Where the department’s normal office hours will be 8am-4pm Monday to Friday and 8am-12pm on Saturday, it will be open 8:30am-5pm this coming Saturday. It will be open until 6pm on Monday and Tuesday and on election day from 7am-7pm. After the election office hours will return to normal.

The message is, delay pregnancy and continue with education,” said Minister Dlamini, adding that the aim was for young people to enjoy their rights to sexual reproduction, only when the time was right. The young girls, it seems, understood the message clearly. “The message was that we, young people, take our future seriously and work hard to attain our dreams. We must say ‘no’ to drugs and alcohol abuse, and ‘no’ to unplanned pregnancy,” said Vuyelwa Di-

Sikasi, who prides herself in having a song “Ngcwele Ngcwele” with gospel giant, songwriter and producer of Big Fish Music, Sipho Makabane, will be dishing out some of her new material at the upcoming show. It’s a unique opportunity for the city to showcase its talents, gifts and to mobilise its stakeholders, residents and corporates to be champions of the Mandela legacy.” Through this project, at least 27 world record events will have been held in Nelson Mandela Bay by July next year. The 27 envisioned events blend well with the 27 years Mandela spent in prison championing unity, freedom and diversity.

Moemi, Mayor turn sod for Ncedo multi-purpose court SELBY MADIKANE DEPARTMENT of Sport and Recreation SA Director General Mokoditloa Eliakim Alec Moemi and Nelson Mandela Bay Executive Mayor Dr Danny Jordaan brought hope to Ncedo Senior Secondary School learners, parents, staff and the community during the sod turning function for the school’s multi-purpose sports court on Friday. Director General Moemi said that the national government was serious about school sport and they had learnt that Ncedo SSS was one of the schools in the less fortunate communities that were renowned for their performance on the sports field. “We want to give our children the opportunity to play sport; hence I say it is befitting to support this school. Sport helps the learners to achieve better results in their school work. We are going to hand over a world class facility to Ncedo SSS
that is worth R1,2 million. Rain, sun and wind will not damage the facility. The learners will have the opportunity to play volleyball, basketball and Futsal. Furthermore we, as Sport and Recreation SA, would like to redress the past imbalances.” Executive Mayor Jordaan lauded Sport and Recreation SA, for coming to the rescue of the poor of the poorest. Dr Jordaan said, “Dr Nelson Mandela wanted to see the children playing sport. We must know that a child in sport is a child out of court. Sport keeps the children off the streets. I appeal to the members of the community to look after the facility for their children. This is a rare opportunity that the learners should grab with both hands. The facility will help the learners to develop their potential in sport.” Ncedo SSS Deputy Principal Ntlangabezo Ngxangashe thanked Sport and Recreation SA for the facility, that would be made available to the school.
“We as the school would like to thank Mr Moemi for making our dreams come true of having a multi-purpose facility. We would like that this facility be accessible to our neighbouring schools,” said Ngxangashe. Ncedo SSS SGB Chairperson Nombulelo Nqinileyo assured the audience that they were going to sustain the facility. Nqinileyo said, “We are appealing to the members of our community to be the eyes of the school. We are going to make sure that the facility will be looked after. I would also like to thank Sport and Recreation SA Director General Alec Moemi for the facility that is going to be made available to the school.”

Sensei Billy Matoto produces stars despite lack of resources NCEBA DLADLA PORT Elizabeth Judo specialist Billy Matoto is determined to produce stars in this sport as long as he has the energy to do so, despite a lack of resources.

Sensei Matoto looks after 45 judokas at his Meiji Judo Club based at Luthando Special School at the corner of Ferguson and Madala Streets in New Brighton. He is now starting to see the fruits of his hard labour. He recently took eight of his young protégés to the Judo National Championships at Carnival City in Brakpan, Johannesburg, and brought back six medals for individual performers as well as one gold each for the team performance. Matoto, whose special technique is the mastery of the movement, said, “My judokas differ from others because of their movement. But, discipline is always key in each performance and this ought to be taken out of the ring too. My players don’t just explode. They show discipline even at their respective schools, teachers say.” Matoto got involved in the sport in 1969 learning the ropes from the likes of sensei Amos Mpati and sensei Dan Maseti. Being a fourth Dan Black belt, aka Yon
Dan, Matoto has completed Judo training courses Levels 1 and 2 and is also a qualified International Judo Federation Board referee. He started Meiji Judo Club in 1999 and has produced a number of Judokas since. He, however, explained that this was after he left Sakujiro Judo Club of Kwazakhele where he was assisting Sensei Vuyisile Rewu. There are, however, a few things that are making the work Matoto does for his community difficult – and among these are a lack of space and funds for participating in and travelling to competitions. “These children come from poor families. Whilst I don’t charge them for the training, they unfortunately must pay for registration and participation in tournaments. Add the cost of transport to that, and it becomes very difficult for our membes to compete. But we thank Cllr Vuyani Dyantyi and Nelson Mandela Metro for assisting us with the trip to Joburg,” said Matoto. He also that said their training venue was too small and that they needed a much bigger space. Matoto thanked the few parents that were supportive and complained that the rest were not there to support their children.

Gungqisa redeems himself with win over Qampi NCEBA DLADLA PORT Elizabeth’s Anelisa Gungqisa provided a sterling performance in beating Cape Town’s Siphenathi Qampi via a 4th round Technical Knock Out (tko) in their eightround scheduled Welterweight encounter at Lilian Ngoyi Sports Centre, Kwazakhele on Sunday. The duo were the main bout of Sibongile Nkebe’s Silindokuhle Boxing Promotions development boxing tournament in conjunction with Build-It. Gungqisa threw more telling blows from the first bell but the Cape Townian showed little respect as he also dished good one-two punches in order to alert Gungqisa of his presence in the ring. Walmer’s Gungqisa started to search the
solar-plexis and got the attention of the taller Qampi. This Gungqisa, however, saw and dug in more body punches. It was in the third round that a good right cross sent Qampi down for a count of eight and the writing was on the wall. Qampi went down again in the fourth round and referee Stephen Simon stopped the proceedings. “I am very happy for my boy. He fought very well and gained his confidence back especially after two losses in a row in big fights,” said Gungqisa’s mentor Caiphus Ntante. Ntante was referring to his charge’s losses to Shaun Ness and Mziwoxolo Ndwayana for the national diadem and the WBF All Africa titles respectively. Expandables defeat green PE Comets B Team in NMB Basketball Metro League SELBY MADIKANE NEW Brighton side Expandables registered a comprehensive 68-49 victory over PE Comets B Team during their Nelson Mandela Bay Basketball Metro Men’s League game at the Raymond Mhlaba Sport Centre on Sunday. It was not an easy win for Expandables as the youthful Motherwell side was oozing with confidence. Expandables led 25-19 for a long time in the first quarter but the score was 30-27 in favour of the visitors at the end of the first quarter. In the early stages of the second quarter the score became 30-30 after Comets came up with three goals. The final score in the second quar-
ter was 47-38 with Expandables dictating terms for the rest of the quarter. In the third quarter the PE Comets players were unfortunate with their shots going wide of the ring. The scoreboard reflected 59-42 in favour of Expandables at the end of the third quarter. After the final quarter the score was 68-49 in favour of Expandables. PE Comets’ youngest player Unathi Kwekwana played a phenomenal role for his side. Anele Sogaxa and Khanyisa Oliphant showed their class for Expandables.
