In Nelson Mandela Bay a total of 19 parties will be contesting in the elections. Only seven of these will be contesting in all 60 wards of the metro. And while all eyes are on the big battle between current executive mayor Danny Jordaan, of the ANC, and the DA’s mayoral candidate Athol Trollip, some experts say that with the support for the ANC and DA being very close in the Bay, the battle could be very dependent on which way the undecided vot-

And while both the DA and ANC have pulled out all the stops bringing the big cannon in for the battle of the Bay, the smaller parties are also confident that they will be able to win at least 70% of the seats. Mongameli Bobani of the UDM is confident that he will be the next mayor of the metro and that his party will win 70% of the metro council’s 120 seats. “We are going to win and the ANC will have to share with the DA,” said Bobani. The United Front of the Eastern Cape (UFEC) is also convinced that they will have good results in the election. Mkhuseli Mtsila, UFEC spokesperson, said their target was 30 seats. “We are aiming at 30 seats; 15 ward councillors and 15 councillors on the proportional list. Support for the EFF was stable at 6%. The ANC, however, had the biggest negative sentiment (50%), followed by the EFF (43%), while the DA had the best positive sentiment (60%). According to the poll it is expected that around 90% of the registered voters will be voting. The Ipsos poll comprises 2 500 people in the metro of whom 500 are phoned weekly for a 5-minute interview.

She said the high unemployment rate, lack of housing and high crime rate would also play a major role in how voters would vote. Steyn-Kotze said that Danny Jordaan has in the past year “tried to put a clean administration in place”. “The question is, however, if this is enough to win back the trust of alienated ANC voters and to win over new voters for the ANC,” said Steyn-Kotze.

IEC say they are ready for the elections in Eastern Cape TODAY, in the Eastern Cape Province, 4 669 voting stations in 715 wards opened at 7am and will close at 7pm. The voting hours have been shortened compared to National Elections because voter participation data from previous elections shows that fewer than 1% of voters cast their ballot after 7pm. Currently, the province sits at 3.3 million registered voters since the proclamation of Local Government Elections 2016. In the 2011 Municipal Elections the registered voters in the province were 3.1 million and since the 2000 elections, there has been an increase of 31.85% of registered voters. A total of 4 699 Presiding Officers, 4 802 Deputy Presiding Officers, 717 Area Managers and 18 666 Elections Staff has been recruited and trained to manage these elections. “The election staff at the voting stations have been trained to perform their duties with diligence, commitment and responsibility. It has also been emphasised that they should treat the electorate with respect and dignity - to practise impartiality and most importantly to manage the elections guided only by the legislation,” said Thamsanqa Mraji, Eastern Cape Provincial Electoral Officer. This year, there are 3 municipalities with mobile voting stations, namely the Sakhisizwe, Camdeboo and Amahlathi Municipalities. A total of 40 Parties and 166 Independents will be contesting the Municipal Elections in the Eastern Cape. The Buffalo City Metro has the shortest PR ballot paper compared to other metros countrywide with only 12 parties contesting the Elections. 19 Parties in the Nelson Mandela

Metro will be contesting in these elections. Provincial candidates stand at 8 493, which is made up of 4 057 PR Candidates; 4 270 Ward Candidates and 166 Independents. There has been an increase since the 2011 Municipal Elections as the figure then was only 7 239. In this province, 71 111 voters have been approved for Special Votes while 46 881 will be visited at home and 24 230 will be able to visit voting stations on the Special Votes Days on August 1 and 2. “On security matters, to keep peace, law and order, the South African Police Service will deploy at least two SAPS members to each voting stations. On Special Vote Days, the SAPS have committed their members to patrolling and accompanying election staff during home visits,” said Mraji. The IEC working together with SAPS regarding security also prioritised the voting stations that challenged the two Registration Weekend Events. “In terms of the Election Timetable the province is ready for Municipal Elections 2016,” Mraji adds. The Provincial Results Operations Centre is based at the ICC hotel in East London and was officially launched on July 31.

Should a voter not appear on the voters’ roll for the voting district where they applied to register to vote, and have a barcode sticker in their identity document that was provided to them by the IEC when they applied to register to vote, they will be required to complete an MEC 7 form and will then vote normally,” Mraji said. Voters who were given a separate receipt of registration when they registered using a smartcard should bring this receipt with them. A voter does not need an address to vote in this election. In its ruling on June 14 of this year, the Constitutional Court ruled that the requirement that the voters’ roll contain addresses for voters was suspended for 2016 Municipal Elections. The Constitutional Court ruled that for all future elections the voters’ roll must contain the addresses of voters where these are reasonably and objectively available. “Subsequent to the Constitutional Court, the IEC is to ask all voters who visit a voting station on Election Day to fill out an address capture form if they don’t have an address on the voters’ roll. This will not affect the voting process,” Mraji said. Only after voting, will the voter be asked to complete an address form. Voters do not need a proof of address to vote, but they do need to be in possession of a valid official South African ID document, such as a green barcoded ID book, a Smartcard or a valid Temporary Identity Certificate. Danny Jordaan (64), the ANC’s mayoral candidate for Nelson Mandela Bay, comes from a poor family who had to make use of the bucket system. He experienced two forced removals due to the Group Areas Act. The Fifa boss is one of seven sons and was born in North End. The family was later forced to move to Korsten and then to Bethelsdorp where there was no electricity or sanitation in their home. After completing matric, Jordaan attended the University of the Western Cape where he, in the early 1970s, joined the South African Students’ Organisation (Saso) – an organisation which was started by Steve Biko. He then got involved in anti-apartheid activities. Jordaan also became a member of the United Democratic Front and after Nelson Mandela’s release from prison in 1990 he became chairman of the ANC in the Bay’s northern areas. After the elections in 1994 he was elected as a member of parliament, a position he held until 1997. After completing his studies, he returned to Port Elizabeth and worked as teacher at the Arcadia Secondary School. Thereafter he worked at Dower College for 20 years. . According to Steyn-Kotze, the DA has conducted an aggressive campaign from day one. “The question is whether the DA will be able to pull support from the traditional ANC support base. Who are Danny and Athol? But who are the two central figures in the battle for Nelson Mandela Bay? Athol Trollip (52) was the sixth generation of the Trollip family who farmed on the family farm Mount Prospect outside of Bedford. He entered the world of politics in 1995 for the first time. Trollip, who grew up on the back of a Xhosa woman and who started speaking Xhosa and English at the same time, was chosen for the Amathole District Municipality in 1995. He was elected in 1999 as the Democratic Alliance’s provincial chairperson and joined the Eastern Cape legislature a year later. In 2002 he was chosen as the provincial leader and after 10 years in the legislature, he was elected as a member of parliament. He became the party’s leader in parliament and in 2012 lost this position to Lindiwe Mazibuko. In 2013 he returned to the party in the Eastern Cape and worked for the DA in their successful 2014 el ections.

Slain ANC council candidate to be buried on Sunday NCEBA DLADLA DEPUTY national police commissioner, Gary Kruser, has promised ANC members and the family of slain ANC Ward 4 candidate Nceba Dywili that the police will leave no stone unturned in searching for his murderers. Dywili (35) was shot dead by unknown assailants at about 9.30pm on Monday, July 25 while dropping off a friend in Henderson Street, Zwide. The friend, ANC volunteer Thandeka Mazawule (34), was also shot and injured during the attack. At time of going to print she was still in hospital. Thandeka’s mother, Ntombise Mazawule (52) said they had heard four gunshots and rushed outside, where they found Dywili lying in a pool of blood and Mazawule bleeding profusely from the back. Apart from his role in politics, and as an ordained priest of the United Christian Catholic Apostolic Church in Zion, Dywili was also involved in the construction business. He leaves behind a wife Akhona (30) and two daughters, aged 12 and 10. Deputy mayor Bicks Ndoni and chief whip Litho Suka were among the many people that visited the Dywili family with the deputy commissioner on Thursday. “We have been busy with the case since the murder took place. Because of its nature it’s un-

der the investigation of the Hawks,” Kruser said, adding that they had their ears to the ground and were following up on leads. “Whoever did this should be worried,” Ndoni said. “This murder is tainting the image of the ANC. We are the ones that pleaded with Dywili to stand as the candidate. We were hoping for a celebration after August 3, and not this,” said Ndoni, who promised on behalf of the ANC to support the family to ensure that the funeral would be as they wished. Speaking for the first time to the media since the murder, his wife Akhona said she had pleaded with her husband to quit politics as his life had not been safe. “We left the house we were building here in Walmer and moved to Bluewater Bay after an attempt on his life was made by unknown people. “Residents called him back saying they needed him as the ward councillor and he consented. I am worried about his children. They loved their father, and he adored them,” said Akhona. His comrade Khusta Magada said on Facebook on Thursday: “Ndonzakele emphefumlweni, I still can’t believe that uNceba is gone. He does not deserve Ukufa ngolu hlobo as he was a person who was not shy to say sorry xa emoshe umntu. “I was the deputy and he was secretary. Humble, down to earth, sweet, disciplined, but most of all a fearless leader who had strong leadership qualities. We expected more from him as he was young.”

Good Samaritan comes to school’s rescue NCEBA DLADLA SIYABULELA Koba (25) responded to a call by Ntombomzi Mantile, a teacher of Khulile Primary School in NU7, Motherwell, for someone to help her school, which did not have enough chairs for its 906 pupils. “I was worried that most of the children were sitting on buckets or on the floor. This was bad for them,” Mantile said. A touched Koba of Zwide, who attended the school in Motherwell, where his parents still live, spoke with the management of Principle Plastics in Markman, where he works. This resulted in 50 new chairs being donated to the school by Principle Plastics. Principal Phumla Zokoza and members of staff were overjoyed. However, this was just the tip of the iceberg as the school needs much more assistance. “The situation at the school is bad,” Koba said. “I am appealing to members of the public and big business to help the school.” Zokoza said: “We have a huge problem here. The roofs in some classes are open as thieves, who come to steal at the school, break them and then enter to ransack the school. We do not have electricity as the wires have been stolen. So in winter it is cold and very dark in the classrooms.” School governing body chairperson Welcome Jobela said he wished the school could be fenced to protect it against vandalism. “We are concerned about the safety of our

children as well as that of teachers. The school does not have a night watchman and while we do have a caretaker, he works during school hours,” said Jobela. He added that unless something was done urgently, parents would take their children to other schools. The school also has a vegetable garden which provides the children with nutritious food. According to teacher Pinkie Bucwa, the lack of fencing is, however, making it easy for thieves to come in and help themselves to the vegetables. “People come in and out of the school as they

like, without even using the gate. We are not safe,” she said. Provincial Education spokesperson Mali Mtima said they felt sorry for the pupils and teachers but was adamant that it was the role of the community to protect the school. “The school is the centre of community life. Members of the community have a responsibility to look after the school which teaches their children and prepares them for a better life,” Mtima said, adding that community police forums and members of the community should eject thugs who break into schools and use school furniture and other equipment illegally.

Background

IN April 2015, Cabinet approved a National Government intervention led by the Department of Human Settlements to support the Housing Division of the Nelson Mandela Bay Municipality with capacity and technical skills to address challenges in human settlements delivery. The intervention was deemed necessary after delivery and supply chain analysis in the Metro by the Council, Provincial and National Governments re]LHSLK KLLW YVV[LK Z`Z[LTPJ JOHSSLUNLZ HɈLJ[PUN [OL ZTVV[O Y\UUPUN VM [OL Human Settlements Department in the Metro. This included challenges regarding the awarding of projects, monitoring of implementation and overall budget management of national grants. The three-year intervention supported by the National Treasury, Department VM *VVWLYH[P]L .V]LYUHUJL HUK ;YHKP[PVUHS (ɈHPYZ HUK +LWHY[TLU[ VM >H[LY and Sanitation was expected to unlock delivery in human settlements through the development of a modern supply chain system, project planning, and monitoring and evaluation capacity in the Metro. The Minister of Human Settlements Lindiwe Sisulu, MEC for Human Settlements in the Eastern Cape Helen Sauls-August and the Executive Mayor of Nelson Mandela Bay Municipality Councillor Danny Jordaan signed an implementation protocol authorising the Housing Development Agency (HDA) to undertake the work on behalf of the three spheres of government.

Azi releases new album REPORTER HE’S doing it again. Port Elizabeth Hip Hop artist, Azi Dladla will be launching his third album, “Me, Myself and Music” on Saturday, August 6 at Daku Hall. The artist, formerly known as Azz Veritazz, caused a stir with his debut album “The beginning of the end”, which he recorded at the tender age of 15 with his father, Nceba Dladla, younger sister, Zipho, and friend, Licebo Vatyane. This year he is back at it with a piece of work which he describes as “game changing”. Both community and national radio stations like Umhlobo Wenene FM, Tru FM, Algoa FM, Bay FM and Inkqubela “KQ” FM are currently playing Azi’s music. He has also featured in festivals and shows in Port Elizabeth, Uitenhage and Kirkwood such as the Nelson Mandela Bay Music Festival, Ebubeleni Music Festival, Splash Festival, Kirkwood Wildsfees and many more. Provincial indigenous games hosted in Motherwell THE Nelson Mandela Bay Municipality hosted provincial indigenous games at the NU2 stadium in Motherwell last Saturday. The municipality’s Sport, Recreation, Arts and Culture assistant manager, Bhulukazi Nene, said the games had been a resounding success despite chilly and wet weather, The games had included stick-fighting, gqaps, mraba-raba, dibeke, puca, jukskei, ncuva, drie stokkies and Kho-kho. Nene said that these games of yore were aimed at reminding South Africans where they came from as a people of African descent. Jason Jacobs (21) of the Northern Areas turned out to be a dibeke star. “The municipality will have six women and four men, including Jacobs, at the national games in Polokwane, Limpopo, from September 24 to 28,” Nene said. “The games are inclusive

of different cultures and heritage in order to show that we are a rainbow nation. “Despite the rain, fans came and witnessed what people of different traditions and cultures regarded as their best games,” said Nene, adding that for amaXhosa, for instance, stick-fighting was popular. “Stick-fighting was our sport even though our participants are always whipped by amaZulu right now,” she quipped. Nene also mentioned mraba-raba, a game from the Sothos, dibeke, a game of fast running from the Tswanas which Xhosas refer to as dwadla, ncuva from the Ghananians and khokho (cat and mouse) from the Indians. NEW Brighton Knights were ruthless when they hammered University of Fort Hare Tigers 65 -24 in their Nelson Mandela Bay Basketball Association (NMBBA) game at the Raymond Mhlaba Indoor Sports Centre in Motherwell on Sunday. From the first quarter to the last quarter Knights showed their class, with the Tigers trying to come back - but to no avail. In the first quarter Knights led 24-7 and continued their good run in the second quarter to take the score to 38-15. Everybody thought that Tigers might come up with some brilliance to decrease the difference in points, but things fell apart after Knights led 50-19 at the end of the third quarter. In the last quarter Knights sealed the game at 65-24. Knights got soft points over Rhodes Titans

and Gemineyez were awarded soft points over Titans. NMMU Madibaz humiliated PE Comets Masters 94-42. PE Comets B went down 6236 to Tigers. NMMU Madibaz defeated PE Comets A 53-43.

HUNGRY Lions accumulated six points after they defeated both of their opponents in their Zwide Football Association (ZWIFA) First Division double header at Gal City Ground and at Zwide Stadium over the weekend. Lions, who are popularly known as AmaHarari, were like a house on fire. AmaHarari did not show any remorse for the lacklustre Mighty Heroes and whacked them 6-0 in what was described as a one-sided game. Manchester United conquers Liverpool SELBY MADIKANE MANCHESTER United conquered Liverpool 4-2 when they played in their Motherwell Football Association (MOFA) Build It Premier League clash at Motherwell NU 9 Stadium on Sunday. Manchester took the game to Liverpool and were rewarded with a goal that came courtesy of Funeka Kamohelo early in the first half. Manchester’s front line players squandered glorious opportunities, but managed to maintain their 1-0 lead until the end of the first half. In the early stages of the second half Liverpool equalised with a goal that was scored by Siyabonga Windvoel. After this, Manchester

seemed to have been pressed on the panic button, and started putting pressure on Liverpool. United’s lanky striker, Xolani Rara Nabo, penetrated between Liverpool’s defenders and he scored a brilliant goal that increased their lead to 2-1. Manchester’s goals kept on coming as Mnoneleli Mayeye Zitho and Andile Zane Gxekwa guided their side to a comfortable 4-1 lead. Sibusiso Njenje scored Liverpool’s last goal in the dying minutes of the game, with the final score being 4-2 in favour of Manchester United. CENTRAL Acemates were crowned the champions of the SAFA Nelson Mandela Bay Dr Rolihlahla Mandela Cup after they defeated NMMU Madibaz 3-0 in the finals that were played at the Wolfson Stadium on Saturday. Despite the chilly and rainy weather conditions, fans came in their droves to rally behind their sides. In the quarterfinals NMMU Madibaz eliminated Westhill United 2-0. Camper United had to put in extra effort to overcome Callies 2-1. Central Acemates were given a run for their money when they salvaged a 2-1 triumph over Amarhamba United. In a Motherwell derby, Showvillage United Brothers snatched a hard-earned 2-1 victory over Ikamva Movers.

Fireworks were produced in the semi-finals as neither side wanted to disenchant its loyal supporters. Despite giving NMMU Madibaz a tough time, Showvillage United Brothers lost 1-0 to them. Camper United, who had put their sights on the trophy, went down 1-0 to Central Acemates. In the finals Acemates had an easy assignment over Madibaz whom they walloped 3-0. Andile Madywabe scored Acemates’ opening goal in the first half. Madywabe extended Acemates’ lead to 2-0 after he scored a spectacular goal late in the second half. Mbuyiselo Tyolweni scored a world class free-kick that beat Madibaz goalkeeper Matthew Booysen. Madibaz could not reply because the Acemates defence did their homework before they came to the game. Acemates walked away with the first prize of R10 000, a floating trophy and gold medals while Madibaz had to settle for R7 000 and silver medals. The losing semi-finalists Camper and Showvillage received R4 000 each. The losing quarter-finalists got R2 000 each. Acemates Chairman Khaya Saziwa said that no one gave them a chance to win the tournament. “We gained confidence after each game. As such our boys did us very proud. It was not easy but our side showed character,” said Saziwa.

The Young Killers U/13 Team played to a 1-all draw against Hungry Lions.
