Metro beefs up security against strikers NCEBA DLADLA
N
ELSON MANDELA BAY Municipality has this week beefed up security measures following threats of violence and intimidation by striking South African Municipal Workers Union (Samwu) members. A Samwu member was arrested on Tuesday for malicious damage to property after a municipal truck was allegedly stoned in the vicinity of the CBD, said municipal spokesperson Kupido Baron. According to Baron, up to date a total of 90 cases of intimidation have been reported to the Strike Management Centre as well as one case of assault and five cases of malicious damage to property. Nelson Mandela Bay Samwu Chairperson Gerald Fundani told PE Express Indaba yesterday that their “peaceful national strike has actually intensified” in Nelson Mandela Bay. He added that they will not back down on their demand for an 18% wage increase as opposed to “a ridiculous 6% offer” by SA Local Government Association (Salga). They were hoping that by late yesterday the national leaders in the Bargaining Chamber would have formalised a new offer after meeting with Salga. “Truth be told, we are bargaining here and can settle for less, but it must be two-digits,” said Fundani. Fundani said they marched to Bhisho offices on Friday last week to hand in a memorandum. They also handed over a memorandum during
a picket to the local municipality last Wednesday. According to Fundani they will continue to picket in front of the Lilian Diedricks Building in PE until a settlement is reached. “The majority of our members are on strike in all our points in PE, Despatch and Uitenhage. As you know, there are those members who would like to benefit from the sweat and toil of others – those who don’t want to strike but want to benefit from the increment we are fighting for,” said Fundani when asked if all the members were on strike. Fundani said there has been a considerable increase in the cost of living, such as the recent 23% hike in the electricity price as well as food and petrol price hikes. “We must not be treated as if we are unreasonable. The 18 per cent increment is not out of line considering the huge amounts paid to politicians at local government level at the end of the month. But municipal spokesperson Ongama Mtimka denied that there was a big stayaway by municipal workers. “Over 90% of the employees are working as usual since this indefinite strike started,” Mtimka said. According to Mtimka the Nelson Mandela Bay Metropolitan Municipality has obtained a court interdict against striking employees who intimidate non-striking employees. “First and foremost, it is the right of employees to picket as it is enshrined in the country’s constitution. What we are against is when picketing employees start to intimidate those employees who are not on strike. “There are rules and regulations that must be followed during indus-
trial actions by employees and when employees flout those rules, they must expect to face the full might of the law,” said Mtimka. Meanwhile, according to munici-
pal spokesperson Kupido Baron, the municipality has tightened security measures and approximately 90 per cent of employees did report for duty yesterday. “Beefing up the security
has paid off as municipal buildings were secured and clinics that were planned to remain open during the strike period continued to deliver services,”said Baron.

The Friendly City basks in TriNations glory TANYA VAN ZYL
THE much-anticipated Castle TriNations Test match between South Africa and New Zealand this past Saturday was described as “the best test ever” in which the Springboks have played. This according to Stephan Pretorius, CEO of Access Management (which manages the Nelson Mandela Bay Stadium), who was told by the South African Rugby Union (SARU) that they have never experienced such amazing atmosphere at any test before. “It truly is a great day for Port Elizabeth! We have shown once again that we can host any big event in our city and stadium,” Pretorius said. Oregan Hoskins, President of SARU, told the PE Express that PE and the Test was “exceptional” and that the Springboks enjoyed the hos-
pitality of the people immensely. The stadium boasts a capacity crowd of 45 900 at Saturday’s game – the most to date at the stadium – with tickets being sold out long before the game. “This is what SARU wants to see at a test – a stadium packed with supporters,” he explained. This could mean more matches of this stature in the future, Pretorius believes. “The Nelson Mandela Bay Stadium is now becoming a sought-after venue for SA Rugby. And all the publicity we received during the weekend can only be good for the upcoming Sevens Series.” The South African Sevens will take place on December 9 and 10 at the stadium. The HSBC Sevens World Series will start in Australia on November 25 this year, with the Dubai tournament following a week later, before the third leg in Port Elizabeth.
Jurie Roux, the CEO of the South African Rugby Union, said: “The South African leg in Port Elizabeth is something that we’re looking forward to. We have less than four months to put everything in place, but as we’ve seen this week with the preparations for the Test, the infrastructure is in place. I’m confident we can put together a world class event yet again.” Mandlakazi Skefile, CEO of Nelson Mandela Bay Tourism (NMBT) agreed and said this weekend showed that PE is ready for big rugby and that it gives the city another chance to prove its “mettle as an outstanding events and sports destination”. “The support was beyond phenomenal – as people poured into the city from all over the country our occupancy figures soared to between 98% and 100% full. This figure does not factor in people who stayed with family and friends, which also would have been very high.
“The spinoffs of such an event are huge, rippling over the whole tourism industry. Restaurants were bustling, transport services jetted people around, vendors made money, and with the perfect weather the vibe in the city was extraordinary,” Skefile said. She believes the Test is a precursor of great things to come. “The World Cup gave us the confidence we needed to start lobbying for our slice of the national events pie. Each successful event we pull off shows that we are an ideal events destination – and all of our key attributes, like being the 15-minute, friendly, safe, clean and fun city we are, are helping us win the hearts of big event organisers and their supporters.” Skefile also believes the IRB Sevens is going to be just as exciting, if not bigger. “It will involve a lot more international tourism as people come from
around the globe to support their teams. Remember the IRB Sevens is in December – so we will have good weather, beaches, and a holiday vibe to complement the IRB Sevens sporting bonanza.” In the meantime, everyone has started talking about the way in which the National Anthem was sung by the supporters on Saturday. “It showed that everyone in PE knows the National Anthem!” Pretorius said. Even the Springbok players tweeted about their experience in the Friendly City. John Smit, Captain of the Springboks, tweeted: “What a great week in PE. In my last home soil test, that was the most amazingly sung National Anthem and made me immensely proud to be South African!” Bryan Habana tweeted: “Singing the National Anthem today was one of the best and proudest of my career! Well done PE! Absolutely spine-tingling.”

Furniture 4 U THE NEW KWA-NOBUHLE SHOPPING CENTRE
In June 2010, a milestone in new retail development was achieved with the successful completion and opening of an 18,500 square metre Shopping Centre Developent in the populated residential township of Kwa-Nobuhle in Uitenhage. This courageous and sccessful development decision by the developer “Lamprecht Properties” has brought a level of utility and convenience to all the residents of the township by providing a facility with 47 retail shops in one central position right in, what is now described as, the business hub of this very large township. Anchored by the support of the Shoprite Group which committed to taking almost 25% of the retail space in the centre with Shoprite, Hungry Lion, The OK Furniture Store and Shoprite Liquors, this was the recipe for a successful foundation to a well designed and conveniently positioned new business and retail node. With Cashbuild, KFC Drivethru, Joshua Doore, Lewis Furniture, Price n' Pride, Jumbo Clothing, Post Office, Nedbank, FNB, and ABSA firmly entrenched, this already has provided the surrounding community with an improved lifestyle negating the unnecessary travel and time to gain access to the basic needs of convenience on their doorstep. New Tenants such as “Auto Zone” and the current tenant Hi Q offer the complete shopping mix to the populated residents of the area. This valuable development footprint has been the catalyst to improved values of properties in the area as well. Very little space in the centre is still available to let, so should there be any interest please contact Jacques on 083-266-2505 now.
THE disabled and elderly women in the New Brighton Police Station precinct will be treated to a luncheon at the Nangoza Jebe Community Hall tomorrow. Eight Nelson Mandela Bay Municipality Wards (Wards 14-21) in New Brighton and in some parts of Kwazakhele will benefit from this treat organised by the SA Police Services, Community Police Forum (CPF) and Safety and Liaison for Women during Women’s Month. “Elderly women are sometimes accused of whichcraft, are abused and even killed. Tomorrow they will be treated with respect and as if they are queens,” said New Brighton CPF Chairperson Xolani Bhele. “This (treat) is for women but we have de-
cided this time not to treat the youth as it has become the norm, but to make the elderly and disabled members of our community feel special,” explained police spokesperson Warrant Officer Zamuxolo Thobani. Social Development Department officials and the representatives from Women Against Women Abuse (WAWA) will deliver messages of support, said Thobani, adding that headgirls from the nearby schools will be the only youth present to report back to learners in their respective schools. “Often it is the youth who is guilty of treating the elderly and disabled citizens disrespectfully,” said Bhele. The duo said they were hoping that through this event, a strong message against women abuse will be passed and that people will finally take notice of and respect members of the disabled sector.

Former learner ensures that Cowan High will never go dry NCEBA DLADLA A PORT ELIZABETH high school will never have a shortage of water again, thanks to an initiative by an insurance giant and leading financial services group, Sanlam. Cowan High School in New Brighton received a rainwater harvesting system that they received from the Sanlam group following the challenges the school faced due to the drought experienced in the last two years. This was made possible by former learner Themba Mvusi, now Sanlam’s Chief Executive: Group Market Development. The gesture was part of Sanlam’s Back to School Executive Project which was launched on Mandela Day in Cape Town this year. As part of this project the group’s executive committee members are giving something back to the schools they attended or other schools identified as being in need of assistance. According to Cowan High School Principal, Trevor Dolley, Cowan High needed a lot of water to start their Going Green Project.
The rainwater harvesting system collects water from the school’s almost 3000m2 roof area by redirecting rainfall from the gutters into four 10kl vertical reservoirs. The water is then treated with chlorine before being passed through a two-stage filter and into cisterns and basins in the ablution facilities. “Cowan High School’s current consumption averages at 155kl per month. Based on a moderate estimate of 40mm of rainfall a month, the system could harvest up to 70kl of water per month or 840 000 litres annually. This would decrease the school’s municipal water usage by almost 45%, making it less dependent on the municipal water supply and thereby relieving pressure on the city’s water supply,’’ Dolley said. He added that this will go a long way towards making the school environmentally friendly. Cowan High School’s School Governing Body and the Representative Council of Learners thanked Sanlam Group and especially the alma mater, Mvusi for ploughing back into the needy communities to help them improve.

The Nelson Mandela Metro recently postponed the implementation of its accounts system for the third time until October 2012. The system was supposed to have been up and running in 2008, but due to service provider, Fujitsu’s inability to supply guarantees that the system would be 100% functional, the Metro doesn’t want to accept the system. budget and treasury were surprised about the delay. Leon de Villiers, committee member and DA caucus leader, said it looked like the metro was trying to delay the inevitable. Kevin Jacoby, executive director, budget and treasury in the metro, said payments to Fujitsu will be held back until the system is ready for installation. According to him, the company has already spent between R30 million and R40 million on the project. The metro budgeted R40 million.

The Bay’s own TV channel here soon HELGA VAN STAADEN PORT Elizabethans can ready themselves for their very own TV channel. The long-awaited Nelson Mandela Bay Metro community television station may be on air as early as September. Sentech, the government controlled transmitter distributor, ordered a transmitter from abroad and this
process takes about four months. The Independent Communications Authority of South Africa already issued a licence for the community television channel. Andile Qaba, director of commerce and investment in the metro, said recently at a committee meeting regarding economic development, tourism and agriculture, that an amount of R4 million was allocated to the TV station, after which the council will have to generate its own funds.
Uproar over cell numbers on Facebook FANIE VAN ROOYEN (DIE BURGER) AN internet-uproar erupted last week, when Facebook users who access this social network via their cellular phones, realised that all contact numbers stored in their phones, were listed on their Facebook profiles. People ranted on Facebook and other internet forums, calling it a violation of privacy. Facebook’s management, however said that this function has been in place for almost a year, and that people only realised it now and added that contact lists are not freely available on the internet or to Facebook friends. In an official statement, Facebook management said if anyone’s contact numbers appear on their profile, it is not without their consent. “Rumours that your cell phone numbers on Facebook is visible to all
Facebook users is false,” according to the statement. This personal contact list, which previously was known as the phone book function, has been a part of Facebook user’s profile pages for a long time. “The contact numbers showing on your profile was either placed there by the Facebook user or by a user’s Facebook friends, after the user gave permission for Facebook to synchronise cell phone contacts”. “Just as on your cell phone, it is only you that can see these numbers”. To see the list of contact numbers on your Facebook profile, click on “Account”, the “Edit Friends” and the “Contacts” on the left-hand side of the page. If you would like to remove this contact list with your friends’ cell numbers, click on the link “this page” on the right hand side of the previous page and select the option.
Zolile Siswana, acting director of economic development, tourism and agriculture said the new TV channel could undoubtedly be financially self-sustainable. According to him they want to promote local talent and news through the channel. “We researched community television stations and paid visits to Cape Town and Johannesburg to investigate their business models before drawing up our own”. The municipality appointed a mul-
ti-lateral board from various sectors and will be responsible for the independent management of the community television station. They are: Lee Duru (director and producer); Vuyo Nyembezi (regional manager: SABC radio and television broadcasting services); Loyiso Nkantsu (secretary general of the Nafcoc business Chamber); Vuyo Mvoko (SABC programme presenter and former political correspondent and editor in the main stream media The New Age); Monde Ngonyama
(vice-chairperson of the national film and video foundation); Motse Mfuleni (secretary general of the National Black Information and Technology Forum; and Denise Roodt, a local media content producer and trainer. The community television channel is expected to be broadcast as wide as Port Alfred, Jeffreys Bay and Grahamstown. The television station will rent office space in the Transnet building behind City Hall in Port Elizabeth.
Free testing during Deaf Awareness Week DEAF Awareness Week which is held from August 27 to September 3, is a week when attention is drawn to the severity and possible prevention of hearing impairments, as well as persons living with a partial or profound hearing loss. As part of this week The Urban Sky Trust, a foundation for partially hearing children, will offer free hearing tests for the public at the Greenwood Primary School’s partially hearing unit. The Trust works closely with the Greenwood Primary School Partially Hearing Unit, the only school dedicated to partially hearing children in Port Elizabeth. The hearing screenings will be done for two weeks (Monday to Friday) from August 29 to September 9. The times are from 08h30 to 13h30 in the morning for children and 14h00 to 16h30 for adults. According to Janet Pereira of
The Urban Sky Trust, “the aim of Deaf Awareness Week is to promote a positive attitude towards caring for your ears, the function of hearing and also bringing awareness to deaf people and the deaf culture.” “It is a week taken to educate hearing people to understand the impact of a hearing loss and to show the community that a person living with a hearing impairment is fully capable of maintaining a normal life in society,” said Pereira. Initiatives aimed at the identification and prevention of hearing loss are open to the public during the week such as free screening of hearing. Through free hearing screenings, hearing impairments can be identified and the correct medical direction given to rectify or improve on the impairment. The Urban Sky Trust also raises funds during the year for the learners in the Greenwood Primary School Partially Hearing Unit to assist learners with extra reading les-
sons. This year they are running a Win a Car Competition to raise funds for the reading lessons. Tickets are limited and the choice of car is a Ford Figo or a Ford Bantam. Tickets are R50 each and they are challenging businesses to purchase books of 10 tickets or more to support the initiative and assist a partially hearing child improve their reading skills. Tickets will be available from the Urban Sky Trust or on sale at Eastern Cape Motors in William Moffet Expressway from today (August 24). They will also be on sale at the Walmer Park Vehicle Expo from August 24 to 28. For more information on National Deaf Awareness Week or to purchase tickets, contact Janet at 0 041 582 1199 or 0 083 607 5151. Calling men of honour to take their rightful place NCEBA DLADLA FAMILIES need to rise up and become the units that God designed them to be; in peace, united in love and to show caring and compassion. This was the thrust of the speech by Pastor Drummond Robinson to men from different church denominations who were gathered at Malabar Community Centre in Port Elizabeth recently. The function was organised by Pastor Jai Sarangarajan’s Abundant Life church with the hope of talking to men’s conscience - to take their rightful place in society and to be men of honour and dignity. “Men must become good examples to their sons who must grow to become good hus-
bands and fathers themselves one day,” said Robinson who is also the author of the book: “Men of Honor”. Robinson and his wife Lindah are Founders and Directors of Family Transformation International. He said he was looking at the inherent corruption, lawlessness and crime in society and that the church was conspicuous in its silence on issues of morality because “men have lost the courage to speak the truth.” Pastor Sarangarajan was also concerned that some fathers go to taverns whilst their wives and children go to church. The talk, he said, was aimed at reawakening them to change their ways. “For me to become the good, loving and caring pastor, I must be a good, loving and caring husband and father first. It starts at home.”

Become a rock star on
“I have nothing to wear!” At some stage everyone of us has spoken these words while we are standing in front of our cupboard that is actually full of clothes. Casual Day, on September 2, offers you one day in the year where you can wear what you want and it is acceptable. The 2011 campaign, with outfits that made rock ’n roll stars famous over the years as
theme, shows that you can dust off that everyday outfit and wear something spectacular to release your inner rockstar. Rockstars exhibit the epitome of cool. Even if you can’t play a single musical note or only sing in the shower, even you can achieve that rockstar look! So, here are a few pointers for when you dress for work on Casual Day: Get inspiration from your favourite bands – every era had their icons – from rock ’n roll to soul –
from hippie to hip hop – from punk to Pavarotti or hard rock to reggae, we’ve loved them all. Remember, you are only a real rockstar on Casual Day if you are wearing the official Casual Day sticker, which cost R10.
What is Casual Day? Casual Day is a FUNdraising project benefiting persons with disabilities. Each year we call upon South Africans to dress differently on the first Friday of September and to wear the Casual Day sticker to show their support for persons with disabilities. Casual Day is South Africa’s foremost fundraising event of this nature and raises more than just money – it raises awareness about persons with disabilities, opportunities for corporate comradeship, community support and welfare organisation participation.
Show you care with what you wear . . . as long as you also wear a Casual Day sticker this Casual Day, just like Miss South Africa, Bokang Montjane. Photo: SUPPLIED

Registering civil union between partners SINCE the Civil Union Act came into operation on November 30, 2006, unmarried couples who are majors and of the same or opposite sex may officially register their permanent relationships and enjoy the same rights and privileges as married couples. There are couples who are living together permanently and who do not want to register their relationship or fail or postpone to do so. Some do not want to or cannot find the time to do this and think that such a step involves a lot of red tape. But one thing is certain: unregistered permanent relationships entail real risks to either or both of the parties. To register a permanent relationship (civil union partnership) of persons of the same or opposite sex, the following requirements have to be met: 1.Both persons must be 18 years or older. 2.Both persons may not already be married in terms of any other Act, including another civil commitment; 3.Both persons must have a valid South African identity document. If one of them is a foreigner, then a valid passport. 4.A divorce order if one or both of the persons are divorced or a death certificate of the deceased spouse or partner, if applicable to one or both persons. Prior to proceeding with the final step for registration, the partners (or life partners) have to decide whether they want to enter into an antenuptial contract with or without the accrual system, and such a contract has to be concluded before registration of the civil union partnership. If such a
contract is not entered into, the partnership will be deemed to be the same as a marriage in community of property. When the above documents are available and all the requirements have been met, the couple have to approach an officially designated marriage officer. Such marriage officer includes a willing minister of religion or a designated official working in the Department of Home Affairs or a magistrate’s office. It should be stated clearly to the marriage officer that a civil union partnership is to be registered. If there is an antenuptial contract, proof of such contract has to be submitted. Certain forms then have to be completed. The marriage officer, too, must comply with certain requirements, such as that there has to be two competent witnesses present before the civil union partnership may be registered officially. The marriage officer then has to issue an official registration certificate as proof that the couple have entered into a valid civil union partnership. One may also apply to the Department of Home Affairs to issue a certificate against payment of a prescribed fee. To terminate a registered civil union partnership, the parties have to apply to the court for dissolution of the union. The same issues as in the case of a divorce have to be addressed. The union automatically terminates when one of the partners dies. The partners then enjoy all the privileges of spouses in terms of the Marriage Act. In all other Acts, any reference to spouses then also includes the partners in a registered civil union.

Fabs loses to Siyakhula at home SELBY MADIKANE SIYAKHULA Youth Club showed no respect for Fabs RFC when they edged them 14-3 during their President’s Cup league game at Dan Qeqe Stadium last week. Both sides were running from the first whistle. Following a good move outside centre by full-back Phumzile Mbewu, Thulile Bam scored a try to make the score margin 5-0. Fabs were, however, awarded a penalty
that was well-taken by their fly-half Sam Panana to reduce the deficit to 5-3. Siyakhula were also awarded two quick penalties in succession with Mbewu kicking them with ease to make the first half score 11-3. In the second half Siyakhula were oozing with confidence as they denied Fabs of any opportunity of getting back into the game. In the dying moments of the game, Mbewu took a penalty to make the score 14-3 in favour of Siyakhula. Fabs reserves beat Siyakhula 18-8.
