War of words over Livingstone LIZEKA TANDWA

A

WAR of words has erupted after DA shadow Minister of Health, Dr Wilmot James, accused the Provincial Health Department of gross mismanagement and found that there was a dangerous medicine shortage at PE’s Livingstone Hospital.

Dr James has been accused by the Department of Health’s Provincial spokesperson, Sizwe Kupelo, of lying and orchestrating a plot to embarrass the ruling party. Dr James compiled a report after an oversight visit to the hospital last week.

Dr James said he found critical problem areas which needed immediate attention by the health ministry, including the following: • The shortage of medicine for chronic diseases such as TB and HIV; • The Department of Health bungled a tender for medicine distribution, making a late tender announcement; • The late distribution of medication to the hospital by the provincial department.

• The R15 million world-class Ebola isolation ward which has remained a white elephant since being installed in 2010; • Contamination of critical medication; • Old medicine lines are being phased out and new ones phased in, with no training provided to the health professionals charged with administrating and dispensing the medication to patients.

Kupelo, however, denied these claims saying the DA’s allegations

against the hospital are false. He added that the allegations were a part of a ploy to discredit the ANC. “Allegations by the DA are untrue.

We can confirm the visit by Democratic Alliance members to Livingstone Hospital; however, the allegations that the hospital is experiencing a stock shortage are mischievous and are designed to embarrass the ruling party, as political parties are contesting by-elections in the Metro. It is unfortunate that the hospital is targeted and that the DA has chosen to spread lies about health services in this area.”

Kupelo said the hospital currently has 98% of its critical chronic medication, saying that a medical depot was available in the Metro.

“We need to emphasize the fact that there is no shortage of medicines at Livingstone hospital or in our main provincial medical depot.

“We have stock of all the items listed by the DA in its media statement except furosemide injectable. Furosemide tablets are available and other alternatives which would depend on a doctor’s assessment of the condition of the patient.

“This furosemide injectable is not available due to a manufacturer’s problem nationally and is not only affecting the Eastern Cape province.

“We wish to congratulate the Democratic Alliance for wittingly or unwittingly embarrassing themselves in their desperate attempt to fault the people’s government.

“We further challenge them to substantiate their claim or shut up,” said Kupelo.

Dr James said he had spoken to the Medical Control Council (MCC) - a statutory body that oversees the regulation of medicines in South Africa - as well as the Hospital’s senior leadership, who both agreed with his findings.

“The statement made by the Department of Health Provincial spokesperson I reject with the contempt it deserves. I will not stoop to his level and will let only the facts speak for themselves. I have spoken to the MCC and the senior management at the hospital who concur with my findings. It is quite clear there is poor management of medication in the province and nationally and the Minister of Health needs to be thorough and ensure that this problem is solved,” said Dr James.

Some of the medication Dr James claims are in short­ fall include: •ACE Inhibitors needed to treat hypertension; •Furosemide for treating water retention linked usually to heart failure and liver disease; •Asthma pumps; •Syringes; •Multi-drug resistance TB drugs; •Oral hypoglycemic drugs.

In a media statement Dr James said that the Minister of Health, Dr Aaron Motsoaledi, immediately responded by arranging a meeting on his (James’s) request to immediately intervene at the hospital to ensure that it is

stocked with the necessary medicines to treat its patients.

Dr James added, “Running out of medicine could be life threatening. If government fails to stock our hospitals, it is literally putting people’s lives at risk. It cannot be ignored. I will, together with other DA colleagues be conducting a national ‘stock-in’ campaign, to systematically conduct oversight of health facilities in every province over the next three weeks. We will try to assist all health facilities that are struggling to get the medicines they need.”

In August this year the PE Express reported shocking allegations by a local Reverend and several former Livingstone hospital patients who took to social media in an attempt to expose the alleged horrific conditions at the hospital.

Rev. Michael Hutchinson created the Facebook page “STOP Livingstone Hospital Medical Negligence” which has received over 2 300 followers after the death of his uncle due to what Hutchinson claimed was the hospital’s negligence.

On this Facebook page many others have lambasted the hospital claiming that patients are turned away at will, exposed to used needles and bloodied medication lying around, incompetent staff and shortages in medical supplies.

MCC Director, Estelle Taute said that she was not aware of any shortfall in medication at the hospital, saying, “We regulate medicine and we have nothing to do with the distribution or tender process. I have no idea about any issues pertaining to the hospital.”

Water Treatment Works upgrades to accommodate greater demand REPORTER NELSON Mandela Bay Municipality say they are currently implementing refurbishments and upgrades at five water treatment works which aim to ultimately upgrade all eight facilities providing drinking water to the tune of more than a billion rands.

In a media statement Mayoral spokesperson, Kupido Baron, said this follows the demand for potable water from the population of 1,1 million residents who consistently increased at approximately 6% over the last couple of years.

Infrastructure, Engineering, Electricity and Energy Standing Committee Chairperson, Andile Mfunda, said the consistent growth in demand is a good reason for the refurbishment and upgrading of all municipal Water Treatment Works in order to continue with the supply of good quality drinkable water to all consumers in the near and long term future.

“The upgrades will accommodate the exceptional growth in the housing delivery programme of the mu-

nicipality and provide adequate supply for the industrial and economic growth of the Coega Industrial Development Zone, further enhancing investor security and sustainable job creation.

“We are estimating the cost of the refurbishments and upgrades at our eight water treatment works to be approximately R1,3 billion and it will be implemented in a phased approach over the next five years due to funding allocations on our capital budget.

“The water treatment works in question are the Loerie Water Treatment Works, Churchill, Elandsjagt, Nooitgedagt, Linton, Groendal, Springs and the Rocklands Water Treatment Works.

“This augurs well for our continued provision of clean and safe drinking water and the augmentation of water supply.

“The excellent work over a number of years follows after the Mayoral Committee approved and accepted the Water Master Plan – which forms part of the Water Services Development Plan and ultimately the municipality’s Integrated Development Plan – in August 2007,” Mfunda said.

Vacant land to be identified at Greenbushes for burials REPORTER THE call from the Greenbushes community for a cemetery closer to home received a major boost when the Mayoral Committee, chaired by Mayor Benson Fihla, approved a recommendation that vacant land must be identified for burials, according to the municipality.

A recommendation that the Acting Executive Director of Public Health formulates a master plan for cemeteries and parks for Nelson Mandela Bay was also approved.

Baaienaar as vlieënier van jaar bekroon ODETTE KEMP ’n BAAIENAAR is die afgelope naweek as die top-vlieënier in Afrika aangewys.

Patrick Davidson, die Baaise vlieënier wat tans ook met die titel van Suid-Afrika se top-kunsvlieënier spog, het Saterdagaand die Lewis Lang-toekenning vir vlieënier van die jaar opgeraap.

Dit is by die Aero Club of South Africa se toekenningsaand in Centurion oorhandig.

Die Baai se Baywest-lugskou het ook by dié geleentheid die African Pilot-toeken-

ning verower, toe dit as die naasbeste lugskou in Afrika aangewys is.

Die eerste plek het aan die Durban-landen-see-skouspel gegaan.

“Die Baai het geskitter by die toekennings – veral as jy in ag neem dat die Durban-skou byna R45 miljoen in borgskap ontvang het,” het dr. Crystal Watson, sameroeper van die Baywest-skou, gesê.

“Ek is ongelooflik trots op wat dié skou bereik het, want die Baai is maar klein en tog kon ons baie groter lugskoue uitstof.”

Ook kapt. Mark Kelbrick, kurator van die Suid-Afrikaanse lugmagmuseum, wat by die lugskou betrokke is, was in sy noppies

met die toekenning. “Ek is baie opgewonde daaroor, en veral dankbaar dat die museum ook ’n deel van die skou kon wees,” het Kelbrick gesê.

Watson meen die tweejaarlikse Baaise skou, wat vanjaar sy 18de bestaansjaar gevier het, kan in die toekoms op dié sukses voortbou. “Ons het reeds twee keer met die louere weggestap en nou het ons altesaam drie keer die tweede plek behaal,” het sy gesê.

Kapt. Johan Rheeder, polisiewoordvoerder, sê: “Dit is baie moeilik om diewe uit te wys wat sperseine vir hul misdrywe inspan. Ek glo dié nuwe toestel sal beslis help om dié soort misdaad te keer.

“Indien ’n winkelsentrum egter nie van dié nuwe tegnologie gebruik maak nie, moet die publiek steeds self sorg en nie waardevolle items in hul motors los nie.”

Horse power tops weekend agenda A FEAST of international showjumping excitement is on the menu this weekend as the country’s top riders and horses gallop into Nelson Mandela Bay for the final leg of the Nissan World Cup Qualifier 2014 at the Port Elizabeth Riding Club.

Equestrian sports fans and horse lovers are in for a treat as the cream of national and local show jumpers vie for a place in the FEI* World Cup in Las Vegas, USA, in 2015.

“The Nissan World Cup Qualifier is the premier event on the local equestrian calendar. We have four days of exciting riding lined up, with the main event on Sunday, and a host of fun activities making for a great day out for the whole family,” event organizer Tanja Radke said.

Spectators will be able to test drive various Nissan vehicles on Saturday 15 and Sunday 16 November. A supervised kids play area is also available with arts and crafts, face-painting, jumping castles and a miniature train to keep the little ones entertained.

Entrance to the event is free, and spectators are welcome to bring a picnic along or visit the variety of food and refreshment stalls available.

More than 180 horses and riders from all over the country are entered for the event, with com-

petition taking place daily from 8.30am to 4.30pm in the top-class arenas of the PE Riding Club in Lorraine.

The World Cup Qualifier event on the Sunday will make for thrilling riding – and viewing – as it must have a water jump, at least two 1.60m jumps, and the rest at 1.50m, in order to be considered an international qualifying course.

Another jumping highlight will be Saturday’s Nissan 6 Bar challenge with R15 000 in prize money at stake for the horse and rider able to clear the highest jump.

“This is a nail-biting, winner-takes-all contest as the riders battle it out to beat the current record of 2.0m. They will take on a series of six jumps that increase in height every round, over five rounds. Watching this is experiencing the thrill of pure horsepower in action,” said Radke. Spectators can walk the course for an up-close view of the jumps before the start of the class. Verkeersirkels jaag motoriste se bloeddruk op HEILIE COMBRINCK

SO, jy dink jy wéét hoe ’n verkeersirkel werk?

Is jy seker, want die meeste motorbestuurders in die Nelson Mandela Metropool is salig onbewus daarvan dat hulle eintlik verkeerd ry?

“Ironies is dit juis mense wat verkeerd ry wat arms swaai, handtekens wys of toet vir motorbestuurders wat wel hulle reëls ken en reg ry. En die sondebokke dink hulle is reg!” sê polisiewoordvoerder kapt. Johan Rheeder.

Hy het ’n byna onaangename onderonsie ervaar by ’n enkelbaan-sirkel in HF Verwoerd-rylaan op Despatch. ’n Vrouebestuurder het hom geskel omdat hy volgens haar “nie weet hoe ’n sirkel werk nie”. Sy was egter die skuldige wat nie die verkeersreëls ten opsigte van sirkels ken nie.

“Ek was reeds in die sirkel toe sy van regs aangery kom. Sy was baie ontstoke en van mening dat ek voor haar ingery het. Dit is toe wat ek besluit, maar sy behoort te weet sy is die een wat nie weet hoe werk dit nie!”

Kapt. Rheeder het die vrouebestuurder afgetrek en haar ingelig oor die reëls van ’n enkelbaan-sirkel, ook bekend as ’n mini-sirkel.

Die PE Express se susterskoerant, die UD Nuus het vroeër vanjaar ’n meningsopname op sy webblad gehou en die meeste lesers (60%) het aangedui dat hulle nie bewus is dat

daar twee soorte sirkels is nie.

Volgens Arrive Alive se dokumentasie oor verkeersreëls op Suid-Afrikaanse paaie, is daar enkelbaan-sirkels (mini-sirkels) en die groter dubbelbaan-sirkels. Meeste van die sirkels in Port Elizabeth in enkelbaan-sirkels.

Wie ry en wie bly?

Arrive Alive dui aan dat enkelbaan-sirkels soos ’n vierrigting stop werk, behalwe dat dit nie nodig is om te stop nie, maar slegs om spoed te verminder. So, eerste daar kan eerste ry. By dubbelbaan-sirkels geld die reël dat aankomende voertuie van die regterkant af, moet ryvoorgang geniet.

Enkelbaan­sirkels/Mini­sirkels: • Dié sirkels kom gewoonlik in residensiële areas voor en dien as ’n wyse om verkeer te kalmeer • Dit is uitkenbaar met die omgekeerde rooi en wit toegee-padteken waarop aangedui word dat verkeer kloksgewys beweeg • Aankomende motoriste moet spoed verminder en voorkeur gee aan voertuie wat reeds in die sirkel is (ongeag of hulle van links of regs kom) • Dit werk soos ’n vierrigting-stop, maar aangesien die doel van ’n sirkel is om verkeer te kalmeer, moet spoed slegs verminder word en is dit selde nodig om doodstil te stop

Dubbelbaan­sirkels: • Dié sirkels kom gewoonlik in stede voor of by besige vierrigting-aansluitings • Aankomende verkeer moet stadiger ry en ryvoorgang gee aan voertuie wat van die regterkant af die sirkel inry • Indien van bane binne die sirkel verwissel word, moet flikkerligte te alle tye gebruik word Vir maklik onthou: Enkelbaan-sirkels: eerste daar - eerste ry Dubbelbaan-sirkels: regs ry - links bly

Local girl to compete at African gymnastic games LIZEKA TANDWA TEN-year-old Dyna Venter of Charlo Primary School is the only girl from the Eastern Cape who has been selected to participate for South Africa in rhythmic gymnastics at the Zone 6 competition in Namibia.

She is one of three South African level 4 under 11 rhythmic gymnasts who have been selected.

The Zone 6 competition includes annual games in the gymnastic disciplines of aerobics, men’s and ’n women’s artistic, rhythmic, and trampoline. Gymnasts from across the continent will compete from Sunday, December 7 until Saturday, December 13.

Dyna is elated about her inclusion in the SA team after she competed against 43 other girls at the SA National Championships in Cape Town in October.

The Charlo Primary school athlete received her colours after coming in 7th for Free dance, 9th for Hoop, 6th for Ball, 4th for Rope and 4th in the overall games with only 0.5 between the first and the fourth overall points.

“I am very excited to be competing in the games. It’s been a lot of hard work and I am proud of where I am today with the help of my coach,” said Dyna.

Her coach, Shantell Didloff, who trains 80 students in her Ibhayi Rhythmic Gymnastics club, said it was an amazing opportunity for her and Dyna to be recognised in the competition. “Dyna is a very dedicated athlete and this is a demonstration of her work. She started her rhythmic gymnastics three years ago and has been a very good student ever since,” said Didloff.

Dyna’s mother, Juanelle Venter, said they will be fundraising privately for the R50 000 needed for travel expenses.

Triomf Primary pupil accepted at Oprah school IT’S exciting times for an Arcadia family as their child was chosen to attend the Oprah Winfrey Leadership Academy for Girls on a full scholarship.

Abigail Jacobs is floating on cloud nine (as she puts it) at the prospect that she will be attending one of the most prestigious schools in the country, funded by international icon Oprah Winfrey.

Jacobs, who is currently a Grade 5 pupil at Triomf Primary School, will be leaving for Henley-on-Klip, south of Johannesburg, where the school is located, in January next year.

“I couldn’t believe it when my mother received a letter of acceptance. It is an amazing opportunity for me. I have always wanted to attend a ‘Model C’ school and I am happy that I will be able to explore my full potential at the school.”

Jacobs first learnt about the scholarship from her aunt who had visited the school earlier this year and informed her mother.

“My aunt said she knew that this would be an amazing opportunity for me and she insisted that I apply.”

Jacobs’ mother, Griselle, said her child’s acceptance to the school came at a time when she had been retrenched from her job, and with only one income from her husband David, it would have been a struggle to enrol their daughter into a multiracial school.

“This not only means my child will receive the best education in the country and open doors for her in the future but it’s also a huge weight lifted from our shoulders. Because her school life will be fully paid for, we now can concentrate on saving for her university fees and this will be a great help for us as the family,” said Griselle.

Jacobs, who has received a number of awards while attending Triomf, said she owed her accomplishments to her teachers.

The band, which featured in the Bravo bar’s October entertainment line-up, is back on Saturday, November 15 and 29.

NMMU Brass Ensemble to perform on Saturday REPORTER NMMU Music Department will present a concert featuring the NMMU Brass Ensembles on Saturday, November 15, from 6pm.

Various combinations of brass instruments will perform ranging from horn ensembles to full symphonic brass ensemble with percussion.

The NMMU Brass and Horn Ensembles pride themselves on presenting new music,

previously not performed in this country.

Directed by Prof Erik Albertyn, the concert is no exception and brass works by Vaclav Nelhybel and Chris Hazell will be heard alongside better-known composers such as Handel, Grieg and Bizet.

Albertyn said the concert will make use of the favourable acoustics of the Summerstrand DR Church.

Tickets will be available at the door at R40 adults, R20 pensioners and R10 students/ learners.

Vote for your favourite wildcard ENTRIES for the PE Express Miss Matric Dance Competition have closed and the public should now vote for their favourite wildcard.

Local school helps raise funds for Big Walk for Cancer

Walkers were rewarded with a little extra energy to complete the 5km course.

“It is with great pleasure and an open heart that we hand over the money we raised (R1271) to the Igazi Foundation,” said Grade R Educator at Curro Westbrook, Melissa Viljoen.

The school would like to thank everybody who supported the cupcake stall.

“Curro Westbrook is very privileged and honoured to be associated with this wonderful charity event and we hope that we can become more involved in the future.”

CURRO Westbrook school participated in their first major charity event on October 25 at the Big Walk for Cancer, which took place at The Boardwalk.

The school was eager to celebrate the National Cupcake day for Cancer which was held on September 27; however they were unable to do so as the event fell within the school holidays.

Cupcakes were sold at the Big Walk for Cancer at R5 each and all the profits were donated to the Igazi Foundation for Cancer. All the Curro learners were enthusiastic and ea-

Changing children’s lives – one book at a time REPORTER AFTER a year of fundraising, Varsity College Port Elizabeth will open a mobile library and media centre at Heatherbank Primary School tomorrow, November 13.

The school, which is an NPO for underprivileged children from the Walmer Township, will receive the library as part of Varsity College’s 2014 Corporate Social Initiative.

Heatherbank Primary School currently educates, feeds and transports 48 children daily.

Vice Principal of Student Support at Varsity College Port Elizabeth, Catherine Louw, said, “An exciting year of fundraising in collaboration with the Masixhasane Literacy Project has enabled us to provide Heatherbank Primary School with a mobile library unit. Fundraising initiatives both on and off the Varsity College campus were held in order to provide the school with the library unit which contains five hundred books, a flat screen TV, DVD player and twenty five educational videos.”

So...what now, Springboks?

TALK about Irish eyes! They weren’t just smiling in Dublin last Saturday, they were positively glowing with ribald glee as the final whistle greeted a thoroughly merited 29-15 victory over a Springbok side, which virtually had been brought to their knees.

And yet it might have been so different had the South African visitors not thrown away three chances practically on the Irish line – not forgetting the three relatively easy penalties they snubbed that would have brought them to halftime with a slender but priceless lead.

The final scoreline, however, suggests that – less one point – the Irish were pretty much

twice as good. And, yes, once those golden chances staring the Boks in the face had gone, that just about summed it up. Twice as good, and the less said about those missed chances the better. Certainly it was a game an unusually jittery Francois Hougaart will not remember fondly.

Here’s something else you might like to know: Saturday’s defeat of the Boks was not even the biggest by Ireland. That happened in 2006 when the Irishmen galloped away with a 32-16 thumping of the Boks. How about that?

It’s not true, incidentally, that TV cameras were not allowed to flash images of the Spring-

bok management’s box at the Aviva Stadium.

Interestingly, however, the sole TV image of Bok mentor, Heyneke Meyer, showed him looking, well, kind of puzzled. He looked as though he’d bought tickets for a show at old Joburg’s posh His Majesty’s Theatre only to find he’d somehow stumbled into a third-rate cowboy Western in a creepy bughouse at the other end of town.

Frankly, who could blame him? All week long everyone in the Irish capital had been telling him how useless Ireland were. How battered the home team was with third-rate substitutes filling in all over the place because of injuries. How even the country’s best flyhalf, Johnny Sexton, wasn’t up to scratch and how the best thing you could do as an Irish supporter was give your ticket to your worst Irish enemy and sit back and laugh, even though back in 2006 Ireland had shocked the rugby world with a 32-16 defeat of the Boks

So now this Saturday the Boks face England at Twickenham, after the Poms narrowest of defeats (24-21) by the mighty All Blacks on the same afternoon that Jean de Villiers’ team put up such an abysmal display against the Irish.

Would you put your money on the Boks this weekend? Well stranger things have happened.

It’s optimistic, admittedly, but who knows?

If you’re that way inclined you might just try grabbing your coat and don’t forget your hat as you go looking for some sunshine on the other side of the street.

It’s unlikely you’ll ever win over the true cricket lover to the T20 version of the game.

But you’d surely agree that in the see-sawing three-match series between Australia and South Africa the final game and a 2-1 victory for the Aussies off the second last ball of the tournament made it a humdinger and then some. It doesn’t get more nail-biting than that now, does it?

two Silver Arrows led cleanly off the frontrow of the grid and ran line astern for the shortened first stint of the race. As the soft Pirelli tyres were giving up the ghost on the newly re-surfaced Interlagos circuit it was Rosberg who blinked first and dived into the pitlane for a set of the medium compound tyres.

Shrewdly, Hamilton had been biding his time and unleashed an almighty fast lap as Rosberg pitted. It would’ve been enough to give Hamilton the lead of the race and perhaps even the race victory. A half spin into turn four undid all the Brit’s progress and handed Rosberg a 7.5 second lead after the round of pitstops. Hamilton brilliantly reduced the gap to little more than half a second but this time not even his unrelenting tenacity was enough to beat Rosberg.

The F1 Gods seemed to be conspiring against local favourite Felipe Massa as the Brazilian had to overcome several dicey moments during his race. First, the Williams driver was forced to serve a five second penalty for speeding in the pitlane.

Later, and quite comically, Massa nearly stopped in the McLaren pitbox, whose mechanics are similarly decked out in white overalls, as he came in for a fresh set of boots. Nevertheless, much to the pleasure of the crowd Massa secured his first podium of the 2014 season.

The man who clinched his own world title here in 2009, Jenson Button, underlined McLaren’s recent progress with an impressive fourth place at the end of the 71 laps.

Sebastian Vettel completed a quiet run into fifth in a relatively solid afternoon of racing for the four-time champion. Who would have thought, as Vettel went on a nine race-winning streak in 2013, that he would ever be racing in quite such ano-

nymity as he did in this Brazilian Grand Prix. But so the wheel of Formula 1 turns, mercilessly and with emphatic certainty.

Ferrari, to some extent, put together a better performance with a sixth and seventh place finish for Fernando Alonso and Kimi Raikkonen respectively. The two teammates battled late on in the race as Kimi Raikkonen was the only driver to successfully complete a two-stop strategy.

Eventually, fresher tyres allowed Fernando Alonso past Raikkonen who could’ve had a slightly better afternoon was it not for some finger-trouble on the front-jack in the pits which cost the Finn roughly six seconds.

Force India’s Nico Hulkenberg finished eighth overall, a scant two tenths off Raikkonen, while Kevin Magnussen ended a distant ninth in the second McLaren. Valterri Bottas was never able to recover from a delay in his own pitstop which was owing to a loose safety-belt. Bottas confirmed post-race that severe graining on his tyres significantly affected his pace as well. The only two retirements were in the form of Lotus’s Romain Grosjean who pulled off in a smoking heap and Red Bull’s Daniel Ricciardo who suffered a front-left suspension failure.

Perfection is what was called for from Rosberg and what was needed to beat Lewis Hamilton. He nearly succumbed to the relentless pressure from his teammate but this time unlike that in Italy, Russia and the United States Rosberg’s mental fortitude was resolute. This victory has repaired some of the psychological damage inflicted by Hamilton and proved that come Abu Dhabi he will be there fighting tooth and nail until the very last possible second.

The next club race will take place on November 15, at Victory Raceway, in Victoria Drive, Walmer. Gates open at 3pm and racing starts 6pm. Entries for adults cost R50, and children u/13 enter free of charge. Classes competing include Jnr Hot Rods, 1660’s, 2.1 Modifieds, Hot Rods, Super Sixes and American Saloons.
