Thousands fined in December ROSLYN BAATJIES
T
HE Nelson Mandela Bay metro police issued more than 1 900 fines of more than R600 000 in December.
Yolanda Faro, who started in her position as metro police chief on December 1, prai-
sed officials. “I am very proud of and impressed with their diligence and commitment to safety. “I think that they have contributed to a successful festive season with few (crime) incidents,” said Faro. Of the offences that led to fines of R657 400, were 761 fines for unlicensed/unregistered vehicles worth R228 000.
Fines of R113 000 were issued for driving without a licence. Drivers who illegally used parking for people with disabilities, were fined a total of R31 500. Metro officials also issued 21 fines to drivers for transporting passengers without a valid transport permit. Faro said the success is due to high visibility and a no-mercy approach.
“Nine integrated roadblocks were held with the Humewood, Mount Road, Kabega Park and Uitenhage police stations. They stopped and searched cars daily. “No serious incidents were reported.” The metro police will soon boast more members.

Makupula in Bay to find facts NCEBA DLADLA EASTERN Cape Education MEC Mandla Makupula spent the whole of last week in Nelson Mandela Bay to meet with education stakeholders to discuss issues that affect education, following the province’s poor 2016 matric pass rate. The visit formed part of the department’s Back to School programme aimed at ensuring school functionality across the province. The Eastern Cape Province came last in the country’s national matric results with a 59.3% pass rate. Some Nelson Mandela Bay schools had a pass rate of less than 20% with Thubelihle Secondary School in New Brighton obtaining a mere 3%. Northern Areas Schools on a fact-finding mission. After having meetings with officials at the district offices in Port Elizabeth and Uitenhage, MEC Makupula visited schools to have discussions with them. “I visited former Model C schools that did well, as well as those schools in the townships that performed badly,” said Makupula. Some of the schools the MEC visited were Ithembelihle High and Pendla Primary in New Brighton, KwaZakhele High, Bertram Senior Secondary and Grey High School. The MEC delegated some senior Education Department officials to schools he couldn’t manage to visit himself. MEC Makupula urged schools that performed well, such as Grey High School, to assist poor performing schools to partner with and share experiences and resources with them in the spirit of ubuntu. One of the huge prob-
lems facing schools was late coming. Makupula noted that at Ithembelihle, who has 800 learners, only about 140 pupils were at school when the school was about to start. He said, “Parents have a major role to play here. It is parents who must motivate their children about being at school, on time, to learn,” Makapula said. “We appreciate the MECs coming to find solutions to the problems that bedevil education in the province. It is dire, with Nelson Mandela Bay performing badly with a less than 50% pass rate in matric,” said Nelson Mandela Bay Mayor’s Office Chief of Staff Kristoff Adelbert. He said the DA believed it was right for the MEC to take responsibility as education is the most important service delivery to the masses. “Through this learners can become independent of government,” he said.

Students warned of hoax accommodation offered REPORTER THE South African Police Service in the Mount Road Cluster is warning students to be wary when looking for accommodation to rent. This warning was issued after a person was duped while applying for accommodation via the internet. It is alleged that an 18-year-old student applied for student accommodation after viewing an advertisement
on a well-known website. The student contacted the person in the advertisement and made a deposit of R3 500 into the person’s account in order to secure the accommodation. Photos of the accommodation were also sent to the complainant. On January 10, the complainant went to view the place, only to discover that the Summerstrand address supplied does not exist. Further communication between
the complainant and the “lessor” proved futile. A case of fraud is currently being investigated. The police warned that fraudsters are aware that many students will be looking for accommodation during this time of the year and they will take full advantage of those that are vulnerable. Students are advised not to deposit any money without having solid proof of guaranteed accommodation.

Car guards to be trained in PE IN Jeffreys Bay and surrounding areas the “yellow cap brigade” is hard at work and it seems most people are satisfied with their good car guarding services, but over in the Nelson Mandela Bay metro things are moving a bit more slowly. The metro, like the Kouga municipality with its headquarters in Jeffrey’s Bay, decided last year that car guards now have to meet certain standards for security in order to work. Kouga’s legal car guards then quickly got the yellow cap on the head for the sake of easy identification, but in Port Elizabeth and surrounding areas there was no way legal car guards could be identified. Yolanda Faro, head of the metro police, said certain steps must be followed. “The regulation must be accompanied by an integrated approach. The municipality, metro police, police and Social Welfare Department should be involved.” Faro said car guards must be registered with Psira, the regulatory authority for the private security industry. A company that is also registered at Psira, usually hires and pays an allowance to the guards. The metro will only be handing out recog-
nisable caps or clothing after the car guards have been trained. “Training is important. It must be the starting point. Only if they do not meet the requirements for legal car guards within a specified period, action can be taken against them,” says Faro. In Kouga the yellow cap initiative certainly made a positive difference during the holiday season, says Elza van Lingen, Executive Mayor. The Kouga municipality’s first official car guards could be identified by their bright yellow caps with the words “J-Bay Car Guard” since December. “This has enabled the municipality’s law enforcement officers, in cooperation with local security companies and the police, to act against illegal car guards.” According to her, the bibs of about 60 illegal car guards were seized and they were given verbal warnings. “This is a pilot project and is still ongoing,” said Van Lingen. “We are still waiting for security clearance for 21 of the 25 men and women who received yellow caps and got the green light to serve as car guards during the festive season. “Once they get clearance, they will receive training at the local security companies and be registered with Psira.”
ONCE the Department of Correctional Services’s investigation into violence at the St Albans prison has been completed, the minister will intervene to solve the problems. This is what Singabakho Nxumalo, spokesperson for the national department, said about the investigation after a fight broke out between warders and prisoners in the prison on December 26. Three prisoners were killed and 13 warders and many other prisoners were injured. A group of 33 inmates allegedly assaulted the warders with sharp objects in the dining hall,

Filthy northern areas ‘embarrassing’ ZELDRÉ STRAUSS SWANEPOEL “WE are losing the battle against the filth. It is out of control. The plastic bags everywhere look like Namaqualand’s daisies.” Kathy Rensburg, who has been residing in the Bethelsdorp village since 1978 is up in arms about the state of the environment in the northern suburbs. “It is truly embarrassing to live here. The open area opposite our cemetery is filled with rubbish and this is where all the buses and cars with funeral goers stop. It is a disgrace and totally undignified for our people to be buried among the rubbish.” Rensburg, who is a retired librarian of 29 years, has arranged many clean-up campaigns by herself, in which she gathered the children in the community to help clean up. “I have to take my hat off to ward council-
lor, Trevor Louw, who had always supported every clean up endeavour and has always been willing to donate black bags and arrange for a truck to pick up the collected garbage. “Other senior citizens and I also regularly go around the Bethelsdorp area with shovels and rakes to keep the area clean. But despite all of these efforts, we are losing the battle. The situation is now out of control,” Rensburg said. She added that her daughter’s wedding is coming up in February and she is dreading the wedding guests from other parts of the country having to see how dirty the area is. Berenice Baartman, also a Bethelsdorp resident, agrees that the area is an embarassment. “I had visitors here during the festive season. One young lady who was here for the first time asked if this is really the PE her parents had told her about. She
could not believe that it’s the same place because it’s so dirty.” In April last year the Nelson Mandela Bay Municipality implemented a weekly refuse collection in all wards in the metro. Before, refuse used to be collected every fortnight in the northern suburbs, but this was changed when the former Executive Mayor Danny Jordaan took office. “The fact that the rubbish gets collected every week has made no difference, because it’s still rubbish and building rubble from two years ago that is lying around. “I can see the municipality is trying, but more needs to be done. I would like the mayor to come on a tour and see for himself what our areas look like. Mr Trollip must see how we have to live in shame. Maybe then it will become a priority,” Rensburg said. She suggested that to alleviate the situation, a rubbish tip needs to be built; and a
hotline to report perpetrators be put in place. “These contractors and such who come here to dump their rubbish, should be fined on the spot. They keep doing it because they are getting away with it.” ) At the time of going to print, Mayoral Spokesperson Sibongile Dimbaza said he was still waiting for feedback from the Waste Management department regarding this issue. Drugs among biggest problems facing PE schools NCEBA DLADLA ONE of the biggest problems facing education in the townships and the Northern Areas is drug abuse. This according to Sector Police Manager Sergeant, Bongani Siyona, who talked to PE Express during the Eastern Cape MEC for Education Mandla Makupula’s visit to Ithembelihle High School on Friday. The MEC’s visit to the school was part of a factfinding mission to the schools that performed badly in the matric exams, as well as to those schools that fared well. Sergeant Siyona, said school children as young as 10 years of age were abusing drugs. “We hold campaigns against the abuse of drugs in schools because the problem is huge,” said Siyona. Dagga and mandrax were the main drugs they found in schools. Siyona said they obtain permission from School Governing Bodies (SGBs) to do searches of learners’ bags. “In the past we used to get illegal weapons like knives, but the biggest problem now is drugs,” said Siyona. Police spokesperson Captain Johan Rheeder confirmed the high prevalence of drug abuse in schools in the Northern Areas. Capt. Rheeder said school children were highly involved as most of them were exposed to
drugs from a very young age, especially in areas like Gelvandale, Bethelsdorp and Helenvale. He said the druglords use schools as a marketplace for drugs such as Tik and mandrax. According to Capt. Rheeder, drug lords use young children to sell drugs and pay them money, which can be between R50 and R100 per day. “They take this money home and it buys bread, but most of it is used on drugs. This becomes a cycle as these children experiment with these drugs and get hooked,” said Rheeder. He said they were trying to fight the scourge through using the services of sector police managers to be “Police Daddies”. They look after schools and engage the leaerners in anti-drug abuse campaigns. Other ways in which they are addressing the problem include motivational talks by former drug-abusers, normal police patrols and searches. Westering High aims to repeat 100% pass feat NCEBA DLADLA SCHOOLS have reopened for the 2017 Academic Year and Westering High School, which boasted a 100% matric pass in 2016 has started operations in earnest. Members of the School Management Team (SMT) led by headmaster Stuart Hayward, the School Governing Body (SGB) and the 2017 prefects held a Cheese and Juice Evening last Tuesday when members of the SGB wanted to mingle and build relationships with especially Grade 8 parents. Asked what he thought was the biggest challenge they faced as matrics this year, Chartered Accounting (CA) aspirant Nicholas Thompson, said, “Our school had a 100% matric pass for the umpteenth time last year. We have to uphold that and ensure that it goes on.” Buhle Ben-mazwi who also wants to study towards a CA at Nelson Mandela Metropolitan University (NMMU) said “Because it is renowned for its Accounting teaching” added that their aim was also to uphold the school’s proud history. In 2017, 25 athletes will be wearing the distinct yellow, black and white at the 10th anniversary edition of the Standard Bank Ironman 70.3 South Africa. The programme has evolved over the years to adopt a policy of inclusivity over performance. Therefore, regardless of an athlete’s sporting background or age, they will be considered to continue on the programme for as long as they show the desire to participate. Many athletes on the programme come from a single-discipline background and have to be taught to swim or cycle from scratch. This is where the programme really benefits athletes as they receive expert coaching and guidance on an individual basis while still being able to train as part of a group. One of the great stories from 2016 was 41 year-old Zolile Mhlahlo, an athlete who did his first sea swim at the 2016 Standard Bank Ironman 70.3 South Africa. He was one of the last athletes to finish the swim in East London but still managed to be one of the top Siyaphambili finishers making up time on the run. He did the same at the Standard Bank 5150 Nelson Mandela Bay where he recorded the fastest run of the day after a big deficit on the swim. “The Siyaphambili Triathlon Participation Programme shows that the sport of triathlon is for everyone regardless of background, age or ability. It is about taking part in something you enjoy with a group of like-minded individuals,” said Michael Flanagan, Communications Specialist for Ironman. “Through the programme we hope to see more stories like Zolile’s starting in East London with the 2017 Standard Bank Ironman 70.3 South Africa.”

Friendly City Marathon to assist Retina SA REPORTER DIE Burger, Rafi’s Appliances and Mattresses, and Builders Warehouse have teamed up and will be raising funds for Retina South Africa on January 22, as part of their marathon’s annual charity drive. The annual Friendly City Marathon will take place from the Fountain Vineyard Church field, behind Builders Warehouse, on January 28. Retina SA creates awareness for thousands of South African children who are losing their vision due to genetic blinding conditions. Generous sponsor, Builders Warehouse, will once again host the “Run 4 Retina” Charity Challenge. “We hope that the Port Elizabeth public will support Retina SA’s fund-raising initiative, as well as the Friendly City Marathon,” said Chris Carthew, general manager of Builders Warehouse. Twelve teams will be taking on the charity challenge on four treadmills sponsored by Viva Gym in
store at Builders Warehouse. Kingfisher FM will be motivating the teams and encouraging shopper support from 10am to 1pm onsite with their mobile music DJ and live radio crossings. Builders Warehouse will be entering their own team to challenge running clubs and corporate teams. Fantastic prizes valued at over R15 000, including outdoor braais, paint and tools, will be sponsored by Builders Warehouse, who together with Rafi’s and Adidas will ensure that all participating runners will be able to win lucky draw prizes valued at over R40 000 at the prize giving after the Friendly City Marathon event. The safe and accessible Friendly City Marathon route, which starts from the Fountain Vineyard Church field behind Builders Warehouse, will appeal to all levels of runners, from the long distance to the fun runner. Pre-race registration will take place at Rafi’s Appliances and Mattresses in Newton Park on Friday evening, January 27, from 5pm to 7pm and the first 450 marathon entrants and first 100 10km entrants will receive free t-shirts. The cost is R120 for the marathon, R50 for the 10km and R30 for 5km fun walk/run. The temporary licence for the marathon and 10km is R30. Marathon runners aged 65 years and older will only pay 50% of race fee, i.e. R60. Victory to hold memorial race for late champion REPORTER VICTORY Raceway will host the Curt Alchin Memorial Race on January 21 in honour of the South African racing champion. Alchin tragically passed away on January 28, 2012, while competing in a V8 American Saloon race. He was a multiple South African champion in oval racing and other facets of racing. Victory Raceway wants to honour his legacy in hosting a memorial race in remembrance of the motorsports legend. The event will take place on January 21 at Victory Raceway in Victoria Drive, Walmer. EP triathlon champs this Saturday MICHAEL ZOETMULDER THE EP Triathlon Championships, hosted by About IT, will take place this Saturday morning at Pollok Beach with three distances being contested: the Youth (300m swim/10km cycle/2.5km run), Sprint (750m swim/20km cycle/5km run) and the Olympic (1500m swim/40km cycle/10km run). Pre-race registration takes place at News Café Boardwalk on Friday between 5pm and 7pm. This meet and greet opportunity will also include some great lucky draw prizes and the last opportunity for late entries. The Youth race is open to participants between the ages of 12 and 15 with the race starting at 7:15am on Saturday morning. The Sprint distance, whilst open to all ages greater than 16 years, will include the EP Junior championships for youngsters 16-19 years of age whilst the Olympic Distance is for all the senior age groups for participants 20 years and over. All interested triathletes are urged to register online soonest through the Zsports Website (www.zsports.co.za) in order to prepare for Saturday.
Cape Town swimmers dominate EC swim series Sunday’s EC Swim Series at Marina Martinique saw what is possibly the fastest 10km time in the history of the Series when Cape Town swimmer Danie Marais touched at the end of the 10km marathon race in a time of 1hr 53min and 51secs. Marais, a national swimmer, was followed home by fellow Western Province swimmers Dylan Wright (2:05.49) and Andrew Ritchie (2:06:02). Securing the clean sweep in the 10km swim for the Cape Town clubs were their ladies with Rebecca Meder (2:06:04) winning the ladies’ race from older sister Abigail Meder (2:10:09) and Carli Antonopoulos (2:11:03). With time running out for swimmers to ob-
tain their SA qualifying times to attend the SA Nationals which will be taking place at North End Lake in Port Elizabeth at the beginning of March, over 100 swimmers from around the country attended the 4th round of the EC Swim on Sunday morning. The 5km Swim was won by top PE open water swimmer, Ian Venter, in a time of 1hr 1minute. PE’s Kirsten Marriott took the ladies’ 5km race in 1hr 3min. Local swimmer Stanford Slabbert was the winner in the 5km disabled category in 1hr 36min. The next and final round of the EC swim for this season will be the Nelson Mandela Bay Aquatics Championships on Saturday, February 4 and 5.
