and the Human Settlements Department they now agree that the development would be beneficial to both the area and the university. Wylde, now a DA ward 1 councillor, who led the petition against the proposed development, said they had now seen the positive implications of having such a development.

NMMU Deputy Director of Communication, Debbie Derry, confirmed that the Municipality approved an application from NMMU for the development of part of the land it owns in Second Avenue, next to the Boardwalk.

Tax Ombud to deal with SARS complaints BETTIE GILIOMEE WHILE just the mention of the name SARS may strike fear in many people, taxpayers will be relieved to know that there is an Ombud to resolve disputes with the taxman. The Office of the Tax Ombud has recently released its first annual report, which also coincides with the first anniversary of the institution. The report covers the work done in the six months (October 2013 to 31March 2014) since the appointment of the Tax Ombud, retired Judge Bernard Ngoepe. The CEO of the Tax Ombud Advocate Eric Mkhawane, visited Port Elizabeth to share information with local tax practitioners on the role of the Tax Ombud and how to follow process on complaining about SARS. According to Adv. Mkhawane, it is important for taxpayers to note that the Ombud is not a part of SARS, but acts independently and reports to the Minister of Finance, Nhlanhla Musa Nene. “We are not an extension of SARS. It is our mandate to review and address taxpayers’complaints about the service they receive from SARS, as well as procedural or adminis-

trative issues relating to their dealings with SARS,” said Adv. Mkhawane. One can approach the office of the Tax Ombud if one has tried to resolve a service, administrative or procedural complaint directly with SARS, at the branch where the case was dealt with or through the SARS Contact Centre or the SARS Service Monitoring Office and allowed reasonable time for resolution of the complaint. If it was not resolved successfully the complaint can be escalated to the Office of the Tax Ombud. Adv. Mkhawane, who was a regional manager of SARS in Port Elizabeth for over 2 years, also was a practising advocate before taking on the CEO position. According to him, the number and nature of complaints received and resolved during the first year confirm that South Africa’s tax system indeed owed taxpayers this additional avenue for dispute resolution, which is proving to be important in contributing to the improvement of a fair tax system. The Office has thus far worked with individual taxpayers, tax representatives, business institutions and other types of taxpayers. According to Adv. Mkhawane, the majori-

ty of complaints received were from private individuals. In the first six months, a total of 156 complaints were received by the Ombud. Out of those 61 could have been immediately dealt with. A total of 64 had to be referred to SARS as the dispute has to be first taken up with SARS and is only to be escalated to the Ombud if the dispute is not resolved. Another 31 arose out of complaints before the mandated period of the Ombud, i.e. before 1 October 2012, but according to Adv. REPORTER THE PE gang task team will be working more vigorously this festive season to ensure that streets in the Northern Suburbs remain protected against gangs, the Police announced recently. PE gang task team spokesperson, Warrant Officer Alwin Labans, said they know precisely what they are looking for as a busy holiday season begins. “The task team has already arrested countless suspects in gang-related activities in the Northern Areas. We are ready to deal with the criminal behaviour expected this December,” said Labans. Mount Road Cluster Commander, Major General Dawie Rabie, also commended the work done by the the PE gang task team after the Regional Courts sentenced 19-year-old Leswin Felix, a well known gang leader, to 14 years’ imprisonment for the attempted murder of a 23-year-old man from Gelvandale.

The Port Elizabeth Regional Court sentenced Felix on one count of attempted murder, two counts of possession of an illegal firearm and three counts of possession of ammunition. “In light of the fact that gangsterism is very prevalent lately, this success is huge and will go far in addressing this scourge of gangsterism,” said Rabie. Gang activity remains persistent, however, as a 44-year-old man was murdered in a gang-related incident in Gelvandale last weekend. Labans said they are on the hunt for the two suspects who allegedly entered the victim’s house, pulled out a firearm and fired 6 shots. Labans said their main concern was that of repeat offenders who are arrested and are out on bail to conduct more criminal behaviour. “This is something we have been struggling with for some time now but we are working hard to try to ensure that these gangsters remain under lock and key,” he said.

Mayor says budget must be found for Metro police service implementation METRO MINUTES THE necessary budget must be “made available for the implementation of the Metro Policy Service,” Mayor Ben Fihla says in a report to Council which meets tomorrow (Thursday). No indication of the funding required, both in terms of start-up and operational costs, is contained in the report, which is headed “Progress Report on the Implementation of the Nelson Mandela Bay Metropolitan Police Service”. Chief Operating Officer Mzwake Clay told the

Budget and Treasury Committee earlier this year that there was no funding for the metro police in the 2014/15 Budget. He pointed out that as a result, no costs could be incurred “as no budget exists for the additional costs,” adding that the matter would be dealt with when the Adjustments Budget was presented to Council. Clay said the only way in which the metro police could be funded otherwise, was if savings were identified in the Safety and Security Budget. In his report to Council, the Mayor also recommends that Executive Director: Corporate

Services Mod Ndoyana “issue a letter authorising the Chief of the Metro Police Pinkie Mathabathe to assume command and control of the Traffic and Licensing and Security Services”. In addition, the mayor recommends that Safety and Security Executive Director Shane Brown consults Ndoyana “in respect of lines of reporting for the Director: Traffic Services and Acting Director: Security Services as per the Metro Police Structure”. Further, the Mayor has resolved that Ndoyana should “avail dedicated personnel to finalise

the amalgamation process” of the various parts of the Safety and Security Directorate such as the Traffic and Licensing and Security Services. Divisions. This will involve job evaluation, structure, placement and job descriptions for the municipal police before the formal launch takes place. In addition, the Mayor says Ndoyana must also convene a workshop for the trade unions “in order to deal with labour-related issues”. This follows the political workshop that was held in June this year.

Happy Valley ready for visitors this festive season THE newly-refurbished Happy Valley beach front which has had a very proud tradition as a family holiday attraction, will be much safer for residents this festive season. This according to DA Ward 2 councillor, Dean Biddulph, who said the beach office has employed two permanent security guards to patrol and secure the area. “The challenges long-term will be how to ensure that safety is improved and how to prevent further theft and vandalism. My plan is to lobby for funding to allow for the erection of a perimeter electrified game type fence which will go a long way toward achieving this objective in deterring this behaviour,” Biddulph said. He added that the refurbishment covers largely replacement of infrastructure and cabling which had been stolen or vandalised over the past few years and which severely

tarnished the reputation of Happy Valley as a nostalgic tourism attraction. Biddulph said the work at Happy Valley was near completion with many of the coloured spotlights, light boxes, supply, switching boxes and cables already replaced. As part of his plans in the area, Biddulph said his long term vision for the Blue Flag beach was to develop more commercial elements to create another node at Humewood Beach. “Historically, before the Hobie Pier was built, Humewood beach was traditionally our premier beach. We want to regenerate interest by developing the right kind of attractions around the beach and valley. We want to create a desirable beach-going venue again which will also help relieve some of the crowd pressure on the Hobie Beach node.”

Three generations of women teach men a potjiekos lesson BETTIE GILIOMEE THREE generations of ladies, armed with their Huisgenoot Potjiekos recipe books, beat eight other teams, consisting mainly of men, in a potjiekos cook off held recently at Kemsley Park, in aid of the EP Children’s Home. Money and donations raised, as well as the food cooked during the event, were handed over to the Home. According to one of the ladies’ team members, Kim Putter, she and her mother, Cindy Putter, and grandmother Mabel Nicholls, decided to enter to give their male family members a run for their money, or in this case – pots and wooden spoons. Competing against them were dad Anthony Putter, uncle Morne Nicholls, cousins Basil de Lange and Robin Wait and friends Dick Brown and Morne du Preez. Contestants had five hours to cook their potjies using only fresh ingredients. They were not only judged on the taste and texture

of their food, but also on their presentation, team spirit and hospitality to the judges, as well as a side dish. The winning recipe was a Creamy Chicken Potjie, served with Bacon and Cheese bread and a Banana Boat treat for dessert – all recipes from the “Huisgenoot Potjiekos” and “Huisgenoot: Die 100 Beste Potjieskos-resepte” recipe books. The sauce that turned the Creamy Chicken potjie into a winning dish included apricot jam, Worcester sauce, a packet of Oxtail soup, a packet of thick white onion soup and cream. For the Bacon and Cheese bread recipe, bacon pieces and feta cheese were spread over shop-bought dough, which was then rolled up and cut into rings of 10cm. Cream was poured over the dough before it was baked in a black pot. Bananas stuffed with diced marshmallows, sprinkled with Flake chocolate and baked in foil over the coals were the proverbial cherry on the cake for the team’s winning entry.

Feather Market Organ Society presents annual Christmas concert REPORTER THE Feather Market Organ Society will present its annual Christmas concert in the Feather Market Centre on Wednesday, December 10, at 1pm. This is an opportunity for all local music lovers and holiday visitors to enjoy a varied selection of beautiful Christmas music. The grand organ will be played by organists Devandré Boonzaaier, Johan van Eck, Liesel Murphy and Romano Jonathan. The soprano and guitar duo, Jill and Howard Nock, will perform great favourites such as Joy to the World, and Gounod’s O Divine Redeemer. Port Elizabeth businessman Jaco Rademeyer will play the flute, together with or-

ganist Louis Potgieter and violinist Marliza Taylor in Pachelbel’s Canon and also in A Tapestry of Carols. The well-known Arbitrio and Despatch Male Voice Choirs will join forces and with soprano Iloreez Meyer and they will sing lovely music such as Silent Night, African Glory, and The Holy City. The Moravian Choir, directed by Jonathan Lawack and accompanied by Antonio Lawack, will again render their usual sincere performances of music for Christmas. Admission is R40. Cock, who was born in Port Elizabeth and educated at Woodridge Preparatory School, pursued his musical studies at the Cape Town College of Music, where he graduated in 1971. Local artists win national ImpACT awards REPORTER LOCAL artists Nomfundo Xaluva and Thabo Makhetha have been announced by the Arts & Culture Trust as winners of the prestige ImpACT awards in their respective categories. Nomfundo received the awart for music and singing while Thabo was the winner of the design category. ImpACT Awards are given annually to honour young artists that have reached a notable level in their careers in the categories of Theatre, Visual Art, Design and Music and Singing. This is the fourth year, ACT and Distell Foundation awarded four young professionals or groups who have made an impact during the first five years of their careers. Xaluvao, who was born and raised in Port Elizabeth, was introduced to classical piano at the Victoria Girls Primary Boarding School in Grahamstown, when she was 12. In her final year at high school Xaluva was determined to study jazz and enrolled for a B.Mus in Jazz Stud-

ies at the University of Cape Town (UCT) in 2003. In that same year she joined the National Youth Choir, where she made her solo debut in 2009. She then completed her Master’s Degree in Jazz Studies from UCT, where she graduated with Distinction. Xaluva recorded her first album “Kusile” in 2011. She has shared a stage with jazz legends to the likes of Sibongile Khumalo. In August 2014, Xaluva headlined her own concert at the Port Elizabeth Opera House as part of the inaugural Nelson Mandela Bay Concert Series. Thabo Makhetha-Kwinana said winning the ImpACT Award for Design is a wonderful honour for her and her team. “This award is an endorsement of our vision to create fashion garments that make women feel beautiful, sophisticated and African,” she said. Lesotho-born Thabo Makhetha-Kwinana started her own business in 2009 after graduating from the Nelson Mandela Metropolitan University with a National Diploma in Fashion Design. She was named as one of House and Leisure Magazine’s 2013 Rising Stars. The Thabo Makhetha brand has showcased designs locally in various PE fashion shows, and nationally the unique designs were showed at the Design Indaba in Cape Town in 2013. Makhetha-Kwinana was selected as a semi-finalist for the SA Fashion Week Renault New Talent Search. Her label was recently invited to showcase the Spring/Summer 2015 collection in Canada, at the Vancouver Fashion Week. Candles for Sakhumzi to ignite his career

Local woman publishes book REPORTER PORT Elizabeth local Lee-Ann Baines recently published a fiction book called Over the Rainbow. The book is about a love story based on a friendship between a young girl and six young men she meets when getting off a bus in Grahamstown, en route from Durban to Cape Town. The story of how their friendship develops is told throughout the novel. “It would appeal more to those romantic at heart – more in their late twenties to late forties, but not to those faint-hearted as there is a lot of swearing and scenes of violence and sex. So it is definitely rated 18 +

SVL,” said Baines. Lee-Ann works as a Travel consultant and writes in her spare time and often refers to herself as a ‘Plain Jane’. “Apart from writing this book there is not much to tell. I am married with two sons aged 12 and 7,” said Baines. Lee-Ann is originally from Grahamstown where she grew up and studied. In 1998 she relocated to Port Elizabeth and has been living here ever since. Lee-Ann Baines gives readers a sneak peak into her novel Over the Rainbow; “Running from a tortured past, Sadie Daniels mistakenly steps off a bus in Grahamstown at 2 o’clock in the morning, not knowing that the six young men she was about to meet would change her life, and make her happy again. Not knowing that she would bring happiness and meaning to their lives as well, fill the voids in their souls left by loved ones they’d lost and improve their circumstances. Not knowing she would fall in love with one of them...”

BETTIE GILIOMEE A YOUNG man from Joe Slovo who managed to overcome many obstacles to study psychology so that he could one day also help people, is the second recipient of the Nelson Mandela Metropolitan University (NMMU) Trust’s Bursary Legacy campaign. The trust last week officially announced Sakhumzi Dukwe (19), who has just completed his first year in BA Psychology, as the recipient. The first recipient was Siviwe Mbele who has also just completed her first year at NMMU in BSc Information Systems. The bursary of R25 000 was thanks to 50 people who each contributed R500 to the campaign with the slogan “Light a Candle, Ignite a Career”. Mbele describes his mom, Sindiswa, as his biggest inspiration. She had to raise him and his sister on her own after his father passed away when he was six years old. He had already excelled at primary school attending the Joe Slovo Primary School where in grade 7 he received a bursary from the African Scholarship Fund to attend the S.E.K. Mqhayi Senior Secondary School from which he matriculated last year. “My mom is my biggest motivation. She has sacrificed a lot to give me a good education. Her example motivates me to only do my best,” said Sakhumzi. According to Sakhumzi, at school a lot of emphasis was placed on studying towards a career in engineering, but that was not where his interest lies. “My passion is people. I want to get an in-depth knowledge of people so that I can help them to empower themselves – to give them the resources to help themselves. My other passion is business and I hope to combine these two passions in my career one day. The first recipient, Siviwe, said the bursary not only empowered her, but that her story has given hope to fellow students too. She recently received an email from a student who

lost both his parents. He said he could easily have fallen into using drugs and a bad lifestyle but her story motivated and inspired him to concentrate on his studies and pursue his tertiary education. Renita Affat, CEO of the NMMU Trust, said they hoped to award these bursaries to 8 more students. According to Affat any corporation, business, group, club or individual can light a candle at a cost of R500 to contribute to the bursary. “This is not a traditional type of bursary. It goes beyond just donating. It is a unique programme with interactive social media platforms allowing those who donated to have direct contact and interaction with the recipient, follow his or her progress and give input to help shape his or her career,” said Affat. Ertiga puts LUV into motoring WHEN my children were babies it was all about having a vehicle with a big boot for all those can’t-function-without accessories and equipment that come with a new addition to the family. Enter the teenage years and I soon realised that a big boot was no longer the ultimate need unless you can fit two teenagers into it. A social schedule that makes parents rather want to stay home than socialise themselves has necessitated lift clubs for all those weekend “kuiers” of our teenagers and to ease the pressure on the parents, these lift clubs almost always involve having to drive more than four teenagers around - in one trip. The solution is a seven-seater car and this past year has seen quite a few of these versatile vehicles enter the market. One of them is the new Suzuki Ertiga. The name means three-row family car in Indonesian with “er” meaning row and “tiga” meaning three. More importantly is that Suzuki calls the Ertiga a compact life utility vehicle (LUV) that links the ride and manoeuvrability of a compact car to the space, versatility and practicality of an MPV. It is based on the same (extended) platform as the highly regarded Swift compact hatchback. MPV’s or people carriers are rarely regarded as cool - by any generation. But the fact that the Ertiga looks more of a small car than an MPV definitely counts in its favour. The designers at Suzuki has managed to create a seven-seater that would not lead to your teenager wanting to be dropped off a block away from his or her destination.

And the bonus - owning and driving this car will not cost you an arm and a leg with it retailing between R159 900 and R207 900 and fuel consumption given as 6.6 litres per 100km on average. Interior The Ertiga looks deceptively compact from the outside as this LUV’s front-engined, frontwheel-drive layout allows a surprisingly generous interior. Adding to the roomy feel is the high ceiling and light beige interior (which is not my favourite colour for a mom’s taxi though). Seating in the front two rows is spacious and comfortable while the third row is definitely a bit less spacious and more suitable for children than adults on long distance trips. The three seating rows can be varied and configured for different needs. With all three seating rows in position, the luggage compartment offers 135 litres of loading space. With the third row folded down it will give you the conventional two seating rows and a generous luggage compartment with a capacity of 482 litre. Both the second and third seating rows can also be folded down to create a big cargo area with a capacity of 736 litres. A key trait is the flat loading floor, created by folding the seating rows flat, which eases loading of long items, and the fact that the second row seat bench is split 60:40, allowing an even more versatile combination of seating and cargo space.

This team could’ve signed any of a number of up-and-coming drivers. Claire Williams emphasises that Wolff “continues to im-

This year Sainz became the youngest ever winner of the World Series by Renault 3.5 Championship. With 17-year-old Max Verstappen already signed up the Faenza based team will line-up with the youngest driver pairing on the grid. There are those who might say that they are entirely too young and hopelessly green. To be immersed in a wheel-to-wheel fight in the thick of a Grand Prix is on completely different sphere than racking up some testing mileage. Here the pressure is constant and unyielding. Night Surfing Classic returns to Pollok beach The Pipe is a great location for this competition as it forms an amphitheatre when the sun goes down and the lights are switched on. In so many ways it’s become a classic contest, and although Surfing South Africa and Sport and Recreation South Africa is not funding the night surfing this year, Sunset Surf Club is confident the event will take place. However, The club appeal to businesses and individuals to assist to help make this event possible and have sponsorship opportunities available. Sunset Surf Club welcomes surfers of all skill levels, pro, amateur and novice in all age groups (groms, juniors, ladies and legends), to enter the contest, the only one of its kind in the country

SURFERS of all ages will compete in shortboard, longboard and bodyboard heats when the 7th edition of the Sunset Surf Club Night Surfing Classic returns to the Pipe, Pollok Beach, Summerstrand. When the sun sets on Pollok Beach on Friday, December 5, and Saturday, December 6, a group of enthusiastic surfers will be suiting up and diving into the dark, moonlit waves. They will continue to battle it out through the waves during dusk and into the night under the glow of special flood lights on the beach, finishing at just after midnight on the Friday night and at 10.30pm on Saturday night after which the awards ceremony will be held.

Night skate contest at King’s Beach Young kids have started skating, older skaters have found themselves back on the skateboard after many years of absence, the skateboarding culture has been revived and the skill levels are continually on the rise. The contest will kickoff at 8pm on Friday,

THE inaugural King’s Beach Skateboarding Night Skate Contest will be staged at the Pipe, Pollok Beach on December 5 and 6. The event will include a Junior (u16) and Senior (Open) division in a Street Line and The Element Mini Ramp contest, showcasing Nelson Mandela Bay’s best skaters. Skateboarding is a rapidly growing sport worldwide and Port Elizabeth is no exception. With the revamp of the King’s Beach area and addition of a new skate park, PE’s skateboarding fraternity has grown phenomenally over the past year.

Algoa Rally Club challenge set for action this weekend REPORTER

THE Uitenhage and Despatch countryside will be lit up on December 5 with rally car spot lights, service and official vehicles taking part in the Heinesport Aloe Rally final round of the Algoa Rally Club 50k challenge. Rally vehicles will start from Rangers Outdoors from 5.30pm with documentation. The first stage is at Jachtvlakte where about 22 rally cars will take to the gravel from 8.30pm then follow on to Skiet Innibos and Motherwell stages off the Daniel Pienaar Motherwell road. The first four stages will be run at night, finishing after midnight, and resume on Saturday morning, December 6, repeating the previous stages. It is expected to finish at 1.30pm at Rangers Outdoors. After racing on 90 km of special gravel stages, driver and navigator compatibility is put to the ultimate test on uneven gravel roads, particularly at night, where the drivers take instructions from the navigators and drive accordingly, to maintain the balance of speed, consistency and vehicle control. The winner of the championship who will be crowned at the end of the rally, is awarded
