HEATHERBANK: NEW HOUSING DEVELOPMENT

Hills to make way for houses ZELDRÉ SWANEPOEL

T

HE rolling green hills in Heatherbank neighbouring Lorraine, may soon make way for a sprawling new housing development which will place a heavy strain on Lorraine’s already dilapidated infrastructure. A public participation meeting is scheduled for tomorrow to discuss the concerns regarding the issue. Human Settlements Standing Committee Chairman, Buyisile Mkavu, said that the Municipality’s Land Planning and Management Sub-Directorate is in the process of undertaking a Heatherbank Precinct Plan study. “The Precinct Plan was necessitated by land use applications submitted to Council from within the study area. Heatherbank is a lowdensity area within the urban edge and is characterised by smallholdings. It was impor-

tant to holistically investigate aspects such as the transportation network, service availability, required social facilities and suitable densities within the study area,” he added. According to Ward 8 DA councillor, Gustav Rautenbach, the proposed development will be taking place within the bounds of Ward 1, but the development will heavily affect the residents in the Ward 8 (Lorraine) area. “I am not opposed to development, because development must take place as the population grows and the need for housing increases. However, how can we allow such a beautiful, green hill within an urban area to be destroyed forever?” asked Rautenbach. The proposed housing development’s first phase will include a proposed number of 990 units, and the development will be divided into single residential; medium density residential; group housing; and high density residential zones. “Residents of Lorraine and surrounds must

be aware that this new development will have a serious effect on the suburb’s sewerage, stormwater system, traffic flow, water pressure in taps and electricity supply. The small forest animals will also no doubt be forced to flee from their natural habitat.” Rautenbach added that the current infrastructure in Lorraine is outdated and a previous assessment had revealed that it could cost up to R1.2 billion to upgrade the metro’s infrastructure. He also claimed that very little maintenance takes place. Rautenbach also pointed out that there is only one school in the vicinity - the Lorraine Primary School - which already accommodates more than 1000 learners. Further, there are no sport and relaxation facilities, no clinic and no library in Lorraine. “I urge residents to attend the public participation meeting so we can address all their fears and concerns. It is of utmost importance that we stand together on this. Little by little

mankind is destroying the environment. We can’t just sit by and watch.” The Nelson Mandela Bay Municipality’s Land Planning and Management Sub-directorate will be hosting the public meeting at the German Club, tomorrow, April 11, at 6:30 pm to all interested and affected parties. A working draft document of the key components of the draft Heatherbank Precinct Plan is now available for public input and comment. This document can be inspected at the municipal libraries (Main, Walmer, Linton Grange and Newton Park Libraries), Customer Care Centres (Walmer and Central) and the Land Planning and Management Sub-Directorate, third floor, Lillian Diedricks Building.
