Ward councillors fear for their lives

HE murder of municipal councillor Buyisile Mkavu, has highlighted the fact that many municipal ward councillors are working and living under a dark cloud of fear as many of them have been intimidated and attacked during their time in office. Mkavu was gunned down in his car in KwaNobuhle on Saturday, August 2. The Her ald reported on Monday that a suspect (29) was arrested on Saturday. According to the report the arrest came amid mounting speculation in ANC circles that Mkavu was slain to stop
him from uncovering massive corruption in the city’s human settlements department, which he headed. Many Municipal councillors say at one time or another they had been intimidated or attacked by angry and “misguided” citizens with some councillors saying they are living in fear for their lives. Democratic Alliance Ward 32 Councillor, Sandra Phillis, said that there were allegations that she was on a hitlist on her life and has needed protection for her life and that of her staff since she began her time in office. Phillis said on three occasions in 2011 her satellite office in Missionvale, which was built in order for her to make frequent visits
to the area to assist the people of Missionvale, was contaminated with human feaces. This also happened twice this year just after the national elections. “I do not feel safe in that office as I do not know what might happen if my staff and I continue to operate from that office. It might just stir those who wish us to stay away to more drastic ways of getting rid of us,” she said. DA Councillor Dean Biddulph, who has also experienced intimidation, said anger directed at public officials falls into a number of categories. “Firstly there are genuinely angry communities with legitimate complaints regarding the slow pace of service delivery. The second category of anger is more calculated
and carries with it a strong criminal element which infiltrates a genuine protest action to gain personal advantage via looting, etc. “The final, and possibly the most sinister, is the use of intimidation and violence to prevent the uncovering of corrupt and illegal activities. This is the most dangerous kind because when one considers the amounts of money that may be involved, this is the kind of money that people are killed for.” Biddulph said the murder of Mkavu placed into sharp focus the potential dangers of their line of work, particularly those who exercise the most vigorous public oversight.

THE Nelson Mandela Bay municipal council is set to adopt a Local Spatial Development Framework (LSDF) for the Cape Road and Newton Park area which will result in the business zoning of more properties to the south of Cape Road.
“When we vocally and publicly challenge or expose potentially corrupt activities, the complexion of oversight moves into a dangerous terrain especially when there are many millions of rand at stake,” he said. Biddulph said his experience with intimidation occurred a few months ago as a result of having launched the “Save Our Metro” campaign which tackled a number of contentious issues at the time, including calling for the return of the City Manager who had fled the city as a result of intimidation and reported political interference, the release of the Pikoli report and investigation into IPTS irregularities. “Whilst I was at a meeting, a stranger arrived at the gate at my home in an unmarked car without number plates enquiring after me. He did not introduce himself and when my wife informed him that I was not home, he said he knew and that she should tell me that the petition was not a good idea. His behaviour was extremely unsettling for my poor wife,’ he said. “Having to live with constant security after the threat at my own home and having to be followed by security to your children’s school, is cold comfort and the fear is very real, particularly when you don’t know from where or why the threats have been made,” said Biddulph. Ward 31 Councillor, Penny Naidoo, said the reasons for many councillors being threatend are that residents are not aware of the role of council especially when dealing with housing projects. “What I have realised is that many of the residents who have tried to intimidate me thought I was solely in charge of housing. There needs to be education on what exactly councillors do in government. We are there to represent the people in our wards and speak for their needs. What people need to know is that we are not in charge of government administration; this is not part of our mandate. Unfortunately people think the buck stops with us,” said Naidoo. Naidoo said she had been a victim of intimidation for several years now and just lately she said she had been receiving annonymous threatening phone calls from disgruntled residents who had also broken into her container office and allegedly practised black magic against her. PE Express spoke to three other ANC Councillors who refused to comment for fear for their lives.

According to metro DA leader and ward 6 councillor, Retief Odendaal, this specific LSDF dictates how Newton Park and surrounding areas will develop over the next few years. Although Newton Park north of Cape Road has become a business node, Newton Park south of Cape Road is still mainly residential in character. The excellent location of Newton Park has made both residential and business properties in this area very sought after. “Over the last number of years, Council has seen a substantial increase in the occurrence of illegal businesses being run south of Cape
Road. While a number of residents were running businesses from home in terms of Council’s Work from Home regulations, others were operating illegally. “I would like to urge residents and business owners alike to take heed of the provisions of the LSDF and to adhere to the permissible use for their properties.” A recent blitz by investors to snap up residential properties in Newton Park, will probably subside after business rights are ratified by Council tomorrow. According to Jaco Rademeyer of Jaco Rademeyer Estates (JRE) in the Bay, the market had been stimulated running up to the ratification of the new zoning allocation. “Buyers were keen to buy at residential prices, with the knowledge that buziness zoning was pending.” When properties are rezoned to allow for business, prices usually sky rocket in a scurry to secure this sought after commodity. Marine Drive manholes being rectified REPORTER DEMOCRATIC Alliance Ward 2 Councillor, Dean Biddulph, said concerns raised and previously reported problems regarding unevenness and the depth of manholes and service access points in certain of the resurfaced areas along Marine Drive are being rectified. Biddulph said the matter was brought to the attention of the Metro Roads Department who committed to checking uneven areas with a rolling straight edge brought
in from Johannesburg to establish whether acceptable tolerances have been exceeded. “Any areas found to be outside of the prescribed specification have been brought to the attention of the contractor to rectify and to raise the existing manhole and service access points to the same level as the road surface. “I am pleased to confirm that these areas are now receiving attention, including the lifting of covers that are too low. It is hoped that this work will be completed over the course of the next few weeks,”
said Biddulph. Biddulph said, “I would once again like to express my appreciation to the members of the public who raised their concerns, as well as to the metro officials in the department for their pro-active stance in dealing with this issue.”

Blue Ribbon’s world record attempt feeds many hungry tummies REPORTER BLUE Ribbon Bread attempted to break a world record for making the most sandwiches in one hour at its Walmer bakery in Port Elizabeth on Women’s Day, August 9. Although they did not get near to the record they were still able to fill a lot of empty tummies, and a large donation was made to Missionvale Care Centre. A total of 566 sandwiches were made in the hour and a total of 1828 sandwiches during the
course of the morning. A total of 914 sandwiches were donated to Missionvale Care Centre on Saturday, along with 616 loaves of Blue Ribbon Classic White bread, 60 tubs of Marvello, 41 tins of jam and 2086 juices that were left over from the event. A total of 2016 packets of Manhattan sweets were also given out on the day. Premier launched Blue Ribbon Bread in the Eastern Cape last week Monday having invested in excess of R10 million into the area through a capital upgrade and the launch of Blue Ribbon.

Animals abandoned due to economy LASHEIGH LUCAS THE Animal Anti-Cruelty League is experiencing an increase in the number of pets dumped in veld areas with some living in or around public toilets in dreadful conditions around the Eastern Cape. “Some families have surrendered their animals, saying that they cannot afford them anymore,” said Linda-Louise Swain from Animal Anti-Cruelty League (AACL) in Port Elizabeth. The cost of animal food has escalated in the past year and sterilisation through private vets has become expensive – something the average earner can no longer afford. “A caring owner who surrendered a few of her own puppies asked if she could keep one puppy and mentioned that four puppies were too expensive,” said Swain. The AACL is currently dealing with a large number of animals from the Northern suburbs in Port Elizabeth. “Some of the puppies are in a bad state when we find them. A number of animals had Parvo and other diseases and had to be put out,” said Swain. “We sterilise at our clinic every day and our waiting list continues to grow,” she added. Healthy puppies are looked after by foster mothers. “We do not have animal shelters yet but we do go out on a daily basis to dip, treat, collect and sterilise,” said Swain. Bay Wealth Management, a Stonehouse capital partner, recently donated an annual R15 000 to sponsor a spayathon for the AACL. This year the community of Alicedale received the donation. Sixty animals were sterilised and one enucleation performed on an motor vehicle victim during the course of the two days. Approximately 100 animals were dipped, while 251 food packs, blankets, collars, leads, Rabies shots, vitamin boosters, de-wormers and bottles of pre-mixed dip were administered and distributed. “We are in desperate need of companies like Bay Wealth Management to assist with donations,” said Swain. .Any companies willing to sponsor a spayathon to make a difference to those who cannot speak for themselves, can contact Linda-Louise Swain on hinoon@netactive.co.za.

Harley Davidson Bookclub gets new clubhouse REPORTER LOCAL Harley Davidson Bookclub, which has been in operation for 8 years now, have moved to their first club house at the old SA Brewery building near Fat Cats Catering. The Harley Davidson Bookclub Port Elizabeth was founded in June 2008 by a group of Harley enthusiasts who used to meet once a week in a garage. Member Le Roi van Niekerk said, “Most of the time was spent reading up on custom bikes and the Harley life-style in various magazines. “One evening a friend walked in and stated ‘you guys look like a book club’. In short, that was all that was required to design our club badges and form a social motorcycle

‘Mumford Revolution’ returns to Port Elizabeth REPORTER THE waiting is over and the revolution is coming with the return of the Centrestage hit show ‘The Mumford Revolution’ for its main run, commencing at Old Grey on Thursday, August 14. Centrestage in association with AlgoaFM said the ultimate feel good banjo, fiddle and double bass led, blue-grass influenced rock show not only features the music of folk, country and bluegrass inspired by Mumford and Sons (who single-handedly created a new trend in music by combining elements of the old and new), but also places the spotlight on current chart-topping hits from artists who have been inspired by this uplifting new music craze. Centrestage has enlisted fast fingering banjo
player extraordinaire, Colin Lyall, to recreate the banjo sound whose resurgence has become so popular of late, whilst Kevin Mattheus will be responsible for the up-front kick drum sound which accompanies Andrew Warneke on double bass to complete the fifties styled combo lineup. The Mumford Revolution also takes a look at the roots of this new sound by including a homage to the American country bluegrass origins made famous by the likes of the Charlie Daniels Band. Fiddle player, Nicholas Fidler, himself another uber-talented musician and music teacher, rocks the fiddle on songs such as “The Devil Went Down to Georgia”, whilst “Dueling Banjos” also makes its obligatory appearance in the diverse line-up of material covered. “The reaction to this show was out of the park,” said show creator Gary Hemmings. “Our initial four day run which we staged earlier this year in May was sold out within days of announcing it, a week before we even opened. The vibe at the show really was extraordinary, with audience’s young and old going crazy and getting into the music like never before,” said Hemmings.
Longtime Mumford fan Aston Wylie is particularly excited to be involved in this project as the Mumford sound played an influential role in the development of his own vocal, keyboards and guitar style. Long-time bluegrass fan and ace guitarist Hugo Kleinhans, himself also a banjo player, follows up his acclaimed performance in the recent Centrestage Johnny Cash tribute with an enthusiastic turn in the Mumford show. PE’s stand-out vocalist, Wayne Kallis, fronts the show and acts as musical director once again. Aside from the Mumford hits, artists such as The Lumineers, Phillip Phillips and Matthew Mole all get a showing and are bound to get you off your seat. Songs such as James Blunt’s “Bonfire Heart”, One Direction’s “Story of my Life”, Daughtry’s “Long live rock and roll”, One Republic’s “Counting Stars”, American Author’s “Best Day of My Life” and Avicci’s “Hey Brother” and “Wake Me Up” all make it into the show by virtue of their driving kick-drum sound. A selection of popular Mumford and Sons songs such as “Babel”, “I Will Wait”, “Little Lion
Man” and The Cave are also featured. The Centrestage Mumford Revolution performances takes place at Old Grey on 14 and 16 August and at the Boardwalk Amphitheatre on 26, 29 and 30 August. One week left to nominate Senior Citizen of the Year LASHEIGH LUCAS THERE is only one week left to nominate senior citizens who make a difference in their community, for the prestige BLG Logistics Senior Citizen of the Year Awards. Nominations close next week on Thursday, August 21 and an entry form is published in this week’s PE Express below this article. The Award is predominately run by the Golden Oldies Fund raising club and is a prestigious event; one which recognises the time and effort volunteered by senior citizens, making a positive contribution to the community. It is a programme rewarding senior citizens through a nomination programme, which is assessed by a local selection committee and judging panel. The award aims to promote the concept of active ageing which is all about creating and maintaining a great quality life for individuals and groups as they age. “For someone who excelled in a sport in their heyday, becoming a mentor or coach to the younger generation can be very rewarding. Today so many youngsters lead sedentary, unhealthy lifestyles. Seeing an active senior citizen leading the way could inspire children and their parents to get active themselves,” said accountant at BLG Logistics South Africa Juanita Krauspe. “Being nominated for the Senior Citizens of the year Awards is
a great honour,” she added. “This is your opportunity to recognise and reward someone who makes you proud to be a South African. We will be seeking nominations for worthy elderly candidates who are still actively involved in their communities, businesses, entertainment or sport,” said Krauspe. Nominees must be 70 years or older and still be active in their respective communities and activities. “These are senior citizens who make a difference in the lives of others and who go above and beyond in all spheres in their communities,” said Kraupse. Walmer Park Baby finalists announced ENTRIES to the Walmer Park Baby of the Year competition 2014 have officially closed and our 30 finalists have been chosen. This year we boasted a total number of 780 entries from in and around Nelson Mandela Bay! The photographic judging took place at Walmer Park Shopping Centre on Monday August 11 2014 at 3pm. The 6 judges had the unenviable task of choosing 90 semi-finalists from 780 entries. Once the 90 semi-finalists were chosen from their photos, they were narrowed down to 10 finalists in each age category, forming the 30 finalists in the Walmer Park Baby of the Year competition for 2014. The 30 finalists will be notified telephonically today. These finalists now go on to attend a personal interview session with our panel of judges on Thursday August 14. During the interview ses-
sion the finalists and parents meet with the judges for a brief interview that determines who our top winners in each category will be. Our judges for 2014 are: Leonie Scheepers Leonie is the Portfolio Manager for Walmer Park Shopping Centre, owned by Growthpoint. She is no stranger to this competition, having established it more than 20 years ago. Debbie Louw Debbie is a very well known, professional photographer who has been photographing babies and their families in Nelson Mandela Bay for many years. She has been involved in the competition since its inception. Tanya Van Zyl Tanya represents Media 24 under the PE Express banner. PE Express has been the media part-

However, the high praise was based on the fact that fans had been starved of a new title for several years. Thus, objectivity was clouded by the giddy anticipation of finally getting your hands on a brand-spanking new F1 game. Enthusiasm started to wane a year later with the launch of F1 2011 and the knives started to appear.

A tweak to the multiplayer function and a few new rules weren’t enough to dupe gamers who struck the fatal blow by dubbing it a meagre replica of its predecessor. In 2012 Codemasters had another go but interest and enthusiasm was lukewarm at best. The following year introduced a F1 Classics mode which allowed gamers to pound around Jerez, Brands Hatch or Imola in a classic Lotus, Williams or Ferrari. The throwback was a classy homage and was appreciated by the sport’s fans. In an attempt to sell its 2014 title Codemasters is talking up the “exciting and refreshingly different experience” it will deliver. Of course gamers will give it a fair chance and conduct their own meticulous examination of its so-called refreshing makeover so we’ll reserve judgment too. The truth is that most are a whole lot more excited about the second announcement made by Codemasters. The 2015 title, to be released early in the new season, will be a next-gen release. What is next-gen? First, it’s important to understand that with greater processing power comes greater responsibility. Next-generation gaming means tighter, more defined graphics, and a level of realism which will increase the sense of immersion. It should require all game developers to swear on an Atari that they will utilise all of its mammoth potential and deliver a gaming experience beyond our wildest dreams. Should F1 2015 be the answer to your gaming dreams and it continues to command your attention you’ll be happy to know that it will receive live digital updates as the season progresses. Whether you’re an occasional gamer or the compulsively obsessed kind Codemasters wants you to buy their game. They’re trying to convince you by setting a lofty goal for them. By announcing a next-gen F1 title they now have a responsibility to deliver something special. If all they produce is a simple reproduction of previous titles they will dump the franchise into gaming oblivion. If they knock it out of the park then F1 gamers may just find themselves one step closer to that virtual F1 cockpit.

Here’s something for IRB to chew on IT IS an austere body that makes up the IRB (International Rugby Board) – and not a group of gentlemen to be taken lightly. So how would they react to the thoughts of two ordinary fellows, even if once upon a time these two were among the game’s elite as international players? It came up, this point of contention, in last weekend’s first round Currie Cup match between the Sharks and Griquas at Kimberley’s down-at-heel-looking rugby stadium not far from the famous Big Hole. The incident caused TV analysts, Nick Mallett and Naas Botha, to question the IRB law book – and to make some valid suggestions. In Round One in which referees were generally tough on even minor infractions of the law, referee Craig Joubert wasted no time in awarding, in only the seventh minute, a Red Card against Griquas’ centre, Jonathan Francke, for a tip-up tackle on Sharks’ fullback, SP Marais. Both former Springboks, Mallett and Botha were in agreement that the tackle, jerking Marais back by the neck before
landing him on his head, deserved the ultimate penalty of terminating Francke’s part in the game. Yet, while they were happy with the ref’s ruling that banished Francke from the field for the rest of the match, both felt the law did not properly meet the needs of the game. In a match in which a brave Griquas, forced to play 14 against 15 for almost the entire game – except a 10-minute period when Sharks prop, Thomas du Toit, was yellow carded – surprised the visitors with a courageous fightback and a final score of 31-24, the two TV critics were adamant that the law governing foul play could be tweaked in the interests of presenting a more even contest. “The object of the game,” Mallett pointed out, “is to present a fair contest between two teams of 15. Therefore even though Griquas put up a brave fight – might even have drawn the match with a bit of luck – wouldn’t it be a fairer contest if the redcarded player could be replaced by a teammate from the bench?” Botha agreed. “Fifteen will nearly always beat 14 players and, just psychologi-
cally, it takes a lot out of a game when the number of players a side isn’t equal. Rather allow the offending side to replace the redcarded player from the bench – and deal with the offending player at a disciplinary meeting later. The IRB is unlikely to take any notice of the two internationals’ views, but they have a valid point. Let’s not forget that, with three tries apiece, it was a brave effort by Griquas. Meanwhile it was a weekend to remember for another unusual event in the appearance at Ellis Park of home team, Lions, in a navy-blue strip – a tribute to the union’s original colours 125 years ago. And what a tribute it turned out to be, the Lions hammering a disjointed Blue Bulls 41-13! By today we’ll know how the Proteas’ first cricket Test against Zimbabwe in Harare turned out. For a while it looked plain sailing until captain Brendan Taylor came to the crease for Zimbabwe for a smoothly struck 93. He was out eventually to the bowling of Dane Piedt, who took the first of the four wickets he collected with his first ball. Now that’s something to remember!

Makro Bestmed en Die Burger bied fietsryfees VERSLAGGEWER DIE Makro Bestmed Fietstoer en Prettrappe op Saterdag, 6 September in samewerking met Die Burger, gaan vanjaar ’n baie groot geleentheid wees met reuse gelukkige trekkinge, medaljes en prysgeld op die spel. Die groter borgskap van Bestmed en Mecer tot die toer het dit moontlik gemaak om weer vanjaar n volledige bergfietswedren van topgehalte op Sondag 7 September aan te bied. Voorts span Laerskool Lorraine en NMMU vanjaar saam om die fietsryfees ’n spoggeleentheid the maak. Raleigh het ook vanjaar groot tot die toer toegetree deur verskeie pad en bergfietse as gelukkige trekking te borg. Elke ryer wat die 90km en 30km afstand voltooi sal ’n medalje ontvang. Die groot verrassing is dat ryers wat vanjaar aan die 1km, 5km en 10km prettrappe deelneem ook medaljes sal ontvang. Al die deelnemers aan die bergfietswedren wat by Hopewell langs St Albans plaasvind sal ook medaljes ontvang. Daar is ook weer vanjaar baie groot prysgeld en gelukkige trekkinge op die spel vir mans en vroue in beide die pad en bergfietswedrenne. Medaljes is op die spel vir alle ryers wat hulle afstande voltooi sowel as goud, silwer en brons vir die wenners van die verskillede ouderdomskategorieë in die padwedren. In die bergfietswedren is daar prysgeld op die spel in die 60km wedren. Die padwedren oor 90km gaan vanjaar weer oor die pragtige Mait-
lands klim en langs Seaview. Die meer onfikse ryers kan aan die 30km wedren deelneem wat weer absoluut op n plat roete gaan plaasvind.Daar sal ook prettrappe vir die familie oor 5km en 10km aangebied word. Dan is daar ook die 1km Kiddies wedren. Die bergfietsry wedren vind die Sondag by Hopewell, langs St Albans, plaas. Daar sal ’n wedren oor 60km plaasvind asook prettrappe oor 35km en 12km. Seamans Reanualt gaan weer 12 diensvoertuie verskaf wat na die veiligheid van die ryers sal omsien. Die NMMM se verkeerspolisie sal sorg dat alles op die roete ordelik sal verloop terwyl Sportmans Warehouse weer ryers sal bystaan wat tegniese probleme of lekbande opdoen. Powerade gaan verseker dat niemand op die roete dors sal word nie met die drie waterpunte wat tot beskikking van die ryers sal wees. Daar word weer vanjaar ’n groot fees saam met die toer aangebied. Hansworse, voedsel en speelgoed stalletjies, springkastele, trapkarre, ’n “hotrod” en veteraan motor uitstalling en die Lorraine blaasorkes sal sorg vir groot vermaak. Ander items wat vanjaar tydens die fees aangebied word is “Paintball skiet”, Bulletjiesrugby, netbal en pa’s wat mekaar op die netbalbaan die stryd gaan aansê. Daar gaan dan ook vanjaar n biertent wees met drie grootskerm-televisies wat deur Castle Lager geborg word. Hier sal ryers heerlik kan ontspan en na die Springbok rugbywedstryd kan kyk.
