Ward councillors fear for their lives

HE murder of municipal councillor Buyisile Mkavu, has highlighted the fact that many municipal ward councillors are working and living under a dark cloud of fear as many of them have been intimidated and attacked during their time in office. Mkavu was gunned down in his car in KwaNobuhle on Saturday, August 2. The Her­ ald reported on Monday that a suspect (29) was arrested on Saturday. According to the report the arrest came amid mounting speculation in ANC circles that Mkavu was slain to stop

him from uncovering massive corruption in the city’s human settlements department, which he headed. Many Municipal councillors say at one time or another they had been intimidated or attacked by angry and “misguided” citizens with some councillors saying they are living in fear for their lives. Democratic Alliance Ward 32 Councillor, Sandra Phillis, said that there were allegations that she was on a hitlist on her life and has needed protection for her life and that of her staff since she began her time in office. Phillis said on three occasions in 2011 her satellite office in Missionvale, which was built in order for her to make frequent visits

to the area to assist the people of Missionvale, was contaminated with human feaces. This also happened twice this year just after the national elections. “I do not feel safe in that office as I do not know what might happen if my staff and I continue to operate from that office. It might just stir those who wish us to stay away to more drastic ways of getting rid of us,” she said. DA Councillor Dean Biddulph, who has also experienced intimidation, said anger directed at public officials falls into a number of categories. “Firstly there are genuinely angry communities with legitimate complaints regarding the slow pace of service delivery. The second category of anger is more calculated

and carries with it a strong criminal element which infiltrates a genuine protest action to gain personal advantage via looting, etc. “The final, and possibly the most sinister, is the use of intimidation and violence to prevent the uncovering of corrupt and illegal activities. This is the most dangerous kind because when one considers the amounts of money that may be involved, this is the kind of money that people are killed for.” Biddulph said the murder of Mkavu placed into sharp focus the potential dangers of their line of work, particularly those who exercise the most vigorous public oversight.
