Traffic prosecution systems finally fully operational LIZEKA TANDWA SPEEDING motorists in the Nelson Mandela Bay will have to tread carefully as the traffic prosecutions system is now fully operational after several months and millions of rands in revenues lost. DA Spokesperson for Safety and Security Caucus Chief Whip, Gustav Rautenbach, confirmed that a new service provider has been contracted from this month after the service provider that was appointed last year failed to meet their mandate. In April 2014 PE Express reported that millions had been lost by the municipality after the use of a computer system for capturing the data of the fines was suspended due to the municipality not paying the service provider. The Traffic Prosecution System, named the Cyprus system, was suspended in February 2014 for over 5 months, when the Cyprus service provider, Traffic Management Technologies (TMT), suspended their service with the metro owing TMT R36 000. The suspension resulted in fines older than 30 days having to be withdrawn which created a major loss of income for the municipality. The municipality then appointed a new service provider, Mavambo, but according to Rautenbach more than R10 million was lost during their tenure as the metro’s service Prices to suit your pocket and your medical aid

providers for a part of last year. Rautenbach said the metro has now re-employed TMT as their service provider after Mavambo’s contract was terminated on December 31, due to their failure to meet the metro’s mandate. “Yes, we are fully operational. The current status of the prosecution system is that the old system was switched on and all the information can be retrieved. TMT service provider was given the contract as they have all the information pertaining to our traffic prosecution system and nothing was lost to Council,” said Rautenbach. Rautenbach said currently the Traffic Department was working on the backlog caused by the issuing of manual receipts. “In the past the same service provider (TMT) delivered an excellent service to Council for many years and the same can be expected for time to come. The problem with outdated computers was sorted as new computers were purchased,” he added. Rautenbach said, however, that the municipality was still struggling with staff shortage and over R40 million back pay still owed to traffic officials since 1997. “The vacancies that do exist should be filled without further delay. It would also assist if properly qualified staff[could be appointed in key positions as this is more often than not where everything fails due to incompetence. Negotiations are, however, taking place to account for the back pay,” he said.

Baywest mall prepares for bumper 2015 REPORTER DEVELOPERS of the R1.7bn Baywest Mall in Port Elizabeth’s western suburbs saw out 2014 with a bang, celebrating news that they had exceeded their job creation targets during the construction phase by more than 40%. Independent auditors BTKM have confirmed that since construction kicked off in mid-2013, almost 4 300 people have been employed on site. This represents a 43.3% increase on the 3 000 direct jobs which developers initially forecast for the construction phase of the project. “The Baywest development is a massive economic driver for the region,” said Baywest MD Gavin Blows. “Not only is the construction phase of the mall creating much needed jobs, but once the mall opens in April, a further 1 500 permanent jobs will be created for the mall’s operational phase.” Blows said project’s Community Liaison Officer had been inundated with CVs from Nelson Mandela Bay residents wanting to be considered for employment once the mall opened. “We are using the CVs to compile a database which we will pass on to our tenants when they look for employees for their stores,” said Blows. “Although the decision of who to employ rests with the stores, we are doing what we can as developers to assist in helping peo-
ple in this region find employment.” But the employment would not end once the mall opened, he said. “Because Baywest Mall is kicking off the development of the entire Baywest City precinct, construction will continue once the mall opens as other developments get underway. Baywest City will be to the Eastern Cape what Century City is to the Western Cape,” said Blows. SEEING OUT 2014 Construction milestones being wrapped up at the end of last year included the completion of the mall’s 65,000m² roof as well as the completion of the latest bridge over the N2 freeway which is part of the R300 million Baywest roads development project. Basil Read, which is responsible for the roads development, is on course to complete the first phase of the project by March this year. This includes linking Port Elizabeth’s western suburbs to the N2 freeway by extending Walker Drive in Sherwood with a multi-lane road that will encircle the mall. The entire roads project will be completed by September this year when Cape Road in Bridgemeade/Rowallan Park is linked up with the N2 via a series of on-ramps and offramps which will lead to Baywest Mall.
“The roads development is set to unlock crucial economic growth in the western suburbs,” said Blows. A BUMPER 2015

We are working hard to create a destination which will become the pulse of Nelson Mandela Bay,” said Blows. “It is an exciting project which is going to change the face of the city, create jobs and boost tourism. With the fittings of many of the 250-plus Baywest Mall stores already underway, Blows said everything was on track for the handover to the major tenants this month. This meant the likes of Edgars, Game, Pick n Pay and Woolworths – which will be stationed at the four quadrants of the mall – could begin fitting out their stores, he said. In 2013 the figures had risen to R217 million with 700 temporary and permanent jobs created. And Stadium Operator Access Management says it is “confident” that the figures will have increased “along a similar growth trajectory” in 2014. Metro to forfeit R9.5 million of conditional grant METRO MINUTES THE Nelson Mandela Bay is to forfeit nearly R9.5 million of its Neighbourhood Development Partnership Grant in terms of revised allocations published by Finance Minister Nhlanhla Nene in the Government Gazette in terms of the Division of Revenue Act 2014. The metro was initially allocated R18.461 million, but this has been cut to R9 million. The Njoli Square Development is being undertaken through this grant, but the project has been stalled as a result of the refusal of two own-

ers to sell their properties. The properties are required before the development, which includes a civic centre and transport interchange, can take place but despite a number of efforts to persuade them to sell their properties they have refused to sign any form of agreement. The possibility of expropriation has been mooted but council has to date eschewed this course of action. The project, initiated in 2003, has been on hold since 2010 because of the refusal of the owners to sell their properties. The metro has, however, been allocated an
additional R1.4 million for technical assistance associated with this grant taking the total amount for the 2014/15 financial year to R2.5 million. Nene also states in the Gazette that Nelson Mandela Bay has asked to convert its Public Transport Network Operating Grant to the Public Transport Infrastructure Grant. The effect will be to transfer R100 million from one grant to the other. Nene says the request has been made in order to allow the metro to “meet current-year financial obligations in relation to infrastructure projects required for the current year.”

Nelson Mandela Bay is not the only government entity in the Eastern Cape to forfeit funds in terms of the amendments to the Division of Revenue Act. The Eastern Cape is to forfeit R43.148 million of its the Health Facility Revitali-sation component of its National Health Grant of R135.674 million. Limpopo is the only other province to forfeit funds in this area. The purpose of the grant is “to help accelerate construction, maintenance, upgrading and rehabilitation of new and existing infrastructure in health.”

PE beauty off to Miami to conquer the universe BETTIE GILIOMEE REIGNING Miss SA and former Port Elizabeth model, Ziphozakhe Zokufa (23), is currently in Miami, Florida to participate in the 63rd Miss Universe Pageant on January 25.

Zokufa, who is a TV production student in Cape Town, was crowned the new Miss SA in December after Rolene Strauss won the Miss World title in London. Zokufa was her first princess. Among the first of her beauty pageant achievements was being crowned as Port Elizabeth Express Teen Miss PE in 2009. Organiser of the pageant, Juanita Smit of Rolemodels SA, said she believes that Zukofa has the characteristics to win the Miss Universe title, “not only because she is
strikingly beautiful, but also because she is a confident, graceful, well-spoken ambassador for women across the world.” “When Zipho entered the PE Express Teen Miss Port Elizabeth in 2009, being her first pageant, she did not for a moment think that she would win. “After attending rehearsals with Rolemodels SA, she competed in the pageant. Just before going out onto stage, Zipho was distraught when she discovered that the zip of her pageant dress was broken. I quickly pinned the zip together backstage, as best I could, and then told her to walk as if it was not broken, and that people would only notice it if she drew attention to it. Zipho positively floated across the stage as a regal queen, and was subsequently announced as the PE Express Teen Miss PE,” said Smit. According to Smit, one of her most beautiful characteristics is her humble yet strong nature. “Zipho has the makings of a leader for the community, for South Africa and indeed for the world. Win or not, we know that Zipho will continue to shine as a beacon of hope for women and to use her leadership ability for the greater good of humanity,” said Smit. When she was chosen as a semi-finalist for the Miss SA title, Zokufa said it had been her lifelong dream to enter
and become Miss South Africa. “I love grabbing opportunities that come my way and the ability to inspire the youth of South Africa and the country as a whole has always been something I have strived for. The Miss South Africa brand would therefore be the perfect platform to be an agent for change,” said Zokufa. Zokufa said she is inspired by her parents’ work ethic and determination to achieve. “My parents have always been my ultimate role models. Engine Rule Game Changer? known by its advanced technologies, the rules that ‘govern’ the sport seemingly have an infinite amount of grey area. You would think that for as long as these experts have been sitting around shiny boardroom tables they’d by now have an idea of how to create a rule that leaves no wiggle room for the infinitely brighter teams. Instead the engine homologation rule is saturated with enough grey area to make one cringe. At a meeting with the FIA in Abu Dhabi Ferrari technical director, James Allison, pointed out the lack of an exact date by which the final 2015 engine must be lodged. Subsequently, and to appear less dense, the FIA have told teams that the “most logical and robust” way to proceed would be to assume that there is no homologation date for the 2015. Honda has been purposefully left out of the equation, because according to the rule a new manufacturer must homologate its engine by February 28, 2015. The Japanese manufacturer, in partnership with McLaren, feels it is “unfair” to allow its opposition to make progress while its own power unit will remain
unchanged throughout the season. You would think that this means Renaultand Ferrari-powered cars would have a good and proper shot at the Mercedes. Few things have ever been that uncomplicated in Formula 1 and this is no exception. This is a win for Ferrari and Renault, but it’s a relatively small one. Bear in mind how the development of the engine is divided and that in-season development and upgrades are not a free for all. On its introduction in 2014 only 92% of the hybrid engine was open for development. From here, manufacturers selected 48% to develop. This 48% is split into 32 tokens which are assigned to various parts of the engine. The various sections each carry a value of one to three tokens depending on their influence on performance. Now there is the regulation surrounding the homologation which itself has led to several wordless moments of some pretty hefty squinting and head-tilting. Rule 28.5 states that “only power units which have been homologated by the FIA . . . may be used at an event during the 2014-2020 Championship sea-

91st River Mile Extravaganza THE SPAR River Mile takes place over the weekend of February 14 and 15 and promises to be a festival of sporting and entertainment fun for the whole family. Africa’s oldest open water swimming event, celebrates its 91st anniversary this year, having been first swum on January 20, 1924 in Redhouse. The 2015 festival takes place at the tranquil village of Cannonville, on the Sundays River, just 15 minutes’ drive from Port Elizabeth with two days of family sporting events. Saturday the 14th features the Wimpy Family 5km Run and a brand new and exciting event to the Eastern Cape, the Super Sprint Triathlon team relay, which will comprise a mixed team of three people each completing a 250m swim, 6km MTB cycle and a 1.6km run. The Triathlon relay, sanctioned by Eastern Province Triathlon Association, is expecting to be well supported, given that it offers an exciting and achievable opportunity for all to complete a triathlon. The afternoon programme features a Family Half Mile swim, the Disabled Mile and the Speedo wetsuit double mile swim, another new event on the programme this year. The Saturday afternoon will conclude with a 90-minute SA heartthrob Heinz Winckler concert – the ideal Valentine’s Day ending. The increasingly popular Wakaberry Kids across the river races for children 12 years and under will take place from 11am on the Sunday with the 8 years and under going first, followed by the 10 and unders and then the 12 years and under swimmers who aren’t taking part in the Mile event. A special race, founded by SA Paralympic champion Kevin Paul, will take place at around 11.40am and this is an across the River Race for children with Special Needs. As part of their CSI, Caltex Eastern Cape, have sponsored 12 special needs children from Khaya Cheshire in Walmer to take part in this event alongside Kevin Paul. Not to be missed is the Celebrity swim-off between some of our EP Kings rugby stars at 1pm before the SPAR ladies’ mile kicks off at 1.15pm followed by the men’s mile starting at 2.15pm. Immediately after the Mile swims, festinos will be entertained by world renowned magician and mentalist, Larry Soffer.

sons.” This rule makes no explicit mention of how many engines can be homologated per year. It is clear, however, that for an engine to be used during a race weekend it must be homologated. Should this rule be applied as it’s read it would mean that teams have several opportunities throughout the year to bring upgrades to their engines, to homologate as they go. Keep in mind that each driver will only be allocated four engines for the entire season which brings into play the certainty of a grid penalty with each engine change after the allotment. On the other hand, if the rule is to be interpreted differently it means that once an engine has been homologated for 2015 no changes can be made to it at any stage. By this understanding the advantage of the loophole is only a few extra weeks of development before the start of the season in Australia. Furthermore, up until an engine has been lodged with the FIA, for homologation, the 2014 engine will be the only option to run with. New rules are created to bring clarification, they said.

IT has always been recognized and celebrated that Formula 1 has some of the most complex and advanced engine technology in the world. It’s a sport of innovation, after all and the introduction of hybrid engines for 2014 well and truly proved that. Last year, Formula 1 went racing on a third less fuel than in 2013 with a 1.6 litre turbo engine and still it produced quicker cars. It didn’t quite go to plan as far as its being an all-out nail biter between the teams. Instead the rest of the field watched forlornly and from a considerable distance as Mercedes thrashed the lot of them and strolled to both championship titles. Mercedes’ enormous 2014 advantage emanated mostly from an exceedingly superior power unit which left rival manufacturers shamefaced. Throughout the year Ferrari and Renault fought hard for permission to introduce upgrades during the 2015 season. As a change of rules can only be achieved through a unanimous decision by the teams, Mercedes’ refusal to yield seemingly put an end to Ferrari and Renault’s hopes. Yet, for as much as F1 is

Buys to captain Madibaz in Varsity Cup REPORTER EXPERIENCED fullback, Jarryd Buys, will lead the new-look NMMU Madibaz on their road to the 2015 Varsity Cup. Madibaz head coach, David Maidza, said Buys – who has been vice-captain for the past two years – was the ideal candidate, as he had strong personal integrity and a clear vision for his future. “Jarryd’s understanding of and authority over people around him, whether they be his juniors or seniors, is of the highest repute,” said Maidza. “I’m glad to have him return to NMMU for the Varsity Cup and he’ll prove worthy of his position in the team.” He said the approachable 24-year-old marketing student brought a much-needed calmness to the side. “Jarryd came back from an injury a couple of games into the tournament this year and the team immediately felt much more composed. He is well respected among his peers.” Buys – who also captained the national student sevens side at the 2013 World University Games in Russia – said he was delighted to be stepping into the role vacated by front ranker Roy Godfrey, who has signed with French outfit Perpignan. “I’m really excited and looking forward to the new season. It brings new challenges, new players and new management. “We still don’t have that Varsity Cup trophy in our cabinet, so that’s keeping my hunger alive.” With a completely new forward pack and a largely unchanged backline, Buys said the challenge would be to adapt the Madibaz game plan to suit the individuals on the field and get the best outcome for the team. “There is a new line-up of seniors and big changes from last year. So, it’s a chance to start afresh and also to build on what we have achieved over the past couple of seasons.” Formerly overlooked as underdogs, the Madibaz came within striking distance of the trophy in 2013 and 2014 but suffered a singlepoint semi-final loss on both occasions. After being seen off by Pukke in this year’s competition, the PE team will have a chance to avenge themselves in the first match of the new campaign on February 9. “Playing Pukke away in the first game of next season will be a huge test, as they are a team we’ve never beaten since the inception of Varsity Cup,” said Buys, whose semifinal drop goal was almost a game-changer this year.

The ’95 Rugby World Cup hero is no stranger to endurance events and has completed both IRONMAN 70.3 South Africa and IRONMAN South Africa. Ahead of his first IRONMAN 70.3 South Africa in 2011, the former flyhalf said he’d rather face ten Jonah Lomus than take on a 1.9km swim in the sea. Ashwin Willemse will be doing his second IRONMAN 70.3 South Africa after the bug
bit last year, while Warren Brosnihan will be getting his feet wet for the first time. Willemse had to learn to swim in order to compete in 2014. Outside of rugby, another newcomer is South African pole vault star, Okkert Brits who will be doing his first IRONMAN 70.3 South Africa after he was challenged by his good friend and IRONMAN finisher, Ollie Le Roux. Le Roux won’t be racing this year after undergoing a hip operation during 2014. South African media personality, Liezel van der Westhuizen is also in line to make her second appearance at the Standard Bank IRONMAN 70.3 South Africa. She missed the cut-off in 2010, so she’ll be looking forward to getting over the line in 2015. – REPORTER
Vodacom Corporate Triathlon entries open REPORTER ONE of Nelson Mandela Bay’s most popular corporate sport events, the Vodacom Corporate Triathlon Challenge powered by Algoa FM, will be back on March 28, 2015 and entries are now open. The Vodacom CTC has become one of the most anticipated events of the year with companies big and small from around Nelson Mandela Bay getting in on the action every year along with individual participants. The 2014 event sold out in a record 29 days and saw 458 teams and 451 individuals competing, totalling 1 900 athletes. This makes the Vodacom CTC the biggest short course triathlon in South Africa and the third big-
gest in terms of numbers behind only Ironman 70.3 South Africa and Ironman South Africa. The event is 10% of the full IRONMAN distance consisting of a 380 metre swim, 18 km bike ride and 4.2 kilometre run. There will be great prizes up for grabs for the winning teams and individuals as well as lucky draw prizes. All corporate team entries will also go into a draw to win R20 000 worth of radio airtime courtesy of Algoa FM. The Vodacom CTC encourages participation and a healthy lifestyle and is also a great team building event. Love to run this Valentine’s Day REPORTER THE fourteenth annual Metlife Mall/Die Burger “Love to Run” Valentine’s Road Race takes place on Saturday, February 14. The race will once again consist of a 10km road race and a 5km fun walk designed for the entire family. The 10km road race is a league participation event. The start and finish will take place at Metlife Mall Shopping Centre, opposite
Makro in Kabega Park. The 10km starts at 6am and the 5km at 6.25am. The cost of the 10km is R35 for licenced runners and for unlicenced runners an additional R30 for a temporary licence is required. To enter the 5km costs R20 and no licence is required. Participants can enter at leading sports stores and at the Ladybugg at Metlife Mall, as well as by using the entry forms published in Die Burger. The first 300 individuals to enter at Ladybugg at Metlife Mall will receive a free spe-
cially designed T-shirt. The T-shirts are handed out on a first-come-first-served basis. Entries close on Wednesday, February 11 but people are welcome to enter on Friday, February 13 between 5pm and 7pm in the courtyard in front of Checkers at Metlife Mall, as well as on the morning of the race from 5am. No late fees will be charged. Parking is available at the shopping centre as well as at Sacred Heart Catholic Church opposite Makro. Security will be provided. N2 City 15km Road Race on Saturday The Bluewater Bay Roadrunners will be hosting its annual N2 City 15km Road Race and a 5km Fun Run/Walk on January 17. Runners will start at the N2 City Shopping Centre in Bluewater Bay at 6am for the 15km and 6.30am for the 5km event. Entry forms are available at local sports shops and runners can also enter on the day of the race. The cost is R40 for the 15km race and R20 for the 5km.
