This festival is free to attend and will allow Nelson Mandela residents to witness port operations up close and experience the opportunities the waterfront development has to offer to the city. “Our port is a melting pot of cultures and nationalities and as such is a focal point in so many ways for so many people,” said Rajesh Dana, the Port of Port Elizabeth port manager for Transnet National Ports Authority (TNPA). “We want people to experience the exciting world of port operations and have a glimpse into the future vision of our port and the role it plays in our city.” Throughout the weekend, there will be a number of unique experiences available in which people may immerse themselves, which include the iconic SA Agulhas, which has just returned from Antarctica and will be available to board. Visitors may also be able to interact with some of its crew and researchers. The festival will offer various competitions and the winners thereof stand a chance to board a tug and have the unique experience and participate in the docking watch of a cargo vessel or board a pilot boat and cross the breakwater into open seas. “Visitors can experience some of the technological advancements in the ocean economy, and the technology in which the port of Port Elizabeth and its valued partners have invested. There will also be screenings of documentaries that include the SAS Mendi, to commemorate its sinking 100 years ago,” explained Dana. Festivalgoers can also explore the heavy port machinery used for handling cargo, including a boat hoist that can lift 90 tonnes. “The event isn’t just about showcasing the port and the cargo that is imported and exported. Visitors can enjoy entertainment from national artists, purchase fresh produce in our fish market and even participate in water sports.”

Theodor Herzl High School is kicking off their rendition of Willy Russell’s internationally acclaimed musical, Blood Brothers, at the Pemads Little Theatre today, March 15. It will be staged until March 26. Blood Brothers is a colourful musical about fraternal twins, Mickey Johnstone and Eddie Lyons, who were separated at birth. Pay your fines, metro warns MOTORISTS in the Nelson Mandela Bay Metro with unpaid traffic fines from 2014 must arrange to pay them, said John Best, Mayoral Committee Member for safety and security. “We have more than 52 000 outstanding warrants in 2014, 2015 and 2016 that will be served on offenders.

“The outstanding fines for which the warrants are issued, amount to R32,8 million.” He said the traffic department has identified the 20 biggest debtors. Of these 20, some have up to 20 warrants issued against them. The Metro began to deliver the warrants last week.

“People do not pay their fines and they disregard notices to appear in court.” He said all the fines were legally issued. The municipality is in a court battle with Pieter Swanepoel of Traffic Violation Specialists about the alleged re-issuing of traffic fines. Lack of sidewalks a grave concern

Potential crime victims?

ZELDRÉ STRAUSS SWANEPOEL THE booming suburb of Fairview is a property developer’s dream area, but the lack of sidewalks in some streets has motorists, pedestrians and residents hot under the collar. It has become a common sight to see schoolchildren and other pedestrians walk in the roadway in Mimosa Road owing to the fact that no sidewalks exist for them to use. Charlene Rademeyer, principal of Willow Academy in Fairview, said the school had requested that walkways were erected for pedestrians. “In August last year we sent a letter to the Nelson Mandela Bay Municipality to request that walkways are put up for our learners and staff. The only thing they have done so far is to build a bus embayment,” said Rademeyer. Rademeyer added that one of the staff members at Willow Academy once showed up to work shaken because a vehicle had moved so close past her that her handbag had moved. “It is not the pedestrians’ fault that they are walking in the road. Many of my learners come from areas far away from Fairview, so they travel by taxi and get dropped off on William Moffett, and then have to walk to school,” Rademeyer said. She added that motorists should also recognise and acknowledge that the current situation is dangerous

and that they should drive with extra care and exercise caution. “Another problem on top of the fact that there are no sidewalks, are that some of the building contractors park their vehicles just about everywhere, making it even more difficult for pedestrians.” Catherine Elliot, a Trustee at Brylin Independent Learning Centre, which is situated parallel to Mimosa Road, also feels that the situation is a ticking time bomb. “I definitely feel that our learners are in danger as many of them have to walk from William Moffett Expressway to the school and only have the option of the road to walk on. Mimosa is a very busy road and, therefore, very dangerous for them.” Elliot added, “We have, however, had positive assistance from Algoa Bus Company and they have redirected all their buses that carry any of our learners to detour off William Moffett and drop them outside the school instead of on William Moffett from where they would have to walk. There are, however, many that still have to walk because they have to use taxi transport to get to school.” Ward 6 Councillor, Morné Steyn, said that he was aware of the problem of the lack of sidewalks and had a meeting with a delegation from the community recently. “I also attended an ad hoc neighbourhood watch meeting last week. I am also a member of the Fairview WhatsApp group where the resi-

dents are able to communicate with each other as well as myself on matters of immediate concern,” Steyn said. He said that it was agreed that a wider meeting of the Fairview community would be held soonest in order to further improve communication with the community. “I could not agree more that the lack of sidewalks and verges along the roadways in Fairview is of major concern where pedestrians have to use the roadways which is not a safe situation. “On taking office last year I identified this issue as a priority and have included the provision of not only sidewalks and verges but also bus and public transport embayments as a ward priority within my wardbased IDP submissions. “As such my office shall be endeavouring to obtain the required budget provision in order to have these matters addressed,” Steyn said.

WHILE driving in Lorraine yesterday I turned into Nerina Avenue out of Cromwell Road and a short way down the road, I came across a young lady walking by herself. She seemed to be listening to something as she had small earphones in her ears. She seemed to be unaware that about ten metres behind her a man carrying a small tog bag was walking in the same direction. As this is a rather lonely portion of Nerina Avenue I stopped about a hundred metres further on to observe the situation in the rear-view mirror. The young lady turned into Filippus Street where there are more houses closeby and the man behind her did the same. I made a u-turn and drove past Filippus Street and ob-

served the man still walking behind the young lady. By the time I made another u-turn and entered Filippus Street the young lady was nowhere to be seen, but the man was still walking along the road. It is these types of incidents which could be either a potential threat or just by chance two people walking along the same route. What worried me is that the young lady seemed unaware of the man behind her as she was distracted by whatever she was listening to. Some cyclists also listen to music and are oblivious to what’s around them, vehicles or other people. A potential dangerous situation for attacks or motor accidents.

Deputy Executive Mayor Mongameli Bobani said, “This is a start to an intensive programme of cleaning Nelson Mandela Bay. Non-complying

operators are no longer going to be tolerated. We will continue with these roadblocks more frequently, issuing fines and making sure that they are paid. “We are also working through Council processes to increase the amount of fines, as some of the companies or operators continue to break the rules. We are looking at a situation where habitual offenders must be dealt with through much harsher measures.”

The operation was a joint effort by Nelson Mandela Bay Municipality (NMBM) Waste Management Law Enforcement Officers (Town Rangers), the NMBM Metro Police and Safety and Security officials. In the past four weeks, fines to the total value of more than R40 000 have been issued. Fines vary depending on the nature of the offence, and are between R1 000 and R3 000. Municipal spokesperson Mthubanzi Mniki explained that waste management transporters are companies or operators who transport waste at a fee from industry, businesses and households to different tip sites across the city. “These waste transporters are subject to NMBM waste management by-laws that govern the transportation of waste material,” Mniki said. “In terms of these by-laws, transporters are expected to register as waste transporters, their vehicles must be in a good, legally acceptable condition and a valid license disc must be displayed on the vehicles, Deputy Executive Mayor Mongameli Bobani (in the middle) inspecting the level of which must be driven by licensed compliance in a waste transporter vehicle. Fitness initiative takes township by storm A LACK of traditional gym equipment is not standing in the way of residents of PE’s township areas to get fit and live a healthy lifestyle. Luyolo Tandani is a young man with a vision, which is to transform the lives of those who previously felt held back because they have no access to gymnasiums and personal trainers. He is the founder of #KuboooooActive club, which offers fun and exciting fitness training in Zwide. “I was jogging one morning when one lady approached me and asked if I could assist her with getting fit. I agreed to help her and another lady joined, and that is where the idea of the Kubooooo Active Fitness club came about.� From training just two people in January, the club has now –with the help of social media and word of mouth – grown to over 80 people of various shape, size and age. Kubooooo, which means “let’s go fight� offers these free classes six days a week, Mondays to Saturdays, at 5:30am to 6:20am at the Dan Qeqe

Stadium in Zwide. “The group has already attracted members from New Brighton, KwaMagxaki and KwaZakhele. We aim to help members lose weight and tone in a fun and easy way. We have a mix of people, from young people to gogos (grandmothers),� said Tandani. “With the absence of conventional gym equipment and just pure enthusiasm and a burning desire to stay fit and healthy, the brand has changed the lives of many people.� Tandani (28), who was a Die Burger Mr PE finalist in 2015, said that the competition groomed him, and inspired him to be involved with the community and charity work. “I do this for the people because I believe that everything is possible with God on your side. My mission is to change someone’s life and inspire those that look up to me.� A self-confessed fitness fanatic and proud deacon at his church, his biggest supporters and inspiration are his mother Nobuzwe Tandani and his son, Junior (8). “I grew up in Zwide and was raised by my mom because my dad passed away when I was very

young. I have witnessed many bad things like drugs and crime, but sport kept me focused and on the right track and I never got involved with those things. Japhta suffers from Alzheimers Disease and will probably have no memory of who he is. Japhta was immediately reported missing, however, to date police or family have not been able to trace him. Children’s division enriches more lives AFTER 25 years of addressing the retail hearing aid market in the Eastern Cape for those aged 14 and older, Hear Clearly Group has expanded their range to include the young ones with their new children’s division. The staff at Hear Clearly Group has noted an increase in the demand for testing children in recent times. “We found that we were getting a lot of enquiries from concerned parents needing to have their child’s hearing tested, and who were not sure what to do or where to go,” said Henry Mann, an Acoustician at Hear Clearly Group. As such, they have created a brand-new “centre within a centre” which caters to this more specialised need. Dedicated audiologist, Mampho Dlulane, will be taking charge of the new division. The new division includes a room-size walk-in sound booth that is ergonomically and aesthetically designed to be child-friendly. It also doubles as an anechoic chamber for more specialised hearing aid verification tools, as well as deeper diagnostic tests. “We can now do an in-house referral to Mampho and she can do more advanced tests. With children comes greater responsibility,” Mann said. “For kids it is typically middle ear problems. You can look at the ear and it seems fine, but their hearing is affected. That is where audiology comes in. It could just have been that one time (of having an infection) and the ear didn’t go back to exactly the way it was before. It is always best to just make sure,” Dlulane added. According to Dlulane, the biggest cause of hearing loss in small children is a middle ear problem. Sometimes the ear is not even sore. If it happens frequently, they start thinking that it is normal and don’t mention it. In older children, noise-induced hearing loss can be of concern. In America it is estimated that one in every six children has mild high-frequency hearing loss in their teens from using earphones that pipe loud music directly into the ears. “Hearing loss is incredibly common and, of those that need hearing assistance, only about 20% worldwide do something about it,” Mann revealed. With children the problem is that they compensate for the problem quicker than an older person and just won’t tell you about it. Some warning signs to look out for: Parents . Complaints of earaches, blocked ears or head noises . Academic problems . Seemingly speaking different from other children

Academic problems, especially with languages According to the team at Hear Clearly Group, one of the biggest reasons people avoid the problem of hearing loss is because hearing aids are generally only associated with older people or an admission of frailty. “These perceptions are definitely changing and we strive to push that trend along. With kids, if you don’t act sooner rather than later, the window of opportunity closes and it sets you back for the rest of your life,” Dlulane explained. With modern technology being what it is, hearing aids are now stylish and practically invisible to others. Mann advises people to get their ears checked once a year, especially when they have noticed a change in their hearing. “We want to have a holistic service that looks at hearing in context. ANIKA DE BEER FOR two ladies from Port Elizabeth, the saying “best friends forever” has become far more than just a meaningless phrase. Carol van der Leij (70) and Maureen Grobler (69), both originally from PE, have been friends for almost 70 years, since they were born in fact, and they are still going strong. Van der Leij was born on February 28, 1947, and Grobler came along soon after on May 6. Their parents were friends as they lived across the road from each other in Steytler and the two girls were often thrown together in one playpen. “It’s a beautiful feeling, knowing that there is such a thing as a lasting friendship,” Van der Leij said. The two girls were inseparable for many years. They went to the same church, the same primary school and even to the same high school for a year before they parted ways for the first time after Van der Leij moved to Walmer and Grobler to Fernglen. This first move seemed to start a trend in their friendship as they both moved several times over the following years before settling where they are now. Grobler currently lives in Linton Grange with her husband, Manie, while Van der

Leij lives in Ballito, KwaZulu-Natal. Even when Grobler and her husband were living in PE and Van der Leij was in Benoni, they still took turns to visit each other and made an effort to stay in each other’s lives. “We never lost our friendship, never lost that connection,” Van der Leij said. In March 1969, Grobler got married and, two weeks later, so did Van der Leij. “Their friendship was so strong that I had to cut my honeymoon short to get to Carol’s wedding,” Manie joked. Despite having two very different personalities, the two women consider themselves closer than sisters. “We never argue. We have our differences, but we say what we feel and then move on,” Grobler said. “I think it depends on what you’ve gone through in your life together that causes you to never split. Carol and I have always been friends. It’s never faded away.” Although she lives quite a distance from PE, Van der Leij still pays a visit to the Groblers every year for ten days. “When Maureen comes to get me from the airport, it’s almost as if I saw her yesterday instead of a year ago,” she said. “I will continue to come here until the time comes when we can’t do it anymore for one reason or another.”

Bethelsdorp learners show entrepreneurial skills REPORTER AS part of their commitment to support and strengthen the local community, Checkers created an opportunity to encourage entrepreneurship among learners by giving schools a platform to sell pancakes at their local store for Pancake Day.

One of the participating schools was Bethelsdorp High School. Although Pancake Day took place on February 28, a few of Bethelsdorp’s learners participated in the Pancake Day campaign by making and selling pancakes at Checkers Greenacres on March 4. Checkers provided them with all the necessary ingredients, but the learners had to take charge of the project from there. The participating schools were rewarded for their hard work by keeping all the proceeds, thereby raising some much-needed funds.

Grey High School’s water polo teams excel in festivals REPORTER GREY High School’s water polo teams have had a busy time recently. Their first team made it to the semi-finals of the annual KES Festival in Johannesburg and the u/15A team won the Kingswood Festival. Grey’s first team excelled at the KES Festival, which is seen as a top water polo festival in the country. This allows the teams to gauge their rating in the country. The Grey team gave a clinical display on the first day, with a clean sweep of victories to take the top spot in the pool, scoring 36 goals and conceding only 11. In the quarter-finals, the opposition was the well-drilled Hilton College side. By the end of the first chukka, Grey had showed their class and scored a flurry of goals to take the lead with a score of 7-0. The long nature of the games allowed Hilton to claw their way back into the game to end the third chukka 9-8 in their favour. Grey’s first team dug deep, pulled together

as a team and showed true character and commitment to close out the game 12-10 as the victors. The semi-finals against Bishops was a closely contested battle with both teams struggling for dominance as the teams tied at five goals apiece at half-time. A few lapses in concentration saw Bishops take the lead and winning 10-7. Grey then lost their final fixture in the third and fourth place play-off to Rondebosch Boys by three goals to eight. Grey’s u/15A team had a very successful run at the Kingswood Festival, beating Pearson 5–3 in the finals. The Grey u/15A team had some easy victories in the pool games, beating Graeme College 19-0, Pearson u/15B 17-0 and Woodridge 14-0. The highlight of the day was Grey’s performance against the EP Women’s Water Polo team that included a number of South African players. tee of the ANC has, therefore, decided to dedicate this year – his centenary – to him. This is the year of Oliver Reginald Tambo. “This is the year in which we celebrate his extraordinary life and supreme contribution to our freedom. This is the year in which we honour his memory by pledging to strive together, sparing neither strength nor courage, to achieve his vision of a free, democratic and united society. “This is the year in which we affirm the statement by former President Nelson Rolihlahla Mandela when he declared ‘Oliver lived not because he could breathe. He lived not because blood flowed through his veins. Oliver lived not because he did all the things

that all of us as ordinary men and women do. Oliver lived because he had surrendered his very being to the people. He lived because his very being embodied love, an idea, a hope, an aspiration, a vision’,” said Marawu. Marawu said that Oliver Tambo has not died because the ideals for which he sacrificed his life can never die. She added that as long as they keep alive the ideals for which Oliver Tambo lived and sacrificed, the ANC will not die. “For although we have made great progress since 1994 in improving the lives of our people, we have not yet overcome poverty, hunger, disease, unemployment, illiteracy and inequality.

“We have improved the lives of millions of our people. But we have not yet achieved the objective of a better life for all. “This is the year in which we must make decisive progress in the growth and transformation of our economy,” said Marawu. She said jobs cannot be created unless the economy grows. According to Marawu, in the next few years, significant investment in this region’s transport and departmental infrastructure will bring extensive economic benefits. There will also be a focus on improving the skills and capabilities of the youth as part of creating jobs for people.

Road infrastructure upgraded to drive economy REPORTER THE Department of Roads and Public Works will continue with a number of roads infrastructure projects in keeping with the belief that road infrastructure is a key driver of the South African economy in the next financial year. “The road network must be developed and maintained in such a way that it supports the country’s national development objectives,” said MEC Thandiswa Marawu. “The objectives of the provincial Roads Infrastructure Programme (which are aligned to the NDP priorities) are to provide a balanced and equitable provincial road network, including the upgrade of gravel to surfaced roads, and the construction of new roads, rehabilitation and maintenance of roads, causeways and bridges,” said Marawu. Among other things, this will provide access to economic and social opportunities to the historically disadvantaged as well as improve the mobility of people, freight and services in the province, improve vehicle accessibility to all the areas in the province and support economic, social, cultural and heritage developmental goals specified in the Provincial Development Plan. According to Marawu, these objectives are driven in the main through the Construction and Maintenance subprogrammes. One of the big ongoing projects with which the Department is currently busy is the Mzamba to Magusheni road. The road project will improve the link between the Eastern Cape and KwaZulu-Natal provinces, which forms part of the coastal route in the province. Marawu said this dual carriageway has not been resurfaced in the last 25 years and is in need of urgent repair to extend its serviceable life.

The contract is designed to benefit SMMEs and will employ local labour linked to a compulsory skills training programme. Other multiyear projects continu­ ing in the 2017/18 financial year are: ) Upgrading Nkantolo Road from gravel to surfaced standard at a contract value of R166.7 million. Construction is progressing well and practical completion is scheduled for June 2018. ) Upgrading the road to Mlamli hospital from gravel to surfaced standard. Construction is expected to start in June 2017. ) Upgrading a section of the R72 (Between Port Alfred and Peddie). The application for Environmental Impact Assessment has been submitted with the DEDEA. The procurement for construction will start as soon as the approval is obtained from DEDEA. ) Upgrading internal streets in the Ugie Town phase 2. This is a R156.2 million project. Construction is on schedule and the project is expected to be completed in June 2017. ) SLA Tsolwana Phase 2. Upgrading 8.25km internal streets in Tarkastad East and Tarkastad West. The project experienced some delays due to a strike. The challenges that gave rise to the strike have since been resolved and the project is back on track. ) Reconstruction of Sandriver Bridge at Cape St Francis. The site was handed over to the contractor and the contractor is currently busy providing a bypass. ) Reconstruction and widening of 4 bridges on DR08032 from Mdumbi Turnoff to Coffee Bay at a contract value of R29.95 million. This project has been completed. ) Coffee Bay to Zithulele Phase 1 surfacing 2.5 km. The contractor is busy with earthworks, layerworks and drainage. ) Madwaleni Hospital Road Phase

Upgrade of internal streets in Ugie Town is currently in phase 2. This is a R156.2 million project which is expected to be completed in June this year. 2 project which involves surfacing 4 km of this road is progressing well. ) Construction of DR08041 Cofimvaba to Askeaton (Surfacing 2.5 km). ) N2 to Siphetu Hospital Phase 2 with a contract value of R254 million. The project is expected to be completed by late 2017. ) Centane to Qholorah Phase 2A. This R118.1 million project was completed in December 2016. ) Tombo to Isilimela Hospital with a contract value of R222.2 million. The project is expected to be completed by November 2017. ) R56 to Mvenyane (Phase 1) with a contract value of R127.8 million. The contractor is currently busy with earthworks and the project is expected to be completed by January 2018. New initiatives planned for 2017 . Upgrade of DR08125: N2 Siphetu Hospital Phase 3. . Upgrade of DR18045_Centane to Qholora Phase 3. This project is in the planning stage and an amount of R8 million has been made available in 2017/18 financial year. . R61 at St Barnabas Hospital to Hluleka Nature Reserve (+/-47km). This project is also in the planning stage and an amount of R10 million has been made available in 2017/18 financial year. . Upgrade of the Elitheni Coal Mine Road is expected to commence in 2017/18 financial year. Maintenance subprogramme Rapid response units are now operational to assist with the maintenance of rural roads and provincial roads. The maintenance budget will increase to R711.7 million and R866.2 million in 2017/18 and 2018/19 financial years respectively. Included in these amounts is R90 million earmarked for the repair of rural roads damaged by the floods

experienced in the province over the last 3 to 4 years. Priority has been given to those roads that link communities to important social infrastructures and other amenities. The Department continues to use municipalities as implementing agents for certain maintenance projects. In this regard the Department has standing Service Level Agreements with Chris Hani, Joe Gqabi, Nelson Mandela and Enoch Mgijima municipalities. Working with Sanral The Department also continues to work very closely with the South African National Roads Agency Limited (SANRAL), an agency of the national Department of Transport. SANRAL is implementing the Sabalele project on behalf of the Department of Roads and Public Works. The project is the upgrade of the 18km length of road off the R61 (near St Marks) to the village that is the birthplace of the late revolutionary leader, Chris Hani. This project is expected to be complete by March 2017. The following road upgrades on the R63 route will be undertaken by SANRAL: . 5km west of Bedford will commence in February 2018 for an esti;Phase 2 of the upgrade of the N2 to Siphetu Hospital, with a contract value of R254 million, is currently underway. On the R390 special maintenance from Hofmeyer to R56 started in February 2017 at an estimated cost of R81 million. On the R391 special maintenance from R56 to Burgersdorp will start in August 2017 at an estimated cost of R80 million. On the R392 special maintenance from Queenstown to R410 started in February 2017 at an estimated cost of R72 million. On the R396 the construction of pedestrian facilities along the R396 will commence in March 2017 at an estimated cost of R15 million. On the R410 resealing from Khiba to Lady Frere via Cala will be completed in April 2017 at a cost of R68 million. The other strategic routes, around the citrus farms in the Sarah Baartman region, which were gazetted in 2016, are the following: The R335 route from Motherwell to Addo is planned to be upgraded from October 2017 at an estimated cost of R500m. Special maintenance will be done from Addo to Paterson (R342) at an estimated cost of R200 million from October 2017. The upgrade from Kirkwood to Addo (R336) is, also, planned to start in October 2017 at an estimated cost of R300 million.

Bigger budget allocated for Roads and Public Works REPORTER THE Department of Roads and Public Works received an increase of 11% or R494 million in their budget for the 2017/18 financial year with a total allocation of R5.090 billion out of the provincial budget. According to the MEC for Roads and Public Works, Thandiswa Marawu, the increase, which is above the normal inflation, is due to the special allocation for provincial priorities amounting to R255 million which includes the Bhisho Office Precinct, Roads and Acquisition of office building. The Department received two conditional grants from the national de-

partments (Provincial Roads Maintenance Grant from Department of Transport and EPWP Incentive grant from Department of Public Works). “Both these grants have increased above inflation due to the good performance achieved by DRPW on Full Time Equivalents (FTEs) targets set by national Public Works on EPWP Incentive as well as good performance on the 2015/16 roads spending on the PRMG,” said Marawu. According to Marawu, the Department continues to strengthen its property portfolio which includes provisioning office space and safeguarding government assets. An amount of R533 million has been budgeted in the 2017/18 financial year for the property portfolio.

The Department has allocated R2.429 billion for the provincial infrastructure development. An amount of R226 million has been set aside for the building’s infrastructure portfolio. R1,681 billion has been allocated for the transport infrastructure for the upgrade, maintenance and rehabilitation of provincial roads. “The Department will endeavour to intensify its employment creation and empowerment of communities, constructing emerging contractors’ efforts and matching job seekers through the Amathuba jobs portal. R2.7 million has been allocated for the Amathuba jobs portal, R5 million for support to public bodies and R3.6 million for the Contractor Development Programme,” said Marawu.

Bhisho office precinct planned to house more government offices REPORTER THE Department of Roads and Public Works has identified the construction of the Bhisho Office Precinct as a sustainable longterm solution in providing office accommodation for various provincial government departments. The Bhisho Office Precinct will accommodate the Departments of Economic Development and Environment Affairs, Rural Development and Agrarian Reform, Social

Development, Transport, Human Settlements, Safety and Liaison, Sport, Recreation, and Arts and Culture. The construction of the Bhisho Office Precinct will involve activities such as infrastructure development, construction, installation of machinery and equipment, landscaping and varied number of construction related activities. “It is envisaged that for each R1m spent during construction of the Precinct it is expected to generate an additional R102million in

Department addresses unemployment in province REPORTER THE MEC for Roads and Public Works, Thandiswa Marawu, said one of the big achievements of her Department during the past financial year, were the number of job opportunities created as well as the training and upskilling of people to work the Department’s projects. Bursaries were awarded to 112 deserving learners in fields of study such as civil engineering, architecture and quantity surveying. “We are in the skills development revolution in that after graduating we place these learners in the department. Once they are inside, we make sure that we assist them with obtaining professional registration. Awarding bursaries also took gender disparities into account in that eligible students, irrespective of gender are given same opportunities,” said Marawu. She said that internal employees were also awarded bursaries to ensure that they have a skilled workforce.

“In 2016/17 we recruited 220 interns, against the target of 200 and a total of 100 TVET learners have been appointed. Induction programmes were implemented in all six regions including Head Office. This is part of the Department’s efforts to curb the high unemployment rate among the youth,” said Marawu. According to Marawu, 2016/17 marked the third year of implementing Phase 3 of the Expanded Public Works Programme. During the 2016/17 financial year, as part of the Expanded Public Works Programme (EPWP) which is the flagship programme for job creation and poverty alleviation in the province, the Department undertook to create 51 000 work opportunities through its roads and buildings infrastructure programmes. At the end of third quarter, the Department surpassed this target and created 53 052 work opportunities. “Secondly, the Department planned to support 240 emerging contractors through the Integrated Contractor Development Programme (ICDP). As at

the end of December 2016, 219 emerging contractors were supported through the ICDP,” said Marawu. The Department also continued to implement its Artisan Development Programme, APTCoD, during the 2016/17 financial year. Through the

APTCoD programme, 827 learners have been trained by the end of December 2016. At the end of December 2016, 117 APTCoD learners graduated to become fully-fledged artisans. This achievement is against the annual target of 80 learners who should pass the trade test by the end of the 2016/17 financial year. In addition, the Department continued to implement the National Youth Service (NYS) through which young people who are not in employment, education and training are provided with training through the Depart-

ment’s buildings and roads infrastructure programmes. By the end of December 2016, 486 learners were enrolled into the NYS programme. Expanded Public Works Programme Through the National Development Plan and the Medium Term Strategic Framework (MTSF: Outcomes 4 and 13), the Government has committed to create six million work opportunities through EPWP by 2019. As a coordinating Department on the Expanded Public Works Programme in the Province, the Department has the responsibility to ensure that the Province contributes optimally to the creation of the six million work opportunities by 2019. The Province’s contribution to the national target is 502 186 work opportunities. By the end of October 2016, the Province had created 407 991 work opportunities. “This good performance clearly indicates that the EC is on course to

achieve its five-year target for work opportunities by 2019,” said Marawu. Marawu said that during the 2017/18 financial year, the Department will continue to intensify its efforts at addressing the challenges of joblessness and poverty through the Expanded Public Works Programme. The following programmes and interventions have been prioritised for 2017/18: ) 49150 work opportunities will be created by the Department. ) 300 unemployed people, especially the youth, will be matched to work opportunities through Amathuba Jobs Portal. ) 150 emerging contractors will be supported and 50 will upgrade to higher levels of the CIDB register. ) 900 learners will be trained to be artisans in our APTCoD Programme. ) 90 APTCoD learners will be supported so that they pass the trade test and become fully-fledged artisans. ) 500 learners who are not in employment, education and training will be enrolled into the Department’s National Youth Service Programme.

Land audit programme well underway REPORTER AS custodian of immovable assets, the Department of Roads and Public Works commenced with a comprehensive land audit programme in September 2015. This is an in-house verification exercise that commits to physically validate all state-owned assets over a three-year period.

According to the MEC for the Department, Thandiswa Marawu, for the 2017/2018 financial year the Department plans to complete land audits in ten municipalities, which will include, among others Buffalo City, Nyandeni, Nelson Mandela Bay and Sakhisizwe. “In order to conform to the requirements of the Spatial Land Use Management Act (SPLUMA), the Department will commence

with the consolidation and rezoning of some of its properties. Twenty consolidations and ten rezonings are envisaged,” said Marawu. A request for proposal for the construction of the long-awaited Bhisho Office Precinct on Erf 4785, Bhisho (adjacent to the House of Traditional Leaders) will commence in this financial year. According to Marawu, the

construction phase will immensely contribute to job creation for local people. Occupation of the new Bhisho Contact Centre adjacent to the Bhisho Massacre Memorial will be ready by May 2017. This new facility will assist all the users with a 150-seater conference facility with four break-away rooms that will be available to all the government departments and organs of

state to use. A total of 120 condition assessments of state-owned buildings are planned for the new financial year. The Department will advertise 15 properties for revenue generation. These properties will be leased out with a long-term lease to generate substantial income for the benefit of communities and the Province.

How to save water one leaky tap at a time REPORTER DID you know that South Africa is one of the top 30 driest countries in the world with an average rainfall of less than 500 millimetres a year? This is 360 millimetres less than the world’s average. The major droughts caused by the lack of rainfall have resulted in water restrictions around the country. It is not all doom and gloom though. The good news is that you, together with Builders, can do something to manage water consumption and make a difference, starting with something as

simple as your taps. Leaking taps can waste up to 30 litres of water per hour, which is why reporting any dripping/leaking taps, pipes and toilets to maintenance as soon as you notice a problem will go a long way in putting a stop to wastefulness. If you are the type that likes doing your own handy work, Builders have compiled a few easy steps to ensure that those leaking taps are soon a thing of the past. You will need: ) Shifting Spanner ) Cloth ) Screwdriver (old one) ) Water pump pliers ) Washer and jumper unit, or

washer and set ) Scouring pad When you have all the necessary tools at your disposal, it is time to get to work: 1. Remove the cover to expose the screw which holds the handle of the tap in place and unscrew it to remove the handle. 2. Cover the nose of your spanner with tape so it doesn’t scratch the finish on your tap. 3. Using a spanner, undo the nut around the headpiece assembly, holding the tap body firmly to prevent it from turning on the basin (which could cause other leaks). 4. Remove the washer and un-

screw the nut using water pump pliers. Give the whole assembly a rub with a scouring pad to remove any debris sitting on the thread. 5. Fill in the new washer, place the jumper back in the headpiece assembly and replace this in the tap body. Tighten it in place with a spanner. 6. Refit the handle and tighten. Before opening the tap, see if the leak has stopped, then test to see if water comes out of the tap. With these six simple steps courtesy of Builders, you are playing a part in leaving a sustainable legacy for future generations. No matter how small you might think your contribution is, it counts.

Tips for in and around the house In In the the kitchen kitchen Rinse glasses, cutlery and vegetables in a basin of water, rather than under a running tap, and reuse this water for pot plants or in the garden. Rinse water can be reused for the next cycle of washing up before being discarded. Keep a bottle of drinking water in the fridge so that you don’t run lukewarm water down the drain when waiting for it to cool.

Run tap water into a bottle when waiting for it to heat up. Thaw frozen foods in the fridge, sunlight or microwave rather than placing them under running water. tres per month. Use a mug of water to rinse your toothbrush. Plug the sink when shaving rather than rinsing your razor under running water. This saves up to 45 litres per month. A half-filled bath uses about 113 litres and a 5-minute shower uses about 56 litres. If you have to bath, make it a shallow one or share it. A toilet leak can waste up to 30

litres an hour. Check if your toilet is leaking by adding a few drops of food dye to the cistern. If the colour seeps into the bowl, you have a leak. Reuse your bath and sink water to water plants and lawns. Professional grey water recycling systems are also great options to save water. If you have an overflow pipe that drips into the garden, place a bucket beneath it and use the water for pot plants. This system requires the grey water to be treated and treatment is normally a combination of anaerobic, aerobic and disinfection stages. A specialist installer is required for this option. Chev offers more options with its 7­seater Trailblazer CHEVROLET has recently revised its Trailblazer range to give buyers in the market for a sevenseater vehicle more options as far as drivetrain and specification levels are concerned. The range now comprises five vehicles to choose from with new 2.5 LT Auto and 2.8 LTZ Z71 4x4 Auto models. This will now allow buyers to choose between a manual and an automatic version of the 2.5 D LT 4x2 Trailblazer, as well as three 2.8D models - all with automatic transmissions. In the 2.8D range there is a 4x2 and a 4x4 LTZ option, as well as the flagship Z71 which is based on the 4x4 LTZ option with some extra specs.

Express on Wheels recently had the opportunity to spend a week with the Trailblazer 2.8D LTZ 4x4 Auto (priced at R624 300), as well as the Trailblazer 2.8D LTZ 4x4 AT Z71 (R634 500). What makes the Z71 different is a few changes in the looks department, such as the Z71 decal package (inside and outside), a gloss back B-pillar finish, black lower bodyside mouldings, black alloy wheels, door handles and mirrors. Exterior If you like a compact SUV or crossover vehicle then you might find the Trailblazer a bit big for you – being a 7-seater after all. And the extra seats and space will definitely cost you in terms of not being able to fit into too tight parking spaces. However, compared to its main competitors, the Toyota Fortuner and Ford Everest, the Trailblazer can definitely hold its own in the looks department. And while big on the outside, one will be pleasantly surprised with the car-like feel on the inside with the added bonus of the high seating position. The new Trailblazer features a bolder nose with new bonnet and headlights and redesigned lower valance, as well as daytime running lights (LED on the LTZ). Interior Befitting its price range, it is a high-spec vehicle. It has steering wheel controls for the audio system and navigation, as well as plenty of safety assistance features such as a rear camera and sensors – which are always handy in a car of this size where visibility at the back and around the vehicle is often limited. The stitched leather trim, even on the dashboard, and touches of chrome give it a highclass feel. Leather upholstery is fitted as standard on all the models. The layout on the dashboard is simple and easy to operate. It is dominated by a touchscreen where the rear camera view is displayed as soon as the vehicle is put in reverse gear. The second generation MyLink infotainment system is Apple Carplay and Android Auto compatible and smartphones and applications can be used via USB. Normal Bluetooth connectivity remains, even if the device is not paired in this way. On LT versions phone-based navigation systems such as Google Maps can be displayed on the screen, while the LTZ models have a fully integrated satellite navigation system. It has five points for charging devices and eight cup holders. The back-seat passengers are treated to quite a lot of space –even those in the third row. Each row has its own air con and plenty of stowage space for bottles, cups and other paraphanalia. The second row seats can also be tilted forward easily to allow the passengers room to get into the back seats. All of them have headrests. The automatic gearbox also coped well with the peak-hour urban commute and obstacles such as speedhumps and traffic circles. Fuel consumption during my time with the Trailblazer was around 11.2 litres/100km (open road and urban travelling) and the trip computer gave the best consumption achieved as 7.9 litres/100km. Top of the range models come equipped with the 2.8 litre Duramax Turbodiesel (VGT) engine delivering 144 kW and 500 Nm of torque. Acceleration from 0 to 100 km/h takes 10.4 seconds with a top speed limited to 180 km/h. Oldest Beetle in SA nestled TALKING F1: NATALIE LE CLUE at VW AutoPavilion F1: Who stands where VOLKSWAGEN’S automotive museum, AutoPavilion, recently had an upgrade and one of its new displays is Jan the Beetle. Jan was built on Wednesday, September 14, 1949 in the original Volkswagen factory in Wolfsburg. In 1971, Volkswagen South Africa and Wheels magazine held a competition to find the oldest Beetle in South Africa. The winner was David Rubin of Middelburg, who received a brand-new 1300 Beetle in exchange for Jan the Beetle. After being discovered in 1971, Jan went on display around South Africa before coming back home to rest at the Volkswagen factory in Uitenhage. However, for a number of years, no one paid attention to Jan and he was left in storage as his condition had deteriorated and could not be displayed. That changed when Jan the Beetle was brought to the attention of another very special Jan at Volkswagen, namely Jan SchiedekJacht, the Head of Product Engineering at VWSA. Schiedek-Jacht, a classic car enthusiast and expert, offered to give Jan a new lease on life. Soon, highly qualified engineers from Product Engineering at VWSA heard about Jan and offered to help. “The team under the leadership of Jan Schiedek-Jacht donated their spare time to fully restoring Jan and seven months later had a pristine looking car. I am humbled by the dedication, passion and love of our automotive heritage that this team has shown during the restoration of Jan the Beetle,” said Thomas Schaefer, Chairman and Managing Director of VWSA. It was decided by the team that Jan would be restored to his original condition and colour. As many original components as possible were repaired and restored and, only where required, were new components sourced from special dealers in South Africa, Germany and the US. Jan is now the jewel of the AutoPavilion vehicle collection. Thanks to his split rear windshield, Jan is the most desired little Beetle by collectors and enthusiasts alike. Jan proved that he is still fit for a jolly weekend drive after covering over 600km to the George Motorshow in early February. This was his first drive after full restoration, exactly 67 years, 4 months and 10 days after he was built. Everyone is welcome to visit Jan at the AutoPavilion in Uitenhage and see some of the upgrades. The AutoPavilion is VWSA’s Automotive Experience Centre and Museum. THE good news is that from the eight days of testing it appears as if the 2017 season should have, at least, Ferrari and Mercedes duking it out for victories.

This doesn’t discount the chances of Red Bull, but the Austrian team have played their cards too close to the vest to make a definitive call on their pace. What’s more, this team is expected to bring a noticeably different aerodynamic configuration to the Australian Grand Prix, which should bring them into contention. Ferrari’s Kimi Raikkonen set the fastest overall time in the eight days with a 1:18: 634, some 4.1 seconds quicker than last year’s fastest time in testing. While this flashy lap confirmed the influence of the regulation change, it wasn’t the most interesting bit of information from Spain. It’s in the long runs, when compared to Mercedes, where the Ferrari truly shines. While it must again be qualified with the precaution that there is no way to know what configuration the cars were running in. However, it’s logical to accept that at the start of a race simulation all teams are obliged to run a maximum fuel load so as to accurately simulate the start of a race. While keeping this in mind, a glance at the long run lap times suggests that Ferrari is roughly three tenths of a second ahead of Mercedes with the Red Bull as the third quickest car. The Renault engine still seems down on power in comparison to Mercedes and Ferrari. While Williams seems set as the leader of the mid-field, the woes continued for McLaren in the final days of testing. While they were expected to take a step forward and regularly challenge for podiums in 2017, it appears as if the opposite has happened and they may be further behind than last year. The optimists believe McLaren will make a comeback this season or at least catch up. But the reality is that the level of gains that

have been made by the top three teams, means that there is no chance of McLaren catching up. So dire is the situation that strong rumours of a divorce from the Japanese manufacturer are already making the rounds. But it’s not quite that simple for McLaren, given their lack of alternative income. At the 2014 launch the new McLaren debuted without a title sponsor. Then team boss Ron Dennis proclaimed that Formula 1, as a whole, was moving away from title sponsors. It’s this arrogance, which has boxed McLaren into a corner. Even if they wanted to dump Honda and never again speak of the nightmarish last few years, they can’t, as their sole source of significant income is Honda. If they did have a proper title sponsor they could cut their losses this year, get out from underneath Honda, and run a badged Mercedes engine in 2018. Whatever happens at the embattled team – it’s going to be a long and difficult season. In only two weeks, the 2017 season will kick off but it will, sadly, do so without one of its most famous champions. Late last week the 1964 world champion, John Surtees, passed away at the age of 83. Surtees remains the only person to have won the world championship on both two and four wheels.

Africa’s toughest Indian Ocean Swim is wide open WITH just under a week until the Eastern Cape’s richest open water swim takes place, it is clear that it is going to be a wide open race for line honours in the two different categories. With an overall prize pool of R39 000 and the winners in both the swimsuit and wetsuit categories taking home a whopping R4 500 each, swimmers from around the country are being attracted to Nelson Mandela Bay on Human Rights Day (Tuesday, March 21) to compete in Africa’s toughest Indian Ocean Swim. The Jendamark Bellbuoy Challenge is a daunting 5km sea swim which sees participants going 2.5km straight out to sea to round the nautical bell buoy directly off Pollok Beach. While it is usually an easy swim out to the buoy, the currents around the area will make for a very tough rounding and return to shore which, in some instances, can see swimmers’ return times double that of their outgoing time. Amy Mardon has won the ladies’ wetsuit category three times in a row and Hannah Haswell the ladies’ swimsuit category twice, but this year, the appearance of Nelson Mandela Bay Aquatics 10km and 5km champion,

Amica de Jager, could change things. The Woodridge College student has been swimming particularly well this season and recently won the SPAR Ladies River Mile, continuing to break her personal bests throughout the season. A win at the Jendamark Bellbuoy Challenge would be a fitting close to a remarkable open-water swimming season for her. The mens’ defending wetsuit champion and currently the number one seed in Eastern Province open-water swimming, Ian Venter, will be keen to secure some great prize money, but will be pushed hard by the likes of Kevin Richards, Slater Black and Pretoria’s swimming legend, Gary Albertyn. In addition, Rolf Kordes (76) and Maria Stott (61) are currently the oldest registrants for this year with Paige Black (14) and Heinrich Venter (14) being the youngest. The Jendamark Bellbuoy Challenge offers a fantastic spectacle from the shores of Pollok Beach where spectators can watch the entire race unfold in front of them. The race will start at 8.30am, where the winners are expected to take just under an hour.
