Baywest road network construction begins REPORTER
A
NOTHER milestone in the development of Port Elizabeth’s R1.7billion Baywest Mall has been reached with construction starting on the new R300-million road infrastructure in the city’s western suburbs. The new road infrastructure will put city residents at the doorstep of Baywest Mall with convenient access to the double-storey mall and the Baywest precinct from the N2 freeway. The road infrastructure is the realisation of the first phase of the city’s long-awaited Redhouse-Chelsea Interchange road network, which has been unlocked by the Baywest development. The first phase of the new road network, being built by construction company Basil Read, will link the suburbs of Sherwood and Rowallan Park which sit on opposite sides of the N2 freeway along which the Baywest Mall is being built. This will be done by joining Walker Drive (Sherwood) to Cape Road (Rowallan Park). There will also be an interchange with onand off ramps to the N2, allowing easy access from the freeway to Baywest Mall and at the same time alleviating traffic congestion in the western suburbs. Eventually, the network will link up opposite ends of the city, Redhouse and Chelsea. Baywest Managing Director, Gavin Blows, said the Baywest developers, Abacus Asset Management and Billion Group, as well as the South African National Roads Agency SOC Limited (SANRAL), will pay the bulk of the costs for the new network, with the city contributing 15% of the costs. “While the Baywest development is a private initiative, the developers have reached agreement with the Nelson Mandela Bay Municipality and the SANRAL on a joint funding initiative which is based on proportional responsibility derived from various traffic impact analyses,” Blows said. “The NMBM is contributing approximately 15% of the budgeted costs of the road network upgrade. This upgrade will benefit current local residents by linking the suburbs of Sher-
wood with Rowallan Park via a new multi-lane interchange which will not only bridge the N2 but will provide much needed on- and off ramps. “These new N2 access and egress points will relieve the current traffic congestion problems currently being experienced in peak hours and are expected to stimulate growth in these suburbs,” added Blows. Despite the size of the project, engineers said the road design specifically leaves an area which is home to a rare species of frog and the sensitive cyclopia plant untouched, while it is also diverted around a sensitive rocky outcrop. Provision to accommodate the city’s Integrated Public Transport System has also been made. According to Aecom engineer on the project, Gerrie Albertyn, who oversaw the successful
construction of the city’s R2.1-billion Nelson Mandela Bay Stadium, construction of the road network is specifically designed to protect environmentally sensitive areas. Work has commenced on clearing the path for the roads. By the time Baywest Mall opens next March, the on and off ramps from the N2 will have been completed. Come September next year, Walker Drive will have been linked with Cape Road, says Albertyn. “There will be a bridge to the southern side of the N2 which will be built specifically to protect the environmentally sensitive cyclopia plant species, which are situated in a wetland area,” Albertyn said. “There will also be another structure built to elevate the road in order to protect a rare frog species.” A bridge over the Baakens River would be
built as part of the development, he says. The routes will also be pedestrian-friendly and have cycle paths throughout, to accommodate nonmotorised transport. “The Redhouse-Chelsea road has been on the cards since 2004, to alleviate the congestion in the area. It’s anticipated that a lot of traffic will use the route and the N2 interchange,” said Albertyn. Michael Kaiser, SANRAL Southern Regions construction manager, said there will be two environmental control officers (ECOs), whose responsibility it will be to ensure the minimum negative impact of the construction on the environment. “The more sensitive areas will be fenced off completely to prevent any encroachment into the areas,” Kaiser ended.

Facebook comments almost land metro’s Roland in hot water ANNA PAUW FACEBOOK comments almost led to facing legal action for metro communications director, Roland Williams. Last week, Williams commented on a status update posted by DA councillor, Dean Biddulph. In this post, Williams calls Biddulph a ‘twit’ or ‘informed agent provocateur’ and accuses Biddulph of being dishonest. (see screen shots) According to Johan Theron, a lawyer at Werksmans Attorneys, specialising in media and communication, Williams’s post is libelous. “Should Biddulph have taken legal action
against Williams, he would have had a strong case, unless Williams could prove in a court of law that Biddulph was a ‘twit’ or ‘informed agent provocateur’ and ‘dishonest’.” Subsequently Williams has apologised to Biddulph, who was planning to take legal action, as well as lodging a formal complaint with the office of the City Manager. Before receiving and accepting Williams’s apology, Biddulph told Express he thought Williams’s comments were not only personally offensive, but were also detrimental to the image of the municipality. “Our rights to freedom of speech and opinion do not extend to libel or defamation,” said Biddulph.
“I have accepted Roland’s apology and he has also agreed to publish an apology on my Facebook page.” According to Biddulph, this was a valuable lesson for all social media users, to be very circumspect when publishing an opinion on a public platform. Williams told Express that he held strong political and social views and that he expressed these with conviction and without apology. “Such convictions should, however, never be personalised, and in this respect, I have apologised to Dean,” Williams said. He said his facebook profile was private and that the engagements that took place there were little more than “bar-room banter”.

become victims of slow starvation, vicious infighting and in-breeding, which could lead to genetic deformities,” said Barter. Cat Care Port Elizabeth, a non-profit organisation that has been in existence for 21 years, said they acknowledge their role in controlling vermin and while recognising their right to life. Barter said Cat Care PE volunteers work full time to control and stabilise the feral cat population in these areas, by identifying feral colonies and then trapping, sterilising and releasing the feral cats back into the colonies. “They also monitor and rehabilitate feral cats when necessary, and treat ill and injured ferals. To promote the cats’ health and welfare, Cat Care - through its full-time fieldworkers and community volunteers - has implemented feeding programmes for between 500 and 600 cats each month, at a monthly cost of R18 600,” said Barter. Barter said community members and businesses can also contribute to Cat Care’s work this year. “Support Cat Care’s fundraising activities include an annual street collection, stall sales, tea rooms at cat shows, collection tins held at certain shops, membership fees and raffles kindly offered through several veterinary clinics and community clinics. “Public and corporate donations are always welcome, particularly assistance with regard to cat food, kitten milk, F10 foggers, shelters, deworming tablets and, of course, more volunteers and foster homes,” she said. Cat Care also provides the feral cats with monthly tick and flea treatment to prevent unnecessary suffering caused by flea-related diseases which can include terrible symptoms for the cats such as swollen, painful lymph nodes, low-grade fever and flu-like symptoms such as weakness, nausea, chills, loss of appetite and headache. ZELDRÉ SWANEPOEL FROM having to overcome severe bullying at primary school, to standing confidently on a stage in front of huge audiences, showcasing a vocal talent which had an international talent scout gushing. This is the story of Luca (14), a Grade 7 learner at Alexander Road High School, who was recently scouted by Kim Meyers to participate in the Applaud Rising Talent Showcase (ARTS) in the USA. The ARTS is the same event at which fellow Port Elizabethan Gino Lee (18) obtained a scholarship to study at the New York Film Academy. Gino Lee is currently in New York studying and is Luca’s biggest inspiration. ARTS enables aspiring artists to showcase their talents in singing, dancing, acting and modelling, in front of big industry names, where they could possibly be scouted for further opportunities in their field. The ARTS takes place in Orlando, Florida from June 25 to 29, 2014. “I have been singing since I can remember, and I have always loved singing,” said Luca, who is in his school choir, and also an avid actor. I am very excited about this opportunity tosinginfrontofrenownedtalentscouts.Iampractisingevery day to prepare myself for that big moment,” he said excitedly. To attend the convention, Luca needs to raise approximately R125 000. His fundraising efforts include a dinner and dance event on March 28 which will be held at Thatchwoods for R160 per person, and his family is requesting the community to support these events. His mom Jacki will be accompanying him on the trip. “Unfortunately there is no funding available for children like Luca who need to follow their dream in singing or acting. We are doing our utmost to raise funds for this trip, and we truly believe that Luca can achieve great things,” Jacki said. Barnard has decided on a traditional version of the Scottish play and will introduce Scottish Pipers to herald the activity. Patrick Scott, who has long been associated with PESF productions, will play the bagpipes, along with his wife, Bev. Opposite Gareth Bain, as Lady Macbeth, is another award-winning actress, Helen Flax, well known for both PESF and Pemads productions. Complimenting the cast will be other lauded thespians, Andrew White, Robert van den Ordel, Liz Yates, Mark and Yolande Farrow and David Roll. Church and PEP help Kleinskool kids to walk tall REPORTER A GROUP of 150 Kleinskool primary school kids had a positive start to the new school year after they received brand-new school shoes donated in a joint venture by the Jesus is Lord Ministeries and PEP. These organisations are encouraging other businesses to also reach out to the needy school with its 500 pupils which is celebrating its 10th anniversary in February. Jesus is Lord Ministries is a mission organisation in Kleinskool, an informal township on the outskirts of Port Elizabeth. The community which consists of Xhosa and Afrikaans speaking people has very few adults employed, with rampant poverty. “For many children, possessing a pair of school shoes is a privilege. The teachers, who
identified children with the greatest need for selection to receive shoes, did their research carefully. A list was drawn up in each classroom with the names and shoe sizes of those who need them most,” said Miranda de Beer of the outreach organisation. “The mission provides food parcels once a week to the community. Various arts and crafts are taught to adults and a vegetable garden is run. The children and youth ministry have a regular children’s service every Friday. Between 300 and 400 children attend. Lively songs and sound biblical principles are taught in a simple and creative child-friendly manner,” said Miranda. She said each child receives a snack and fruit. On Wednesdays about 40 children receive formal tuition and on Tuesdays a small youth programme is run. On each of these occasions food parcels are handed out.

MONTHLY VERSUS PRO RATA RENTAL
LongÂterm tenant told to vacate THIS week the Property Poser expert handles a question of a more technical and specific nature regarding the calculation of rental due. It would seem that in this case the rental is calculated on an annual basis and a single amount is payable for the entire year. For some reason, the reader wishes to make a pro rata rental calculation for the month of February â&#x20AC;&#x201C; the shortest month of the year â&#x20AC;&#x201C; only. The estate agent involved in the rental of the property has advised that the calculation is simple and that February is calculated as per any ordinary month. Therefore the annual rental is divided by the number of months in a year â&#x20AC;&#x201C; 12 â&#x20AC;&#x201C; to get to a rental figure for any month. The reader has suggested a different approach. He feels that a tenant would be on the losing end of the calculation and, with February having fewer days than the other months, the number of days should be considered. He feels that neither party is on the losing end of such a calculation but that the landlord is clearly prejudiced in the current instance. As usual, a good place to start is the agreement of lease between the landlord and tenant, says Sean Radue of Radue Attorneys in Port Eliza-
beth. â&#x20AC;&#x153;The lease may address how pro rata rental is calculated or, at least, provide a clue as to the determination thereof.â&#x20AC;? Radue says it may prescribe, in clear terms, that pro rata rental is calculated strictly on the number of days involved. â&#x20AC;&#x153;This would entail merely dividing the annual rental by the number of days in the year to reach a daily rental and multiplying this daily rate by the number of days concerned.â&#x20AC;? The lease may also contain helpful definitions of the terms, says Radue. â&#x20AC;&#x153;The term â&#x20AC;&#x2DC;monthâ&#x20AC;&#x2122;, for example, may be defined as a calendar month or a continuous period of, say, 30 days.â&#x20AC;? Thus, if the pro rata calculation is for a defined period of a â&#x20AC;&#x153;monthâ&#x20AC;?, Radue says the calculation can be done accordingly. â&#x20AC;&#x153;The concept is not complicated further by questioning the characteristics of that month; the number of days wrapped up in the umbrella concept of â&#x20AC;&#x2DC;monthâ&#x20AC;&#x2122;.â&#x20AC;? Radue says simple logic should apply in a typical rental situation. â&#x20AC;&#x153;Rental is paid monthly and whether the month is shorter or longer, the monthly rental
Increase in demand for Lorraine properties REPORTER CHAS Everitt International say the demand for homes in the popular Lorraine area has increased to such a level that there is now a shortage of well-priced stock, and properties that do become available at market-related prices are selling within weeks. â&#x20AC;&#x153;This area is increasingly sought-after by young single buyers and working couples,â&#x20AC;? says Sharon Koning, area specialist for Chas Everitt International, â&#x20AC;&#x153;because it is conveniently located and offers them a range of affordable property options. And once they settle here they tend to stay, so there are fewer sellers than prospective buyers at the moment.â&#x20AC;? More than half the homes in the area, Koning said, are sectional title townhouses in small secure complexes, and these are
in high demand among first-time buyers, as well as investors who are tapping into a healthy demand for rental properties. â&#x20AC;&#x153;These are generally low-maintenance units with good security that suit the lockup-and-go lifestyle of young residents, and prices start at around R400 000.â&#x20AC;? They are also good investments, she said. The average price of Lorraineâ&#x20AC;&#x2122;s sectional title properties has risen from around R559 000 three years ago to R623 000 this year â&#x20AC;&#x201C; â&#x20AC;&#x153;which means it is 17% higher than the peak reached before the 2009 recession.â&#x20AC;? There is also a small percentage of freehold suburban homes in Lorraine, but the most popular properties of all are the â&#x20AC;&#x153;clusterâ&#x20AC;? homes â&#x20AC;&#x201C; freestanding, freehold homes also located in secure, gated complexes, she added. â&#x20AC;&#x153;These complexes are run by Home Ownersâ&#x20AC;&#x2122; Associations and many buyers prefer them because they of-

fer more space, greater privacy and independence and often, lower levies than the sectional title complexes.â&#x20AC;? However, prices start at around R750 000 and range up to R1m or more, and buyers are generally older â&#x20AC;&#x201C; mostly in their 30s and 40s â&#x20AC;&#x201C; with a need to accommodate expanding families. â&#x20AC;&#x153;Most are upgrading from smaller homes in Lorraine itself,â&#x20AC;? said Koning, â&#x20AC;&#x153;And for over R1m they can expect a modern family home of around 175sqm, with three bedrooms, at least two bathrooms, open-plan living areas, a double garage and an entertainment area in a secure environment.â&#x20AC;? According to property statistics company Lightstone, the average freehold home price in the area has climbed from R845 000 to R1,2m in the past three years, which means it is now also 27,5% higher than the peak reached before the 2009 recession.

Reid powers to second victory in River Mile REPORTER CHRISTOPHER Reid powered his way to an uncontested second straight victory at the 90th edition of the SPAR River Mile at Cannonville just outside Port Elizabeth on Sunday. Reid, who swims for Aquabear in PE, showed his class as he took advantage of favourable currents to leave the field of 450 men in his wake in the Sundays River. The 18-year-old was followed home by East London’s Edward Johannisen, who won the SPAR Kowie Mile in December. Another PEbased swimmer, Dylan Smith, 15, rounded out the podium in third. Collegiate schoolgirl Kaley Gouws was first out of the water to claim gold in the ladies’ mile. Her PEA Swim Club team-mate Tarryn Els, who won the women’s wetsuit mile on Saturday, finished second, with Hannah Haswell
third. Reid said his strategy had been to go hard from the start. “I wanted to set a pace that I could just handle and keep that going until the halfway mark, then pick up my stroke rate to the end of the race.” It paid off as he dropped his nearest rivals 100 metres into the swim. “The current was very strong. I could feel it pushing me all the way along and it really gave me the edge.” The Grey High School learner has just returned from Australia where he represented South Africa against the world’s best in the BHP Billiton Super Series gala, where he finished sixth in his event. “There’s still a lot to come this year but it’s a good start.” Gouws said the frontrunners in the 350strong field had set a blistering pace from the start in the women’s race. “The leaders started off very fast so I had

PE’s adventure partners ready for the Absa Cape Epic REPORTER PORT Elizabeth couple Jackie Tunstead and her fiancé, Martin van den Ordel, will be teaming up for this year’s Absa Cape Epic as team ‘One Hundred Percent’ which takes place from 23 to 30 March. The legendary mountain bike race stage, now in its eleventh year , will see riders complete 718km of intense riding with 14 850m of climbing, starting with the Prologue at Meerendal Wine Estate in Durbanville and finishing 8-days later at the traditional Grand Finale at Lourensford Wine Estate in Somerset West. Both Tunstead 46, and Van den Ordel 39, will be participating in their first Absa Cape Epic this year. Tunstead, who runs her own construction company, said, “My dad was an avid cyclist and he passed away unexpectedly, he left me a gold coin collection which, when I sold it, amounted to the perfect entry amount. I am riding in his memory.” Tunstead and Van den Ordel train together every day. According to Van den Ordel the most important ingredi-
ents to completing the Absa Cape Epic successfully are good partnership, mental strength and fitness. Tunstead believes that a mental approach is important. “You can train to death, but if your mind gives up you are a goner,” said Tunstead. When asked what he thought of the 2014 route, Van den Ordel responds: “Looks tough, but fair.” Tunstead thinks that this year’s route is wonderful, scary, horrifying and beautiful. When asked what she does in her spare time, Tunstead responds: “Renovating our home if not riding.” Tunstead describes herself as funny, quiet, but tough. Besides riding, Van den Ordel also spends his free time renovating their home. “I would describe myself as nervous, energetic, a workaholic and strong,” he said. When asked what it is about the Absa Cape Epic that makes them want to participate, Tunstead replied: “I can’t lie; I want to say I’ve done the Epic.” Van den Ordel said it is the challenge of the race that makes him want to participate. Their plan for 2014, apart from taking on the Absa Cape Epic, is to finish renovating their home.

50k Algoa Rally challenge kicks off THE first round of the Algoa Steel 50k Challenge will take place on 22 February and will be the first of six events for the lucrative prizes at the end of the year. Up for grabs are a Volkswagen Polo rally kit car for first place, second place is a cash prize of R15 000 and third place R7 000. A further R25 000 will be given to runner- up competitors who will be rewarded as rally bucks paid out per points scored. Volkswagen Sasol Racing will enter this local event as a test session for a few top National drivers. In the S2000 Henk Lategan and Pierre Arries teams up for the first time as well as Thilo Himmel and Armand du Toit. In the S1600 Volkswagen Motorsport privateers will be Paul Franklen and Henry Kohne, Marco Himmel and Francois Schonbee. These drivers and navigators will use this event as a warm-up before the National Rally Championship starts. Local competitors are fired up about the season after Jacques Louw, and Gabriel Groener, walked away with the R50 000 prize consisting of Polo DIY kit car and racing accessories. They would be keen to defend the title with a contingent of around 20 rally cars in the hunt. The Volkswagen National competitors

Motor sport rally followers will have the opportunity to support the rally that will start at the Hunters Retreat Hotel with administration. The Parsons Green Stage will be repeated, then a service park for tyre changes will be at the premises of Algoa Steel where rally followers are welcome to see the teams in action. Spectators can also look forward to seeing the monster truck pace vehicle in action that will sweep some of the stage before the rally cars start. The ever changing world of Formula 1 NATALIE LE CLUE FORMULA 1 is the most evolutionary sport in the world. If you don’t develop, improve or adapt you get left behind without as much as a cursory glance over the shoulder. This evolution accounts for all aspects of the sport; those parts in which it is considered to be the absolute pinnacle and those which are still being debated. Simona de Silvestro One Step Closer To F1 One of the areas still up for debate is women drivers in Formula 1. Whether for it or against it, whether it is seen as nonsensical rubbish or as an opportunity to grow the sport’s reach it has long been a topic of discussion. One driver is no longer satisfied with only talking about a woman in Formula 1. Simona de Silvestro was recently announced as an “affiliate” driver for the Sauber F1 team. The 25-year-old Swiss was named the 2010 rookie of the year in IZOD IndyCars and became the first woman to finish on the podium on a street circuit in the American racing series.

But in the end it always comes down to one simple fact – no matter what the regulations call for or what impact they have on laptimes or speed-traps, nothing can detract from the level of skill that is needed to be successful in this sport.

Get ready for the sweetest run THE sweetest fun run is coming, and it’s all in aid of a worthy casue - to denounce all forms of Women and Child Abuse. The Chocolate Run - 5km fun run - will be taking place on April 19, and it is done is memory of murdered businesswoman Debbie Verwey, who passed away in 2013. Organiser Jason Gabriel said that the fun run’s aim is to create awareness to end all forms of violence against women and children. “Debbie was a good friend of mine, and we need to stop this brutality that is destroying our com-
munity,” Gabriel said. The Chocolate Run’s route is along Kings Beach, and is open to anyone between the ages of 2 and 80 years old. Purchase tickets at Brian Bands and The Footballer in Newton Park. The first 100 entries receive a personal training session with Virgin Active (Lorraine) and a water bottle. Corporates are encouraged to represent their companies at this event by wearing their company branded T-shirts and pay R100 per entry. The run is limited to 1000 entries only.
