RAFFIC departments in Nelson Mandela Bay have been operating in chaotic circumstances for some time and are slowly getting worse. The PE Express has received a number of complaints about poor service at the various traffic departments in the metro. Two of the main issues at the moment are the fact that the Uitenhage Traffic Depart-
ment cannot currently issue professional driving permits (PDPs) due to a broken machine, and the extremely long queues for eye tests at the Korsten Traffic Department. The latter has been a problem for a very long time. However, last year the municipality added four additional eye-testing devices to the only one that was working in an effort to ease the waiting period in the queues. This means that the Korsten Traffic Department has a total of five eye-testing ma-
chines, however, customers claim that there are only two manned stations for eye tests. Recently, the line ran all the way into the parking lot. A customer, who wished to remain anonymous, said, “The Nelson Mandela Bay Municipality (NMBM) has been promising a solution to the problems for months, but things only seem to be getting worse.” Municipal spokesperson Mthubanzi Mniki said that this is a nationwide problem of the national Department of Transport,
which is currently experiencing a challenge with a shortage of equipment. “The NMBM performs the function and provides traffic department services on behalf of the national department,” Mniki said. “There are currently no spares available for the equipment and there is currently a national tender out for the new equipment to replace the faulty equipment.

applications. A resident living in an informal settlement complained that the traffic department refused a letter from the ward councillor confirming their residential and postal address and stated that they only accept utility accounts as proof of address. In terms of amendments to the National Road Traffic Regulations of 2000, which were promulgated on October 31, 2014, only utility accounts will be accepted as verification of applicants’ postal and residential addresses. According to the Department of Transport, should the applicant not be the person in whose name the utility account is issued, the person in whose name the utility ac-

THE mother of Eastern Cape Premier Phumulo Masualle, uMama Caroline Deneo Masualle passed away on July 14 following a long illness. uMama Masualle, who was 89 years old at the time of her passing, suffered a stroke recently for which she was in and out of hospital. THANDI SETOKOE THE Nelson Mandela Bay Metro police said they are still adamant on focusing on their fight to combat crime in the Northern Areas. The comment by the member of the mayoral committee (MMC) responsible for safety and security, John Best, comes after the first of its kind. Nelson Mandela Bay Metro Police precinct, situated in Bethelsdorp, came under attack last Friday, less than two days after it was officially opened. It is alleged that an alert police officer inside the station spotted four gunmen wearing balaclavas outside the building and managed to draw his firearm before the armed men could enter the building. Best said, “We are shocked about the incident but as the metro police we are very prepared to serve the community. “I do know that the majority of the community is absolutely backing us. “The incident definitely was aimed at trying to take our firearms and nothing else.” He added that they are currently in talks of strengthening security measures. The Metro Police chief Yolande Faro explained that the aim of the Metro Police satellite station was to clamp down on rampant crime,

tions with the SAPS and government entities, like Home Affairs,” Faro said. She added that the ambush attempt would not deter them from their endeavours to fight crime. “We are more than determined to stop crime in the city and we can only grow stronger moving forward. St Francis Hospice has been an integral part of the Nelson Mandela Bay community since its opened its doors in October 1986. St Francis Hospice provides palliative care to the community and offers a holistic programme of comprehensive home-based care and support to about 400 patients in the final stages of a life-threatening illness, such as cancer, HIV/Aids, motor neurone disease and TB, at no cost. “Most of our patients cannot afford medical aid and only wish to spend their last few days at home. We as the hospice make sure that their wishes are granted and provide them with highly skilled and caring doctors, nurses and volunteers who visit them on a weekly if not daily basis to ensure they are comfortable and to ease their pain,” said Lynn van Vuuren, events manager at St Francis Hospice. St Francis Hospice celebrated nearly 31 years of existence with the opening of the Garden of Remembrance, where staff from the Nelson Mandela Bay Business Chamber, Investec and Adient, and family members of the deceased planted trees in memory of their loved ones. Investec and Adient sponsored plaques for those who cannot afford to purchase a spot. “That is what makes the Nelson Mandela Bay truly unique: when we give, we give in abundance,” Van Vuuren said. “We are humbled to open our beautiful gardens to family members to enjoy a quiet moment with their loved ones.”

Palmridge residents unite to ensure safer community REPORTER AFTER a number of break-ins occurred last year, the Palmridge Community in Bethelsdorp started their own neighbourhood watch. “Safety and security, and drug abuse within the Northern Areas have become major issues which influence the residents,” said Andrew Hutton, chairman of the Palmridge Neighbourhood Watch committee. The community now boasts a 24hour neighbourhood watch team that goes the extra mile to ensure that the residents are safe and not harmed.
The residents started the organisation with no equipment, including patrolling vests, jackets and torches, and they have been trying to raise funds to support the initiative. They started noticing the lack of available resources while they were establishing partnerships with the local police, Community Police Forum (CPF) and Abdul-Rafiu Olatunji, MD of the African Renaissance. “The help of the community and the individuals availing themselves to patrol the neighbourhood has resulted in a significant drop in criminal activities,” Hutton said.
“Palmridge would hereby like to thank Metro Police Chief Yolanda Faro and her team, the CPF and SAPS for the support and advice given to pursue the goals the Palmridge Neighbourhood Watch and broader Bethelsdorp community has set out to fight crime and drug abuse.” The Palmridge Neighbourhood Association represents all the residents of Palmridge, homeowners and renters alike. Palmridge affirmed their intent to build active consensus, broaden participation, act collectively, capitalise on opportunities and manage problems.

TPT’s innovation at PE container terminal delights customers REPORTER

A DEPTH of experience and a proactive approach by the technical team at Transnet Port Terminal’s (TPT) Port Elizabeth Container Terminal (PECT) has saved the company millions of rands, improved turnaround time, set a new loading record in May this year and met customer expectations. Since 2013, when the two-berth PECT became the first South African terminal to load bulk ore carrying vessels using ship-to-shore cranes (STS), paired with RAM revolver spreaders, it has been loading bulk vessels in addition to container vessels thus complementing the port’s three-berth bulk and break-bulk terminal. The RAM Revolver spreaders can be unhooked from the cranes when they are needed to load or unload containers. This combi-terminal strategy enables customers to export and import non-containerised cargo at the container terminal and has resulted in the terminal successfully exporting more than 2.5 million tons of manganese ore over the past four years. Over this period the export ore volumes through the container terminal have increased by an average of 22.5% year-on-year which is providing it with a valuable revenue stream. Nevertheless, customers wanted more capacity to increase the loading rate and reduce vessel stay time at the port. “We found an innovative solution to the problem by proposing to convert crane three, a Liebherr ship-to-shore, to be compatible with a RAM revolver spreader like crane two and crane four on either side of it,” said Jaco Meyer, technical manager, PE Container Terminal. He added that the team realised that the unconverted crane three, positioned between crane two and crane four on the quayside, was a dummy and when loading bulk using skiptainers it hampered operations by preventing the other two cranes from loading adjacent hatches on the vessel.
When TPT’s technical team requested the OEM (Liebherr) to conduct the conversion, they received a quote for R2.159 million. Siya Mhlaluka, TPT GM for the Eastern Cape, proudly explained how TPT’s technical team decided to take up the challenge to complete the conversion themselves, saving the company millions while gaining valuable experience. Despite challenges, including the absence of a manual to guide the team or any assistance with the conversion, the technical team completed the conversion on May 5, this year, and the hot commissioning was done on a customer’s vessel with minimal delays. “The conversion, which cost as little as R50 000 and saved more than R2,1 million, has brought enormous benefits to Transnet Port Terminals.” It has enabled PECT to achieve a loading rate of 14 230 tons of manganese ore in just 12 hours, which is a new record for the terminal. The innovation and the capacity which has been created by this conversion is testament to
TPT’s commitment to find solutions that meet and exceed the customer’s expectation. “Both the terminal’s internal and external customers are extremely delighted with the modification as it has afforded monetary savings, improved productivity and ensured optimal use of the equipment,” added Mhlaluka. The terminal can now plan to load three hatches adjacent to each other at the same time on a vessel which results in faster loading rates, reduced vessel stay in the port and lower port and demurrage fees for the customers and more vessels can be handled at the berth. Crane three is the most reliable crane at the terminal and by using it on the skiptainer operation it will improve equipment availability during the skiptainer process. However, Mhlaluka added that the most important benefit is that improved customer satisfaction and confidence in the capability and capacity of the Port Elizabeth Terminal will lead to more or new business.

Lecturer to take SA Moravian music overseas REPORTER A MUSIC lecturer at the University of Fort Hare, Devandré Boonzaaier, has been presented with the opportunity to present a paper at the Christian Congregational Music Conference that will take place at the University of Oxford in England. The paper is based on Boonzaaier’s doctoral work on the Moravian Church Music Heritage in South Africa. Boonzaaier, from Port Elizabeth, has also been invited – as an international scholarship recipient – to the 25th Moravian Music Festival to be held in Winston-Salem, North Carolina, in the United States, from July 23 to 29.

Special exhibition of Pemba’s works opens at NMM Art Museum REPORTER THE Nelson Mandela Metropolitan Art Museum will host an exhibition of works by the acclaimed Nelson Mandela Bay (NMB) artist, George Mnyaluza Milwa Pemba, today at 6pm. The exhibition, curated from the museum’s permanent collection, is in celebration of the generous donation of the three Pemba oil paintings depicting different scenes in the NMB. They are a scene of New Brighton in 1957, an image of the Horse Memorial from 1965 and a large oil painting of New Brighton pensioners collecting their pension. The donation of these three works was made in honour of anti-apartheid activist and civil rights campaigner, Molly Blackburn. Pemba is described as the grandfather of art in Nelson Mandela Bay. His work represents a significant artistic contribution to the history of art in South Africa. As Pemba is a historically im-
portant figure within South African art history and, in particular Eastern Cape art history, these three donations will add to the prestige and intellectual value of the existing collection of Pemba’s artworks located in the NMM Art Museum’s permanent collection. By collecting art, the NMM Art Museum promotes the development of a dynamic regional collection that will reflect the history and character of art, craft and design produced in the Eastern Cape and its relationship to national and international trends. The Art Museum will further use these acquisitions in their education and outreach programmes to uplift and inspire local emerging artists. In honour of Mandela Month and George Pemba, the museum has also organised a programme of outreach and gallery tour visits for the retired communities of Nelson Mandela Bay. Mayoral Charity Golf Day brings joy to many REPORTER NELSON Mandela Bay Executive Mayor Athol Trollip officially acknowledged the recipients of the 12th Annual Mayoral Charity Golf Day at a handover launch at the Teletubbies Day Care Centre in Despatch on July 7. The Mark Headbush Foundation will host the Mayoral Charity Golf Day on September 29 to raise funds for the education of underprivileged communities. Last year the event raised R256 000 that was donated to the Amanzi Farm School, Colchester Primary School, Elundini Primary School, Mother Cummings Daycare, Teletubbies, Vigilante Daycare and Metro Organisation for the Disabled. “The primary aim is to donate these funds towards sustainable infrastructure and facilities that will improve the quality of education,” said Headbush Foundation’s Mark Headbush. Community Chest is in charge of administrat-
ing and distributing the funds on behalf of the Mark Headbush Foundation. “Our gratitude is extended to all the sponsors and donors that continue to support this worthy cause,” said Community Chest CEO Jimmy Gotyana. Previous experience in financial and performance auditing and as a member of an Audit Committee in the local government and/or public sector, including reporting, will be a recommendation. DUTIES: Advise the Municipal Council, the political office-bearers, the accounting officer and management staff of the municipality on matters relating to: Internal audit; Internal financial controls; accounting policies; risk management; adequacy, reliability and accuracy of financial reporting and information; performance management ; effective governance; compliance with the Municipal Finance Management Act, the Division of Revenue Act and any other applicable legislation; any other issues referred to it by the Municipality; reviewing the annual financial statements; responding to the Council on any issues raised by the Auditor General; and carrying out any investigations into the financial affairs of the Municipality as the Council may request. TERMS Of OffICE AND REMUNERATION The term of office of the appointed candidate will be for a three-year period, after which it will be reviewed at the discretion of Council. Persons appointed to the Audit Committee will be remunerated at rates determined in accordance the guidelines and prescripts of the National Treasury Regulations. SHINING Stars made the Nelson Mandela Bay region very proud when they claimed a historic 1-0 victory over City Pirates during the 13th Engen U/18 Knockout Challenge finals that were played at Glenville Celtic Sports Complex in Gelvandale last Sunday. The tournament was successfully organised by Glenville Celtic. The tournament started with a round robin and ended in a knockout stage. Some of the teams that battled it out for the prestigious trophy in the Port Elizabeth games came from Nelson Mandela Bay and from as far afield as East London (Riverside United), Mthatha (City Strikers), Addo (Fast Eleven) and Grahamstown (City Pirates). Last year Shining Stars were denied a victory only once in the whole tournament when they lost 2-1 to the hosts in the finals. This time around, Stars under head coach Bongani River August, looked better prepared.

Stars sneaked into the top position of the Group B log standing. In the semi-finals they faced the formidable Friendly City and overcame them 1-0. City Pirates, who were in the second spot of Group B, surprised the defending champions, Chippa United, after eliminating them 5-4 on penalties, following the goalless full-time tie in the quarter-finals. Pirates continued with their winning ways following their 5-3 triumph on penalties over PE Sundowns. In the finals, Shining Stars com-
peted with the very gusty City Pirates. Stars’ striker Likhona China Mbhem intercepted the clearance by one of Pirates’ defenders and found the back of the net in the first half. As things stood, Pirates could not break the defensive wall of Stars. The Motherwell NU 13 side held onto their lead until the fat lady sang. In the losers’ final, Friendly City succumbed 1-0 to PE Sundowns. According to Engen Group sponsorship manager Brad Bergh, Shining Stars will represent Port
Elizabeth in the national championships which will take place in Johannesburg in October. Bergh congratulated Shining Stars for winning the 13th Engen U/18 Knockout Challenge Port Elizabeth. Hamilton untroubled amid Ferrari drama THE phenomenon of home ground advantage has nearly always been touted in the world of sport as a sort of mythical influence that makes the team or a person nearly unbeatable. This advantage was no more evident as Lewis Hamilton took a record-equaling fifth British Grand Prix win around the famed Silverstone circuit. While Hamilton blitzed the field in Saturday’s qualifying to the tune of half a second, he, similarly, ran unflustered towards the chequered flag on Sunday. While the second-place starter Kimi Raikkonen, who shaded his teammate the entire weekend, briefly threatened in the Ferrari, he could, ultimately, not get within striking distance of Hamilton. The remainder of the podium places seemed set too as Raikkonen ran comfortably in second ahead of Valtteri Bottas, who was recovering from a ninth-place starting position after a gearbox penalty. Nevertheless, two laps from the chequered flag, the thread on Raikkonen’s left front tyre appeared to come apart and forced him into the pitlane. The easy second place he’d been heading to suddenly transformed into fourth. But the drama was far from over as Sebastian
Vettel, now running third, suffered a seemingly identical front-left failure on the final lap of the race. The German was able to limp back to the pits but the chance of salvaging a podium was long gone as he emerged in seventh place. Pirelli has announced that the failures on Raikkonen and Vettel’s cars were not caused by the same problem. In Raikkonen’s case, Pirelli found that the thread had separated from the tyre, which makes it a manufacturing fault. However, in Vettel’s case the failure was put down to tyre age. But Vettel’s tyres were not being pushed beyond what Pirelli had said before the race would be possible. While Ferrari was the only team to pay a price in terms of points, several teams revealed postrace that their own tyres were on the edge of suffering similar failures. The drama-filled ending to the British Grand Prix meant that Mercedes strolled to a one-two victory with Raikkonen in third. Max Verstappen provided some early race entertainment in a fight with Sebastian Vettel but ultimately ran a fairly anonymous race to finish fourth. Daniel Ricciardo, starting from the back of the grid due to reliability issues, delivered a storming drive through the field complete with

With Vettel in seventh the Force India pairing of Esteban Ocon, eighth, and Sergio Perez, ninth, continues to score important points over their rivals, Williams who secured the final point in 10th with Felipe Massa. Besides the formation lap retirement of Renault’s Jolyon Palmer there were only two further retirements. A clash between Toro Rosso teammates Daniil Kvyat and Carlos Sainz saw the latter punted out of the race while Fernando Alonso suffered yet another engine failure despite Honda’s introduction of a so-called reliability upgrade. Ferrari has not only fallen 55 points behind Mercedes in the constructor’s standings, but Vettel’s late race troubles have all but eviscerated his championship lead over Hamilton from 20 to a single point. It is evident now that the early season pressure has transferred from Merc to Ferrari and the Italian team needs to pull something out of the bag for the Hungarian GP in two weeks’ time.

Chokka Trail Run is set to take place in August REPORTER ANTICIPATION is officially in the air for the second annual Bestmed Chokka Trail Run, which is set to take place on Sunday, August 6, from the Cape St Francis Resort. The daunting 62km ultra distance is sure to be the highlight of the event. Other race distances include 30km, 24km and 18km. A 5km family fun run will take place just before prize-giving at 11am and youngsters can participate in a 1km or 3km race on Saturday, August 5, and enjoy an adventure sport programme on Sunday hosted by the Cape St Francis Resort to allow parents to compete with peace of mind. The ultra will kick off at 5am, so a head lamp is compulsory. This distance is the only one to include the popular Sand River, the highlight of the Chokka Trail. The 30km distance will start at 7am, and the 23km and 18km at 7:30am. All races will start and finish at the Cape St Francis Resort. The starting times will ensure that most runners and walkers are back by midday for the festive prize-giving ceremony at 1pm. Ultra and 30km runners must download the ORGSU App to ensure tracking and check-in
times at various water points. Registration and number collection will be at Joe Fish Restaurant, Cape St Francis Resort, from 1pm on August 5, including registration for the 1km and 3km races. The 62km runners can collect their numbers on the same day between 4pm and 8pm only, while the 30km, 23km and 18km runners can collect on August 6 from 6am to 7am. Registration for the 5km is also on August 6 from 9am to 10.45am.

EP Biathlon rewards their record-breaking athletes, elect new chairman SHAUN RICHTER THE EP Biathlon sporting organisation recently celebrated the many achievements of its athletes over the course of the 2016/2017 season. The prize-giving recognised the achievements of both the top biathletes as well as those not always seen on the podium but who nonetheless work just as hard as those who do finish with medals. The following athletes were recognised for
