Low­income earners receive another housing project LIZEKA TANDWA

mizi Housing Utility is calling on all qualifying residents of Nelson Mandela Bay to apply for rental units in the new housing development called Fairview Link, in Restitution Avenue, Fairview. The project is currently under construction.

This is the second project by Imizi Housing, funded by the Department Of Human Settlements, for 368 new rental units. The first units are expected to be ready for occupation by February 2014. At the current rate of progress on the site and current favoura-

ble weather conditions, it may be possible to have the first completed units ready for occupation by the end of the year.

The project has been made possible with the support of the Port Elizabeth Land Restitution and Housing Association (PELRHA).

Descendants of PELCRA members are encouraged to apply for units, provided they earn between R2 500 and R7 500 (inclusive) per month and meet the other qualifying criteria..

“The housing project is mainly for people earning less than R7 500 and more than R2 500. A total of 30% of the units will be reserved for those people who are descendants of Fairview Land Restitution beneficiaries.

They however have to meet the qualifying criteria,” said Imizi Housing Utility CEO Thamsanqa Ngcezula.

The qualifying criteria that an applicant should meet are as follows: . Must be a South African; . Must be a least 21 years of age; . Must not be owning or have owned and RDP house; . Must not be owning or have owned a FLISP house; . Must never have owned a bonded house or commercial/business property.

According to Ngcezula, PELRHA made the land available to the Home Market and Imizi Housing for the development and on-going

management, respectively, of the social housing development. This land was earmarked for private and commercial development.

“Since the project will be on the land claimed by beneficiaries we saw fit to reserve a percentage of the social housing project for them. The intention of building such projects, is to allow our low-income earners the same quality of living as those who are living in commercial units,” Ngcezula added.

People who stand to benefit will need to apply in September at the Imizi Office in Upper Dickens Street, Central.

REDUCE WATER BY AT LEAST 10%

Municipality urges Bay to use water sparingly LIZEKA TANDWA NELSON Mandela Bay Municipality (NMBM) are urging residents to reduce water consumption by at least 10% to prevent any future restrictions by prolonging the water supply till the next rainy season.

NMBM Director of Water and Sanitation, Barry Martin, said although the municipality is not overtly concerned with the use of water by residents and the dams reserves are above 80%, they (the municipality) have seen an increase in water usage since the drought.

“Our dams are relatively full; we are seeing a gradual decline in dam levels and we intend to keep our consumers on board by making information available to them regularly.

Since the drought ended in August 2011 and the water restrictions were lifted, we have experienced a 8,6% increase in water usage,” said Martin.

According to the NMBM, Nelson Mandela Bay (NMB) is currently using up to 300 Megalitres per day, resulting in a 1.5% drop in dam

levels.

“With this call there are no punitive measures taken against consumers. The benefit of saving water now prolongs the availability of our current water supply in the dams until our next rainfall season,” Martin added.

Department of Water Affairs Communications Manager, Thandile Ngcume, said in their biannual meeting of the Algoa Reconciliation Strategy Steering Committee with the NMBM, the importance of ensuring water security was emphasised.

“We must ensure that the water supply is secured over the short to medium term for the Metro area; we must intensify water conservation, develop water demand management measures and complete the Nooitgedagt Lowlevel Scheme.

In his statement, Ngcume said, to complete the Nooitgedagt Low-Level Scheme would cost well over R300 million which the National Treasury Department still declines to release.

The Municipality is also crippled by water leakages which cost over 15megalitres of waste to the (NMB) supply.

Ngcume said, “The Metro received R2.5 million from the Department of Education to start with repairs to schools in the area and 17 of the schools identified with the worst leakages were repaired with the funding received.”

NMBM Spokesperson, Kupido Baron, said the Municipality had made great strides in dealing with water leaks especially in schools around the city.

“With the help of various provincial departments we were able to gain control of leaks in many schools around the city, as well as in most townships. We also initiated a 24-hour call operation centre to monitor any water leaks.”

According to Baron, the Municipality’s major headache is getting the R300 million from National Treasury Department which they would use to build the Nooitgedagt Low-level Scheme which would help ease the load on the city’s pipelines.

Baron, however, said there were no signs of a drought in the immediate future but cautioned residents against water overuse to prevent any water restrictions.

The Nuclear Industry Association of South Africa (NIASA)held its annual industry convention to discuss opportunities for compa-

nies to be involved with the nuclear energy plants in the pipeline.

Several internationally renowned scientists attended the conference which NIASA said would be beneficial for companies who had never explored the industry.

Ngcezula cautioned those who do not qualify against using false documents and furnishing Imizi with false information, saying, “We found that some of the applicants who had been approved for the Walmer Link project had provided false information documents and we were forced to ask them to leave as Imizi is heavily regulated and tenant audits are done monthly by our regulator, Social Housing Regulatory Authority (SHRA).”

Gustav Rautenbach, DA-hoofsweep in die metro, het nou ’n brief aan die waarnemende stadsbestuurder te rig omdat hy besorg is oor die finansiering vir die metropolisie.

Hy bevraagteken hoe die pos geadverteer kan word, terwyl daar nie geld is om die metropolisiediens op die been te bring nie.

“Dit is ook ’n kwessie wat nooit voor die staande komitee oor veiligheid en sekuriteit gedien het nie. Die taakspan het saamgestem dat die pos nie geadverteer sal word totdat daar onder meer duidelikheid is oor die finansiering van die diens nie. Ons is voortydig met die hele ding,” het hy gesê.

Rautenbach het gesê die punt wat almal mis, is dat die minister van polisie nog nie ’n besluit geneem het oor die samesmelting van die land

se metropolisiedienste en die Suid-Afrikaanse polisie nie.

“Indien dit gebeur, sal ons miljoene rande verloor omdat die regering ons nie gaan vergoed vir die onkoste wat ons aangegaan het met die metropolisiediens nie. Dan sal ons van voor af verkeersbeamptes en sekuriteitspersoneel moet aanstel,” het Rautenbach uitgewys.

“Die Raad het die totstandkoming van ’n munisipale polisiediens in November 2009 goedgekeur, waarna dit in Februarie 2012 amptelik deur die LUR afgekondig is. Dit beteken in effek, dat die munisipale polisie reeds gevestig is, maar nog net nie geïmplementeer is nie,” het Mniki gesê.

“Die aanstelling van ’n Munisipale Polisiehoof is van kritieke belang om die diens te implementeer. Geen posisie kan geadverteer word sonder dat fondse geïdentifiseer is nie. Daar is dus wel fondse beskikbaar, wat vanaf Veiligheid en Sekuriteit kom.

“Ek moet beklemtoon, die implementering van ’n munisipale polisiediens is ’n proses wat begin met die aanstelling van ’n Munisipale Polisiehoof. Voldoende fondse is beskikbaar om die proses in hierdie finansiële jaar te begin.”

‘PE Express’ delivers book donations from readers REPORTER LITTLE faces lit up with excitement and shrieks of joy could be heard when little children last week received books and magazines donated to them by generous PE Express readers.

Our readers diligently cleared their book shelves and we were able to donate many books to the Noddy Daycare Centre in Kensington, as well as to the Fundisa Primary Fund who requested books on behalf of the Zanoxolo Primary School in NU1 Motherwell.

The PE Express and PE Express Indaba started this initiative – which is aimed at literacy and educating our future leaders – in the Nelson Mandela month of July.

R.R. Ryger (Michael Green) van Port Elizabeth het pas sy elfde boek, 101 Bakgat Maniere om te Lewe en Sterwe, vrygestel.

Dit bevat twee gru-verhale wat aanhangers se tone beslis van lekker kry en gril gaan laat omkrul.

Green het reeds kultusstatus as skrywer verwerf met boeke soos Beertjie en sy Boytjies, Die Hol Gevoel, Die Spoed van die Lewe en Hondsdol.

Aanvanklik het hy sy meer alternatiewe skryfwerk onder R.R. Ryger publiseer, maar daardie grense het gaandeweg vertroebel en deesdae is Ryger en Green soos vinkel en koljander.

Green – wat ook sportverslaggewer vir Sport24 is – staan in leeskringe as Suid-Afrika se eie Quentin Tarantino bekend.

Hieroor lag hy en spot, “Of miskien is Tarantino Amerika se eie R.R. Ryger? Ryger was mos eerste daar.”

Hy bestempel die geweld wat in sy boeke uitgebeeld word as ’n blote weerspieeling van die werklikheid.

Volgens hom het hy nog altyd

van stories gehou. “My oupa Joe was ’n uitstekende storieverteller en my ouers het my van kleintyd af aangemoedig om te lees.”

Hy is baie opgewonde oor die groot oplewing in die Afrikaanse rolprentbedryf en sal graag een of meer van sy boeke as film op die grootskerm wil sien.

“Sandra Prinsloo wou graag ’n paar jaar gelede ’n rolprent van Beertjie en sy Boytjies maak, maar toe was geld vir Afrikaanse rolprente maar baie skaars.”

Green werk nou aan sy eerste Engelse boek.

“Ek wil graag tot die internasionale mark toetree.”

Hy het gesê dit het hom ’n tydjie geneem om sy brein te kry om in Engels te dink, maar dat hy nou goed op koers is.

Hy wou nie te veel oor die nuwe boek verklap nie, maar het gesê dat dit met boks en ’n realiteitstelevisiereeks verband hou.

Vera Jewel is said by her colleagues to be a helping hand for pupils and parents at her school, where she teaches Afrikaans and Social Sciences to Grade 5 learners.

Jewel, who helps convicted criminals rehabilitate by preaching God’s word, said she is inspired by the levels of poverty and iliteracy in her community.

“I have always believed in helping others. I have an innate need to do more for my community. I have witnessed a lot of crime and poverty, especially in my school, and this drives me to act and do more,” said Jewel.

Jewel said she started observing a trend when pupils as young as eight years old, left school to beg for money on the streets. She was determined to make a change. “I wanted to find out more about these children’s homes, where they came from and whether their parents were aware of the problems they faced.”

Alpha Primary School principal, Anton Arendse, said he was very proud of the work Jewel had done for the community and the school.

“She has become a mother and a disciplinarian at the school and she works hard - making house calls and speaking to parents about the progress of the pupils. She is truly dedicated,” said Arendse.

Jewel, a grandmother and mother of two, feels very strongly about the rehabilitation of St Alban’s convicts.

“I feel that these people deserve a second

chance and they also need to be productive members of society, so I decided to start reaching out to convicts and counselling them, which also helps with their parole applications when they have been considered.”

Jewel’s daughter, Duray, who sent an e-mail to the PE Express to share her mother’s story, said she was mostly proud of the work her mother does for drug abuse victims. “My mother is a mother to many in my community. She has been so inspirational to me and my family. She puts people’s needs before hers and that is commendable.”

Jewel said she wanted to encourage other women to do more for their communities.

“There are many people who need help and I think if we would all lend a helping hand, we might make a difference.”

Hug­a­hound for Animal Anti­Cruelty ANIMAL lovers will be able to hug a hound to raise funds for Animal Anti-Cruelty, while a flash mob stages a silent protest for those who cannot speak for themselves at The Boardwalk on Saturday, August 24.

Around 40 drama students will be representing caged animals, chained animals, animals forced to fight, animals injured through fireworks, rhino-poaching and wild animals in circuses during the protest in the form of a post-modern Flash Mob, which is the brainchild of IEB subject drama learner Robyn Palmer.

Spectators will be asked to release the animals from their chains.

It will be filmed to make a DVD for Robyn to show as part of her skills assessment.

She has been studying with the Rother Swain Drama Studio for many years and is currently in matric.

Together with her prac. teacher, LindaLouise Swain, who is actively involved with the Animal Anti-Cruelty League, she decided to highlight the plight of animals, both domestic and wild through her project.

The Boardwalk has taken up on the challenge of hosting 40 drama learners from the Rother Swain Drama Studio and Pearson High School.

There will be a Hug-a-Hound donation area, as well as an animal food donation area.

This food will be distributed to animals in the most indigent settlements in the Northern Areas.

A colouring-in competition for children will form part of the activities, with the young artists being helped by the “human

dogs” who cannot speak for themselves.

Flyers will also be distributed.

“Do pop down to The Boardwalk on Saturday 24 from 12pm to 2pm and let your children and yourselves be part of this unique experience, where awareness and thought create future leaders with compassion and drive to truly make a difference,” said Swain.

Aloe Igazi unit finally fully operational after more than a year TANYA VAN ZYL THE first patients at the Aloe Igazi General Ward and Stem Cell transplant unit at the Provincial Hospital have arrived.

After standing empty for more than a year, this part of the R20-million treatment unit became fully operational on Monday when Dr Kobus Kotze, CEO of the Port Elizabeth Provincial Hospital Complex, officially opened the unit.

The ward publicly opened on May 9 last year, but could not treat any patients due to staff shortages when the Department of Health went back on its word to provide the necessary staff for the unit. Only a section of the unit was then later opened to outpatients in March this year.

Speaking at the opening of the ward, Myron Leonard, Chairman of the Igazi Foundation, praised all the roleplayers for making the opening possible.

“We believe that with a unit such as this, it may become something of a beacon, not only for us in Port Elizabeth, but indeed for our country as a whole. We can offer the best medical care this world has to give and we can do it right here in Port Elizabeth,” Leonard said.

Kotze, before declaring the ward open, said that “it has to start with a dream and in the public service it takes a lot of energy, perseverance and huge obstacles.”

“I have huge admiration for the people who made this happen and I hope there are lots of units in the hospital that will develop this initiative and take hands with the community to provide really good heatlhcare to the people,” Kotze said.

Letters to the Editor Parents to take back their children GROWING up being the oldest son was a real success for me, as I followed the basic and strict instructions laid by my parents.

I grew up by a rule called the “no but” rule, which was simple - follow instructions given by elders with “no buts” and in life you will succeed.

This taught me that in life basic respect for elders will determine your future.

Ever since becoming involved in anti-crime organisations, combating crime in my local community, I have witnessed the decomposition amongst our youth.

These are the youth, who we are told are “our future”; yet they are the offenders in our society, ruling their very own parents who gave life to them.

I have recently been approached by a mother who is sick due to stress. She was in tears asking me for help with her 16-year-old daughter who sleeps out at the

home of an older guy, stays out of school and is very vulgar towards her mum. I asked her a simple question, “Who is the parent?”

Although expressing remorse for these parents, I cannot understand that they would allow that very minor, who you feed, bath and provide them with the best you can, to walk all over you.

Parents, let’s put aside the soft heart and consideration; they aren’t your employers who delegate orders, they belong to you.

Parents, you should live by the rule that says, “If you don’t like my manual to a successful life, there’s the door!” Parents, start taking advantage of your right to control your children’s lives, so that you can develop young men and women who are assets in society.

Doing small things can make a big difference I WOULD like to share my story on small things.

On a TV programme, Kwêla, Coenie de Villiers always ends the programme, by saying: “Make a difference.”

In the mornings, I drive to work in the dark, and arrive home when its dark, with no time to be on committees, or attend meetings, to make a difference.

But God makes a way.

So it happened, that every morning, I drive past three different young men, selling the morning newspaper at two different robots, in Port Elizabeth.

I suddenly realised that these guys have to get up between 3 and 4 am, in spite of the cold weather, and still have to smile at their customers.

I decided to give them small things, about once a week, when the robot is red and I have to stop. I open the car window, wave and they come running to me, whether I have something to hand out, or not!

As we chatted a few times, I found out what their names are, their family circumstances, and whether they have parents or brothers or sisters.

Their names are, David, Kerwin and Brandon.

Sometimes I give them a few rusks, a packet of biscuits, or a packet of soup for the cold winter days.

At the beginning of winter, I bought each of them a pair of woollen hand gloves.

Lately, when they see my car coming. they shout to me: “Hallo Maaaa!” and we wave as we pass one another. We have a good laugh each morning and after opening my car window, I’m also wide awake, from the cold morning air!

Whenever I have something in my car to hand out to them, I pray that the robot would be red, so that I have enough time to pass it on to them.

God is faithful, and only once it happened that the robot was green. Last week, I decided to buy each one a Bible which is easy to read and understand, for whenever they celebrate their birthdays.

How amazed I was, when I walked into CUM Book store, finding various Bibles on sale and I received R60 discount on the three Bibles.

God is faithful in the small things of life.

On her new CD, Nianell sings: “It’s the small things that count so much...”

Believe it or not, four days after buying the Bibles, David said to me at the robot, “Hi Maaa, it is my birthday today!”

I replied: “No problem David; I will bring your present tomorrow!”

The Bible was bought just in time, as I did not have their birthday dates at the time.

And so we make a difference, through the small things in life...

Let us make a difference.

OUR test vehicle is Hyundai’s Santa Fe 2.2 CRDi 4WD Elite (7-seater) At a glance The Santa Fe and my paths had not crossed yet, so I was a wee bit lost to “recognise” the one I was going to make friends with for the best part of the next week.

When I pressed the remote “unlock” button and the flicker lights flashed I thought that I was given the wrong set of keys. How could this be a Hyundai?

Before getting into it I was quickly shown the 7-seat capability of the Santa Fe. From what I saw at the rear I already started bonding with it. You can imagine how I felt getting into this “animal”. Wow! It gave me that sense of being a wealthy person. Whatever I touched just felt right and of high quality. Electric this, electric that, adjustable this, adjustable that, it was a bit mindboggling to discover everything the “Fe” had to offer.

I have a tendency to judge a vehicle by the way I’m greeted from the front end. The Fe immediately spoke of space and luxury and comfortable driving and... OK I’ll stop and try to calm myself down.

I’ll try to mention just a few of the outstanding points without being prejudiced.

There are three very outstanding items on this list. They are: . The huge sun/moon roof. It is huge running from the front to the rear of the middle row seats. The opening section is approximately half of the full length. It was so obvious how much light enters the Fe when

the covering is slid open. . The multi-directional adjustable driver’s seat. You have to really be awkwardly built not to have a comfortable sitting position.

The Ride Starting the Fe is via the large Power button and the engine purrs into life with very little noise. For a diesel the Fe was purring like a very contented kitten.

This model is the 4-wheel drive automatic version, so the ride was very comfortable and smooth. What got my attention is the minimal engine noise coming from the front. Although the Fe has quite large wheels there is also no excessive road noise inside the cabin.

Something which I found quite interesting is that you can select three different steering modes, normal, comfort and sport, with each one giving a different feel to the driving experience.

Something of note is the space inside the Fe. With only the Frankstraat 27, Newtonpark five seats in use the WERNER 082 760 9144 / 041 365 0870 rear space is huge.

would not consider these for permanent use as it would be a bit cramped at the back on longish trips.

Some technical jargon The Sante Fe is powered by a 2.2F, 4-cylinder, 16-valve inline turbo diesel engine.

With power rating of 145 kW at 3800 rpm and torque of a massive 436 Nm at 1800 to 2500 rpm, the Fe is driven via a six-speed automatic transmission through all four wheels. The large 19” Alloy-wheels come with 235/55 R19 tyres and give good grip for the Fe. The Santa Fe, weighing in at 1822 kg, is not the lightest of vehicles on the market and with a ground clearance of 185mm also not the lowest.

I like The list of features which I like in the Santa Fe is quite long. By listing all of these, this review might become a bit too longwinded.

Oopsies If I have to make mention of something which I found a little bit annoying, but not so that it is an oopsy, it is the automatic window wiper functions. With some constant rain on one of the trips the automatic function became a bit over zealous and wiped at a speed one would only expect in much heavier downpours. A timer option might be nice to have with the automatic option. Bar that I could not really find oopsies.

The Verdict If comfort, luxury and space are on your bucket list for a vehicle, then I seriously advise you to go and check out the Fe. Without sounding prejudiced towards the Santa Fe, I have to admit that it is one of the vehicles in its segment I really enjoyed and it did it for me.

The extra two seats give that extra functionality and capability to the Fe when required. For the everyday family vehicle in this segment of the market I feel it will comply. Your local Hyundai dealer is standing ready for you. I would, however, call him first as I do not think that all the branches will have one of this model on the floor. One final item, if you drive the Fe respectably, the fuel consumption will surprise you. . Spa – the greatest place on Earth THERE aren’t many things that Formula 1 teams and the sport’s fans see eye to eye on. But the one thing that has everyone’s unanimous agreement is that Belgium’s SpaFrancorchamps is incomparably the best racing track on the face of the planet.

Where other circuits’ layouts are identified by numbers, here corners are named. Eau Rouge, Pouhon and Blanchimont simply ooze Formula 1 history and have demanded respect from every era’s most talented drivers.

Sites such as Abu Dhabi and Singapore are modern-day showpieces but Spa is where it is every driver’s desire to be part of its mystical history.

The Belgian circuit stands apart in other areas as well.

It is the longest on the calendar at 7.004 km and houses its own micro-climate in the foothills of the Ardennes mountain range.

The weather effect has been as colossal as the circuit is demanding. The temperamental rain has been known to severely limit running in free practice. While the over 7km long race track stretches through a grand vista of sprawling hills, it brings with it the likelihood of contradictory weather conditions at either ends of the circuit.

Several teams will bring upgrade packages to the race this weekend, with Lotus expected to bring their last major upgrade for the year to their E21 car. A final decision on whether to run the passive DRS system has not been made yet but according to Lotus’s trackside operations director, Alan Permane, there is a “good chance” that the device will be deployed this weekend.

German sources have suggested that Red Bull Racing is expected to announce Daniel Ricciardo as Sebastian Vettel’s teammate for 2014 this weekend. Dr Helmut Marko was quoted as confirming that the announcement would be made at Spa. No official announcement has been made by Toro Rosso or its drivers.

Raikkonen’s time at Ferrari came to an unpleasant end in 2009 with team president Luca di Montezemolo calling the Finn “unmotivated.” Many have speculated that Raikkonen had got on well within the Ferrari team and that the only potential animosity was created by LDM’s comments. WELL, well, who would have thought it?

South African rugby is back in quota country again. And it’s raising quite a stink.

First of all, let’s get the latest developments on the table. Last week the SA Rugby Union announced that from next season, at Vodacom Cup level, at least seven players of a match-day 22 must be black. That’s one-third of the team, let’s not forget.

But what’s all the fuss about? It’s claimed that “this initiative is crucial to ensuring that transformation in rugby takes place.� All good and well, but in sport things don’t work that way. All of us know of talented kids at school who proudly wore their rugby colours blazers at weekends, but never touched a rugby ball in earnest from the moment they left

school.

Why? Because they were too busy studying to be doctors and dentists, big businessmen, lawyers and accountants, train-drivers, you name it. And why? Because that’s the way life works; not everyone wants to be a rugby star.

Sport is taken up by an individual, seriously or otherwise, at his (these days even her) choice.

Groot pryse te wen by Bergfietstoer en Prettrappe VERSLAGGEWER DIE Makro Bestmed Fietstoer en Prettrappe op Saterdag, 7 September in samewerking met Die Burger gaan vanjaar ’n baie groot geleentheid wees met reuse gelukkige trekkinge, medaljes en prysgeld op die spel.

Die groter borgskap van Bestmed en Mecer tot die toer het dit moontlik gemaak om ook vanjaar ’n volledige bergfietswedren van topgehalte op Sondag, 8 September aan te bied. Voorts span die Laerskool Lorraine en NMMU vanjaar saam om die fietsryfees ’n spoggeleentheid the maak.

Daar is ook weer vanjaar baie groot prysgeld en gelukkige trekkinge op die spel vir mans en vroue in die pad en bergfietswedrenne.

Bewens die groot prysgeld vir die wenners sal elke ryer wat die 90km en 30km afstand voltooi ’n pragtige medalje ontvang. Die groot verrassing is dat ryers wat vanjaar aan die 1km, 5km en 10km prettrappe deelneem ook medaljes sal ontvang. Al die deelnemers aan die bergfietswedren wat by Hopewell langs St. Albans plaasvind, sal ook medaljes ontvang.

Daar word weer vanjaar ’n groot fees saam met die toer aangebied. Benewens stalletjies sal daar ook nuwighede wees soos verfbalskiet, bulletjies rugby, netbal en pa’s wat mekaar op die netbalbaan die stryd gaan aansê.
