Dr Lindiwe Msengana-Ndlela has been appointed on a five-year contract effective from March 1. The municipal manager position has been vacant since July, 2009, when Graham Richards took special leave to allow for an investigation into service delivery failures in the Metro. Msengana-Ndlela holds a Bachelor of Commerce degree and a University Education Diploma from Rhodes University, a Bachelor of Education and a Master of Business Leadership from UNISA, and a PhD (Urban Governance, Leadership and Local Economic Development) from the University of Warwick in the United Kingdom. Msengana-Ndlela, from Cala in the Eastern Cape, is the former Director General and Accounting Officer of the Department of Provincial and Local Government (2002-2009) who managed a budget that grew from R6 billion to over R24 billion, with a succession of unqualified audit opinions from the Auditor General. She played a leadership role in important committees, including the presidency. According to a statement from the Metro, she played a pivotal role in the drafting and implementation of municipal legislation. She has been recognised by Rhodes University for “Outstanding accomplishment in professional life and enhancing the reputation of Rhodes University” and was awarded the Rhodian Award in 2005. She is also a recipient of a research Fellowship award from the WK Kellogg Foundation of the USA, through a programme which promotes policy practice and research by women leaders in Southern Africa. Since last year she has been a PostDoctoral Fellow at the Human Sciences Research Council (HSRC). “Dr Lindiwe Msengana-Ndlela is a seasoned and qualified administrator. He previously acted in the position of Chief Financial Officer. Zolile Siswana: Economic Development and Recreational Services Resignation of the Chief Whip and appointment of a new Chief Whip Council accepted the resignation of Councillor Feziwe Sibeko and appointed Councillor Joy Searle as the new Chief Whip of Council. Councillor Sibeko will now serve on the Budget and Treasury Directorate, as well as on MPAC.
