Restitution Avenue to be finally completed ZELDRÉ STRAUSS SWANEPOEL

FTER many years of being the road to nowhere, Restitution Avenue in Fairview will finally be completed and link to the Third Avenue dip in Newton Park. The road, which abruptly ends just underneath the William Moffett Expressway, will allow for traffic to link to and from the Glen Hurd Drive, also known as the Third Avenue dip, which should bring relief to the traffic congestion in the dip and on the William Moffett Expressway. A section of Restitution Avenue was built in 2011 by the Port Elizabeth Land Restitution and Housing Association (PELRHA) at a cost of R18 million and was supposed to be extended by the Nelson Mandela Bay Municipality but to date could not be completed due to budget constraints. The PE Express reported in 2011 that conditions imposed by the municipality on PELRHA as part of the Port Elizabeth Land Restitution Initiative - which is restoring land in Fairview to the victims of forced removals under apartheid - was the construction of a road that would alleviate the influx of traffic expected from Fairview once claimants have built their homes. PELRHA completed its agreed section from Mimosa Road to under the William Moffett Expressway in 2012. According to Ward 6 Councillor Morné Steyn, work to complete the road will start within the next two to three weeks. “During phase one of the project, the road will be built and linked at the top of Glen Hurd Drive in the direction of William Moffett Expressway and the roads will merge via an intersection, possibly a traffic circle.” Steyn added that road users need not be concerned about the dip being closed during construction. “The construction process of the extension of Restitution Road will have no effect on the traffic flow on Glen Hurd Drive and the road

would not be closed at any time as a result of the building process.” The second phase will involve building a bridge parallel to the dip. The second phase, however, will only be considered in the next

financial year,” Steyn said. The cost of phase one will be R13 million and would take an estimated six months. Clive Felix, director of PELRHA, said, “I know R13 million was budgeted some years

ago, but the money was diverted for other uses. “We don’t believe that R13 million will be enough unless they have a rethink about the current design,” he said.

Langs een van Port Elizabeth se hoofstrate in Fairview, agter digte bosse in ’n onbewoonde gebied, word “berge” rommel versteek. Volgens Arnold Slabbert van Wildline, ’n stedelike kleinwildbewaringsgroep en omgewingskundige, is die gebied deur een man met “duisende ton” se afval, bourommel, vullis, motoronderdele en toksiese stowwe bevuil. “Die man adverteer ’n rommelverwyderingsdiens. Mense betaal hom om die rommel– enige soort rommel, selfs asbes – op te laai en te verwyder. Die man wat die goed verwyder, betaal niks nie, want hy stort alles net in ’n oop veld agter die huis waar hy bly en ry weg,” verduidelik Slabbert. Sowat drie weke gelede het Slabbert inligting ontvang van ’n vermoedelik onwettige stortingsterrein in die gebied en hy het ondersoek ingestel.

“Daar was net een pad in, en dieselfde pad weer uit, na die gebied. “Wat ek gesien het, kan ek net as die grootste onwettige stortingsterrein in die stad beskryf.” Minstens drie hektaar word gebruik om die rommel te stort, meen Slabbert. Langer as twee weke, dag en nag, het Slabbert en sy span die gebied gemonitor om genoeg bewysstukke te versamel. Woensdagoggend het Slabbert die man op heterdaad betrap terwyl hy glo stukkende teëls van sy voertuig aflaai. Beeldmateriaal van die voorval wys hoe die voertuigbestuurder van die toneel probeer vlug toe hy besef die owerhede is op hom, wat bykans tot ’n vuisgeveg tussen hom en die owerhede gelei het toe hulle sy sleutels probeer afneem. Die polisie en metropolisie was op die toneel en daar is op die man se voertuig beslag gelê. Volgens Yusuf Cassim, hoof van die Town Rangers, is die betrokke man ’n boete van R4 500 opgelê. Cassim sê die grond waarop die onwettige stortingsterrein geleë is, behoort aan die departement van openbare werke en nie aan die

Volgens Grootboom sal drie ongemerkte voertuie die metro patrolleer en oortreders vastrek. “Enige persoon wat betrap word vir onwettige vullisstorting, sal met R2 000 beboet word. Die volgende stap is om die boeteskedule aan te pas, om selfs die motors van herhaalde oortreders te konfiskeer.” Trollip het ook ’n beroep op inwoners ge-

A stern warning is sent out to individuals who are extracting water from the Baakens River next to Kragga Kamma Road, reportedly to sell to swimming pool owners. Extracting water from any river or stream within the bounds of the municipality without a permit is illegal. According to Ward 8 Councillor Gustav Rautenbach, there are residents who have seen heavy vehicles allegedly extracting water from the Baakens River. “I want these perpetrators to know

that the residents of the area are keeping an eye on them. “We have photographic evidence which was handed over to the metro police and they are investigating the matter,” Rautenbach said. Rautenbach urged those who need non-potable water for domestic use to make use of the Motherwell groundwater collection point and the Fishwater Flats Wastewater Treatment works in John Tallant Road. These points provide non-drinkable water for residents and businesses to use for construction, filling of swimming pools and car washing. Nelson Mandela Bay Municipality spokesperson Mthubanzi Mniki said the NMBM condemns the act of extract-

ing water from the Baakens River. “We call upon those who have info about these acts to report it to 0800 205050 so that the culprits can be brought to book.” Mniki added that anyone who wishes to extract water from natural bodies need a permit that should be obtained from the Department of Water Affairs. Failure to have such a permit could result in prosecution in accordance with the National Water Act 36 of 1998. Permits, however, will not be issued for domestic use. Residents with boreholes should also note that the selling of water from these sources is prohibited. “All boreholes should also be registered with the municipality,” Mniki said.

This after the parents in Chatty recently took to the streets and presented a memorandum to the Nelson Mandela Bay Municipality (NMBM) after repeated applications for scholar transport to the Eastern Cape Department of Transport fell on deaf ears. According to parent, Simphiwe Waka, the application for scholar transport was submitted at the beginning of last year and till now there had been no response. “The right procedures were followed and we honestly thought that there would have been a way forward by now. “Our area is more than 6km away from schools and it becomes difficult for our children to walk such long distances, which affects their attendance,” Waka said. He also pointed out the dangers of walk-

ing, stating that the children had to cross the Bloemendaal Road to and from school everyday. “That road is very busy in the mornings and afternoons, so, it is not safe for the children. Just a couple of years ago, two learners were involved in a hit-and-run accident on their way to school and one of the learners died on the scene.” Waka further added that adverse weather conditions also prevented the learners from attending school due to the fact that on rainy days, the rivers and lakes became too full and the children were unable to cross. He said as a result of such challenges, some of the children ended up dropping out of school. The situation has forced many parents to use their limited funds on alternative transport which often proves to be unroadworthy. Private transport operators are not subject to the same scrutiny as transporters contracted by the department and are often found not to be in pos-

He said the lack of scholar transport has lasting effects on the future of the learners. “We believe that in order to access opportunities, scholars need to be able to access their right to education. Cyclists to ride 900km to aid Operation Smile THANDI SETOKOE A GROUP of local cyclists will start a gruelling 900km journey from Port Elizabeth to Cape Town tomorrow, in a bid to help create awareness and funds for Operation Smile. Operation Smile is a rescue project which enables children born with facial deformities, such as cleft lip and cleft palate, to undergo reconstructive surgery. According to cyclist Martin Glaum, the team, which consists of 13 cyclists, will cycle approximately 80km to 100km per day to cover the full distance to Cape Town and this will take place in the duration of 10 days. He said it takes a lot of commitment, dedication and effort to prepare for an endurance event of this magnitude as without the necessary preparation, the cyclists would not be able to complete the event. “Ever since I cycled the Langkloof route from Port Elizabeth to Cape Town three years ago, with a few friends, I wanted to repeat the

process but this time for a good cause. “So, a few month ago we decided to make that dream a reality and chose to support Operation Smile,” Glaum said. He said nothing could adequately prepare one’s body to cycle these kinds of distances for 10 consecutive days, “It’s all in the mind. Our group of riders are all reasonably fit from having fun on our MTB’s (mountain bikes), so, we just needed to toughen up our butts by spending longer hours in the saddle.” Training preparations went well, averaging at three rides per week, including indoor training and partaking in local cycle races. Operation Smile ambassador Shannon Smit said, “It costs a mere R5 600 to change a child’s life completely to rectify a cleft palate. We would like to use this opportunity to change as many lives as possible.” The ride will start from Bridge Street Brewery in Port Elizabeth at 18:30 and the group will stop at various towns, such as Jeffreys Bay, Storms River, Plettenberg Bay, Groot Brak, Riverdale and Hermanus, to name a few, where they will give talks on the importance of safe surgery as well as the work done by Operation Smile. NPO seeks to uplift teen girls ANIKA DE BEER “ANYTHING in life is possible when girls are empowered to go out into this world, knowing with confidence that they can become future leaders and future career women.” These are the words of Wilma Plaatjies, founder of the Caterpillar 2 Butterfly NPO, which seeks to uplift the northern areas of Nelson Mandela Bay. Plaatjies started the NPO two years ago and chose to focus on girls between the ages of 12 and 19. Her objective is to help create a brighter future for them by educating them about substance abuse, teenage pregnancy and the dangers of unprotected sex to reduce teenage pregnancy and the abuse of alcohol and drugs through counselling and awareness programmes. “Youngsters are using drugs, alcohol and teenage pregnancies and it all seems like it’s normal to do or use these substances. I realise that our young people need to be taken back to the basic principles,” Plaatjies said. She offers free classes to the girls that teach them a wide variety of life skills, including how to have a positive self-image, apply make-up, present themselves in public and

work with finances. “Having role models from our community will help the girls see that they can rise above their circumstances,” she said. Caterpillar 2 Butterfly presents the girls with certificates for the courses they complete and they often help some of the girls get jobs as well. Plaatjies, along with a few local volunteers, currently offers classes at the West End Community Centre, Booysens Park High School, Triomf Primary School, George Botha Community Centre in Jacksonville and the Jacksonville Resource Centre in Salsoneville. She would like to see the programme expand to other northern suburbs, but will need volunteers to assist her. “We currently have a sponsor to teach the girls how to surf, but we are looking for a sponsor who can help us with transportation to Summerstrand and from Salsoneville. Our girls really want to learn how to surf,” Plaatjies revealed excitedly. “Caterpillar 2 Butterfly is to enable girls to know that whatever they put their minds to, they can achieve it.” Girls between the ages of 12 and 19, who are interested in attending the free classes, can contact Wilma Plaatjies on 083 375 2044 or wplaaitjies@yahoo.com.

De Klerk, who lives in Sherwood, set a record in 2016 when he produced his 100th album, but he was determined not to stop there and set a new goal for himself to add another 50 to his tally in just one year. “In December 2016, I was able to produce my 100th CD, but this was achieved over a nine-year period and to add another 50 CDs to this tally in just one year meant that I would have to average about four per month,” he said. “Taking into account that each CD contains approximately 20 songs, this was quite a daunting task. This meant that there lay many, many hours of preparation, research, practice, arranging, editing and final recording ahead of me.” On December 24, 2017, he finally reached his new goal. What sets De Klerk apart from other

musicians, though, is the fact that he has never been interested in making money from his talent. “Even though I have produced this many CDs, I have never, ever sold a single one, nor have I ever attempted to do so. Instead, I have had the pleasure of giving hundreds away (especially the gospel CDs) with only one thought in mind: to bless someone with the word of God,” he explained. De Klerk was also determined not to conform to just one particular genre. His 150 albums, which are made up of more than 3 000 songs, cover nearly every type of music, including gospel, jazz, country, Latin-American, boeremusiek and movie theme songs, to name but a few. “I spend between four and six hours each day in my music studio preparing, arranging and recording my CDs. They are a total one-man show. “I do all the background instrumental music myself and then I add various voices (my own) to achieve the final results. This proud record could never have been achieved without God’s grace and mercy.”

New-look cars take to track to prepare for 2018 season THE level of innovation and sheer technical brilliance that is infused into a new Formula 1 car never ceases to amaze. To understand how much work goes into the design, development and building of an F1 car, consider that the creation of the Mercedes W09 has comprised 1 000 years worth of man-hours or a staggering 8,7 million hours. For the second year running, Mercedes has launched its car with a shakedown test at the Silverstone circuit. Painted in the characteristic silver, with flashes of turquoise, the design of the W09 looked more akin to an evolution rather than a revolution. Given that Merc had the quickest and most reliable car in 2017 it makes sense to build on the already successful design elements that delivered both championship titles. While there are few obviously visual changes to the Merc, reigning champion Lewis Hamilton says, “it [the car] looks quite similar but inside, underneath the shell and even the bodywork, it’s all refined to perform even better than last year”. One of those major changes centres on reliability, as drivers are permitted to run only three engines and two ERS (Energy Recovery System) for the season be-

fore accruing penalties. “The biggest challenge we’ve got is lifting our durability limit,” said Mercedes managing director Andy Cowell. “[There is] a 40% increase in the distance that the hardware needs to do for this year compared with last year”. What is evident from nearly all of the cars launched so far is the significant focus on the bargeboard and sidepod area. Where most teams have adopted Ferrari’s 2017 design with slight adaptations, the Italian team has gone a step further with an even more innovative design philosophy in this area for the 2018 season. The sidepods, especially, are narrower than in 2017 with a considerably different approach to the air intakes, which are now split in two. Similarly, the wing mirrors on the SF71H have been transformed to include a small winglet that will serve to clean up and direct the air around the newly introduced halo. The team has also opted for a return to all-red livery and has, so far, been the best at visually integrating the halo by painting it the famous Ferrari-red. to challenge for championship glory. Not to be outdone, Red Bull launched the RB14 with a striking, but once off, dark blue camouflage livery. Tight finish expected for Human Race REPORTER THE first event of the Legacy Project races presented by Eastern Province Athletics in partnership with Nelson Mandela Bay Municipality will be held this Saturday. The Uitenhage Human Race, which includes a 30km road race, 10km and 5km family run/ walk, will start and finish in the Derek Ferreira rugby stadium in Rosedale, Uitenhage. Top local athlete Frans Melikhaya of Ikhamva Athletics Club, who won the 30km Human Race in 1:30:54 last year, will not be participating this year, which will leave the front line wide open for an exciting finish.

Michael Mbambani of Eastern Province Athletics announced that the 30km course had been certified by the International Amateur Athletics Federation and that the 10km route was changed to an easier out and back course. Race organisers Sport Impact Events confirmed that t-shirts will be given to the first 200 entries in the 30km, and prize money and attendance-only lucky draw prizes will be awarded at the 10:00 prize-giving. Gold medals will be awarded to the top 10 men and women, followed by 150 silver and bronze medals to all finishers within the cut-off time. Bronze medals will also be awarded to all the 5km finishers. The cost for the 30km run is R80 and R50 for

the 10km. Runners over the age of 65 in both the 30km and 10km will only pay 50% of the race fee. The temporary license, required for the 30km and 10km, is R30. The entry fee for the 5km is R20. Lion City bring Butterworth FC to their knees SELBY MADIKANE LION City were on top of their game, collecting the maximum number of points when they overcame Butterworth FC 2-0 in their ABC Motsepe League clash which took place at Motherwell NU 2 Stadium on Saturday. Despite the windy weather conditions, City managed to get the lion’s share in ball possession. The visitors seemed to have a tough time playing against the wind. The two sides played the first stanza without a goal. City nearly broke the ice, but Zukisani Benni Ngalo’s efforts went over the goalposts of Butterworth FC. It appeared as if the visiting side came to play for a draw as they defended in numbers, leaving their big striker, Athabile Makaya, a lone ranger up front. Zukisa Makgopa and Phumelele Msila kept

a watchful eye on Makaya. The home side supporters waited for a very long time to see their left full back, Amazulu Ngcoza, score a long-range goal from a set piece that left goalkeeper Yanga Msutu well-beaten in the 81st minute. The game turned out to be a cagey affair after Butterworth players resorted to foul play, but the referee asserted his authority. The right moment came when City’s super substitute, Anele Mabhekaphantsi Ngqunge, unleashed a scorcher from the 35m area to beat goalkeeper Msutu. The final score was 2-0 in the referee’s additional time.

Londt Park men win Mayoral Cup Wheelchair Basketball finals SELBY MADIKANE THE Londt Park Wheelchair Basketball men’s team easily outplayed their opponents, Motherwell Sky Dreamers, 51-10 in the Mayoral Cup Basketball finals, which took place at the Raymond Mhlaba Indoor Sports Centre on Sunday. Londt Park made a bright start to the game, while the home side struggled to find their balance. However, Londt Park showed that they were hungry for success as they took the lead by 18-3 in the first quarter. At the start of the second quarter, Dreamers were in pursuit of the points, but the visitors increased their lead to 28-5. Londt Park increased the pressure in the third quarter as they built a lead of 41-7. By the end of the last quarter, Londt Park had amassed a 51-10 winning margin. Eastern Cape Sports Confederation deputy president Jeane Miggels, who was in attendance, stated that the game was exciting
