RIVATE security companies Atlas and ADT have joined forces with the police and Nelson Mandela Metropolitan Municipal (NMMM) Safety and Security directorate to form a beachfront safety patrol for the festive season. DA Ward Councillor, Dean Biddulph, who spearheaded the project said, “The idea for a permanent beachfront security presence stems back as far as the soccer World Cup when the need for such a team became apparent. The extra security during this period rendered the beachfront completely crime free during the tournament. At the time I approached the department of Safety and Security in Bhisho via our representative to try to procure additional
SAPS members and resources to equip an additional sector for the Humewood SAPS.” Biddulph said that when his initiative hadn’t materialised with staff only provided during the festive season, he made new attempts earlier this year to have a joint venture between the city, SAPS and the private security sector. Biddulph said Police Brigadier Ronald Koll has deployed a vehicle and four SAPS members at the South End Fire Station permanently to form the nucleus of the permanent Beach Patrol. “These officers will be supplemented by a Metro Safety and Security vehicle and two officers from Acting Director Shane Brown’s department under Mr Shadrack Sibiya from Metro Safety & Security. Additional security presence will be provided by private security firms ADT and ATLAS who will have two vehicles
each in prominent, high traffic areas along the beachfront between 9:00 and 16:00 during the day.” Koll said the SAPS and Safety and Security directorate would focus on the peak public use times initially which have been identified by the Beach Office as early mornings (05:00 to 09:00), afternoons (16:00 - 20:00) and throughout the weekend. “The SAPS and metro staff will patrol together with an SAPS member and Safety and Security member per patrol vehicle so that both law and by-law enforcement can take place. In addition, Beach Manager Fernando Caine has agreed to avail the beach office security cameras so that there are additional eyes and ears in the area. There will be a radio link between the beach office, the South End CCTV control room and the patrol vehicles so that any problems
can be attended to as quickly as possible,” said Biddulph. Biddulph said in addition to the project he had scheduled a meeting between Senior Prosecutor Clive Killian and Metro Safety and Security to try and get their buy-in in order to not only prosecute offences via the Municipal Court but to also fast track by-law prosecutions. “The ward office is also working with various sponsors to look at a dedicated uniform for the Beach Patrol so that these members will not only look good but be instantly recognisable as law enforcement,” added Biddulph. Biddulph said he was thankful to see the positive attitude from the role-players in the initiative. “I sincerely wish this joint venture every success and look forward to working closely with our partners as we bed down this long awaited safety intervention.”
